Background
On October 4, 2023, the Policy Subcommittee met and approved revisions to BP 6173.1 Education for Foster Youth. This board policy was brought to the Board on October 18, 2023 for the first reading.
Board policy updates for BP 6173.1 Education for Foster Youth include moving material regarding a safe learning environment toward the beginning of the policy, as it is philosophical in nature, has general implications, and reflects NEW LAW (SB 532, 2022) which requires LEAs to annually report to the California Department of Education regarding the number of foster youth who, for the prior school year, graduated with an exemption from LEA-established graduation requirements that are in addition to statewide coursework requirements.
This revised policy is being presented for Second Reading and Approval.

In accordance with California Government Code Section 4217.10 to 4217.18 (“Energy Savings Project”), a public hearing for the purpose of taking public comments and consideration of adopting a resolution making certain findings and approving an Energy Service Contract and Ground Lease with ENGIE Services U.S. for the implementation of certain energy related improvements (solar power generation) to SCCOE facilities will be held A presentation will be provided in preparation for the SCCOE to consider a resolution regarding CEQA Exemption for the Energy Savings Project and a resolution authorizing a Lease Purchase Agreement to fund the Energy Savings Project.
Financial Implications
The projected net solar energy project savings is approximately $11 million over a 25-year period.
