THE SANTA CLARA COUNTY OFFICE OF EDUCATION RELIES ON SUBSTITUTES TO PROVIDE CONTINUITY OF SERVICE IN THE ABSENCE OF STAFF.

THIS EVENING, WE ARE THRILLED TO BE ABLE TO HONOR THE SCCOE SUBSTITUTE OF THE YEAR.

AND I HAVEN'T EVEN ANNOUNCED HER YET, SO YOU'RE GOING TO HAVE TO BE LOUDER THEN.

SPECIFICALLY, WE HONOR SUBSTITUTES WHO HAVE OUTSTANDING PERFORMANCE IN CARRYING OUT DUTIES, OUTSTANDING CUSTOMER SERVICE, EXHIBIT A POSITIVE ATTITUDE, DEMONSTRATE CARE AND SUPPORT FOR OTHERS, CREATE AND FOSTER A POSITIVE SCHOOL ENVIRONMENT, AND MOTIVATE OTHERS.

THE 2024 SUBSTITUTE OF THE YEAR IS ROSALIA ZUNIGA TORRES.

ROSALIA HAS SUPPORTED THE SCCOE AS A SUBSTITUTE TEACHER ASSISTANT IN THE HEAD START PROGRAM THROUGHOUT THE SCHOOL YEAR.

ROSALIA IS BEING RECOGNIZED FOR HER POSITIVE IMPACT ON THE CHILDREN AND STAFF AT CHRISTOPHER RANCH, GLENVIEW AND GILROY ANNEX HEAD START LOCATIONS. SHE SUPPORTS THE CENTER'S TEACHERS WITH THE SUPERVISION AND CARE OF CHILDREN AGED 3 TO 5, WHICH INCLUDES CAREGIVING ROUTINES, MEAL SETUPS, RECORD KEEPING, AND MORE.

RENE GARCIA, SUPERVISOR OF HEAD START PRESCHOOL SITES, SAID ROSALIA LIVES THE SCCOE GOAL OF PROVIDING QUALITY SUPPORT TO THE TEACHING STAFF AS WELL AS THE CHILDREN WE SERVE.

HER COLLEAGUES SHARED THAT RECOGNIZING A CHILD'S NEEDS COMES SECOND NATURE TO HER.

MARTHA MORALES, HEAD START SITE DIRECTOR, SHARED THAT ROSALIA DEMONSTRATES HIGH PERFORMANCE IN WORKING WITH THE CHILDREN, FAMILIES AND TEACHING STAFF.

THE STUDENTS AND TEACHING STAFF CALL HER MISS ROSIE.

MISS ROSIE ALWAYS COMES IN WITH A SMILE AND IS READY TO WORK.

SHE IS A HANDS ON TEACHER WHO ALWAYS GIVES US TRUST AND IS WILLING TO DO MORE FOR THE CHILDREN AND STAFF, SAID ANNA CASTILLO, GILROY HEAD START TEACHER.

ROSALIA'S NOMINATION IS A TESTAMENT TO HER COLLABORATION AND MODEL WORK ETHIC.

WE COMMEND ROSALIA FOR HER HARD WORK AND DEDICATION TO THE HEAD START PROGRAM AT THE SCCOE.

THIS IS A SKILL THAT IS INNATE WITHIN HER.

SHE HELPS US CARRY OUT THE DUTIES OF OUR CLASSROOM, AND ANY TIME THAT SHE SEES THAT A CHILD NEEDS SUPPORT, SHE QUIETLY MOVES INTO THAT WITH A CHILD, SHOWS A VISUAL. AND IF I AM SUPPORTING A CHILD THAT MAY BE A LITTLE DYSREGULATED SHE WILL QUICKLY GET IN AND GET A BOOK AND START READING THEIR FAVORITE STORY OF ABBY

EACH YEAR, WE TAKE TIME TO HONOR AND CELEBRATE STUDENTS WHO EXCEL, OFTEN OVERCOMING SIGNIFICANT OBSTACLES TO REACH THEIR PERSONAL AND ACADEMIC GOALS.

SPECIFICALLY, WE HONOR STUDENTS FOR THEIR ACADEMIC IMPROVEMENT AND ACHIEVEMENTS, LEADERSHIP SKILLS, GOOD ATTENDANCE, GOOD CITIZENSHIP AND CHARACTER, COMMUNITY SERVICE, AND PERSEVERANCE IN PURSUING THEIR STUDIES AND GOALS.

TONIGHT, WE ARE PLEASED TO HONOR A STUDENT WHO EMBODIES ALL OF THESE ADMIRABLE QUALITIES.

DONOVAN, A RECENT GRADUATE FROM OPPORTUNITY YOUTH ACADEMY, IS BEING RECOGNIZED FOR HIS INCREDIBLE DEDICATION TO HIS STUDIES, POSITIVE ATTITUDE, AND SUPPORT OF HIS PEERS. TRULY AN IMPRESSIVE YOUNG PERSON, DONOVAN EARNED 70 CREDITS IN NINE MONTHS AND HAS COMPLETED THE SAN JOSE CITY COLLEGE GUIDE 85 COURSE WITH A 4.0 GPA.

A COURSE DESIGNED TO HELP YOUNG PEOPLE LEARN MORE ABOUT THEIR BELIEF SYSTEMS, VALUES AND ATTITUDES.

HE SPENT AN AVERAGE OF 20 PLUS HOURS PER WEEK ON HIS STUDIES WHILE AT OPPORTUNITY YOUTH ACADEMY IN ORDER TO REACH HIS GOAL.

DONOVAN WAS NOT ONLY AN OUTSTANDING STUDENT, BUT WHILE AT OIA HE WAS A VALUED PEER.

HE WAS CONSISTENTLY A SOURCE OF GOOD ENERGY AND HUMOR IN HIS CLASSES.

HE ENSURED HE GREETED EVERYONE HE ENCOUNTERED THROUGHOUT THE DAY AND HELPED ANYONE WHO WAS IN NEED OF SUPPORT.

DONOVAN WAS AN INVALUABLE RESOURCE TO THE ENGLISH LANGUAGE LEARNERS AT HIS SCHOOL BY ASSISTING WITH TRANSLATION AND INTERPRETATION, AS WELL AS ASSISTING WITH DAY TO DAY INFORMATION THAT MAY BE USEFUL FOR ANY NEW STUDENT.

MARY BRAVO, A TEACHER AT OPPORTUNITY YOUTH ACADEMY, SAID DONOVAN HAS SHOWN A HUGE GROWTH IN HIS MATURITY AND PERSEVERANCE TOWARDS HIS GOALS.

SHE ALSO SAID IT ISN'T UNCOMMON FOR DONOVAN TO EVEN HELP THE CLASSROOM STAFF, OR EVEN HELP PEOPLE FROM THE COMMUNITY SEEKING HELP AND ASKING QUESTIONS IN OR AROUND THE BUILDING. STUDENTS GRAVITATE TO HIM AND LISTEN TO HIM AND HE LISTENS TO THEM.

DONOVAN'S GOAL IS TO JOIN THE ARMY AFTER GRADUATION.

HE ALSO PLANS TO ENROLL IN COLLEGE TO BECOME AN UNDERWATER WELDER.

WE KNOW THAT DONOVAN HAS A BRIGHT AND SUCCESSFUL FUTURE AHEAD OF HIM.

ON BEHALF OF THE COUNTY BOARD OF EDUCATION, I'D LIKE TO CONGRATULATE DONOVAN.

I'VE BEEN AT OYA FOR ALMOST A YEAR NOW.

I WOULD LIKE TO TAKE THIS TIME TO THANK EVERYBODY THAT'S EVER PUSHED ME TO DO GOOD, AND EVER CHECKED ME ON WHENEVER I GOT COMPLACENT.

A BIG THANK YOU TO MY FAMILY THAT ISN'T HERE RIGHT NOW, BUT A BIG THANK YOU TO THEM FOR NOT GIVING UP ON ME WHEN I WAS AT MY LOWEST POINT.

DEWAN AND ESTEEMED BOARD MEMBERS.

LAST NIGHT, 28 GRADUATES WERE RECOGNIZED AT THE ALTERNATIVE EDUCATION GRADUATION CEREMONY AT THE COUNTY OFFICE OF EDUCATION.

IN TOTAL, 74 STUDENTS COMPLETED THE HIGH SCHOOL REQUIREMENTS FOR GRADUATION THIS PAST SCHOOL YEAR.

I PERSONALLY WANT TO GIVE MY GRATITUDE AND SUPPORT FOR OUR GRADUATES [INAUDIBLE] TO ACCOMPLISH THEIR GOALS OF GRADUATING.

I ALSO WANT TO THANK OUR STAFF FROM BLUE RIDGE, OSBORNE AND COMMUNITY SCHOOLS FOR HELPING OUT ON MAKING THIS CEREMONY POSSIBLE.

AN UPDATE FOR BLUE RIDGE.

THE JAMES RANCH YOUTH CENTER IS HAVING ITS GRAND OPENING THIS WEEK.

STAFF AND STUDENTS NOW HAVE THE OPPORTUNITY TO ENJOY NEW SPACE FOR STUDENTS TO RELAX WHEN FEELING STRESSED.

THE HOPE OF THIS SPACE IS TO PROMOTE A NEW AND COMFORTABLE, YET ENTERTAINING SPACE FOR YOUTH TO SPEND TIME.

THE LIBRARY WAS ALSO MOVED TO SHARE THIS SPACE IN THE PREVIOUS LIBRARY, SPACE WILL BE DEDICATED TO A MUSIC STUDIO.

STUDENTS WILL NOW GET TO SEE THE GOODS AND BENEFITS OF PUTTING THEIR DEDICATION TOWARDS EDUCATION.

THIS PAST MONTH, PROBATION STAFF COLLABORATED WITH THE BLUE RIDGE AND OSBORNE ART TEACHER TO HOLD AN ART CONTEST FOR THE STUDENTS.

THE STUDENTS SENT IN THEIR DRAWINGS FOR THE POSSIBILITY OF HAVING THEIR WORKS DISPLAYED AS A MURAL ON THE WALL OF THE NEW YOUTH CENTER.

YESTERDAY, A COUPLE OF GRADUATES FROM OSBORNE ATTENDED THE [INAUDIBLE] CEREMONY.

THEY HAVE BEEN WORKING HARD ALL SEMESTER IN THE TOPS PROGRAM AND THIS AND THIS CARPENTRY [INAUDIBLE].

THEY LEARNED SAFETY PROTOCOLS AND HOW TO PROPERLY USE TOOLS.

THEY WORKED ON PROJECTS SUCH AS BUILDING BENCHES AND ARE CURRENTLY BUILDING A DOGHOUSE.

SO NO STUDENTS VOLUNTEER AT A LOCAL NATIVE PLANT GARDEN THIS WEEK.

THEY LEARN ABOUT REGENERATIVE FARMING PRACTICES, A VARIETY OF EDIBLE GREEN PLANTS AND FLOWERS, AND HELP HARVEST FOOD FOR THE FARMERS MARKET.

STUDENTS ARE EXCITED TO BRING BACK WHAT THEY LEARNED TO THEIR OWN SCHOOL GARDEN.

THE OSBORNE SCHOOL GARDEN IS THRIVING WITH GREENS, MARIGOLDS, [INAUDIBLE], BEANS AND MANY TYPES OF CHILIES AND TOMATOES.

OSBORNE STUDENTS HAVE BUILT EIGHT MORE BEDS THIS SEASON AND HAVE EXPANDED THEIR IRRIGATION SYSTEM.

THEY LOVE BEING OUTSIDE AND TAKING CARE OF THE FISH AND PLANTS.

WITH IT BEING SUMMER AND SO NICE OUTSIDE, THEY LOOK FORWARD TO CONTINUE TO WORK IN THE GARDEN.

I PROVIDE REENTRY PLANS AND ADVOCATE FOR OUR JUVENILE JUSTICE ENGAGED YOUNG ADULTS WHO HAVE GONE INTO INCARCERATION AS CHILDREN AND ARE COMING OUT OF INCARCERATION AS ADULTS, WORKING ALONGSIDE OUR UNDERSERVED COMMUNITIES WITH A COMMITMENT TO EQUITY, WELLNESS, RACIAL JUSTICE ADVOCACY MUST BE DONE IN A WAY THAT RESISTS CAUSING HARM THROUGH EMBRACING OPENNESS, AUTHENTICITY, AND TRANSPARENCY.

IF THE REVENUE FOR SPECIAL ED IS LOWER NOW, THEN WHY WAS THE POSITION FOR THE DIRECTOR OF SPECIAL ED CHANGED TO AN EXECUTIVE DIRECTOR POSITION? THE POSITION CHANGE CAME WITH A NEW SALARY SCALE THAT MAXES OUT AT APPROXIMATELY 40,000 HIGHER.

NO DIRECTORS REPORT TO THIS POSITION.

IF THE BUDGET IS TIGHTER NOW AND ENROLLMENT IS DECLINING, THEN WHY THE ADDED EXPENSE? WHY ADD A PROGRAM MANAGER TO THE EARLY START AND PRESCHOOL PROGRAM WHEN THE NUMBER OF STAFF HAS DECREASED? IT'S CLEAR IN BLACK AND WHITE THAT WE PARENTS HAVE AN OPPORTUNITY TO BE INVOLVED IN THESE PROCESSES, AND WE'RE NOT BEING INVOLVED IN THEM.

WE'RE LEARNING THAT P CARDS ARE BEING USED BY PEOPLE WHO AREN'T EVEN A PART OF HEAD START, AND IT'S JUST SO DISHEARTENING TO LEARN THAT THEY'RE GOING TO BE BLACKED OUT LIKE IT NEVER HAPPENED.

I LOVE MY STUDENTS AND MY JOB, BUT I DON'T LOVE THE POOR COMPENSATION, LACK OF RESPECT, AND LACK OF SUPPORT.

THERE IS SUBSTANTIALLY HIGHER PERCENT OF STUDENTS WITH IDENTIFIED SPECIAL NEEDS IN OUR CLASSROOM, YET WE HAVE NEVER BEEN PROVIDED TRAINING IN HOW BEST TO INCLUDE THESE CHILDREN AND MAKE THE APPROPRIATE MODIFICATIONS AND ACCOMMODATIONS.

WE HAVE ALWAYS SERVED STUDENTS WITH IEPS, MANAGEMENT SAID.

BUT THEY FAIL TO RECOGNIZE THAT HISTORICALLY, OUR STUDENTS WITH IEP WERE MOSTLY STUDENTS WHO HAD JUST LANGUAGE DELAYS.

NOW WE HAVE STUDENTS WHO ARE DIAGNOSED WITH AUTISM BEFORE THEY LEAVE US, NON-AMBULATORY STUDENTS AND STUDENTS WITH WHO USE A G-TUBE FOR NUTRITION, FOR SAFETY AND EQUITY. WE NEED TO DO BETTER FOR OUR CHILDREN AND FOR OUR STAFF.

WE ASK THE BOARD TO BE ACCOUNTABLE TO OUR CONCERNS AND TO BUILD A BUDGET THAT INVESTS IN OUR STAFF.

THERE HAS BEEN A SYSTEMATIC REDUCTION OF OPPORTUNITIES FOR PARENTS, STAFF AND COMMUNITY INPUT IN THE PROCESS OF PROGRAM CHANGES.

AFTER INFORMING PARENTS OF THEIR RIGHTS, I AND OTHER COLLEAGUES WERE EVEN CHASTISED.

LAST WEEK, ON JUNE 5TH, A PUBLIC HEARING WAS CONDUCTED ON 24-25 COUNTY SCHOOL SERVICES FUND BUDGET.

THE 24-25 COUNTY SCHOOL SERVICE FUND BUDGET WAS DEVELOPED IN ACCORDANCE WITH THE STATE ADOPTED CRITERIA AND STANDARDS, MEETS THE STATE MANDATED RESERVE REQUIREMENT OF 2% AND THE ADDITIONAL 2% RESERVE REQUIREMENT AS SET FORTH BY BOARD POLICY 3100.

IT ALSO REFLECTS A POSITIVE CERTIFICATION THAT DEMONSTRATES THE SCHOOL'S ABILITY TO MEET ITS FINANCIAL OBLIGATIONS IN THE CURRENT YEAR AND TWO SUBSEQUENT FISCAL YEARS.

SCCOE IS IN GOOD FISCAL HEALTH AND MEETS ALL THE STATUTORY CRITERIA AND REQUIREMENTS FOR ADOPTION FOR THE 24-25 COUNTY SCHOOL SERVICE FUND BUDGET, AND I WOULD LIKE TO REQUEST ADOPTION.

ADOPTING THE BUDGET TODAY SEEMS PREMATURE, GIVEN THAT THE BUDGET PRESENTATION WAS ONLY GIVEN LAST WEEK AND ALL INFORMATION ISN'T YET AVAILABLE.

BUT WE CAN STILL BUILD A BETTER BUDGET TODAY BY MOVING FUNDS TO INVEST IN STUDENTS AND CONTINUE TO IMPROVE IT THROUGHOUT THE YEAR.

REMEMBER THAT ADOPTING THE BUDGET IS ONE OF THE BOARD OF TRUSTEES RESPONSIBILITIES.

NEXT YEAR, WE SHOULD MIMIC THE COUNTY OF SANTA CLARA'S ROLLOUT, WHICH IS A TWO MONTH PROCESS BEGINNING WITH THE RELEASE OF THE PROPOSED BUDGET, INCLUDING BUDGET WORKSHOPS WITH EACH DEPARTMENT AND AMPLE TIME FOR THE DECISION MAKERS TO ASK QUESTIONS AND REQUEST AND RECEIVE INFORMATION BEFORE THE FINAL VOTE.

IT'S MIND BOGGLING THAT THIS WAS THE FIRST YEAR THE BUDGET PRESENTATION WAS GIVEN TO ALL, NOT JUST THE BUDGET SUBCOMMITTEE, WITHOUT THE ACTUALS FOR 2023 TO 2024.

WE DON'T ACTUALLY KNOW HOW MUCH MONEY IS LEFT OVER, BUT THE HISTORICAL TREND INDICATES THAT IT WILL BE HIGH, AS THIS TIME LAST YEAR WE HAD $99 MILLION IN UNSPENT FUNDS.

BUILD A BETTER BUDGET THAT INVEST DIRECTLY IN STUDENTS AND THE STAFF THAT SUPPORT THEM IN THE CLASSROOMS OR THE DISTRICTS THAT SERVE THEM.

AND THAT LED ME TO THESE TWO SUGGESTIONS.

ONE IS AND WE HEARD A LOT OF PUBLIC COMMENT ABOUT.

PROFESSIONAL DEVELOPMENT FOR PARA EDUCATORS AND HAVING RESOURCES FOR THAT.

SO YOU KNOW, AN IDEA THAT I DISCUSSED WITH OTHERS WAS POTENTIALLY, YOU KNOW, THROUGH JLAC AND OUR GOVERNMENT AFFAIRS DIVISION.

DOING FORMAL ADVOCACY AT THE STATE LEVEL ON FUNDING FOR PROFESSIONAL DEVELOPMENT FOR PARA EDUCATORS.

SO I WANTED TO ASK OUR SUPERINTENDENT TO SEE HOW THAT COULD BE IMPLEMENTED EITHER THROUGH JLAC OR THROUGH STAFF.

BECAUSE, YOU KNOW, I THINK IT'D BE GOOD TO HAVE A FORMAL EFFORT AND SORT OF AN ADVOCACY CAMPAIGN AROUND THAT, ALONG WITH THE OTHER THINGS WE ADVOCATE FOR IN THE BUDGET.

YEAH. THANK YOU. I DO THINK JLAC WOULD BE ONE POSSIBLE VENUE FOR PUTTING TOGETHER SOME ADVOCACY STRATEGY AND RAISING AWARENESS. MORE AT THE STATE LEVEL, THERE HAD BEEN SOME PROGRESS MADE AT THE STATE LEVEL WITH REGARD TO SETTING ASIDE FUNDS FOR PROFESSIONAL DEVELOPMENT DIFFERENT GRANTS THAT HAD BEEN AVAILABLE IN THE LAST NUMBER OF YEARS THAT WE'VE TAKEN ADVANTAGE OF AND INCORPORATED INTO OUR BUDGET. MOST OF THOSE WERE ONE TIME AND HAVE EXPIRED.

SO I THINK THE IT WOULD BE APPROPRIATE FOR US TO REINVIGORATE THOSE EFFORTS AND SEE WHAT CAN BE ADDRESSED.

AND I KNOW THANK YOU.

AND I KNOW THAT THE COUNTY OFFICE, YOU KNOW, COMMUNICATES WITH THE DELEGATION AND, YOU KNOW, THROUGH FORMAL WAYS.

AND WOULD LOVE FOR YOU KNOW, OUR CLASSIFIED STAFF AND PARAEDUCATORS TO BE INCLUDED IN THE ADVOCACY EFFORT, RIGHT.

AND SO I WANTED TO SEE HOW THAT BOARD PRIORITY COULD TRANSLATE TO, YOU KNOW, OUR UNASSIGNED FUNDS.

AND WE DID GET A PRESENTATION LAST BOARD MEETING ABOUT ALL OF THE BUCKETS OF UNASSIGNED FUNDS.

BUT I THINK THERE CAN BE A STRONGER WAY AND A MORE FORMAL WAY TO SHOW HOW THAT BOARD PRIORITIES REFLECTED IN OUR UNASSIGNED FUNDS.

I KNOW I BROUGHT THIS UP OUR LAST BUDGET CYCLE.

AND SO WANTED TO HEAR ABOUT THAT, HOW THAT COULD BE DONE.

I DON'T KNOW THAT IF WE COULD DO IT SPECIFIC TO THE UNASSIGNED FUNDS.

HOWEVER, THAT COMMITMENT TO WORKFORCE DEVELOPMENT, RECRUITMENT AND RETENTION IS SOMETHING THAT WE INCORPORATE INTO EACH OF OUR BUCKETS OF FUNDING.

SO IT'S A COMPONENT OF OUR GENERAL FUND.

IT'S A COMPONENT OF THE BLOCK RATE THAT WE CHARGE TO DISTRICTS FOR SPECIAL EDUCATION.

IT'S INCORPORATED INTO OUR GRANT APPLICATIONS FOR OUR GRANT FUNDED PROGRAMS. AND WITH REGARD TO OUR UNASSIGNED FUNDS, WE HAVE A DECLINING AMOUNT IN THAT OVER THE MULTI YEARS.

AND THAT'S THOSE ARE THE ONLY FUNDS THAT THE OFFICE WOULD HAVE FOR, YOU KNOW, IN THE EVENT OF AN EMERGENCY.

AND THEY ARE ONE TIME FUNDS.

THAT BEING SAID, WE, I AND MY TEAM SHARE THE BOARD'S PRIORITY AROUND WORKFORCE RECRUITMENT AND RETENTION.

AND WE'LL CONTINUE TO MAKE A, YOU KNOW, STRONG INVESTMENT IN THOSE EFFORTS AND CONTINUE TO REPORT BACK OUT TO THE BOARD AND OUR QUARTERLY UPDATE, SOME OF THE EFFORTS THAT WE'RE MAKING.

YEAH. AND I KNOW THAT WE DID LOOK AT ALL THE BUCKETS.

BUT IF THERE WAS A WAY TO HAVE IT ALL BE, LIKE ON ONE PAGE, SORT OF EASILY EASIER TO DIGEST.

I KNOW WE HAVE TO APPROVE THIS BY JULY 1ST BECAUSE OF THAT CODE, BUT AND I KNOW WE'VE BEEN WORKING ON THAT AND I THINK WE NEED TO DO MORE.

NOW I WOULD ADD TOO, LIKE THERE ARE OPPORTUNITIES THROUGHOUT THE YEAR.

YOU KNOW, WE WON'T KNOW THE IMPACT OF THE BUDGET UNTIL THE LEGISLATURE ADOPTS IT.

THEN IT'LL PROBABLY BE JULY AUGUST BEFORE WE FULLY UNDERSTAND THAT.

AND I THINK THAT'S WHY THE STATE'S BUDGET CYCLE ALLOWS FOR THOSE THE CLOSING OF THE BOOKS, THE ADJUSTMENTS AT FIRST INTERIM.

SO EVEN THOUGH WE, YOU KNOW, WE HAVE TO ADOPT THIS BUDGET BASED ON WHAT WE KNOW RIGHT NOW BECAUSE THAT'S WHAT THE LAW REQUIRES.

IT'S NOT THE END OF THE STORY.

WE STILL HAVE THE CLOSING OF THE BOOKS, MANAGING THE CARRYOVER AND BRINGING BACK TO THE BOARD IN THE FALL FIRST INTERIM AND THEN IN THE SPRING.

SO IF WE ARE NOT ABLE TO IDENTIFY YOU KNOW, SOME SUPPORT, SOME FLEXIBLE FUNDING TO COVER THAT COST, IT WOULD BE INCORPORATED INTO THE SPECIAL EDUCATION BLOCK RATE AS AN EXPENDITURE ASSOCIATED WITH THAT PROGRAM.

SO WE COULDN'T, FOR INSTANCE, USE MONEY FROM OUR GENERAL FUND AS A, YOU KNOW, REALLY BOARD SPONSORED OR INITIATED STUDY.

IT'S NOT REALLY A STUDY THAT WE'RE GOING TO GIVE BACK TO ALL THE DISTRICTS IF THEY'RE GOING TO HELP PAY FOR IT, FOR INSTANCE.

OR WOULD WE? I THINK WE WOULD HAVE AN OBLIGATION TO DO THAT.

YES. BECAUSE I'M WONDERING JUST AGAIN HARKENING BACK TO THE ALT ED PROGRAM WHICH HAD THE RESEARCH PROJECT DONE.

EIGHT YEARS AGO. TEN YEARS AGO.

THAT MONEY, I THOUGHT WAS SOMEHOW, YOU KNOW, ALLOCATED OUT.

AND PERHAPS YOU COULD RESEARCH THAT HOW WHERE THAT CAME FROM, BUT THAT AS I UNDERSTAND, DID NOT GET CHARGED TO THE DISTRICTS, WHICH, YOU KNOW, SUPPORT ALL SCHOOLS.

AND SO I'M THAT WOULD MAKE SENSE BECAUSE THE BOARD IS THE BOARD FOR COURT AND COMMUNITY SCHOOLS.

SO THAT WOULD MAKE SENSE TO ME THAT IT COULD HAVE BEEN CHARGED TO THAT PROGRAM, WHICH WOULD HAVE BEEN PART OF THE GENERAL FUND, AND THAT ALSO WOULD HAVE BEEN BEFORE THE SHIFT TO THE LOCAL CONTROL FUNDING FORMULA.

I HAVE WE'RE WORKING ON THAT, THE BOARD'S REQUEST AND HAVE STARTED TO DEVELOP THE SCOPE OF WORK, AND WE'RE STARTING TO LOOK FOR POTENTIAL VENDORS THAT COULD DO THAT PROJECT.

AND ONCE WE KNOW MORE, WE'LL ALSO HAVE A GOOD SENSE OF WHAT THE ANTICIPATED COSTS MIGHT BE, WHICH WILL ALSO HELP US.

BUT IT IS HIGH ON MY RADAR.

THOSE FUNDS COME FROM THE FEES THAT DISTRICTS PAY.

SO THEY WOULD NEED TO REIMBURSE US FOR THE COST.

AND SO WE DON'T GET FEDERAL FUNDS SEPARATE THE FEDERAL FUNDS, GO TO THE DISTRICTS.

WE GET A SMALL AMOUNT OF FEDERAL A SMALL AMOUNT OF FEDERAL FUNDS, LIKE NOT FEDERAL SPECIAL ED DOLLARS, BUT LIKE TITLE ONE AND THOSE TYPES OF DOLLARS WHICH ARE USED FOR OUR SPECIAL ED PROGRAMS THAT ARE TITLE ONE.

SO THAT COULD BE A SOURCE OF SOME FUNDING BECAUSE THAT WOULD BE SPECIFIC TO OUR SCHOOLS, WHICH ARE TOTALLY GOING TO BE.

YEAH, POTENTIALLY, IF IT'S WITHIN THE REGULATORY FRAMEWORK FOR TITLE.

BUT YEAH, WE'RE WE'RE WORKING ON THE BOARD'S REQUEST.

WE SAW AN INFLUX OF INCREASES FOR ELECTRICAL COSTS THIS YEAR.

PG&E JUST INSTITUTED A 17% INCREASE IN JANUARY.

SO THAT AMOUNT OF FUNDING THAT WE'RE PROJECTING IS THE AMOUNT OF MONEY WE WOULD HAVE TO USE FOR ANY INCREASES IN OPERATING.

ALL OF THE OTHER FUNDING HAS A RESTRICTED, AND OUR RESTRICTED BUCKET WOULD BE FOR GRANTS, CONTRACTS, THINGS WE'VE ALREADY OBLIGATED TO MEET BODIES OF WORK FOR. AND THEN ON THE OTHER SIDE OF THE DESIGNATED, THERE ARE CERTAIN REQUIREMENTS THAT WE HAVE TO ALLOCATE MONEY BY STATE CODE FOR OUR FACILITIES AND MAINTENANCE AND TO UPKEEP OUR BUILDINGS. UNDERSTAND.

AND I UNDERSTAND THE COMPLEXITY OF OF ALL BUDGETS IN EDUCATION, PARTICULARLY ACCOUNTING, OFFICE BUDGET.

SO OUR ATTENDANCE IS IS DEFINITELY IMPROVED INCREASED POST PANDEMIC.

BECAUSE YOU WHAT YOU DO, THE WORK YOU DO, THE WORK YOU DESCRIBE, YOU STRENGTHEN THE CITY OF SAN JOSE.

AND WHAT YOU DO THAT IS WORKING THROUGH CHILDREN WHO BECOME PARENTS AND BECOME EMPLOYEES.

AND I THINK THAT IT'S BECOMING INCREASINGLY HARDER FOR ME TO DO MY JOB.

AND BELIEVE IT OR NOT, I CELEBRATE THAT.

I THINK THAT IF THE DISTRICTS HAVE NOW PICKED UP ON THE NEED TO SERVICE THOSE STUDENTS AS WELL, I THINK THAT THAT'S A CELEBRATION.

NOW. IT MIGHT NOT BE BEHOOVE ME.

IT NOT MIGHT NOT BENEFIT MY SCHOOL.

I NEED ENROLLMENT TOO AND WE ARE DIVERSIFYING FOR SURE.

I MEAN, THERE'S GENTRIFICATION GOING ON RIGHT, RIGHT ACROSS THE STREET, IF YOU WILL, AND WE'RE IN A POSITION AND A PRIVILEGED POSITION, I MIGHT ADD, TO ACTUALLY BEGIN TO RECRUIT OTHER, YOU KNOW, ETHNICITIES AND OTHER GROUPS.

AND WE FOCUSED ON THE VIETNAMESE COMMUNITY BECAUSE THE VIETNAMESE COMMUNITY HAPPENS TO BE VERY NEARBY.

AND BUT TO DO THAT, I THINK WE NEED TO CHANGE A LITTLE BIT ABOUT OF WHO WE ARE.

SO SUMMIT TAHOMA ON JUNE 6TH, THE CHARTER SCHOOLS DEPARTMENT STAFF ATTENDED SUMMIT TO HOMELESS GRADUATION, WHICH WAS BILLED AS A TAHOMA AND DENALI GRADUATION.

GIVEN THAT MANY OF THE DENALI STUDENTS FINISHED THEIR HIGH SCHOOL CAREERS AT TAHOMA.

WHEN DENALI SHUTTERED AT THE END OF THE 22-23 SCHOOL YEAR, THE GRADUATION TOOK PLACE AT THE CALIFORNIA THEATER IN DOWNTOWN SAN JOSE, AND THE THEATER WAS FULL OF JUBILANT AND BOISTEROUS FAMILY AND FRIENDS OF THE APPROXIMATELY 150 OR SO GRADUATES.

OPPORTUNITY YOUTH ACADEMY, SO THE CHURCH SCHOOLS DEPARTMENT STAFF ALSO ATTENDED THE OYA GRADUATION ON THE SAME NIGHT.

SO WE KIND OF DIVIDED AND CONQUERED WHICH WAS WELL ATTENDED.

THE POLICY COUNCIL IS A GROUP OF HEAD START AND EARLY HEAD START PARENTS AND COMMUNITY MEMBERS WHO HELP LEAD AND MAKE DECISIONS ABOUT THEIR PROGRAM.

POLICY COUNCIL MEMBERS ARE ELECTED BY THE PARENTS OF CHILDREN ENROLLED IN THE PROGRAM.

PARENTS OFTEN JOIN THE POLICY COUNCIL AFTER SERVING ON A PARENT COMMITTEE.

THE POLICY COUNCIL MEETS REGULARLY AS A GROUP.

MEMBERS CAN SERVE FOR ONE YEAR AT A TIME.

THEY WORK CLOSELY WITH THE PROGRAM'S MANAGEMENT TEAM AND GOVERNING BODY TO PROVIDE OVERALL DIRECTION FOR THE PROGRAM.

WHEN HEAD START BEGAN IN 1965, ITS FOUNDERS UNDERSTOOD THAT PARENTS ARE ESSENTIAL PARTNERS IN EDUCATING YOUNG CHILDREN.

THEY FELT PARENTS SHOULD HELP DECIDE HOW HEAD START SERVICES CAN MOST BENEFIT THEIR FAMILY AND OTHER FAMILIES IN THE COMMUNITY.

HEAD START CREATED THE POLICY COUNCIL AS A FORMER LEADERSHIP AND POLICY MAKING ROLE FOR PARENTS.

TODAY, EVERY HEAD START AND EARLY HEAD START PROGRAM MUST HAVE A POLICY COUNCIL AS PART OF ITS LEADERSHIP STRUCTURE.

THROUGH THE POLICY COUNCIL, PARENTS HAVE A VOICE IN DECISIONS ABOUT HOW THE PROGRAM SPENDS MONEY, WHAT CHILDREN DO IN THEIR CLASSROOMS, AND HOW THE PROGRAM WORKS WITH COMMUNITY PARTNERS.

CHILDREN, PARENTS AND THE PROGRAM BENEFIT WHEN PARENTS TAKE ON LEADERSHIP ROLES, CHILDREN LEARN MORE AND EXPERIENCE HEALTHIER DEVELOPMENT AT SCHOOL AND AT HOME.

PARENTS CAN BECOME MORE CONFIDENT, GAIN SKILLS, AND CONNECT WITH OTHER PARENTS AND STAFF.

PROGRAM STAFF LEARN ABOUT THE STRENGTHS, INTERESTS, AND NEEDS OF THE CHILDREN, FAMILIES, AND COMMUNITY THEY SERVE.

THANK YOU. TERESA. DURING THE POLICY COUNCIL MEETINGS, THE POLICY COUNCIL GETS TO REVIEW MONTHLY FINANCIAL REPORTS AS WELL AS MONTHLY REPORTS ON CREDIT CARD EXPENDITURES MONTHLY REPORTS ON PROGRAM INFORMATION SUMMARIES, MONTHLY REPORTS ON MEALS AND SNACKS, AND PROGRAM ENROLLMENT REPORTS.

THE PURPOSE OF THE POLICY COUNCIL IS TO SERVE AS A POLICY MAKING BODY, SHARING SUCH RESPONSIBILITY WITH THE SANTA CLARA COUNTY OFFICE OF EDUCATION BOARD, AS MANDATED BY THE HEAD START PROGRAM PERFORMANCE STANDARDS.

ROBERT'S RULES OF ORDER ARE USED IN CONDUCTING MEETINGS OF THE POLICY COUNCIL.

COUNCIL MEMBERS SHALL SERVE WITHOUT COMPENSATION.

HOWEVER, MEMBERS, WHOSE FAMILY'S INCOME FALL BELOW THE OFFICIAL POVERTY INDEX MAY BE REIMBURSED FOR TRAVEL AND OTHER EXPENSES INCURRED WHEN ATTENDING OFFICIAL POLICY COUNCIL MEETINGS.

THE POLICY COUNCIL SHARES RESPONSIBILITY WITH THE SCCOE BOARD OF EDUCATION TO APPROVE OR DISAPPROVE THE FOLLOWING.

FOR THE FOLLOWING FOR THE EARLY HEAD START AND HEAD START PROGRAM; PROGRAM PLANNING, BUDGET PLANNING.

THE POLICY COUNCIL MEMBERS PROVIDE FEEDBACK ON GENERAL PROGRAM DIRECTION.

TO ASSURE THAT HEAD START REQUIREMENTS ARE INCORPORATED INTO THE AGENCY'S POLICIES AND PROCEDURES THE POLICY COUNCIL SHALL STRIVE TO ASSURE THAT THREE MEMBERS OF THE POLICY COUNCIL ARE APPOINTED TO THE PERSONNEL COMMITTEE MEMBERSHIP OF THE COMMITTEE SHALL BE DETERMINED IN ACCORDANCE WITH THE BYLAWS OF THE POLICY COUNCIL. A PERSONNEL REPORT DETAILING THE COMMITTEE'S RECOMMENDATIONS FOR APPOINTMENTS, DISMISSALS, CHANGES OF STATUS AND OTHER PERSONNEL.

AND WANTED TO SEE IF YOU COULD SHARE THAT, BECAUSE I JUST SEE THAT AS AN OVERARCHING GOAL WE'RE ALWAYS WORKING ON.

AND, YOU KNOW, I IMAGINE IT'S DIFFICULT, ESPECIALLY IN AREAS LIKE SILICON VALLEY, SANTA CLARA COUNTY.

SO THERE ARE THE ELIGIBILITY REQUIREMENTS AS WELL AS THE PRIORITY ENROLLMENT REQUIREMENTS THAT ARE ACTUALLY SET NOT ONLY THROUGH THE POLICY COUNCIL, BUT THE BOARD HERE ALSO APPROVES IT. WE ARE REALLY LUCKY HERE IN SANTA CLARA COUNTY OFFICE OF EDUCATION.

WE HAVE A TRAILBLAZER IN DOCTOR DEWAN WHO REALLY LEADS THE WAY IN SACRAMENTO TO CHANGE AND REALLY LOOK AT THE POLICIES FOR QUALIFYING FOR HEAD START.

AND WE'RE ALSO LOOKING AT OTHER WAYS.

SO RECENTLY THERE'S BEEN SOME LEGISLATION PASSED WHERE WE CAN BE OPENING AND WORKING UP MORE WITH MIGRANT FAMILIES AND OTHER QUALIFYING CATEGORIES. AND SO WE'RE REALLY LOOKING AT THAT, AND WE ARE LOOKING TO MAKE SURE THAT WE ARE KEEPING OUR PROMISES OF INCREASING OUR ENROLLMENT.

AND SO WE ARE VERY AWARE OF THAT AND MONITORING OUR PROGRESS.

YEAH. AND THAT'S WHAT I WOULD BE INTERESTED IN.
