Background

The SCCBOE will meet with Dr. Dewan in Closed Session to discuss the County Superintendent's Performance Evaluation. (Government Code §54957)

 

The County Superintendent provided notice on October 3, 2023, of her waiver of the provision in the salary agreement for a salary increase for the 2023-2024 FY. The CPI would have been 2.9%. The waiver notice was provided due to the late tax filing dates in CA resulting in economic uncertainty, other factors impacting the COE budget including reductions in committed funding, and declining enrollment across Santa Clara County. Background

California Education Code (EC) Section 32281(a) requires every kindergarten through grade twelve school, public and public charter, and county office of education school program, to develop and maintain a Comprehensive School Safety Plan (CSSP) designed to address campus risks, prepare for emergencies, and create a safe, secure learning environment for students and school personnel.
 

The law requires designated stakeholders to annually engage in a systematic planning process to develop strategies and policies to prevent and respond to potential incidents involving emergencies, natural and other disasters, hate crimes, violence, active assailants/intruders, bullying and cyberbullying, discrimination and harassment, child abuse and neglect, discipline, suspension and expulsion, and other safety aspects.

 

Student Impact

The California Constitution guarantees California children the right to attend public schools that are safe, secure, and peaceful. County offices of education (COEs) and their personnel are responsible for creating such learning environments.  First responders, community partners, and families also play an essential role in the development of these plans. Schools must be prepared to respond to emergencies including natural and man-made hazards. Comprehensive school safety plans include strategies aimed at the education and prevention of potential emergencies, which impact all Santa Clara County Office of Education students.

In recognition of this responsibility, the County Board operates in accordance with California's open meeting laws found at Government Code Section 54950 et seq. (the Brown Act). The SCCBOE holds its meetings in public and shall conduct closed sessions during such meetings only as authorized by law.

On February 13, 2024,  Educare California at Silicon Valley (ECSV) announced the recommendations of it's Reimagining process.  As a result of this process, ECSV has announced its intent for the Santa Clara County Office of Education to serve as lead operator for Educare starting on July 1, 2024.  SCCOE’s mission and vision are aligned with ECSV and will continue to bring high impact opportunities to students and families through the Santee campus.

 

Student Impact

Santa Clara County Office of Education already operates 10 out of the 12 classrooms at Educare and will continue to explore increased enrollment, partnership engagement and family resources to support the Santee neighborhood.

Background
In alignment with the mission and goals of the Santa Clara County Office of Education, the Special Education Department operates programs that directly benefit the growth and development of students. Two of the programs that will be highlighted are WorkAbility I and Environmental Literacy. The WorkAbility I program is funded and administered by the CDE and provides comprehensive pre-employment skills training, employment placement and follow-up for high school and post-secondary students in special education. The Special Education Environmental Literacy Program promotes students’ academic, physical, emotional, and social development by providing opportunities for students to have gardening experiences with peers, staff, and district students throughout the department’s sites. Currently, the gardening instructor provides direct gardening instruction at seven sites.

 

Student Impact
The WorkAbility I and Environmental Literacy Program are directly aligned with the Bill of Rights for Children and Young Adults for Santa Clara County. These programs provide access for students ensuring the rights to life skills (training to develop life skills and knowledge as well as opportunities to apply them for their growth), education (a relevant and engaging education that exposes them to other cultures and promotes lifelong learning), job opportunities (job opportunities that provide safe and reasonable working conditions, and a living wage, and allow them to grow their careers), and green spaces (easily accessible and clean great spaces that will be preserved for future generations).

The Charter Schools Department provides this regular update to support the Santa Clara County Board of Education (SCCBOE) with its duty to conduct ongoing monitoring and oversight for the 21 charter schools authorized by the SCCBOE. This standing agenda item is one mechanism whereby topics related to the ongoing monitoring and oversight can be communicated to the SCCBOE. -    Rocketship Public Schools. Staff will share information regarding an $8.25 million grant that has been awarded to Rocketship California by the California Department of Education.

Student Impact
The Charter Schools Department provides monitoring and oversight for 21 County Board of Education-authorized charter schools, serving approximately 10,000 students. Through SCCOE's monitoring of SCCBOE-authorized charter schools, the Board seeks to affirm the right to a relevant and engaging education as stated in the Bill of Rights for Children and Youth Adults for Santa Clara County and support the Board's priority area of literacy and academic achievement.

Student Impact
The LCAP Supplemental content directly impacts the academic and social emotional needs of SCCOE students and families. The LCAP Supplemental defines district use of federal and supplemental funds and their alignment with Local Control Funding Formula (LCFF) goals and funding. This alignment impacts SCCOE students through focus on: (a) rigorous, relevant, and engaging instruction, (b) a successful transition to college and/or career, and (c) a culturally responsive and safe learning environment grounded in partnership with community and family members.

As per the Head Start Act, all Head Start agencies are required to provide program information to the Board of Education.  Attached are the following reports:

The financial reports for the month are a snapshot in time. The financial reports for December 2023 reflect the alignment of the program fiscal year to SCCOE's July 1 - June 30 fiscal year.

Student Impact

The Head Start/Early Head Start Program is federally funded to serve up to 1,608 children, ages 0-5, from very low-income families to promote their school readiness by enhancing their cognitive, social, and emotional development. These services are provided in Santa Clara and San Benito Counties.
