COLLABORATION WITH ELECTED OFFICIALS, COMMUNITY PARTNERS, AND EDUCATIONAL INSTITUTIONS HELPS BOLSTER RESOURCES AND BEST PRACTICES FOR YOUTH TO PARTICIPATE IN MULTIFACETED CIVIC ENGAGEMENT, RESULTING IN STRONGER COMMUNITIES.
MOST RECENTLY, WE ADDED SIGNIFICANT RESOURCES TO SUPPORT THE STATE SEAL OF CIVIC ENGAGEMENT.

HE'S DEDICATED EIGHT YEARS OF PUBLIC SERVICE, WITH THE PAST TWO YEARS BEING HERE AT SANTA CLARA COUNTY OFFICE OF EDUCATION AND AS AN OBSERVING SUPERVISOR, WILL REFLECTS THAT IT'S NOT JUST A JOB, IT'S A CALLING BECAUSE IT'S A CHANCE FOR HIM TO MAKE A DIFFERENCE IN OTHER PEOPLE'S LIVES AND I THINK THAT ALL OF THE CUSTOMERS THAT HE SERVICES APPRECIATE THAT WITHIN THE SEC TEAM, HE'S NOT ONLY FOUND A PROFESSIONAL FULFILLMENT, BUT HE'S ALSO MADE SOME MEANINGFUL PERSONAL CONNECTIONS WITH THE STAFF.

GREAT SPORTSMANSHIP WAS SHOWN ALL AROUND.
WELDING HAS STARTED AT BLUE RIDGE HIGH SCHOOL.
DURING THIS FOUR WEEK COHORT, STUDENTS WILL EARN THEIR AMERICAN WELDING ASSOCIATION CERTIFICATION, AND WITH THIS, THEY WILL BE ABLE TO OBTAIN ENTRY LEVEL JOBS IN THE WELDING TRADES.
THIS WILL AFFORD THEM A LOT OF OPPORTUNITIES FROM CAREER ADVANCEMENT.
TWO STUDENTS FROM THE SONORA COMMUNITY SCHOOL ATTENDED AND LAST WEEK POWER OF DEMOCRACY EVENT.
MARIA AND JOSE DID A GREAT JOB AS MEMBERS OF THE STUDENT PANEL AND SHARED ABOUT THEIR AND THE SCHOOL'S EFFORTS TO CREATE A GREENER WORLD AND SUPPORT THE ENVIRONMENT AND THE COMMUNITIES.

THIS IS ALSO IN ALIGNMENT WITH TONY THURMAN'S INITIATIVE TO READ BY THIRD GRADE.
LOCALLY, THE SANTA CLARA COUNTY BOARD OF EDUCATION HAS INCLUDED LITERACY AS A BOARD PRIORITY TO SUPPORT OUR STUDENTS READING SUCCESS, SPECIFICALLY THE EFFORTS TO CLOSE ACADEMIC ACHIEVEMENT GAPS ACROSS THE COUNTY, FOCUS SERVICES AND OR TUTORING FOR STUDENTS, UNDERPERFORMING AND TESTING COMPARED TO THEIR PEERS, AND HONOR AND PROMOTE LANGUAGE IMMERSION PROGRAMS. OUR COUNTY IS INVOLVED AND ALIGNED WITH MANY OF THE STATE LITERACY INITIATIVES.
FOR EXAMPLE, THROUGH THE CALIFORNIA DYSLEXIA INITIATIVE, MULTIPLE SCCOE STAFF HAVE BEEN TRAINED IN LANGUAGE ESSENTIALS FOR TEACHING, READING AND SPELLING, OTHERWISE KNOWN AS LETTERS, WHICH IS A TOP NOTCH, RESEARCH BASED TRAINING THAT PROVIDES A DEEP UNDERSTANDING OF HOW TO APPROACH READING INSTRUCTION. OUR SCCOE TEAM HAS THEN UTILIZED THIS INFORMATION TO DEVELOP PROFESSIONAL LEARNING FOR DISTRICTS.

CCLA IS A STATEWIDE INITIATIVE THAT FOCUSES ON SHIFTING THE NARRATIVE FROM REMEDIATION TO ACCELERATION IN AN EFFORT TO MAINTAIN GRADE LEVEL CONTENT. WE DO THIS THROUGH BRIDGING CRITICAL SKILLS DURING SMALL GROUP INSTRUCTION OR HIGH IMPACT TUTORING.
IN ORDER TO MOVE THE NEEDLE, THERE NEEDS TO BE A SYSTEMATIC CAPACITY BUILDING APPROACH.
THE SCCOE PROVIDES A COMPREHENSIVE PROFESSIONAL LEARNING MODEL THAT INCLUDES A SERIES OF TRAINING AND COACHING TO INCREASE KNOWLEDGE THAT TRANSFERS TO CLASSROOM INSTRUCTION. ANOTHER KEY COMPONENT OF THIS WORK IS ENSURING THERE IS A COMPREHENSIVE ASSESSMENT SYSTEM IN PLACE.
THIS SYSTEM LOOKS AT THE QUALITY OF THE ASSESSMENTS, AS WELL AS THE PROCESS FOR LOOKING AT THE DATA TO DETERMINE AND DESIGN A MULTI-TIER SYSTEM OF SUPPORT AND RESPONSE TO INTERVENTION PLAN.

STUDENTS IN PALO ALTO, FOR EXAMPLE, GET ABOUT 50% MORE IN PUBLIC DOLLARS THAN STUDENTS IN GILROY.
BUT WHY DON'T, WHY AREN'T WE USING RACE, AS PART OF IT, DOESN'T HAVE TO BE ALL OF IT.
BUT IT SEEMS LIKE WE'RE IGNORING RACE AND IT'S CRITICALLY IMPORTANT THAT LEADERS RECOGNIZE IT'S UNSUSTAINABLE TO CONTINUE THE RACIAL ACHIEVEMENT GAP THAT EXISTS. THIS OFFICE STARTED AN INITIATIVE IN 2010, 2009 WITH THE MAYOR, CHUCK REED, WITH THE SUPERINTENDENT, CHUCK WEISS, AND MANY OTHERS.
WE SPENT HUNDREDS OF THOUSANDS OF DOLLARS ON THAT INITIATIVE.
WE STOPPED IT IN 2015, BUT IT WAS TO END THE RACIAL ACHIEVEMENT GAP BY 2020.
IN FACT, THOSE FIGURES AREN'T CHANGING.
SO COULD YOU HELP ME UNDERSTAND WHY WE'RE STAYING AWAY FROM RACE WHEN WE INCLUDE THIS DATA? THESE DATA.
WELL, I'LL JUST START BY SHARING THAT WE DON'T SHY AWAY FROM THAT DATA AND SOME OF THE TOOLS AND RESOURCES THAT WE USE WITH OUR SCHOOL DISTRICTS WHEN WE'RE WORKING WITH THEM ON THEIR LCAP DEVELOPMENT AND ALSO THEIR DIFFERENTIATED ASSISTANCE, IN PARTICULAR, WHEN THERE ARE THOSE GAPS IN LITERACY, MATH ACHIEVEMENT, EVEN CHRONIC ABSENTEEISM.
WE USE ALL OF THAT DATA AND WE USE OUR WASTE TO EQUITY TOOLKITS AND RESOURCE GUIDES AS SOME OF THE WAYS TO DIG DEEP INTO ROOT CAUSE ANALYSIS AND CONFRONT SOME OF THOSE, YOU KNOW, WHETHER IT'S MINDSETS OR YOU KNOW, INEQUITIES IN TERMS OF FUNDING.
THAT WILL ATTEMPT TO MOVE THE NEEDLE AND ALSO WE LOOK AT IT FOR DISCIPLINE AS WELL AND SO WE LOOK AT GENDER, WE LOOK AT RACE, WE LOOK AT INCOME AND WE HAVE A LOT OF TOOLS AND RESOURCES THAT THE TEAM USES TO WORK WITH INDIVIDUAL SCHOOL SITES AS WELL AS SCHOOL

SO THAT WE COULD HAVE A PUBLIC SHOWING OF ALL THE DATA RELATIVE TO THINGS LIKE YOU MENTIONED, ATTENDANCE AND SUSPENSIONS AND ACHIEVEMENT, WHICH IS PROBABLY ONE OF THE MORE IMPORTANT ONES BECAUSE IF WE GET IT RIGHT, IF WE PREVENT THINGS LIKE HAVING PEOPLE UNHOUSED, HAVING PEOPLE COMMIT CRIMES, IF WE GET IT RIGHT EARLY ON AND IF WE DON'T AND WE'RE NOT, BECAUSE THOSE DATA HAVE NOT BUDGED IN MUCH IN 50 YEARS WITH A STEEP CLIMB IN THE AMOUNT OF MONEY, PUBLIC DOLLARS THAT ARE GOING INTO PUBLIC EDUCATION.
SO I WOULD LIKE US TO BE ACCOUNTABLE TO OUR TO MY CONSTITUENTS, PERHAPS OTHER TRUSTEES, CONSTITUENTS, SO THAT THEY KNOW THE SERIOUS NATURE OF THE PROBLEM THAT EXISTS.
THANK YOU. YEAH AND I WOULD ADD TO THAT THE IN TERMS OF LIKE WHAT WAS PART OF THE PROMISE OF THE LOCAL CONTROL FUNDING FORMULA? IT WAS ABOUT ADDING SUPPLEMENTAL AND CONCENTRATION DOLLARS TO SCHOOL DISTRICTS THAT TRADITIONALLY RECEIVED LESS IN TERMS OF PROPERTY TAX AND HAD LESS ABILITY TO PASS BOND AND PARCEL TAXES AND WHILE SOME OF THAT DID HAPPEN, THE REALITY IS LCFF DIDN'T BRING MORE MONEY INTO THE SYSTEM.
IT KIND OF SHIFTED SOME FUNDS AROUND.
YEAH AND THEN THE LAST THING I WOULD SAY IS THAT THE STATE OF CALIFORNIA OVER THE LAST COUPLE OF YEARS HAS MADE HISTORIC INVESTMENTS IN MENTAL HEALTH AND WELLNESS THROUGH THE CYBHI THAT WE'VE REPORTED TO THE BOARD.
THEY GAVE TONS OF MONEY FOR EXPANDED LEARNING OPPORTUNITIES AND A NUMBER OF OTHER INTERVENTIONS, AND THOSE HAVE JUST BEEN KIND OF ROLLING OUT THE DOOR OVER THE LAST COUPLE OF YEARS.
SO WE DON'T YET HAVE THE DATA TO KNOW WHAT THE IMPACT IS, YOU KNOW, HAS BEEN OR IS GOING TO BE ON LITERACY OR ON DISCIPLINE AND AS OF YET. I DEFINITELY APPRECIATE ALL THE EFFORTS MADE FOR THE MENTAL HEALTH PIECE.

DOCTOR DEWAN, CO-CHAIRED THE EVENT AND THE KEYNOTE SPEAKER, SCOTT SHIGEOKA, AUTHOR OF SEE HOW CURIOSITY CAN TRANSFORM YOUR LIFE AND CHANGE THE WORLD, WAS VERY INSPIRING.
THE CHILDREN'S DATA BOOK WAS, AS ALWAYS, GREAT TO SEE AND AN EXCELLENT RESOURCE FOR US ALL.

IT WAS A BEAUTIFUL DAY AND PERFECT FOR THE EVENT.
ON APRIL 27TH, I CELEBRATED ARBOR DAY AT OUR CITY FOREST WITH A TREE PLANTING EVENT AT PLATO ARROYO PARK IN SAN JOSE, WHERE A NUMBER OF STUDENTS FROM AREA SCHOOLS PARTICIPATED. LATER THAT DAY, I ALSO ATTENDED THE ENVIRONMENTAL LITERACY SUMMIT WHERE I ATTENDED TWO EXCELLENT WORKSHOPS, ONE BY DOCTOR KELLY LEE, WHO SPOKE ON INTEGRATING STORYTELLING IN CLIMATE ADVOCACY, THE OTHER BY RETIRED SCCOE SCIENCE TEACHER SANDY ELLENBERG, WHO LED A VERY INTERESTING SCIENCE EXPERIMENT ON HOW DIFFERENT MATERIALS ARE IMPACTED BY OUR ENVIRONMENT.
I ALSO REALLY APPRECIATED THE YOUTH PANEL AND THE YOUTH PERSPECTIVE AT THE SUMMIT.
THERE WAS A VERY POWERFUL PANEL DISCUSSION WHERE WORKERS, INCLUDING CAREGIVERS, SHARED VERY CHALLENGING PERSONAL STORIES AND TALKED ABOUT THE IMPORTANCE OF ENSURING A FUTURE WHERE HEALTH AND SAFETY IS PARAMOUNT FOR EACH AND EVERY ONE OF US.
TODAY I WAS AT THE 12TH ANNUAL MIS EVENT.
ONE OF THE ISSUES THAT WAS HIGHLIGHTED WAS THE HIGH RATE OF MATERNAL MORTALITY IN OUR COUNTRY AND WITH THE DISPROPORTIONATE AND NUMBER OF MOTHERS OF COLOR IMPACTED.

IT TALKED ABOUT ALL KINDS OF PARENT DRIVEN QUESTIONS REGARDING SPECIAL ED AND A LOT OF THE ACTIVITIES, FOR INSTANCE, THAT ARE GOING ON TOUCHED ON THE PROM THAT WAS HELD AND CAME UP WITH OTHER IDEAS FOR WHAT SPECIAL ED KIDS COULD PARTICIPATE IN.

ON THURSDAY, APRIL 25TH, WE HOSTED OUR SECOND ANNUAL CYBERSECURITY SUMMIT, WHICH PROVIDED SCHOOL LEADERS THE OPPORTUNITY TO LEARN ABOUT THE STEPS THEY CAN TAKE TO PROTECT STUDENTS, STAFF, AND SCHOOLS FROM CYBER THREATS AND I WANT TO CONGRATULATE THE TECHNOLOGY AND DATA SERVICES DIVISION AND DAVID WU, OUR HEAD OF TECHNOLOGY, FOR PUTTING ON ANOTHER FANTASTIC EVENT THIS YEAR.
WE HIGHLIGHTED THE SEAL OF BILITERACY BILITERACY ATTAINMENT AND SOME OF THE IMPACTFUL BILINGUAL AND MULTILINGUAL PROGRAMS THAT ARE HAPPENING IN SCHOOL DISTRICTS THROUGHOUT THE COUNTY AND WE CELEBRATED STUDENTS, SOME OF THEIR ARTWORK, THEIR POSTER CONTEST WINNERS, AND SOME SCHOOL AND DISTRICT TEAMS. AND AS PRESIDENT BERTA MENTIONED, IT WAS REALLY GREAT TO SEE AND HEAR ABOUT SOME OF THE PROGRAMS, AND IT WAS ALSO PHENOMENAL TO LOOK AT THE STUDENT ART AND HOW THEY EXPRESS THEMSELVES SO BEAUTIFULLY THROUGH THEIR ARTWORK.
ON FRIDAY, APRIL 26TH, I JOINED A PANEL PRESENTATION AT THE SAN JOSE EDUCATION FORUM ORGANIZED BY THE NOR-CAL PROMISE COALITION. THIS EVENT WAS TO PROVIDE TRAINING AND RESOURCES INTO THE COMMUNITY TO HELP MORE FAMILIES UNDERSTAND THE RESOURCES AVAILABLE TO HELP LOW INCOME AND FIRST GENERATION COLLEGE ATTENDERS MAKE THEIR WAY INTO COLLEGE. IT WAS AN EXCELLENT EVENT.
THE COALITION IS DOING A LOT OF POWERFUL WORK.
THAT SAME AFTERNOON, PRESIDENT BERTA AND I TOURED THE WELLNESS CENTER AT ANDREW HILL HIGH SCHOOL.

WE HOSTED OUR HEART AND SOULS RUN ALONG WITH THE SILICON VALLEY EDUCATION FOUNDATION.
WE HAVE BEEN A BENEFICIARY OF THIS RUN FOR SEVERAL YEARS NOW.
THE FUNDS THAT ARE RAISED, A PORTION OF THOSE FUNDS COME BACK TO THE COUNTY OFFICE OF EDUCATION, AND WE USE THEM TO PROVIDE THOSE ALTERNATIVE SERVICE AND PROGRAMS AT THE WELLNESS CENTERS THAT YOUNG PEOPLE TELL US THEY WANT, SUCH AS THE FEET FIRST INITIATIVE THAT WAS DESCRIBED.
OUR THIRD ANNUAL ENVIRONMENTAL LITERACY SUMMIT WAS HELD ON THAT SAME DAY.
THE EVENT WAS INCREDIBLY WELL DONE.

THAT SAME DAY, I ATTENDED THE COMMEMORATION OF BLACK APRIL WITH PRESIDENT BERTA.
AND THEN ON MONDAY, APRIL 29TH, WE HOSTED OUR CIVIC ENGAGEMENT CELEBRATION AND THIS WAS OUR INTERNAL CELEBRATION WHERE STUDENTS IN THE COUNTY OFFICE OF EDUCATION PROGRAMS WHO'VE EARNED THE STATE SEAL OF CIVIC ENGAGEMENT WERE RECOGNIZED.
THERE ARE A FEW UPCOMING EVENTS.
ALL ARE INCLUDED IN THE SUPERINTENDENT'S WEEKLY, BUT WANT TO SHARE WITH THE BOARD.
JUST A FEW UPCOMING THINGS THAT ARE TIME SENSITIVE.

OUR HOFFMAN AWARDS ARE COMING UP ON MAY 8TH FROM 6 TO 9.

OUR MAY REVISIONS BUDGET PERSPECTIVES WORKSHOP IS COMING UP WITH CAPITAL ADVISORS ON MAY 24TH AND OUR STAFF RECOGNITION, WHERE WE HONOR RETIRING COLLEAGUES AND RECOGNIZE STAFF ACHIEVEMENTS FROM THROUGHOUT THE ACADEMIC YEAR, WILL BE ON SHOW AND THAT IS MAY 30TH.
WE HAVE A TON OF GRADUATION CEREMONIES ON THE CALENDAR.

WE MET RECENTLY WITH TRUSTEE MAH, AND WE'VE DONE SOME FOLLOW UP WITH SOME OF OUR CHARTER SCHOOL PARTNERS AND ARE PREPARING TO INITIATE THE CHARTER SCHOOL SPOTLIGHTS IN JUNE AND IN THE BOARD AGENDA TONIGHT FOR THIS FUTURE AGENDA SECTION, YOU CAN SEE THE TEMPLATE THAT WE HAVE PUT TOGETHER AND I WOULD LIKE DIRECTOR FAIRLEY TO SHARE THE CONTENTS OF THE TEMPLATE.

SO THIS WOULD BE A TEN MINUTE PRESENTATION WITH TEN MINUTES OF Q&A FROM AN INDIVIDUAL SCHOOL AND A CHARTER MANAGEMENT ORGANIZATION, OR A NETWORK OF CHARTER SCHOOLS. WOULD SELECT TWO SCHOOLS, COULD SELECT TWO SCHOOLS TO PRESENT AT THE SAME TIME, IN WHICH CASE THEY WOULD HAVE 20 MINUTES TO PRESENT AND 20 MINUTES FOR A Q&A.
IN ADDITION TO THAT I HAVE JUST KIND OF OUTLAID OR LAID OUT THE TOPIC OF EACH SLIDE AND GIVEN A LITTLE BIT OF INSTRUCTION ON WHAT SHOULD BE ON EACH SLIDE.

ANYTHING THAT THEY'RE GIVING TO STUDENTS AND PROVIDING FOR STUDENTS AND FAMILIES AND JUST A LITTLE BIT OF THE FLAVOR OF THEIR SCHOOL. NEXT IS WHAT MAKES THEM DIFFERENT FROM OTHER CHARTER SCHOOLS AND TRADITIONAL PUBLIC SCHOOLS, AND THEN FOLLOWED BY ACADEMIC DATA.
SO HERE IS WHERE WE WOULD FIND OUT HOW THEIR SCHOOL IS FARING AND I DIDN'T GIVE A WHOLE LOT OF INSTRUCTION HERE, KIND OF LEAVING IT UP TO THEM TO DECIDE WHAT DATA TO USE AND WHETHER OR NOT THEY'RE GOING TO COMPARE THEMSELVES TO OTHER SCHOOLS.
THIS WOULD BE FOLLOWED BY GLOWS AND GROWS, WHICH IS OUR TWO TERMS THAT WE USE, LIKE GLOWS ARE THE THINGS THAT THE SCHOOL IS DOING REALLY WELL AND GROWS ARE THINGS THAT ARE CHALLENGING THEM, AND THEY'RE WORKING ON GETTING BETTER AT AND THEN FINALLY CELEBRATIONS OR HIGHLIGHTS AND THESE ARE WHATEVER THINGS THEY WANT TO SHARE WITH THE BOARD THAT THEY'RE PROUD OF. SO THAT IS MY FIRST ATTEMPT AT DEVELOPING A DRAFT OF A PRESENTATION FOR CHARTER SCHOOLS SPOTLIGHTS.

SO THEN THEY DON'T HAVE TO, YOU KNOW, RE REPRESENT THAT AS A PRESENTATION POINT OR ALSO THERE WAS ANOTHER ONE STUDENT DEMOGRAPHICS IS NOT THERE, BUT SOME OF THE FINANCIAL OUTLOOK THAT SOME OF THAT'S ALREADY THERE, SOME OF IT ISN'T.
SO MAYBE JUST TO MODIFY THIS FINANCIAL OUTLOOK TO COVER THINGS THAT AREN'T IN THE DATA SHEET PAGE, BECAUSE THE DATA SHEET PAGE IS FULL OF JUST GREAT DATA THAT WE MIGHT AS WELL TAKE A LOOK AT.
