TADD NAKAMURA, NATURE NAMED TUNDRA SUPERVISOR OF ENVIRONMENTAL EDUCATION, EXPLAINED THAT PENELOPE HAS GROWN FROM BEING AN ENERGETIC CAMPER TO ONE OF OUR STELLAR VOLUNTEERS TO AN INSPIRING AND VALUED STAFF MEMBER.

SHE HAS INCORPORATED HER PASSION FOR OUR MISSION AND PROGRAMS INTO HER MANY ROLES AT WALDEN WEST.

WHETHER IT'S PERFORMING SKITS AND SONGS FOR A CAMPFIRE, TEACHING ASTRONOMY, LEADING OUR FUTURE VOLUNTEERS THROUGH COUNSELORS, AND TRAINING OR GUIDING OUR VOLUNTEER.

I HAVE SEEN FIRSTHAND THE IMPACTS THAT THE COUNSELORS MAKE ON THE KIDS THAT ARE THERE FOR JUST A SHORT AMOUNT OF TIME, BUT YOU REALLY DO MAKE AN IMPACT ON THEM.

SO, THANK YOU FOR THE WORK THAT YOU DO.

I KNOW IT'S A LOT OF HARD WORK.

I COULD NOT BE CAMPING OUTDOORS THAT LONG.

I WILL BE HONEST, BUT I APPRECIATE THE WORK THAT YOU DO, SO THANK YOU SO MUCH.

I ALSO WANT TO GIVE YOU GUYS A CHANCE.

YEAH. I JUST WANT TO CONGRATULATE PC.

SHE HAS BEEN WITH US.

I HIRED HER DURING THE PANDEMIC, AND IT'S JUST BEEN AMAZING TO SEE THIS YOUNG PERSON GROW UP IN OUR PROGRAM AND ALSO BECOME STAFF.

HER. ONE OF HER TOP STRENGTHS IS RESPONSIBILITY.

AND I CAN TELL YOU, THIS KID IS SO RESPONSIBLE AND SHE'S A KID, YOU KNOW, COMPARED TO ME.

BUT SHE IS SO RESPONSIBLE AND I'M JUST SO PROUD OF HER FOR EVERYTHING THAT SHE HAS CONTRIBUTED TO WALDEN WEST.

AND WE HAVE A SPECIAL SONG, BUT I KNOW I NEED TO GIVE HER A LITTLE BIT OF TIME TO SPEAK AS WELL, SO I'M GOING TO.

WOULD YOU LIKE TO SONG ARE YOU DOING? HELLO, MY NAME IS PENELOPE OR PURPLE CATERPILLAR.

I'M SUPER HAPPY THAT MY FRIENDS AND FAMILY GOT TO BE HERE TODAY.

I WANT TO THANK MY PARENTS FOR.

OH MY GOSH, I'M GOING TO CRY.

I WANT TO THANK MY PARENTS FOR TEACHING ME EVERYTHING THAT I KNOW AND TEACHING ME HOW TO BE SUCH A GOOD PERSON.

AND MY MOM LOST HER BEST FRIEND THIS PAST WEEK, AND I KNOW THAT SHE'S LOOKING DOWN ON US AND BEING SO PROUD.

AND I JUST REALLY WANT TO THANK MY PARENTS.

I LOVE THEM SO MUCH, AND I WANT TO THANK BLACK WIDOW FOR ALWAYS JUST BEING AWESOME.

[00:10:01]

AND COMET AND STARLIGHT AND PHOENIX FEATHER AND ALPHA DOG AND ESPECIALLY JELLYFISH.

LIKE, I JUST WANT TO THANK EVERYONE FOR BEING AWESOME.

AND MY TWO BEST FRIENDS, AVA AND SHEREEN ARE HERE FROM SCHOOL.

I AM GRADUATING THIS YEAR.

AND THEY HAVE REALLY ALL SUPPORTED ME THROUGH ALL OF THIS.

I WORKED TWO FULL TIME JOBS; I WORKED THIS JOB, AND I AM A FULL-TIME STUDENT.

SO YEAH, THAT'S ALL I NEED TO SAY.

I JUST AM VERY HAPPY THAT EVERYONE EXISTS IN MY LIFE AND THANK YOU.

WRITE A SONG THAT WE DID.

I BROUGHT A TRIPOD FOR YOU.

NEVER USED THIS TRIPOD.

I APOLOGIZE FOR HOW RIDICULOUS I'M GOING TO LOOK.

[SINGING].

[00:16:36]

CONGRATULATIONS AGAIN, PENELOPE.

PURPLE CATERPILLAR AND STAFF AS WELL.

THAT WAS GREAT TO BREAK UP OUR BOARD MEETING A LITTLE BIT WITH THAT CELEBRATION.

WE APPRECIATE IT.

NEXT, WE WILL HEAR PUBLIC COMMENTS, WHICH IS ITEM THREE.

[A. At this time, members of the public may address the Board on any issue within the subject matter jurisdiction of the Board that is not listed on this agenda.]

NOW IS THE TIME FOR THOSE WHO WOULD LIKE TO MAKE PUBLIC COMMENTS ON ITEMS, NOT ON THE AGENDA AND WITHIN THE SUBJECT MATTER JURISDICTION OF THE SANTA CLARA COUNTY BOARD OF EDUCATION. PUBLIC SPEAKER CARDS MUST BE SUBMITTED AT THIS TIME.

ONCE WE BEGIN TAKING PUBLIC COMMENTS, WE WILL NOT BE ABLE TO ACCEPT ADDITIONAL COMMENTERS DURING PUBLIC COMMENT.

WE INTEND TO KEEP A RESPECTFUL AND PEACEFUL ENVIRONMENT.

WE ASK THAT IF YOU WISH TO SUPPORT A PUBLIC COMMENT, YOU DO SO WITH A UNIVERSAL SIGN FOR APPRECIATION, WHICH CAN BE DONE LIKE THIS.

WAVING YOUR HANDS IN THE AIR.

PLEASE NOTE THAT VERBAL ABUSE, THREATS, AND PHYSICAL VIOLENCE WILL NOT BE TOLERATED, AND YOU MAY BE ASKED TO LEAVE THE ROOM.

IT IS OUR INTENTION TO PROCEED WITH CIVIC DISCOURSE.

AS SUCH, PLEASE REFRAIN FROM YELLING RESPONSES TO PUBLIC COMMENT.

WE APPRECIATE YOUR UNDERSTANDING AND COOPERATION.

MODERATOR DO WE HAVE ANY PUBLIC COMMENTS? YES, WE HAVE SEVEN CARDS FOR COMMENT.

OKAY. THANK YOU. AND DO YOU KNOW ABOUT HOW MANY TOTAL PUBLIC COMMENTS WE HAVE THROUGHOUT THE AGENDA? WE HAVE SOME FOR ITEM NINE AND ITEM TEN AS WELL, BUT I DON'T HAVE ALL THE CARDS IN FRONT OF ME.

OKAY. THANK YOU.

AS PUBLIC COMMENT PERIOD IS NOW COMMENCING, WE WILL NOT BE ABLE TO ACCEPT ADDITIONAL COMMENTERS PURSUANT TO GOVERNMENT CODE SECTION 54957.95. THE SCC BOE STRIVES TO MAINTAIN A RESPECTFUL, ORDERLY, AND CIVIL ENVIRONMENT FOR THE CONDUCT OF ITS MEETINGS AND TO AVOID UNLAWFUL DISRUPTIONS.

PLEASE PRESENT THE ONE-MINUTE TIMER.

IF LANGUAGE SUPPORT IS NEEDED, TIME WILL DOUBLE.

A TIMER WILL BE DISPLAYED.

WHEN THE ALLOTTED TIME IS UP, THE BUZZER WILL SOUND, YOU WILL BE MUTED, AND YOUR TIME TO SPEAK WILL END.

MODERATOR. YOU MAY BEGIN.

THANK YOU.

AS YOU HEAR YOUR NAME, PLEASE APPROACH THE PODIUM LOCATED AT THE CENTER OF THE ROOM.

AS A REMINDER, ONE PERSON AT A TIME CAN BE AT THE PODIUM TO PRESENT THEIR COMMENT.

UNLESS LANGUAGE SUPPORT IS NEEDED BY AN SCCOE INTERPRETER TO PREVENT SOUND DISTORTION, PLEASE KEEP THE MICROPHONE A SHORT DISTANCE FROM YOUR MOUTH.

OUR SPEAKERS ARE SARAH GENARO.

JEFF OLSEN.

TINA CHANG.

KEVIN GRIER.

TIM KIRBY.

LAURIE ESTRIDGE AND COLIN COPLEY.

PLEASE LINE UP BEHIND THE PODIUM.

OUR FIRST SPEAKER IS SARAH GENACARO.

PLEASE STATE YOUR NAME AND PROVIDE YOUR COMMENT.

SARAH GENACARO, LIFELONG SANTA CLARA COUNTY RESIDENT, PARENT, SEIU CHAPTER PRESIDENT.

WE'RE UNITED IN OUR FIGHT FOR SCCOE TO PRIORITIZE STUDENTS AND THEIR FAMILIES.

AS ALWAYS, WE CONTINUE TO ADVOCATE FOR A SEA OF CHANGE.

S IS FOR SAFETY. AS EDUCATORS, WE'RE PASSIONATE ABOUT OUR IMPACT ON THE LIVES OF OUR STUDENTS AND THEIR FAMILIES, ESPECIALLY THOSE WHO FACE SPECIAL CHALLENGES.

SCCOE MUST ENSURE SAFE CLASSROOM ENVIRONMENTS BECAUSE ALL STUDENTS AND STAFF DESERVE SAFE CLASSROOMS. E IS FOR EQUITY. ALL STUDENTS, NOT JUST THOSE SERVED IN THE DISTRICTS, POSSESS THE RIGHT TO A QUALITY EDUCATION AND SERVICES.

SCCOE PLAYS A PIVOTAL DEVELOPMENTAL ROLE BY SUPPORTING STUDENTS IN THEIR SCHOLASTIC NEEDS AND EDUCATOR.

CONSISTENCY IS KEY.

WE NEED FINANCIAL BACKING AND INSTITUTIONAL SUPPORT TO PROVIDE QUALITY EDUCATION FOR STUDENTS' FAMILIES.

[00:20:04]

A IS FOR ACCOUNTABILITY.

OUR MEMBERS BELIEVE NO POSITION, RANK, OR TITLE SHOULD PROVIDE IMMUNITY FROM ACCOUNTABILITY.

WE URGE THE BOARD OF EDUCATION TO HOLD EVERYONE ACCOUNTABLE AND ENHANCE COLLABORATIONS FROM ALL WORKERS AND ALL DEPARTMENTS AND RANKS.

WE NEED SAFETY, EQUITY AND ACCOUNTABILITY NOW.

THANK YOU. OUR NEXT SPEAKER IS JEFF OLSEN.

PLEASE APPROACH THE PODIUM, CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.

MY NAME IS JEFF OLSEN.

READING A COMMENT FOR REJU KRISHNA, WHO SAYS, I AM AN EDUCATOR AT SCCOE, AND I HAVE BEEN SEEING MY SCCOE DRIFT IN A DARKER PLACE.

IT SADDENS ME. OVER THE PAST SEVERAL YEARS, I HAVE REPEATEDLY REQUESTED FOR SAFETY MEASURES FOR OUR STAFF AND BEHAVIORAL SUPPORT FOR OUR STUDENTS.

OVER THE PAST ONE YEAR, I HAVE ADVOCATED FOR AND ALMOST BEGGED FOR MENTAL HEALTH SUPPORT FOR STUDENTS AT OIA.

TODAY, AS I STAND HERE LISTENING TO AND ACKNOWLEDGING THE GREAT WORK DONE BY SCCOE IN VARIOUS AREAS OF OUR DISTRICTS, I CANNOT BUT WONDER WHY WE HAVE NOT LIVED UP TO THE SAME STANDARDS FOR OUR OWN STUDENTS AND OUR STAFF.

WHY DO WE STILL NOT HAVE MENTAL HEALTH SUPPORT FOR OIA STUDENTS? WHY DO WE STILL HAVE DISPARITY IN HIRING AND INEQUITABLE TREATMENT FOR INDIVIDUALS? WHY IS IT OUR MANAGEMENT STILL CHOOSES TO IGNORE CRITICAL ISSUES UP UNTIL OUR LAST RESORT OF BRINGING THEM TO YOU? DR. DEWAN MAYBE LIKE US, YOU DR.

DEWAN ARE ALSO BEING TOLD ALL IS WELL.

NO, IT IS NOT.

WE CANNOT AND MUST DO BETTER.

IT IS NOW.

NOW IS THE TIME TO STAND UP FOR SAFETY, EQUALITY AND ACCOUNTABILITY.

WE HAVE TO BE UNITED IN OUR FIGHT FOR THE SCCOE TO PRIORITIZE OUR STUDENTS AND FAMILIES, AND AS MUCH WE ARE PRIORITIZING ABOVE ANYONE ELSE.

WE NEED SAFETY, EQUITY, AND ACCOUNTABILITY NOW.

AND AS A VOTER, I ALSO SECOND THAT.

THANK YOU. OUR NEXT SPEAKER.

OUR NEXT SPEAKER IS TINA CHANG.

PLEASE APPROACH THE PODIUM AND CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.

GOOD EVENING.

I'M DR. DEWAN AND TRUSTEES.

MY NAME IS TINA CHANG.

I AM [INAUDIBLE] VICE CHAIR AND PART OF PAC AND THE MOM OF THIS SWEET BOY.

OKAY TONIGHT I'M HERE ON HIS BEHALF AND THE BEHALF OF SPECIAL NEEDS KIDS IN OUR COUNTY.

EVAN IS EIGHT, BORN HARD OF HEARING AND HAS DEVELOPMENTAL DISABILITIES.

WE RESIDE IN A SMALL DISTRICT, HAVE A SUPPORTIVE LI, AND OUR IEP TEAM MEMBERS WORK COLLABORATIVELY TO WRITE HIGH QUALITY IEPS AND FOLLOW INCLUSIVE PRACTICES.

YET IT'S BEEN A TUMULTUOUS JOURNEY TO FIND A SUITABLE PLACEMENT FOR EVAN.

OUR TEAM AGREES THE LEAST RESTRICTIVE ENVIRONMENT IS NOT A GENERAL ED CLASSROOM, BUT A LANGUAGE RICH ENVIRONMENT WITH PEERS WHO COMMUNICATE WITH BOTH SIGN AND SPOKEN LANGUAGE.

THE WE ARE FORTUNATE TO HAVE THE COUNTY DH PROGRAM, ONE OF THE FEW TOTAL COMMUNICATION PROGRAMS IN THE BAY AREA THAT'S BEEN ABLE TO ACCOMMODATE HIM, BUT HIS CURRENT CLASS IS 11 KIDS, THREE GRADE LEVELS, AND A MIX OF DEAF AND DEAF, PLUS KIDS, AND HAS FACED STAFFING ISSUES.

THE CDA. OUR NEXT SPEAKER IS KEVIN GREER.

PLEASE APPROACH THE PODIUM, CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.

I AM KEVIN GREER, SUPERINTENDENT FOR LOMA PRIETA SCHOOL DISTRICT.

I WILL ATTEMPT TO TRY TO FIT THIS IN ONE MINUTE.

LAST TIME IT WAS TWO MINUTES WITH 19 SPEAKERS AND NOW IT'S ONE MINUTE FOR SEVEN.

I'M WRITING TO AGAIN, TO REITERATE THE OUTSTANDING WORK OF DR.

MARIANNE DEWAN IS DOING FOR THE STUDENTS AND STAFF OF SANTA CLARA COUNTY SCHOOLS.

AFTER YEARS OF MY DISTRICT STRUGGLING TO GET SUPPORT FROM THE COUNTY, WE HAVE RECEIVED EXCELLENT GUIDANCE AND ASSISTANCE FROM DR.

DEWAN OVER THE PAST FEW MONTHS.

I'VE BEEN RECEIVING SEVERAL EMAILS A WEEK FROM TRUSTEES AND SUPERINTENDENTS CONCERNED THAT OUR COUNTY MAY LOSE DR.

DEWAN. THIS ONGOING CONCERN IS CAUSING A GREAT DEAL OF UNNECESSARY ANXIETY FOR PEOPLE WHO ARE ANXIOUS OVER ALREADY ANXIOUS OVER HOW TO BEST EDUCATE OUR KIDS.

IF THERE'S A REASON FOR THIS ONGOING DISCUSSION THE PUBLIC IS UNAWARE OF, PLEASE LET US KNOW.

OTHERWISE, WE WILL CONTINUE OUR TIME WORRYING, WRITING THESE LETTERS AND ATTENDING YOUR BOARD MEETINGS IN HOPES OF SUPPORTING DR.

DEWAN AS MUCH AS SHE HAS SUPPORTED US.

AND THAT IS, THANK YOU FOR YOUR TIME AND SERVICE ON BEHALF OF OUR BOARD PRESIDENT, AARON ASHJIAN.

THANK YOU. OUR NEXT SPEAKER IS TIM KIRBY.

PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.

GOOD EVENING, PRESIDENT BERTA, MEMBERS OF THE BOARD.

MY NAME IS TIM KIRBY. IF YOU HAVEN'T FIGURED IT OUT YET, I'M THE FATHER OF PENELOPE KIRBY, AND THIS MAY SOUND SOMEWHAT BIASED, BUT I THINK YOU'VE ACCOMPLISHED THE GREATEST ACCOMPLISHMENT THAT YOU COULD HAVE FOR THIS YEAR BY RECOGNIZING MY DAUGHTER.

SO, THANK YOU. BUT I DID WANT TO TAKE A SECOND.

I HAVE ALMOST 30 YEARS IN PUBLIC SERVICE, AND WE DON'T PAUSE AND TAKE A MINUTE TO RECOGNIZE THE HARD WORK OF THE STAFF AND MEMBERS WHO SERVE THE PUBLIC. AND YOU SAW A LITTLE GLIMPSE OF WHAT GOES ON UP AT WALDEN WEST.

THEY'VE HAD A POSITIVE IMPACT ON ALL THREE OF MY DAUGHTERS LIVES AND THOUSANDS OF CHILDREN OVER THE YEARS AND FRANKLY, EVERY YEAR.

SO, I JUST WANTED TO COMMEND THE BOARD AND ALL THE STAFF OF THE COUNTY OFFICE OF ED FOR THEIR WORK UP AT WALDEN WEST.

AND THANK YOU VERY MUCH.

OUR NEXT SPEAKER IS LAURIE ESTRIDGE.

PLEASE APPROACH THE PODIUM, CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.

HELLO, MY NAME IS LAURIE ESTRIDGE, AND I AM A MOM OF AN EIGHT-YEAR-OLD DEAF DISABLED CHILD WHO HAS CONSISTENTLY BEEN IN DEAF AND HARD OF HEARING PROGRAMS SINCE

[00:25:03]

HE WAS TWO YEARS OLD, AND OUR FAMILY RECENTLY RELOCATED FROM SACRAMENTO COUNTY TO SANTA CLARA COUNTY LAST MAY.

AND WHEN WE ENROLLED WITH THE DISTRICT, THE PLAN WAS TO REFER OUR CHILD TO OSTER PROGRAM.

BUT IN AUGUST, THEY SAID THAT THE PROGRAM WAS FULL.

AND SO WE REMAINED AT HOME WITHOUT ANY SERVICES UNTIL LATE OCTOBER.

AND THEN OUR CHILD WAS FINALLY PLACED IN A DISTRICT PROGRAM.

AND THIS IS HIS FIRST PROGRAM WITH NO SIGNING PEERS, NO TEACHERS, NO ASL INSTRUCTION, NO ASL SUPPORT AT ALL.

AND THEREFORE, I'VE BEEN HIS ASL 1-TO-1-PERSON FULL TIME THIS ENTIRE SCHOOL YEAR.

AND HE'S HE DESERVES MORE.

IT'S NOT FAIR FOR HIM.

SO PLEASE ASK YOURSELVES HOW GOING TO SCHOOL WHERE YOU CANNOT COMMUNICATE WITH A SINGLE PERSON WOULD IMPACT YOUR EDUCATION.

I ASK TO PLEASE CONSIDER OPENING UP ANOTHER CLASSROOM AT.

OUR NEXT SPEAKER IS COLIN CAPELLI.

PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.

HELLO TRUSTEES AND SUPERINTENDENT DEWAN, MY NAME IS DIANE CAPELLI, COLLINSVILLE.

THIS IS COLIN CAPELLI.

MY SON, HE IS IN A SANTA CLARA COUNTY SPECIAL EDUCATION PROGRAM.

WHAT SCHOOL DO YOU GO TO? ARGONAUT. ARGONAUT.

HOW OLD ARE YOU? NINE. NINE YEARS OLD.

DO YOU WANT TO SAY SOMETHING TO THEM? WE WILL YIELD 30.

PRESIDENT MAIMONA, YOU HAD ASKED EARLIER THE NUMBER OF CARDS IN TOTAL THAT WE HAVE THUS FAR.

WE HAVE NINE THUS FAR, ADDITIONAL ONES OR FOUR OTHER ITEMS ON THE AGENDA.

GOT IT. THANK YOU.

AND THIS CONCLUDES PUBLIC COMMENT.

THANK YOU.

RIGHT. THE NEXT AGENDA ITEM IS OUR STUDENT BOARD MEMBER REPORT.

[A. The student member of the Board may give reports on activities related to their duties as a member of the Santa Clara County Board of Education]

AT THIS TIME, I INVITE STUDENT BOARD MEMBER DE LA ROSA AGUILERA TO GIVE A REPORT.

GOOD EVENING, PRESIDENT BERTA, SUPERINTENDENT DR.

DEWAN AND ESTEEMED BOARD MEMBERS.

HERE ARE OSBORNE A NEW CULINARY PROGRAM BEGUN AND HAS PROVIDED US WITH LESSONS ABOUT BASIC SKILLS OF NOT ONLY COOKING, BUT ALSO FOOD PREPARATION, STORAGE, SANITATION, AND DIFFERENT FOODBORNE ILLNESSES.

THROUGH THIS COURSE, WE WILL HAVE THE OPPORTUNITY TO EARN OUR FOOD HANDLER CARD.

WITH THIS FOOD HANDLER CARD, IT GIVES US A CHANCE TO WORK AT ANY JOB IN THE FOOD SERVICE INDUSTRY.

OUR HORTICULTURE AND AQUAPONICS PROGRAMS HAVE GROWN, BEING GROWN FROM SEED TO 100 VARIETIES OF VEGETABLES, FRUITS AND FLOWERS.

FLOWERS ARE NOW FLOURISHING IN THE OSBORNE GARDEN.

STUDENTS HAVE THEIR HANDS FULL WITH DAILY PLANT CARE AND WATERING.

OUR AQUAPONICS FISH HAS BEEN DRIVING THROUGH THE WINTER MONTHS AND ARE GETTING READY FOR SPRING.

NEW TO OUR HORTICULTURE PROGRAM IS A TRIAL IN THE CLASSROOM, A COLLABORATION WITH CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE AND SAN JOSE FLYCATCHERS AS OUR SPONSOR. STUDENTS ARE RAISING 50 RAINBOW TROUT EGGS THROUGH THEIR LIFE CYCLE AS FRY OR JUVENILE FISH UNTIL THE RELEASE DATE IN LATE APRIL.

AT THE TIME, THE FIRE WILL BE RELEASED AT 11 PARK IN MILPITAS.

WE'RE VERY PROUD. WE'RE VERY PROUD TO LEARN THAT.

OSBORNE'S GARDEN PROGRAM WAS HIGHLIGHTED AT LAST WEEK'S CURRICULUM AND INSTRUCTION STEERING COMMITTEE AND SYMPOSIUM IN MONTEREY, AND SPIRIT OF MARCH.

BEING A YOUTH ART MONTH, I WOULD LIKE TO HIGHLIGHT SOME OF THE ART PROJECTS WE HAVE BEEN WORKING ON IN OUR ART CLASS.

OUR TEACHER, MR. MUSK, HAS BEEN TEACHING US ABOUT POINTILLISM, WHICH IS A TECHNIQUE OF APPLYING SMALL DOTS TO CREATE AN IMAGE.

THROUGH THIS, I WAS ABLE TO CREATE A PORTRAIT OF A WOMAN EXPRESSING SAD EMOTIONS.

THIS TECHNIQUE ALSO TEACHES US CARRIED OVER INTO OTHER PARTS OF OUR LIFE AS WELL.

ONCE WE FINISH THIS PROJECT, WE WILL BE CREATING OUR OWN ART DESIGNS FOR BUSINESS PURPOSES.

WE WILL ALSO BE ABLE TO PRINT THESE DESIGNS ONTO T SHIRTS.

IN ADDITION, STUDENTS ALSO NOW HAVE STARTED TO WORK ON AN ART CAMPAIGN THAT IS FOCUSED ON THE OPIOID CRISIS AND COLLABORATION WITH THE HEALTH, WITH THE HEALTH AND HUMAN SERVICES DEPARTMENT AND OUR HOUSE.

SOME OF OUR SCHOOLS ARE PARTAKING IN THE PRO CLUB PROCOM ATHLETIC LEAGUE.

THIS LEAGUE ALLOWS STUDENTS FROM DIFFERENT ALTERNATIVE SCHOOLS ALL OVER THE COUNTY TO PLAY IN YEAR-ROUND SPORTS PROGRAM.

IN ORDER TO PLAY, STUDENTS ARE REQUIRED TO MAINTAIN PASSING GRADES, GOOD ATTENDANCE, AND GOOD BEHAVIOR.

THE BASKETBALL SEASON JUST STARTED WITH 11 SCHOOLS, INCLUDING OUR VERY OWN SOUTH COUNTY COMMUNITY SCHOOL.

THE. THE PROCOM ATHLETIC LEAGUE IS COLLABORATIVELY RUN BY THE SANTA CLARA PROBATION DEPARTMENT AND THE SANTA CLARA COUNTY OFFICE OF

[00:30:01]

EDUCATION. WHILE GAMES CAN BE COMPETITIVE, THE LEAGUE'S FOUNDING PURPOSE IS SPORTSMANSHIP.

STUDENTS ARE ALSO LEARNING ESSENTIAL LIFE SKILLS SUCH AS TEAMWORK, LEADERSHIP, AND CONFLICT RESOLUTION.

I AM LOOKING FORWARD TO THE SECOND AND TERM PRESENTATION.

I FIND I FIND THIS INTERESTING BECAUSE AS A SCHOOL SITE COUNCIL MEMBER, WE ARE REVIEWING OUR BUDGET FOR THE SCHOOL.

THIS PAST WEEK, I HAD THE OPPORTUNITY TO LEARN MORE ABOUT THE STATE SEAL OF CIVIC ENGAGEMENT.

AFTER MY MEETING WITH STAFF FROM THE SANTA CLARA COUNTY OFFICE OF EDUCATION, IT MADE ME FEEL HEARD AND INSPIRED TO MAKE CHANGES IN OUR COMMUNITY AND SCHOOLS THROUGHOUT MY LIFE.

I LOOK FORWARD TO PUTTING IN THE WORK TO HAVE THESE LONG-LASTING PROJECTS AT MY SCHOOL FOR STUDENTS AND TEACHERS TO ENJOY.

THANK YOU. THANK YOU.

STUDENT BOARD MEMBER DE LA ROSA AGUILERA FOR YOUR REPORT.

WE APPRECIATE HEARING THE UPDATES THAT YOU SHARE EACH OF OUR MEETINGS.

WE WILL. THANKS.

WE WILL NOW MOVE TO ITEM FIVE CONSENT ACTION ITEMS.

[5. CONSENT ACTION ITEMS]

MOVE TO APPROVE ITEMS A THROUGH D.

I HAVE A MOTION FROM TRUSTEE.

DI SALVO. DO I HAVE A SECOND? SECOND. SECOND.

FROM TRUSTEE LARI.

WE WILL NOW VOTE.

TRUSTEES, REMEMBER TO CAST YOUR VOTE IN BOARD DOCS.

RIGHT.

AND THAT PASSES.

WITH SIX YESES AND ONE NOT PRESENT VOTE.

I THINK VICE PRESIDENT JUST STEPPED OUT.

SO GO AHEAD AND MOVE ON.

OUR NEXT AGENDA ITEM IS.

[A. Request Approval of the Budget Revisions for the Month of January 2024]

ITEM SIX.

DR. DEWAN, WILL YOU PLEASE INTRODUCE THIS ITEM? GOOD EVENING, PRESIDENT BERTA.

TRUSTEES AND COMMUNITY THIS EVENING.

OUR ACTION ITEM IS OUR MONTHLY BUDGET REVISIONS FOR THE MONTH OF JANUARY.

ASSISTANT SUPERINTENDENT GOMEZ WILL PRESENT THIS ITEM.

WELCOME. OKAY.

THANK YOU. GOOD EVENING, PRESIDENT BERTA, SUPERINTENDENT DEWAN AND TRUSTEES.

THIS EVENING, I'LL BE PROVIDING AN OVERVIEW OF OUR JANUARY 2024 BUDGET REVISIONS.

SOME OF THE AREAS I WANTED TO HIGHLIGHT WAS SOME OF THE RESTRICTED REVENUE STREAMS THAT WE HAD RECEIVED THIS MONTH, AND THE AMOUNT ABOUT $5.4 MILLION.

THEY WERE TO SUPPORT THE FOLLOWING INITIATIVES.

WE RECEIVED APPROXIMATELY $1,043,620 FROM THE CALIFORNIA STATE SCHOOL PRESCHOOL FOR TEMPORARY RATE INCREASES FOR THIS FISCAL YEAR 2324. AND THIS IS ONE TIME FUNDING.

3.6 MILLION.

AND FEDERAL FUNDS FOR THE SANTA CLARA COUNTY SCHOOL BEHAVIORAL HEALTH WORKFORCE, PIPELINE GRANTS FROM THE U.S.

DEPARTMENT OF EDUCATION AND TO HELP INCREASE MENTAL HEALTH SUPPORT FOR CHILDREN AND YOUTH IN SANTA CLARA COUNTY SCHOOLS, IS ALSO TO INCREASE THE NUMBER OF AND DIVERSITY OF CREDENTIALED SCHOOL SOCIAL WORKERS AND HIGH NEED COMMUNITY SCHOOLS.

AND THE THIRD ITEM IS 770,000 FOR THE DATA ADVENTURES GRANT, AND THIS IS FOR A MOBILE MAKERSPACE TO PROMOTE DATA LITERACY, DIGITAL STORYTELLING, AND INTEREST IN DATA SCIENCE.

THE FEDERAL AND STATE GRANTS RECEIVED ARE IN ALIGNMENT WITH THE SANTA CLARA COUNTY BOARD OF EDUCATION BOARD PRIORITIES, WHICH IS THE EXPANSION OF EARLY LEARNING AND CARE WORKFORCE, EMPOWERING CHILD WELLNESS THROUGH THE EXPANSION OF SCHOOL-BASED PROGRAMS AND SERVICES, AND LITERACY AND ACADEMIC ACHIEVEMENT THROUGH FIELD INITIATIVE INNOVATIONS TO IMPROVE STUDENT ACHIEVEMENT AND ATTAINMENT FOR HIGH NEEDS STUDENTS.

AND THAT CONCLUDES MY UPDATE.

THANK YOU. THANK YOU, ASSISTANT SUPERINTENDENT, FOR THE REPORT.

TRUSTEES, ARE THERE ANY QUESTIONS? RIGHT. SO, IS THERE A MOTION TO APPROVE THE BUDGET FOR THE MONTH OF JANUARY 2024.

I'LL MOVE TO APPROVE.

THANK YOU. WE HAVE A MOTION FROM TRUSTEE CHON.

WE HAVE A SECOND.

I'LL SECOND. SECONDED BY TRUSTEE.

DI SALVO. WE WILL NOW VOTE.

TRUSTEES, REMEMBER TO CAST YOUR VOTE IN BOARD DOCS.

[00:35:02]

AND THAT MOTION PASSES UNANIMOUSLY.

WE WILL NOW MOVE ON TO INFORMATION ITEMS.

[A. Charter Schools Update]

ITEM SEVEN.

DR. DEWAN, WILL YOU PLEASE INTRODUCE THE FIRST ITEM? PRESIDENT BERTA, OUR FIRST ITEM THIS EVENING UNDER INFORMATION IS OUR CHARTER SCHOOLS UPDATE.

AND I'LL BE INVITING OUR EXECUTIVE DIRECTOR OF OUR CHARTER SCHOOL'S DEPARTMENT, MEFULA FAIRLEY, TO COME FORWARD TO PRESENT THIS ITEM.

CAN YOU HEAR ME? WE CAN. GREAT.

SO GOOD EVENING, PRESIDENT BERTA.

MEMBERS OF THE BOARD, SUPERINTENDENT DEWAN, STAFF AND COMMUNITY.

TONIGHT, I WILL PROVIDE AN UPDATE ON DOWNTOWN COLLEGE PREP ALUM ROCK.

THE DCP BOARD HAS VOTED TO REDUCE SERVICES FROM GRADES SIX THROUGH 12 TO GRADES SIX THROUGH EIGHT.

THIS BRIEF PRESENTATION WILL PROVIDE SCHOOL BACKGROUND, CONTEXT, AND A TIMELINE FOR DCP'S ENGAGEMENT WITH ITS COMMUNITY ON THIS MATTER.

TONIGHT, I'M JOINED BY CYNTHIA TAPIA, FISCAL ADMINISTRATOR, AND MATT DOHERTY, ADMINISTRATOR FROM THE CHARTER SCHOOLS DEPARTMENT.

NEXT SLIDE PLEASE.

DCP WAS INITIALLY APPROVED BY THE COUNTY BOARD OF EDUCATION IN 2009, ON APPEAL FROM DENIAL BY EAST SIDE UNION HIGH SCHOOL DISTRICT.

IT OPENED IN 2011 AND HAS BEEN RENEWED TWICE.

THE CURRENT TERM RUNS THROUGH JUNE 2028.

NEXT SLIDE PLEASE.

DCP ALUM ROCK IS ONE OF THREE CHARTER SCHOOLS OPERATED BY DOWNTOWN COLLEGE PREP, A CHARTER MANAGEMENT ORGANIZATION.

DCP ALUM ROCK IS A SINGLE CHARTER SCHOOL CURRENTLY OPERATING ON TWO CAMPUSES.

ONE CAMPUS IS A MIDDLE SCHOOL SERVING GRADES SIX THROUGH EIGHT.

THE OTHER CAMPUS IS A HIGH SCHOOL SERVING GRADES NINE THROUGH 12.

DCP ALUM ROCK ENROLLMENT AT BOTH THE MIDDLE SCHOOL AND THE HIGH SCHOOL HAVE BEEN BELOW WHAT DCP PROJECTED, DESPITE CONSERVATIVE ENROLLMENT PROJECTIONS IN 2022-23.

DCP REQUESTED A FOURTH EXTENSION PRIOR TO ITS FOR ITS PRIOR YEAR'S AUDIT, EVEN THOUGH THE EXTENSION WAS DUE TO THE AUDITOR, NOT TO THE CHARTER SCHOOL OR ITS CHARTER MANAGEMENT ORGANIZATION.

THE CHARTER SCHOOL'S TWO DEPARTMENT PERFORMED A TREND ANALYSIS, AND NOTED THE SCHOOL WOULD NEED TO INCREASE ITS ENROLLMENT AND OR DECREASE ITS EXPENDITURES TO MAINTAIN RESERVE LEVELS.

ADDITIONALLY, THE CHARTER SCHOOLS DEPARTMENT MONITORED FOR TIMELY COMPLETION AND SUBMISSION OF THE 22-23 FINANCIAL AUDITS.

AT THIS TIME, AT THAT TIME, DCP LET US KNOW IT WOULD BE WORKING TO REDUCE EXPENDITURES.

NEXT SLIDE PLEASE.

AFTER LEARNING OF DCP CHIEF EXECUTIVE OFFICER PETE ZETTEL, MEYERS PLAN TO RECOMMEND REDUCED SERVICES FROM GRADES SIX THROUGH 12 TO GRADES SIX THROUGH EIGHT AT DCP ALUM ROCK, THE CHARTER SCHOOL DEPARTMENT STAFF MET WITH MR. SEDELMAIER AND HIS STAFF ON FEBRUARY 15TH.

AT THIS MEETING, MR. SEDELMAIER SHARED THE WORK DCP HAS DONE TO INFORM FAMILIES AND STAFF OF THIS ANTICIPATED RECOMMENDATION IN ADVANCE OF MAKING THE FORMAL RECOMMENDATION TO HIS BOARD. DCP SHARED THAT THE CHARTER SCHOOLS DEPARTMENT COPIES SHARED WITH THE CHARTER SCHOOLS DEPARTMENT, COPIES OF INFORMATION IT'S SHARED WITH FAMILIES AND STAFF IN ADVANCE OF THE BOARD ACTION.

IN ADDITION TO THE OUTREACH AND COMMUNICATION LISTED ON THIS SLIDE.

DCP HAS DEVELOPED AND POSTED FREQUENTLY ASKED QUESTIONS AND ORGANIZED A HIGH SCHOOL FAIR FOR STUDENTS.

THE HIGH SCHOOL FAIR IS AN ON-CAMPUS RECRUITMENT EVENT FOR CURRENT STUDENTS TO EXPLORE OTHER CHARTER SCHOOL OPTIONS, AND THAT EVENT IS ACTUALLY TAKING PLACE RIGHT NOW DURING DCP'S FEBRUARY 27TH, 2024, BOARD MEETING, MR. SEDELMAIER RECOMMENDED THE REDUCTION TO GRADES TO THE GRADE LEVEL SERVED BY DCP ALUM ROCK.

RATHER THAN VOTING ON THE RECOMMENDATIONS DURING THAT MEETING, THE DCP BOARD TABLED IT TO A SPECIAL MEETING ON MONDAY, MARCH 4TH, 2024.

AT THE MARCH 4TH MEETING, THE DCP BOARD VOTED TO ACCEPT THE RECOMMENDATION TO REDUCE THE GRADE LEVELS TO BE SERVED BY DCP ALUM ROCK TO ONLY GRADES SIX THROUGH EIGHT, EFFECTIVE JULY 1ST, 2024.

THUS, THE SITE SERVING GRADES NINE THROUGH 12, LOCATED AT INDEPENDENCE HIGH SCHOOL, WILL CEASE OPERATIONS AT THE END OF THIS 2324 SCHOOL YEAR. NEXT SLIDE.

SO, THE NEXT STEP FOR DCP IS TO SUBMIT TO THE SANTA CLARA COUNTY BOARD OF EDUCATION A REQUEST FOR MATERIAL REVISION OF ITS CHARTER TO REFLECT OPERATING A PROGRAM WITH GRADES SIX THROUGH EIGHT ONLY.

NEXT SLIDE. THANK YOU.

THANK YOU, EXECUTIVE DIRECTOR FAIRLEY FOR THAT REPORT.

TRUSTEES, ARE THERE ANY QUESTIONS?

[00:40:04]

TRUSTEE CHON. AND THEN TRUSTEE DI SALVO.

YEAH. SO JUST TO CLARIFY, ULTIMATELY, THEY'RE CLOSING THE HIGH SCHOOL.

THEY ARE CLOSING THE HIGH SCHOOL PORTION OF THE SCHOOL.

OKAY. AND THEN I ASSUME JUST TO REFRESH MY MEMORY, WHEN THE MATERIAL REVISION COMES BACK, THAT'S WHEN WE'LL FIND OUT, LIKE THE PROCESS OF HOW THEY'RE GOING TO BE DOING ALL OF THE CLOSING AND EVERYTHING.

SO, THE MATERIAL REVISION WILL ONLY ALTER OR REVISE THE CHARTER TO INDICATE HOW THEY'RE GOING TO OPERATE GRADES SIX THROUGH EIGHT.

THE CLOSING OR REDUCTION OF THE GRADES AND ESSENTIALLY CLOSING THAT CAMPUS IS MORE ADMINISTRATIVE.

OKAY. AND THEN THEY'RE GOING TO BE CLOSING, I ASSUME AT THE END OF THE SCHOOL YEAR.

YES. OKAY. AND THEN I HAVE THE I ASSUME PARENTS, AND EVERYBODY HAVE BEEN NOTIFIED ALREADY.

YES. OKAY. THANK YOU.

OKAY. TRUSTEE DI SALVO AND THEN TRUSTEE MAH AFTER.

YEAH. THANK YOU.

I APPRECIATE THE REPORT.

THANK YOU FOR THE REPORT.

SORRY THAT THE HIGH SCHOOL, NINTH THROUGH 12TH GRADE HAS TO BE SHUTTERED.

IT SOUNDS LIKE, FOR THE 2000.

JULY 2024-25 SCHOOL YEAR.

BUT THIS WOULD BE MORE MEANINGFUL TO ME IF I HAD NUMBERS TO LOOK AT, LIKE, WHAT WAS THE ENROLLMENT OVER THE I DON'T NEED THEM NOW, BUT IT WOULD BE IT WOULD HAVE BEEN PROPER TO SEE THE NUMBERS OF HOW PRECIPITOUSLY HAS ENROLLMENT GONE DOWN OVER THE LAST THREE YEARS? THAT WOULD BE INFORMATIVE TO ME.

I KNOW IT'S A BASICALLY AN INFORMATION ITEM, BUT THAT WOULD BE GOOD INFORMATION TO HAVE.

AND HOW MANY STUDENTS DO WE HAVE IN THE SIXTH THROUGH EIGHTH GRADE PROGRAM? THAT WOULD BE INFORMATION.

THAT WOULD BE MATERIAL TO, TO ME AS, AS SOMEBODY WHO MAY BE IN THE FUTURE MAKING A DECISION ABOUT BOTH SCHOOLS.

SO JUST FYI, IT SEEMS LIKE MANY OF OUR REPORTS DON'T NECESSARILY HAVE DATA OR NUMBERS ATTACHED, AND IT'S SOMETHING I ALWAYS WOULD LIKE TO LOOK AT.

THANK YOU. THANK YOU, TRUSTEE DI SALVO, TRUSTEE MAH.

THANK YOU, PRESIDENT BERTA.

I WHOLEHEARTEDLY SECOND TRUSTEE DI SALVO REQUEST FOR, YOU KNOW, THE HARD NUMBERS JUST SO WE SEE WHAT WE'RE TALKING ABOUT.

ALSO, I WAS WONDERING IT'S MENTIONED HERE THAT THEY WILL BE SUBMITTING A MATERIAL REVISION.

DO YOU KNOW WHEN THAT'S GOING TO HAPPEN? IS THAT SCHEDULED? I DO NOT KNOW.

I HAVE ASKED THAT QUESTION AND THEY LET ME KNOW THAT THEY ARE WORKING ON THE MATERIAL, ON REVISING THE CHARTER, BUT THEY DIDN'T HAVE A DATE YET. AND SO, I GUESS I'M JUST KIND OF CURIOUS AS FAR AS WHEN THEIR RENEWAL WAS KIND OF PLANNED FOR NEXT YEAR.

THEY AFTER THEIR CHARTER TERM ENDS IN 2028.

SO, DURING THE 27-28 SCHOOL YEARS WHEN THEY WILL COME FOR RENEWAL.

OH, OKAY. SO, THEY JUST GOT A RENEWAL I GUESS FOR FIVE YEARS.

YEAH. OR RIGHT BEFORE THIS COVID AND THE EXTENSIONS.

OKAY. GREAT.

THANK YOU. SUPERINTENDENT DEWAN.

DIRECTOR FAIRLEY, DO WE HAVE THE ENROLLMENT NUMBERS? WE DO HAVE THEM.

CYNTHIA HAS THEM RIGHT HERE IN FRONT OF HER.

SO, I CAN START WITH THE CURRENT YEAR.

TO GIVE YOU A SENSE OF HOW WE DO THE REPORTING OR HOW WE COLLECT THE REPORTING WE NORMALLY LOOK AT PRIOR YEAR, SECOND INTERIM, AND THEN THEY DO THE BUDGET ADOPTION FOR THE YEAR THAT THEN PROCEEDS AND THEN FIRST INTERIM.

SO RIGHT NOW, WE'RE CURRENTLY IN THE MIDDLE OF FIRST INTERIM, RECEIVING SECOND INTERIM IN A COUPLE OF DAYS, WHICH IS MARCH 15TH.

SO, BETWEEN THE PRIOR YEAR, SECOND INTERIM PROJECTION FOR 2324, WHICH IS THE CURRENT FISCAL YEAR, THEY ORIGINALLY PROJECTED 515 BY THE TIME THEY SUBMITTED THE SECOND INTERIM PROJECTION FOR THAT SAME FISCAL YEAR TWO YEARS AGO IT WAS DOWN TO 464. SO, WE'RE LOOKING AT DOWNWARD TRAJECTORY OF 10% JUST BASED ON THE MULTIPLE PROJECTIONS THEY SUBMIT AT THE MULTIPLE REPORTING PERIODS, SIMILAR TO ALL OF YOU, THEY'RE ALWAYS LOOKING TWO YEARS AHEAD AS WELL.

AND THAT JUST GIVES YOU THE SUMMARY OF THAT PROJECTION OF THIS SINGLE FISCAL YEAR.

EXCUSE ME, IS THAT THE HIGH SCHOOL ENROLLMENT OR IS THAT THE WHOLE SCHOOL? THIS IS LOOKING AT THE WHOLE SCHOOL.

THE WHOLE SCHOOL, THE WAY WE COLLECT DATA, SINCE THEY ARE A SINGLE LEA, WE COLLECT DATA FOR SIX THROUGH 12.

WE HAVE LOOKED AT THE DETAILS OF INDIVIDUALLY THE GRADE LEVELS, AND WE CAN DEFINITELY SHARE THAT IN A FOLLOW UP WITH A LITTLE BIT MORE DETAIL BROKEN OUT BY GRADE LEVEL.

BUT OVERALL, THE TRAJECTORY HAS BEEN DOWNWARD FOR BOTH OF THEM, WITH MORE SIGNIFICANTLY AT THE HIGH SCHOOL.

AND PRESIDENT BERTA, IF I MIGHT JUST CLARIFY, THE PURPOSE OF US BRINGING THIS TONIGHT WAS JUST TO LET THE BOARD KNOW ABOUT DCP'S BOARD'S

[00:45:07]

DECISION. BUT OF COURSE, ALL OF THE DATA AND INFORMATION WOULD BE PART OF THE STAFF REPORT THAT WILL COME ALONG WITH THE HEARING WHEN THE MATERIAL REVISION IS SUBMITTED.

ANY OTHER QUESTIONS? TRUSTEES? I DID HAVE A QUESTION. SO, IN TERMS OF THE GRADE LEVELS, THIS ISN'T A GRADUAL, YOU KNOW, ELIMINATION OF THE GRADES.

IT'S JUST GOING TO BE A HALT BASICALLY AT THE END OF THIS OKAY.

YEAH. CAN I ASK ONE MORE QUESTION, THEN I'LL COME BACK TO YOU.

AND THEN IN TERMS OF THE 10% DECREASE APPROXIMATELY, IS THAT CONSISTENT WITH WHAT WE'RE SEEING IN, IN THIS LOCALE THAT THE AREA FOR THE SCHOOL GENERAL WITHOUT DIVING INTO THE NUMBERS? YES, I THINK IT'S JUST TRADITIONALLY THE EAST SIDE.

WE'RE JUST SEEING THAT LOW DROP WITHIN THE CHARTER SCHOOLS, WITHIN OUR PORTFOLIO THAT ARE LOCATED WITHIN THAT AREA.

AND DCP HAS REPORTED THAT THERE'S JUST A LOT OF OPTIONS FOR HIGH SCHOOLS IN THAT AREA, SPECIFICALLY WHICH HAD TO FACTOR INTO THEIR DECISION MAKING AS WELL.

OKAY. AND THIS WAS A CHARTER SCHOOL THAT WAS ON A ON APPEAL APPROVED OR WAS IT ORIGINALLY APPROVED? DID IT COME TO THE COUNCIL? APPROVED ON APPEAL. OKAY. THANK YOU.

TRUSTEE DI SALVO. WHAT I WAS WONDERING.

THANK YOU, PRESIDENT BERTA, IF THERE ARE ANY ANECDOTAL COMMENTS THAT YOU COULD SHARE THAT PARENTS OF THE HIGH SCHOOL STUDENTS HAVE ABOUT ITS CLOSURE.

ANY ANECDOTAL COMMENTS TO SHARE ABOUT FROM THE PARENTS OF THE STUDENTS THAT WILL BE THAT WILL NEED TO ATTEND OTHER SCHOOLS? I'M ASSUMING SOME OF THE CHILDREN HAVE BEEN THERE SINCE SIXTH GRADE, AND THEY'RE IN NINTH AND 10TH GRADE, AND THEY'RE GOING TO BE, BECAUSE OF THE CLOSURE, BUMPED TO ANOTHER SCHOOL WITHIN THAT AREA.

HAVE THERE BEEN ANY COMMENTS FROM PARENTS? THERE HAVE BEEN QUITE A FEW COMMENTS FROM PARENTS.

WE ATTENDED BOTH THE FEBRUARY 27TH AND THE MARCH 4TH MEETING, WHERE WE HEARD ALL THE PUBLIC COMMENT.

AND I THINK THAT ONE OF THE MAIN CONCERNS THAT PARENTS VOICED IS THAT THERE, IT'S A COLLEGE PREP SCHOOL. THEY HAVE A HIGH TOUCH FOR HELPING STUDENTS GET TO COLLEGE.

AND PARENTS ARE CONCERNED THAT WHEN THEIR CHILDREN GO TO OTHER SCHOOLS, THEY WON'T HAVE THAT SAME AMOUNT OF SUPPORT, AND THEY'RE CONCERNED THAT THEIR KIDS WON'T ACTUALLY APPLY TO AND GET INTO COLLEGE.

THAT WAS ONE OF THE MAIN THINGS THAT I THAT JUMPED OUT AT ME.

I APPRECIATE THAT CONCERN AND I THANK YOU FOR THE INFORMATION.

THANK YOU. TRUSTEE MAH.

THANK YOU. ONE OTHER QUESTION WITH REGARDS TO THE DECLINING ENROLLMENT IN ARE THERE FINANCIAL PROJECTIONS ALSO THEN STILL POSITIVE WITH THE DECLINING ENROLLMENT, OR DO YOU HAVE SOME KIND OF FINANCIAL INSIGHT? ABSOLUTELY. SO OVERALL THEY HAVE A POSITIVE RESERVE.

AND THIS IS DCP ALUM ROCK SERVING ALL GRADE LEVELS.

WHEN YOU START DIVING INTO BREAKING INTO EACH BY SITE THE HIGH SCHOOL WILL BE PROJECTING A NEGATIVE DEFICIT SPENDING FOR THE NEXT THREE YEARS.

TWO YEARS. SORRY.

AND CURRENTLY THIS YEAR THE BOARD DID MAKE A VERY WELL AWARE DECISION TO DEFICIT SPEND THIS YEAR WITH THE WITH THE CAVEAT THAT THE ADMINISTRATION AND THE BOARD WILL WORK TOWARDS A LONG-TERM PERMANENT SOLUTION.

SO, WHEN THE BOARD WENT TO APPROVE THIS FISCAL YEAR, THEY DID PROJECT DEFICIT SPENDING.

THAT WAS THAT WAS BROUGHT TO OUR ATTENTION.

IT WAS A CONVERSATION THAT HAS BEEN ONGOING SINCE LAST YEAR.

AND THIS IS THE CONCLUSION OF THEIR FINDINGS SINCE THEN.

TRUSTEE LARI? I'M JUST WONDERING CAN WE DO ANYTHING TO SUPPORT THE PARENTS WHO HAVE CONCERNS? LIKE, CAN WE DO ANYTHING? YES. WE HAVE HAD CONVERSATIONS WITH THE SCHOOL ABOUT WHAT THEY'RE DOING.

AND SO, LIKE I MENTIONED TONIGHT, THEY'RE HAVING THE HIGH SCHOOL FAIR WHERE THEY'VE INVITED A NUMBER OF CHARTER SCHOOLS AND TRADITIONAL PUBLIC SCHOOLS FROM A DISTRICT IN TO BE IN ONE PLACE, INVITED THE FAMILIES TO COME IN SO THAT THEY CAN SEE WHAT THEIR OPTIONS ARE AND FIND A SCHOOL FOR NEXT YEAR.

OTHER THAN THAT, THEY RUN THEIR SCHOOL AND IF THEY ASK US FOR SUPPORT, WE WILL SUPPORT THEM AS BEST WE CAN.

BUT THEY ARE IN CHARGE OF THEIR CHARTER SCHOOL, AND WE JUST PROVIDE SUPPORT WHEN THEY ASK FOR IT.

ALL RIGHT. AND THEN I DID HAVE ONE MORE QUESTION.

THE IN TERMS OF THE PROCESS OR WHERE MEMBERS OF THE PUBLIC OR PARENTS CAN FIND INFORMATION PERTAINING TO DCP'S BOARD'S DECISION AND ANY UPDATES.

[00:50:09]

IS THERE A CONSOLIDATED LOCATION EITHER ON OUR WEBSITE OR THEIR WEBSITE OR ANY PARTICULAR PLACE THAT WE DON'T YET HAVE ANYTHING ON OUR WEBSITE, AND WE WON'T UNTIL THEY HAVE.

THEY SUBMIT A MATERIAL REVISION THEY HAVE ON THEIR WEBSITE, ON THE FRONT PAGE AT THE VERY TOP.

I THINK IT SAYS A TAB THAT SAYS DC NO ALUM ROCK CLOSING OR SOMETHING TO THAT EFFECT.

OKAY. OKAY.

THANK YOU.

TRUSTEE DI SALVO? I THINK THANK YOU FOR ALLOWING ME TO ASK ANOTHER QUESTION OR MAKE ANOTHER COMMENT.

DCP DOWNTOWN COLLEGE PREP WAS SOME OF THE HISTORY.

I'M NOT SURE MY COLLEAGUES HAVE ALL THE HISTORY.

TRUSTEE MAH WOULD, I THINK, BUT IT WAS INITIALLY STARTED BY TWO TEACHERS FROM SAN JOSE UNIFIED SCHOOL DISTRICT.

AND THAT DISTRICT, SAN JOSE UNIFIED, APPROVED THE FIRST DCP CHARTER SCHOOL, WHICH I THINK, AND TRUSTEE MAH HELP ME OUT.

IF I'M WRONG ON THE HISTORY, IT WAS THE FIRST CHARTER SCHOOL IN SANTA CLARA COUNTY.

WE'RE PRETTY CLOSE.

AND THEN IT GREW BECAUSE OF ITS SUCCESS TO ALUM ROCK AND TO WHAT WE ARE EXPERIENCING NOW AT THE MIDDLE AND HIGH SCHOOL. THE TWO TEACHERS THAT STARTED THE SCHOOL ARE NO LONGER INVOLVED IN THE PROJECT.

GREG LIPPMAN AND JENNIFER ANDALUZ.

THEY WENT DIFFERENT DIRECTIONS.

I DON'T I DON'T THINK THEY'RE WORKING IN THE EDUCATION SPACE ANY LONGER, BUT I JUST WANTED THAT HISTORY TO BE TO BE PART OF OUR COLLECTIVE WISDOM AS WE DISCUSS, BECAUSE WE'RE GOING TO BE DISCUSSING.

A LOT OF CHARTER SCHOOLS AND THEIR RENEWALS COMING UP, BUT I THINK IT'S IMPORTANT HISTORY AND IT COULD THE DEPARTMENT COULD HELP.

THE BOARD AS WE'RE GOING TO MAKE SOME DECISIONS ABOUT RENEWALS OR NOT RENEWING WITH THE ENTIRE HISTORY OF HOW SCHOOLS BEGAN IN, IN THE COUNTY OR IN THE CITY.

SO, I WOULD APPRECIATE THAT GOING FORWARD FOR THESE TYPES OF REVISIONS.

THANK YOU. ANY OTHER COMMENTS? RIGHT. WELL, THANK YOU, EXECUTIVE DIRECTOR, FAIRLEY AND CHARTER SCHOOL DEPARTMENT TEAM.

THANK YOU. YOU'LL NOW GO TO ITEM 7.B.

[B. Culturally Responsive Garden Education: Honoring Diversity and Inclusion]

DR. DEWAN, WILL YOU PLEASE INTRODUCE THE NEXT ITEM? YES. AGAIN, THANK YOU, PRESIDENT BERTA, TRUSTEES, AND COMMUNITY, THIS EVENING WE HAVE A SPECIAL PRESENTATION TO PROVIDE TO THE BOARD THIS EVENING.

THIS IS DIRECTLY RELATED TO OUR ENVIRONMENTAL LITERACY WORK AND OUR CLIMATE INITIATIVE.

OUR PRESENTATION THIS EVENING IS ON CULTURALLY RESPONSIVE GARDEN EDUCATION, WHICH IS ONE OF THE COMPONENTS OF OUR ENVIRONMENTAL LITERACY AND CLIMATE INITIATIVE. IT'S MY PLEASURE TO INTRODUCE DR.

THERESA SHIP, OUR ASSISTANT SUPERINTENDENT OF ED SERVICES, AND I KNOW SHE'LL BE INTRODUCING THE TEAM, BUT I WANT TO ALSO HAVE THE PRIVILEGE OF INTRODUCING EUGENE SANTILLAN, WHO IS OUR PRINCIPAL, AND OUR ALTERNATIVE EDUCATION DEPARTMENT, JEN MUTCH, WHO IS OUR INTEGRATED STEAM COORDINATOR AND ONE OF OUR LEADERS IN OUR ENVIRONMENTAL LITERACY WORK AND ONE OF OUR CLIMATE FELLOWS ASHIMA SHARMA, WHO I JUST HEARD THIS EVENING, IS ACTUALLY A RETURNING AS A CLIMATE FELLOW AND WAS ABLE TO WORK WITH US AS A FELLOW LAST YEAR AS WELL.

SO, THEY WILL BE PROVIDING TONIGHT'S PRESENTATION.

THANK YOU, DR. DEWAN.

GOOD EVENING, DR.

DEWAN, PRESIDENT BERTA AND TRUSTEES UNDER DR.

DEWAN'S DIRECTION AND LEADERSHIP, SANTA CLARA COUNTY OFFICE OF EDUCATION IS A TRAILBLAZER IN SCHOOL GARDENS AND HAS SEVERAL EXEMPLAR SITES.

THE SSCOE GOALS OF DIVERSITY, EQUITY, PARTNERSHIP AND INCLUSION IS EVIDENT IN THIS WORK.

FURTHERMORE, OUR GARDEN AND ENVIRONMENTAL WORK SUPPORTS THE SCC BOE PRIORITY OF ENVIRONMENTAL AND CLIMATE LITERACY.

I AM PLEASED TO INTRODUCE AGAIN TO YOU JEN MUTCH, OUR COORDINATOR FOR SCIENCE IN THE INTEGRATED STEAM DEPARTMENT, EUGENE SANTILLAN, OUR PRINCIPAL, NORTH COUNTY ALTERNATIVE EDUCATION, AND ASHIMA SHARMA, CALIFORNIA CLIMATE CORPS ACTION FELLOW.

NEXT SLIDE PLEASE AND TAKE IT AWAY JEN.

THANK YOU, ASSISTANT SUPERINTENDENT SHIPP AND GOOD EVENING, TRUSTEES.

DR. DEWAN, SCCOE STAFF AND COMMUNITY MEMBERS.

WE'RE HONORED TO BE HERE TONIGHT TO REPORT ON CULTURALLY RESPONSIVE GARDEN EDUCATION HONORING DIVERSITY AND INCLUSION.

THIS WORK IS BASED ON THE LEADERSHIP AND GUIDANCE OF DR.

DELACRUZ WILLIAMS, PROFESSOR EMERITA OF PORTLAND STATE UNIVERSITY, WHO IS SUPPORTING SCHOOL GARDEN WORK IN OUR PROGRAMS AND IN SCHOOL DISTRICTS IN SANTA CLARA COUNTY.

[00:55:08]

AND AS WE BEGIN THIS EVENING, WE WOULD LIKE FOR THESE IDEAS THAT ARE ON THE SLIDE TO BE CONSIDERED.

WHY SHOULD WE CARE ABOUT CULTURALLY RESPONSIVE GARDEN EDUCATION? HOW CAN WE MAKE GARDEN EDUCATION INCLUSIVE TO ADDRESS THE DIVERSE LIVED EXPERIENCES AND INTERESTS OF OUR STUDENTS? IN WHAT WAYS CAN WE DESIGN GARDEN SETTINGS, CURRICULUM AND PEDAGOGY TO BE INCLUSIVE FOR ALL? AND HOW CAN WE USE PEDAGOGICAL FRAMEWORK TO IMPLEMENT CULTURALLY RESPONSIVE GARDEN EDUCATION? NEXT SLIDE PLEASE.

SO THERE ARE MANY BENEFITS TO STUDENTS FOR STUDENTS WHO PARTICIPATE IN SCHOOL GARDEN PROGRAMS, AS NOTED BY THIS LIST ON THIS SLIDE.

AND RESEARCH SHOWS THAT THERE ARE IMPROVED ACADEMIC AND SOCIAL EMOTIONAL BENEFITS OF GARDEN LEARNING.

IT PROMOTES HEALTHY EATING, INCREASED PHYSICAL ACTIVITY, COMMUNITY BUILDING, AND STUDENT AND FAMILY ENGAGEMENT.

AND AS ASSISTANT SUPERINTENDENT, SHIPP MENTIONED THAT THERE ARE CONNECTIONS TO THE BOARD PRIORITIES PRIMARILY CLIMATE AND ENVIRONMENTAL EDUCATION AND CLIMATE LITERACY, BUT ALSO TIES TO SPECIAL EDUCATION, COURT AND COMMUNITY SCHOOLS AND EMPOWERING CHILD WELLNESS.

NEXT SLIDE PLEASE.

DR. WILLIAMS'S BOOK, LEARNING, GARDENS AND SUSTAINABILITY EDUCATION, HAS BEEN OUR GUIDE FOR OUR PROGRAMS AND COMMUNITY OF PRACTICE.

THE PEDAGOGICAL PRINCIPLES FROM THE GARDEN'S ACRONYM IS WOVEN THROUGHOUT THE PROJECTS WE ARE ACCOMPLISHING.

AT MANY OF OUR SITES.

WE WILL SHARE EXAMPLES OF EACH OF THESE PRINCIPLES AND THE WORK WE ARE DOING IN OUR PROGRAMS AND WITH OUR STUDENTS.

NEXT SLIDE. OUR SCHOOL GARDENS CREATE SPACES FOR LEARNING AND CONNECTING TO OTHERS.

INCLUSIVE PRACTICES CELEBRATING DIVERSITY AND HEALING.

ON THE SLIDE, WE SEE SOME OF OUR STUDENTS MAKING A WIND TUNNEL, GARDENING AND PULLING WEEDS AT HESTER SCHOOL AND SOME OF OUR ELEMENTARY SCHOOL STUDENTS WATERING THEIR CROPS.

NEXT SLIDE. THIS LAST WEEK, BOTH SOUTH COUNTY COMMUNITY SCHOOL AND SUNOL COMMUNITY SCHOOL STUDENTS WORKED ALONGSIDE STUDENTS AT HESTER SCHOOL AND SOUTH COUNTY ANNEX TO PLANT WEED, DRY FLOWERS, BUILD AND MOVE RAISED BEDS.

THIS PROVIDES AN OPPORTUNITY FOR BOTH GROUPS OF STUDENTS TO LEARN ABOUT EACH OTHER AND BUILD COMMUNITY.

IT ALSO OFFERS OUR COMMUNITY SCHOOLS STUDENTS AN OPPORTUNITY FOR CIVIC ENGAGEMENT AND TO SERVE THEIR COMMUNITY.

IN THIS SLIDE, WE SEE OUR STUDENTS DOWN AT SOUTH COUNTY THAT ARE ACTUALLY HELPING PLANT SEEDS ALONGSIDE OUR OTHER PROGRAMS AT THE ANNEX.

NEXT SLIDE. WHEN STUDENTS PARTICIPATE IN GARDEN LESSONS, THEY'RE LOOKING FOR PATTERNS, LEARNING ABOUT SEASONS AND PLANT LIFE CYCLES, AND LEARNING ABOUT SCALE AND SEVERAL CONNECTIONS TO THE NEXT GENERATION.

SCIENCE STANDARDS ARE FOUND IN GARDEN EDUCATION, ESPECIALLY THROUGH CROSS-CUTTING CONCEPTS.

GARDEN EDUCATION ALSO FOCUSES ON ENVIRONMENTAL LITERACY AND CLIMATE EDUCATION THROUGH THE CONCEPTS OF SOIL HEALTH, WATER USAGE, COMPOSTING, AND HUMAN IMPACTS ON THE EARTH, AND MORE, AND ALTERNATIVE GROWING METHODS ARE ALSO TAUGHT TO OUR STUDENTS, AND SOME EXAMPLES OF THIS ARE SHARED LATER IN SOME OTHER SLIDES.

NEXT SLIDE PLEASE.

BIOCULTURAL DIVERSITY IS INHERENT IN THE TEACHING AND LEARNING.

IN OUR SCHOOL GARDEN PROGRAMS, STUDENTS LEARN ABOUT NATIVE PLANTS, POLLINATORS, AND HOW INDIGENOUS CALIFORNIANS UTILIZE THESE PLANTS.

THEY ALSO PLANT EDIBLE GARDENS BASED ON INDIGENOUS KNOWLEDGE AND THEIR OWN CULTURE, AND PARTICIPATE IN NATIVE PLANT RESTORATION.

WE'VE CONNECTED WITH LOCAL ORGANIZATIONS AND OUR TRIBAL PARTNERS TO FIND OUT ABOUT THEIR GARDEN AND AGRICULTURAL PRACTICES, AND THE NAMES OF THEIR NATIVE PLANTS.

NEXT SLIDE. SCHOOL GARDENS FACILITATE STUDENTS LEARNING, ENVIRONMENTAL STEWARDSHIP, CIVIC ENGAGEMENT, ETHNIC STUDIES, AND HANDS ON SKILLS LIKE IRRIGATION DESIGN AND CONSTRUCTION.

OUR STUDENTS HAVE BEEN ABLE TO GROW, HARVEST, AND DONATE PRODUCE TO THEIR COMMUNITY AND OUR CULINARY PROGRAM.

THE THREE CLIMATE FELLOWS ARE COLLABORATING WITH SONOL STAFF AND STUDENTS TO SUPPORT THE MAINTENANCE AND CONSTRUCTION OF THEIR COMPOST BINS AND GARDEN BEDS.

WE ARE ALSO WORKING TOGETHER TO HOST A COMMUNITY GARDEN EVENT FOR STUDENTS, THEIR FAMILIES AND THE LOCAL NEIGHBORHOOD.

NEXT SLIDE PLEASE. OUR COMMUNITY SCHOOL STUDENTS BRING A WEALTH OF CULTURAL AND SOCIAL CAPITAL TO THE TABLE.

THEY ARE CURIOUS AND ENGAGED WHEN PRESENTED THE OPPORTUNITIES TO BUILD AND SHAPE THEIR SCHOOL PROGRAMS. HERE WE SEE STUDENTS PLANTING SEEDLINGS, BUILDING A SMALL GREENHOUSE, AND CONSTRUCTING AN AQUAPONICS SYSTEM.

NEXT SLIDE. AT OSBORNE SCHOOL.

OUR STUDENTS AND PROBATION STAFF HAVE BONDED OVER THE HARVEST AND LOVED TO COOK AND SHARE RECIPES THAT INTEGRATE THE FOOD THEY'VE GROWN.

NEXT SLIDE. OUR COMMUNITY SCHOOL STUDENTS ALSO ENJOY SHARING THE FRUITS OF THEIR LABOR AND RECEIVE POSITIVE PRAISE FROM OUR SPECIAL EDUCATION ADMINISTRATORS FOR SUPPORTING THEIR PROGRAMS AND COMMUNITY.

THE CLIMATE FELLOWS WILL ALSO BE COLLABORATING WITH THE GARDEN COORDINATORS FROM SPECIAL EDUCATION AND WALDEN WEST TO EXPAND THEIR ENVIRONMENTAL LITERACY INITIATIVES AND CREATE INCLUSIVE AND ACCESSIBLE GARDEN SPACES.

NEXT SLIDE, PLEASE.

[01:00:01]

SO NOW THAT WE'VE DISCUSSED SOME OF THE PHILOSOPHY, PHILOSOPHY AND WHAT WE ARE DOING, I WANTED TO SHARE KIND OF THE ROADMAP AND OUR STORY OF HOW WE GOT HERE AND HOW WE'RE HONORING DIVERSITY, INCLUSION IN OUR GARDEN PROGRAMS. AND WE WANTED TO AGAIN UPDATE YOU HOW THIS ALL CAME ABOUT.

A FEW YEARS AGO, DR.

DEWAN MET DR. DELACRUZ WILLIAMS AND INVITED HER TO SUPPORT OUR WORK WITH ENVIRONMENTAL LITERACY AND A FOCUS ON SCHOOL GARDENS IN SANTA CLARA COUNTY.

DR. WILLIAMS CONDUCTED A SURVEY AND STUDY OF SCHOOL SITES ACROSS THE COUNTY AND CREATED THE SCHOOL GARDEN OR GROWING GARDENS REPORT IN 2022.

AND AS A RESULT OF THIS WORK, WE'VE ESTABLISHED OUR GROWING GARDENS COMMUNITY OF PRACTICE, WHICH IS CONNECTED OUR SCHOOL PROGRAMS WITH OTHER SCHOOLS AND DISTRICT STAFF, VOLUNTEERS, PARENTS AND COMMUNITY PARTNERS WHO WORK WITH SCHOOL GARDENS AND PARTICIPATE WITH PARTICIPATION IN THIS FROM OVER HALF OF OUR DISTRICTS IN THE IN OUR COMMUNITY OF PRACTICE AND OUR SCHOOL GARDEN WORK HAS BEEN EXPANDING AND MANY OF OUR SCHOOL DISTRICTS HAVE BROUGHT US IN AS ADVISORS AND SUPPORT FOR HELPING THEIR PROGRAMS AND TO INCREASE THE NUMBER OF SCHOOL GARDENS ON THEIR CAMPUSES.

THIS WORK BRINGS IN PARENTS AND COMMUNITY MEMBERS TO WORK TOGETHER ON SCHOOL GARDEN PLANS, MAINTENANCE AND PLANNING SCHOOL EVENTS BASED AROUND THEIR GARDENS AND PROVIDING LESSON SUPPORT FOR STUDENTS.

NEXT SLIDE PLEASE.

OUR GROWING GARDENS COMMUNITY OF PRACTICE IS IN ITS THIRD YEAR AND CONTINUES TO EXPAND.

WE HAVE DEVELOPED STRONG CONNECTIONS AMONG THE PARTICIPANTS WHO ARE ABLE TO SHARE ABOUT THEIR SUCCESSES AND CHALLENGES IN THEIR GARDENS.

WE HAVE ALSO BUILT STRONGER CONNECTIONS BETWEEN OUR OWN SCHOOL PROGRAMS AND DEPARTMENTS AND HAVE BROUGHT IN SOME KEY PARTNERS FOR THIS WORK.

SPECIFICALLY, STRATEGIC ENERGY INNOVATIONS, OR SEI, HAS PROVIDED FUNDING AND MATERIALS FOR THE AQUAPONIC PROGRAMS IN BOTH THE COURT AND COMMUNITY SCHOOLS.

THE CALIFORNIA CLIMATE ACTION CORPS, THE PROGRAM THAT I'M PART OF IS THROUGH THE CALIFORNIA GOVERNOR'S OFFICE AND HAS PROVIDED CLIMATE FELLOWS LIKE ME TO SUPPORT THE WORK IN SCHOOLS, PROGRAMS AND SCHOOL DISTRICTS.

VALLEY, VERDE AND LIVING CLASSROOM HAVE BEEN GREAT PARTNERS IN PROVIDING LESSONS, PLANS, AND OTHER MATERIALS FOR ESTABLISHING GARDENS AT MANY OF OUR SITES.

THANK YOU ALL FOR YOUR TIME.

THANK YOU SO MUCH FOR THE PRESENTATION AND EXAMPLES OF THE PICTURES ARE GREAT TRUSTEES.

DO WE HAVE ANY QUESTIONS? TRUSTEE LARI? SO, I REALLY WANTED TO THANK YOU FOR YOUR WORK.

IT REALLY SUPPORTS OUR BOARD PRIORITY OF PHYSICAL AND MENTAL HEALTH ALSO.

SO REALLY APPRECIATE IT.

THANK YOU. THANK YOU, TRUSTEE LARI.

ANY OTHER QUESTIONS? COMMENTS FROM THE BOARD? WELL, I JUST WANT TO ECHO THOSE COMMENTS SPECIFICALLY.

I KNOW THE WORK THAT IT TAKES TO MAINTAIN AND TO RUN A GARDEN.

IT'S ONE OF THE THINGS THAT I REALLY ENJOY DOING WITH STUDENTS, AND IT'S REALLY GREAT TO GET OUR STUDENTS OUT THERE, ESPECIALLY IN SUCH A DIGITAL AGE, YOU KNOW, TO GET THEM BACK OUT IN, IN NATURE, WORKING WITH PLANTS AND LIVING THINGS.

AND ONE OF THE QUESTIONS I HAD JUST IN SEEING SOME OF THE DIFFERENT EXAMPLES OF THE GARDEN COMMUNITIES IS WHAT DOES THIS LOOK LIKE IN TERMS OF ACCESS FOR I KNOW A COUPLE OF STUDENT GROUPS WERE MENTIONED.

BUT WHAT DOES EQUITY LOOK LIKE IN TERMS OF GARDEN OR GARDEN EDUCATION PROGRAMS FOR THE DIFFERENT COUNTY OFFICE OF EDUCATION PROGRAMS SPECIFICALLY LIKE DOES EVERYONE HAVE ACCESS? ARE THERE SPECIFIC PROGRAMS TARGETED FOR SPECIFIC GROUPS OF STUDENTS, OR HOW DOES THAT WORK? I CAN TELL YOU, ALL OUR STUDENTS AT OUR COURT AND COMMUNITY SCHOOLS HAVE ACCESS TO PARTICIPATING IN SCHOOL GARDENS, AND WE WERE AT HESTER SCHOOL LAST WEEK, AND THEIR PROGRAMS HAVE PUT IN PLACE GARDENS THAT ARE ACCESSIBLE TO STUDENTS IN WHEELCHAIRS OR WITH VARIOUS ABILITIES.

SO, IT WAS REALLY NICE TO SEE THE DIFFERENT WAYS THAT THEY LIKE, YOU KNOW, I GUESS YOU MIGHT SAY LIKE SCAFFOLD THE WORK OF WORKING IN A SCHOOL GARDEN SO THAT ALL STUDENTS CAN PARTICIPATE. I CAN ALSO ADD THIS MORNING I HAD THE JOY OF VISITING AN EARLY OR A HEAD START SITE, AND THERE THE STUDENTS HAVE JUST PLANTED THEIR SEEDS AND THEY EACH HAVE THEIR NAME RIGHT BY THEIR SEEDLINGS, SO THEY'RE ACTUALLY GOING TO BE WATCHING IT GROW HANDS ON LEARNING AND REALLY LEARNING ABOUT THAT.

SO WE ARE BRINGING IT IN THROUGHOUT ALL OF OUR VARIOUS PROGRAMS. THAT'S GREAT TO HEAR. THANK YOU.

TRUSTEE CHON? I ALSO JUST WANTED TO ECHO MY.

THANK YOU, BUT ALSO TO SHARE WITH THE BOARD THAT I ACTUALLY GOT TO SEE THE GARDEN PROGRAM AT OUR, AT OUR COURT SCHOOL.

AND IT WAS AMAZING.

AND I LEARNED A LOT.

AND THE GARDEN IS NOT LIKE JUST A SMALL PATCH OF DIRT.

LIKE IT IS AMAZING WHAT THESE STUDENTS HAVE BUILT.

AND THEN THE IS IT THE HYDROPONIC AQUA? THAT BUT IT WAS LIKE, IT'S JUST SO COOL BEING ABLE TO SEE THAT THEY RECYCLE THE WATER AND THERE WERE FISH IN THERE, IF I BELIEVE CORRECTLY.

AND SO, IT WAS JUST AN AMAZING SYSTEM THAT WE'RE ABLE TO GIVE THAT ACCESS TO THAT GARDEN EDUCATION TO OUR HIGHEST NEED STUDENTS.

[01:05:02]

AND BEING ABLE TO SEE THE WORK THAT THEY DO, BUT ALSO THE JOY THAT IT BROUGHT THEM.

AND A LOT OF THEM TOLD ME THAT IT REALLY DID HELP WITH THEIR MENTAL HEALTH, TO BE ABLE TO ESCAPE AND BE OUTSIDE.

AND ONE OF THE FUNNIEST STORIES, I THINK, IS WHEN THEY WERE EATING THE ORANGES AND THEY THOUGHT THEY WERE LEMONS OR SOMETHING LIKE IT WAS FUNNY UNTIL IT GREW LONGER.

SO THEY JUST THEY HAVE SO MUCH JOY IN THAT PROGRAM.

SO I'M GLAD TO SEE THIS REPORT.

AND JUST THANK YOU FOR CONTINUALLY SUPPORTING THAT FOR ALL OF OUR STUDENTS.

AND ALL OF YOU WILL BE ABLE TO ENJOY MANY OF THE DIFFERENT FRUITS OF THE LABOR OF THE GARDENS.

SO IT WILL BE OUT FOR ALL OF YOU TO BE ABLE TO CHOOSE A VARIETY OF GARDEN GOODS.

THANK YOU SO MUCH.

TRUSTEE DI SALVO.

I THANK YOU, PRESIDENT BERTA.

I JUST WANTED TO COMMENT THAT I TOTALLY APPRECIATE THE INITIATIVE AS A HOME GARDENER.

I LOVE THE FACT THAT WHEN I WAS AT OSBORNE WITH SUPERINTENDENT DEWAN OVER A YEAR AGO, THE STUDENTS WERE SO ENGAGED IN THE PROJECTS THAT THEY WERE DOING AT OSBORNE SCHOOL AND HAVING TAUGHT THERE BACK IN THE 1970S WAS NOT A PLACE WHERE YOU WOULD SEE A GARDEN AT ALL.

SO, IT WAS IT WAS A SIGN OF HOPE FOR ME.

AND SO, THANK YOU FOR THE WORK AND THANK YOU FOR THE INITIATIVE.

WE APPRECIATE IT. THANK YOU SO MUCH.

IT'S ALL OF YOU.

RIGHT. MOVING ALONG HERE WE HAVE ITEM 7.C.

[C. 2023-24 Second Interim Financial Report]

DR. DEWAN, WILL YOU PLEASE INTRODUCE THE NEXT ITEM? OUR NEXT ITEM THIS EVENING IS THE 23-24 SECOND INTERIM FINANCIAL REPORT FOR THE EDUCATION CODE.

TWICE A YEAR, WE BRING REPORTS TO THE BOARD FOR YOUR REVIEW THIS EVENING, OUR ASSISTANT SUPERINTENDENT OF BUSINESS SERVICES STEPHANIE GOMEZ, WILL PROVIDE OUR SECOND INTERIM REPORT.

WELCOME AGAIN.

OKAY. THANK YOU.

GOOD EVENING.

SO, I WILL BE PROVIDING AN OVERVIEW OF OUR SECOND INTERIM REPORT FOR OUR COUNTY SCHOOL SERVICES FUND BUDGET.

NEXT SLIDE. ONE THING I WANTED TO HIGHLIGHT IS THAT OUR BUDGETING AND FINANCIAL REPORTING PROCESS IS A TWO-YEAR PROCESS.

AS WE ARE GOING THROUGH THE 2324 FISCAL YEAR, WHICH WAS THE BUDGET THAT WAS ADOPTED IN JUNE OF 2023.

WE'RE ALSO PREPARING OUR BUDGET FOR OUR 24-25 YEAR.

NEXT SLIDE. THE SECOND INTERIM IS AN UPDATE ON OUR BUDGET FROM JULY 1ST THROUGH JANUARY 31ST.

SO THAT'S THE MEASURE OF TIME THAT WE'RE REPORTING THESE UPDATES.

BUT IT'S ALSO ANOTHER WAY TO LOOK AT OUR FISCAL SOLVENCY.

SO, WHICH TO ENSURE THAT WE HAVE ADEQUATE FUNDING FOR THE CURRENT BUDGET YEAR, BUT ALSO THE OUTLYING TWO FISCAL YEARS.

NEXT SLIDE. THIS CHART REFLECTS THE COMPARISON OF THE FIRST INTERIM COMBINED, UNRESTRICTED AND RESTRICTED REVENUES FOR SECOND INTERIM TO SECOND INTERIM TO OUR SECOND INTERIM TIME PERIOD.

SO, THERE'S AN INCREASE OF APPROXIMATELY 22.19 MILLION.

THAT IS PRIMARILY FROM INCREASED AWARD AMOUNTS IN FEDERAL, STATE AND LOCAL GRANTS AND CONTRACTS.

NEXT SLIDE. THIS CHART HIGHLIGHTS THE COMPARISON FROM FIRST TO SECOND INTERIM.

YOU CAN SEE OUR LCFF FUNDING IS THE FLAT FUNDED PORTION.

BUT THEN WE DID SEE SOME MINOR INCREASES IN OUR FEDERAL GRANTS.

THERE IT WAS 77.29 MILLION.

IT WENT UP TO 80.9 MILLION.

AND SO, SOME OF THAT FUNDING, IT WAS APPROXIMATELY 3.62 MILLION, OR SOME OF THE GRANTS THAT I HIGHLIGHTED IN THE JANUARY BUDGET REVISIONS.

AND THAT'S THE TIME PERIOD YOU WOULD HEAR.

THE INCREASED REVENUES FOR THAT TIME PERIOD WOULD BE THROUGH THAT PROCESS.

WE ALSO HAD AN INCREASE OF ABOUT 700,000 IN OUR STATE GRANTS AND CONTRACTS, AND THEN OUR LOCAL GRANTS AND CONTRACTS WAS ABOUT 17.87 MILLION.

I ALSO WANT TO NOTE THAT MOST OF THIS FUNDING IS FUNDING IS PRIMARILY ONE TIME, SO IT'S ONE TIME FUNDING WHERE IT COULD BE A GRANT THAT WE RECEIVE FOR ONE YEAR ONLY, OR IT COULD BE A ONETIME GRANT THAT WE MAY RECEIVE FOR 2 TO 3 YEARS OR MULTIPLE YEARS.

NEXT SLIDE. THIS CHART, I WANTED TO HIGHLIGHT THE AREAS OF THE FUNDING THAT WE'VE RECEIVED FROM OUR FIRST INTERIM TO SECOND INTERIM.

SO, IT JUST SHOWS THE LOCAL GRANTS AND CONTRACTS THAT WE HAVE RECEIVED AND THE BOARD PRIORITIES THAT THEY DO ALIGN TO.

SO, FOR EXAMPLE, THE LOCAL GRANTS AND CONTRACTS PART OF THAT WAS EMPOWERING OUR CHILD WELLNESS.

AND SO THAT WAS 5.2 MILLION.

AND THAT WAS THE SANTA CLARA HEALTH FAMILY HEALTH PLAN GRANT.

AND THEN PART OF THAT FUNDING THAT WE ALSO RECEIVED WAS FOR SPECIAL EDUCATION, EXPANSION OF AND INCLUSIVE PRACTICES.

WE ALSO HAD SOME OTHER STATE AND GRANTS AND CONTRACTS THAT ALSO FOCUSED ON EMPOWERING CHILD WELLNESS, AND ALSO WORKFORCE PATHWAYS AND DIVERSIFICATION ON THE FEDERAL GRANTS. I ALSO HIGHLIGHTED SOME OF THAT IN MY BUDGET REVISION PRESENTATION, BUT THAT'S ALSO HIGHLIGHTED THERE AS IT FOCUSES ON EMPOWERING CHILD WELLNESS AND LITERACY AND ACADEMIC ACHIEVEMENT.

NEXT SLIDE. THIS CHART I WANTED TO ADD, BECAUSE I THINK IT'S REALLY IMPORTANT WHEN I COME AND I PRESENT THE BUDGET AND THEN I DO THE INTERIMS, WE ALWAYS HAVE OUR RETURN OF EXCESS

[01:10:07]

PROPERTY TAX IN THERE.

AND UNFORTUNATELY, IT DID GO UP ABOUT 2 MILLION FROM THE FIRST INTERIM TO NOW, WHICH IS MONEY THAT WE DO NOT RETAIN.

IT'S MONEY THAT WE HAVE TO SEND BACK TO THE STATE TO SUPPORT OUR LOCAL TRIAL COURT OPERATIONS.

BUT WHEN I REALLY LOOK AT THE BUDGET AND WHEN YOU LOOK AT FIRST INTERIM AND SECOND INTERIM, I NETTED THAT AMOUNT.

SO, FOR FIRST INTERIM WAS 45.2 MILLION, AND FOR SECOND IT'S 47.37 MILLION.

SO, I WANTED TO NET THAT OUT BECAUSE THE TRUE AMOUNT OF REVENUE THAT WE HAVE HERE MOST OF IT IS RESTRICTED.

BUT 47.37 MILLION IS NOT FUNDING THAT WE GET TO KEEP.

IT COMES IN LIKE IT IS A REVENUE.

BUT THEN WE HAVE TO PAY IT RIGHT BACK.

SO, I JUST THOUGHT THIS WAS A GOOD WAY TO LOOK AT THAT FROM A DIFFERENT LENS, AS THAT AMOUNT IS ALMOST 50 MILLION THAT WE'RE PROJECTING IN THE NEXT COUPLE OF YEARS.

NEXT SLIDE. AND THEN AS PART OF OUR BUDGET, WE HAVE IN OUR INTERIMS, WE HAVE OUR CURRENT YEAR REVENUES, WHICH WOULD BE OUR FEDERAL, STATE AND LOCAL GRANTS AND CONTRACTS THAT WE DO RECEIVE IN THE DIFFERENT REPORTING PERIODS.

BUT ALSO, PART OF OUR BUDGET IS SOME OF OUR PRIOR YEAR FUNDING THAT ARE SPECIFIED FOR SPECIFIC OR DESIGNATED PURPOSES.

SO, WHILE THIS ISN'T REFLECTED IN THE REVENUE PORTION OF OUR BUDGET PRESENTATION, IT IS REFLECTED IN OUR EXPENDITURES BECAUSE THESE ARE FUNDING SOURCES THAT HAVE BEEN CARRIED OVER FROM THE PRIOR YEAR THAT ARE FOR SPECIFIED PURPOSES AND MIGHT BE FOR MULTIYEAR TERMS. SO, I ADDED THAT.

SO, THERE'S THE BREAKDOWN OF HOW WE CAME UP WITH OUR EXPENDITURE BUDGET.

NEXT SLIDE. AND SO, THE COMPARISON OF OUR BUDGET FROM FIRST INTERIM TO SECOND INTERIM.

YOU CAN SEE THERE'S AN INCREASE THERE OF ABOUT 27.58 MILLION.

SO ON THE NEXT SLIDE I WANTED TO COMPARE THE FIRST INTERIM.

YEAH. SORRY. THE FIRST INTERIM TO SECOND.

SO PRIMARILY SOME OF THE MAJOR INCREASE AREAS THAT WE SAW WAS IN OUR SERVICES AND OPERATING EXPENSES.

SO THAT HAPPENS WHEN WE GET NEW GRANTS OR CONTRACTS.

AND IF WE HAVE TO HAVE CONTRACT SERVICES OR IF WE HAVE DIFFERENT PARTNERSHIPS, THAT'S WHERE MOST OF THAT COMES IN.

AND THEN THE OTHER AREA WAS OUR RETURN OF LOCAL PROPERTY TAXES.

NEXT SLIDE. THIS IS THE UPDATED ESTIMATED RETURN OF LOCAL PROPERTY TAXES CHART.

SO IT WAS INCREASED FOR 2324 TO 47.4 MILLION.

WE'RE PROJECTING 48.7 MILLION IN 24-25.

AND IN 25, 2640 7.9 MILLION.

NEXT SLIDE. AND THEN THIS JUST HIGHLIGHTS OUR COUNTY SCHOOL SERVICES FUND MULTI-YEAR PROJECTION OF OUR VARIOUS ALLOCATIONS.

SO, WE HAVE OUR RESTRICTED, WHICH IS THE LARGEST PORTION.

AND THOSE ARE OUR STATE, LOCAL AND FEDERAL GRANTS THAT ARE FOR SPECIFIED PURPOSES.

WE HAVE OUR ASSIGNED AREAS WHERE IT'S FUNDING THAT'S ASSIGNED FOR A PURPOSE THAT FOR EXAMPLE, IF WE HAVE OUR ROUTINE RESTRICTED MAINTENANCE FUNDING, WE CAN ONLY USE THAT FOR OUR FACILITIES.

SO THAT'S AN EXAMPLE OF THAT.

WE HAVE OUR ECONOMIC UNCERTAINTY, WHICH WE'RE REQUIRED TO MAINTAIN 4%.

IT'S OKAY. AND THEN THE LAST AREA IS OUR UNASSIGNED.

BUT I WANTED TO HIGHLIGHT THAT OUR UNASSIGNED IS ALSO FOR A DESIGNATED PURPOSE.

SO, WE'RE PROJECTING ABOUT 2.6 MILLION IN 25-26.

THAT IS ALSO DESIGNATED FOR THE PURPOSE.

IF WE HAVE ANY INCREASE IN OPERATING COSTS FOR OUR MANDATED SERVICES OR OPERATIONS, THAT'S THE FUNDING THAT WE DO RELY ON TO BUDGET FOR THE CURRENT YEAR, BUT ALSO THE OUTLYING YEARS. AND SO, YOU'LL SEE THAT IN OUR 24-25 BUDGET.

NEXT SLIDE. AND THEN JUST CONCLUDING, I'M JUST PROUD TO ANNOUNCE THAT WE ARE HAVING A POSITIVE CERTIFICATION, WHICH MEANS WE'RE ABLE TO MEET OUR OBLIGATIONS FOR THE CURRENT AND NEXT TWO FISCAL YEARS.

WE ARE CONTINUING TO MONITOR THE DECLINING ENROLLMENT IN OUR SCHOOL DISTRICTS, BUT ALSO OUR OWN PROGRAMS. WE'RE ALSO CLOSELY MONITORING THE STATE'S ECONOMIC OUTLOOK, AND WE'RE ALSO CONTINUING TO GET ADDITIONAL REVENUE STREAMS THROUGH GRANTS AND CONTRACTS AND PARTNERSHIPS.

AND I JUST WANT TO THANK DR. DEWAN FOR YOUR LEADERSHIP, BECAUSE I'M VERY PLEASED EVERY TIME, I GET UP HERE THAT WE CONTINUE TO INCREASE THOSE REVENUES TIME AFTER TIME.

SO, IT'S GREAT WORK.

SO THAT CONCLUDES MY PRESENTATION.

THANK YOU SO MUCH FOR THE PRESENTATION.

TRUSTEES, ARE THERE ANY QUESTIONS? TRUSTEE MAH? THANK YOU.

THANK YOU, PRESIDENT BERTA.

I HAVE A FEW DIFFERENT QUESTIONS, SO I'LL JUST ASK, YOU KNOW, FIRST ONES BEFORE EVERYONE ELSE GOES AROUND.

I WAS WONDERING WHETHER THE SUPERINTENDENT AND THE BUDGET DEVELOPMENT COMMITTEE OR ORGANIZATION HAS MADE MORE THOUGHT ABOUT HAVING A BOARD STUDY SESSION ON BUDGET DEVELOPMENT? YES. WE HAVE STARTED SOME BRAINSTORMING AROUND HOLDING AN ADDITIONAL STUDY SESSION FOR THE BOARD PRIOR TO THE BOARD ADOPTING THE BUDGET. SO, WE'LL HAVE MORE INFORMATION AT THE NEXT MEETING.

AND THAT WOULD BE APPROXIMATELY WHAT TIME FRAME? WE'RE STILL TALKING ABOUT IT.

WE WERE DEBATING THE POSSIBILITY OF APRIL OR POSSIBLY MAY.

[01:15:07]

THE BENEFIT OF DOING IT IN MAY IS THAT IT WILL BE AFTER THE MAY REVISE, AND WE'LL HAVE A BETTER SENSE OF WHETHER WE'LL HAVE COLA AND IF SOME OF OUR ONE-TIME FUNDING WILL ACTUALLY COME THROUGH.

BUT WE ORIGINALLY WERE THINKING APRIL.

SO, WE'LL HAVE MORE INFORMATION FOR YOU SHORTLY.

THANK YOU. I HAVE.

GO AHEAD. OKAY.

YEAH. SO, A COUPLE OF THINGS.

I WAS JUST DIGGING INTO THE SACS REPORT.

SO, ON PAGE EIGHT OF THE SACS REPORT AND THIS IS PAGE EIGHT OUT OF A 108, THERE IS UNDER SERVICES AND OTHER OPERATING EXPENDITURES, A LINE ITEM FOR PROFESSIONAL CONSULTING SERVICES AND OPERATING EXPENDITURES ACCOUNT 5800.

AND I SEE THAT THE ORIGINAL BUDGET IS $10 MILLION, AND THE BOARD APPROVED OPERATING BUDGET IS $13 MILLION FOR THIS.

AND SO, I'VE ASKED IN THE PAST, BUT HADN'T REALLY GOTTEN AN ANSWER.

I WAS WONDERING IF I COULD ASK AGAIN WHETHER WE COULD HAVE A BREAKDOWN ON WHAT THOSE PROFESSIONAL CONSULTING SERVICES ARE WHETHER THEY INCLUDE, FOR INSTANCE, LEGAL SERVICES, BUT ALSO KIND OF OUR SECURITY AND SAFETY.

IS THAT CONSIDERED PROFESSIONAL SERVICES BECAUSE THAT'S NEW THIS LAST KIND OF YEAR OR SO.

AND WE DON'T HAVE THAT INFORMATION THIS EVENING.

SINCE WE'RE JUST HEARING THE QUESTION FOR THE FIRST TIME.

BUT, WELL, WE CAN TAKE THAT BACK AND SEE WHAT WE CAN PUT TOGETHER FOR YOU.

SO, IS SECURITY AND SAFETY PART OF THAT? I DON'T KNOW THE ANSWER TO THAT QUESTION.

OKAY, SURE. THANK YOU.

AND SO YEAH, AS I'VE BEEN CURIOUS, IT WOULD BE GREAT TO HAVE A BREAKDOWN FOR THE LEGAL SERVICES, IF THAT'S PART OF IT, WHICH I THINK IT IS.

KIND OF BROKEN DOWN BY AMOUNTS OR, YOU KNOW, ORGANIZATIONS OR AGENCIES OR, YOU KNOW, LEGAL SERVICES, LEGAL COUNSEL FOR SPECIAL ED COSTS CHARTER SCHOOL LEGAL SERVICES COSTS, EMPLOYEE NEGOTIATIONS, WHICH, YOU KNOW, YOU'VE GOT THE WHOLE BARGAINING, YOU KNOW, A SET OF LEGAL REQUIREMENTS.

ALSO, HR BREAKDOWN FOR ALL THE EMPLOYEE THINGS THAT, YOU KNOW, GO ON.

AND THEN ALSO THE BOARD AND EXECUTIVE OFFICE ADVICE AND CONSULTATION.

SO, IF WE COULD KIND OF BREAK THAT OUT, IT'D BE GREAT.

AND THEN MY LAST QUESTION.

THANK YOU IS IN THE SECOND INTERIM FINANCIAL REPORT, PAGE 12.

AND IT'S ALWAYS NICE.

TRUSTEE MAH. QUICK QUESTION.

YES. ARE YOU REFERRING TO THE BOOKLET? I'M REFERRING TO THE 30-PAGE SECOND INTERIM FINANCIAL REPORT.

A LOT OF PAGES I WANTED TO CONFIRM.

OKAY. YEAH, YEAH, THIS IS THE ONE THAT'S 2023-24.

SECOND INTERIM FINANCIAL REPORT.

OKAY. THANK YOU. YEAH.

SO, PAGE 12 OUT OF 30.

IT'S ALWAYS INTERESTING TO READ THE NOTES BECAUSE THOSE ARE USUALLY MORE EASILY INTERPRETABLE FOR, FOR SOME OF US LAY PEOPLE.

AND ARE YOU TALKING ABOUT THE PDF NUMBER FOUR OR THE PRINTED PAGE NUMBER 12? IT'S OUT OF THE PDF.

OKAY. SO, THE PDF PAGE 12 OUT OF 30, WHICH ON THE BOTTOM OF THE PAGE SAYS IS PAGE SEVEN IN THE REPORT.

SO, I DON'T KNOW WHY THE NUMBERS DON'T EXACTLY MATCH.

UNDER COUNTY SCHOOL SERVICE FUND BALANCE AND RESERVES, THERE'S AN ITEM NUMBER 28, WHICH SAYS THAT $176,000 IS RESERVED FOR BOARDS LEGAL FEES DESIGNATION.

AND SO, WHAT ARE THOSE LEGAL FEES DESIGNATION AS OPPOSED TO OR INCLUDED PERHAPS IN THE 10 MILLION THAT IS NOTED IN THE SACS REPORT.

I CAN ANSWER THAT QUESTION FOR YOU.

TRUSTEE MAH. THIS IS A DESIGNATION THAT IS PART OF THE BOARD BYLAWS AND KIND OF THE HISTORY OF THE WAY THE BOARD ESTABLISHED, JUST LIKE THE OTHER ITEMS WHERE THERE'S A RESERVE FOR 4%.

THERE'S A FORMULA THAT WE USE FOR THE FACILITIES FUND.

THIS IS JUST ANOTHER DESIGNATION.

SO, IT'S NOT SPECIFIC TO BOARD LEGAL FEES.

IT IS A SPECIFIC DESIGNATION THAT THE BOARD ESTABLISHED THAT ANNUALLY WE WOULD HOLD AND RESERVE THIS DOLLAR AMOUNT.

AND SO, DO WE ACTUALLY USE IT THEN, OR IS IT HELD AS A RESERVE THAT SITS WHEN WE SAY THAT IT'S RESERVED?

[01:20:01]

IT'S EARMARKED. SO, IT'S OUT OF ALL OF OUR FUNDING, WE HAVE IT ITEMIZED FOR THAT PURPOSE.

SO, IN THE EVENT WE NEED TO USE IT THEN WE WOULD ALLOCATE IT ACCORDINGLY.

BUT IT'S AN EARMARK IN THERE.

SO WE ALWAYS HAVE THAT 176 SO HAVE WE USED IT IN THE LAST.

FEW YEARS THAT I'M AWARE OF.

IT'S KIND OF LIKE AN EMERGENCY DESIGNATION FUND, JUST LIKE THE ECONOMIC UNCERTAINTIES.

BUT WE CAN CHECK ON THAT FOR YOU.

YEAH, YEAH, THAT'D BE GREAT.

THANK YOU VERY MUCH.

OKAY. AND THAT'S ALL MY QUESTIONS.

THANK YOU, THANK YOU.

TRUSTEE DI SALVO, DID YOU STILL HAVE A QUESTION? YES, PRESIDENT BERTA.

THANK YOU. I'M ON PAGE 11, SLIDE 11 OF YOUR REPORT TO THE BOARD ON THE ESTIMATED RETURN OF LOCAL PROPERTY TAXES. YES.

THAT PAGE.

IT'S WE FIRST STARTED TALKING ABOUT THIS BACK PROBABLY IN 2009 OR 10 WITH DR.

CHUCK WEISS WAS OUR SUPERINTENDENT, AND HE MADE THE BOARD AWARE OF THE FACT THAT THE STATE IS TAKING BACK LOCAL PROPERTY TAXES THAT ARE PROPERTY TAXES IN THIS COUNTY.

AND HE WAS VERY CLEAR ON THE FACT, AS SUPERINTENDENT TO ONE HAS BEEN THAT THAT MONEY SHOULD STAY HERE AS YOU HAVE BEEN.

SO. I KNOW THAT FRIENDS OF MINE THAT HAVE BEEN ON THE SUPERIOR COURT BENCH DIDN'T EVEN KNOW THAT THIS MONEY WAS BEING USED TEN YEARS AGO FOR SUPERIOR COURTS TO KIND OF FUND THEM, BECAUSE THEY DIDN'T HAVE ENOUGH MONEY COMING INTO THEIR COFFERS TO FUND THEMSELVES.

SO, THEY FIGURED OUT A WAY TO TAKE MONEY AWAY FROM THESE COUNTY OFFICES.

AND THEY'RE ONLY HOW MANY COUNTY OFFICES THAT HAVE I THINK IT'S 12 NOW.

I THINK IT'S 12 OUT OF 58 COUNTIES IT CONTAINED, THAT NUMBER CONTINUES TO GROW.

BUT I THOUGHT BY THIS TIME WE WOULD HAVE GOTTEN A PORTION OF THIS MONEY BACK.

I KNOW PRESIDENT KAMEI WORKED ON THIS DILIGENTLY FOR THE TWO YEARS THAT SHE WAS PRESIDENT.

I THINK SUPERINTENDENT DEWAN THOUGHT WE WOULD HAVE SUCCESS WITH THE LEGISLATORS WHO WERE WORKING WITH.

BUT FOR SOME REASON IT DOESN'T MOVE, AND WE KEEP IT ON THERE SO THAT WE CAN MOVE THE REASON WHY IT'S THERE AND THE REASON WHY YOU MAKE A POINT OF IT IS BECAUSE THIS IS NOT RIGHT. WE HAVE AN EXCESSIVE NUMBER OF ABSENCES NOW IN OUR SCHOOLS.

WE COULD USE THIS MONEY TO HELP DISTRICTS PAY FOR CHILD WELFARE AND ATTENDANCE WORKERS TO SEE HOW CHILDREN COULD GET BACK INTO THEIR CLASSROOMS IF THEY HAVEN'T BEEN THERE.

THERE'S A LOT OF WAYS COUNTIES COULD EFFECTIVELY USE THIS REVENUE THAT GOES TO THE SUPERIOR COURTS.

IT SEEMS LIKE THE STATE I KNOW THE STATE'S IN BUDGETARY CRISIS AND EDUCATION IS GOING TO BE HIT HARDER THAN IT HAS BEEN IN YEARS.

BUT I WAS WONDERING IF WE COULD FIND OUT.

WHERE THIS MONEY GOES TO AND HOW IT'S BUDGETED AND HOW IT'S BEING USED.

IS THERE A WAY THAT YOU, YOU OR YOU COULD DO THAT AND THEN PRESENT MAYBE IN A REPORT TO THE BOARD ABOUT THAT AS WE BECAUSE I'M LEAVING THE BOARD IN NOVEMBER.

AND THIS IS SOMETHING THAT HAS BEEN ON MY LIST AS PRESIDENT FOR THE TWO TERMS THAT I WAS PRESIDENT.

IT'S ON MY LIST AGAIN BEFORE I LEAVE THE BOARD TO HAVE SOME, SOME AN EFFECT ON SEEING THAT WE GET A RESOLUTION ABOUT THIS UNFAIRNESS TO THE 12 COUNTIES OUT OF 58 THAT HAVE TO USE EXCESS PROPERTY TAX.

THAT'S OUR MONEY.

THAT SHOULD BE OUR MONEY AND GIVE IT SOMEWHERE ELSE.

SO I'D LIKE TO I'D LOVE TO HAVE AN ACCOUNTING OF THAT IF WE COULD.

YEAH, ABSOLUTELY. AND AT OUR RECENT BUDGET STUDY COMMITTEE, WE SHARED THE FLOW CHART THAT SHOWS, YOU KNOW, BASICALLY HOW IT GETS CALCULATED AND WHERE THE FUNDS GO.

THE FUNDS DON'T NECESSARILY GO DIRECTLY TO THE TRIAL COURTS.

THEY GO BACK TO THE STATE.

AND THEN THE STATE UTILIZES THE FUNDS TO OFFSET THE STATE'S CONTRIBUTION TO COVER THE LIKE, THE EXCESS CONTRIBUTION THE STATE WOULD HAVE OTHERWISE PAID TO KEEP THE TRIAL COURTS WHOLE.

SO IT IT'S KIND OF A FLOW THAT WAY.

AND WE CAN PULL OUT THAT FLOW CHART AND AND BRING IT BACK TO SHARE WITH EVERYONE.

YEAH. OKAY.

CAN BRING THAT BACK. THANK YOU, ASSISTANT SUPERINTENDENT GOMEZ, FOR THE REPORT.

THANK YOU. AND.

BRINGS US TO ITEM EIGHT BOARD COMMITTEE REPORTS.

[A. Committee members may provide or report on recent committee activities.]

AT THIS TIME, WE WILL HEAR COMMITTEE REPORTS FROM COMMITTEES THAT HAVE MET SINCE OUR LAST MEETING.

THE FOLLOWING COMMITTEES HAVE MET SINCE THE LAST BOARD MEETING THE JOINT LEGISLATIVE ADVISORY COMMITTEE, JAY LOCK AND THE SANTA CLARA COUNTY SCHOOL BOARDS ASSOCIATION.

[01:25:06]

DR. DEWAN, WILL YOU PLEASE SHARE ABOUT THE JOINT LEGISLATIVE ADVISORY COMMITTEE THAT MET TODAY? YES. AND TRUSTEE CHON IS GOING TO START THAT REPORT AS THE CHAIR OF TODAY'S MEETING.

THANK YOU. DR. DEWAN AND PRESIDENT BERTA.

THE JLAC COMMITTEE DID MEET TODAY FROM 330 TO 430.

THE JLAC OF THIS BOARD IS ME, PRESIDENT BERTA AND TRUSTEE MAH.

I WAS VOTED TO BE THE CHAIR OF THE COMMITTEE.

FOR THE SECOND YEAR, WHICH WAS A GREAT HONOR.

SO TODAY WE HAD PROCEDURAL THINGS THE FIRST TIME WE'VE MET SINCE THE NEW YEAR.

BUT WE DID TALK ABOUT A COUPLE OF ITEMS, SOME FEDERAL SORRY.

JUST LOOKING THROUGH OUR AGENDA HERE.

WE DID TALK THROUGH THE GOVERNOR'S BUDGET AS WELL AS SOME LEGISLATION UPDATES, OUR CO-SPONSORED LEGISLATION AND A FEDERAL UPDATE, AS WELL AS REMINDER FOR OUR ADVOCACY DAY.

IT WAS GOOD TO SEE JUST A LOT OF THE BILLS THAT WERE INTRODUCED THAT HAD TO DO WITH EDUCATION.

I THINK WE HAD TALKED ABOUT THERE WERE OVER 200, OVER THREE, 300 SO LOTS OF BILLS AND TO BE WATCHING.

BUT WE DID HIGHLIGHT SOME AND THERE WERE SOME THAT WE ARE CO-SPONSORING AND JUST AND A LOT OF THOSE ALIGN WITH OUR BOARD PRIORITIES.

SO, IT'S GOOD TO JUST SEE US DOING THAT WORK.

DR. DEWAN, I DON'T KNOW IF THERE ARE CERTAIN BILLS THAT YOU WANTED TO HIGHLIGHT.

TO DISCUSS.

CERTAINLY. I CAN JUST BRIEFLY, AND I'LL DISTRIBUTE A COPY OF THIS TO THE TRUSTEES THIS EVENING.

ONE OF THE THINGS THAT WE REVIEWED IS A ONE PAGER THAT WAS INCLUDED IN JLAC OF THE SIX BILLS THAT WERE CO-SPONSORING A NUMBER OF THEM WERE DOING IN PARTNERSHIP WITH CHILDREN NOW OR FIRST FIVE OR CTA OR OTHER ENTITIES.

AND THEY, EACH OF THEM IS ALIGNED TO ONE OR MORE OF OUR COUNTY BOARD OF EDUCATION PRIORITIES AS WELL AS OUR STRATEGIC PLAN.

AND I'LL JUST HIGHLIGHT THAT THERE ARE A COUPLE RELATED TO THE MENTAL HEALTH CRISIS.

THERE'S ALSO ONE AROUND REMOVING BARRIERS TO INCLUSION IN CHILDCARE SETTINGS AND REALLY SUPPORTING OUR YOUTH WHO ARE INCARCERATED TO HELP ENSURE THAT STATEWIDE POLICY PROVIDES FOR EDUCATIONAL ACCESS FOR STUDENTS WHO ARE IN A COURT SCHOOL IN THEIR RELATIONSHIP WITH THE PROBATION DEPARTMENT.

SO, I'LL PASS THIS ONE PAGER AROUND.

IT IS VERY, VERY EARLY IN THE LEGISLATIVE SESSION.

A LOT CAN HAPPEN BETWEEN NOW AND MAY, BUT THESE HAVE BEEN INTRODUCED.

SO, WE JUST WANT TO SHARE THAT WITH THE BOARD.

THANK YOU FOR THAT REPORT.

AND TRUSTEE LARI WOULD YOU PLEASE SHARE THE SANTA CLARA COUNTY SCHOOL BOARDS ASSOCIATION? YES. THANK YOU, PRESIDENT BERTA.

SO, THE SCC SBA ZOOM MEETING WAS ON WEDNESDAY.

THANK YOU. FEBRUARY 28TH, WE HAD A PANEL PRESENTATION HOSTED BY SCCOE ON THE NEWLY ADOPTED MATH FRAMEWORK.

WE HEARD FROM DR.

MIKE TORRES, DIRECTOR OF CURRICULUM FRAMEWORKS AND INSTRUCTIONAL RESOURCES AT CALIFORNIA DEPARTMENT OF EDUCATION, FROM JENNY ANNA, DIRECTOR OF CURRICULUM, INSTRUCTION AND ASSESSMENT AT THE OAK GROVE SCHOOL DISTRICT, AND CINDY GORSKI, MIDDLE SCHOOL MATH TEACHER FROM MORGAN HILL UNITED SCHOOL DISTRICT.

THE SCC TEAM INCLUDED MATH COORDINATORS ISABELLA GARCIA AND ARIANA RASCAL, AND MAH BERNADETTE GUARINO, ASSISTANT DIRECTOR OF ICE TEAM, WHO MADE SOME VERY SOME EXCELLENT PRESENTATIONS.

THE PANEL PROVIDED AN INTRODUCTION, AN OVERVIEW OF THE MATH FRAMEWORK, THE NEW COMPONENTS, HOW IT IS DIFFERENT AND WHAT TO EXPECT.

THE DOCUMENT ITSELF IS A THOUSAND PAGES LONG AND AIMS TO CREATE AN EQUITABLE AND ENGAGING MATHEMATICS ENVIRONMENT FOR ALL OUR STUDENTS.

ONE AIM OF THIS FRAMEWORK IS TO WORK TO REMOVE STRUCTURAL BARRIERS TO MATHEMATICS SUCCESS AND ENSURE EQUITY OF SUCCESS AND OPPORTUNITY FOR ALL STUDENTS WITH THE GUIDING PRINCIPLES. AND I QUOTE FROM SCCOE THEY SAID ALL STUDENTS DESERVE POWERFUL MATHEMATICS INSTRUCTION.

HIGH LEVEL MATHEMATICS ACHIEVEMENT IS NOT DEPENDENT ON RARE NATURE NATURAL GIFTS, BUT RATHER CAN BE CULTIVATED.

ALL STUDENTS, REGARDLESS OF BACKGROUND, LANGUAGE OF ORIGIN, LEARNING DIFFERENCES, OR FOUNDATIONAL KNOWLEDGE, ARE CAPABLE AND DESERVING OF DEPTH OF UNDERSTANDING AND ENGAGEMENT IN MATHEMATICS TASKS.

STUDENT ENGAGEMENT MUST BE A GOAL IN DESIGNING MATHEMATICS CURRICULUM ALONGSIDE CRITICAL CONTENT.

CONTENT GOALS, STUDENTS' CULTURAL BACKGROUNDS, EXPERIENCES, AND LANGUAGES ARE RESOURCES FOR TEACHING AND LEARNING MATHEMATICS.

[01:30:02]

SO, THE 2023 CALIFORNIA MATHEMATICS FRAMEWORK INCLUDES VIGNETTES AND SNAPSHOTS THAT EXPLAIN HOW TO TEACH MATH THROUGH THE LENS OF SOCIAL JUSTICE.

SO, MATH QUESTIONS ARE NOT ONLY NOT ONLY ASSESSING MATHEMATICAL PROFICIENCY, BUT ALSO INCORPORATE REAL WORLD SCENARIOS OR CONTEXTS THAT HIGHLIGHT ISSUES OF EQUITY AND INCLUSIVITY. AND THAT'S FROM ZOE.

THANK YOU. THANK YOU, TRUSTEE CHON FOR THAT UPDATE.

TRUSTEE LARI? SORRY. SORRY ABOUT THAT.

NO. CAMPBELL UNION.

THIS CONCLUDES COMMENT FOR NINE A.

THANK YOU. THIS CONCLUDES PUBLIC COMMENT THAT OUR NEXT TOPIC IS THE 2023 2024 COUNTY SUPERINTENDENT

[B. 2024 Board Self-Evaluation]

EVALUATION PROCESS.

[01:40:02]

AND I JUST I WANTED TO PROVIDE SOME LEVEL OF CLARIFICATION.

I TO THE EXTENT POSSIBLE.

THE BOARD STRIVES TO PROVIDE TRANSPARENCY ON AGENDA ITEMS AND ALSO HAS AN OBLIGATION TO FOLLOW OUR BOARD POLICIES AND THE RESPONSIBILITIES WE ARE ENTRUSTED TO DO. AND THAT INCLUDES THIS EVALUATION PROCESS.

THE SUPERINTENDENT EVALUATION MAY INVOLVE CONFIDENTIAL PERSONNEL MATTERS THAT ARE ADDRESSED IN CLOSED SESSION, AND THE BOARD IS LIMITED ON WHAT MAY BE DISCUSSED PUBLICLY IN ACCORDANCE WITH OUR BOARD BYLAW 2140, THE COUNTY BOARD SHALL ESTABLISH A COMMITTEE COMPOSED OF NO MORE THAN THREE COUNTY BOARD MEMBERS, INCLUDING THE BOARD PRESIDENT, TO PROPOSE AN EVALUATION PROCESS INCLUDING CRITERIA AND METHODS FOR EVALUATION.

THE CRITERIA, PROCESS AND SCHEDULES FOR EVALUATION SHALL BE APPROVED ANNUALLY BY THE COUNTY BOARD IN OPEN SESSION.

SOME ADDITIONAL PIECES FROM THE BOARD BYLAWS.

THE COUNTY BOARD SHALL MEET IN OPEN SESSION TO GIVE THE COUNTY BOARD AND THE COUNTY SUPERINTENDENT AN OPPORTUNITY TO JOINTLY IDENTIFY PERFORMANCE GOALS FOR THE NEXT YEAR.

THIS IS THE PROCESS THAT THE BOARD AND THE COUNTY SUPERINTENDENT ARE ENGAGING IN THIS EVENING.

SO I WOULD LIKE TO OPEN IT UP TO TRUSTEES IN TERMS OF ANY ITEMS, ANY COMMENTS YOU WOULD LIKE TO MAKE OF FOR THIS 20 2324 EVALUATION PROCESS? TO CLARIFY, THIS IS THE.

NEXT EVALUATION PROCESS.

OKAY. CORRECT.

OKAY. THIS IS WHAT I SEE.

2324 I WAS THINKING.

IT'S LAST YEAR BLEEDING INTO THIS YEAR.

SO WOULDN'T THIS BE? ARE WE DOING THESE BY CALENDAR YEAR OR FISCAL YEARS? HISTORICALLY, THEY'VE BEEN BY SCHOOL YEAR, SO THEY'RE SUBMITTED BY WHAT IS THE SAME AS FISCAL YEAR.

OKAY. SO THEN THE NEXT ONE WOULD BE 2425.

BUT WE'RE DOING THESE EVALUATIONS AT THE CONCLUSION OF THE YEAR.

CORRECT. OKAY.

YEAH. THEY'RE HISTORICALLY THEY HAVE BEEN DONE AT THE CONCLUSION OF THAT SCHOOL YEAR, FISCAL YEAR, SUCH THAT ACTIVITIES RELATED TO THE GOALS ARE SUBMITTED AFTER THEY'VE BEEN COMPLETED.

THANK YOU AGAIN.

THIS IS MY FIRST GO ROUND. SO I WANTED TO MAKE SURE THAT I WAS SPEAKING TO WHICH EVALUATION PROCESS.

THANK YOU. YOU'RE WELCOME.

ARE YOU LOOKING FOR COMMENTS ON THE AD HOC SELECTION, OR WHETHER OR NOT WE WANT TO PROCEED ALONG THAT PATH, OR IF THERE ARE OTHER RECOMMENDATIONS THAT FOLKS HAVE RELATED TO THE TO THE NEXT STEPS.

KIND OF. ALL THE ABOVE. THE ABOVE? YES, I WILL SAY, SINCE IT'S IN OUR BOARD BOARD POLICY.

I WOULD, I WOULD SAY THE BOARD PROBABLY SHOULD, YOU KNOW CREATE AN AD HOC TO DISCUSS THE EVALUATION PROCESS AND CRITERIA, METHODS FOR THAT FOR THIS NEXT CYCLE OF THE EVALUATION.

OKAY. THANK YOU. AND I'M IN CONCURRENCE.

I THINK AN AD HOC WOULD BE THE BEST FIRST STEP.

THANK YOU. OKAY.

TRUSTEE CHON. I LOVE AD HOC.

I WAS JUST GOING TO SAY THAT I AGREE WITH YOUR YOURSELF AND VICE PRESIDENT ROCHA.

I THINK THAT AN AD HOC IS A GOOD WAY TO KIND OF GET IN TO THE DETAILS OF THE CONCERNS THAT BOARD MEMBERS OR THE PUBLIC MAY HAVE ON THE COUNTY SUPERINTENDENT EVALUATION CYCLE.

AND THAT WAY THIS BOARD IS ALL ON THE SAME PAGE AS WELL AS THE PUBLIC ON HOW WE DO THAT PROCESS.

AND AS BOARD PRESIDENT, OBVIOUSLY WILL SUPPORT HOW YOU WANT TO SELECT THAT PROCESS.

AND I WILL TELL YOU NOW, IF YOU WANT ME TO BE A PART OF THAT AD HOC, I AM HAPPY TO VOLUNTEER FOR THAT.

BUT I THINK IT'S GOOD.

AND THEN ONE THING THAT I WOULD LIKE TO SAY IS THAT I THINK A JUST LIKE WE COLLABORATIVELY DID THE BOARD PRIORITIES, I THINK IT WOULD BE GREAT IF WE COULD COLLABORATIVELY DO THE SUPERINTENDENT GOALS.

OKAY, GREAT.

THANK YOU. TRUSTEE CHON.

I'M NOT SAYING WE HAVE TO DO LIKE A WHOLE STUDY SESSION THOUGH.

I'M JUST SAYING LIKE A COLLABORATIVE PROCESS.

KILL. ANY OTHER FEEDBACK OR DIRECTION ON THIS.

DR. DEWAN. I'D LIKE TO REQUEST AND SEEK CLARIFICATION THAT AS THE AD HOC IS WORKING THAT THERE BE CLARIFICATION SINCE THIS IS THE MONTH OF MARCH AND MOST OF THE CURRENT FISCAL YEAR AND SCHOOL YEAR HAS LAPSED THAT THAT BE CONSIDERED AND ADDRESSED AS PART OF HOW WE JOINTLY DECIDE ON THINGS

[01:45:07]

THAT WOULD BE INCLUDED IN THE EVALUATION PROCESS.

SO I RESPECTFULLY MAKE THAT REQUEST.

CERTAINLY. THANK YOU, DR.

DEWAN. ANY FURTHER CONSIDERATIONS OR COMMENTS FROM THE BOARD.

SO I WILL WORK THEN ON DEVELOPING THAT AD HOC AND AND TALKED WITH DR.

DEWAN AS WELL TO DETERMINE THE NEXT STEPS IN THE SELECTING THE EVALUATION CRITERIA AND TIMELINE.

AND PROVIDE AN UPDATE AS SOON AS POSSIBLE.

OKAY. THANK YOU.

DR. DEWAN, WOULD YOU PLEASE INTRODUCE THE NEXT ITEM? I WILL, BUT I DO BELIEVE THERE'S AT LEAST ONE PUBLIC COMMENT FOR THIS ITEM.

CORRECT? THERE IS ONE CARD.

CAN YOU PLEASE SEE? YES.

CAN YOU PROCEED WITH PUBLIC COMMENT? YES. OUR SPEAKER IS ELIZABETH HALLIDAY.

PLEASE APPROACH THE PODIUM CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.

GOOD EVENING.

OH. ONE MOMENT. I'M SO SORRY.

I WILL GIVE A SECOND FOR THE TIMER.

GOOD EVENING. I'M ELIZABETH HALLIDAY, AND I'M HERE SPEAKING ON MY OWN BEHALF.

I WANT TO COMMEND YOU ON CONDUCTING A BOARD SELF EVALUATION, PUTTING THAT ON YOUR AGENDA.

AND I JUST WANT TO REQUEST THAT IT NOT TAKE SEVERAL MONTHS TO DO THIS PROCESS.

ALSO, I WANTED TO MENTION THAT IT'S BEEN MY FASCINATION LATELY, A VERY SAD, PATHETIC FASCINATION TO WATCH SCHOOL BOARD MEETINGS AROUND THE STATE.

AND I KIND OF CALL IT BOARDS GONE WILD.

THE ONLY REASON I'M HERE REALLY IS BECAUSE SOME THINGS HAVE BEEN KIND OF DISTURBING TO ME.

SO YOU WON'T SEE ME SO MUCH IF I'M NOT UPSET.

IT'S BEEN YEARS SINCE I'VE LAST COME TO SOME COUNTY BOARD MEETINGS, AND NOW I'VE BEEN TO THREE IN A ROW.

SO DON'T BE BOARDS GONE WILD.

PLEASE. JUST CONDUCT A GREAT EVALUATION AND GIVE IT SOME TIME THAT YOU WOULD ALSO GIVE THE COURTESY TO DR.

DEWAN. THANK YOU. THIS CONCLUDES COMMENT.

DR., WHEN WILL YOU INTRODUCE ITEM, PLEASE? YES. SO, ACCORDING TO THE BOARD'S BYLAW 9400.

BY JANUARY OF EACH YEAR, THE COUNTY BOARD PRESIDENT IS EXPECTED TO ESTABLISH A TIMELINE AND CREATE A COMMITTEE OF NO MORE THAN THREE COUNTY BOARD MEMBERS.

AND ACCORDING TO THE BYLAW, THAT COMMITTEE DOES INCLUDE THE COUNTY BOARD PRESIDENT.

AND THE PURPOSE OF THE COMMITTEE IS TO DETERMINE AND EVALUATION METHOD OR INSTRUMENT THAT MEASURES A REASONABLE NUMBER OF IDENTIFIED PERFORMANCE OBJECTIVES FOR THE COUNTY BOARD OF EDUCATION.

THE BOARD MAY CHOOSE TO PERFORM THE SELF EVALUATION ON SOME OR ALL OF THE FOLLOWING AREAS WHICH COME FROM THE CALIFORNIA SCHOOL BOARDS ASSOCIATION GUIDANCE, WHICH INCLUDE BOARD UNITY ROLES.

COMMUNICATION BETWEEN MEETINGS, BOARD MEETINGS, BOARD DEVELOPMENT, SETTING DIRECTION, FISCAL JUDICIAL ACCOUNTABILITY, ENGAGEMENT, AND ADVOCACY.

ON THIS EVENING, WE PROVIDED A NUMBER OF RESOURCES IN THE BOARD AGENDA ITEM WHICH INCLUDES BACKGROUND INFORMATION.

SOME DRAFT TEMPLATES THAT HAVE BEEN DEVELOPED OVER THE YEARS, AS WELL AS SOME ADDITIONAL INFORMATION.

AND THE LAST TIME THE BOARD.

COUNTY BOARD OF EDUCATION COMPLETED A SELF EVALUATION WAS IN 2020.

THANK YOU. THANK YOU, DR.

DEWAN. AND I WOULD JUST LIKE TO CLARIFY THAT THE COUNTY SUPERINTENDENT AND I DID MEET I MET WITH HER AS BOARD PRESIDENT AND WE THIS ITEM WAS DISCUSSED IN TERMS OF, YOU KNOW, CHECKING IN ON THE TIMELINE FOR WHEN WHEN A SELF-EVALUATION MAY BE CONDUCTED.

AND AT THAT TIME, I HAD STATED THAT A GOOD OPPORTUNITY TO, TO HAVE THAT DISCUSSION AT LENGTH MIGHT BE THE, THE BOARD RETREAT.

AND SO THAT IS MY RECOMMENDATION AS WE HAVE THIS DISCUSSION AMONGST OUR BOARD TODAY IS TO SCHEDULE A MORE IN DEPTH EVALUATION PROCESS FOR THE BOARD RETREAT AS WELL AS CREATING AN AD HOC COMMITTEE TO GO OVER THE CRITERIA FOR THE BOARD'S SELF-EVALUATION.

I ALSO WANTED TO MAKE AN ASK OF MY VICE PRESIDENT, WHO'S CHAIR OF THE BOARD POLICY SUBCOMMITTEE, TO PERHAPS REVISIT THE POLICY ITSELF ON THE THE BOARD SELF-EVALUATION PROCESS.

AS YOU KNOW, CLEARLY, IT'S BEEN A NUMBER OF YEARS SINCE THIS BOARD, LONG BEFORE EITHER OF US JOINED SINCE THAT PROCESS WAS, WAS COMPLETED IN TERMS OF

[01:50:10]

THE SELF-EVALUATION.

SO I BELIEVE LAST TIME IT WAS UPDATED WAS IN 2011.

SO PERHAPS LOOKING AT WHAT THE CRITERIA IS AND JUST SEEING HOW IT MIGHT BE MORE REFLECTIVE OF WHAT THE NEEDS ARE OF OUR BOARD AND THE COUNTY OFFICE. BUT I'M OPEN TO OTHER INPUT FROM BOARD MEMBERS AS WELL.

IN TERMS OF THE THE EVALUATION SELF-EVALUATION PROCESS FOR OUR BOARD.

OH. AND I'LL POSE THE SAME QUESTION.

WE'RE LOOKING FOR.

YOU'RE LOOKING FOR DISCUSSION.

SAME AS THE LAST ITEM IN TERMS OF NEXT STEP, PROCESS, ETC..

CORRECT INPUT.

YEAH. YEAH. SO I'M SORRY.

AND YOU MENTIONED THE RETREAT AND THAT'S TYPICALLY JUNE.

SO BETWEEN NOW AND THEN WHEN YOU REFERENCED AN AD HOC, WOULD THAT BE AN AD HOC THAT WOULD MAYBE GET TOGETHER.

AND AGAIN, I'M SPECULATING BETWEEN NOW AND THEN AND MAYBE VET OUT A FRAMEWORK FOR THE FULL BOARD TO HAVE TO DISCUSS AT THE RETREAT, BECAUSE STARTING FROM SCRATCH, AT THE RETREAT, THAT COULD TAKE UP A GOOD PART OF OUR RETREAT.

AND I'M SURE THERE'S OTHER ITEMS WE WANT TO TALK TO.

SO I IN MY MIND, I WAS ENVISIONING HAVING THAT AD HOC KIND OF DO THE INITIAL WORK AND A FRAMEWORK FOR THE BOARD TO CONSIDER FOR THEIR FEEDBACK AT THE EVALUATE AT THE RETREAT. IS THAT ACCURATE OF WHAT YOU WERE SUGGESTING? YEAH, THAT THAT WAS MY INTENT IS HAVING THE AD HOC LOOK AT THE PERFORMANCE AREAS, THE RESOURCES THAT ARE INCLUDED IN THIS AGENDA ITEM PACKET.

THERE'S SOME INFORMATION FROM CSBA A DRAFT TEMPLATE.

SO HAVING THE AD HOC WORK, YOU KNOW, WORK ON THAT PROCESS AND BRING SOMETHING FORWARD FOR THE BOARD TO CONSIDER.

THE BOARD RETREAT DATE HASN'T BEEN SET YET, BUT I ANTICIPATE OVER THE NEXT SEVERAL MONTHS WE'LL GET THAT INFORMATION FINALIZED AS WELL.

OKAY. GREAT. I THINK THAT'S A VERY GOOD APPROACH.

IT'S JUST MY THOUGHTS.

THANK YOU. THANK YOU.

TRUSTEE. CHON. I JUST WANT TO ECHO, I THINK THE BOARD RETREAT IS A GOOD TIME TO DO IT.

AND PRESENT BERTA. I COULD ALSO OFFER THAT IN THE PAST, THE BOARD HAS REQUESTED THE SUPPORT OF A FACILITATOR, AND SO THAT'S ALSO A POSSIBILITY.

CERTAINLY. I THINK THAT'S SOMETHING THAT AD HOC CAN DISCUSS AS WELL IN TERMS OF THE FOCUS AREAS.

THANK YOU. ANY OTHER FEEDBACK OR COMMENTS ON THIS ITEM.

OKAY. SO HEARING NONE, WE ARE ABOUT TO MOVE INTO CLOSED SESSION.

AND SO BEFORE WE MOVE TO CLOSED SESSION, I WOULD LIKE TO EXCUSE STUDENT BOARD MEMBER DE LA ROSA AGUILERA, STUDENT BOARD MEMBER DE LA ROSA AGUILERA.

WE APPRECIATE YOU JOINING US.

YOUR SERVICE ON OUR BOARD.

AND FOR YOUR REPORT AND PREPARATION TONIGHT.

YOU ARE EXCUSED NOW AND HAVE A GOOD EVENING.

THANK YOU. HAVE A GOOD NIGHT.

THANKS. WE WILL NOW MOVE TO AGENDA ITEM TEN, CLOSED SESSION.

THE BOARD IS ABOUT TO ENTER.

CLOSED SESSION. CLOSED SESSION INCLUDES INVOLVES CONFIDENTIAL INFORMATION.

ONCE IN CLOSED SESSION, I WILL CALL THE CLOSED SESSION TO ORDER AND REQUEST THAT EACH TRUSTEE STATE THEIR NAME TO RECORD WHO IS IN ATTENDANCE, AND TO AFFIRM AND UNDERSTANDING OF THE PARAMETERS FOR THE CONDUCT OF BUSINESS IN CLOSED SESSION.

SORRY TO INTERRUPT, BUT BEFORE ALL THE TRUSTEES MOVE ON TO CLOSED SESSION, WE DO HAVE THREE CARDS FOR COMMENT.

YES, I WAS JUST ABOUT TO GET TO THAT.

SO CLOSED SESSION AGENDA ITEM INCLUDES TWO ITEMS CONFERENCE WITH LEGAL COUNSEL.

ANTICIPATED LITIGATION.

SIGNIFICANT EXPOSURE TO LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.

9D21. CASE AND COUNTY SUPERINTENDENT EVALUATION MODERATOR.

DO WE HAVE PUBLIC WE WE DO HAVE PUBLIC COMMENTS, SO PLEASE PROCEED WITH PUBLIC COMMENTS.

THANK YOU. OUR THREE SPEAKERS WANT TO HEAR YOUR NAME? PLEASE LINE UP BEHIND THE PODIUM LOCATED AT THE CENTER OF THE ROOM.

OUR SPEAKERS ARE OLIVIA SANTONIAN, ANDREA HIGHTOWER, AND SARAH JANEIRO.

OUR FIRST SPEAKER IS OLIVIA SANTILLAN.

PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.

HELLO, MY NAME IS OLIVIA SANTILLAN.

TONIGHT I AM SPEAKING ON BEHALF OF BARB FLORES, DIRECTOR OF LEARNING ACCELERATION AT THE SEC.

OVER THE PAST SEVERAL MONTHS, YOU'VE HEARD FROM A VARIETY OF EDUCATION PARTNERS SUPERINTENDENTS, SCHOOL BOARD MEMBERS, SCHOOL EMPLOYEES, SANTA CLARA COUNTY BOARD MEMBERS, JUST TO NAME A FEW.

THOUGH THE PUBLIC COMMENT THROUGH THE PUBLIC COMMENT, IT HAS BEEN APPARENT THAT WE ALL STAND BY DR.

DEWAN LEADERSHIP AND VALUE HER EXPERTISE.

THE EVALUATION PROCESS HAS BECOME QUITE LENGTHY.

WHILE WE APPRECIATE YOUR TIME AND UNDERSTAND THE IMPORTANCE OF THIS DECISION, PLEASE KNOW THE IMPACT OF THIS DELAY HAS A FAR REACHING IMPACT ACROSS THE COUNTY.

WE ARE HOPEFUL FOR THIS TO COME TO A CONCLUSION WITH THE BEST AND MORE IMPORTANTLY, THE RIGHT DECISION TO KEEP DR.

[01:55:06]

MARIANNE DEWAN AS COUNTY SUPERINTENDENT OF SCHOOLS IN SANTA CLARA COUNTY.

THANK YOU. OUR NEXT SPEAKER IS ANDREA HIGHTOWER.

PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.

ANDREA HIGHTOWER I'M A GATEWAY PARENT.

WHAT I DO KNOW IS THAT CHANGES NEED TO BE MADE.

I DON'T KNOW IF THEY CAN BE MADE THROUGH DR.

DEWAN, BUT THERE'S ALSO NO GUARANTEE THAT IT WOULD BE MADE THROUGH A NEW SUPERINTENDENT.

BUT I JUST KIND OF WANT TO GO THROUGH THE LIST AS QUICKLY AS I CAN.

AND IT'S NOT THE FULL LIST, BUT MAIN ISSUES.

SO SOME OF THE MOST SEVERELY DISABLED KIDS ARE STILL BEING SHIPPED FROM GILROY TO SAN JOSE, AND THEY'RE ON EXTREMELY LONG BUS RIDES.

WE NEED TO BRING THOSE TK THROUGH FIRST GRADE BACK, AS WELL AS BRING THE HIGH SCHOOL KIDS BACK TO GATEWAY.

WE NEED TO SCO NEEDS TO STOP PREVENTING CRITICAL INFORMATION FROM NOT BEING IN THE IEPS.

THE IEPS DRIVE THE PROGRAM.

THE PROGRAMS DON'T DRIVE THE IEPS.

WE NEED THE LEGALLY MANDATED TIMELINES TO BE MET FOR ASSESSMENTS, IEPS AND BIPS AND OTHER SERVICES OR REQUESTS MADE.

PARENTS NEED TO BE INFORMED ABOUT THE CRITICAL INCIDENTS.

TAKING ADVANTAGE OF OUR KIDS BEING NONVERBAL IS ABUSIVE.

KEEPING STAFF LEVELS ENVIRONMENT SAFE.

PARENTS ARE HAVING TO KEEP THEIR KIDS HOME, QUITTING THEIR JOBS, AND ARE ON THE BRINK OF HOMELESSNESS.

SO THOSE ARE JUST A FEW CHANGES.

OUR NEXT SPEAKER IS SARAH JANEIRO.

PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.

SARAH JANEIRO, SEIU CHAPTER PRESIDENT WITH 1047 MEMBERS PLUS OUR SUBSTITUTES.

TWO YEARS AGO, WE PLEADED FOR MORE STAFF TO PROTECT ALL OF OUR STUDENTS, BUT ESPECIALLY OUR MOST VULNERABLE STUDENTS, FROM EVER BEING ALONE WITH A SINGLE ADULT STAFF COMPLYING WITH MANAGEMENT DIRECTIVES.

FOLLOWING THE 2015 ARREST AT WALDEN WEST, WE SHOWED DR.

DEWAN MANAGEMENT AND SCCO TRUSTEES AT THE TIME THE BONDAGE CUFFS THAT WERE USED ON A STUDENT.

BUT OUR STUDENTS REMAIN VULNERABLE AND SCC REFUSES TO ADDRESS THIS ISSUE CONTRACTUALLY, SAYING THERE ARE OTHER AVENUES IN PLACE TO ADDRESS THIS ISSUE.

BUT THOSE OTHER AVENUES ARE NOT WORKING AND OUR STUDENT SAFETY IS AT RISK.

WHAT HAPPENS WHEN OUR ABUSED STUDENTS ARE NONVERBAL, LIKE ALEXANDER, CHRISTOPHER AND ADRIAN, WHO YOU'VE ALL MET HERE AND MET THEIR PARENTS, THEY CANNOT TELL THEIR PARENTS AND LAW ENFORCEMENT ABOUT THE ABUSE THAT OCCURS.

EVEN WHEN OUR STUDENTS DO COMMUNICATE THEIR ABUSE STAFF ARE ONLY MOVED TO ANOTHER SITE BECAUSE THE STUDENT'S COMMUNICATION AND COGNITION ARE NOT CONSIDERED MEETING THE BURDEN OF PROOF, WE CAN AND MUST DO BETTER.

THE EVALUATION MUST INCLUDE SAFETY, EQUITY AND ACCOUNTABILITY.

NOW. THIS CONCLUDES COMMENT.

THANK YOU.

THE BOARD WILL NOW ENTER CLOSED SESSION.

[10. CLOSED SESSION]

WE WILL RETURN IN APPROXIMATELY TWO HOURS ON OR AFTER 9 P.M..

[A. Report of Actions Taken in Closed Session]

RIGHT. WE ARE READY TO RESUME THE OPEN SESSION.

UPON COMPLETION OF AGENDA ITEM TEN, A CONFERENCE WITH LEGAL COUNSEL ANTICIPATED LITIGATION, SIGNIFICANT EXPOSURE TO LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956. 9D21 CASE.

THERE ARE NO REPORTABLE ITEMS UPON COMPLETION OF AGENDA ITEM TEN B COUNTY SUPERINTENDENT EVALUATION.

THERE ARE NO REPORTABLE ACTIONS.

WE WILL NOW MOVE ON TO COUNTY BOARD MEMBER REPORTS.

[A. The members of the Board may give reports on any activities related to their duties as members of the Santa Clara County Board of Education]

ITEM 12, IN COMPLIANCE WITH THE BROWN ACT INFORMATION SHARED DURING COUNTY BOARD OF EDUCATION MEMBER REPORTS MUST ONLY INCLUDE THOSE ACTIVITIES SPECIFICALLY RELATED TO OUR DUTIES AS TRUSTEES OF THE SANTA CLARA COUNTY BOARD OF EDUCATION.

NOW, WOULD ANY TRUSTEE WISH TO PROVIDE A REPORT ON ACTIVITIES SPECIFICALLY RELATED TO THEIR DUTIES AS MEMBERS OF, AND WITHIN THE JURISDICTION OF THE SANTA CLARA COUNTY BOARD OF EDUCATION? BOARD MEMBERS.

PLEASE NOTE WE HEAR.

WELL, I GUESS WE ALREADY HEARD COMMITTEE REPORTS.

TRUSTEE. MAH. THANK YOU, PRESIDENT BERTA.

I WROTE THEM DOWN.

LET ME PULL IT UP.

OKAY. I ATTENDED THE FLY, WHICH IS FRESH LIFELINES FOR YOUTH.

THE SHOWCASE LUNCHEON.

THEY HAD THEME BEING TRANSFORMED TOMORROW TOGETHER.

IT WAS VERY INSPIRING.

I HAD NEVER REALLY BEEN EXPOSED IN DEPTH TO WHAT FLY DOES, AND IT'S REALLY IMPRESSIVE THE WORK THAT THEY DO WITH BASICALLY AT RISK YOUTH NUMBER, A NUMBER OF THEM WHO HAVE BEEN INCARCERATED, HOW THEY HELP INTEGRATE THOSE YOUTH BACK INTO KIND OF SOCIETY BY INTRODUCING THEM MORE I'LL SAY EVEN INTIMATELY WITH THE LAW, SO THAT THE STUDENTS UNDERSTAND THEIR RIGHTS, THEIR WRONGS AND REALLY GET A BETTER APPRECIATION FOR HOW THE WHOLE SYSTEM WORKS.

AND THEY HAVE A VERY SUCCESSFUL VERY SUCCESSFUL PROGRAM, WHICH THEY HAD A NUMBER OF TESTIMONIALS.

AND SO IT WAS REALLY, REALLY GOOD.

I ALSO ATTENDED CCSA, THE CALIFORNIA CHARTER SCHOOL ASSOCIATION.

[02:00:03]

THEY HAVE A FIRST FRIDAY WITH MYRNA CASTILLO CASTILLO, WHO IS THEIR PRESIDENT AND CEO.

AND I GUESS THE COUNTY OFFICE IS A MEMBER OF CCSA.

AND SO I WAS ABLE TO SIGN UP FOR THESE MONTHLY UPDATES FROM THE CEO.

AND IT'S REAL INTERESTING BECAUSE, YOU KNOW, YOU KIND OF GET THEIR PERSPECTIVE OF LEGISLATION, CASES THAT ARE GOING ON, ETC..

AND SO I WAS ABLE TO, YOU KNOW, REGISTER AS A MEMBER OF CCSA, BUT I DIDN'T HAVE ALL THE CREDENTIALS TO BE ABLE TO ACCESS SOME OF THEIR RESOURCES.

SO I WAS WONDERING IF I COULD GET THAT INFORMATION, WHETHER FROM DIRECTOR FAIRLEY OR.

FROM YOU, DR. DEWAN I WE'LL HAVE TO LOOK INTO IT.

I'M NOT FAMILIAR WITH THAT, BUT WE'LL CERTAINLY LOOK INTO IT.

OKAY. THANK YOU.

AND THEN THE OTHER THING IS I GOT AN EMAIL FROM CSBA BECAUSE DURING THE CONFERENCE LAST DECEMBER, I DROPPED BY THE GAMUT BOOTH, WHICH IS THE ONLINE POLICIES PROGRAM THAT THAT CSBA RUNS.

AND THEY HAVE TEMPLATE POLICIES FOR, YOU KNOW, ALL KINDS OF THINGS.

AND WHEN I TALK WITH THEM, THEY SAID THAT THAT THEY LOOKED IT UP FOR ME, THAT AGAIN, THE COUNTY OFFICE OF ED HERE IN SANTA CLARA IS A MEMBER, HAS MEMBERSHIP IN GAMUT.

BUT I WASN'T ABLE TO GET KIND OF THE LOG IN TO TO SEE WHAT SOME OF THESE POLICIES AND STUFF ARE.

SO I WAS WONDERING IF I COULD ALSO GET THAT ACCESS BECAUSE WHEN I ASKED THEM, THEY COULDN'T REALLY GET IT.

SURE. YEAH, I CAN LOOK INTO THAT TOO.

WE THANK YOU. WE'VE USED GAMUT AS A REFERENCE, I THINK, FOR MANY DECADES.

EXACTLY. SO IT WOULD BE GREAT.

BUT I'M NOT FAMILIAR WITH I DON'T LOG IN, I DON'T USE IT.

SO I'M NOT SURE ABOUT ACCESS.

BUT I WE'LL LOOK INTO IT.

OKAY. THANK YOU.

AND THEN I ATTENDED THE JLAC MEETING WITH OUR NEW CHAIR.

TRUSTEE CHON. THANK YOU.

ARE THERE ANY OTHER REPORTS FROM BOARD MEMBERS? WELL, THANK YOU FOR THAT REPORT, TRUSTEE MAH.

WE WILL MOVE TO OUR NEXT AGENDA ITEM, WHICH IS OUR SUPERINTENDENT'S REPORT.

[A. The superintendent may give a report on any activities related to her duties.]

DR. DEWAN. YES.

THANK YOU. I HAVE A FEW HIGHLIGHTS I WANTED TO SHARE.

THE FIRST IS THAT OUR TEAM WAS THE HOST OF THE CURRICULUM INSTRUCTION STEERING COMMITTEE.

ANNUAL SYMPOSIUM.

THIS IS A PART OF THE CALIFORNIA COUNTY SUPERINTENDENTS AND DIFFERENT COUNTY OFFICES TAKE THE LEAD.

EACH YEAR. AND SO WE WERE HONORED TO BE SELECTED.

IT TAKES A COUPLE OF YEARS TO PUT THE CONFERENCE TOGETHER.

AND WE HAD OVER A THOUSAND PARTICIPANTS FROM ALL ACROSS THE STATE OF CALIFORNIA.

OUR COUNTY OFFICE OF EDUCATION STAFF PRESENTED IN SEVERAL SESSIONS, AND THEY DID A FANTASTIC JOB.

INCREDIBLY IMPRESSIVE.

I ALSO WANT TO THANK ALL THE STAFF FOR THEIR HARD WORK AND PARTICULAR THE TEAMS FROM THE PROFESSIONAL LEARNING AND SUPPORT, EDUCATIONAL PROGRESS, PUBLIC AFFAIRS AND ED SERVICES DIVISIONS WHO WERE INSTRUMENTAL IN PLANNING THE CONFERENCE, AND ALL THE PRESENTERS AND LEADERS WHO VOLUNTEERED.

ON FEBRUARY 22ND, I HOSTED A ZOOM LUNCH AND LEARN SESSION WITH THE SANTA CLARA COUNTY SCHOOL BOARDS ASSOCIATION.

I DID PROVIDE SOME OF THE LATEST DEVELOPMENTS WITH REGARD TO COVID 19 AND SOME OF THE RECENT RESEARCH ON CHRONIC ABSENTEEISM AND SOME OF THE DATA TRENDS THERE AS WELL, AND ATTENDED THE SCHOOL BOARDS ASSOCIATION MONTHLY MEETING ON FEBRUARY 28TH, WHERE OUR OFFICE PRESENTED A PANEL ON THE NEW MATH FRAMEWORK.

ON FEBRUARY 26TH, I MET WITH OUR STUDENT ADVISOR ANUSHKA TADIKONDA TO CONTINUE BUILDING A FRAMEWORK FOR STUDENT ADVISORY COUNCIL, AND ANUSHKA AND MY STAFF ARE CONTINUING TO RESEARCH DIFFERENT MODELS THROUGHOUT THE STATE, AND HER INPUT AND ENTHUSIASM IS INVALUABLE AND I'LL KEEP THE BOARD APPRIZED AS THIS WORK CONTINUES TO DEVELOP.

ON SATURDAY, MARCH 2ND, I GAVE A WELCOME AT REED AMONG THE REDWOODS AT WALDEN WEST.

THIS WAS PART OF THE SILICON VALLEY READS INITIATIVE.

IF YOU WERE AROUND ON SATURDAY, YOU KNOW THAT IT WAS A LITTLE RAINY.

BUT THE STUDENTS REALLY ENJOYED IT, AND THEY HAD A CHANCE TO HEAR ONE OF THIS YEAR'S FEATURED FEATURED BOOKS CALLED THE FOREST MAN BY ANNE MATHESON.

AND THEY WERE ALSO ABLE TO TAKE AN EDUCATIONAL WALK WITH THEIR PARENTS AMONG THE REDWOODS.

I ALSO PARTICIPATED IN A SITE VISIT TO EDENVALE HEAD START IN SAN JOSE WITH CONGRESSMAN PANETTA.

[02:05:02]

HE HAS BEEN INTERESTED IN SUPPORTING SOME OF OUR NATIONAL ADVOCACY AROUND HEAD START REFORM.

AND I JUST WANT TO SAY A SPECIAL THANK YOU TO VICE PRESIDENT ROCHA FOR JOINING US FOR THAT TOUR.

JUST A FEW REMINDERS.

THE LEDGE BRUNCH IS THIS WEEKEND.

AND SO THAT'S THE SANTA CLARA COUNTY SCHOOL BOARDS ASSOCIATION LEGISLATIVE BRUNCH.

AND THIS WEEK IS ALSO THE LAST CALL.

IF YOU'RE INTERESTED IN JOINING US FOR OUR ADVOCACY DAY IN SACRAMENTO.

WE NEED TO KNOW BY THE END OF THIS WEEK.

AND THAT IS SCHEDULED FOR APRIL 2ND FROM 9 TO 4.

WE ALSO WILL BE SENDING OUT IT'LL BE IN MY WEEKLY TO THE BOARD, THE INVITATION FOR THIS YEAR'S VIVA EL MARIACHI SHOWCASE, WHICH WILL BE ON THURSDAY, APRIL 4TH AT SIX.

YOU ALL AS INVITED GUESTS.

IF YOU LET US KNOW IN ADVANCE.

THIS IS A TICKETED EVENT, VERY POPULAR.

SO IF YOU LET US KNOW THAT YOU'D LIKE TO ATTEND, WE'LL BE SURE TO SAVE SPECIAL SEATS FOR YOU AS WELL AS PARKING.

AND THEN THE 2024 ANNUAL SANTA CLARA COUNTY CHILDREN'S SUMMIT IS SCHEDULED FOR FRIDAY, APRIL 19TH.

THE THEME OF THIS DAYLONG EVENT THIS YEAR IS CULTIVATING CARING COMMUNITIES AND PROVIDES AN OPPORTUNITY TO CONNECT WITH OTHERS WHO CARE ABOUT CHILDREN IN OUR COUNTY.

AND CONTINUE OUR CROSS-AGENCY WORK THAT WE DO AROUND THE THEME.

OUR THIRD ANNUAL ENVIRONMENTAL LITERACY SUMMIT IS SCHEDULED FOR SATURDAY, APRIL 27TH.

THIS YEAR'S THEME IS BUILDING CLIMATE RESILIENCY TOGETHER AND WILL FOCUS ON KEY THEMES OF REDUCING OUR IMPACT, SUPPORTING HEALTHY SCHOOL COMMUNITIES, AND PROVIDING ENVIRONMENTAL AND CLIMATE LITERACY EDUCATION.

IF YOU'RE INTERESTED IN ATTENDING, INFORMATION ABOUT REGISTERING IS IN THE WEEKLY, AND I UNDERSTAND THAT WE HAVE A COUPLE TRUSTEES WHO PLAY PICKLEBALL.

SO I THOUGHT YOU MIGHT BE ESPECIALLY INTERESTED IN A SPECIAL FUNDRAISER.

THE WALDEN WEST FOUNDATION IS HOLDING A PICKLEBALL CHALLENGE FUNDRAISER.

IT IS ON SATURDAY, MAY 11TH FROM 2 TO 530 AT THE HUB SILICON VALLEY, WHICH IS IN CAMPBELL.

AND FUNDS RAISED THROUGH THIS PICKLEBALL CHALLENGE WILL BENEFIT SCHOLARSHIPS FOR STUDENTS TO ATTEND WALDEN WEST EVENTS. JUST A COUPLE QUICK ANNOUNCEMENTS.

THE NAMES OF THE CALIFORNIA DISTINGUISHED SCHOOLS WERE ANNOUNCED ON FEBRUARY 29TH.

AND THIS PROGRAM RECOGNIZES TWO CATEGORIES OF EXCEPTIONAL SCHOOLS THOSE THAT ARE CLOSING THE ACHIEVEMENT GAP AND THOSE THAT DEMONSTRATE EXCEPTIONAL STUDENT PERFORMANCE.

WE'RE REALLY PLEASED TO NOTE THAT 16 SCHOOLS IN SANTA CLARA COUNTY WERE RECOGNIZED.

THIS INCLUDES A NUMBER OF MIDDLE SCHOOLS IN OUR TRADITIONAL PUBLIC SCHOOLS, AS WELL AS SOME OF OUR CHARTER SCHOOLS.

WE'LL BE HOSTING A SPECIAL CELEBRATION HERE AND PROVIDING RECOGNITION TO THESE 16 SCHOOLS AT AN UPCOMING COUNTY BOARD OF EDUCATION MEETING. IN ADDITION, THE CALIFORNIA DEPARTMENT OF ED ANNOUNCED THE CALIFORNIA CONTINUATION EDUCATION MODEL CONTINUATION HIGH SCHOOLS PROGRAM, AND THERE ARE TWO SCHOOLS IN SANTA CLARA COUNTY BEING RECOGNIZED SAN JOSE UNIFIED'S BROADWAY HIGH SCHOOL AND MILPITAS UNIFIED'S CALAVERAS HILLS HIGH SCHOOL.

THESE SCHOOLS DEMONSTRATE COMPREHENSIVE SERVICES TO VULNERABLE YOUTH, AND THE AWARDED SCHOOLS KEEP THEIR DESIGNATION FOR THREE YEARS.

WE'LL ALSO BE INVITING THEM TO THE RECOGNITION HERE AT A COUNTY BOARD MEETING WHEN WE RECOGNIZE THE DISTINGUISHED SCHOOLS.

LASTLY, I WANT TO CONGRATULATE THE STAFF OF OUR COMMUNICATIONS AND.

PUBLIC AFFAIRS DEPARTMENT.

WE WANT TO ROUTINELY ANNOUNCE HOW AMAZING THEY ARE, HOW HARDWORKING THEY ARE.

THE CALIFORNIA SCHOOL BOARDS, PUBLIC OR THE CALIFORNIA SCHOOL PUBLIC RELATIONS ASSOCIATION, HELD THEIR AWARD GALA ON MARCH 1ST, WHERE A NUMBER OF SANTA CLARA COUNTY TEAMS WERE RECOGNIZED, INCLUDING OURS HERE AT THE SCHOOL.

I WOULD ESPECIALLY LIKE TO CONGRATULATE THE PUBLIC AFFAIRS TEAM WHO WERE HONORED FOR OUR FENTANYL AWARENESS CAMPAIGN, AND ALSO FOR OUR HOFFMAN AWARD VIDEOS, AND OUR VERY OWN JASMINE LEYVA, WHO WAS OUR MEDIA AND MARKETING MANAGER AND FREQUENTLY IS YOUR MODERATOR FOR PUBLIC COMMENT, WAS HONORED BY KALISPERA AS A RISING STAR.

SO CONGRATULATIONS TO JASMINE.

AND THAT CONCLUDES MY REPORT.

THANK YOU, DR. DEWAN.

THIS BRINGS US TO AGENDA ITEM NUMBER 14.

[A. Future Agenda Items]

[02:10:01]

INFORMATION ITEMS. FUTURE AGENDA ITEMS. DR. DEWAN, WILL YOU PLEASE INTRODUCE THIS ITEM? SURE. SO AGAIN, THIS IS AN OPPORTUNITY.

IF THERE ARE ITEMS THAT WITH ITEMS OR TOPICS TO BE MENTIONED.

AND I ALSO WANTED TO JUST GIVE A LITTLE BIT OF UPDATE.

I THINK THIS IS THE SECOND TIME THAT WE'VE BEEN ABLE TO PRESENT THIS REPORT.

JUST WANT TO SHOW THAT WE HAVE A FEW ITEMS IN PROGRESS.

I WOULD LIKE TO SHARE WITH THE BOARD SOME INTEREST IN BRINGING BACK FOR BOARD DISCUSSION A HOW TO DO THE CHARTER SCHOOL.

THE SPOTLIGHT PRESENTATIONS FROM BOARD AUTHORIZED CHARTER SCHOOLS.

WE'VE STARTED TO PUT SOME THOUGHT TO THAT, AND I'D LIKE TO BRING IT BACK FOR THE BOARD TO PROVIDE SOME ADDITIONAL INPUT AND TO ANSWER CLARIFYING QUESTIONS OR PRESENT BERTA, IF YOU'D LIKE FOR ME TO MEET WITH TRUSTEE MAH TO DO THAT.

I BELIEVE IT WAS TRUSTEE.

CHON. THE ONES FOR CHARTER SCHOOLS WAS TRUSTEE MAH.

AND AS THE TEAM AND I WERE WORKING ON IT, WE.

YEAH, WE JUST THANK YOU.

WE HAD SOME ADDITIONAL CLARIFYING QUESTIONS, AND SO I WANTED TO REQUEST WHETHER YOU WOULD LIKE TO HAVE THAT DISCUSSION AS PART OF AN AGENDA ITEM AT A BOARD MEETING, OR IF YOU'D LIKE FOR ME TO FOLLOW UP WITH TRUSTEE MAH FIRST.

I THINK YOU COULD PROBABLY GET SOME INITIAL CLARIFICATION, BUT PROBABLY BRINGING IT BACK TO THE BOARD SO THAT WE CAN ALL SHARE INPUT ON WHAT MAKES THE MOST SENSE FOR THE BOARD MEETING. OKAY.

THANK YOU. AND THE OTHER ITEMS ARE IN PROGRESS OR PENDING.

AND AT THE NEXT MEETING WE WILL BE ADDING AN ADDITIONAL COLUMN TO HELP KIND OF SPACE OUT WHEN WE THINK SOME OF THESE ITEMS MAY BE COMING FORWARD.

TRUSTEE MAH. THANK YOU, PRESIDENT BERTA.

AN ITEM THAT I'VE KIND OF TOYED AROUND WITH.

I HAPPEN TO BE DIGGING THROUGH A LOT OF OLD STUFF.

IS THAT BACK IN? I THINK IT WAS 2008 OR SOMETHING, OR MORE RECENTLY THAN THAT.

BUT ORIGINALLY THERE WERE A COUPLE WE, AS A BOARD CONTRACTED OUT A STUDY FOR OUR ALTERNATIVE ED DEPARTMENT.

AND THE FIRST TIME IT WAS DONE BY AN ORGANIZATION CALLED HUSKY SOMETHING.

AND THEN THAT WAS DONE ORIGINALLY IN LIKE 2005 AND THEN THE BOARD UNDER TRUSTEE DI SALVO PRESIDENCY ACTUALLY DID ANOTHER ONE.

AND WE COMMISSIONED A STUDY WITH WEST ED, AND THEY DID A FULL AGAIN STUDY DEEP DOWN FOCUS GROUPS WITH ALL OF OUR ADULT ED SCHOOLS, STAFF STUDENTS AND FAMILY.

I REMEMBER PARTICIPATING IN SOME OF THE FOCUS GROUPS AT THE DIFFERENT SCHOOLS.

AND SO IT WAS IT WAS A REALLY GOOD CHANCE TO DO A DEEP DIVE ON WHAT OUR PROGRAMS KIND OF ARE DOING AND, AND COMPARING TO OTHER ALTERNATIVE ED PROGRAMS. SO THIS IS A LONG PREAMBLE, IS THAT I WOULD LIKE TO PROPOSE THAT WE CONSIDER DOING A SIMILAR KIND OF STUDY FOR OUR SPECIAL ED DEPARTMENT TO UNDERSTAND KIND OF WHERE WE ARE, HOW WE COMPARE TO OTHER SPECIAL ED PROGRAMS. WEST ED WAS CHOSEN AT THAT TIME BECAUSE THEY HAD EXPERIENCE EXTENSIVE EXPERIENCE IN ALTERNATIVE ED PROGRAMS. SO IT WOULD BE, YOU KNOW, SOMETHING ELSE THAT WE WOULD SET OUT TO BID AND JUST BE ABLE TO, TO DO A DEEPER DIVE IN.

WHAT WHAT WE'RE DOING, WHAT OTHER PEOPLE ARE DOING, KIND OF GET SOME BETTER IDEAS OF, OF BEST PRACTICES AND HOW WE CAN IMPROVE, ESPECIALLY BASED ON A LOT OF THE PUBLIC COMMENT MOST RECENTLY TO.

THANK YOU. TRUSTEE MAH.

ARE THERE ANY OTHER FUTURE AGENDA ITEM REQUESTS FROM BOARD MEMBERS? SO I GUESS IN SOMETHING SLIGHTLY SIMILAR TOPIC, BUT JUST IN LIGHT OF SOME, SOME COMMENTS THAT THE BOARD HEARD TODAY.

SUPERINTENDENT, IF YOU COULD ALSO JUST SHARE AN UPDATE WITH THE BOARD AT SOME POINT AS WELL ON OUR AND PERHAPS FOR OUR BOARD MEETING AN UPDATE ON OUR HARD OF HEARING PROGRAMS AND YOU KNOW, WHETHER THERE'S AN UPDATE IN PARTICULAR THAT MIGHT HAVE CONFIDENTIALITY ISSUES OR THINGS LIKE THAT, THAT COULD BE ADDRESSED IN A WEEKLY, BUT IT WOULD BE GREAT TO HEAR MORE ABOUT OUR HARD OF HEARING PROGRAM AS WELL AT SOME POINT DURING OUR BOARD MEETING.

OKAY. THANK YOU. THANK YOU.

ANY OTHER COMMENTS OR QUESTIONS FROM THE BOARD?

[02:15:04]

ALL RIGHT. SO WE WILL MOVE TO ITEM 15 BEFORE 9 P.M.

TODAY. CAN I GET A MOTION TO ADJOURN? MOVE BY TRUSTEE CHON.

DO I HAVE A SECOND? SECONDED BY VICE PRESIDENT ROCHA.

AND HOPEFULLY PLEASE VOTE IN BOARD DOCS.

THE VERBAL VERBAL I FROM TRUSTEE SREEKRISHNAN.

VERBAL I FROM TRUSTEE LARI.

VERBAL I'VE FROM TRUSTEE DI SALVO.

AND THAT PASSES UNANIMOUSLY.

WE ARE ADJOURNED AT 8:48 P.M..

THANK YOU.
