The month of March is nationally recognized as Endometriosis Awareness Month.  The Endometriosis Association began recognizing March as National Endometriosis Awareness Month in 1993.

 

Student Impact

The Endometriosis Association states dealing with endometriosis as a teenager can be uniquely challenging. There are times when the disease will interfere with almost all areas of your life, including school attendance, your concentration, energy level, social life, physical activities, and self-confidence.

 

In alignment with the Bill of Rights for Children and Young Adults in Santa Clara County, students should be receiving support from role models who are dedicated to helping students achieve their dreams and goals.  And, this recognition is in alignment with the Santa Clara County Board of Education's priority of empowering child wellness.

Background

The Early Learning Services Department has received notification from the Administration of Children and Families (ACF) and the Department of Health and Human Services that the Santa Clara County Office of Education (SCCOE) is eligible to apply for the annual Head Start (HS)/Early Head Start (EHS) and EHS – Child Care Partnership (EHS-CCP) grant in the amount of $36,744,002. In addition, Training and Technical Assistance (T&TA) funding is made available to support the program in the amount of $467,371. The total grant award is in the amount of $37,211,373.

 

The Head Start program will submit its grant application for FY 2024-25.  The grant application includes five-year goals and objectives. Funding is guaranteed for years one through five, so long as the program remains in full compliance with Head Start regulations. The FY 2024-25 grant application includes incremental budget adjustments to address related increases in personnel and fringe costs.

 

The SCCOE Head Start program projects to serve up to 1,608 children (1,217 Preschool and 391 Infants/Toddlers) and families in Santa Clara and San Benito counties.  As a result of program classroom blending with California State Preschool, the program design intends to meet and exceed grant requirements. The FY 2024-25 grant application proposes to implement a balanced budget through continuing program blending with State Preschool and Head Start/Early Head Start.

 

The Head Start program has met and held discussions with key partners (internal and external) to review the five-year goals and objectives for the grant, and to vet the proposed enrollment and blending options with State Preschool to serve eligible children and families. This report reflects budget revisions for the month of February 2024. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.

 

During the month of February 2024, expenditure budgets were increased by $351,149; revenue was increased by $212,027; and use of fund balance was increased ny $139,122.

 

Fiscal Implications

Restricted revenue in the amount of $150K was allocated to support the following initiatives:

Students will directly benefit from more inclusive and supportive public schools, increased access to high-quality tutoring services that promotes student achievement, and equity of student voice. Background
The SCCBOE, the County Superintendent of Schools, and the SCCOE ensure regular and systematic oversight and monitoring of SCCBOE-authorized charter schools.

At each regular Board Meeting, a Charter Schools Update is provided as a standing agenda item. The Charter Schools Department provides this regular update to support the Santa Clara County Board of Education (SCCBOE) with its duty to conduct ongoing monitoring and oversight for the 21 charter schools authorized by the SCCBOE. This standing agenda item is one mechanism whereby topics related to the ongoing monitoring and oversight can be communicated to the SCCBOE. Topics may include, but are not limited to, information on charter school governance, operations, finance, educational program, and compliance with Education Code, charter documents, and all reports required by charter law.

The topic(s) for this update may include, but are not limited to, the following:

- Downtown College Prep - Alum Rock. Staff will provide an update on the reduction of services from grades 6-12 to grades 6-8 at DCP Alum Rock.

- Charter School Performance Category Data. Staff will provide an update on the Santa Clara County Board of Education-authorized charter schools and their respective performance categories used in the charter renewal process.

Student Impact
The Charter Schools Department provides monitoring and oversight for 21 County Board of Education-authorized charter schools, serving approximately 10,000 students. Charter petitions for six of the 21 SCCBOE-authorized charter schools were submitted directly to the SCCBOE and were approved as countywide charter schools. The remaining 15 charter school petitions were initially denied by a school district in Santa Clara County and were subsequently submitted to and approved by the SCCBOE on appeal.

Through SCCOE's monitoring of SCCBOE-authorized charter schools, the Board seeks to affirm the right to a relevant and engaging education as stated in the Bill of Rights for Children and Youth Adults for Santa Clara County and support the Board's priority area of literacy and academic achievement. Excepting agenda items otherwise permissible by Education Code, Brown Act or other rules, regulations, or policies for the Board to place on the agenda, a County Board member may request an item within the jurisdiction of the County Board be placed on the agenda.  A process for reviewing requested agenda items is described in the board bylaw. In summary, the process includes a review to determine if the item is within the Board's jurisdiction, where it could be placed on the agenda and an assessment of the resource impact of preparing the item.

As stated in the adopted Bill of Rights for Children and Young Adults for Santa Clara County, all children and young adults have the right to a relevant and engaging education that exposes them to other cultures and promotes lifelong learning. Early Learning Services aims to sustainably expand early learning workforce, improve access to quality childcare.  Head Start programming also supports the Board Priority related to Early Learning and Care.
