The Board shall set the agenda by establishing it as posted. Permitted revisions to the posted agenda include the movement of items from consent to action or reordering the sequence of agenda items.

Background
The SCCBOE is holding a study session to discuss, identify and possibly act upon Board Priorities for 2024. An introduction of the study session will include the intended process and procedures for the study session presentations and board discussion.

Background
Periodically, the SCCBOE identifies areas of priorities. Prior to 2021, the SCCBOE had three priorities -- early learning programs and advocacy, vulnerable youth, and advocacy for full and fair funding for education. In 2021, the SCCBOE identified an overarching aspiration to support the SCCOE to be "the" educational hub for the county through advocacy and pursuit of funding for six priority areas, and under each were identified some bulleted areas of interest to pursue. This information is identifed on the attached document entitled "2021 SCCBOE Priorities." At a meeting of the SCCBOE in July 2023, the trustees reviewed this history of the priorities and some of the grants, initiatives, and activities related to the priorities. A summary of examples of when priority-related items were addressed in 2022 was provided and is in the attachment named "Board Priorities - Examples of 2022-23 Aligned Efforts." At this meeting, the board engaged in some discussion, reviewed and added potential priorities, and bulleted areas of interest. This was facilitated by a representative from CSBA. Following, staff summarized the results of the activity and prepared a survey for each trustee to provide individual input on areas of priority. The survey results are contained in the attached report entitled "SCCBOE Priority Areas - Survey Results Report Oct 2023" and was shared at the SCCBOE meeting of October 4, 2023. An overview of the draft priorities will be presented. Examples of aligned areas are included in the "Summary of Aligned Examples" attached. A summary report of the recent Community Input Survey is also provided, in the attachment named "SCCBOE 2023 Draft Priorities - Community Input Survey Summary Report."
The results of the Stakeholder Survey will also be shared.
Student Impact
The discussion of priorities is aligned to the commitment of the County Superintendent of Schools and the Santa Clara County Board of Education as demonstrated by the adoption of the Santa Clara County Bill of Rights for Children and Youth.

Background
A Community Stakeholder Input Panel comprised of youth and youth-oriented organizations will provide input and address questions related to priorities through a facilitated discussion. The SCCBOE may ask questions of the panelists.
Student Impact
This panel demonstrates an opportunity to hear from youth. The County Superintendent of Schools and the Santa Clara County Board of Education adopted the Santa Clara County Bill of Rights for Children and Youth.

Background
The SCCBOE will discuss priority topics. Through a facilitated discussion process, the priorities may be identified. The board may also discuss some possible next steps related to priorities such as updates to the Governance Team calendar for possible periodic reports on progress related to the priorities, naming alignment to the priorities when appropriate in the agenda items, and supporting advocacy efforts to pursue grants, local and state funding to support work in the priorities. The board may also discuss certain key times/indicators/descriptors for each of the priorities. The survey of the SCCBOE yielded indicators/descriptors of which four or more trustees identified as a high priority.

Background
The board may consider and possibly take action to adopt a slate of Board Priorities. Should the board take action to adopt priorities, the board will subsequently take action again to affirm the vote at the November 15th meeting.
The next Santa Clara County Board of Education regular meeting is scheduled for November 15, 2023.
