THE FOLLOWING SITE ENHANCEMENTS ARE INCLUDED IN THE PROJECT SCOPE.
THE ADDITION OF SOLAR ENERGY AND LIGHTING UPGRADES WILL BE MADE AT ALL FOUR SITES.
THE ADDITION OF A GENERATOR WILL BE PLACED AT THE SNELL SITE.

CARBON FOOTPRINT REDUCTION.THE PROJECTED CARBON FOOTPRINT REDUCTION FROM THIS PROJECT IS APPROXIMATELY 1822 METRIC TONS, WHICH IS THE EQUIVALENT OF REMOVING 406 CARS FROM THE ROAD. AN ADDITIONAL BENEFIT IS THE PERCENT OF EXISTING ELECTRIC KILOWATT HOUR USAGE OFFSET, WHICH IS ABOUT 95% PER SITE.
THE PROJECT SCOPE HAS ALSO BEEN DETERMINED TO NOT HAVE ANY POTENTIAL IMPACTS ON THE ENVIRONMENT UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT OR CEQA, AND THE STATE CEQA GUIDELINES, AND IS ELIGIBLE FOR A SEQUEL EXEMPTION.
THIS IS THE SNELL SITE WHERE IT SHOWS IT ON THE PERIMETER OF THE SITE.
ON THE NEXT SLIDE WE'LL SEE THE SUNOL SITE.
WE'RE GOING TO PLACE IT OFF INTO INTO THE FIELD.
AND THEN AT OUR WALDEN WEST SITE WHICH IS THE NEXT SLIDE.
IT'S GOING TO ALSO PLACE A SOLAR PANELING ON THE PERIMETER OF THE SITE.
NEXT SLIDE. EXISTING ELECTRICITY COSTS AND USAGE WERE ANALYZED AS PART OF THE SCOPE OF THE ENERGY SAVINGS PROJECT, AND OVER THE PAST FIVE YEARS, ELECTRICITY COSTS HAVE STEADILY INCREASED AND REACHED A HIGH OF 723,000 FOR THE 2022 YEAR.
AS OF OCTOBER 2023, OUR ELECTRICITY COSTS ARE ABOUT 540,000 AND ARE PROJECTED TO EXCEED 800,000, OR 4 MILLION, OVER A FIVE YEAR PERIOD. IT WAS ALSO INFORMED RECENTLY THAT ELECTRICITY RATES WILL ALSO BE INCREASED IN JANUARY 2024, SO THOSE AMOUNTS WILL PROBABLY INCREASE FURTHER.
NEXT SLIDE. NG HAS CONDUCTED A4217 COMPLIANCE TEST TO DETERMINE THE PROJECTED SOLAR ENERGY SAVINGS OVER A 25 YEAR PERIOD, AND THIS INFORMATION IS SUMMARIZED HERE.
SO THE SOLAR ELECTRICITY PRODUCED BY KILOWATT HOUR IS 50.2 MILLION.
THE SOLAR ELECTRICITY SAVINGS IS ABOUT 24.7 MILLION.
THE ENERGY CONSERVATION SAVINGS FROM SOME OF THOSE SITE ENHANCEMENTS IS ABOUT 5 MILLION.
THE TOTAL PROGRAM SAVINGS IS 29.9 MILLION.
THE SCCOE IS ALSO ELIGIBLE TO RECEIVE A $2 MILLION FEDERAL DIRECT TAX CREDIT, SO THAT AMOUNT WILL BE PROVIDED BACK TO THE SCCOE AND IS INCLUDED IN THE TOTAL PROGRAM SAVINGS OF 29.9 MILLION.
THIS IS ALSO THERE'S ALSO 700,000 FOR SPECIAL INSPECTIONS THAT ARE REQUIRED AS PART OF THE PROJECT.
AS I PREVIOUSLY MENTIONED, WE WILL RECEIVE A 2 MILLION FEDERAL TAX CREDIT THAT WE ARE ANTICIPATING TO RECEIVE IN YEAR TWO OF THE PROJECT, AND THAT WILL BE APPLIED TOWARDS THE FINANCING OF THIS PROJECT.
A TAX EXEMPT EQUIPMENT LEASING PROGRAM LOAN, ALSO KNOWN AS A TELC LOAN, IS A FINANCING MECHANISM THAT THE [INAUDIBLE] IS ELIGIBLE FOR THROUGH THE BANK OF AMERICA PUBLIC CAPITAL CORPS.
THE INTEREST RATE THAT WE ARE EXPECTED TO RECEIVE IS 4.569, FOR A FINANCING TERM OF 20 YEARS.
THERE'S NO CLOSING COSTS AND NO FINANCING FEES FOR THIS FINANCING OPTION.
NEXT SLIDE, PLEASE. IN CONCLUSION, THE SOLAR PROJECT PROMOTES ENERGY CONSERVATION.
THE USE OF RENEWABLE SOLAR ENERGY REDUCES THE SCCOE'S ENVIRONMENTAL IMPACT AND ENERGY COSTS, AND ALSO INCREASES THE SUSTAINABILITY AND THE OPERATIONS OF OUR FACILITIES.

AND SO WHEN THE ANALYSIS WAS DONE FOR THESE SITES, THAT IS THE TOTAL PROGRAM SAVINGS.
SO IT'S 29.9 MILLION OVER 25 YEAR PERIOD.
AND HOW LONG WILL IT TAKE US TO RECOUP THE AMOUNT THAT WE'RE INITIALLY INVESTING? BASED ON OUR PROJECTIONS.

BUT THEN WHEN WE GET TO YEAR 20, WE'RE LOOKING AT 1.4 MILLION IN SAVINGS A YEAR.
WE HAVE TO PAY, AND IT WOULD BE 1 TO 2 MILLION EVERY YEAR THEREAFTER THAT WE WOULD BE ABLE TO SAVE.
SO IT'LL TAKE 20 YEARS TO RECOUP WHAT WE'VE INVESTED, THE INITIAL INVESTMENT FOR THE LEASE? NO, I WOULD SAY THAT WOULD HAPPEN WITHIN THE FIRST 20 YEARS OF IT.

SINCE OUR MEETING, MR. RAMIREZ HAS PROVIDED AN UPDATE ON WHAT HAS BEEN DONE TO ADDRESS THE CHARTER SCHOOL TEAMS CONCERNS AND BASED ON MR. RAMIREZ'S UPDATE.
VOICES HAS TAKEN THE FIRST STEPS TOWARDS ADDRESSING SCCOE CONCERNS.
SECOND, CHARTER SCHOOL CREDENTIAL REVIEW.
THE CREDENTIALS FOR ALL TEACHERS AT SCCBOE, AUTHORIZED CHARTER SCHOOLS ARE REVIEWED ANNUALLY BY THE SCCOE CREDENTIALS DEPARTMENT. THE REVIEW FOR THE 23-24 SCHOOL YEAR HAS BEEN COMPLETED.
AS A REMINDER, PRIOR TO AB 1505, WHICH BECAME EFFECTIVE IN JULY 2020, CHARTER SCHOOLS WERE GRANTED FLEXIBILITY IN ASSIGNING NON CREDENTIALED TEACHERS TO NON-CORE AND NON COLLEGE PREP CLASSES.
AB 1505 REMOVED THAT FLEXIBILITY AND ALIGNED AND ALIGNED CREDENTIALING REQUIREMENTS FOR TEACHERS IN CHARTER SCHOOLS, WITH THOSE FOR ALL OTHER PUBLIC SCHOOL TEACHERS.
IF A TEACHER WITHOUT THE APPROPRIATE CREDENTIAL AUTHORIZATION WAS EMPLOYED IN A CHARTER SCHOOL DURING THE 1920 SCHOOL YEAR AND CONTINUES TO HOLD THE SAME ASSIGNMENT AT THE SAME SCHOOL, THAT TEACHER HAS UNTIL JULY 1ST, 2025, TO OBTAIN THE APPROPRIATE CERTIFICATION FOR THEIR POSITION.
MOREOVER, BEGINNING IN 2021, AB 1505 REQUIRED NEWLY HIRED TEACHERS AND TEACHERS WHO CHANGE ASSIGNMENTS TO HOLD THE APPROPRIATE CERTIFICATE FOR THEIR TEACHING ASSIGNMENT IF THEY DO NOT HAVE THE RIGHT CERTIFICATE FOR THE POSITION TO WHICH THEY HAVE BEEN ASSIGNED, TEACHERS WORKING TOGETHER WITH THEIR CHARTER SCHOOL EMPLOYER CAN OBTAIN AN EMERGENCY CREDENTIAL OR PERMIT FROM THE COMMISSION ON TEACHING, TEACHER CREDENTIALING, OR THE CTC.
AN EMERGENCY CREDENTIAL OR PERMIT TEMPORARILY AUTHORIZES THE TEACHER TO LEGALLY SERVE IN THEIR TEACHING ASSIGNMENT WHILE THEY SIMULTANEOUSLY WORK TOWARDS COMPLETING THE REQUIREMENTS FOR CREDENTIAL.
IN THE PAST, SCCOE CREDENTIAL SERVICES DEPARTMENT CONDUCTED THE CREDENTIALS REVIEW AND SHARE THE RESULTS OF THE REVIEW WITH THE CHARTER SCHOOLS DEPARTMENT. THIS YEAR, THE CHARTER SCHOOLS DEPARTMENT WORKED COLLABORATIVELY WITH THE CREDENTIAL SERVICES DEPARTMENT TO ENSURE SCCOE RECEIVED FROM CHARTER SCHOOLS ACCURATE INFORMATION FOR REVIEW.

CURRENTLY, THERE ARE 495 TEACHING POSITIONS AMONG THE 21 SCC BOE AUTHORIZED CHARTER SCHOOLS.UPON COMPLETION OF ITS REVIEW OF THESE SCHOOLS, THE CREDENTIAL SERVICES DEPARTMENT NOTIFIED THE CHARTER SCHOOLS DEPARTMENT OF 116 POTENTIAL MISASSIGNMENTS, INCLUDING A MYRIAD OF VACANCIES ACROSS 20 OF THE 21 SCCBOE CHARTER AUTHORIZED CHARTER SCHOOLS. A MISASSIGNMENT IS THE PLACEMENT OF AN EMPLOYEE AND A TEACHING POSITION FOR WHICH THE EMPLOYEE DOES NOT HOLD A LEGALLY RECOGNIZED CERTIFICATE OR CREDENTIAL, OR IS NOT OTHERWISE AUTHORIZED TO HOLD THAT POSITION BY STATUTE.
A VACANCY IS A TEACHING POSITION TO WHICH A SINGLE DESIGNATED CERTIFICATED EMPLOYEE HAS NOT BEEN ASSIGNED AT THE BEGINNING OF THE YEAR OR THE BEGINNING OF A SEMESTER FOR THE ENTIRE YEAR OR THE ENTIRE SEMESTER, RESPECTIVELY.

THE MAJORITY OF THE 116 MISASSIGNMENTS WERE DUE TO ONE OF THREE ISSUES.
THE TIMING OF THE SUBMISSION OF DOCUMENTATION AND CREDENTIAL APPLICATIONS TO THE CTC OR PROCESSING.
THERE WAS A PROCESSING BACKLOG OF APPROXIMATELY 80 DAYS AT THE CTC.
EMERGENCY BILINGUAL AUTHORIZATION IN SPANISH OR A GENERAL EDUCATION LIMITED ASSIGNMENT PERMIT.
THIRD, THE SCHOOL CAN HELP THE TEACHER ACQUIRE A CLAD A B CLAD A VASP, A MULTIPLE SUBJECT CREDENTIAL, A SINGLE SUBJECT CREDENTIAL, OR SOME OTHER AUTHORIZATION THAT THEY NEED.
AND FINALLY, THE SCHOOL CAN FILL THE VACANCY, WHICH IS CONSIDERED A MISASSIGNMENT.
THEY CAN FILL THE VACANCY WITH A CORRECTLY CREDENTIALED EMPLOYEE.
AS OF TODAY, OF THE 495 POSITIONS, THERE ARE STILL 18 VACANCIES ACROSS SIX SCHOOLS, INCLUDING ACE AND POWER, ALPHA, JOSE HERNANDEZ, ALPHA CORNERSTONE, UNIVERSITY PREP ACADEMY, VOICES, MORGAN HILL AND VOICES, MOUNT PLEASANT.
ALSO, ALL BUT FOUR SCHOOLS, INCLUDING ACE EMPOWER, BULLIS, VOICES MORGAN HILL AND VOICES MOUNT PLEASANT HAVE CLEARED THEIR POSITION MISASSIGNMENTS. ACE, BULLIS AND VOICES MOUNT PLEASANT, EACH HAS A TEACHER WHO HAS A TEACHING CREDENTIAL FOR THE POSITION THEY HOLD, BUT DO NOT HAVE THE SUPPLEMENTAL AUTHORIZATION TO TEACH ENGLISH LEARNERS AT THIS TIME.
THE TEACHER AT VOICES MOUNT PLEASANT AND ANOTHER TEACHER AT VOICES MORGAN HILL, DO NOT HAVE THE SUPPLEMENTAL AUTHORIZATION TO ALSO TEACH IN SPANISH, AND THOSE SCHOOLS ARE SPANISH DUAL IMMERSION SCHOOLS.
HOWEVER, A SUB PERMIT ONLY ALLOWS THE SUBSTITUTE TEACHER TO REMAIN IN A CLASS SINGLE CLASSROOM FOR 60 DAYS, AND THIS WAS EXTENDED FROM TO FROM 30 DAYS DUE TO THE TEACHER SHORTAGE.
CURRENTLY, ACE EMPOWER HAS THREE VACANCIES OUT OF TEN POSITIONS.
ALPHA JOSE HERNANDEZ HAS THREE VACANCIES OUT OF 23 POSITIONS.
ALPHA CORNERSTONE HAS ONE VACANCY OUT OF 23 POSITIONS, AND UNIVERSITY PREPARATORY ACADEMY HAS ONE VACANCY OUT OF 41 POSITIONS. VOICES MORGAN HILL HAS TWO VACANCIES OUT OF 11 POSITIONS AND VOICES MOUNT PLEASANT HAS EIGHT VACANCIES OUT OF TEN POSITIONS.

AS WAS MENTIONED, I ATTENDED THE MEDI-CAL REDETERMINATION OUTREACH MEETING AND TALKED TO OUR SUPERINTENDENT, AND WE'RE DOING A LOT OF THAT OUTREACH, AND WE'LL CONTINUE TO DO SO AT OUR COUNTY PROGRAMS, BUT ALSO TO SCHOOL DISTRICTS AS WELL.

DEWAN. AND SO WE ONE OF THE THINGS WE REQUESTED, I THINK, WAS TRUSTEE BERTA IDEA, WHICH WAS A GREAT IDEA TO DO A COMMUNITY SURVEY TO GET INPUT.
AND THEY'LL SEE OUR DRAFT PRIORITIES.
YOU CAN NOTATE IT HAS A FEW OPTIONS OF LIKE, ARE YOU A STUDENT? ARE YOU AN EDUCATOR, ARE YOU A COMMUNITY MEMBER? AND WE'LL BE ABLE TO SEE THAT AS WELL.

AND THE SURVEY ALSO INCLUDES AN OPPORTUNITY TO SUGGEST THEIR TOP THREE PRIORITIES.

AND THE STUDY SESSION WILL INCLUDE AN INTRODUCTION, AN OVERVIEW AND STAFF REPORT ON IN EACH OF THE BUCKETS, A STAKEHOLDER COMMUNITY INPUT PANEL FOR EACH OF THE BUCKETS WITH A OR I SHOULD SAY TO SPEAK ON EACH OF THE BUCKETS WITH A FOCUS ON YOUTH VOICE, AND THEN PLENTY OF TIME FOR THIS BOARD TO DISCUSS THE PRIORITIES AND POSSIBLE ACTION ON THE PRIORITIES AND THE DRAFT PRIORITY BUCKETS, AS WE KNOW, ARE EARLY LEARNING AND EARLY LEARNING EXPANSION, EDUCATIONAL AND SYSTEMIC JUSTICE, EMPOWERING CHILD WELLNESS, ENVIRONMENTAL AND CLIMATE LITERACY, LITERACY AND ACADEMIC ACHIEVEMENT, WORKFORCE PATHWAYS AND DIVERSIFICATION.
SO AGAIN, THE SURVEY WILL BE SHARED BEGINNING TOMORROW MORNING WITH ALONG WITH THE ANNOUNCEMENT OF THE STUDY SESSION AND THE AGENDA WILL BE POSTED BY THE END OF DAY MONDAY, NOVEMBER 6TH.

THIS WAS AN OPPORTUNITY FOR STUDENTS, SCHOOLS, FAMILIES AND COMMUNITIES TO BE REMINDED ABOUT EARTHQUAKES AND EARTHQUAKE SAFETY, EARTHQUAKE DRILLS.
IT WAS QUITE INTERESTING BECAUSE WE ACTUALLY HAD A REAL EARTHQUAKE THE DAY BEFORE.
SO THERE WAS A LOT OF PREPARATION AND JUST REALLY IMPORTANT AWARENESS.
AS WAS MENTIONED OCTOBER 23RD, WE HELD OUR 53RD ANNUAL TEACHER RECOGNITION CELEBRATION.
THE FEEDBACK THAT WE RECEIVED WAS JUST PHENOMENAL.

OVER THE YEARS, THEY HAVE BEEN A STEADY PARTNER.
WE'VE LOST SOME OF OUR OTHER DONORS AND FUNDERS, BUT SANTA CLARA COUNTY FEDERAL CREDIT UNION CONTINUES TO STEP UP, AND THIS YEAR THEY INCREASED THEIR SUPPORT IN ORDER FOR US TO MAINTAIN A VERY LOVELY CELEBRATION.
ON OCTOBER 24TH, I HELD A PLANNING SESSION WITH ALL OF OUR SCHOOL DISTRICT REPRESENTATIVES, COUNTY AND CITY PARTNERS, AND OTHERS TO TALK ABOUT OUR PROJECT CORNERSTONE DEVELOPMENTAL RELATIONSHIP SURVEY.
WE ARE PLANNING TO DO A COUNTY WIDE ASSESSMENT AND IN THE FALL OF 2024.
THE ROOM HERE WAS PRETTY FULL.
A LOT OF OUR CONFERENCE ATTENDEES REALLY WANTED TO HEAR FROM OUR STUDENTS.
THE STUDENTS RANGED IN AGE FROM ELEMENTARY GRADES THROUGH COLLEGE.
EACH OF THEM WITH DIFFERENT TYPES OF DISABILITIES, AND THEY EACH TOLD THEIR INDIVIDUAL STORIES, TALKED ABOUT THE POWER OF INCLUSIVE PRACTICES, AND REALLY RAISED AWARENESS ABOUT DISABILITY AND ABOUT ABILITY.
AND THEN WE PRESENTED THE STUDENTS WITH PRESENTATION OF PLAQUES TO THANK THEM FOR NOT ONLY THEIR AMAZING PRESENTATION, BUT THE COURAGE THAT IT TOOK FOR THE STUDENTS TO EXPOSE THEMSELVES IN THAT WAY.
AND THEN AT THE NETWORKING EVENT, AS TRUSTEE BERTA MENTIONED, WE HAD OUR DREAM ACHIEVERS BAND.
THEY CONTINUE TO PLAY AND PERFORM AND ALL KINDS OF PUBLIC VENUES, AND THEY ARE REALLY AMAZING.
THEY'RE A VERY TALENTED YOUNG PEOPLE AND THEY DID A GREAT JOB PERFORMING.
THAT SAME EVENING WAS THE FALL DINNER, AND I DO WANT TO SAY THANK YOU TO JEN MUCH AND TO ALL OF OUR STUDENT PANELISTS WHO PRESENTED ABOUT YOUTH CLIMATE ACTION. WE HAD REPRESENTATIVES FROM ALL ACROSS THE COUNTY OF SANTA CLARA, AND I ALSO WANT TO GIVE A NICE KUDOS TO ONE OF THE STUDENT PANELISTS, WHO WAS ONE OF OUR CLIMATE ACTION FELLOWS.
ON OCTOBER 26TH, OUR OFFICE PARTICIPATED IN THE EDUCATOR'S DAY EVENT WITH THE COURTS HERE IN SANTA CLARA, AND I SERVED ON A PANEL DISCUSSING SCHOOL LOCKDOWNS.
EARLIER IN THE DAY, WE HAD A PANEL OF OUR STUDENTS FROM OUR COURT SCHOOL OR EXCUSE ME, COMMUNITY SCHOOLS, WHO ALSO GOT RAVE REVIEWS FOR THEIR SHARING OF THEIR EXPERIENCE AND ADVICE.
ON OCTOBER 27TH, WE HELD OUR STAFF APPRECIATION AND RESOURCE FAIR.
IT WAS VERY WELL ATTENDED, GREAT WORK BY OUR WORKFORCE DEVELOPMENT TEAM, PUBLIC AFFAIRS AND ALL OF THE LEADERSHIP TEAM VOLUNTEERS WHO MADE THAT EVENT POSSIBLE. ON OCTOBER 30TH, I ATTENDED THE MILLION MILES AWAY EVENT WITH ALPHA PUBLIC SCHOOLS AND IT WAS TRULY INSPIRING.
AND JUST TO SEE THE NUMBER OF YOUNG PEOPLE WHO WERE ABLE TO BE THERE.
AND DURING THE FILMING, WHEN THE FILM WAS BEING SHOWN, STUDENTS AND THEIR FAMILIES, YOU KNOW, CHEERING AND CLAPPING AS IF YOU KNOW, IT WAS HAPPENING IN REAL TIME RIGHT IN FRONT OF THEM.
SO JUST A VERY INSPIRING MOVIE AND STORY AND GREAT EVENT CELEBRATING.
AND THEN JUST A FEW EVENT REMINDERS FOR THE TRUSTEES.
JUST A REMINDER, ON NOVEMBER 7TH IS OUR SCHEDULED TOUR, AND WE'LL BE VISITING BLUE RIDGE SCHOOL AND THE ELLIOTT WELLNESS CENTER IN SOUTH COUNTY. NOVEMBER 13TH IS OUR ARTIFICIAL INTELLIGENCE SUMMIT.
NOVEMBER 16TH AT FOUR IS THE GRAND OPENING OF THE MILPITAS HIGH SCHOOL WELLNESS CENTER.
THIS IS ONE OF THE WELLNESS CENTERS THAT WE'RE HELPING TO OPERATE.
AND THEN ON NOVEMBER 29TH, WE HAVE A TOUR SCHEDULED TO VISIT SNELL, WHERE WE HAVE OPPORTUNITY YOUTH ACADEMY, MIGRANT EDUCATION AND EARLY LEARNING, AS WELL AS OSBORN JUVENILE HALL.
