Background
The Office of Head Start (OHS), Administration for Children and Families (ACF), Department of Health and Human Services has funded SCCOE to provide services to preschool and infant/toddler children and families. The Head Start and Early Head Start grant promotes a child's development through services that support early learning, health, and family well-being. SCCOE provides these services to young children and families to prepare them for a successful transition to elementary school.
SCCOE was awarded a 5-year grant funded from May 1, 2019, to June 30, 2024, to serve 1,608 children ages 0-5 in Santa Clara and San Benito counties. The Head Start/Early Head Start grant application was approved by the Head Start/Early Head Start (HS/EHS) Policy Council (PC) on December 15, 2019, and Santa Clara County Board of Education (SCCBOE) on January 15, 2020. The program requests that the unearned revenue of $18,630,641 from the previous program year be approved as carryover in the 2023-24 program year for program improvements. An approval will permit the program to fund one-time projects that enhance the capacity of SCCOE to deliver services to children and families.
In addition, SCCOE was awarded CARES Act grant funding for one-time activities in response to the COVID-19 pandemic. OHS has determined that the widespread impact of the coronavirus continues to adversely impact all Head Start grantees. OHS allows flexibility for continuing grants to utilize remaining balances from a previous program year with formal notification to the Head Start PC and SCCBOE. The program requests that the unearned revenue of $315,626 from the previous program year be approved as carryover in the 2023-24 program year. An approval will permit the program to fund one-time projects that enhance the capacity of SCCOE to respond to the impact in the delivery of services to children and families.
Fiscal Implications
Funds will be available on or about January 1, 2024, and are intended to cover one-time program improvements through June 30, 2024.

December 2 is recognized as National Special Education Day. This day celebrates the 48th anniversary of the nation’s first special education law, the Individuals with Disabilities Act (IDEA), which was signed by President Ford on December 2, 1975.

The SCCOE is committed to improving student equity and access to high-quality education, regardless of student’s ability or disability. The SCCOE Special Education Department partners with the county's schools to serve students with disabilities from birth to age 22 and provide services to students with disabilities attending court schools, community schools, and pediatric-skilled nursing facilities. The SCCOE also operates the Inclusion Collaborative with a mission to promote a culture that values all children by strengthening, sustaining, and ensuring inclusive practices regardless of a student’s ability or disability.

Background
In accordance with California Government Code Section 4217.10 to 4217.18 (“Energy Savings Project”), a public hearing was held on Wednesday, November 1, 2023, for the purpose of taking public comments and consideration of adopting a resolution making certain findings, and approving an Energy Service Contract and Ground Lease with ENGIE Services U.S. for the implementation of certain energy related improvements (solar power generation) to SCCOE facilities and Lease Purchase Agreement to fund the Energy Savings Project and CEQA Exemption.
A Solar Energy Project presentation was provided at the public hearing and the following information was presented: ENGIE Solar Energy Project Scope, Environmental Benefits of the Energy Savings Project, Solar Energy Project Savings, which included the eligibility of the SCCOE to receive a $2 million Federal Direct Tax Credit and Lease Purchase Agreement terms to fund the Energy Savings Project.
The Solar Energy Project reduces SCCOE's environmental impact and energy costs, increases energy efficiency measures, and increases sustainability in the operation of SCCOE facilities.
Additional information detailing the solar panel layout for each eligible SCCOE site has been confirmed and the scope and cost of the project will remain unchanged. Ridder Park will have a combination of carport and rooftop solar panels. Snell will have rooftop solar panels, and Sunol and Walden West will have carport solar panels. Solar canopy examples of the carport solar panels that will be placed at Ridder Park, Sunol and Walden West is provided.
Financial Implications
The Projected Solar Energy Program Savings is $29.9 million less Financing Costs of $18.9 million totals Cumulative Program Savings of $11 million over a 25-year period.

The Statewide System of Support, established through the 2018 Budget Act, is a comprehensive structure of defined roles and responsibilities designed to ensure that local educational agencies (LEAs - school districts, charter schools, and county offices of education) in California receive support within a three-level framework.
Support for all local educational agencies (LEAs) and Schools (Level 1): Various state and local agencies provide an array of resources and voluntary assistance that all LEAs may use to improve student performance.
Differentiated Assistance (Level 2): County Superintendents, the California Department of Education (CDE), and the California Collaborative for Educational Excellence (CCEE) provide differentiated assistance for LEAs, in the form of individually designed assistance to address identified performance issues.
Intensive Intervention (Level 3): The State Superintendent of Public Instruction may require more intensive interventions for LEAs with persistent performance issues over a specified time period.
The goal of the Statewide System of Support is to provide coordinated, needs-based, and differentiated resources and support to LEAs that lead to improved outcomes for all students. Santa Clara County Office of Education (SCCOE) serves as one of the seven Geographic Lead Agencies within the Statewide System of Support. This update provides an overview of the statewide system of support, the requirements for Geographic Lead Agencies, and SCCOE's differentiated assistance support model.

The Statewide System of Support aims to create a coherent system for addressing systemic bias and inequities within the current system. With support from the Geographic Lead Agencies, county offices of education strengthen their capacity to help local educational agencies support continuous improvement of student performance and address achievement gaps among student groups.

The County Superintendent provided notice on October 3, 2023 of her waiver of the provision in the salary agreement for a salary increase for the 2023-2024 FY. The CPI would have been 2.9%. The waiver notice was provided due to the late tax filing dates in CA resulting in economic uncertainty, other factors impacting the COE budget including reductions in committed funding, and declining enrollment across Santa Clara County. The waiver was accepted on October 6, 2023.

Per Board Policy BP 3270, when any Santa Clara County Office of Education instructional materials, equipment, supplies or other personal property with a value less than $25,000 becomes unstable, obsolete, or no longer needed, the Santa Clara County Superintendent of Schools or designee shall notify the Santa Clara County Board of Education by submitting a quarterly report.
The E-Waste Report reflects technology items that are obsolete, unstable or unusable and are required to be disposed of in accordance with the Electronic Waste Recycling Act of 2003. Periodic reviews of instructional materials, equipment, supplies or other personal property with a value of less than $25,000 are conducted to ensure appropriate disposition of items. A recent review of Technology's inventory was conducted that identified a large number of technology items that included computers, servers, storage and hard drives that were determined to be obsolete, unstable or unusable that are required to be disposed of as E-waste and are reflected on the E-Waste Report for July - September 2023.
