Background

May is National Foster Care Month, a campaign established to recognize the importance of collaborative relationships among community organizations working to support youth in foster care programs. It is also a time to acknowledge over 390,000 American children and youth in foster care. It is critical to connect these youth and families to resources, as about 20,000 youth are categorized as emancipated minors without a permanent family. As of 2021, 77 percent of eligible youth in foster care ages 14-21, did not have federally funded services when they left care (ChildWelfare.gov). May is critical to shedding light on the youth who need support from school staff, medical professionals, and community members to receive the services and support that they critically need to transition out of foster care.

 

Student Impact

In alignment with the Bill of Rights for Children and Young Adults for Santa Clara County, support and guidance are necessary resources for youth to achieve their dreams with the direction of role models. In line with the Santa Clara County Board of Education's Priorities of improving programming for foster youth, resources are being provided and expanded continuously to meet the needs of those students. By providing assistance and training to local education agencies (LEAs), the SCCOE Foster & Homeless Youth Services connects school districts and community partners and keeps them abreast of educational laws protecting youth in foster care and experiencing homelessness.

Background

May is National Mental Health Awareness Month, an observance established in 1949 to raise awareness about the importance of mental health and wellness services, destigmatize mental illness and advocate for policies that support the people affected. For the past 20 years, the Substance Abuse and Mental Health Services Administration (SAMHSA) has recognized Mental Health Awareness Month. The National Alliance on Mental Illness (NAMI) also joins the national movement to raise awareness about mental health. The SCCOE played a role in establishing May 10-14, 2021 as Student Mental Health Awareness Week in Assembly Concurrent Resolution No. 68. On April 30, 2023, California Governor Gavin Newsom issued a proclamation declaring May 1-7, 2023, as Children’s Mental Health Awareness Week.

 

Student Impact

In alignment with the Bill of Rights for Children and Young Adults for Santa Clara County, youth have the right to “mental and emotional health and well-being and support systems in and outside of the home that promotes emotional and social safety.” Recognizing National Mental Health Awareness Month aligns with the Santa Clara County Board of Education's Priorities of supporting students’ mental health and wellness by expanding school-based programs and services. The Santa Clara County Office of Education is committed to further developing partnerships between Medi-Cal managed care, commercial health plans, and schools to ensure that all students, including those with private health care, have ready access to services at school.

May is recognized as National Asian-American and Pacific Islander Heritage Month to honor the many contributions of Asian-Americans and Pacific Islanders in the United States. The largest ethnic group in Santa Clara County are Asian Americans and Pacific Islanders. In Santa Clara County people who are Asian-American and Pacific Islander are 30% of the student population and 37% of the overall population. Santa Clara County educators are supported with tools and resources to cultivate inclusive, affirming and equitable school environments for every Asian-American and Pacific Islander student, family and staff member throughout Santa Clara County. By learning, supporting, and embracing the diverse cultures in the greater Santa Clara County community, students learn to lead with empathy and grow an appreciation for cultures different from their own. As a result, school environments are welcoming, inclusive, and safe for all students.

 

Student Impact

In alignment with the Bill of Rights for Children and Young Adults for Santa Clara County, this resolution affirms the commitment to provide young people with a relevant and engaging education that exposes them to other cultures and promotes lifelong learning. By observing and celebrating Asian-American and Pacific Islander Heritage Month, the importance of providing inclusive and welcoming environments for all students is amplified. Background

This report reflects budget revisions for the month of March 2024. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.

 

During the month of March 2024, expenditure budgets were increased by $2,375,125; revenue was increased by $2,235,125; and fund balance was decreased by $140,000.

 

Fiscal Implications

Restricted revenue in the amount of $1,300,585 was allocated to support the following initiatives:

 

Student Impact

Students throughout the County of Santa Clara will be provided with green spaces that are accessible and preserved for future generations. Students will also have increased awareness on the risks of tobacco use that empowers youth voice to be treated as equal partners in making important informed decisions that will impact their health and wellbeing. The federal and state grants and contract funding received to support these initiatives are in alignment with the following SCCBOE Board Priorities: Environmental & Climate Literacy, Empowering Child Wellness and Workforce Pathways and Diversification.

The Santa Clara County Board of Education (SCCBOE), the County Superintendent of Schools, and the Santa Clara County Office of Education (SCCOE) ensure regular and systematic oversight and monitoring of SCCBOE-authorized charter schools.

At each regular Board Meeting, a Charter Schools Update is provided as a standing agenda item. The Charter Schools Department provides this regular update to support the SCCBOE with its duty to conduct ongoing monitoring and oversight for the 21 charter schools authorized by the SCCBOE. This standing agenda item is one mechanism whereby topics related to the ongoing monitoring and oversight can be communicated to the SCCBOE. Topics may include, but are not limited to, information on charter school governance, operations, finance, educational program, and compliance with Education Code, charter documents, and all reports required by charter law.

Student Impact
The Charter Schools Department provides monitoring and oversight for 21 SCCBOE-authorized charter schools, serving approximately 10,000 students. Charter petitions for six of the 21 SCCBOE-authorized charter schools were submitted directly to the SCCBOE and were approved as countywide charter schools. The remaining 15 charter school petitions were initially denied by a school district in Santa Clara County and were subsequently submitted to and approved by the SCCBOE on appeal.

Through SCCOE's monitoring of SCCBOE-authorized charter schools, the Board seeks to affirm the right to a relevant and engaging education as stated in the Bill of Rights for Children and Youth Adults for Santa Clara County and support the Board's priority area of literacy and academic achievement. Background

On April 11, 2024, the Charter Schools Department of the Santa Clara County Office of Education received a request for a material revision to a charter petition from Downtown College Prep Alum Rock Charter School, or DCP Alum Rock. DCP Alum Rock is seeking approval to materially revise its charter to conform with any new laws that have been enacted since the petition was last reviewed and to remove the high school grades from its program. On March 4, 2024, the DCP Alum Rock board, Across the Bridge Foundation, voted to reduce the grade levels served at DCP Alum Rock by eliminating the high school (grades 9-12) and continuing to operate only the middle school (grades 6-8) on a single campus. DCP Alum Rock reports the reason for this decision is financial and caused by declining enrollment. DCP Alum Rock’s decision has prompted the need to revise the DCP Alum Rock charter to comport with the new grade configuration.

 

California Education Code Sections 47607 and 47605 require that “no later than 60 days after receiving a petition” the County Board of Education “shall hold a public hearing on the provisions of the charter, at which time the County Board of Education shall consider the level of support for the material revision to the charter petition by teachers, parents or guardians, and the school districts where the charter school petitioner proposes to place school facilities.”

 

The Education Code further stipulates the County Board of Education “shall either grant or deny the charter within 90 days of receipt of the petition.”

Charter petitions for six of the 21 SCCBOE-authorized charter schools were submitted directly to the SCCBOE and were approved as countywide charter schools. The remaining 15 charter school petitions were initially denied by a school district in Santa Clara County and were subsequently submitted to and approved by the SCCBOE on appeal. DCP Alum Rock was authorized on appeal from East Side Union High School District in 2009 and currently serves approximately 500 students.

Through SCCOE's monitoring of SCCBOE-authorized charter schools, the Board seeks to affirm the right to a relevant and engaging education as stated in the Bill of Rights for Children and Youth Adults for Santa Clara County and support the Board's priority area of literacy and academic achievement. Background

Complaints filed for SCCOE school sites under the Williams Settlement are limited to insufficient textbooks or instructional materials, unsafe or unhealthy facility conditions or teacher vacancies or mis-assignments.

 

Williams Complaint Procedures are posted in all classrooms to inform parents, students and teachers of the procedure for making such complaints.

 

No Williams complaints were received during the January 1, 2024 – March 31, 2024 reporting period.

 

Student Impact

The Williams Report documents complaints regarding textbooks and instructional materials, conditions of facilities, and teacher mis-assignments and vacancies. SCCOE strives to provide our students a quality education that encompasses all of these areas in alignment with students' right to "a relevant and engaging education" as outlined in the Bill of Rights for Children & Young Adults for Santa Clara County. The Williams Report process also aligns with the Board Priorities related to Literacy & Academic Achievement and Special Education, Court, and Community Schools. No complaints were filed this quarter.

Fiscal Implications
