Background
The Santa Clara County Board of Education (County Board) and the County Superintendent of Schools (County Superintendent) believe it is important to seek and consider students ideas, viewpoints, and reactions to education. To provide Santa Clara County Office of Education (SCCOE) high school students with opportunities for civic engagement and to provide valued input to the County Board, the County Board agreed by policy to ensure inclusion of a student member (Student Board Member). A petition was received and duly verified by the County Superintendent of Schools in June of 2022.
The 2023-2024 Student Board Member has been selected by their peers. The student member is in good academic standing and committed in writing to carrying out the responsibilities of Student Board Members by completing an affidavit which is on file in the office of the County Superintendent of Schools.
This evening the selected student, Nathan Alvarez, is being presented to the County Board at the regular meeting of September 20, 2023.
The Student Board Member term shall be for one school year ending on June 30, 2024. The Student Board Member shall perform duties as needed within the scope of the County Board. Student Board Members shall not be considered members of legislative body for purposes of the Brown Act, including for purposes of establishing quorum. Student Board Members shall not be included in determining the vote count necessary to carry any measure before the County Board. The Student Board Member shall participate virtually in the meetings. Should the County Board of Education meetings extend beyond 8:00PM, the student board member will be automatically excused at 8:00PM.

The SCCOE is committed to providing opportunities for students to engage civically and to pursue the State Seal of Civic Engagement on their diploma. Civic engagement promotes learning, critical thinking, and engagement.

The month of October is designated National Disability Employment Awareness Month, a celebration coinciding with the passage of the Rehabilitation Act of 1973. The observance acknowledges the contributions of workers with disabilities and promotes advocacy and education about the value of a workforce inclusive of their skills and talents.

The Santa Clara County Office of Education (SCCOE) promotes and supports the workability of its students with disabilities in a community-based program that expands the recreation, vocation, and education skills and experiences of its students.

October is recognized as LGBTQ+ History Month. This is a celebration of the diverse, rich history of the LGBTQ+ community and the positive contribution being made to society. First established in 1998, LGBTQ+ History Month is a learning opportunity as well as a collective agreement to build ally support.

The Santa Clara County Office of Education and Santa Clara County Board of Education prioritize inclusive practices in the classroom. Having a welcoming and inclusive school environment that promotes a sense of belonging is essential to the success of students. On August 2, 2023 the Policy Subcommittee met and approved revisions to BP 6173 Education for Youth Experiencing Homelessness. This board policy was presented on September 6, 2023 for a first reading. The policy is presented for second reading and approval.
BP 6173 Education for Youth Experiencing Homelessness
The policy is updated to reflect a NEW LAW (AB 408, 2022) which requires the liaison for homeless students to offer annual training to Santa Clara County Office of Education (SCCOE) employees providing services to students experiencing homelessness and to inform such employees of the availability of training and the services provided by the liaison. The policy is also updated to clarify what factors to consider when determining the "best interest" of the student in enrollment decisions, and in regard to resolving enrollment disputes, to provide materials in the native language or through an interpreter and to provide any additional support needed because of a disability at no additional charge. Additionally, the policy is updated to add a section on "Transportation" to ensure students experiencing homelessness are provided transportation to and from the student's school of origin, reflect NEW LAW (AB 181, 2022) which exempts a student classified as unduplicated from paying a fee for transportation, and reflect NEW LAW (SB 532, 2022) which provides, when a student experiencing homelessness transfers into an SCCOE school, for additional requirements regarding the transfer of coursework and credits, exemptions from established graduation requirements and for the option to remain in school to complete SCCOE-established or statewide course requirements. The policy is updated throughout to change language from "homeless student" to "student experiencing homelessness."

If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.
During the month of June 2023, expenditure budgets were increased by $23,108,772; revenue budgets were increased by $26,387,903, and fund balance was increased by $3,279,131.

Student Impact
The Head Start/Early Head Start Program is federally funded to serve up to 2,188 children, ages 0-5, from very low-income families to promote their school readiness by enhancing their cognitive, social, and emotional development. These services are provided in Santa Clara and San Benito Counties.
