IN THE MIDDLE AND HIGH SCHOOL DEBATE TEAMS WHERE THE STUDENTS WERE IN THEIR SEATS, I GRABBED THE MICROPHONE FROM THE BUS DRIVER AND SAID, THE GOAL IN LIFE IS NOT A DESTINATION, BUT A PATH. I ACTUALLY DIDN'T KNOW HER WELL, WE HAD JUST MET. LITTLE DID I UNDERSTAND HOW CRAZY THAT PATH WAS ABOUT TO BECOME. THE FOLLOWING FEW YEARS WERE A VERY STRANGE TIME IN EDUCATION, AS YOU ALL KNOW. IN SPEECH AND DEBATE, WE ENDURED CANCELED TOURNAMENTS, ONLINE PRACTICES, RESTRICTIONS ABOUT HOW AND WHEN WE COULD MEET, AND SO ON. TEACHERS BY THIS POINT WERE FEELING FATIGUE. WE DIDN'T KNOW HOW WE COULD CONTINUE TEACHING AND DOING EXTRACURRICULAR ACTIVITIES AFTER SCHOOL AND STILL BE EMOTIONALLY STRONG FOR OUR OWN FAMILIES. JUST AS I WAS HAVING MY OWN DOUBTS ABOUT CONTINUING AS A COACH, I HEARD FROM BRITTANY ABOUT STARTING UP ANOTHER YEAR. SHE WAS PERSISTENT WITH ME, PATIENT, POSITIVE, ENTHUSIASTIC, BUT SHE DIDN'T LET UP. UNTIL I KNEW THAT I COULDN'T SAY NO TO HER OR HER TEAMMATES. WE STRUGGLED GETTING BACK INTO DEBATE AFTER TWO YEARS OF ONLINE SPEECH. WE HAD TO RELEARN THE PROCESS AND LET IT TEACH US, BUT IT WOULDN'T HAVE HAPPENED WITHOUT BRITTANY. I LOVE WORKING WITH KIDS BECAUSE THEY ARE FULL OF ENERGY, AND SO MUCH OF THEM SHOW EXCITEMENT OF LIFE THAT I RECOGNIZE AS HOPE. BRITTANY DISPLAYS THIS MORE THAN MOST. SHE HAS A LIGHT THAT SHE COULDN'T CONTAIN EVEN IF SHE TRIED, AND IT'S CONTAGIOUS. [01:20:05] THIS YEAR, WE ENDED UP WITH NINE KIDS ON TWO DIFFERENT DEBATE TEAMS, A SPANISH AND ENGLISH TEAM, IN OUR STATE TOURNAMENT. BRITTANY WAS HUNGRY TO GET BACK TO THE TOURNAMENT, WHICH WOULD BE THE FIRST ONE HELD SINCE THE ONE IN 2019. BOTH TEAMS QUALIFIED FOR STATE AND BRITTANY WENT INTO OVERDRIVE PREPARING. WE WOULD HAVE PRACTICED DEBATES WHERE SHE WOULD HELP THE OTHER TEAM IMPROVE THEIR ARGUMENT. SHE WOULD LEAD DISCUSSIONS ON THE WHITEBOARD ABOUT CONSTITUTIONAL LAW IN THE FIRST AMENDMENT. SHE WANTED TO LEARN MORE AND DO BETTER, BUT SHE ALSO WANTED TO HELP HER TEAMMATES DO THEIR BEST. ON THE EVENING BEFORE OUR STATE DEBATE A COUPLE OF WEEKS AGO, I TRIED OUT A NEW LIFE LESSON FOR THE KIDS. I TALKED TO THEM ABOUT FINITE VERSUS INFINITE GAMES. A FINITE GAME IS ONE WHERE THERE ARE OPPOSING PLAYERS, RULES, AND THE OBJECT IS TO WIN. AN INFINITE GAME IS ONE WHERE THE OBJECT IS TO KEEP THE GAME AND PLAY. A DEBATE IS A FINITE GAME, SO IS SCHOOL WITH ALL OF ITS POINTS AND GPAS. FINITE GAMES ARE CONCERNED ABOUT ENDS AND FINAL DESTINATIONS. AN INFINITE GAME IS ONE THAT IS CONCERNED WITH GROWTH AND LEARNING AND BECOMING. SOMEONE WHO PLAYS THE FINITE GAME CAN ENJOY FINITE ONES BUT KNOWS THAT THEY ARE NOT THE REAL THING. BRITTANY IS AN INFINITE PLAYER. SHE KNOWS THAT THE GOAL OF LIFE IS A JOURNEY TO KEEP THE GAME GOING FOR HERSELF AND FOR OTHERS. ALUM ROCK MIDDLE SCHOOL, WHICH IS HOUSED ON THE OCALA MIDDLE SCHOOL CAMPUS, AND ALUM ROCK HIGH SCHOOL, WHICH IS HOUSED ON THE INDEPENDENCE CAMPUS. ON MARCH 4, 2024, DCP ALUM ROCK'S GOVERNING BODY ACROSS THE BRIDGE FOUNDATION, ACTED TO REDUCE SERVICES FROM GRADES 6 THROUGH 12 TO GRADE 6 THROUGH EIGHT, ESSENTIALLY CLOSING THE HIGH SCHOOL CAMPUS, EFFECTIVE JUNE 30, 2024. DUE TO FISCAL ISSUES, THE. ACROSS THE BRIDGE FOUNDATION BOARD DETERMINED THAT CLOSURE OF THE ALUM ROCK HIGH SCHOOL CAMPUS WOULD BE IN THE BEST INTEREST OF THE ORGANIZATION AND THE STUDENTS. DCP HAS SEEN A 35% DECREASE IN ENROLLMENT OVERALL WITH 37% AND 32% DECLINES FOR THE MIDDLE SCHOOL AND THE HIGH SCHOOL RESPECTIVELY. FURTHER, DCP PROJECTED ITS ONGOING DEFICIT SPENDING WOULD RESULT IN A NEGATIVE 4% FUND BALANCE BY 2025, 26 FOR THE ALUM ROCK HIGH SCHOOL SITE. ADDITIONALLY, DCP ALUM ROCK HAS STATED THAT DUE TO THE NATURE OF HIGH SCHOOL OPERATIONS, THE ALUM ROCK HIGH SCHOOL SITE HISTORICALLY REQUIRES A LARGER FINANCIAL INVESTMENT THAN OPERATING THE MIDDLE SCHOOL CAMPUS, WHICH IS CONSISTENT WITH GENERAL SCHOOL OPERATIONS. STAFF ALSO REVIEWED THE MATERIAL REVISION REQUEST PETITION USING THE CRITERIA ESTABLISHED IN CALIFORNIA EDUCATION CODE 47605 AND 47607 AND COUNTY BOARD POLICY 0420.4C. STAFF FOUND ADDITIONAL SPECIFICITY AND REQUIREMENTS GOVERNING DCP ALUM ROCK COMPLIANCE WITH THE REQUIRED CHARTER ELEMENTS HAVE BEEN OR WILL NEED TO BE INCLUDED IN AN ADDENDUM TO THE MOU AMONG DCP ALUM ROCK DCP AND ITS GOVERNING ENTITY, AND SCCOE. THEN LASTLY, I WENT TO THE CSBA LEADERSHIP AND TRANSITIONAL WORKING GROUP MEETING WHERE THEY TALKED ABOUT THE NEW COUNTY BOARD SERVICES DEPARTMENT SINCE CCBE WAS DISSOLVED, I GUESS, AND THE EFFORTS THAT CSBA IS WORKING ON TO MAKE SURE THAT ALL OF THE COUNTY BOARDS ARE ADEQUATELY SERVICED AND STILL GET ALL THE NEEDS MET THAT CCBE USED TO PROVIDE. I KNOW THAT GRACE IS ON FRIDAY, BUT I WAS THERE THIS MORNING AND THESE ARE SPEECHES BY THEIR GRADUATING ADULT STUDENTS, MANY OF THEM WITH CHILDREN AND MANY OF THEM FROM EL SALVADOR. I THINK WE HEARD SEVEN OR EIGHT SPEECHES TODAY OF FIVE MINUTES IN LENGTH AND IT JUST PROVIDES SO MUCH HOPE. THE STUDENTS HAVE SO MUCH BONDED TO THE IDEALS OF AMERICA AND PROBABLY MANY OF THEM, IF NOT ALL OF THEM, ARE UNDOCUMENTED. IT JUST POINTS TO ME AS I SIT THERE AND WATCH AND LISTEN TO THE STORIES AND HOW THEY'RE GOING TO CONTRIBUTE TO THE CITY OF SAN JOSE IN SUCH POSITIVE WAYS, AND WE DON'T HAVE AN IMMIGRATION PLAN IN AMERICA. IT'S SOMETHING THAT HAS TO BE ADDRESSED, AND IT'S GOING TO TAKE BOLD LEADERSHIP TO HAVE THAT HAPPEN, BUT I THANK TRUSTEE KAREN MARTINEZ FROM SAN JOSE-EVERGREEN BOARD FOR INVITING ME FOR THE SECOND YEAR TO PARTICIPATE. IF YOU AREN'T HAVING AN OPPORTUNITY, I SUGGEST THAT YOU GET ON HER LIST BECAUSE SHE USES MOSTLY TRUSTEES IN THE [INAUDIBLE] AND [INAUDIBLE] FRANKLIN-MCKINLEY AREA AND EVERGREEN COLLEGE BOARD, SO GET ON HER LIST. IT'S AN AMAZING EXPERIENCE. >> AS I MENTIONED IN MY PREVIOUS REPORT, I AM PREPARED TO SHARE A FEW POINTS OF CLARIFICATION FOR THE PUBLIC AND THE SANTA CLARA COUNTY OFFICE OF EDUCATION COMMUNITY. AS BOARD PRESIDENT, I WANT TO TAKE THIS OPPORTUNITY TO ADDRESS SOME MISPERCEPTIONS CONCERNING THE BOARD'S CLOSED-SESSION MATTERS. THIS BOARD AND OUR PREDECESSORS HAVE TAKEN THE SUPERINTENDENT'S EVALUATION AND CONFIDENTIAL CLOSED-SESSION MATTERS QUITE SERIOUSLY. THE PROCESS RELATED TO THE EVALUATION IS OUTLINED IN LAW, POLICY, AND THE SUPERINTENDENT'S CONTRACT. THE EDUCATION CODE ALLOWS COUNTY BOARDS TO ADOPT RULES AND REGULATIONS GOVERNING THE ADMINISTRATION OF THE OFFICE OF THE SUPERINTENDENT OF SCHOOLS. OUR BOARD POLICIES EXPRESSLY STATE THAT THE SUPERINTENDENT "REMAINS ACCOUNTABLE TO THE COUNTY BOARD FOR ALL AREAS OF OPERATION UNDER THE COUNTY SUPERINTENDENT'S AUTHORITY." OUR POLICIES REQUIRE US TO EVALUATE THE SUPERINTENDENT'S PERFORMANCE "TO ASSESS HIS OR HER EFFECTIVENESS," AND REQUIRE US TO "ENSURE THAT THE COUNTY OFFICE IS RESPONSIVE TO THE VALUES, BELIEFS, AND PRIORITIES OF THE COMMUNITY." FINALLY, THE SUPERINTENDENT'S EMPLOYMENT AGREEMENT REQUIRES THE BOARD TO EVALUATE THE SUPERINTENDENT'S PERFORMANCE AND PROVIDE HER A WRITTEN EVALUATION. THIS BOARD HAS ENDEAVORED TO DO WHAT IS REQUIRED OF US. WE DISCUSSED THE SUPERINTENDENT'S EVALUATION THROUGHOUT OCTOBER, NOVEMBER, AND DECEMBER 2023, AND WE TOOK ACTION ON THE SUPERINTENDENT'S 2023 EVALUATION ON JANUARY 31ST, 2024 AND REPORTED THE BOARD TOOK ACTION IN OPEN SESSION ON THAT DATE. ALL SUBSEQUENT CLOSED-SESSION MEETINGS CONCERNING THE SUPERINTENDENT'S EVALUATION RELATED TO THE PROCESS FOR THE UPCOMING YEAR. WE ALSO INCLUDED AN OPEN-SESSION ITEM RELATED TO THE EVALUATION PROCESS ON MARCH 6TH, 2024. WE DO NOT REPORT OUT OR PROVIDE THE CONTENT OF THE SUPERINTENDENT'S WRITTEN EVALUATION BECAUSE IT IS A CONFIDENTIAL PERSONNEL MATTER. SUCH LEGAL PROHIBITIONS ARE IN EFFECT TO PROTECT THE PRIVACY RIGHTS OF THE INDIVIDUAL BEING EVALUATED. THE SUPERINTENDENT IS NO DIFFERENT. WE APPRECIATE PUBLIC COMMENTS AND UNDERSTAND THE FRUSTRATIONS OF SOME THAT THE EVALUATION PROCESS HAS APPEARED LENGTHY. HOWEVER, THIS IMPORTANT PROCESS IS ONGOING. WE COMPLETED THE PROCESS FOR 2023 AND ARE BEGINNING THE PROCESS FOR 2024. WE CELEBRATED OUR EARLY EDUCATORS WHILE ALSO PROVIDING THE OPPORTUNITY TO EARN REQUIRED TRAINING HOURS. ON MAY 8TH, I ATTENDED THE HOFFMAN AWARDS DINNER AND WENT TO ALSO JOY AND TRUSTEE LURIE IN CONGRATULATING THIS YEAR'S WINNERS, LES ALTOS, MORGAN HILL, CUPERTINO UNION, OAK GROVE, METRO ED AND CAMPBELL UNION HIGH SCHOOL DISTRICT. ON MAY 9TH, I ATTENDED A CUPERTINO UNION SCHOOL DISTRICT BOARD MEETING ALONG WITH TRUSTEE SREEKRISHNAN TO PRESENT A RECOGNITION FOR THE THREE CALIFORNIA DISTINGUISHED SCHOOLS THAT WERE NAMED THIS YEAR FROM THEIR DISTRICT. ON MAY 11TH, I ATTENDED THE WALDEN WEST PICKLEBALL CHALLENGE HOSTED BY THE WALDEN WEST FOUNDATION. I DO WANT TO THANK VICE PRESIDENT ROCHA AND TRUSTEE MAH FOR SHOWING YOUR SUPPORT.
