IF YOU HAVE A PROBLEM WITH ME SPEAKING MY TRUTH, THEN YOU JUST HAVE TO GET OVER IT BECAUSE I HAVE A RIGHT TO SAY THIS SUPERINTENDENT IS A RACIST AND NO ONE CAN CHANGE MY OPINION. WHO ARE THESE PEOPLE? I DEMAND THEY COME HERE AND TELL ME TO MY FACE WHAT THEY TOLD THE LAWYER STATED IN THIS LETTER.

HELLO, MY NAME IS LISA THIELE.
I AM THE COORDINATOR OF OUR JUSTICE FAMILY EDUCATION PROGRAM.
IF COUNTY BOARDS OF EDUCATION ARE TRULY COMMITTED TO THEIR PRIORITIES, FAMILIES, STUDENTS AND COMMUNITIES, THEN IT'S IMPORTANT TO REPRESENT THEIR CONSTITUENTS AND THE WORK THAT THEY'RE DOING IN TRANSPARENT WAYS.
I PROVIDE REENTRY PLANS AND ADVOCATE FOR OUR JUVENILE JUSTICE ENGAGED YOUNG ADULTS WHO HAVE GONE INTO INCARCERATION AS CHILDREN AND ARE COMING OUT OF INCARCERATION AS ADULTS, WORKING ALONGSIDE OUR UNDERSERVED COMMUNITIES WITH A COMMITMENT TO EQUITY, WELLNESS, RACIAL JUSTICE ADVOCACY MUST BE DONE IN A WAY THAT RESISTS CAUSING HARM THROUGH EMBRACING OPENNESS, AUTHENTICITY, AND TRANSPARENCY.
THE NEXT SPEAKER IS ANNA MENDOZA.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
MY NAME IS ANNA MENDOZA AND I WORK FOR [INAUDIBLE].
BUT BEFORE THAT I'M A PARENT AND I'M HERE TODAY NOT TO SPEAK TO YOU BOARD MEMBERS, BUT TO EVERY SINGLE PERSON OUT THERE LOOKING AT THIS MEETING, IF YOU HAVE EVER BEEN HARASSED, BEING ASKED TO BE QUIET BECAUSE YOU'RE ASKING QUESTIONS, BECAUSE THERE'S PROBLEMS WITH THE MONEY BEING USED AND MISUSED AND GOING TO MEETINGS AND THE YOUR STAFF UNDER YOUR LEADERSHIP, THEY SAID, OH, IT WAS INCORRECTLY USED.
IT WAS INCORRECTLY CHARGED TO A DIFFERENT ACCOUNT.
WE HAVE HEAD START COMING THROUGH.
I SUGGEST YOU START LOOKING INTO YOUR HOME.
I SUGGEST YOU START CLEANING THE HOUSE BECAUSE WE'RE COMING AFTER YOU.
THE NEXT SPEAKER IS YADIRA OROZCO.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
LAST NIGHT AT OUR POLICY COUNCIL MEETING, TERESA SHIPP INFORMED US OF IMPROPER ALLOCATIONS OF THE HEAD START BUDGET OVER THE PAST FIVE MONTHS AS A GOVERNING BODY OF THE HEAD START GRANTEE.
THE SCCOE BOARD OF TRUSTEES HAS AN OBLIGATION TO INVESTIGATE THE OVERSIGHT.
WE AS A PC COUNCIL ARE DEMANDING ANSWERS FROM THE BOARD.
THANK YOU FOR YOUR IMMEDIATE ATTENTION TO THIS CRITICAL MESSAGE.
PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
I HOLD MULTIPLE ROLES SOMETIMES.
I STAND WITH EDUCATORS AND SEIU FOR SAFETY, EQUITY AND ACCOUNTABILITY.
BUILD A BETTER BUDGET AND DEFEND PUBLIC EDUCATION.
THE EXCUSE ME? THE NEXT BATCH OF SPEAKERS ARE REJU KRISHNA, LETICIA PADILLA.
[00:35:01]
JOANN BARS.OUR NEXT SPEAKER IS REJU KRISHNA.
PLEASE APPROACH THE PODIUM CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
I'M REJU KRISHNA, A TEACHER WITH SCCOE AND A DEFENDER OF PUBLIC EDUCATION.
DECLINING ENROLLMENT IN SPECIAL ED IS REAL.
IF THE REVENUE FOR SPECIAL ED IS LOWER NOW, THEN WHY WAS THE POSITION FOR THE DIRECTOR OF SPECIAL ED CHANGED TO AN EXECUTIVE DIRECTOR POSITION? THE POSITION CHANGE CAME WITH A NEW SALARY SCALE THAT MAXES OUT AT APPROXIMATELY 40,000 HIGHER.
NO DIRECTORS REPORT TO THIS POSITION.
IF THE BUDGET IS TIGHTER NOW AND ENROLLMENT IS DECLINING, THEN WHY THE ADDED EXPENSE? WHY ADD A PROGRAM MANAGER TO THE EARLY START AND PRESCHOOL PROGRAM WHEN THE NUMBER OF STAFF HAS DECREASED? I REQUEST THE BOARD TO BUILD A BETTER BUDGET AND PRIORITIZE MORE FUNDS FOR STAFF THAT DIRECTLY SERVE STUDENTS SO THAT WE CAN FILL VACANT POSITIONS, GET SUBSTITUTES WHEN NEEDED, AND ENSURE WE HAVE ALL THE STAFF NECESSARY TO SUPPORT OUR STUDENT PROGRAMS AND PROVIDE ACCESS TO OUR STUDENTS.
PRIORITIZE FUNDS FOR OUR STUDENT PROGRAMS SO OUR PARENTS AND COMMUNITY, AND ALSO OUR EDUCATORS ARE NOT LIVING UNDER THE FEARS AND ANXIETY OF CLASSROOM CLOSURES BECAUSE WE ARE CONSTANTLY TOLD ABOUT DECLINING ENROLLMENT.
PRIORITIZE AND SHIFT FUNDS FOR STUDENTS FIRST.
AND THE NEXT SPEAKER IS LETICIA PADILLA.
PLEASE APPROACH THE PODIUM, CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
I USED TO BE A PART OF THE POLICY COUNCIL, BUT UNFORTUNATELY DUE TO CONFLICTS OF INTEREST, MY HUSBAND WORKS AT THE SCCOE I HAD TO BE LET GO AND I RESPECT THE BYLAW SO I LEFT.
WE'RE LEARNING THAT P CARDS ARE BEING USED BY PEOPLE WHO AREN'T EVEN A PART OF HEAD START, AND IT'S JUST SO DISHEARTENING TO LEARN THAT THEY'RE GOING TO BE BLACKED OUT LIKE IT NEVER HAPPENED.
I MEAN, HOW ARE WE GOING TO TRUST THAT THESE REPORTS ARE REAL, THAT THESE PEOPLE ARE USING THESE CARDS FOR WHAT THEIR INTENDED PURPOSE ARE WAS FOR THE TEACHERS AND THE SUPPLIES FOR THE CLASSROOMS. NOW THEY'RE TRYING TO GET US TO VOTE ON THE PERSONNEL POLICIES, TO GET THE TEACHERS IN THE CLASSROOMS. BUT WE DON'T EVEN KNOW IF THOSE TEACHERS ARE GOING TO BE GOING WHERE IT SAYS THEY ARE.
HOW DO WE KNOW THEY'RE NOT GOING TO COME HERE TO RITTER PARK AND NOT TO THE FAMILIES THAT NEED THEM OUTSIDE? THE NEXT SPEAKER IS DORIS ALEJOS.
PLEASE APPROACH THE PODIUM, CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
THERE IS SUBSTANTIALLY HIGHER PERCENT OF STUDENTS WITH IDENTIFIED SPECIAL NEEDS IN OUR CLASSROOM, YET WE HAVE NEVER BEEN PROVIDED TRAINING IN HOW BEST TO INCLUDE THESE CHILDREN AND MAKE THE APPROPRIATE MODIFICATIONS AND ACCOMMODATIONS.
WE HAVE ALWAYS SERVED STUDENTS WITH IEPS, MANAGEMENT SAID.
NOW WE HAVE STUDENTS WHO ARE DIAGNOSED WITH AUTISM BEFORE THEY LEAVE US, NON-AMBULATORY STUDENTS AND STUDENTS WITH WHO USE A G-TUBE FOR NUTRITION, FOR SAFETY AND EQUITY. WE NEED TO DO BETTER FOR OUR CHILDREN AND FOR OUR STAFF.
WE ASK THE BOARD TO BE ACCOUNTABLE TO OUR CONCERNS AND TO BUILD A BUDGET THAT INVESTS IN OUR STAFF.
AND NEXT SPEAKER IS SARA GIANCARO.
PLEASE APPROACH THE PODIUM, CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
SARA GIANCARO, CHAPTER PRESIDENT FOR THIS CHAPTER OF SEIU LOCAL FIVE.
WE ARE PROUD PUBLIC EMPLOYEES AND DEFENDERS OF PUBLIC EDUCATION.
WE'RE PROUD OF THE INCREDIBLE WORK WE DO TO SUPPORT PUBLIC EDUCATION, WHETHER THAT IS WORKING DIRECTLY WITH STUDENTS OR PROVIDING THE BEHIND THE SCENES WORK THAT SUPPORTS THE DISTRICT'S SERVICES TO STUDENTS.
OUR PRIORITIES ARE SAFETY, EQUITY AND ACCOUNTABILITY.
SAFE WORK ENVIRONMENTS FOR ALL, EQUITY VIA COMMON SENSE, REMOTE WORK POLICIES, WORKPLACE ACCOMMODATIONS, EQUITY AND COMPENSATION, AND BENEFITS LIKE OUR STEPS, LONGEVITY AND RETIREE HEALTH CARE.
ACCOUNTABILITY. OUR ORGANIZATION HAS DIVISIONS WITH A 1 TO 1 STAFF TO MANAGEMENT RATIO.
THE NEXT SPEAKER IS JOANN BARS.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
GOOD EVENING. I'M DOCTOR JOANN BARS, AN EDUCATOR IN SANTA CLARA COUNTY SINCE 1999.
[00:40:01]
THE SANTA CLARA COUNTY BOARD OF EDUCATION STATES IN ITS PRIORITIES DOCUMENT THAT IT WILL QUOTE ADVANCED EQUITY AND EDUCATIONAL AND SYSTEMIC JUSTICE. END QUOTE.EQUITY AND SYSTEMIC JUSTICE WORK IS ROOTED IN TRANSPARENCY AND ACCOUNTABILITY BECAUSE THEY BUILD TRUST AND INCREASE ENGAGEMENT, AS WELL AS INCREASE SUPPORT OF PROCESSES, INSTITUTIONS, AND PEOPLE.

MY NAME IS TINA CHANG AND I'M THE PARENT OF A CHILD WITH EXCEPTIONAL NEEDS IN OUR COUNTY, DEAF AND HARD OF HEARING PROGRAM, AND I'M AN ACTIVE PARTICIPANT IN THE PARENT ACCOUNT. THE PAC AND THE THREE CAC VICE CHAIR.
I WOULD LIKE TO EXPRESS MY GRATITUDE FOR THE CONTINUED WORK OF THIS BOARD AND THE SUPERINTENDENT'S OFFICE, AS THEY HAVE SOUGHT TO LISTEN TO PARENTS AND STUDENT VOICES THIS YEAR. YET, AS WE CLOSE OFF THE SCHOOL YEAR, WE HAVE MANY CHALLENGES AHEAD OF US, SUCH AS DECLINING ENROLLMENT, BUDGET CUTS, STAFFING SHORTAGES, CONSOLIDATIONS, AND MANY OTHER GAPS IN THE CONTINUUM OF SERVICES FOR STUDENTS WITH DISABILITIES.
I'D LIKE TO QUOTE SPIDER-MAN THAT WITH GREAT POWER COMES GREAT RESPONSIBILITY.
WHILE SPECIAL EDUCATION IS NOT LEGALLY MANDATED, PLEASE CONTINUE TO SUPPORT THEM IN YOUR POLICIES.
THE NEXT SPEAKER IS TAMMY JANNOTTA.
PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
GOOD EVENING. MY NAME IS TAMMY DINOTO.
I AM A REGION ONE VICE PRESIDENT AT SEIU, AND I HAVE LOTS OF ROLES AT SEIU.
I SUPPORT AND DEFEND PUBLIC EDUCATION IN THIS COUNTY, AND I STAND WITH THE FAMILIES, STUDENTS AND WORKERS OF SEIU WHO ARE DEMANDING THAT SCCOE BE HELD ACCOUNTABLE FOR SAFETY, EQUITY, AND ACCOUNTABILITY.
COE SHOULD PROVIDE MORE INCLUSION OPPORTUNITIES AND COLLABORATION WITH THE HOST SCHOOL DISTRICTS.
A SINGLE STAFF MEMBER MUST NEVER BE ALONE WITH STUDENTS.
I DON'T KNOW WHY WE HAVE TO KEEP REPEATING THAT.
I URGE YOU TO ENSURE THAT ANY BUDGET YOU APPROVE MUST INCLUDE FUNDING FOR ALL CLASSIFIED STAFF.
AND I APPLAUD YOU WHO VOTED FOR A SPECIAL COUNCIL.
THANK YOU. THE NEXT SPEAKER IS SANDY FIKOWSKI.
PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PRESENT YOUR COMMENT BACK.
THAT WAS PRETTY CLOSE. IT'S BACCULUCCI.
MY NAME IS SANDY. I'VE WORKED FOR SCCOE FOR ABOUT 26 YEARS, GIVE OR TAKE.
I THINK LONGER IF YOU INCLUDE SUBBING, AND I AM A DEFENDER OF PUBLIC EDUCATION, AS I HOPE AND I KNOW THAT WE ALL ARE, I THINK SOMETIMES WE HAVE DIFFERENT WAYS OF DOING THINGS AND DIFFERENT WAYS OF APPROACHING THINGS.
I ALSO STAND FOR SAFETY, EQUITY AND ACCOUNTABILITY, AND I HOPE AND BELIEVE THAT WE ALL DO.
[00:45:01]
WAS. THAT WILL HELP US TRUST MORE, AND IT WILL HELP BUILD BRIDGES SO THAT WE CAN WORK BETTER TOGETHER.THANK YOU. THIS CONCLUDES PUBLIC COMMENT.
WE WILL NOW MOVE TO AGENDA ITEM FIVE, OUR CONSENT ACTION ITEMS.
[5. CONSENT ACTION ITEMS]
I WILL ENTERTAIN A MOTION.I HAVE A MOTION FROM TRUSTEE DI SALVO TO APPROVE ITEMS 5A THROUGH H.
I'LL SECOND. A SECOND FROM TRUSTEE CHON.
AND THAT MOTION CARRIES UNANIMOUSLY.
BUT I JUST WANT TO THANK DOCTOR DEWAN FOR GETTING THE LETTER C, THE REQUEST ADOPTION OF RESOLUTION IN SUPPORT OF ADMINISTRATOR EQUITY AND EDUCATION. I APPRECIATE THAT THAT WAS ON THIS AGENDA.
IT'S ONLY A COUPLE OF WEEKS SINCE I REQUESTED IT.
IT'S AN ASSEMBLY BILL, AND I THINK IT'S AN IMPORTANT ONE.
AND I'M I'M GLAD WE ARE ALL SUPPORTING IT.
RIGHT. WE WILL MOVE ON TO OUR ACTION ITEMS.
[A. Request Adoption of the 2024-25 SCCOE Local Control Accountability Plan (LCAP)]
WE HAVE TWO ITEMS THIS EVENING.DOCTOR DEWAN, WILL YOU PLEASE INTRODUCE THE FIRST ITEM? PRESIDENT BERTA, PLEASE EXCUSE THE INTERRUPTION.
THERE ARE THREE PUBLIC COMMENTS.
DO YOU WANT TO INTRODUCE THE ITEM AND THEN WE'LL GO TO PUBLIC COMMENTS.
I'D LIKE TO INVITE TERESA SHIPP TO COME FORWARD TO PROVIDE AN OPENING STATEMENT.
AND THEN IF YOU'D LIKE TO TAKE PUBLIC COMMENTS BEFORE ENTERTAINING A MOTION FOR APPROVAL.
THANK YOU SO MUCH. GOOD EVENING, PRESIDENT BERTA, DOCTOR DEWAN AND TRUSTEES AND COMMUNITY.
EDUCATION CODE 52068 B1 REQUIRES THAT SCHOOL DISTRICTS AND COUNTY OFFICES HOLD A PUBLIC HEARING TO OFFER AN OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO COMMENT ON SPECIFIC ACTIONS AND EXPENDITURES PROPOSED IN THE LCAP.
THE LCAP IS A THREE YEAR PLAN, OF WHICH WE WILL BE STARTING YEAR 1 IN 2024 2025 SCHOOL YEAR.
WE ARE REQUIRED TO HAVE BASELINE DATA OF WHICH WE MONITOR, ASSESS, AND REPORT OUT OVER THE COURSE OF THE THREE YEARS ON EACH GOAL AND EACH SPECIFIC ACTION WITHIN THAT GOAL. THIS YEAR, WE OFFERED PARENTS, STUDENTS, AND STAFF A VARIETY OF OPPORTUNITIES TO SHARE FEEDBACK THROUGHOUT THE LCAP PROCESS, INCLUDING MONTHLY PARENT MEETINGS, SURVEYS, STAFF MEETINGS, AND SCHOOL SITE COUNCIL MEETINGS.
THANK YOU. WE WILL NOW GO TO PUBLIC COMMENT.
MODERATOR IF YOU COULD PLEASE PROCEED.
THERE ARE THREE SPEAKERS FOR PUBLIC COMMENT.
SARA GIANCARO AND CHRISTINA MOORE.
OUR FIRST SPEAKER IS REJU KRISHNA.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR PUBLIC COMMENT.
[00:50:10]
I SINCERELY APOLOGIZE.I'M REJU KRISHNA, A TEACHER WITH SCCOE AND A DEFENDER OF PUBLIC EDUCATION.
BASED ON THE LCAP OVERVIEW PRESENTED DURING THE BOARD MEETING ON JUNE 5TH, AND ASSISTANT SUPERINTENDENT SHIPP'S RESPONSE TO TRUSTEE MAH IT APPEARED THAT SPECIAL EDUCATION IS NOT COVERED BY THE LCAP.
THIS SHOULD HAVE BEEN INCLUDED DURING THE PRESENTATION ON JUNE 5TH, AND I APOLOGIZE IF IT'S MY NAIVETY, BUT I BELIEVE IT SHOULD HAVE BEEN INCLUDED IN THE PRESENTATION, SO THAT THE STAKEHOLDERS AND THE TRUSTEES HAVE HAD THE OPPORTUNITY TO ASK QUESTIONS AND MAKE INFORMATION REQUESTS, AND MAKE AN INFORMED UNDERSTANDING OF WHAT'S HAPPENING.
TRADITIONALLY, OUR SPECIAL ED STUDENTS HAVE ALWAYS BEEN SIDELINED, AND THIS WAS YET ANOTHER INSTANCE WHICH NOT ONLY WAS A MISSED OPPORTUNITY TO SHOWCASE ALL THE WONDERFUL WORK OF OUR SPECIAL EDUCATION STUDENTS AND THE PEOPLE WHO WORK WITH THEM, BUT AGAIN, THIS WAS AN OPPORTUNITY THAT WE MISSED.
MORE IMPORTANTLY, WHY DID WE LEAVE SPECIAL ED OUT OF THE LCAP PRESENTATION? IT'S JUST A VERY SIMPLE QUESTION.
THANK YOU. OUR NEXT SPEAKER IS CHRISTINA MOORE.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR PUBLIC COMMENT.
HI, I'M CHRISTINA MOORE, SPECIAL ED TEACHER FOR THE COUNTY.
I, LIKE OTHERS, ARE WONDERING WHY WE HAVE NOT HAD AN LCAP SURVEY SENT OUT IN THE LAST FEW YEARS.
AFTER INFORMING PARENTS OF THEIR RIGHTS, I AND OTHER COLLEAGUES WERE EVEN CHASTISED.
THEY WOULDN'T KNOW IF YOU DIDN'T TELL THEM.
THE PRACTICE OF KEEPING STAFF AND PARENTS UNINFORMED AND STIFLED WILL NOT BE SUCCESSFUL.
WE KINDLY REQUEST TRANSPARENCY AND COLLABORATION FOR ALL AND ALL MUST MEAN ALL.
OUR NEXT SPEAKER IS SARA GIANCARO.
SARA GIANCARO SEIU CHAPTER PRESIDENT AND DEFENDER OF PUBLIC EDUCATION.
YOU'LL NOTICE IN THE DOCUMENTS PROVIDED THAT THE LCAP PARTICIPATION WAS 10% OF FAMILIES.
DO WE KNOW IF THIS IS HIGH OR LOW? HOW CAN WE IMPROVE FAMILY ENGAGEMENT AS THE LCAP IS IMPORTANT IN GUIDING THE WORK OF THE ORGANIZATION? I KNOW THAT WHEN I GET AN EMAIL FROM MY SCHOOL DISTRICT, I FILL OUT THE LCAP.
BUT NOT EVERYONE KNOWS OR UNDERSTANDS THE IMPORTANCE OF THE LCAP, AND IT'S OUR ONUS AS EDUCATORS TO ENSURE THAT THEY DO UNDERSTAND WHY IT'S IMPORTANT THAT WE INVITE THEIR PARTICIPATION, AND THAT WE DO MORE THAN JUST SENDING AN EMAIL.
OTHER THAN THAT, I AGREE WITH EVERYTHING THAT WE DO AND CHRISTINA SHARED.
THANK YOU. PRESIDENT BERTA WE ALSO HAVE ONE COMMENT FOR 6B AND THIS CONCLUDES PUBLIC COMMENT FOR 6A.
ARE THERE ANY COMMENTS OR QUESTIONS ON THIS ITEM? TRUSTEE SREEKRISHNAN.
YEAH. IF NOW'S THE APPROPRIATE TIME WOULD WE BE ABLE TO GET AN ANSWER DOCTOR DEWAN ON THE COUPLE QUESTIONS FROM OUR PUBLIC COMMENTERS ABOUT SPECIAL EDUCATION BEING REFLECTED IN THE LCAP.
YES, WE CAN PROVIDE A RESPONSE.
THANK YOU. PER THE CDE, A COUNTY OFFICE OF EDUCATION IS NOT REQUIRED TO DESCRIBE ITS ENTIRE COE OPERATED SPECIAL EDUCATION PROGRAM IN ITS 24-25 LCAP.
A COE MUST INCLUDE ONE OR MORE ACTIONS ADDRESSING THE RED OR VERY LOW INDICATORS AND OR STUDENT GROUPS IDENTIFIED ON THE 23 DASHBOARD 2023 DASHBOARD.
ANYTHING BEYOND THIS IS NOT REQUIRED.
IN THE CASE OF OUR LCAP, SPECIAL EDUCATION IS ONLY LISTED FOR THE FOLLOWING INDICATORS DUE TO THEIR LOW INDICATIONS ON THE DASHBOARD SUSPENSION RATE ENGLISH LANGUAGE ARTS AND MATH.
WE HAVE ALSO INCLUDED CATEGORICAL FUNDS USED TO ALIGN WITH THE LCAP FEDERAL ADDENDUM AND SIPSAS.
WELL, THANK YOU FOR THAT RESPONSE.
I WILL SAY, I THINK, YOU KNOW, IN YEARS PAST WE HAVE SEEN MORE IN OUR SLIDE PRESENTATIONS.
[00:55:05]
FOR I KNOW THIS IS TIME SENSITIVE, BUT FOR FUTURE LCAPS BECAUSE IT'S A BIG PART OF WHAT WE DO.YES. SO THE LCAP IS DIRECTLY TIED TO THE LOCAL CONTROL FUNDING FORMULA, AND THE STATE BOARD OF EDUCATION AND THE CALIFORNIA DEPARTMENT OF EDUCATION HAVE BEEN EVOLVING OVER THE YEARS OF LCFF, WHICH STARTED IN 2013.
REGARDING THE REQUIREMENTS FOR SCCOE AND BECAUSE THE COUNTY OFFICE OF EDUCATION IS NOT FUNDED UNDER THE LOCAL CONTROL FUNDING FORMULA FOR SPECIAL EDUCATION, IT IS NOT INCLUDED IN CDE OR STATE BOARD OF EDUCATION.
REGARDING THE LCAP, BECAUSE THERE'S A DIRECT CORRELATION BETWEEN THE FUNDING FORMULA AND THE ACCOUNTABILITY PLAN, WHICH IS DESIGNED TO SPEAK SPECIFICALLY TO THE AREAS WHERE THE STATE PROVIDES FUNDING TO COUNTY OFFICES OF EDUCATION.
AND THE STATE ACTUALLY REFERS TO COUNTY OFFICE LCAPS AS THE COURT AND COMMUNITY SCHOOL LCAP.
YOU KNOW, IT'S BECAUSE SO MUCH OF THE LCAP IS FAMILY ENGAGEMENT, RIGHT? AND SO THAT'S WHY I WOULD ADVOCATE FOR THAT.
BUT UNDERSTANDING, YOU KNOW, ED CODE AND ALL OF THE LAWS AND THEN IN TERMS OF THE PARTICIPATION DO WE KNOW IF IT WAS I DON'T REMEMBER LAST YEAR.
DO WE KNOW IF IT'S HIGHER OR LOWER THAN OUR PAST FEW YEARS OR DO WE KNOW? I'M NOT SURE, BUT I'M HAPPY TO PROVIDE THAT INFORMATION AT A LATER TIME.
LOOK INTO IT AND GET IT TO DOCTOR DEWAN.
WE DO HAVE SCHOOL SITE COUNCILS WHERE OUR PARENTS PARTICIPATE.
WE HAVE OUR MONTHLY PAC MEETINGS WHICH WE HAD ONE OF OUR PAC REPRESENTATIVES HERE SPEAKING EARLIER.
ADDITIONALLY, WE DID HAVE PARENT MEETINGS AT EACH OF OUR COURT AND COMMUNITY SCHOOLS.
WE DID OUTREACH, WE DID EMAILS, SURVEYS, BUT LIKE WAS SHARED YOU KNOW, AN EMAIL ISN'T ENOUGH.
WE DID DO SOME PHONE CALLS TO TRY TO FOLLOW UP, BUT ALWAYS LOOKING TO IMPROVE ON THAT.
ABSOLUTELY. BUT I CAN GATHER SOME MORE KIND OF THREE YEAR TRENDS ON THE PARENT PARTICIPATION.
TEXTS, YOU KNOW, SCHOOL MESSENGER.
WE ACTUALLY JUST HAD A TRAINING ON THAT TODAY AT RITTER PARK.
SO YES, WE ARE ALSO TRYING TO ENHANCE OUR SCHOOL, THE USE OF SCHOOL MESSENGER.
WELL, THOSE ARE MY QUESTIONS FOR NOW ON THE LCAP.
AND I KNOW I'VE SEEN AT LEAST EVERY TRUSTEES CARD GO UP.
SO I'M JUST GOING TO START FROM ONE END AND GO TO THE OTHER.
SO TRUSTEE MAH, AND CHON, DI SALVO, AND LARI.
I GUESS I'M LOOKING AT THE LCAP AND I SEE A NUMBER OF REFERENCES TO SPECIAL ED.
SO I GUESS AS TRUSTEE SREEKRISHNAN MENTIONED, WE'VE HAD IT IN THE PAST, AND IN THAT IT'S KIND OF SCATTERED THROUGH HERE.
I WOULD RECOMMEND I MEAN, MY PERSONAL PREFERENCE WOULD BE PUT IT ALL BACK IN AND KEEP IT IN.
I THINK THAT'S MY MAIN COMMENT.
I GUESS I JUST HAD, LIKE, A COUPLE CLARIFYING QUESTIONS.
I UNDERSTAND THAT THE LCAP IS REFLECTED WITH THE LOCAL CONTROL FUNDING FORMULA, BUT THAT WOULD BE MORE THAN JUST OUR COURT AND COMMUNITY SCHOOLS, RIGHT? IS IT JUST THAT FOR COUNTY OFFICES OF EDUCATION, IT IS THE COURT AND COMMUNITY SCHOOLS.
SO THEN, LIKE THE SUSPENSION DATA THAT SUPERINTENDENT SHIPP WAS REFERRING TO, LIKE, IS THAT SPECIFICALLY FOR OUR SPECIAL EDUCATION PROGRAMS, OR IS THAT MORE FOR OUR COURT AND COMMUNITY SCHOOLS PROGRAMS? SO ASSISTANT SUPERINTENDENT CAN RESTATE THAT.
SO THERE THERE IS A CAVEAT IN TERMS OF THE ACCOUNTABILITY SYSTEM THAT ALLOWS US TO INCORPORATE SPECIFIC DATA FROM THE DASHBOARD, WHICH ADDRESSES STUDENTS WITH DISABILITIES IN OUR PROGRAMS. SO. YES. SO WE.
[01:00:08]
SUSPENSION RATE, ENGLISH LANGUAGE ARTS AND MATH.AND THEN WE'VE ALSO INCLUDED SOME CATEGORICAL FUNDING FROM THE FEDERAL ADDENDUM AND IN OUR CIPS.
BUT CAN WE REPORT GREENS OR IS IT LIKE ONLY REQUIRED TO REPORT WHAT'S IN THE RED? THAT'S CORRECT. WE ARE REQUIRED TO REPORT WHAT'S IN THE RED SO WE CAN HAVE AN IMPROVEMENT PLAN.
SO WE CAN SHOW AND MAKE SURE THAT WE HAVE GOALS FOR IMPROVEMENT AND METRICS TO MEASURE.
CAN WE REPORT WHAT WENT WELL IN OUR SPECIAL EDUCATION PROGRAMS. OR IS THAT USUALLY NOT INCLUDED.
THAT IS NOT USUALLY INCLUDED BECAUSE WE WANT METRICS IN ORDER TO SHOW IMPROVEMENT.
OKAY. AND THEN WHEN YOU REFERENCE, LIKE THE SCHOOL SITE COUNCILS AND THE PAC MEETINGS, ARE THOSE DONE FOR OUR SPECIAL ED FAMILIES AS WELL? YES. EVERYONE IS INVITED.
I'M SURE THAT GOES OUT TO THOSE FAMILIES.
THAT'S ALL REPORTED IN HERE AS WELL.
I THINK THAT WAS IT FOR RIGHT NOW.
TRUSTEE DI SALVO. THANK YOU, MADAM PRESIDENT.
IT WAS STATED BY A PUBLIC COMMENTER THAT THE PARTICIPATION RATE BY PARENTS WAS 10%.
IS THAT AN ACCURATE FIGURE? IT IS ACCURATE AND I WAS TELLING, I THINK IT WAS TRUSTEE MAH ALSO ASKED, AND I'M GOING TO LOOK AT THE THREE YEAR TREND TO SEE.
RIGHT. THAT WOULD BE GOOD INFORMATION TO HAVE.
ABSOLUTELY. ALSO, IN ADDITION, AND THIS IS JUST FOR COURT AND COMMUNITY SCHOOLS, CORRECT.
I WOULD LIKE TO ALSO KNOW HOW IT COMPARES TO OUR SISTER AND BROTHER COUNTY OFFICES.
I'LL NAME THEM ALAMEDA, SAN MATEO, SANTA CRUZ.
SURE. WHAT WAS THE COURT COMMUNITY SCHOOL PARTICIPATION RATE IN THEIR LCAP WHEN IT CAME TO THE BOARD LEVEL? I WOULD LIKE TO KNOW THAT AS WELL.
SURE I WOULD, I WILL GET THAT INFORMATION.
SO DOES THE LCFF FORMULA APPLY TO ANY SEGMENT OF THE SPECIAL EDUCATION STUDENTS? BECAUSE THERE MUST BE SOME OVERLAP BETWEEN ENGLISH LEARNERS AND SPECIAL EDUCATION STUDENTS.
FOSTER YOUTH AND ENGLISH LEARNERS.
SO YES. THEN THEY ARE INCLUDED WITHIN THIS LCAP AND WITHIN THE LCFF FUNDING.
AREN'T THERE SOME SPECIAL ED KIDS WHO ARE LOW INCOME ENGLISH LANGUAGE LEARNERS AND FOSTER YOUTH? YES, BUT THOSE ARE STUDENTS ARE REPORTED WITHIN THEIR DISTRICT OF RESIDENCE.
SO UNLIKE WHERE TRUSTEE LARI WAS ASKING, THE OVERLAP WITH COURT AND COMMUNITY WITHIN OUR COUNTY OPERATED PROGRAMS FOR STUDENTS WITH DISABILITIES, THEY ARE REPORTED WITHIN THEIR DISTRICTS OF RESIDENCE.
SO WE DON'T REPORT THEM AS OUR.
WE DO WHEN THERE'S A RED INDICATOR.
SO FOR INSTANCE, WHEN THE ENGLISH LANGUAGE ARTS METRIC WAS IN THE RED, WHICH PAGE IS THAT ON THIS.
WITHIN THE LCAP, OR I'M JUST IN LCAP OR WITHIN THE INDICATORS.
I DON'T KNOW THE PAGE, BUT I CAN LOOK IT UP AND GET BACK TO YOU.
THAT WE DO THEN HAVE TO REPORT ON RIGHT, ANYTHING THAT IS A LOW INDICATOR WITHIN THE 2023 DASHBOARD.
I'M SORRY. COULD YOU SAY THAT AGAIN? IF IT'S A LOW INDICATOR ON THE 2023 DASHBOARD THAT HAPPENS TO BE IN SPECIAL ED LIKE ATTENDANCE, DID YOU SAY OR SUSPENSION RATE? ENGLISH LANGUAGE ARTS AND MATH.
THOSE ARE OUR LOW INDICATORS ON THE 2023 DASHBOARD.
OKAY. SO OTHER THINGS LIKE CHRONIC ABSENTEEISM.
IF THAT SHOWS UP LOW IN THE DASHBOARD, THAT IS FOR OUR COURT AND COMMUNITY.
SO SPECIFICALLY, MAYBE I MISUNDERSTOOD YOUR QUESTION.
I THOUGHT YOU WERE ASKING SPECIFICALLY FOR OUR SPECIAL EDUCATION PROGRAM.
[01:05:05]
NOW FOR OUR COURT AND COMMUNITY SCHOOLS.RIGHT NOW I'M NOT ASKING ABOUT THOSE.
OKAY. SO THEN FOR THE SPECIAL ED PROGRAMS, DON'T WE HAVE INFORMATION ON CHRONIC ABSENTEEISM, OTHER INDICATORS? RETENTION? DON'T WE HAVE THAT INFORMATION ABOUT THE SPECIAL ED PROGRAM, SCHOOLS OR CLASSES WITHIN OUR PROGRAM? YES, WE HAVE OUR.
THOSE ARE THE THE ONES ON THE DASHBOARD THAT ARE READ.
YES. AND SO THEY THOSE ARE THE ONES THAT WE DO NEED TO REPORT ON.
BUT IF OUR OTHER ONES WERE READ THEN WE WOULD HAVE TO REPORT THOSE TOO.
YES. SO OUR SPECIAL ED CHRONIC ABSENTEEISM IS NOT READ.
IT IS NOT READ ON THE 2023 DASHBOARD.
I DON'T KNOW THAT OFF THE TOP OF MY HEAD.
TRUSTEE MAH. BUT I CAN LOOK IT UP.
OKAY, SO ANY ANYTHING THAT'S IN OUR SPECIAL ED PROGRAM THAT'S RED WOULD HAVE TO BE REPORTED.
SO RIGHT NOW IN THIS KIND OF ITERATION, THERE'S ONLY THE THREE ITEMS. YES OKAY.
BECAUSE THE OTHER ONES ARE NOT READ CORRECT.
I DO ALSO JUST, WANT TO KIND OF NOTE THAT AT THE TOP OF THE LCAP REPORT, IT DOES SAY THAT COUNTY OFFERS COMPREHENSIVE EDUCATIONAL RESOURCE AND SERVICE CENTER WITH MANDATED FISCAL, ADMINISTRATIVE, HR, STRUCTURAL OVERSIGHT, ADMINISTRATIVE FUNCTIONS AND DIRECT SERVICE FUNCTIONS, AND DIRECT SERVICE SERVICES ARE PROVIDED TO SCHOOL DISTRICTS INCLUDING SPECIAL ED, EARLY LEARNING, ENVIRONMENTAL ED, ALTERNATIVE ED, MIGRANT ED, AND OPPORTUNITY YOUTH.
SO IF ANY OF THOSE, I GUESS THOSE AREN'T LEAS, THERE'S ONLY SPECIAL ED THAT'S KIND OF ON THE DASHBOARD BECAUSE CORRECT EARLY LEARNING IS NOT ON THE DASHBOARD. CORRECT.
ALL THOSE ARE ON THE DASHBOARD.
THEY DO HAVE AN LCAP SEPARATE FROM OURS.
AND SO IS THERE ANYTHING RED WITH THEM? I DON'T HAVE THE OYA LCAP IN FRONT OF ME.
SO THAT WOULD BE SEPARATELY APPROVED FROM THIS PARTICULAR LCAP OR IS THAT.
YES. TRUSTEE MAH THAT IS A SEPARATE LCAP.
OKAY. AND SO WHEN ARE THE OTHER LCAPS COMING TO US? THERE'S ONLY ONE OTHER LCAP, AND THAT'S FOR OYA.
AND THAT GOES TO THE OYA GOVERNING BOARD.
OH, SO WE WON'T EVEN SEE THAT.
NO, IT WILL BE PUBLICLY POSTED, BUT IT DOES NOT COME TO THIS BOARD.
OKAY, SO THE SPECIAL ED ITEMS WHICH ARE RED, WHICH NEED TO BE REPORTED WILL BE REPORTED WHERE? NOT IN THIS LCAP.
SO THEY ARE IN THIS LCAP? YES. OKAY.
AND JUST A LAST CLARIFICATION.
SO SPECIAL EDUCATION PARENTS DID PARTICIPATE IN THIS, RIGHT? YES. OKAY.
THROUGH THE VARIOUS PARENT ENGAGEMENT COMMITTEES THAT WE HAVE.
YES. SO WANT TO REITERATE THAT I THINK IT'D BE GOOD TO HIGHLIGHT.
THANK YOU. AND I JUST HAD A FEW QUESTIONS, I GUESS, AND, AND FOLLOW UP TO SOME OF THE INITIAL I UNDERSTAND THAT THE LCFF DOLLARS THEY DON'T COME FROM THE PROGRAM DIRECTLY BECAUSE THEY'RE, IT'S FOLLOWING THE FEE FOR SERVICE MODEL, I BELIEVE.
AND I'M LOOKING SPECIFICALLY, FOR INSTANCE ON PAGE 19.
IT GOES THROUGH THE PERCENTAGES.
IT ACTUALLY. SO IT HAS THE COMMUNITY SCHOOLS DASHBOARD INFORMATION AND THEN IT HAS SPECIAL ED.
SO IT GOES THROUGH EACH OF THE CATEGORY AREAS.
JUST WONDERING WHY CERTAIN AREAS WERE ADDRESSED AND NOT OTHERS THROUGHOUT THE ENTIRE DOCUMENT.
THEN AGAIN, IT GOES BACK TO THE 2023 CALIFORNIA DASHBOARD AND THE AREAS IN WHICH OUR GOALS ARE SET, OUR METRICS ARE SET, AND THE AREAS THAT WE NEED TO SHOW IMPROVEMENT ON.
[01:10:04]
INDICATING NEED FOR IMPROVEMENT.AND THAT'S WHERE WE'RE SETTING THOSE METRICS AND REPORTING OUT ON AND COMING UP WITH A PLAN.
SO FOR INSTANCE, IF WE HAVE CHRONIC ABSENTEEISM WITHIN OUR COURT AND COMMUNITY SCHOOLS, WHAT ARE WE DOING TO ADDRESS THAT? AND SO THEN WE HAVE OUR GOALS IN THERE.
ONLINE PLATFORM TO ORGANIZE AND IMPLEMENT INTERVENTIONS SO WE KNOW EXACTLY WHAT WE'RE DOING.
WHAT DOES AN INTERVENTION LOOK LIKE.
AND WAS THERE A REASON THAT WASN'T IN THE PRESENTATION AS OPPOSED TO.
THE AREAS THAT WERE INDICATING CONCERN MEANING LIKE IN DEPTH MORE ON THE RED INDICATORS THINKING THE, YOU KNOW, IN THE TOTALITY TO MAKE SURE WE'RE COVERING OUR DIFFERENT BUCKETS OF PROGRAMS. RIGHT? YEAH, ABSOLUTELY.
WE TOUCHED ON IT ON THE OVERVIEW, BUT WE DID NOT DIVE DEEP ON ANY ONE SPECIFIC METRIC.
THANK YOU. AND THEN DO YOU KNOW IF BASED ON THE COMMENT WAS THE LCAP SURVEY NOT SENT OUT TO ALL STAFF OR HOW I WAS GOING TO FOLLOW UP ON THAT? BECAUSE I DO BELIEVE IT WAS.
BUT I WANT TO DOUBLE CHECK THAT AND MAKE SURE THAT ALL VOICES WERE HEARD.
OKAY. I TOOK A NOTE OF THAT ALSO, OUR PRESIDENT BERTA.
OKAY. CAN YOU CLARIFY ANYTHING IN TERMS OF. I ACTUALLY THINK THAT WAS IT.
AND, YOU KNOW, KIND OF THIS TIME WOULD HAVE BEEN NICE TO GET A SNAPSHOT OF ALL THE DASHBOARDS.
OH, SURE. SO JUST SO YOU KNOW, WE SEE WHICH ONES WERE RED.
YOU KNOW WHAT THE DIFFERENT SCHOOLS WHICH HAVE DASHBOARDS.
AND, YOU KNOW, IT'S NOT NECESSARILY PART OF THE LCAP, BUT IT WOULD BE BACK UP TO THIS LCAP REPORT.
IT DOESN'T HAVE TO BE PULLED OUT OR ANYTHING.
I MEAN, WE HAVE THE DASHBOARD FOR CLARK COUNTY SCHOOLS, CLARK SPECIAL ED CLICK.
JUST TAKE A PICTURE OF THOSE AND PUT THEM IN AS BACKUP.
IT DOESN'T HAVE TO BE INCORPORATED IN, BUT IT JUST GIVES US.
FOR ME, I'M A VISUAL LEARNER, SO I LIKE TO SEE THE RED, GREEN, YELLOW, YOU KNOW, AND THAT MEANS MORE TO ME THAN JUST THE TEXT SAYING THINGS.
OKAY. THANK YOU FOR THE FEEDBACK.
ANY OTHER COMMENTS OR QUESTIONS FROM THE BOARD? ALL RIGHT. SO THIS IS AN ACTION ITEM.
YOU GET A MOTION TO APPROVE THE 24-25 SEC.
THERE'S ONE MORE PUBLIC COMMENT.
I BELIEVE THAT'S ON THE BUDGET.
SO WE'LL TAKE THAT ON THE NEXT ITEM.
RIGHT. IS THERE A MOTION ON THIS ITEM? SO MOVE.
YOU HAVE A SECOND? I'LL SECOND. SECOND FROM TRUSTEE CHON TRUSTEES, PLEASE VOTE IN BOARD DOCS.
AN ABSTENTION FROM TRUSTEE DI SALVO.
AND THAT PASSES WITH FOUR YESES, ZERO NO'S, TWO ABSTENTIONS.
DOCTOR DEWAN, WILL YOU PLEASE PRESENT THE NEXT ITEM?
[B. Request Adoption of the Santa Clara County Office of Education County School Service Fund Budget for 2024-25]
YES. THANK YOU, PRESIDENT BERTA.[01:15:09]
AS YOU KNOW, THIS ITEM WAS PRESENTED LAST WEEK IN PUBLIC HEARING AND TONIGHT IT IS PRESENTED FOR ACTION.OUR ASSISTANT SUPERINTENDENT, STEPHANIE GOMEZ IS HERE, AND SHE'LL PROVIDE AN OPENING STATEMENT.
AND THEN I UNDERSTAND WE HAVE ONE PUBLIC COMMENT.
GOOD EVENING, PRESIDENT BERTA.
GOOD EVENING, PRESIDENT BERTA.
SUPERINTENDENT DEWAN, TRUSTEES AND COMMUNITY.
LAST WEEK, ON JUNE 5TH, A PUBLIC HEARING WAS CONDUCTED ON 24-25 COUNTY SCHOOL SERVICES FUND BUDGET.
THE 24-25 COUNTY SCHOOL SERVICE FUND BUDGET WAS DEVELOPED IN ACCORDANCE WITH THE STATE ADOPTED CRITERIA AND STANDARDS, MEETS THE STATE MANDATED RESERVE REQUIREMENT OF 2% AND THE ADDITIONAL 2% RESERVE REQUIREMENT AS SET FORTH BY BOARD POLICY 3100.
SCCOE IS IN GOOD FISCAL HEALTH AND MEETS ALL THE STATUTORY CRITERIA AND REQUIREMENTS FOR ADOPTION FOR THE 24-25 COUNTY SCHOOL SERVICE FUND BUDGET, AND I WOULD LIKE TO REQUEST ADOPTION.
MODERATOR PLEASE PROCEED WITH PUBLIC COMMENT.
THERE IS ONE SPEAKER FOR PUBLIC COMMENT, SARA GIANCARO.
SEIU CHAPTER PRESIDENT, DEFENDER OF PUBLIC EDUCATION.
REMEMBER THAT ADOPTING THE BUDGET IS ONE OF THE BOARD OF TRUSTEES RESPONSIBILITIES.
NEXT YEAR, WE SHOULD MIMIC THE COUNTY OF SANTA CLARA'S ROLLOUT, WHICH IS A TWO MONTH PROCESS BEGINNING WITH THE RELEASE OF THE PROPOSED BUDGET, INCLUDING BUDGET WORKSHOPS WITH EACH DEPARTMENT AND AMPLE TIME FOR THE DECISION MAKERS TO ASK QUESTIONS AND REQUEST AND RECEIVE INFORMATION BEFORE THE FINAL VOTE.
THANK YOU. THIS CONCLUDES PUBLIC COMMENT.
THANK YOU. WE WILL GO TO TRUSTEES FOR COMMENTS AND QUESTIONS.
TRUSTEE SREEKRISHNAN, I THINK.
WELL, I HAD TWO SUGGESTIONS, AND I HAVE TALKED TO SUPERINTENDENT DEWAN OFFLINE AND ALSO HAVE TALKED TO OTHER MEMBERS OF THE COMMUNITY ON.
AND THAT LED ME TO THESE TWO SUGGESTIONS.
ONE IS AND WE HEARD A LOT OF PUBLIC COMMENT ABOUT.
PROFESSIONAL DEVELOPMENT FOR PARA EDUCATORS AND HAVING RESOURCES FOR THAT.
SO YOU KNOW, AN IDEA THAT I DISCUSSED WITH OTHERS WAS POTENTIALLY, YOU KNOW, THROUGH JLAC AND OUR GOVERNMENT AFFAIRS DIVISION.
DOING FORMAL ADVOCACY AT THE STATE LEVEL ON FUNDING FOR PROFESSIONAL DEVELOPMENT FOR PARA EDUCATORS.
SO I WANTED TO ASK OUR SUPERINTENDENT TO SEE HOW THAT COULD BE IMPLEMENTED EITHER THROUGH JLAC OR THROUGH STAFF.
BECAUSE, YOU KNOW, I THINK IT'D BE GOOD TO HAVE A FORMAL EFFORT AND SORT OF AN ADVOCACY CAMPAIGN AROUND THAT, ALONG WITH THE OTHER THINGS WE ADVOCATE FOR IN THE BUDGET.
YEAH. THANK YOU. I DO THINK JLAC WOULD BE ONE POSSIBLE VENUE FOR PUTTING TOGETHER SOME ADVOCACY STRATEGY AND RAISING AWARENESS. MORE AT THE STATE LEVEL, THERE HAD BEEN SOME PROGRESS MADE AT THE STATE LEVEL WITH REGARD TO SETTING ASIDE FUNDS FOR PROFESSIONAL DEVELOPMENT DIFFERENT GRANTS THAT HAD BEEN AVAILABLE IN THE LAST NUMBER OF YEARS THAT WE'VE TAKEN ADVANTAGE OF AND INCORPORATED INTO OUR BUDGET. MOST OF THOSE WERE ONE TIME AND HAVE EXPIRED.
[01:20:06]
INSTEAD OF, YOU KNOW, JUST HAVING STAFF.RIGHT. I THINK IT WOULD BE A LOT MORE EFFECTIVE THAT WAY.
AND, YOU KNOW, RECRUITMENT AND RETENTION OF STAFF, ESPECIALLY OUR CLASSIFIED STAFF.
AND SO I WANTED TO SEE HOW THAT BOARD PRIORITY COULD TRANSLATE TO, YOU KNOW, OUR UNASSIGNED FUNDS.
AND WE DID GET A PRESENTATION LAST BOARD MEETING ABOUT ALL OF THE BUCKETS OF UNASSIGNED FUNDS.
BUT I THINK THERE CAN BE A STRONGER WAY AND A MORE FORMAL WAY TO SHOW HOW THAT BOARD PRIORITIES REFLECTED IN OUR UNASSIGNED FUNDS.
I KNOW I BROUGHT THIS UP OUR LAST BUDGET CYCLE.
AND SO WANTED TO HEAR ABOUT THAT, HOW THAT COULD BE DONE.
I DON'T KNOW THAT IF WE COULD DO IT SPECIFIC TO THE UNASSIGNED FUNDS.
HOWEVER, THAT COMMITMENT TO WORKFORCE DEVELOPMENT, RECRUITMENT AND RETENTION IS SOMETHING THAT WE INCORPORATE INTO EACH OF OUR BUCKETS OF FUNDING.
SO IT'S A COMPONENT OF OUR GENERAL FUND.
IT'S A COMPONENT OF THE BLOCK RATE THAT WE CHARGE TO DISTRICTS FOR SPECIAL EDUCATION.
IT'S INCORPORATED INTO OUR GRANT APPLICATIONS FOR OUR GRANT FUNDED PROGRAMS. AND WITH REGARD TO OUR UNASSIGNED FUNDS, WE HAVE A DECLINING AMOUNT IN THAT OVER THE MULTI YEARS.
AND WE'LL CONTINUE TO MAKE A, YOU KNOW, STRONG INVESTMENT IN THOSE EFFORTS AND CONTINUE TO REPORT BACK OUT TO THE BOARD AND OUR QUARTERLY UPDATE, SOME OF THE EFFORTS THAT WE'RE MAKING.
YEAH. AND I KNOW THAT WE DID LOOK AT ALL THE BUCKETS.
BUT IF THERE WAS A WAY TO HAVE IT ALL BE, LIKE ON ONE PAGE, SORT OF EASILY EASIER TO DIGEST.
AND, YOU KNOW, I THINK THERE'S MORE WE CAN DO.
BECAUSE YOU KNOW, IT'S WE RISK LOSING TALENT.
GIVEN THE COST OF LIVING IN THIS AREA IN SANTA CLARA COUNTY.
SO YOU KNOW, IT'S A MAJOR CONCERN.
I KNOW WE HAVE TO APPROVE THIS BY JULY 1ST BECAUSE OF THAT CODE, BUT AND I KNOW WE'VE BEEN WORKING ON THAT AND I THINK WE NEED TO DO MORE.
NOW I WOULD ADD TOO, LIKE THERE ARE OPPORTUNITIES THROUGHOUT THE YEAR.
YOU KNOW, WE WON'T KNOW THE IMPACT OF THE BUDGET UNTIL THE LEGISLATURE ADOPTS IT.
THEN IT'LL PROBABLY BE JULY AUGUST BEFORE WE FULLY UNDERSTAND THAT.
IT'S NOT THE END OF THE STORY.
SECOND. WOULD IT BE APPROPRIATE? SORRY. LAST QUESTION.
BE HAPPY TO DO THAT FOR THE BOARD.
TRUSTEE MAH. AND THEN COME BACK.
WHY? THANK YOU, PRESIDENT BERTA.
I GUESS ONE THING I WASN'T SURE OF, BECAUSE IT'S HARD TO READ ALL THE NUMBERS IN THE ACCOUNTS.
IS THERE A BUDGETED FUNDING FOR THE SPECIAL ED DEPARTMENT RESEARCH PROJECT THAT THE BOARD HAS BEEN, YOU KNOW, TALKING ABOUT AND ASKING FOR AS FAR AS A FUTURE AGENDA ITEM, DO WE HAVE THAT KIND OF BUDGETED? WE HAVE SOME FUNDS THAT WE ARE LOOKING AT IN OUR DIFFERENTIATED ASSISTANCE BUCKET OF MONEY, AND WE ARE ALSO IN THE PROCESS OF MAKING SOME INQUIRIES TO A FEW FOUNDATIONS AND SUBMITTING SOME, YOU KNOW, JUST SOME ASKS TO SEE IF WE CAN SECURE SOME FUNDING
[01:25:07]
TO HELP US WITH THAT.OTHERWISE WE WILL HAVE TO CHARGE THE COST TO THE SCHOOL DISTRICT.
THE SCHOOL DISTRICTS FOR OUR SPECIAL ED RESEARCH PROJECT.
YES. AND WHY WOULD BE? HAVE TO DO THAT.
BECAUSE WE DON'T HAVE ANY REVENUE TO FOR THE SPECIAL EDUCATION PROGRAM OTHER THAN WHAT IS PAID TO REIMBURSE THE COUNTY OFFICE FOR ANY AND ALL COSTS ASSOCIATED WITH THE PROGRAM.
SO IF WE ARE NOT ABLE TO IDENTIFY YOU KNOW, SOME SUPPORT, SOME FLEXIBLE FUNDING TO COVER THAT COST, IT WOULD BE INCORPORATED INTO THE SPECIAL EDUCATION BLOCK RATE AS AN EXPENDITURE ASSOCIATED WITH THAT PROGRAM.
OR WOULD WE? I THINK WE WOULD HAVE AN OBLIGATION TO DO THAT.
EIGHT YEARS AGO. TEN YEARS AGO.
THAT MONEY, I THOUGHT WAS SOMEHOW, YOU KNOW, ALLOCATED OUT.
AND PERHAPS YOU COULD RESEARCH THAT HOW WHERE THAT CAME FROM, BUT THAT AS I UNDERSTAND, DID NOT GET CHARGED TO THE DISTRICTS, WHICH, YOU KNOW, SUPPORT ALL SCHOOLS.
AND SO I'M THAT WOULD MAKE SENSE BECAUSE THE BOARD IS THE BOARD FOR COURT AND COMMUNITY SCHOOLS.
SO THAT WOULD MAKE SENSE TO ME THAT IT COULD HAVE BEEN CHARGED TO THAT PROGRAM, WHICH WOULD HAVE BEEN PART OF THE GENERAL FUND, AND THAT ALSO WOULD HAVE BEEN BEFORE THE SHIFT TO THE LOCAL CONTROL FUNDING FORMULA.
I HAVE WE'RE WORKING ON THAT, THE BOARD'S REQUEST AND HAVE STARTED TO DEVELOP THE SCOPE OF WORK, AND WE'RE STARTING TO LOOK FOR POTENTIAL VENDORS THAT COULD DO THAT PROJECT.
I'VE SET ASIDE SOME YOU KNOW, POSSIBLE FUNDS WHILE WE ALSO LOOK FOR A FUNDER.
SO THERE WOULDN'T BE FUNDS WITHIN THE COUNTY OFFICE SPECIAL ED FUNDING.
THE COUNTY OFFICE DOESN'T GET SPECIAL ED FUNDING.
WE DON'T GET ANY SPECIAL ED FUNDING.
NOT FOR THE COUNTY OPERATED SPECIAL EDUCATION PROGRAM.
THOSE FUNDS COME FROM THE FEES THAT DISTRICTS PAY.
SO THEY WOULD NEED TO REIMBURSE US FOR THE COST.
AND SO WE DON'T GET FEDERAL FUNDS SEPARATE THE FEDERAL FUNDS, GO TO THE DISTRICTS.
WE GET A SMALL AMOUNT OF FEDERAL A SMALL AMOUNT OF FEDERAL FUNDS, LIKE NOT FEDERAL SPECIAL ED DOLLARS, BUT LIKE TITLE ONE AND THOSE TYPES OF DOLLARS WHICH ARE USED FOR OUR SPECIAL ED PROGRAMS THAT ARE TITLE ONE.
YEAH. TITLE ONE ELIGIBLE STUDENTS.
YEAH, POTENTIALLY, IF IT'S WITHIN THE REGULATORY FRAMEWORK FOR TITLE.
BUT YEAH, WE'RE WE'RE WORKING ON THE BOARD'S REQUEST.
WE'RE ALSO WORKING ON SOME OTHER IDEAS AROUND A SERIES OF TOWN HALLS TO, YOU KNOW, ENGAGE MORE OF THE COMMUNITY AT LARGE WITH REGARD TO THE CONTINUUM, SPECIAL EDUCATION, AS WELL AS TO UPDATE THE COMMUNITY ABOUT ALL OF THE POLICY CHANGES THAT HAVE OCCURRED AT THE STATE LEVEL.
AND I PLAN TO BRING SOMETHING BACK TO THE BOARD JULY, AUGUST WITH AN UPDATE ON THAT.
OKAY. BECAUSE THE TOWN HALLS, ALTHOUGH A GOOD THING, WERE SOMETHING THAT WERE SPECIFIC TO THE RESEARCH PROJECT AT THE TIME ON THE ALT ED, AND SO IT WAS INCORPORATED AND FACILITATED BY THE OUTSIDE PARTY, WHICH I THINK IS A LITTLE BIT BETTER THAN JUST CALLING OUR OWN TOWN HALL AND THEN HAVING WHOEVER THAT IS WHEN THEY DO FOCUS GROUPS AND SUCH HAVE ANOTHER TOWN HALL, WHICH WOULD BE KIND OF CONFUSING.
YEAH, I YEAH, I APPRECIATE THAT FEEDBACK.
BUT I'LL HAVE MORE FOR THE BOARD JULY OR AUGUST ON OUR PROGRESS.
OKAY. THANKS. I HAVE ANOTHER QUESTION.
YEAH AROUND AND THEN COME BACK TRUSTEE LARI.
[01:30:01]
SO I HAD A QUESTION ABOUT NEXT TIME.WOULD IT BE POSSIBLE TO HAVE MORE TIME BETWEEN BUDGET PRESENTATION AND APPROVAL TO HAVE TIME FOR DISCUSSION, MORE DISCUSSION, AND FOLLOW UP? ACTUALLY THE TIMING FOR THAT IS STATUTORY WHERE TO DO THE CONDUCT THE HEARING AND THEN BY STATUTE THREE DAYS LATER WE COULD POTENTIALLY DEPENDING NEXT YEAR AND WE CAN LOOK AT THE CALENDAR DO IT LATER IN JUNE.
THIS YEAR, THE JUNE 19TH MEETING WAS ON JUNETEENTH, WHICH IS A HOLIDAY IN THE OFFICE IS CLOSED.
BUT WE CAN CERTAINLY LOOK AT THE CALENDAR FOR NEXT YEAR AND SEE WHAT MIGHT BE POSSIBLE.
THANK YOU. PRESIDENT BERTA I AM APPRECIATE THE QUESTIONS THAT MY COLLEAGUES HAVE ASKED.
PARTICULARLY TRUSTEE SREEKRISHNAN ABOUT THE.
SO I WANT TO MAKE SURE TO YOU, OUR CVO, THAT WHAT WAS STATED IN PUBLIC COMMENT ABOUT THE ENDING BALANCE THAT WAS UNALLOCATED AT THE END OF THE 22-23 SCHOOL YEAR WAS 99 MILLION.
IS THAT IS THAT ACCURATE? I'D HAVE TO GO BACK.
BUT I DO KNOW THAT THE ENDING BALANCE.
I DID DO A FOLLOW UP PRESENTATION AFTER WE CLOSED OUR BOOKS, AND THEN LISTED OUT WHAT ALL THE FUNDING WAS FOR IN A HIGH LEVEL SUMMARY, AND I CAN PROVIDE THAT TO DOCTOR DEWAN TO SEND IN THE WEEKLY.
BUT IT DID IDENTIFY THE RESTRICTED FUNDING AND THEN AND THE UNRESTRICTED.
WE STILL HAD SOME REQUIREMENTS, DESIGNATED PURPOSES FOR THE FUNDING.
SO THERE WAS NOT 99 MILLION THAT WE COULD USE TO CARRY FORWARD.
THAT WOULD BE APPROXIMATELY 30 SOMETHING PERCENT OF OUR BUDGET IF THAT WAS TRUE.
I DON'T HAVE THAT OFF TOP ON MY HEAD.
DO YOU ANTICIPATE IT BEING HIGH THIS YEAR, LIKE MORE THAN THE 5% STATUTORY AMOUNT, OR 4 TO 5% STATUTORY AMOUNTS. IN OUR [INAUDIBLE] FORMS, THE FORMS THAT ARE ATTACHED, WOULD THAT HAVE ALL OUR REPORTS? IT HAS THE AMOUNT THAT WE'RE PROJECTING.
AND WE'RE BEEN PRETTY CLOSE IN OUR PROJECTIONS.
WE WILL COME IN AND LAND ABOUT THERE.
WE WERE PRETTY CLOSE IN THE PAST COUPLE OF YEARS AS WELL.
BUT AS FAR AS OUR BALANCES, IF YOU LOOK ON SLIDE 18 OF THE POWERPOINT, WE'RE PROJECTING APPROXIMATELY 2 MILLION FOR OUR UNASSIGNED.
THAT'S FOR OUR DESIGNATED PURPOSES FOR 24-25, 25-26, 26-27.
THOSE ARE BASED ON INFORMATION THAT WE HAVE TODAY.
THERE'S A LOT OF UNKNOWNS WITH THE BUDGET RIGHT NOW.
THERE'S A LOT OF UNKNOWNS WITH INCREASES IN OPERATING COSTS.
WE SAW AN INFLUX OF INCREASES FOR ELECTRICAL COSTS THIS YEAR.
PG&E JUST INSTITUTED A 17% INCREASE IN JANUARY.
ALL OF THE OTHER FUNDING HAS A RESTRICTED, AND OUR RESTRICTED BUCKET WOULD BE FOR GRANTS, CONTRACTS, THINGS WE'VE ALREADY OBLIGATED TO MEET BODIES OF WORK FOR. AND THEN ON THE OTHER SIDE OF THE DESIGNATED, THERE ARE CERTAIN REQUIREMENTS THAT WE HAVE TO ALLOCATE MONEY BY STATE CODE FOR OUR FACILITIES AND MAINTENANCE AND TO UPKEEP OUR BUILDINGS. UNDERSTAND.
I JUST WANT TO SAY, SINCE I'M LEAVING THIS BOARD IN A FEW MONTHS, THAT IN 16 YEARS ON THE BUDGET HAS BEEN VERY IMPORTANT TO ME AND MY COLLEAGUES AS WE'VE DISCUSSED THE BUDGET, I'M NOT SO CERTAIN THERE SEEMS TO BE DISCREPANCIES ABOUT WHAT IS AND WHAT IS NOT.
AND THEN I'M HEARING IT'S THIS WAY.
SO I JUST THINK THE BOARD, MY FUTURE TRUSTEES ONE THAT WILL TAKE MY SEAT.
I HOPE WE'LL HAVE SINCE REALLY ONE OF OUR ONLY RESPONSIBILITIES ACCORDING TO THE EDUCATION CODE.
ONE OF THE KEY RESPONSIBILITIES IS BUDGET.
AND I DON'T FEEL LIKE AS I SIT HERE NOW THAT I HAVE, AFTER 16 YEARS OF DOING THIS
[01:35:05]
WORK, THE KIND OF INFORMATION THAT I NEED TO MAKE DECISIONS.SO THEREFORE, ON THIS ITEM, I'M GOING TO ABSTAIN ONCE AGAIN ON APPROVAL OF THE BUDGET FOR THIS YEAR.
DOCTOR DEWAN. AND THEN I BELIEVE TRUSTEE CHON.
AND ONE OF THE POINTS OF CLARIFICATION THAT MIGHT BE HELPFUL IS THAT WHEN WE PRESENT THE COUNTY SCHOOL SERVICES FUND, WE PRESENT THE BUDGET IN TOTALITY. AS WE SHARED LAST WEEK AND THE BUDGET STUDY SESSION, THE GENERAL FUND COMPONENT OF OUR BUDGET IS ABOUT $37 MILLION.
AND SO ALL OF THE OTHER FUNDS ARE COMING FROM RESTRICTED FUNDING SOURCES.
AND SOME OF THOSE GRANTS ARE MULTI-YEAR.
SO WE MIGHT RECEIVE THE FUNDS IN ONE YEAR.
BUT WITH THE EXPECTATION THAT WE'RE GOING TO SPEND THOSE DOLLARS OVER THREE YEARS OR FIVE YEARS.
AND SO THAT THAT IS PART OF THAT END OF YEAR ANALYSIS.
I THINK THAT YOU MIGHT HAVE BEEN REFERRING TO.
YEAH. AND THEN I JUST WANTED TO COMMENT THAT I THINK ONE OF OUR MAY MEETINGS, WE WERE ACTUALLY SUPPOSED TO HAVE A BUDGET STUDY MEETING, AND WE STARTED OUR MEETING TWO HOURS EARLIER AND THEN DID NOT HAVE THAT BUDGET STUDY MEETING.
SO HOPEFULLY NEXT YEAR WHEN WE ALLOCATE THAT TIME IN OUR BOARD MEETING THAT WE CAN DO THAT.
BUT A COUPLE OF QUESTIONS ON HERE AND I PROBABLY SHOULD ASK THIS LAST TIME, BUT I'LL ASK TODAY.
CAN YOU HELP ME UNDERSTAND WHY LIKE CERTAIN CATEGORIES SHOW UP AS UNDER UNRESTRICTED AND RESTRICTED.
SO AND ONE PARTICULAR AREA THAT STUCK OUT TO ME WAS THE CERTIFICATED AND CLASSIFIED SALARIES.
BECAUSE UNDER THE UNRESTRICTED AREA IT SHOWS A DECREASE.
BUT THEN WHEN YOU GO OVER TO THE RESTRICTED CATEGORIES ON PAGE 11, WE SEE AN INCREASE OF CERTIFICATED AND CLASSIFIED SALARIES.
SO I'M JUST LOOKING AT THE B SECTION.
WHY WOULD THOSE EXPENDITURES ONE SHOW UP AS UNDER UNRESTRICTED AND RESTRICTED.
AND THEN HOW COME IT IS A DECREASE IN THE UNRESTRICTED CATEGORY.
I ASK WHAT YOU'RE LOOKING AT? WHICH DOCUMENT? WHICH DOCUMENT? 24-25 PROPOSED BUDGET BOOK.
OKAY. IT'S A 31 PAGE DOCUMENT.
OKAY. THANK YOU. YEAH. APOLOGIES.
I SHOULD HAVE SAID THAT EARLIER.
SO THAT AGAIN THAT'S PAGES 11 AND.
EIGHT. AND THAT'S LIKE THE PAGE NUMBER ON THE BOTTOM.
AND NOW YOUR QUESTION IS THAT WHY WE'RE SEEING A DECREASE.
YEAH. WHY ARE WE SEEING A DECREASE.
BUT THEN ALSO HOW COME THESE EXPENDITURES SHOW UP AS UNRESTRICTED AND RESTRICTED.
LIKE WHAT WOULD BE THE DIFFERENCE IF IT'S LIKE SALARY AND BENEFITS.
THAT'S LIKE VERY CLEAR CUT WHAT THOSE WOULD BE FOR.
SO WHY DOES IT SHOW UNDER UNRESTRICTED AND RESTRICTED.
AND THEN KIND OF FOLLOW UP IS WHY IS IT DECREASING IN UNRESTRICTED.
SO IF IT'S FOR EXAMPLE, IF THERE'S CERTIFICATED OR CLASSIFIED SALARY THAT'S PAID FROM A RESTRICTED FUNDING SOURCE, FOR EXAMPLE, A GRANT THAT WOULD BE SHOWN IN THAT CATEGORY AND THEN UNRESTRICTED, THERE COULD BE A DESIGNATED PURPOSE FOR THAT FUNDING, BUT IT COULD HAVE CERTAIN PURPOSES FOR THE FUNDING.
SO THE UNRESTRICTED RESTRICTED IS A FUNDING SOURCE.
I WOULD SAY, THOUGH, THAT THE INCREASED DECREASE MAY BE FOR A VARIETY OF REASONS.
IT COULD BE MAYBE THERE WAS A DECREASE IN A NUMBER OF LIKE A SALARY, MAYBE THERE'S ATTRITION.
THERE'S DIFFERENT REASONS WHY IT COULD FLUCTUATE.
AND WHAT THIS IS COMPARING IS OUR ESTIMATED ACTUALS.
AND SO THAT'S WHAT THAT DIFFERENCE IS.
SO THEN IF IT'S HIGHER, IF IT'S AN INCREASE YOU KNOW, 5 MILLION AND 6 MILLION IN THE RESTRICTED CATEGORY, ARE WE THINKING THAT THERE WILL BE MORE RESTRICTED FUNDING SOURCES LIKE GRANTS AND ETC.? AND ARE YOU'RE LOOKING UNDER THE EXPENDITURES, RIGHT.
[01:40:06]
BUT THEN WHY DOES IT DECREASE UNDER UNRESTRICTED.BECAUSE THE FUNDING SOURCE IS DIFFERENT.
IT WOULD BE DIFFERENT. SO THIS PAGE EIGHT IS SOLELY LOOKING AT UNRESTRICTED.
AND THEN WE DO ANOTHER SNAPSHOT IN THE BOOKLET OF THE RESTRICTED.
SO THEN IT NETS THE TWO TOGETHER.
SO THE ONE I'M LOOKING AT AT EIGHT WOULD BE THE UNRESTRICTED PART.
OKAY. AND THEN THE OTHER QUESTION I HAD WAS EARLIER IN THE EXPENDITURE ASSUMPTIONS.
SO PAGE THREE, THERE'S STILL SOME QUITE A FEW AREAS THAT ARE TBD IN REGARDS TO SALARIES AS WELL AS A LITTLE BIT UNDER EMPLOYER CONTRIBUTIONS AND WHATNOT.
SO WHAT ARE THE EFFECTS OF ADOPTING THIS BUDGET WHEN WE HAVE SO MANY AREAS THAT ARE STILL TBD? SO THE TBD ARE SO FOR EXAMPLE, UNDER 13 EXPENDITURE ASSUMPTIONS WE DON'T HAVE THAT'S BECAUSE THERE'S ACTIVE CONTRACT NEGOTIATIONS TAKING PLACE.
SO WE HAVE TBD THERE BECAUSE WE DON'T HAVE THAT INFORMATION YET.
ARE THERE IMPACTS OF ADOPTING A BUDGET IN WHICH THAT WOULD LIMIT THESE CATEGORIES. NO.
OKAY. I THINK THAT WAS ALL I HAD.
TRUSTEE MAH. THANK YOU, PRESIDENT BERTA.
I GUESS I DO HAVE SOME OF THE SIMILAR CONCERNS THAT TRUSTEE DI SALVO HAS WITH REGARDS TO KIND OF THAT READABILITY.
I WON'T SAY TRANSPARENCY, BECAUSE CERTAINLY THERE'S 112 PAGES OF NUMBERS.
BUT AS FAR AS REALLY READABILITY AND FRIENDLINESS.
SO ONE QUESTION I HAVE, FOR INSTANCE, IS ON I THINK IT'S PAGE FOUR OF THE SACS REPORT.
THERE'S A COUPLE OF PAGES THAT TALK ABOUT PAGE FOUR OF 112.
I MEAN, IT'S NUMBERED PAGE TWO AT THE BOTTOM OF THE PAGE, BUT IT'S PAGE FOUR OF THE PDF.
AND SO FOR INSTANCE TECHNOLOGY AND DATA SERVICES IN 2023 HAD ESTIMATED ACTUALS OF 9.6 MILLION.
AND THEN IT'S KIND OF REPEATED BELOW.
ARE WE AT THE SAME PLACE? ASSIGNED ON ENDING BALANCE ASSIGNED.
AND SO I MEAN, JUST FROM FORBITING KIND OF STANDPOINT.
WHY AREN'T THOSE, YOU KNOW, ON THE SAME LINE FOR THE 2023 TO 24 AND 2024-25 BUDGET? WHY ARE THEY ACTUALLY SEPARATED? THAT'S BECAUSE THIS IS THE STATE ADOPTED CRITERIA AND STANDARDS DOCUMENT THAT ALL OUR BUDGET INFORMATION GOES IN.
SO WHAT IT'S LOOKING AT IS LOOKING AT THE PROJECTIONS FOR THE 23-24 TIME PERIOD, WHICH IS THE ESTIMATED ACTUALS THAT WE HAVE TO ESTIMATE TO INCORPORATE IN THE BUDGET. AND THEN IT'S TAKING THE AMOUNT THAT WE'RE PROJECTING THAT WILL BE USED WILL BE CARRIED FORWARD FOR 24-25.
THOSE ARE PROJECTED ACTUAL FUNDING.
THAT IS ALL FROM THE DISTRICTS.
THAT DOESN'T INCLUDE ARE THOSE ALSO THE AMOUNT THAT WILL BE EXPENDED THEN FOR THE DISTRICTS? I MEAN, THAT'S THE ACTUAL IS THAT REVENUE THEN.
SO THE ESTIMATED ACTUALS LOOKS AT THE PROJECTIONS OF THE REVENUE OR THAT THE FUNDS THAT WE ANTICIPATE THAT WILL HAVE THAT BALANCE AS OF THE END OF THE FISCAL YEAR WHEN THE BOOKS CLOSE. AND THEN THE OTHER NUMBER YOU'RE REFERRING TO IS A PROJECTED CARRYOVER THAT WE'RE INCORPORATING INTO OUR 24-25 BUDGET.
SO IT IS FOR THAT SPECIFIED PURPOSE THAT THOSE FUNDS CAN BE USED.
AND WILL THAT WHOLE AMOUNT NECESSARILY BE SPENT FOR THE DISTRICT SERVICES.
[01:45:05]
SO THAT MONEY IS FOR ANY IMPROVEMENTS THAT WE HAVE TO MAKE TO OUR FINANCIAL SYSTEM.IT ALSO IS FOR A FUTURE REPLACEMENT OF A FINANCIAL SYSTEM.
SO WE COLLECT THAT MONEY FROM THE DISTRICTS, AND THAT'S WHAT THOSE FUNDS ARE FOR.
I JUST WONDER, YOU KNOW, HOW MUCH OF THAT MIGHT BE.
OKAY. AND SAME THING FOR FACILITIES.
SO WE NEED THAT FUNDING TO BE ABLE TO HAVE THE ABILITY TO REPAIR AND MAINTENANCE OUR SITES.
THAT IS A REQUIREMENT TO PASS THIS BUDGET.
I GUESS I'M ALSO HESITANT AND WILL PROBABLY ABSTAIN ON VOTING FOR THIS BUDGET.
THANK YOU.TRUSTEE DI SALVO. YES.
AND THAT IS WHAT YOU HIGHLIGHTED IN THE BUDGET DOCUMENTS I'M LOOKING AT.
I DON'T KNOW WHAT DOCUMENT I HAVE OPEN RIGHT NOW, BUT IT'S IT'S NUMBER 21.
THE BASIC AIDE COUNTY OFFICE OF EDUCATION REQUIRED TO RETURN LOCAL PROPERTY TAXES TO THE STATE.
NOW THESE DOLLARS ARE SUPPOSED TO GO TO US, THE COUNTY OFFICE.
THESE DOLLARS ARE SUPPOSED TO GO TO US, AND WE'RE SUPPOSED TO RETURN THEM TO CHILDREN FOR SERVICES AND THE STAFF, COMMENSURATE NUMBER OF STAFF FOR THOSE SERVICES.
AND RIGHT NOW WE'RE GIVING AS OF JUST THE ESTIMATE IN 24-25 IS OUR LOCAL PROPERTY TAXES. SANTA CLARA COUNTY FOR OUR CHILDREN $52,417,000 IS GOING BACK TO THE STATE OF CALIFORNIA.
THAT'S OUR LOCAL PROPERTY TAXES, SUPPOSED TO BE DEDICATED TO THE COUNTY OFFICE FOR OUR CHILDREN, AND THE COMMENSURATE STAFF NEEDED TO PROVIDE SERVICES. I THINK THAT'S CRIMINAL.
I KNOW WE'VE WORKED OVER THE YEARS WITH ASSEMBLY MEMBERS AND WITH STATE SENATORS, WITH THE BOARD OF SUPERVISORS TO TRY TO CHANGE THIS, BUT THIS IS THE LAST CHANCE MAYBE I HAVE TO MENTION IT.
AND I SEE PEOPLE I KNOW IN THE AUDIENCE.
THERE'S GOT TO BE SOMETHING WE COULD DO.
AS I KNOW, THE STATE'S IN BUDGET MORE SIGNIFICANT BUDGET ISSUES THIS YEAR THAN IN THE LAST 3 OR 4 YEARS. SO THIS MAY NOT BE THE YEAR TO SAY IT SHOULD COME BACK TO US, BUT I THINK IT SHOULD COME BACK TO US IRRESPECTIVE OF WHAT'S GOING ON WITH THE STATE BUDGET, BECAUSE OUR CHILDREN DESERVE THE LOCAL PROPERTY TAXES TO BE SPENT ON THEIR BEHALF.
THANK YOU. I WON'T REITERATE EVERYTHING MY BOARD COLLEAGUES HAVE STATED, BUT I GUESS ONE, A COUPLE OF POINTS I DID WANT TO RAISE RELATED TO THE I GUESS WHAT WE'RE ANTICIPATING AS THE RAISE.
IT WOULD BE A CONCERN TO ME, RIGHT, IF WE'RE ANTICIPATING A HIGHER AMOUNT OF UNRESTRICTED RESERVES.
AND I GUESS I JUST LIKE TO KNOW AT A HIGH LEVEL, ESPECIALLY SOME FROM SOME OF THE COMMENTS WE'VE HEARD WHAT WILL BE DONE WITH THOSE UNSPENT DOLLARS OR RESERVE? OBVIOUSLY, WE UNDERSTAND A HEALTHY RESERVE IS REASONABLE, BUT TO THE EXTENT THAT THOSE DOLLARS CAN THEN BE INVESTED IN STUDENT PROGRAMS AND DIRECT SUPPORTS FOR STUDENTS THROUGH STAFFING.
IF YOU COULD JUST KIND OF AT A HIGH LEVEL.
SO JUST TO CLARIFY, PRESIDENT BERTA, ARE WE TALKING SPECIFICALLY ABOUT THE UNASSIGNED FUNDING, THE 2 MILLION ON SLIDE 18? I GUESS I'M TALKING ABOUT THE DIFFERENCE BETWEEN, I MEAN, JUST IN THE BUDGET PROCESS.
RIGHT. THIS IS WHAT YOU'RE PROPOSING FOR US TO ADOPT.
AND THEN THE ACTUALS THAT WILL COME OUT LATER.
[01:50:06]
90 MILLION FROM THE LAST CYCLE.SO I'M TRYING TO KIND OF BE REASSURED HOW ARE WE GOING TO ATTEMPT TO GET CLOSER TO THAT SO THAT THERE'S NOT AN EXCESS AMOUNT OF RESERVE AND THAT THOSE DOLLARS ARE BEING INVESTED WHERE THEY SHOULD BE? SO JUST TO CLARIFY, WE DIDN'T HAVE A DISCREPANCY OF $99 MILLION.
THAT'S THE WAY THAT WE BUDGET.
AND THEN WE HAVE TO CARRY OVER THE DOLLARS.
SO THERE WASN'T A DISCREPANCY IN THE AMOUNT OF MONEY.
SO I WANT TO CLARIFY THAT WHEN WE BUDGET, WE ESTIMATE OUR ESTIMATES FOR OUR AMOUNT THAT WE HAVE AND OUR UNASSIGNED WERE PRETTY SPOT ON WITH OUR PROJECTIONS, BUT IT'S THE CARRYOVER PROCESS.
SO THAT'S PART OF THE CARRYOVER PROCESS.
BUT I AM HAPPY THERE WAS A REQUEST TO DO A PRESENTATION ON THE AMOUNTS THAT WE CARRY OVER, WHICH I THINK WOULD PROVIDE MORE CLARITY, BUT I JUST WANT TO CONFIRM THERE WAS NOT A DISCREPANCY. THAT'S JUST THE AMOUNT OF FUNDING THAT WE CONFIRMED.
AND SO TO THAT EXTENT THAT WE CAN, YOU KNOW, BETTER UNDERSTAND THAT.
I APPRECIATE THAT INFORMATION COMING BACK.
OF COURSE. ABSOLUTELY. WE CAN DO THAT.
YEAH. AND THEN THERE WAS A QUESTION OR COMMENT MADE ABOUT THE SPECIFIC TO SPECIAL ED, AND I APPRECIATE THE THE RESPONSE I RECEIVED IN TERMS OF THE BREAKDOWN OF MANAGEMENT, I GUESS, NUMBERS RELATED TO SPECIAL EDUCATION.
WAS ALSO WONDERING IF YOU HAVE THE RATIO DATA THAT I HAD REQUESTED.
WE DID PROVIDE LIKE, THE BREAKDOWN BY FUNDING SOURCE AND NUMBERS OF EMPLOYEES BY BARGAINING UNIT.
BUT WE DON'T YET HAVE THE RATIO NUMBERS, BUT WE'RE WORKING ON IT.
OKAY. AND CAN YOU CLARIFY HOW SOME OF THE RAISE DETERMINATIONS OR INCREASES IN SALARY ARE DETERMINED FOR A POSITION LIKE THE SPECIAL ED DIRECTOR? SO WE ESTABLISHED SALARY SCHEDULES AND WE ALSO DO ANALYZES PERIODICALLY OF JOB DESCRIPTIONS SCOPE OF WORK, THINGS THAT DUTIES THAT ARE ASSIGNED TO DIFFERENT POSITIONS.
WE DO THAT FOR ALL OF OUR POSITIONS AND THE SALARY SCHEDULES THAT GET ESTABLISHED THEN THOSE ARE SET PEOPLE ARE PLACED ON THE SALARY SCHEDULE BASED ON THEIR, YOU KNOW, THEIR EXPERIENCE AND THEIR QUALIFICATIONS.
AND THEN IF THERE ARE ANY ADJUSTMENTS TO THE SALARY SCHEDULE IF THEIR LEADERSHIP TEAM, TYPICALLY THOSE ARE, YOU KNOW, STANDARD WHATEVER WE MIGHT GIVE TO OUR BARGAINING UNITS OR SOMETHING LESS THAN THAT.
THAT WOULD BE HELPFUL AND TO GET SOME ADDITIONAL FOLLOW UP, JUST IN TERMS OF SOME OF THE COMMENTS THAT WERE MADE, SO THAT THE BOARD UNDERSTANDS WHAT WHAT THE TYPES OF INCREASES ARE AND HOW THAT'S DETERMINED AND BUDGETED FOR.
SO IF THERE'S EVER THAT INSTANCE YOU IT COMES TO THE BOARD.
I MEAN, SOMETHING I MEAN, THERE'S DIFFERENT THERE'S EVEN ONE ON THE AGENDA TODAY.
I KNOW BUT JUST HOW THOSE AMOUNTS ARE DETERMINED.
JUST BE HELPFUL TO HAVE MORE INFORMATION ON THAT PROCESS.
CERTAINLY THE AMOUNTS ARE IN THE SALARY SCHEDULE.
SO IT'S STANDARD AND OUR SALARY SCHEDULES ARE ALSO ON THE WEBSITE, BUT HAPPY TO.
WELL, BUT CHANGES TO JOB DESCRIPTIONS AND ROLES AND RESPONSIBILITIES AND HOW THAT'S CONSIDERED.
ALL RIGHT. ANY OTHER QUESTIONS OR COMMENTS FROM THE BOARD?
[01:55:01]
OTHERWISE I WILL ACCEPT A MOTION ON THIS ITEM.I DIDN'T HEAR YOU, PRESIDENT BERTA.
MOTION FROM TRUSTEE SREEKRISHNAN TO APPROVE THE ADOPTION OF THE BUDGET.
AND SECOND, FROM TRUSTEE CHON.
A VERBAL ABSTENTION FROM TRUSTEE DI SALVO.
IT CAME UP. AND THAT MOTION CARRIES WITH FOUR YESES AND TWO ABSTENTION.
THANK YOU. THANK YOU, ASSISTANT SUPERINTENDENT.
WE ARE NOW MOVING TO ITEM SEVEN, CLOSED SESSION.
[7. CLOSED SESSION]
THE BOARD IS ABOUT TO ENTER IN CLOSED SESSION.CLOSED SESSION INVOLVES CONFIDENTIAL INFORMATION ONCE IN CLOSED SESSION.
YES, I WILL GET TO THAT IN JUST A MOMENT.
ONCE IN CLOSED SESSION, I WILL CALL THE CLOSED SESSION TO ORDER AND REQUEST THAT EACH TRUSTEE STATE THEIR NAME TO RECORD WHO IS IN ATTENDANCE, AND TO AFFIRM AN UNDERSTANDING OF THE PARAMETERS FOR THE CONDUCT OF BUSINESS IN CLOSED SESSION AND BEFORE WE MOVE.
ACTUALLY, I GUESS I'LL DO THAT RIGHT AFTER.
BEFORE WE MOVE TO CLOSED SESSION, I'D LIKE TO EXCUSE STUDENT BOARD MEMBER DE LA ROSA AGUILERA.
STUDENT BOARD MEMBER DE LA ROSA AGUILERA WE APPRECIATE YOU JOINING US AND YOUR SERVICE TO OUR BOARD.
AND FOR YOUR REPORT AND PREPARATION FOR TONIGHT.
YOU ARE EXCUSED NOW AND HAVE A GREAT EVENING.
THANK YOU. MODERATOR IF YOU COULD PROCEED WITH PUBLIC COMMENT ON THIS ITEM.
THE SPEAKERS FOR PUBLIC COMMENT ARE DAN MASON AND SARA GIANCARO.
THE FIRST SPEAKER IS DAN MASON.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR PUBLIC COMMENT.
SO I PULLED UP A CIVIL GRAND JURY REPORT FROM JUNE OF 2018, ENTITLED SUPERINTENDENT TURNOVER AT THE SANTA CLARA COUNTY OFFICE OF EDUCATION. TIME TO ELECT THE SUPERINTENDENT.
AND I'LL JUST A FEW NOTES IN HERE THAT I THINK ARE PERTINENT IS THAT THE GRAND JURY LEARNED THAT PERSONNEL DECISIONS, CLEARLY UNDER THE PURVIEW OF THE SUPERINTENDENT, LED TO SECOND GUESSING AND CRITICISM BY THE BOARD OF ED.
THIS INTERFERENCE DIVERTED THEIR ATTENTION FROM THEIR FIRST PRIORITY AS CHIEF ADMINISTRATOR.
THE SUPERINTENDENT HAS COMPLETE RESPONSIBILITY FOR MANAGEMENT OF THE COUNTY OFFICE.
IN FACT, THE BOARD HAS LIMITED JURISDICTION.
THIS POINT IS NOT. OUR NEXT SPEAKER IS SARA GIANCARO.
SCORE CHAPTER PRESIDENT AND DEFENDER OF PUBLIC EDUCATION.
WE'RE INCREDIBLY DISAPPOINTED THAT SCCOE SIX EXECUTIVE TEAM MEMBERS, IN APPARENT CONJUNCTION WITH SCCOES ATTORNEY, ARE, IN ESSENCE, THREATENING THE INDEPENDENCE OF THE SCCOE BOARD OF EDUCATION AND ITS ABILITY TO BE ACCOUNTABLE FOR OVERSEEING ITS ONE EMPLOYEE AND REQUESTING CONFIDENTIAL INFORMATION THAT THEY WOULD REFUSE TO PROVIDE SHOULD WE MAKE A SIMILAR REQUEST? THE SUPERINTENDENT'S CONTRACT CLEARLY STATES THIS EMPLOYMENT AGREEMENT FOR COUNTY SUPERINTENDENT IS MADE AND ENTERED INTO, BY AND BETWEEN THE SANTA CLARA COUNTY BOARD OF EDUCATION, THE BOARD AND MARIANNE DEWAN, COUNTY SUPERINTENDENT, AND IN PART THREE EVALUATION, AGREES THAT THE BOARD WILL GIVE THE SUPERINTENDENT CRITICISMS, COMPLAINTS AND SUGGESTIONS DURING THE YEAR AND AN ANNUAL EVALUATION ON OR BEFORE NOVEMBER 15TH OF EACH YEAR.
BOARD POLICY 2140 FURTHER STATES, AFTER EACH EVALUATION HAS BEEN COMPLETED, THE COUNTY BOARD SHALL MEET IN OPEN SESSION TO GIVE THE COUNTY BOARD AND THE COUNTY SUPERINTENDENT AN OPPORTUNITY TO JOINTLY IDENTIFY PERFORMANCE GOALS FOR THE NEXT YEAR.
THIS OPEN SESSION PORTION IS CRITICAL FOR TRANSPARENCY AND STAKEHOLDER INPUT.
AND THIS CONCLUDES PUBLIC COMMENT.
THANK YOU. THE CLOSED SESSION AGENDA INCLUDES FOUR ITEMS. CONFERENCE WITH LEGAL COUNSEL.
[02:00:08]
TWO CASES. SEE ATTACHED LETTERS INTERDISTRICT ATTENDANCE APPEAL FILED ON BEHALF OF STUDENT RESIDENT DISTRICT CAMPBELL UNION HIGH SCHOOL DISTRICT, DESIRED DISTRICT LOS GATOS-SARATOGA UNION HIGH SCHOOL DISTRICT AND CONFERENCE WITH LEGAL COUNSEL.SIGNIFICANT EXPOSURE TO LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9 D2 TWO CASES.
THE BOARD WILL NOW ENTER IN CLOSED SESSION.
WE WILL RETURN IN APPROXIMATELY THREE HOURS AT OR APPROXIMATELY AFTER 10 P.M..
[A. Report of Actions Taken in Closed Session]
WE ARE READY TO RESUME OPEN SESSION.IN REGARDS TO ITEM 7A CONFERENCE WITH LEGAL COUNSEL, ANTICIPATED LITIGATION, CONSIDERATION OF WHETHER TO INITIATE LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9 D4 ONE CASE.
THERE IS NO REPORTABLE ACTION FOR ITEM 7B CONFERENCE WITH LEGAL COUNSEL.
DISTINCT FROM THAT THIS BOARD DOES NOT TAKE THE POSITION THAT IT CAN OR SHOULD BE HOLDING CLOSED SESSION RELATED TO PERSONNEL ISSUES INVOLVING EMPLOYEES EMPLOYED BY THE OFFICE OF THE SUPERINTENDENT, AND WE HAVE NOT HELD CLOSED SESSIONS FOR THAT PURPOSE.
THIS IS HOW WE PERFORM OUR DUTY TO EVALUATE, FULFILL OUR OBLIGATIONS UNDER LAW, POLICY AND CONTRACT AND REMAIN ACCOUNTABLE TO THE CITIZENS OF THIS COUNTY, OUR CONSTITUENTS. WE TAKE THESE RESPONSIBILITIES VERY SERIOUSLY AND WILL CONTINUE TO DO SO WHEN RESPONDING TO ALL THE VARIOUS LEGAL CHALLENGES AND ATTEMPTS TO CURTAIL OUR OBLIGATIONS. UPON COMPLETION OF AGENDA ITEM 7C IN THE MATTER OF AN INTERDISTRICT ATTENDANCE APPEAL FILED ON BEHALF OF A STUDENT, A MOTION WAS MADE BY TRUSTEE DI SALVO AND SECONDED BY TRUSTEE LARI TO APPROVE THE APPEAL BASED ON FACTOR 12 FOR A LENGTH OF TIME ONE YEAR WITH A VOTE OF FIVE AYE S TO ONE NO WITH TRUSTEE MAH VOTING NO.
IN REGARDS TO 7D CONFERENCE WITH LEGAL COUNSEL, ANTICIPATED LITIGATION, SIGNIFICANT EXPOSURE TO LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9 D2 TWO CASES, THERE IS NO REPORTABLE ACTION.
WE WILL NOW MOVE TO INFORMATION ITEMS. AND I'D LIKE FOR US TO BEGIN WITH OUR VERY PATIENT GUESTS FROM ITEM 9C OR 9B.
EXCUSE ME. CHARTER SCHOOL SPOTLIGHT.
PRESIDENT BERTA CAN I INTERRUPT REALLY QUICKLY? YES. I WOULD LIKE TO MOVE AS AS THEY'RE GETTING SET UP.
I WOULD LIKE TO MOVE THAT WE TABLE THE REST OF THE AGENDA AFTER ITEM 10.
SO WE DO HEAR ITEM A, B, AND C, AS WE OBVIOUSLY HAD VERY PATIENT GUESTS WAITING TO PRESENT TO US.
SO I WANT TO HONOR THAT AND RESPECT THAT.
SO I WOULD LIKE US TO CONTINUE WITH A, B AND C, BUT DUE TO THE SAKE OF TIME AND THE STAFF THAT IS HERE WOULD LIKE, IF WE COULD, I WOULD LIKE TO MOVE TO TABLE ITEMS 10 THROUGH THE REST OF EVERYTHING AFTER 10 TEN AND EVERYTHING AFTER.
A MOTION HAS BEEN MADE BY TRUSTEE CHON AND SECONDED BY TRUSTEE SREEKRISHNAN TO TABLE ITEMS BEGINNING WITH ITEM TEN ONWARD.
CAN WE TAKE A VERBAL ROLL CALL FOR THAT DR.
IT'S GOING TO BE ON THE NEXT ONE.
AYE. THANK YOU AND TRUSTEE CHON.
AYE. THANK YOU, PRESIDENT BERTA.
[02:05:07]
YES, I'LL INTRODUCE THIS ITEM.[B. Charter School Spotlight]
SO WE'RE VERY DELIGHTED TO NOT ONLY HAVE VERY PATIENT PRESENTERS HERE FROM ACE EMPOWER BUT ALSO JUST WONDERFUL COLLABORATORS.THEY'RE HERE THIS EVENING TO PRESENT THEIR CHARTER SCHOOL SPOTLIGHT ON ACE EMPOWER.
SO WELCOME. AND WE'LL ALLOW YOU TO INTRODUCE YOURSELVES.
YOU CAN ALSO SHARE ABOUT THE MEMBERS WHO WERE HERE EARLIER IF YOU WOULD LIKE.
BOARD OF TRUSTEES, SUPERINTENDENT AND ADMINISTRATORS.
WE'RE JUST HONORED TO HAVE BEEN INVITED.
WE WERE VERY EXCITED TO HAVE BEEN ASKED TO DO THE CHARTER SPOTLIGHT BECAUSE IT'S JUST A GREAT WAY FOR US TO GET TO SHOWCASE OUR TEACHERS AND OUR STUDENTS. WE DID HAVE THEM HERE EARLIER, UNFORTUNATELY THE TEACHER, SHE HAS A ONE YEAR OLD, SO SHE HAD TO GO.
AND OUR OTHER EMPLOYEE AS WELL, BUT MAYBE.
SORRY, I AM THE CEO FOR ACE CHARTER SCHOOLS.
YEAH. MY NAME IS MICHELLE WILLIAMS. I'M THE PRINCIPAL AT ACE EMPOWER.
AND HAVE BEEN FOR A COUPLE OF YEARS.
I'VE BEEN WITH THE NETWORK FOR OVER A DECADE.
THE TWO TEACHERS THAT WE HAD PRESENT ONE OF WHICH IS VERY DEDICATED, VERY PASSIONATE.
SHE IS AN EX NEWS REPORTER FOR FOX AND TELEMUNDO.
SHE WORKS FOR US OBVIOUSLY EXCLUSIVELY NOT FOR THE MONEY, BUT SHE'S VERY DEDICATED TO TO TEACHING IN OUR COMMUNITY SPECIFICALLY MATH PARTICULARLY.
SHE'S VERY GOOD AT WHAT SHE DOES.
AND I SELECTED HER AS ONE OF THE TEACHERS TO COME.
AND THE OTHER CANDIDATE THAT WE SELECTED WAS A FORMER STUDENT AT ACE EMPOWER WHO NOW IS PURSUING AN EDUCATION DEGREE IN ACTUALLY WORKING FOR US AS A PARAPROFESSIONAL.
I THOUGHT SHE WOULD MAKE A VERY GOOD SPOTLIGHT CANDIDATE TEACHER TO BE HERE.
SHE'S VERY REPRESENTATIVE OF WHAT WE HOPE TO ACHIEVE IN OUR COMMUNITY, WHICH IS FULL CIRCLE.
YOU KNOW, A STUDENT THAT MIGHT BE IN NEED THAT ULTIMATELY HOPES TO GIVE BACK.
YES. AND JUST TO ADD ONE OF THE THINGS ABOUT THE TEACHER THAT WAS HERE, SHE HAD BEEN SHE HAD TURNED DOWN OTHER CHARTER SCHOOLS AND HAD BEEN WORKING FOR US FOR FIVE YEARS. AND OBVIOUSLY SHE TURNED DOWN MORE MONEY AND THE REASON SHE CHOSE ACE IS BECAUSE WE ARE THE SCHOOLS FOR OF SECOND CHANCES. AND THAT IS WHAT SHE'S PASSIONATE ABOUT.
AND IT'S JUST A TESTAMENT TO HER INTEGRITY AND CHARACTER AND PASSION THAT SHE STILL, FIVE YEARS INTO FOUR YEARS INTO IT, SHE REMAINS VERY MUCH DEDICATED TO THAT. SO WE'D LIKE TO THEN MAYBE GO QUICKLY THROUGH THE PRESENTATION.
AND THEN WHO'S WHO'S THE MAGIC TO SAY NEXT SLIDE AND WE'LL ADVANCE.
ALL RIGHT. YOU'RE READY FOR THE NEXT.
OKAY, SO THE MISSION OF ACE IS, AGAIN, LIKE I SAID, WE ARE WE ARE THE SCHOOL OF SECOND CHANCES.
SO WE ENSURE STUDENTS WHO ARE STRUGGLING GAIN THE SKILLS AND THE WILL TO SUCCEED IN COLLEGE.
AND THE VISION IS THAT WE EQUIP THESE STUDENTS WITH THE KNOWLEDGE AND THE WISDOM AND THE SKILL TO REALLY MAKE TRANSFORMATIVE LIFE CHOICES FOR THEMSELVES AND FOR THE COMMUNITY.
WE TAKE RESPONSIBILITY NOT JUST FOR THEIR SUCCESSES, BUT FOR THEIR FAILURES.
SO THEY ARE REALLY STRONG ADVOCATES, AND WE WORK WITH THEM TO REALLY HELP THE STUDENTS ALONG.
AND THEN WE ALSO THE GROWTH, WE BELIEVE, AGAIN, EVERY STUDENT CAN GROW AND A LOT OF TIMES IT WITHIN THE FIRST YEAR, THAT STUDENT MAY NOT SHOW A LOT OF GROWTH. BUT EVENTUALLY, IF THEY COME TO US IN FIFTH GRADE AND THEY COME TO US WITH NO IDEA OF COLLEGE, BY THE TIME THEY GRADUATE 95, 94% OF OUR STUDENTS GRADUATED AND 78% OF THEM GOT ADMITTED INTO COLLEGE.
AND ONE THING THAT I'M REALLY PROUD OF IS THAT OUT OF THIS PARTICULAR YEAR, IS THAT 97% OF THE STUDENTS WHO APPLY TO UCS GOT ACCEPTED, WHICH PUTS US LIKE IN THE TOP ONE, I DON'T KNOW WHAT PERCENTAGE, BUT IN A VERY HIGH PERCENTILE.
SO THAT WE'RE REALLY EXCITED ABOUT AND PROUD.
[02:10:03]
AND THEN THE LAST CORE VALUE IS RELATIONSHIPS.SO NONE OF THIS WORKS IF WE DON'T HAVE A RELATIONSHIP.
AND THAT'S SOMETHING THAT MISS WILLIAMS IS A MASTER OF, YOU KNOW, THE FIRST ONE ON CAMPUS.
SHE GREETS THE STUDENTS WHEN THEY CROSS THE THRESHOLD, AND SHE'S SCOPING OUT AND TRYING TO SEE, OKAY, WHO'S WHO, WHO'S HAVING MAY NOT BE IN A GOOD MOOD, WHO'S HAVING A BAD DAY EARLY ON. SHE DOES THAT INTERVENTION EARLY.
THEY GO IN, THEY DO COUNSELING, WHATEVER THEY NEED TO DO.
SO RELATIONSHIP IS THE KEY OF WHAT IT'S OUR SECRET SAUCE.
AND THAT'S AND SOMETIMES THE KIDS TAKE ABOUT A YEAR BEFORE THEY WARM UP TO US.
BUT BY THE TIME THEY DO, THEY DEVELOP THAT SELF-CONFIDENCE, YOU KNOW, AND YOU KNOW THE REST OF IT.
NEXT OUR DEMOGRAPHICS WE HAVE ABOUT 1.5% ASIAN POPULATION AND HISPANICS ABOUT 98.5.
WE ARE AS OUR COMMUNITIES ARE CHANGING.
WE HAVE EMPLOYEES THAT ARE VIETNAMESE, AND ONE OF THE THINGS THAT WE DO IS WE ARE ALSO TRYING TO CHANGE TRY TO BE MORE INVITING TO OTHER CULTURES AND TRY TO BE MORE OPEN AND TRY TO HAVE ALL THE MATERIALS, NOT JUST ENGLISH AND SPANISH, BUT ALSO IN VIETNAMESE AND ALSO TRY TO ONE OF THE THINGS MISS WILLIAM IS WORKING ON IS TRYING TO INTRODUCE CULTURAL CELEBRATIONS ALSO THAT INVITE THE REST OF THE COMMUNITY.
OKAY, SO THIS IS OUR ACADEMIC DATA.
WE FORGOT. I FORGOT TO LABEL IT.
SO THE ONE ON THE LEFT IS ELA, AND THE ONE ON THE RIGHT IS MATH.
SO WE CAN SEE THAT THE ENGLISH LEARNERS FOR THE FIRST TIME ARE OUTPERFORMING THE NON ELS.
YEAH. SO COVID TOOK A TOLL ON THE EDUCATIONAL SYSTEM ALTOGETHER.
AND AS YOU CAN SEE, YOU KNOW, WE'RE HAVING SOME SOMEWHAT OF A RECOVERY AROUND WITH OUR ENGLISH LANGUAGE LEARNERS GROWTH, BOTH IN ELA AND MATH. STILL CLEARLY A LOT OF WORK TO BE DONE IN THOSE PARTICULAR AREAS.
BUT AT ACE, WE LIKE TO CELEBRATE GROWTH.
AND GROWTH OFTENTIMES IS INCREMENTAL.
AND THAT'S, I THINK WHAT YOU'RE SEEING THERE IN THOSE PARTICULAR PROJECTIONS.
NEXT SLIDE. SO AGAIN, WE GOT WE USE THE STAAR OUR STAAR DATA AS MATRIX ALSO FOR, FOR GROWTH.
WE ARE STILL STRUGGLING IN MATH.
WE HADN'T HAD THAT PIPELINE OPENED FOR A LONG TIME.
A LOT OF THESE STUDENTS CAME TO US PERFORMING VERY, VERY LOW IN MATH, PARTICULARLY.
WE'VE GOT SOME INTERVENTION STRATEGIES THAT WE HOPE TO EMPLOY NEXT YEAR.
BUT AGAIN, WE ARE GROWING IN ELA, AND WE'RE CELEBRATING THAT CURRENTLY.
AND NOW WE'VE GOT OUR CAASPP DATA HERE.
WE DID HAVE SOME SLIDE THERE COMING OFF OF 2021, WE'VE PUT IN MEASURES TO MITIGATE THOSE GOING INTO NEXT SCHOOL YEAR ONE OF WHICH IS ACTUALLY MYSELF AND MY VICE PRINCIPAL TAKING CLASSES ON OURSELVES WHERE WE'RE ACTUALLY TEACHING ELA PARTICULARLY.
SO WE HOPE TO SEE SOME, IMPROVEMENT IN OUR DATA, YOU KNOW, REALLY SOON.
NEXT SLIDE. MATH, WE ARE BOUNCING BACK POST-PANDEMIC IN MATH, AS YOU CAN SEE.
SO WE'RE NOT CLEARLY WHERE WE ONCE WERE, YOU KNOW, IN 2018, I DON'T THINK THERE'S ANY SCHOOLS THAT ARE COMPARABLE WITH THE DEMOGRAPHICS THAT WE HAVE BACK POST-PANDEMIC.
BUT WE ARE HEADED IN THAT DIRECTION.
SO NOBODY'S GOING TO LEARN IT FROM HOME.
AND WE'RE VERY, VERY PROUD TO SAY THAT WE'VE HAD ZERO SUSPENSIONS, ZERO EXPULSIONS.
AND A LOT OF THAT IS DUE TO THIS IDEA OF EMBRACING RESTORATIVE PRACTICES AND RESTORATIVE JUSTICE.
AND WE'RE REALLY PROUD OF THAT.
[02:15:05]
MEASURES IN PLACE TO MITIGATE THOSE KIND OF THINGS.SO IT'S NOT THAT WE NECESSARILY TAKE STUDENTS THAT ARE THAT DON'T HAVE BEHAVIORAL PROBLEMS. IN FACT, IT'S QUITE THE OPPOSITE.
WE TAKE STUDENTS THAT HAVE CHALLENGES BOTH ACADEMICALLY AND BEHAVIORALLY.
AND WE'VE CREATED AN ENVIRONMENT WHERE STUDENTS WANT TO COME TO SCHOOL.
SO OUR ATTENDANCE IS IS DEFINITELY IMPROVED INCREASED POST PANDEMIC.
AND CHRONIC ABSENTEEISM IS IS CLEARLY ON THE WAY DOWN.
AND I JUST WANT TO ADD, BECAUSE I WANT TO COMMEND MISS WILLIAM FOR THESE NUMBERS.
WHILE WE DO HAVE ZERO EXPULSIONS ACROSS THE BOARD, THAT'S NOT THE CASE FOR SUSPENSION.
AND OUR CHRONIC ABSENTEEISM IS DECREASING, BUT IT'S REALLY BEEN MOST MARKEDLY DECREASED AT EMPOWERS.
IT'S ALMOST KIND OF INTUITIVE TO A LOT OF OUR TEACHERS.
SO SHE'S HELPING REALLY GET PEOPLE TO BELIEVE IN RESTORATIVE JUSTICE.
SO AND SHE'S LEADING BY EXAMPLE.
SO OUR MULTI YEAR I THINK THIS IS YOUR SLIDE.
OH, SURE. YEAH, THE ADA TREND.
SO. YEAH. SO NOW THE THE NEXT SLIDE, PLEASE.
SO HERE WHAT WE'RE SEEING IS WE'RE BEING VERY CONSERVATIVE.
I HAVE MANY DISCUSSIONS WITH SHALU.
SHE MAKES SURE THAT I HAVE A PLAN A, A PLAN B AND A PLAN C, AND THE VERY THOROUGH PLANS.
SO WE TRY TO HAVE A CONSERVATIVE APPROACH TO BUDGET.
WE'RE SAYING WE'RE GOING TO SEE A 5% DECREASE.
AT OUR OTHER SCHOOLS WE'RE PREDICTING A 10%.
SO YOU CAN SEE IN ROMAN, GOING FROM 194 TO 184.
EMPOWER HAS HAD A STRONG DECLINE IN THE LAST EIGHT YEARS.
ALL OF OUR SCHOOLS HAVE AND DISTRICTS EMPOWER AT ONE POINT WAS 467 STUDENTS.
NOW IT'S 194 STUDENTS OVER A PERIOD OF EIGHT YEARS.
BUT SINCE MISS WILLIAMS CAME, IT HAS STABILIZED.
AND WE'RE THEN WE'RE FORECASTING AGAIN, VERY CONSERVATIVELY.
AND WE HAVE AGAIN LAST YEAR ACROSS THE NETWORK WE DECREASED 30 FTES.
THIS YEAR WE'RE DECREASING ANOTHER 23 FTES FOR ANOTHER $2 MILLION.
THAT'S WE SAW THE FINANCIAL CLIFF TWO YEARS AGO WHEN I STARTED.
AND WE HAVE AGGRESSIVELY GOTTEN AHEAD OF IT IN ORDER TO PROTECT OUR RESERVES.
AS YOU CAN SEE, WE'RE PROTECTING THE FUND BALANCE.
SO YOU SEE THE BEGINNING FUND BALANCE AT THE END OF THE YEAR.
SO THE MOST IMPORTANT THING WE WANT TO DO IS PROTECT THAT.
AND THEN ONCE SCHOOL STARTS IN AUGUST AND WE SEE WHERE THE ACTUAL ENROLLMENT IS, HOW MANY STUDENTS ARE COMING AT THAT POINT, THEN IF WE NEED TO HIRE BACK, THEN WE WILL. AND THEN AS WE GO THROUGH THE YEAR, IF WE HAVE IF WE HAVE, IF WE HAVE NEEDS WHERE THEY THINK THAT WE NEED TO AGAIN GO AND HIRE WE CAN CHOOSE TO EITHER DIP INTO THE RESERVE OR THE RESERVE CAN CHOOSE TO CONTRIBUTE FUND FROM ITS FUND RAISING FUNDS.
RIGHT NOW, THIS A LINE WHERE THERE IS A $100,000 OF FUNDRAISING THAT'S BEING DEDICATED TO EMPOWER THAT MONEY IS BEING USED TO FUND THESE THREE POSITIONS. THE FULL TIME COUNSELOR, A PARAPROFESSIONAL AND A SPED TEACHER AT LEAST TO CONTRIBUTE TOWARDS THOSE THREE POSITIONS.
WE'RE BACK TO YOU, MISS WILLIAMS. YEAH. SO I THINK WHAT MAKES.
AND I HEAD UP A LOT OF THE RECRUITMENT FOR BOTH EMPOWER AND OTHER SCHOOLS, FOR THAT MATTER.
BUT WE GO OUT AND LOOK FOR STUDENTS WHO ARE HAVING A DIFFICULT TIME CONNECTING IN DISTRICT SCHOOLS.
IT'S I DON'T HOPE TO NECESSARILY STEAL STUDENTS AWAY FROM DISTRICT SCHOOLS.
THAT'S NOT MY INTENTION AT ALL.
IT'S MAKING CONNECTIONS WITH STUDENTS WHO ARE HAVING DIFFICULTY FOR ONE REASON OR ANOTHER, EITHER BEHAVIORALLY, ACADEMICALLY, OR JUST SIMPLY, YOU KNOW, CAN'T CAN'T FIT INTO THAT PARTICULAR MOLD.
[02:20:07]
THOSE FAMILIES IN PARTICULAR, BECAUSE WE'RE GOING TO NEED THEIR HELP.AND SO I THINK THAT THAT'S WHAT MAKES US UNIQUE.
I THINK THAT WITHOUT SCHOOLS LIKE ACE, I THINK THE DISTRICTS, YOU KNOW, WOULD DISTRICTS HAVE A HIGHER SUSPENSION RATE? WE DON'T SUSPEND KIDS. WE WORK WITH THE KIDS THAT THEY HAVE DIFFICULTIES WITH.
AND I'M HOPING THAT THIS I'M VERY MUCH DEDICATED TO THIS ORGANIZATION, AND I'M HOPING THAT IT LASTS WELL INTO THE FUTURE, BECAUSE I TOO AM A PRODUCT OF A SCENARIO VERY SIMILAR TO AN ACE STUDENT.
SO I WAS EXPELLED AS A STUDENT.
AND HERE I AM AS A PRINCIPAL OF A SCHOOL THAT HELPS STUDENTS YOU KNOW, IN SIMILAR SITUATIONS.
AND SO ON A DAY IN THE LIFE IN ACE.
WE ARE THE FIRST LINE OF CHECK INS WITH OUR STUDENTS.
WHEN STUDENTS ARE COMING THROUGH THE GATES, WE'RE LOOKING AT THEM.
ALSO, WE'VE GOT THE COUNSELOR ON STANDBY.
AND THAT'S HENCE WE NEED THAT FULL TIME COUNSELOR THERE ALL THE TIME.
WE'VE GOT THAT. AND THEN WE RUN A PUSH IN MODEL.
IT'S NOT A VERY. IT'S NOT UNIQUE.
I KNOW THAT DISTRICT SCHOOLS RUN THAT MODEL.
BUT I THINK THE DIFFERENCE IN THE PUSH IN MODEL THAT WE RUN IS WE RUN A CO-TEACHING PUSH IN MODEL A TRULY CO-TEACHING PUSH IN MODEL WHERE OUR TEACHERS ARE WORKING COLLABORATIVELY WITH OUR SPECIAL EDUCATION TEACHERS AND HAVE GOTTEN TO KNOW OUR STUDENTS WITH SPECIAL EDUCATION NEEDS.
AND JUST WORK REALLY, REALLY TIGHT THERE.
WE HAVE A STUDY HALL INTERVENTION FOR EXIT TICKET REMEDIATION, SMALL GROUP GRADE CHECK IN A COMPUTER BASED INTERVENTION THAT HAPPENS DURING THE DAY AND AFTER SCHOOL.
AND THEN WE'VE GOT A LIBRARY THAT'S RUN FULLY BY OUR PARENTS.
SO OUR PARENTS ARE HELPING WITH OUR READING INTERVENTION.
CLEARLY WE NEED WORK IN THAT AREA, BUT OUR PARENTS RUN OUR LIBRARY AND OUR READING INTERVENTION.
AND WE'VE GOT A HANDS ON SCIENCE PROGRAM FOR THEM.
A LOT OF OUR STUDENTS NEED THAT.
THEY NEED TO BE ABLE TO HAVE SOME SORT OF TACTILE THING TO DO DURING THE DAY.
AND SO WE FOUND REAL SUCCESS IN HAVING THAT PROGRAM.
AND THE LAST THING I WANT, I WANT TO ADD IS THAT WE WANT TO FIRST WE WANT TO SAY THANK YOU TO SCCOE BECAUSE OF THE WAY YOU WORK WITH CHARTER SCHOOLS.
AND YOU KNOW, SOME OF MY, YOU KNOW, MY MENTOR IS STILL DR.
JOE CONDON FROM LAWNDALE DISTRICT IN SOUTHERN CALIFORNIA.
MEFULA'S TEAM IS JUST AMAZING.
WE BELIEVE THAT CHARTER SCHOOLS WERE CREATED TO BE LABORATORY OF INNOVATIONS AND CHOICE.
AND IF WE'RE NOT DOING OUR JOB, THEN WE DON'T HAVE A REASON FOR TO EXIST.
AND THE WAY THAT MEFULA TEAM WORKS IS THAT THEY'RE VERY EVEN THOUGH YOU GUYS ARE THE COUNTY, WHICH IS WAY UP THERE, YOU GUYS MAKE IT VERY RELATABLE. YOU REALLY YOU COACH US, YOU HOLD US ACCOUNTABLE, WHICH WE LOVE.
I TELL MEFULA WE LOVE TO SEE HER TEAM COME IN OFTEN BECAUSE EVERY TIME THEY COME, THEY ADD TREMENDOUS AMOUNT OF VALUE IN TERMS OF FEEDBACK THAT MISS WILLIAM'S TEAM TAKES AND THEY TAKE IT AND IMPLEMENT IT.
AND IT'S JUST A TRUE PARTNERSHIP.
SO I THINK LASTLY, WHAT'S WORKING IS WE'VE GOT ZERO SUSPENSIONS.
OUR RESTORATIVE PRACTICES ARE WORKING.
WE'RE BUILDING A HIGH PERCENTAGE OF RETURNING STAFF.
I'M REPLACING ONE TEACHER ONLY THIS YEAR.
WE DIVE DEEP INTO SEL LESSONS.
OUR OUR SEL LESSONS ARE BOTH ARE CREATING A POSITIVE CAMPUS CULTURE.
WE'VE GOT A FULL TIME COUNSELOR, MTSS IS BEING IMPLEMENTED AND OUR PLTS ARE IS VERY STRONG.
OUR PARENT LEADER TEAMS ARE VERY MUCH INVOLVED.
[02:25:01]
YOU KNOW, LIKE ANY OTHER ORGANIZATION, WE'VE GOT ROOM FOR GROWTH.WE'RE HOPING TO ADD MORE STUDENTS.
WE WANT TO CREATE MORE INTENSIVE INTERVENTIONS FOR NEW STUDENTS TO OUR COUNTRY.
AND WE'RE WORKING DILIGENTLY ON TRYING TO PROVIDE THAT FOR OUR KIDS.
I'LL TURN IT OVER TO TRUSTEES FOR ANY QUESTIONS OR COMMENTS.
TRUSTEE DI SALVO. AND THEN TRUSTEE CHON.
WELL, THANK YOU FOR AN INSPIRATIONAL AND HOPEFUL STORY.
EAST GOES BACK QUITE A WHILE WITH GREG LIPPMAN AND JENNIFER ANDALUZ, WHO STARTED THE FIRST CHARTER SCHOOL IN THE COUNTY.
GREG GOT MONEY FROM THE CITY OF SAN JOSE.
$1 MILLION TO BUILD THE FIRST ACE SCHOOL THROUGH REDEVELOPMENT MONEY.
AND WHAT YOU DO THAT IS WORKING THROUGH CHILDREN WHO BECOME PARENTS AND BECOME EMPLOYEES.
AND YOU WERE YOU THE STORY YOU TOLD IS, IS THE STORY THAT IN FACT, MY ONLY QUESTION IS THIS PRESIDENT BERTA. THE CHARTER SCHOOL ACT OF 1993.
THE CHARTER AND TRADITIONAL PUBLIC.
IF I MAY, I THINK THERE IS AND AND HERE'S WHERE I THINK YOU CAN SEE THAT.
CLEARLY ENROLLMENT IS AN ISSUE FOR OUR SCHOOL CURRENTLY.
AND I THINK THAT PERSONALLY AND HAVING AND I'M IN DIRECT CONNECTION WITH STUDENTS AT ADMINISTRATORS IN ALUM ROCK AND I BELIEVE THAT THEY ARE NOW USING OUR MODEL, WORKING WITH BEING MORE INTENTIONAL AROUND WORKING WITH STUDENTS THAT WERE EASILY SUSPENDED THAT HAD BEHAVIORAL ISSUES. AND I THINK THAT IT'S BECOMING INCREASINGLY HARDER FOR ME TO DO MY JOB.
AND BELIEVE IT OR NOT, I CELEBRATE THAT.
NOW. IT MIGHT NOT BE BEHOOVE ME.
IT NOT MIGHT NOT BENEFIT MY SCHOOL.
I NEED ENROLLMENT TOO AND WE ARE DIVERSIFYING FOR SURE.
AND THERE'S ANOTHER PLACE FOR COLLABORATION, WHICH IS ON ALUMNI SUCCESS PROGRAM.
SO WE ARE COLLABORATING AND IN THIS CASE IS ACROSS CHARTER SCHOOLS.
SO LIKE THE ALPHA AND ROCKETSHIP.
BUT THAT'S ANOTHER AREA THAT I SEE FOR COLLABORATION.
THANK YOU. I KNOW IT'S A LATE HOUR.
I APPRECIATE YOU BEING HERE AND WAITING SO LONG FOR US TO GET DONE WITH CLOSED SESSION.
THANKS FOR YOUR INSPIRATIONAL STORY AND ALSO THANKS TO THOSE WHO WORK IN OUR CHARTER SCHOOL DEPARTMENT FOR SUPPORTING THE STORY, WHICH IS A STORY THAT'S A CHANGE STORY FOR SAN JOSE.
YES. I ALSO WANT TO JUST THANK YOU BOTH FOR STAYING.
[02:30:02]
GIVEN THAT YOU GUYS HAVE A 98.5 HISPANIC POPULATION, SO MAJORITY AND I THINK THERE WAS LIKE A REFERENCE TO, LIKE WANTING TO INCORPORATE CULTURE AND WITHIN THE SCHOOL AND ACADEMICS.I THINK THAT IS AMAZING FOR STUDENTS TO BE ABLE TO HAVE THAT EXPERIENCE.
COULD YOU KIND OF DESCRIBE MORE ON SOME OF THOSE THINGS OR AND ALSO JUST, YOU KNOW, IT SEEMS LIKE THERE'S A GOOD HANDFUL OF ENGLISH LANGUAGE LEARNERS.
SO WHAT DO YOU DO TO SUPPORT THOSE STUDENTS AS WELL? YEAH. NO WORRIES, NO WORRIES.
SO IT IS TRUE THAT WE WERE FOUNDED ON THE EAST SIDE OF SAN JOSE, AND THERE WAS A TIME, IF YOU GO BACK, YOU KNOW, A LITTLE OVER A DECADE WHEN ACE WAS ACTUALLY FOUNDED, THAT PRIMARILY WE WERE THERE SERVING HISPANIC STUDENTS.
THE THE DEMOGRAPHICS OF THE NEIGHBORHOOD HAVE NOW SINCE CHANGED, AND THEY'RE CHANGING REALLY FAST.
I MEAN, THERE'S GENTRIFICATION GOING ON RIGHT, RIGHT ACROSS THE STREET, IF YOU WILL, AND WE'RE IN A POSITION AND A PRIVILEGED POSITION, I MIGHT ADD, TO ACTUALLY BEGIN TO RECRUIT OTHER, YOU KNOW, ETHNICITIES AND OTHER GROUPS.
AND BUT TO DO THAT, I THINK WE NEED TO CHANGE A LITTLE BIT ABOUT OF WHO WE ARE.
AND I THINK THAT'S WHERE WE ARE AT THIS PARTICULAR JUNCTURE.
EVEN A LOT OF OUR VERBIAGE THAT WE USE A LOT OF A LOT OF IT'S NOT THAT WE NECESSARILY THOSE WERE THE VERBIAGE THAT WE WERE FOUNDED UPON, HAS TO ACTUALLY CHANGE BEFORE WE CAN BECOME MORE WELCOMING TO THIS COMMUNITY.
BUT CURRENTLY WHAT WE'RE DOING IS NOW WE'RE TAKING ON AND CELEBRATING SOME OF THEIR HOLIDAYS AND MAKING THOSE CONNECTIONS WITH THEM TO GET THOSE FAMILIES, THOUGH WE DON'T HAVE MANY, WE HAVE SOME TO FEEL MORE INCLUSIVE AND MORE WELCOME ON OUR CAMPUSES, BUT THAT TRANSFORMATION IS GOING TO TAKE SOME TIME.
WE HAVE TO BUILD TRUST WITH THAT COMMUNITY.
CLEARLY, WE'VE SHOWN SOME MASTERY OVER THE LATINO I'M LATINA MYSELF.
BUT IT IS GOING TO TAKE SOME WORK.
YOU HAD A SECOND PART OF THAT QUESTION.
I'M TRYING. I'M BLANKING ON WHAT IT WAS.
I'M SORRY. I THINK MY QUESTION WAS MISINTERPRETED.
I JUST I WAS WONDERING, ACTUALLY WHAT YOU'RE DOING FOR YOUR CURRENT STUDENTS.
SO, LIKE, WHAT CULTURAL EVENTS ARE YOU DOING FOR THE LIKE, LATINO STUDENTS IN THERE AND COMMUNITY? I JUST LOVE HEARING ABOUT THAT BECAUSE IT'S GREAT TO SEE OUR OWN CULTURE REFLECTED IN OUR SCHOOL.
SO THAT'S ACTUALLY WHAT I WAS ASKING.
BUT I DO APPRECIATE THE ANSWER AND EXPANDING AS WELL.
WE'VE CELEBRATED WELL, THAT WOULD BE THE LATINO SIDE.
FROM THE VIETNAMESE SIDE, WE CELEBRATED THEIR NEW YEARS IN PARTICULAR.
BUT THERE'S WE STILL HAVE A LOT TO LEARN, IF I'M BEING HONEST ABOUT IT ABOUT THAT COMMUNITY.
WE WANT WE WANT TO LEARN MORE.
AND I THINK. DID YOU SAY MARIACHI? DO YOU GUYS DO THAT AS WELL? YEAH. WE START MRS. WILLIAM STARTS THE SCHOOL THE FIRST DAY OF SCHOOL WITH A MARIACHI WELCOME.
AND THEY'RE THERE LIKE, FOR HALF OF THE DAY, IT SEEMS LIKE.
YEAH. AND WE ALSO DO IT IN OUR GRADUATION.
AT LEAST AT THE HIGH SCHOOL. WE HAVE A MARIACHI BAND.
I THINK THOSE ARE WONDERFUL EXPERIENCES TO HAVE AT SCHOOL, SO THAT'S GREAT.
AND THEN MY OTHER QUESTION WAS ABOUT JUST WHAT SUPPORTS YOU DO FOR THE ENGLISH LANGUAGE.
YEAH. SO WE'VE MADE BIG INVESTMENTS IN GLAD STRATEGIES.
AND THAT'S WHERE WE'RE HOPING TO MAKE THE GAINS AROUND ENGLISH LANGUAGE LEARNERS.
WE BELIEVE IN THAT THOSE STRATEGIES.
WE BELIEVE THAT BY IMPLEMENTING THOSE WITH FIDELITY, WE'RE GOING TO SEE REAL GROWTH.
WE ALSO WANT TO BE REAL INTENTIONAL ABOUT WORKING WITH ENGLISH LANGUAGE LEARNERS.
WE MAKE SURE THAT OUR TEACHERS ARE BILINGUAL, THAT OUR TEACHERS ARE PUTTING INTENTIONAL PEDAGOGY BUILT IN, BUILDING THAT INTO THEIR LESSONS WHERE IT MATTERS.
SO TIME WILL TELL, YOU KNOW, AND I THINK I THINK WE'RE HEADED IN THE RIGHT DIRECTION.
IT'S REALLY INSPIRING TO HEAR THE WORK THAT YOU'RE DOING AT YOUR SITE.
AND I'M SURE LOTS OF US COULD COULD LEARN FROM THOSE PRACTICES AS WELL.
SO THANK YOU FOR TAKING THE TIME TO BE HERE AND SHARING THOSE HIGHLIGHTS WITH US.
[02:35:01]
THANK YOU. THANK YOU FOR HAVING US.WE'LL GO TO 9C THE CHARTER SCHOOLS UPDATE AND THEN WE'LL GO BACK TO 9A.
WE'LL INTRODUCE OUR EXECUTIVE DIRECTOR MEFULA FAIRLEY TO PROVIDE THIS UPDATE.
AND WHILE SHE'S GETTING SETTLED, I DO WANT TO THANK SHALU SHARMA AND MATT DOMENICI.
WHO OR MATT WHO WERE HERE? MATT DOHERTY, WHO WAS HERE FROM THE CHARTER SCHOOLS TEAM WHO SUPPORTS ACE.
THANK YOU FOR YOUR AMAZING WORK.
AND WANT TO WITH THE PERMISSION OF THE BOARD PRESIDENT, WANT TO TAKE A MOMENT SINCE I WON'T BE ABLE TO DO A SUPERINTENDENT REPORT TONIGHT TO THANK LARRY OSHODI, WHO IS OUR ASSISTANT SUPERINTENDENT FOR PERSONNEL SERVICES.
LARRY, IF YOU COULD STAND SO WE CAN CELEBRATE YOU.
TONIGHT IS LARRY'S LAST MEETING WITH US.
HE IS TRANSITIONING INTO RETIREMENT AND IS SO DEDICATED.
HE'S STILL HERE WITH US PAST MIDNIGHT.
AND WE ALSO WANTED TO INTRODUCE [INAUDIBLE] GILL.
I'M SORRY. OH, SHE'S NOT HERE RIGHT NOW.
OKAY, WELL, NEXT MEETING, WE'LL MAKE SURE TO INTRODUCE HER.
SHE WAS HERE EARLIER, AND DOCTOR GILL IS THE NEW ASSISTANT SUPERINTENDENT FOR PERSONNEL SERVICES.
SO WE'LL INTRODUCE HER AGAIN AT THE NEXT MEETING.
THANK YOU. AND SO MEFULA OUR CHARTER SCHOOLS UPDATE.
[C. Charter Schools Update]
PRESIDENT BERTA, TRUSTEE SUPERINTENDENT DEWAN, I WANT TO SHARE FOUR ITEMS WITH YOU TONIGHT.SO SUMMIT TAHOMA ON JUNE 6TH, THE CHARTER SCHOOLS DEPARTMENT STAFF ATTENDED SUMMIT TO HOMELESS GRADUATION, WHICH WAS BILLED AS A TAHOMA AND DENALI GRADUATION.
GIVEN THAT MANY OF THE DENALI STUDENTS FINISHED THEIR HIGH SCHOOL CAREERS AT TAHOMA.
WHEN DENALI SHUTTERED AT THE END OF THE 22-23 SCHOOL YEAR, THE GRADUATION TOOK PLACE AT THE CALIFORNIA THEATER IN DOWNTOWN SAN JOSE, AND THE THEATER WAS FULL OF JUBILANT AND BOISTEROUS FAMILY AND FRIENDS OF THE APPROXIMATELY 150 OR SO GRADUATES.
SO WE KIND OF DIVIDED AND CONQUERED WHICH WAS WELL ATTENDED.
THERE WERE 68 GRADUATES AND SARAH THOMAS AND OYA ALUMNA DELIVERED THE COMMENCEMENT SPEECH.
AND SHE IS CURRENTLY A STUDENT AT UC BERKELEY WITH PLANS TO ATTEND LAW SCHOOL, WHICH IS FANTASTIC.
BULLIS SUBMITTED ITS RENEWAL TO SCCOE ON JUNE 3RD, REQUIRING THE SCCBOE TO MAKE A DECISION ON THE RENEWAL ON OR BEFORE SEPTEMBER 1ST, WHICH IS 90 DAYS FROM SUBMISSION.
THE SCCBOE HAS A MEETING SCHEDULED FOR SEPTEMBER 4TH, AND SCCOE HAS REQUESTED A THREE DAY EXTENSION TO HOLD THE DECISION HEARING AT THAT MEETING.
BULLIS HAS DECLINED OUR REQUEST FOR THIS THREE DAY EXTENSION.
WE INTEND TO ASK FOR RECONSIDERATION.
AND THEN FINALLY THE CHARTER SCHOOLS DATA BOOK FOR 23-24.
WE'VE CONTINUED THE TWO PAGE SCHOOL SPREAD, AND YOU SAW AN EXAMPLE OF THAT SCHOOL SPREAD IN THE ITEM THAT YOU JUST FINISHED THE CHARTER SPOTLIGHT, THERE WAS A TWO PAGE SPREAD INCLUDED IN YOUR PACKET ABOUT ACE.
SO WE'VE CONTINUED TO INCLUDE THAT IN OUR DATA BOOK.
IN ADDITION, WE HAVE ADDED A TABLE ON TEACHER CREDENTIALING DATA.
AND AS I AS I MENTIONED IN MAY, THE SOURCE OF THE CREDENTIAL DATA IS THE CALIFORNIA DEPARTMENT OF EDUCATION, WHICH CURRENTLY HAS DATA FROM TWO YEARS AGO POSTED ON ITS WEBSITE.
SO WE HAVE TWO YEAR OLD DATA AND OUR DATA BOOK.
[02:40:01]
INFORMATION, AND THE DATA BOOK WILL BE RELEASED OR RERELEASED IN DIGITAL AND PRINT VERSIONS IN ENGLISH, SPANISH AND VIETNAMESE.AT THIS TIME, WE ARE RELEASING ONLY A DIGITAL COPY OF THE DATA BOOK IN ENGLISH, AND IT WAS PART OF YOUR PACKET TONIGHT AND IS POSTED ALSO ON THE SCCOE WEBSITE. THIS CONCLUDES MY REPORT FOR THE EVENING.
THANK YOU, EXECUTIVE DIRECTOR FAIRLEY.
THERE ANY QUESTIONS OR COMMENTS FROM THE BOARD? ALL RIGHT.
WELL, WE APPRECIATE YOU STAYING.
[A. Staff Presentation: Head Start Policy Council]

PARENTS OFTEN JOIN THE POLICY COUNCIL AFTER SERVING ON A PARENT COMMITTEE.
THE POLICY COUNCIL MEETS REGULARLY AS A GROUP.

HEAD START CREATED THE POLICY COUNCIL AS A FORMER LEADERSHIP AND POLICY MAKING ROLE FOR PARENTS.
THROUGH THE POLICY COUNCIL, PARENTS HAVE A VOICE IN DECISIONS ABOUT HOW THE PROGRAM SPENDS MONEY, WHAT CHILDREN DO IN THEIR CLASSROOMS, AND HOW THE PROGRAM WORKS WITH COMMUNITY PARTNERS.
PARENTS CAN BECOME MORE CONFIDENT, GAIN SKILLS, AND CONNECT WITH OTHER PARENTS AND STAFF.
I WILL NOW HAND THE PRESENTATION OVER TO MY COLLEAGUE REYNA.
THANK YOU. TERESA. DURING THE POLICY COUNCIL MEETINGS, THE POLICY COUNCIL GETS TO REVIEW MONTHLY FINANCIAL REPORTS AS WELL AS MONTHLY REPORTS ON CREDIT CARD EXPENDITURES MONTHLY REPORTS ON PROGRAM INFORMATION SUMMARIES, MONTHLY REPORTS ON MEALS AND SNACKS, AND PROGRAM ENROLLMENT REPORTS.

A PERSONNEL REPORT DETAILING THE COMMITTEE'S RECOMMENDATIONS FOR APPOINTMENTS, DISMISSALS, CHANGES OF STATUS AND OTHER PERSONNEL.
ITEMS SHALL BE PRESENTED AT REGULAR MEETINGS OF THE POLICY COUNCIL.
TRUSTEES DO WE HAVE ANY QUESTIONS OR COMMENTS? TRUSTEE SREEKRISHNAN.
YEAH, JUST ONE QUESTION, BECAUSE I KNOW IT'S LATE.
AND I KNOW WE HAVE HEAD START ON OUR AGENDA.
SO JUST OVER OUR OVERARCHING THING I'VE HEARD THAT ALL HEAD STARTS ARE DEALING WITH ARE IS, YOU KNOW, LOW ENROLLMENT.
AND, YOU KNOW, FROM MY UNDERSTANDING, I LEARNED FROM TRUSTEE CHON WHO USED TO SERVE ON THE POLICY COUNCIL WAS ELIGIBILITY MATCHING, YOU KNOW, COST OF LIVING FOR A COUNTY LIKE OURS.
AND WANTED TO SEE IF YOU COULD SHARE THAT, BECAUSE I JUST SEE THAT AS AN OVERARCHING GOAL WE'RE ALWAYS WORKING ON.
THANK YOU FOR THAT. ABSOLUTELY.
SO THERE ARE THE ELIGIBILITY REQUIREMENTS AS WELL AS THE PRIORITY ENROLLMENT REQUIREMENTS THAT ARE ACTUALLY SET NOT ONLY THROUGH THE POLICY COUNCIL, BUT THE BOARD HERE ALSO APPROVES IT. WE ARE REALLY LUCKY HERE IN SANTA CLARA COUNTY OFFICE OF EDUCATION.
AND WE'RE ALSO LOOKING AT OTHER WAYS.
SO RECENTLY THERE'S BEEN SOME LEGISLATION PASSED WHERE WE CAN BE OPENING AND WORKING UP MORE WITH MIGRANT FAMILIES AND OTHER QUALIFYING CATEGORIES. AND SO WE'RE REALLY LOOKING AT THAT, AND WE ARE LOOKING TO MAKE SURE THAT WE ARE KEEPING OUR PROMISES OF INCREASING OUR ENROLLMENT.
AND SO WE ARE VERY AWARE OF THAT AND MONITORING OUR PROGRESS.
YEAH. AND THAT'S WHAT I WOULD BE INTERESTED IN.
AND YOU KNOW, I KNOW IT'S ON OUR AGENDA FOR ON EVERY MEETING, BUT, YOU KNOW, FOR THE NEXT PRESENTATION IS WHAT YOU MENTIONED, YOU KNOW, THE DIFFERENT ADVOCACY EFFORTS AND HOW IS THE ENROLLMENT TREND LOOKING, YOU KNOW AND IS THERE ANYTHING MORE AS A BOARD WE CAN DO? SO THANK YOU, THANK YOU.
QUESTIONS OR COMMENTS FROM THE BOARD.
SO GIVEN THE BOARD HAS DEFERRED THE REST OF THE AGENDA, I WILL ENTERTAIN A MOTION TO ADJOURN.
SECOND. THIRD BY TRUSTEE SREEKRISHNAN.
THAT IF COULD VOTE IF YOU CAN IN BOARD DOCS.
AND IF NOT, WE'LL TAKE YOUR VERBAL AYES.
VERBAL AYE FROM TRUSTEE SREEKRISHNAN AND TRUSTEE DI SALVO.
AND VERBAL AYE FROM TRUSTEE LARI.
WE WERE ASSUMING ALL GUEST VOICE VOTES ON THAT ONE.
[LAUGHTER] AND THAT MOTION CARRIES UNANIMOUSLY.
THANK YOU. HAVE A GOOD EVENING.
WE'RE ADJOURNED AT 12:18 A.M..
