IBRAHIM BARRY AND ADORA FISHER.
PLEASE PROCEED TO LINE UP BEHIND THE PODIUM.
OUR FIRST SPEAKER IS YADIRA OROZCO.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.
I AM A SINGLE MOM OF THREE AND I WORK IN THE FIELDS.
I'M ALSO THE CHAIRPERSON OF THE HEADSTART POLICY COUNCIL.
I WANT TO THANK THE BOARD FOR DOING WHAT IS RIGHT.
JUSTICE WAS SERVED BUT STILL SOME CLEANING TO DO.
TERESA SHIP HAS BEEN LYING TO THE HEADSTART PARENTS IN SAN ANTONIO.
FUENTES WAS PLACED ON ADMINISTRATIVE LEAVE.
I HAVE EMAILS SENT BY TERESA SHIP IN APRIL THAT PROVED THAT THE MISUSE OF FUNDS WAS INTENTIONAL AND PLANNED, AND NOT AN ACCOUNTING ERROR, AS SHE AND DEWAN SAID LATER.
I'M HANDING THE EMAILS TO THE BOARD RIGHT NOW.
I PLEASE ASK THE BOARD TO NOT LET THE POLITICAL BULLIES STOP THEM FROM DOING THEIR JOB.
I IMPLORING YOU TO ALSO LOOK AT REINA DOMINGUEZ AND WHAT SHE IS DOING WITH THE HEAD START PROGRAM.
[00:10:03]
I AM ALWAYS HERE AS A PARENT, BUT TODAY I'M HERE AS A POLICY COUNCIL CHAIRPERSON.WE NEED HELP AND I'M BEGGING YOU FOR HELP.
THANK YOU. THE NEXT SPEAKER IS BONNIE MACE.
SO I HAVE STRONG CONCERNS ABOUT THE PROCESS TO APPOINT A NEW INTERIM SUPERINTENDENT.
SO DOCTOR DEWAN WAS TERMINATED ON OCTOBER 2ND, AND ON OCTOBER 11TH, THE AGENDA WAS MADE SAYING THAT THERE WAS A NEW SUPERINTENDENT, A NEW INTERIM SUPERINTENDENT PROPOSED, AND HIS CONTRACT. THAT WAS NINE DAYS.
SO THERE ARE A LOT OF UNANSWERED QUESTIONS AND I'M ASKING YOU TONIGHT TO TURN DOWN THIS CONTRACT NOT BECAUSE OF THE PERSON, BUT BECAUSE I FEEL LIKE THE PROCESS NEEDS TO BE MORE THOUGHTFUL. THERE'S A FEW QUESTIONS THAT NEED TO BE ASKED.
THE SECOND QUESTION IS WHO WAS THE SEARCH FIRM INVOLVED AND WHAT WERE THE FEES FOR THIS.
SO THERE'S A LOT OF UNANSWERED QUESTIONS.
THE NEXT SPEAKER IS MIKE BROMBERG, MODERATOR.
IF WE CAN JUST I JUST WANT TO PROVIDE A REMINDER.
THIS IS FOR ITEMS THAT ARE NOT CURRENTLY ON THE AGENDA.
WE WILL HAVE THE OPPORTUNITY TO HEAR COMMENTS FOR ITEMS THAT ARE ON OUR AGENDA.
THANK YOU. OUR NEXT SPEAKER IS MIKE BROMBERG.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.
MY NAME IS MIKE BROMBERG AND I AM DISAPPOINTED BY THE DECISION LAST WEEK.
I'M HOPING YOU DON'T USE THE SAME SEARCH FIRM THAT FOUND XAVIER DE LA TORRE.
THE ABSOLUTE LOW POINT FOR THE SCCOE, EVER AND WHO WAS HIRED AND FIRED BY VARIOUS PEOPLE WHO ARE SITTING HERE TONIGHT, INCLUDING JOSEPH DI SALVO AND GRACE MAH, WHO HAVE BOTH FIRED FOUR SUPERINTENDENTS AND MAYBE THERE'S A REASON THAT 90% OF CALIFORNIA SUPERINTENDENTS ARE ELECTED AND NOT APPOINTED.
THANK YOU. THE NEXT SPEAKER IS ANTONIO FUENTES.
PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
GOOD EVENING, PRESIDENT BERTA TRUSTEE MEMBERS.
MY NAME IS ANTONIO FUENTES AND I'M HERE ON MY OWN PERSONAL TIME.
THE WORK THAT WE DO AS EDUCATORS MUST BE MEASURED IN ABSOLUTE TERMS AND AT A MINIMUM, AT A MINIMUM, BY THE IMPACT AND ENGAGEMENT THAT WE CREATE FOR OUR CHILDREN AND FAMILIES WE SERVE.
THROUGH OUR SYSTEMS OF EDUCATION AND WE WANT TO MAKE SURE THAT THOSE MEASURES ARE THERE.
THIS IS THE VALUE PROPOSITION OF THE WORK THAT WE DO.
THE HEAD START POLICY COUNCIL IS A VOICE THAT PROMOTES THE VALUE AND PARENT ENGAGEMENT, AND IT IS A VALUE OF PARTNERSHIP THAT EMPOWERS THE SANTA CLARA COUNTY OFFICE OF ED, AND THAT IS TO MAKE US BETTER AND TO RISE TO THE NEEDS OF CHILDREN AND FAMILIES.
PLEASE CONTINUE TO SUPPORT THE PARENTS AND THE PARENT ENGAGEMENT AND THE WORK THAT THEY DO.
I WANT TO PUBLICLY ACKNOWLEDGE THE HEAD START POLICY COUNCIL AND THE EARLY LEARNING SERVICES STAFF WHO HAVE BEEN ENGAGING IN CONTINUOUS EFFORT, HARD WORK, AND THE FAITH OF AND IN THE VALUE OF PARENT ENGAGEMENT.
THANK YOU. THE NEXT SPEAKER IS KRISTEN COE.
PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
DOCTOR KRISTEN COE, PUBLIC SCHOOL PARENT, SCCOE EMPLOYEE.
SHE IS A HIGHLY EFFECTIVE PUBLIC SERVANT.
WE HAVE BETTER WAYS TO SPEND PRECIOUS FUNDS THAN CONTRACT BUYOUTS AND EXORBITANT LEGAL FEES.
THE MIDNIGHT MANNER OF HER TERMINATION LACKS TRANSPARENCY.
THE EMPLOYEES AND THE PUBLIC DESERVE A BETTER EXPLANATION, AND THE TIMING RAISES ETHICAL CONCERNS.
I WOULD ESPECIALLY LIKE TO CALL IN MY ELECTED REPRESENTATIVE, TRUSTEE DI SALVO, TO PLEASE CONSIDER ALL OF THE IMPORTANT WORK THAT YOU AND DOCTOR DEWAN HAVE ACCOMPLISHED TOGETHER DURING YOUR REMARKABLE CAREER, AND WHETHER THIS IS THE WAY YOU WANT TO FINISH THIS CHAPTER.
FINALLY, IF YOU ALL REALLY FEEL THE NEED TO PROCEED WITH AN INTERIM TONIGHT, AND I HOPE THAT YOU DON'T, PLEASE REMEMBER THAT WE HAVE WELL-LOVED AND CAPABLE LEADERS INSIDE THE ORGANIZATION. PLEASE DON'T CREATE MORE CHAOS BY FLYING SOMEONE IN.
[00:15:01]
THANK YOU. THE NEXT SPEAKER IS ANNIE KRAWITZ.PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
FOR THOSE OF YOU WHO DO NOT KNOW ME, I'M A TEACHER HERE AT SCCOE.
I'M AN UPFRONT PERSON THAT SPEAKS MY MIND, HOPEFULLY WITH RESPECT TO OTHERS AND WHEN I FEEL AN INJUSTICE HAS BEEN MADE, I WORK ON PAUSING BEFORE I SPEAK SO I DON'T REACT RUDELY.
AT THE END OF THE DAY, YOU AND ONLY YOU CAN FACE YOURSELF IN THE MIRROR AND SAY.
THIS DECISION WAS MADE IN THE BEST INTEREST OF STUDENTS ACROSS THE SANTA CLARA COUNTY.
I WOULD HAVE LOVED TO HAVE TALKED TO YOU.
I WOULD HAVE LOVED TO TALK TO YOU, JOE.
WE GUYS, WE HAVE A LITTLE BIT OF A HISTORY.
THE NEXT SPEAKER IS TARA GUERRERO.
PLEASE APPROACH THE PODIUM, CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
GOOD EVENING, DOCTOR BONDURANT TRUSTEES TARA GUERRERO, TEACHER OF 20 YEARS FOR COE.
WHERE IS THE TRANSPARENCY? YOUR DECISION TO FIRE DOCTOR DEWAN IS NOW COSTING OUR STUDENTS OVER $95,000 BEING SPENT ON AN INTERIM SUPERINTENDENT.
THAT PER CONTRACT WILL ONLY WORK 62 DAYS AND CONTRACT SPECIFICALLY, STATES MAY NOT WORK A FULL DAY ON DAYS HE DOES WORK, AND YOU PLAN ON EMPLOYING A SECOND INTERIM SUPERINTENDENT AS WELL.
YOU'RE ALSO SPENDING 36,500 ON LEADERSHIP ASSOCIATE CONSULTANTS TO SEARCH FOR A SUPERINTENDENT, AND AN UNDISCLOSED AMOUNT OF MONEY BEING PAID TO REDWOOD PUBLIC LAW FOR LITIGATION.
YOU'RE WASTING OVER $150,000 THAT COULD BE SPENT IN OUR CLASSROOMS AND ON OUR STUDENTS.
THIS AGAIN PROVES YOU DO NOT CARE ABOUT THE STAFF AND MORE IMPORTANTLY, OUR STUDENTS.
YOU ARE HERE FOR YOUR POLITICAL GAINS.
THE NEXT SPEAKER IS JUDY [INAUDIBLE].
PLEASE APPROACH THE PODIUM CLEARLY.
STATE YOUR NAME AND PROVIDE YOUR COMMENT.
GOOD EVENING. MY NAME IS JUDY [INAUDIBLE].
I AM A COORDINATOR HERE AT CCOE.
I'M HERE SPEAKING ON MY OWN BEHALF.
MEMBERS OF THE BOARD, COLLEAGUES THAT ARE HERE, AND COMMUNITY MEMBERS, I STAND BEFORE YOU TODAY AS AN EDUCATOR WHO HAS HAD THE PRIVILEGE OF WORKING FOR THIS ORGANIZATION UNDER DOCTOR DEWAN'S AMAZING LEADERSHIP.
CULTURAL AND SOCIO ECONOMIC BACKGROUNDS TO SUPPORT THE NEED THEIR NEED TO THRIVE.
OUR FAMILIES AND STUDENTS DESERVE TRANSPARENCY AND I URGE THAT AN INVESTIGATION OF THE HUNDREDS OF THOUSANDS OF DOLLARS THAT HAVE BEEN DIVERTED FROM OUR STUDENTS TO BE INSTIGATED.
THANK YOU. THE NEXT SPEAKER IS RODY FLORES.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
I AM HERE AGAIN ASKING TO PLEASE HELP IBRAHIM AND ME ATTEND THE ADULT TRANSITION PROGRAM.
WE NEED THIS PROGRAM BECAUSE WITHOUT IT, WE DON'T KNOW WHAT WE COULD DO WITH OUR LIFE.
PLEASE DON'T FAIL US LIKE THE SCHOOL SYSTEM DID.
I WANT TO LET THE BOARD KNOW I SUPPORT THEM WITH THE TERMINATION OF DOCTOR DEWAN.
IF SHE WAS DOING HER JOB RIGHT.
ME AND MY FRIEND, WOULD BE IN SCHOOL.
THE NEXT SPEAKER IS MARIA MENDOZA.
PLEASE APPROACH THE PODIUM CLEARLY.
STATE YOUR NAME AND PROVIDE YOUR COMMENT.
I'M HERE AGAIN ASKING TO PLEASE REVIEW RODY AND IBRAHAM CASE.
THEY WOULD LIKE TO ATTEND TO THE ADULT TRANSITION PROGRAM.
OUR KIDS ARE HOME WITH NOTHING TO DO.
IT'S SAD THAT OUR DEAF KIDS ARE NOT PROVIDED WITH THE SKILLS TO GO OUT AND SURVIVE IN THIS WORLD.
DOCTOR DEWAN, JANA, THERESA AND TASHA ABANDONED OUR DEAF KIDS TO THEIR OWN LUCK.
TARA, WHAT OTHER PROOF DO YOU NEED? THANK YOU TO THE BOARD MEMBERS WHO VOTED TO FIRE DOCTOR DEWAN.
[00:20:04]
WITH THIS, WE HAVE HOPE, TARA.THE NEXT SPEAKER IS CASSANDRA GONZALEZ.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
MY NAME IS CASSANDRA GONZALEZ.
I AM BACK TO FIND OUT WHY THE SCHOOL SYSTEM FAILED TO PROVIDE THE DEAF AND HARD OF HEARING KIDS WITH THE EDUCATION THEY NEEDED AND DESERVED. WE WILL KEEP COMING AND ASSIST RODY AND IBRAHAM WITH THEIR ENROLLMENT AS STUDENTS WITH AN IEP IN THE ADULT TRANSITION PROGRAM.
I WANT TO THANK AND SUPPORT THE BOARD MEMBERS FOR THE TERMINATION OF DOCTOR MARIANNE DEWAN.
BUT WHAT HAPPENED? WHO KNOWS? PLEASE PREVENT THE LOSS OF THE EDUCATIONAL SYSTEM.
JUST SO YOU ALL TO CHALLENGE THESE MOTHERS AGAIN, THE NEXT GROUP OF SPEAKERS I'M GOING TO CALL.
SO THANK YOU FOR OUR CURRENT SPEAKERS WHO ARE LINED UP THE NEXT BATCH WHO ARE READY TO LINE UP ANNA MARIE VILLALOBOS, TINA CHANG, ANDREA HIGHTOWER, CHRISTINA MOORE, ROSALYN [INAUDIBLE].
STEVE ECKEL [INAUDIBLE] KRISHNA.
FABIOLA [INAUDIBLE], BRITTANY O'BRIEN.
MAUREEN MCCARTHY OR MCCARTY, DANIELLE JAMES, CATHY [INAUDIBLE], RICHARD ANGELINI, JOANNE VARS, AND DOCTOR ANGELA BALLOU.
PLEASE MAKE YOUR WAY TO LINE UP BEHIND THE PODIUM.
OUR NEXT SPEAKER IS KATHY [INAUDIBLE] PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
[INAUDIBLE]. I HAVE SPENT 48 YEARS IN THE EARLY CHILDHOOD COMMUNITY IN SANTA CLARA COUNTY, SO I HAVE BEEN INTIMATELY FAMILIAR WITH EVERY SINGLE SUPERINTENDENT THAT HAS COME THROUGH THESE DOORS IN THE LAST 30 YEARS.
I SIT AS THE CO-CHAIR OF THE LOCAL CHILD CARE PLANNING COUNCIL.
I'VE BEEN ON THE COUNCIL SINCE IT WAS STARTED IN 1998, SO I'M VERY FAMILIAR WITH WHAT IS HAPPENING IN THIS COUNTY IN REGARDS TO EARLY CHILDHOOD EDUCATION.
I JUST WANT TO SAY THAT I'M JUST REALLY HOPING THAT YOU ALL WILL RECONSIDER YOUR DECISION.
I DON'T UNDERSTAND WHY THIS HAPPENED OR HOW THIS COULD HAVE HAPPENED WITHOUT THE LOCAL CHILD CARE PLANNING COUNCIL KNOWING ABOUT IT SO THAT WE COULD SAY SOMETHING TO THE BOARD BEFORE YOU TOOK ACTION, I HAVE SO MUCH TO SAY ABOUT DOCTOR DEWAN.
BUT THE NEXT SPEAKER IS [INAUDIBLE] BERRY.
PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
TWO WEEKS AGO, TESA SENT ME AN EMAIL RUSHING TO HOLD A MEETING WITH ME REGARDING MY SON, CLAIMING THEY WOULD LOVE TO HAVE MY SON AT THE PROGRAM, AND WANTED TO ARRANGE FOR TRANSPORTATION SO HE COULD START LAST MONDAY.
BUT AFTER THE LAST BOARD MEETING, I HAD NOTHING BACK FROM HER OR THE PROGRAM.
THE BEATING AROUND THE BUSH AND MAKING EMPTY PROMISES WITH BLACK AND BROWN DEAF KIDS FUTURE.
HOW DO YOU EXPECT SOMEONE WHO READS AT SECOND GRADE LEVEL TO GO TO COLLEGE, GET A DEGREE AND BE SUCCESSFUL? THIS IS WHY THE ADULT TRANSITION PROGRAM IS IMPORTANT FOR THEM.
I SUPPORT THE BOARD MEMBERS IN FIRING DOCTOR DEWAN BECAUSE IF HE WAS DOING SHE WAS DOING HER JOB.
THESE KIDS WOULD NOT BE HOME RIGHT NOW.
IT WOULD BE AT SCHOOL. THE NEXT SPEAKER IS IBRAHIM BERRY.
PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
HELLO, MY NAME IS IBRAHIM BERRY.
THIS IS MY FIFTH TIME COMING TO THESE MEETINGS TO PLEAD MY CASE.
I AM TIRED OF BEGGING FOR THE RIGHT TO AN EDUCATION.
[00:25:06]
PROGRAM. IT SEEMS LIKE NO ONE CARES ABOUT MY EDUCATION.I HEAR GREAT THINGS ABOUT YOU ALL AND THE GREAT WORK YOU ARE DOING.
IF YOU ARE DOING SO GOOD, WHY AM I AND MY FRIEND RODY STUCK AT HOME WITH NO HOPES OF A FUTURE? IS THAT WHAT YOU CALL GREAT? I'M DEPRESSED SEEING MY FRIENDS GO INTO COLLEGE AND TRADE SCHOOLS WHERE I AM AT HOME.
WHY DO I HAVE TO PLEAD AND BEG FOR AN EDUCATION? DO I NOT DESERVE ONE? IS IT BECAUSE I AM HARD OF HEARING? I AM THROWN TO THE SIDE.
WHY ARE YOU OKAY WITH THIS? WHY DO YOU. WHY DO SO MANY PEOPLE HAVE TO STAND AND BEG FOR THEIR RIGHTS? EDUCATION IS NOT A PRIVILEGE, IT'S A RIGHT.
I SHOULD NOT NEED TO GET A LAWYER OR GO TO THE MEDIA IN ORDER TO GET AN EDUCATION.
YOU HAVE FAILED ME RODY AND OTHER CHILDREN.
BECAUSE MY FAMILY AND I WON'T STOP FIGHTING UNTIL JUSTICE IS SERVED.
THANK YOU. THE NEXT SPEAKER IS ADORA FISHER.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
I AM APPALLED AND SADDENED BY THE DECISION TO DISMISS DOCTOR MARY ANN DEWAN.
YOU HAVE HEARD PERSON AFTER PERSON STAND BEFORE YOU AND TALK ABOUT FAILURE.
NOW YOU HAVE NOT ONLY FAILED THE STUDENTS OF THIS COMMUNITY, BUT YOU HAVE ALSO FAILED THE EMPLOYEES.
YOUR DECISIONS ARE IMPORTANT, AND YOUR POLITICIZING OUR LIVELIHOODS AND OUR CHILDREN'S EDUCATION IS DISHEARTENING.
I CAN'T BEGIN TO TELL YOU THE IMPACT THAT YOUR DECISIONS HAVE, AND HOW IMPORTANT IT IS FOR YOU TO UNDERSTAND THAT THE WORK YOU DO MATTERS, AND IN THIS CASE, IT DOES.
THE NEXT SPEAKER IS ANNA MARIE VILLALOBOS.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
MY NAME IS ANNA MARIE VILLALOBOS.
I'M ALSO A TAXPAYER AND I'M HERE IN SUPPORT OF DOCTOR DEWAN.
THE RECENT ACTIONS OF THE BOARD LACK TRANSPARENCY.
IN ADDITION, THEY ARE HIRING AN OUTSIDE LAW FIRM TO DEFEND THEIR ACTIONS.
AS A TAXPAYER, I BELIEVE THIS TO BE UNCONSCIONABLE.
IT IS A FAILURE OF THE BOARD'S FISCAL AND LEGAL RESPONSIBILITIES.
THANK YOU. THE NEXT SPEAKER IS TINA CHANG.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
GOOD EVENING. I'M TRUSTEES AND DOCTOR [INAUDIBLE].
MY NAME IS TINA CHANG AND I'M THE MOTHER OF A DISABLED CHILD WITHIN OUR COUNTY.
I'M SPEAKING ON BEHALF OF HIM AND OTHER KIDS WITH LOW INCIDENCE DISABILITIES.
I'M FRUSTRATED THAT SCCOE HAS CONSOLIDATED SELF CAC DILUTED PARENT VOICES, AND SKY ATTORNEYS HAVE LIKENED US TO BEING A BOOSTER CLUB AND REMINDED US THAT WE CAN'T CHANGE OR CREATE POLICIES.
PARENTS CONTINUALLY FIND STUDENTS FALLING THROUGH GAPS IN OUR DISTRICT AND COUNTY'S ONE SIZE FITS ALL POLICIES OF INCLUSION WITHOUT PROVIDING ADEQUATE SUPPORT AND VIOLATING THEIR ADA AND IDA RIGHTS AS STUDENTS THAT EVEN THE SUPREME COURT UPHELD.
HOW MUCH MONEY MUST [INAUDIBLE] AND OUR DISTRICT SPEND ON SETTLEMENTS AND DUE PROCESS, RATHER THAN SUPPORTING OUR STUDENTS WITH EXCEPTIONAL NEEDS IN THE FIRST PLACE? HOW MANY FAMILIES MUST BE DENIED THEIR ACCESS TO LANGUAGE OR SERVICES BECAUSE OUR COUNTY IS LOOKING TO SLOWLY CLOSE THEIR PROGRAMS? I URGE THE BOARD TO KEEP [INAUDIBLE].
THE NEXT SPEAKER IS ANDREA HIGHTOWER.
PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
ANDREA HIGHTOWER, THANK YOU, BOARD MEMBERS.
[00:30:03]
THESE ARE COUNTY WIDE ISSUES.THEY'RE NOT SPECIFIC TO GATEWAY.
VITAL INFORMATION IS DISAPPEARING FROM IEPS, AND ADMINISTRATION HAS REDESIGNATED SPECIAL ED STUDENTS TO BE PLACED ON DISTRICT CAMPUSES, CITING GREATER ACCESS TO THEIR SAME AGE PEERS WITHOUT SEGREGATION.
SPECIAL ED STUDENTS WITH SEVERE DISABILITIES ARE BEING PLACED AT FURTHER DISADVANTAGES.
THE COUNTIES, CITIES, AND DISTRICTS MUST DO BETTER.
WE MUST COME TOGETHER TO FIND SOLUTIONS.
THANK YOU. THE NEXT SPEAKER IS CHRISTINA MOORE.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
I FIND IT VERY PERPLEXING THAT A BOARD MEMBER ORGANIZED A RALLY THAT TURNED INTO A PRESS CONFERENCE TO STATE THAT THE PUBLIC DID NOT HAVE A CHANCE TO PROVIDE INPUT ON THE SITUATION WITH THE SUPERINTENDENT, BUT SCHEDULED IT MID-MORNING ON A SCHOOL WORK DAY WHEN MANY STAKEHOLDERS ARE IN THEIR CLASSROOMS, AS TEACHERS OR IN OTHER COE POSITIONS.
IT IS MY UNDERSTANDING THAT WE ARE NOT SUPPOSED TO ENGAGE IN POLITICAL ACTIVITY DURING THE WORKDAY.
I THINK EVERYONE, INCLUDING THE PRESS, SHOULD BE AWARE THAT NOT ALL COULD TAKE TIME OFF WORK.
NOT ONLY THAT, BUT THOSE THAT HAD THE TIME TO TAKE OFF THAT MAY HAVE BEEN IN FAVOR OF THE BOARD'S DECISION CERTAINLY WOULD NOT HAVE FELT COMFORTABLE EXPRESSING SO PUBLICLY AT A PRESS CONFERENCE. I ALSO HAVE ATTENDED ALMOST EVERY BOARD MEETING FOR THE LAST YEAR, AND CAN ATTEST TO THE FACT THAT COMMUNITY MEMBERS FROM ALL SIDES HAD SIGNIFICANT OPPORTUNITY TO GIVE THEIR INPUT DIRECTLY TO THE BOARD DURING PUBLIC COMMENT.
THANK YOU. THE NEXT SPEAKER IS ROSALYN ZICH.
PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
GIVE ME A MOMENT TO GET UP HERE WITH MY CANE IN THE WRONG PLACE IN LINE.
I WAS MOST DISTRESSED WHEN I SAW I HAD NO IDEA THERE WERE ANY ISSUES GOING ON ANYWHERE DOWN HERE, AND I SERVE ON SEVERAL COMMITTEES, SO THAT WAS A REAL SURPRISE.
SINCE THEN, I'VE BEEN IT'S BEEN A PLEASURE TO WATCH HER LEADERSHIP, TO SEE HER RECEIVE A STATEWIDE AWARD FOR HER WORK IN CIVICS FOR OUR KIDS.
WE'RE ONE OF THE FEW DISTRICTS IN OUR STATE THAT DOES ANYTHING SPECIAL TO HELP OUR KIDS LEARN ABOUT THEIR GOVERNMENT, AND THAT'S EXCEEDINGLY IMPORTANT TO ME AS I HONOR PEOPLE WHO RUN FOR OFFICE, SUCH AS YOURSELF AND I KNOW YOU HAVE A TOUGH JOB, AND I KNOW IT'S DIFFICULT, BUT IT REALLY BOTHERS ME THAT WE LOSE A GOOD ONE.
THE NEXT SPEAKER IS STEVE ECKERLE.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
I'M HERE REGARDING THE DECISION TO TERMINATE DOCTOR DEWAN CONTRACT IN CLOSED SESSION WITH NO PUBLIC INPUT AND WITHOUT CAUSE. I'VE WORKED ALONGSIDE OF DOCTOR DEWAN FOR OVER SIX YEARS ON COMPLEX STATE INITIATIVES REGARDING BEHAVIORAL HEALTH, FOUND DOCTOR DEWAN TO BE HIGHLY PROFESSIONAL AND EXTRAORDINARILY KNOWLEDGEABLE IN A WIDE VARIETY OF AREAS AND A WIDE AREA OF VARIETY AND ALSO SHE ATTRACTS SHE'S A STRONG LEADER.
THERE ARE A LARGE RANGE OF DISCIPLINARY ACTIONS IF THE BOARD HAS AUTHORITY.
I RESPECTFULLY URGE YOU TO REINSTATE DOCTOR DEWAN IMMEDIATELY.
THANK YOU. THE NEXT SPEAKER IS RITU KRISHNA.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
I AM A DEFENDER OF PUBLIC EDUCATION.
WE ALSO RESPECT THEIR PROCESS, TRANSPARENCY, AND DECISION TO HIRE AN INTERIM WHEN NEEDED.
OUR STUDENTS NEED TO BE AT THE CENTER OF ALL OUR DECISIONS.
THANK YOU. THE NEXT SPEAKER IS BRITTANY O'BRIEN.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
[00:35:02]
MY NAME IS BRITTANY O'BRIEN.I DO WANT TO SPEAK A LITTLE BIT ABOUT MY FEELINGS ON, YOU KNOW, REMOVING DOCTOR DEWAN.
YOU KNOW, THERE'S A DIFFERENCE BETWEEN BEING A LEADER AND LEADING.
WHEN YOU ARE LEADING, YOU ARE ASKING QUESTIONS.
YOU ARE YOU'RE SEEKING TO SUPPORT, YOU'RE BUILDING PARTNERSHIPS, AND YOU BUILD A RELATIONSHIP AND I WOULD SAY THAT LEADING ASPECT IS WHAT MAKES ANY RELATIONSHIP WORK, YOU KNOW, MARRIAGE, ETC.
AND THAT'S HOW I FEEL WITH HER WHEN SHE'S LEADING OUR WORK HERE AND I WONDER WHEN WE THINK ABOUT WHAT HAPPENED, IT'S LIKE, ARE WE LEADING AND WHO'S GOING TO BE LEADING THIS WORK? AND IF WE'RE BRINGING OUTSIDE PEOPLE THAT HAVEN'T BEEN PART OF OUR COMMUNITY, DON'T KNOW OUR COMMUNITY, DON'T KNOW OUR PARTNERS, HOW ARE THEY GOING TO BE LEADING THIS WORK? THANK YOU. THE NEXT SPEAKER IS MAUREEN MCCARTY.
PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT.
MY NAME IS MAUREEN MCCARTY, AND I'M THE DISTRICT DIRECTOR FOR ASSEMBLY MEMBER GAIL PELLERIN.
ON BEHALF OF ASSEMBLY MEMBER PELLERIN, SENATOR JOSH BECKER, SENATOR DAVE CORTESE, ASSEMBLY MEMBER MARC BERMAN, AND ASSEMBLY MEMBER EVAN LOWE. I WANT TO EMPHASIZE THE SERIOUS CONCERNS OUTLINED IN THEIR LETTER, WHICH WAS EMAILED TO YOU ON OCTOBER 14TH REGARDING THE TERMINATION OF DOCTOR MARIANNE DEWAN.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.
HELLO. MY NAME IS DANIELLE JAMES.
I'M A PARENT AND CITIZEN IN TRUSTEE AREA ONE, AND I WANT TO SAY THAT I'M DISMAYED BY THE REPORTING IN THE SAN JOSE MERCURY NEWS OF TRUSTEE GRACE MAH VIOLATION OF LAWS AND BOARD POLICIES AS DETERMINED BY THE SCCOE INVESTIGATIVE REPORTS.
IN THE ARTICLE, THERE WAS A QUOTE THAT IF I'M NOT GOING TO JAIL FOR VIOLATING THE BROWN ACT.
I DON'T CARE IF I BREAK THE LAW AND I JUST WANT TO SAY THAT THE IDEA THAT AN ELECTED OFFICIAL, WOULD NEED THE THREAT OF BEING MONITORED AND PUNISHED BEFORE WE COULD EXPECT THEM TO FOLLOW THE LAW, IS COMPLETE NONSENSE AND A WASTE OF PUBLIC RESOURCES.
CERTAINLY NOT THE MODEL CITIZEN WE WOULD HOPE FOR IN OUR ELECTED OFFICIALS.
THE NEXT SPEAKER IS RICHARD AJLUNI.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.
MY NAME IS RICHARD ANGELONI, AND I WORK FOR THE HEALTHIER KIDS FOUNDATION.
DOCTOR DEWAN, AS AN EFFECTIVE SUPERINTENDENT, IS A MULTIFACETED LEADER COMBINING VISIONARY LEADERSHIP, STRONG COMMUNICATION SKILLS, AND A DEEP COMMITMENT TO EQUITY AND STUDENT SUCCESS.
HER ABILITY TO NAVIGATE COMPLEX CHALLENGES WHILE KEEPING HER FOCUS ON SIMPLY IMPROVING EDUCATIONAL OUTCOMES, WHICH IS THE ESSENCE OF THE JOB, MAKES HER AN EXCELLENT SUPERINTENDENT.
AS A KEY COMMUNITY PARTNER, THE HEALTHIER KIDS FOUNDATION HAS RELIED ON HER LEADERSHIP TO ACCOMPLISH OUR LOFTY GOALS OF ENSURING THAT EVERY CHILD HAS EQUITABLE ACCESS TO QUALITY CARE.
PLEASE PUT YOUR EGO ASIDE AND DO WHAT'S BEST FOR THE CHILDREN OF SANTA CLARA COUNTY.
THE NEXT SPEAKER IS JOANNE VARS.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.
TONIGHT I ASK THAT YOU BRING HER BACK.
DOCTOR DEWAN SERVICE TO THE SCCOE AS OUR COUNTY SUPERINTENDENT OF SCHOOLS SINCE 2017 BROUGHT STABILITY AND RESPECT BACK TO THE SCCOE, WITH ONE ACTION THE DISMISSAL OF AN AWARD WINNING COUNTY SUPERINTENDENT OF SCHOOLS.
[00:40:01]
DOCTOR DEWAN'S LEADERSHIP HAS LED TO SO MUCH GOOD WELLNESS CENTERS SUPPORT DURING COVID.THE SCCOE ARE WE BEING AN EXEMPLAR OF SERVICE PROGRAMS THAT NOT ONLY GROW OUR COUNTY, BUT THE STATE AND IMPROVEMENTS IN OUR OUTCOMES, SUCCESS, AND LONGEVITY FOR CONTINUED IMPROVEMENTS COUNTYWIDE NEED TO BE REESTABLISHED BY A PROFESSIONAL EDUCATOR FROM OUR COUNTY.
WHICH DOCTOR DEWAN IS THE NEXT SPEAKER IS DOCTOR ANGELA BALLOU.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.
I HAVE WORKED FOR THE SCCOE FOR THE PAST 22 YEARS AS AN OCCUPATIONAL THERAPIST.
I RESPECT THE BOARD AND THEIR ABILITY TO MAKE INDEPENDENT, INFORMED, THOUGHTFUL DECISIONS.
MY PERSONAL REQUEST IS THAT THE BOARD CONTINUE TO FOCUS ON WHAT IS IN THE BEST INTEREST OF THE STUDENTS AND THE STAFF, AND I REQUEST FOR SAFETY, TRANSPARENCY AND EQUITY FROM THE SEC.
THE NEXT SPEAKER IS FABIOLA [INAUDIBLE].
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.
MY NAME IS FABIOLA [INAUDIBLE], MOTHER OF ALEXANDER.
YOU GUYS ALREADY KNOW ME, AND I'M NOT GOING TO COVER.
OR I'M NOT HERE TO HURT ANYBODY'S FEELINGS OR ANYBODY TO LOSE THEIR JOBS.
BUT IF IT HAPPENED, IT HAPPENS.
DON'T BE A POOR LOSER, OKAY? DON'T ATTACK EACH OTHER.
BECAUSE WHAT ARE YOU SHOWING OUR KIDS? YOU GUYS CAN TALK IT OUT.
THIS IS THE REASON WHY I'M FIGHTING SO HARD.
BECAUSE HE DOESN'T HAVE A VOICE.
BECAUSE HE DOESN'T WALK, HE DOESN'T SEE.
I'M NOT BACKING DOWN FROM THE FIRST TIME I CAME HERE.
UNTIL THEY GET AND THEY DESERVE WHAT THEY SHOULD BE GETTING, NO MATTER WHAT, NOT BE TAKEN AWAY.
RESPECT IS A BIG THING FOR ME.
THIS CONCLUDES PUBLIC COMMENT.
THANK YOU. THAT CONCLUDES PUBLIC COMMENT.
WE WILL NOW GO TO AGENDA ITEM 4 CLOSED SESSION.
THE BOARD IS ABOUT TO ENTER CLOSED SESSION.

PLEASE LINE UP BEHIND THE PODIUM LOCATED AT THE CENTER OF THE ROOM.
I'M HERE TO COMMENT ON THE FOURTH ITEM IN THE CLOSED SESSION AND THAT IS JUST TO SAY THAT I THINK THAT IF THERE WAS A LITTLE MORE COMMON SENSE DISPLAYED WITH THIS BOARD AND A LITTLE LESS ZERO SUM POLITICS THAT ARE JUST SO DISAPPOINTING TO SEE COME HOME TO A PLACE THAT I'VE COME HOME.
IT'S JUST IT'S KIND OF HEARTBREAKING.
SO AND I WOULD ALSO SAY THAT I'M HERE TO ADVOCATE FOR BRINGING BACK DOCTOR DEWAN.
I HAVE LITTLE FAITH, THOUGH, THAT PEOPLE HERE, SOME PEOPLE HERE CAN ACTUALLY CHANGE THEIR MINDS AND I THINK THAT'S A REAL SIGN OF INTELLIGENCE TO ACTUALLY BE ABLE TO CHANGE YOUR MIND.
IT'S A SIGN OF A SMALL MIND TO JUST STAY CLOSED IN ONE LANE.
THANK YOU. THE NEXT SPEAKER IS KATHLEEN KING.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
JOE AND GRACE HAVE BEEN TRYING TO REMOVE DOCTOR DEWAN SINCE I WAS ON THE BOARD.
MAIMONA AND DON, PLEASE RECONSIDER YOUR DECISION.
I'VE ALWAYS SUPPORTED YOU OVER THE YEARS, AND I JUST HOPE THAT YOU KNOW, YOUR OWN LEGACY MATTERS TO ALL OF US, AND NOTHING HAS HAPPENED THAT YOU CANNOT UNDO.
SO PLEASE THINK ABOUT WHAT YOU'RE DOING AND THINK IT OVER AGAIN WITHOUT CAUSE.
IT'S HARD TO TELL OUR CHILDREN THAT YOU'RE DOING SOMETHING LIKE THIS WITHOUT CAUSE.
THE NEXT SPEAKER IS CHRISTINA MOORE.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
AS I SAID BEFORE, I HAVE ATTENDED ALMOST EVERY BOARD MEETING OVER THE PAST YEAR AND WATCHED THOSE THAT I HAVE NOT ATTENDED AND I CAN SAY THAT I HAVE BEEN IMPRESSED WITH EVERY SINGLE BOARD MEMBER.
NO MATTER WHAT SIDE THEY'VE BEEN ON WITH THE THOUGHT AND CARE AND QUESTIONS AND I COULD TELL EVERYBODY REALLY LISTENS TO EVERYBODY WHO'S COME UP HERE AND SPOKEN AND I JUST THINK WHAT WE HAVE HERE AND WHAT WE'VE HAD AT MANY OF THE PAST MEETINGS, IS EXEMPLARY OF THE ULTIMATE IN DISCRIMINATION, BECAUSE WE HAVE HAD MANY PEOPLE COME UP HERE AND SPEAK TO THEIR CONCERNS, AND THAT JUST GETS GLOSSED OVER BY.
YES, THERE ARE POSITIVE THINGS THAT HAPPEN IN THE COUNTY, BUT WE STILL NEED TO FOCUS ON THE THINGS THAT NEED TO BE FIXED AND I'D LIKE TO THANK EVERYBODY FOR THEIR INPUT.
[INAUDIBLE]. THE NEXT SPEAKER IS RAJKRISHNA.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.
I HAVE BEEN WITH SCCOE SINCE 2002.
I WANT TO STAND HERE WITH HOPE.
HOPE THAT STUDENTS WILL BE AT THE CENTER OF THE DECISION.
HOPE THAT THERE WILL NOT BE MORE RUDY AND MORE IBRAHIMS, THAT WE WILL ACTUALLY DO IT RIGHT UNTO THE RUDY AND THE IBRAHIMS, AND THAT WE WILL HAVE MEMBERS NOT BE DISCRIMINATED AGAINST, NOT BE RETALIATED AGAINST, AND THAT WE WILL HAVE PROPER SERVICES FOR OUR STUDENTS AND FOR OUR SPECIAL ED STUDENTS, AND FOR THE FAMILIES AND THE COMMUNITIES WHO'VE BEEN COMING HERE OVER AND OVER AND OVER AGAIN.
THANK YOU AND LET'S KEEP THE HOPE ALIVE.
THANK YOU. THE NEXT SPEAKER IS LAURA BLAKELY.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.
THANK YOU. LAURA BLAKELY, CLERK OF THE MOUNTAIN VIEW WHISMAN SCHOOL BOARD, SPEAKING TONIGHT.
[00:50:05]
AS YOU'VE HEARD, ON MULTIPLE OCCASIONS, INCLUDING THIS EVENING FROM COUNTLESS STATE AND LOCAL OFFICIALS AND CONSTITUENTS.I URGE YOU TO REINSTATE HER TONIGHT.
I ALSO CALL ON YOU TO FORMALLY INSTITUTE AN INVESTIGATION INTO THE ACTIONS OF TRUSTEE MAH.
AS YOU KNOW, THIS BOARD HAS CENSURED HER IN THE PAST, INCLUDING ON ONE OCCASION IN 2018 WHEN SHE SPOKE BEFORE THE MOUNTAIN VIEW WHISMAN SCHOOL BOARD, IN VIOLATION OF THE BROWN ACT, TO ADVOCATE ON BEHALF OF A PROPOSED NEW BULLIS CHARTER SCHOOL.
THEN SHE SENT CAMPAIGN EMAILS TO ME FROM HER.

[00:55:02]
EXCUSE ME, PRESIDENT BERTA, SORRY FOR THE INTERRUPTION, BUT WE DO HAVE COMMENT CARDS.YES, I WILL GET TO COMMENTS AS SOON AS I FINISH THE DESCRIPTION OF THE ITEM.
THANK YOU. FISCAL IMPLICATIONS.
THE BASE RATE FOR DOCTOR CHARLES HINMAN'S SHALL BE $1,200 PER YEAR FOR FULL WORK DAY, WHEN SERVICES ARE ACTUALLY PERFORMED FOR A TOTAL SALARY NOT TO EXCEED $74,733 FOR THE 24-25 SCHOOL YEAR, UNLESS PRIOR AUTHORIZATION IS RECEIVED FROM THE BOARD PRESIDENT.
DOCTOR CHARLES HINMAN SHALL BE ENTITLED TO A REASONABLE PER WEEK TRAVEL LODGING EXPENSES BASED ON THE ESTIMATES PROVIDED BELOW, FOR NOT TO EXCEED AMOUNT OF 21,000 DURING THE TERM OF THIS CONTRACT 550.
LODGING 250 PER NIGHT FOR THREE NIGHTS $300.
RIDESHARE HOME TO AIRPORT, AIRPORT TO SCOEC TO AIRPORT.
CONTINGENCY BUDGET FOR AIRFARE, LODGING, AND RIDESHARE COSTS.
DOCTOR HINMAN IS AN AT WILL EMPLOYEE.
WHO SHALL SERVE AT THE PLEASURE OF THE BOARD.
THIS IS PER THE RECOMMENDED AGREEMENT.
TONIGHT WE HAVE PRESENT DOCTOR CHARLES HINMAN.
DOCTOR HINMAN HAS SPENT THE PAST 35 YEARS SERVING STUDENTS AND FAMILIES IN A VARIETY OF CAPACITIES IN PUBLIC EDUCATION, INCLUDING AS A TEACHER, COACH, SITE ADMINISTRATOR, SUPERINTENDENT, AND INTERIM SUPERINTENDENT.
DOCTOR HINMAN HAS SERVED AS INTERIM SUPERINTENDENT IN MULTIPLE PUBLIC SCHOOL DISTRICT AND AGENCY SETTINGS OVER THE LAST FEW YEARS SINCE HIS RETIREMENT AS SUPERINTENDENT. WE WILL BE TAKING QUESTIONS AND COMMENTS FROM THE BOARD, BUT FIRST WE'LL GO TO PUBLIC COMMENT.
ARE THERE ANY PUBLIC COMMENTS ON THIS ITEM? YES, THERE ARE THREE CARDS FOR 6A, TWO FOR 6B AND ONE FOR 6C.
OKAY. COMMENTS ARE LIMITED TO ONE MINUTE.
IF YOU WISH TO SPEAK, PLEASE HAND IN A SPEAKER'S CARD.
ONCE WE BEGIN TAKING PUBLIC COMMENTS, WE WILL NOT BE ABLE TO TAKE ADDITIONAL COMMENTERS.
OUR FIRST SPEAKER IS DANIELLE JAMES.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
HELLO, MY NAME IS DANIELLE JAMES.
I'M A PARENT IN THE DISTRICT AND I JUST WANT TO SAY THAT I'M SAD THAT WE'RE APPOINTING AN INTERIM SUPERINTENDENT AND I, YOU KNOW, THINK IT'S A MISTAKE AND TO MOVE FORWARD ALONG THIS PATH AND THAT YOU LIKE AND I HOPE THAT YOU WILL BE RECONSIDERING THE ACTION REGARDING SUPERINTENDENT DEWAN.AND SO I GUESS I DON'T MEAN ANY DISRESPECT TO THE CANDIDATE THAT YOU'VE IDENTIFIED.
JUST THAT MOVING FORWARD IN THIS WAY, LIKE, THERE'S LIKE IS A VERY EXPENSIVE AND DISRUPTIVE PATH, AND IT SEEMS THAT WE ALREADY HAVE AN INTERIM SUPERINTENDENT.
SO I'LL JUST LEAVE IT AT THAT.
EXCUSE ME. KATHLEEN KING, PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
KATHLEEN KING, THANKS FOR ONE MINUTE, 59 SECONDS, ACTUALLY.
SO DOCTOR HINMAN WILL WORK LESS THAN HALF THE DAYS OF THE SCHOOL YEAR.
HE IS NOT REQUIRED TO WORK A FULL WORKDAY.
THE BOARD RESERVES THE RIGHT TO INCREASE A SALARY WHEN THEY FEEL LIKE IT.
YOU MAY ASSIGN OTHER DUTIES TO HIM.
I BELIEVE IT IS ILLEGAL TO HAVE A SECOND INTERIM SUPERINTENDENT, AND THAT THE FIRST ONE MIGHT BE DIRECTING THE SECOND SUPERINTENDENT.
I BELIEVE THAT'S ILLEGAL AND SHOULD BE CHECKED BEFORE YOU APPROVE THIS CONTRACT.
THE NEXT SPEAKER IS DAN MASON.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
HI, DAN MASON, [INAUDIBLE] STAFF FOR OVER 20 YEARS.
AND SO THAT WOULD BE HIRING ANOTHER PERSON ON TOP OF A SUPERINTENDENT ON LEAVE.
AT THE RISK OF A RETALIATION THAT SHE EXPERIENCED.
[01:00:04]
SERVE THE BOARD. I FEEL LIKE THAT IS DEFINITELY AGAINST PAST LEGAL PRECEDENTS.I WANT TO ASK YOU TO MOVE CAUTIOUSLY AND FOLLOW ALL PROCESS AND PROCEDURES AND CODE AROUND ANY FIRST DAY OF EMPLOYMENT WITH IF [INAUDIBLE] IS SELECTED AND I JUST WANT TO CAUTION HIM ABOUT MAKING A FAUSTIAN BARGAIN WITH THIS BOARD MAJORITY.
THANK YOU. THIS CONCLUDES COMMENT FOR 6 A.
NEXT WE'LL GO TO BOARD MEMBERS FOR COMMENTS OR QUESTIONS.
I'D LIKE TO MOVE APPROVAL OF THE AGREEMENT WITH A START DATE OF OCTOBER 7TH, 2024.
SECOND VICE PRESIDENT ROCHA MOTION.
I'M SORRY, CAN I GET CLARIFICATION ONT HE DATE AGAIN? VICE PRESIDENT ROCHA A LITTLE BIT SLOWER.
WE'LL GO TO COMMENTS AND QUESTIONS.
SO WE HAVE A MOTION FROM VICE PRESIDENT ROCHA FOR CAN YOU STATE IT ONE MORE TIME? OCTOBER 17TH, 2024 APPROVAL OF THE AGREEMENT WITH A START DATE.
YES, OF OCTOBER 17TH, 2024 AND A SECOND FROM TRUSTEE DI SALVO.
WE'LL GO TO COMMENTS AND QUESTIONS FROM THE BOARD.
DOCTOR HINMAN, AND AM I PRONOUNCING YOUR NAME CORRECTLY? YES AND I WANT TO SAY I REALLY RESPECT AND HONOR YOUR WORK, ESPECIALLY AS A CLASSROOM TEACHER AND YOU'VE BEEN AN INTERIM SUPERINTENDENT FOR MORE DISTRICTS THAN I CAN COUNT.
BUT SO YOU'RE CURRENTLY IN LOS ANGELES COUNTY, ORANGE COUNTY, ORANGE COUNTY.
WOULD YOU BE MOVING FOR THIS ROLE? NO, I WOULD COME UP WEEKLY, YOU'D COME UP, YOU'D BE COMMUTING AND MY NEXT QUESTION WAS WHAT IS THE LONGEST YOU'RE ABLE TO STAY IN THIS ROLE AS INTERIM? I HAVE 68 DAYS CONSECUTIVE.
HOWEVER, THAT COULD BE BROKEN UP INTO HALVES, QUARTERS AND DAYS WHERE I ACTUALLY JUST DON'T WORK.
SO IT WOULD BE THE CONTINUUM OF ALL THAT TIME TOGETHER, WHICH COULD PUSH OUT TO INSTEAD OF THREE MONTHS OF CONSECUTIVE, IT COULD PUSH OUT TO FIVE, EVEN SIX MONTHS AND SO I'LL SAY OPENLY THAT I HAVE CONCERNS AROUND THAT TIMELINE AND ALSO THE COMMUTING, YOU KNOW, AND I DO THINK THAT WITH EVERYTHING GOING ON, IT'S VERY POSSIBLE WE'D NEED AN INTERIM SUPERINTENDENT FOR LONGER AND SO I HAVE A FEW COMMENTS.
I THINK THAT, YOU KNOW, THIS IS A REALLY RAPID TIMELINE TO GET THIS ON THE AGENDA.
CURRENTLY, THERE'S, YOU KNOW, ONLY ONE APPLICANT WE'VE SEEN.
SO, YOU KNOW, THAT RAISES SOME QUESTIONS AS WELL.
AND SO I THINK IT IS WORTH CONSIDERING LOOKING WITHIN OUR ORGANIZATION AND TO BETTER SUPPORT STABILITY AND CONTINUITY ESPECIALLY WHEN WE'RE DEALING WITH A LOT OF TURMOIL AND LOOKING AT AN INTERIM SUPERINTENDENT ROLE WITHIN THE ORGANIZATION BECAUSE WE HAVE A LOT OF UNIQUE CHALLENGES AND CULTURE WITHIN THE DISTRICT.
SO PERSONALLY, I DO THINK THAT COULD FACILITATE, YOU KNOW, A SMOOTHER TRANSITION.
BUT I VERY MUCH RESPECT, YOU KNOW, YOUR WORK AND EXPERIENCE.
SO I WANT TO SAY THAT AS WELL.
SINCE [INAUDIBLE] A POSSIBLE APPOINTMENT IS HERE, COULD I ASK YOU A COUPLE OF QUESTIONS AS WELL? SURE, PLEASE. ONE, COULD YOU KIND OF JUST SPEAK TO SOME OF THE DIFFERENT LEVELS OF EXPERIENCE YOU'VE HAD AS YOUR ROLES IN PUBLIC EDUCATION, BUT AS WELL AS INTERIM SUPERINTENDENT ROLES? YES, I KNOW YOU HAVE YOUR YOU HAVE MY RESUME, BUT FOR THE GOOD OF THE PUBLIC.
YES. I HAVE 35 YEARS IN PUBLIC EDUCATION K THROUGH 12.
SO I DID THAT FROM DECEMBER TO MARCH.
OTHER THAN THAT, THOUGH, I'VE BEEN IN THE CLASSROOM.
I'VE LITERALLY THE OLD SAYING IS I'VE SAT IN ALL THE SEATS.
[01:05:03]
SO, YOU KNOW, I'VE BEEN THE TEACHER, I'VE BEEN THE COACH, I'VE BEEN THE SITE ADMINISTRATOR, ASSISTANT PRINCIPAL, PRINCIPAL.I HAD THE HONOR OF BEING ASSISTANT SUPE IN NEWPORT MESA, WHICH IS A VERY FASCINATING 25,000 ADA SCHOOL DISTRICT, SANTA ANA, WHICH WAS ABOUT 50,000 AT THE TIME.
LOWER SOCIOECONOMIC PROBABLY LEARNED MORE IN MY YEARS AT SANTA ANA THAN THAN ANY OTHER AND THEN, FORTUNATELY, I WAS APPOINTED SUPERINTENDENT IN THE WEST COVINA UNIFIED SCHOOL DISTRICT.
SO THEN ONCE I RETIRED, I WAS VERY BLESSED TO PICK UP TO BE ALLOWED TO DO INTERIM WORK AND I WORKED IN THE WESTMINSTER SCHOOL DISTRICT, THE FOUNTAIN VALLEY SCHOOL DISTRICT AND OXFORD PREP ACADEMY AND IF THE OPPORTUNITY ARISES WITH YOU ALL, THANK YOU AND THEN COULD I ASK A FOLLOW UP QUESTION? OTHER QUESTIONS FROM THE BOARD.
AND THEN I'LL COME BACK FOR ANOTHER ROUND.
TRUSTEE LARI. SO HOW LONG DO YOU THINK YOU ANTICIPATE IT WOULD TAKE YOU TO GET USED TO THIS NEW SUPERINTENDENT ROLE? I DON'T THINK IT WILL TAKE LONG AT ALL.
I THINK THE MOST IMPORTANT PIECE WOULD BE GETTING TOGETHER WITH STAFF RIGHT AWAY AND KIND OF LETTING THEM VENT THE IDEA OF HAVING AN INTERIM, GETTING TO KNOW THEM AND UNDERSTANDING, YOU KNOW, THEIR PART OF THE ORGANIZATION.
I DON'T SEE A BIG TURNAROUND TIME ON THAT.
OTHER TRUSTEES BEFORE I GO BACK TO.
YES AND YOU KNOW, THIS MAY BE A QUESTION FOR EITHER YOU OR OUR BOARD PRESIDENT, JUST FOR CLARITY, WAS AN OUTSIDE SEARCH FIRM CONTRACTED WITH OR WERE YOU BROUGHT HERE THROUGH AN OUTSIDE SEARCH FIRM? YOU'RE WELCOME TO ANSWER.
NO, I WAS NOTIFIED BY A SEARCH FIRM THAT THIS POSITION WAS GOING TO BE OPEN, AND I ASKED THAT I MY NAME BE PUT FORWARD.
IF THEY HEAR OF AN OPENING, THEY MIGHT CONTACT ME AND HAVE, AND I'VE PUT MY NAME IN WITH THE BOARD.
I WOULD WORK DIRECTLY FOR THE DISTRICT AND THE BOARD.
AND CAN I GET A BETTER SENSE OF THE OUTREACH THAT WAS DONE IN TERMS OF ANY SORT OF JOB POSTING OR BECAUSE, AND HOW MANY APPLICATIONS DID WE RECEIVE.
SO PER THE THE CONCLUSION OF OUR CLOSED SESSION REPORT, THE BOARD ANNOUNCED IN OUR STATEMENT THAT IN OPEN SESSION THAT WE INTENDED TO SCHEDULE A SPECIAL SESSION TO APPOINT AN INTERIM SUPERINTENDENT AS SOON AS POSSIBLE AND SO THAT WAS POSTED ON THE SCCOE WEBSITE, AND THERE WERE NO OTHER APPLICATIONS THAT I RECEIVED.
OKAY. SO THERE WAS THE REPORT OUT FROM THE LAST MEETING BUT NO SORT OF ACTIVE OUTREACH IN TERMS OF A JOB POSTING OR I'VE CLARIFIED WHAT WAS PUBLICLY STATED AS WELL AS POSTED ON OUR WEBSITE.
OKAY. SO, DOCTOR HINMAN, HAVE YOU SERVED AS AN INTERIM COUNTY SUPERINTENDENT? NO, I HAVE NOT.
SO WHAT IS YOUR UNDERSTANDING OF BECAUSE OBVIOUSLY DISTRICT SUPERINTENDENTS, COUNTY SUPERINTENDENTS.
THERE'S A DIFFERENCE. SO WHAT IS YOUR WORK WITH COUNTY OFFICES OF ED SPECIFICALLY? WELL, I ACTUALLY JUST GOT OFF AN INTERVIEW PANEL WITH ORANGE COUNTY DEPARTMENT OF ED BECAUSE THEY REPLACED THEIR SUPERINTENDENT.
SO I WAS PRETTY ENTRENCHED IN THE PROCESS THERE.
GOING INTO THIS JOB, I ALSO CALLED PAUL GOTHEL, THE SAN DIEGO COUNTY DEPARTMENT OF ED.
WE SERVE. WE BOTH SERVE ON THE SOUTHERN CALIFORNIA SUPES COMMITTEE.
WE'RE BOTH PART OF DSAG, WHICH IS DEAN SUPERINTENDENTS ADVISORY GROUP FOR USC.
SO I HAVE WHILE I'VE NOT SERVED AT THE COUNTY LEVEL, I'VE DONE SIGNIFICANT AMOUNT OF RESEARCH AND I ALSO HAVE SOME SIGNIFICANT PEOPLE WHO HAVE, LIKE DOCTOR GOTHEL, WHO SAID, ANYTIME I CAN CALL AWAY MY RESEARCH HAS BEEN AGAIN, THE OVERSIGHT OF THE BOARD IS VERY CLEAR WITH THE COUNTY VERSUS IT'S DIFFERENT FROM THE OVERSIGHT OF A TRADITIONAL SCHOOL DISTRICT.
BUT IT'S NOT THAT FAR OF A STRETCH, AND I DON'T EXPECT ANY BUMPS IN THE ROAD.
BUT YOU'VE NEVER WORKED AT A COUNTY OFFICE OF ED YET? NO. THAT'S CORRECT.
NOT YET. SO YOU KNOW, I IF YOU WANT TO COME BACK
[01:10:02]
AROUND, I HAVE MORE THOUGHTS.YEAH. OVER THE NEXT FEW MONTHS THAT YOU MAY BE HERE WITH US.
WHAT ARE SOME OF THE GOALS OR FIRST TYPES OF ACTIONS THAT YOU PLAN ON TAKING? I THINK THE FIRST THE FIRST ACTION WOULD BE TOMORROW GIVEN PASSAGE, WOULD BE TO MEET WITH STAFF CABINET IN PARTICULAR, GET A KIND OF GRASP ON WHAT THEY FEEL THE TEMPERATURE OF THE DISTRICT IS, WHAT ARE THE CHALLENGES OF THE DISTRICT.
BUT MY PRIMARY ROLE IS TO SPEAKING FOR THE BOARD TO ENSURE THE COMMUNITY AND STAKEHOLDERS THAT WE ARE MOVING FORWARD. THE TRAIN CONTINUES ON THE TRACK.
WE ARE MAKING SURE THAT NO GAPS OCCUR DURING THIS TIME OF PAUSE, WAITING FOR THE NEW SUPERINTENDENT TO SIT IN AND TO MAKE SURE THAT PEOPLE HAVE CONFIDENCE IN US IF I'M PART OF THAT TEAM.
THANK YOU AND THEN, PRESIDENT BERTA, I HAVE ONE QUESTION.
I KNOW THAT DOCTOR BANDURA'S HAS REALLY STEPPED UP IN LEADERSHIP IN SUPPORTING OUR BOARD, BUT HAS SHE BEEN APPOINTED AS AN INTERIM SUPERINTENDENT? BECAUSE I BELIEVE THERE MAY BE SOME CONFUSION ABOUT THAT.
I REALLY APPRECIATE YOUR EFFORTS IN LEADERSHIP, DOCTOR BANDURA, BUT COULD WE GET A LITTLE BIT OF CLARIFICATION AS WELL AS THAT CLARIFICATION FOR THE PUBLIC, PLEASE? YES. SO THE BOARD HAS NOT APPOINTED AN INTERIM SUPERINTENDENT AT THIS POINT IN TIME.
THE DOCTOR BANDURA AS ASSOCIATE SUPERINTENDENT IN ABSENCE OF SUPERINTENDENT JUST AS WHEN THE SUPERINTENDENT IS ON VACATION OR SICK LEAVE IS CARRYING OUT RESPONSIBILITIES TO THAT EXTENT AS ACTING. TRUSTEE SREEKRISHNAN AND I WILL JOIN IN THE CHOIR OF APPRECIATING DOCTOR BANDURA.
SO, DOCTOR HINMAN, WHAT DATE WERE YOU NOTIFIED OF THIS OPENING? I KNOW OUR LAST BOARD MEETING WAS OCTOBER 2ND.
I COULDN'T GIVE YOU AN EXACT TIME.
I DON'T HAVE THAT IN FRONT OF ME.
WAS IT A WEEK AGO OR LONGER? I WOULD SAY LONGER.
OKAY AND WHAT ARE SOME OF THE DUTIES OF A COUNTY SUPERINTENDENT AND EXAMPLES OF THAT? WELL, FIRST AND FOREMOST IS TO WORK WITH THE BOARD AND THEIR OVERSIGHT AND THEIR GOALS OF THEIR ELECTED POSITION IN THE COMMUNITY, BUT MOST OF THE DAY TO DAY. OPERATION FALLS OVER THE COUNTY SUPERINTENDENT, WHICH IS WHAT I WOULD BE DOING.
SO JUST SOME I'LL GO TO MY FINAL POINTS.
YOU KNOW, I WANT TO REITERATE AND URGE THE BOARD TO SERIOUSLY CONSIDER AN INTERNAL INTERIM APPOINTMENT FOR FINANCIAL RESPONSIBILITY REASONS.
YOU KNOW, IN TERMS OF ORGANIZATIONAL STABILITY, TOO.
I THINK THAT, YOU KNOW, FOR INSTANCE, THIS IS AN EXTRA COST TO GO OUTSIDE OF OUR DISTRICT AND I DO HAVE CONCERNS ABOUT THE LENGTH OF STAY AND SORT OF JUST THE UNDERSTANDING OF A COUNTY OFFICE OF EDUCATION.
SO I WOULD URGE MY COLLEAGUES TO CONSIDER THAT AND THANK YOU, DOCTOR HINMAN.
HEARING NO OTHER QUESTIONS OR COMMENTS.
SORRY, I PROMISED THIS WAS MY LAST COMMENT AS WELL.
I DO WANT TO ECHO WHAT TRUSTEE SREEKRISHNAN IS SAYING, BUT IN THE REGARD THAT WE DO HAVE THE RIGHT TO END THIS APPOINTMENT EMPLOYMENT AGREEMENT AT ANY TIME.
SO IF THAT IS POSSIBLE, NO ILL FEELINGS AT ALL FOR THE YOU KNOW, THE, OUR BOARD IF IT IS POSSIBLE TO FIND SOMETHING INTERNAL BUT I JUST AM NOT SURE IF WE'VE EXPLORED THAT POSSIBILITY AND SO IF WE ARE ABLE TO DO THAT, I WOULD APPRECIATE SEEING THAT AS WELL. TRUSTEE SREEKRISHNAN, I'M SO SORRY, I FORGOT I HAD ONE MORE QUESTION.
DO YOU WHAT'S YOUR UNDERSTANDING OF COUNTY SUPERINTENDENT OVERSIGHT OF LOCAL SCHOOL DISTRICTS, AND WHAT ARE YOUR THOUGHTS ABOUT THAT? WELL, GENERALLY SPEAKING, YOU PROVE THEIR BUDGET.
YOU APPROVE EL CAP, WHICH IS IMPORTANT.
YOU HELP WITH SPECIAL NEEDS KIDS.
YOU RUN THE CONTINUATION SCHOOLS AND YOU HAVE A SUPPORTIVE RELATIONSHIP WITH THEM.
[01:15:09]
BUT GETTING BACK TO THE QUESTION, HOW WOULD I BE SPENDING MY FIRST COUPLE OF DAYS? THE FIRE HOSE WOULD BE TURNED ON AND IF YOU ASKED ME THAT QUESTION, YOU KNOW, TWO WEEKS FROM NOW, I'LL HAVE A MUCH CLEARER ANSWER OF HOW I'M WORKING DIRECTLY WITH THOSE GROUPS.THANK YOU AND I WAS ABLE TO LOOK AT YOUR RESUME, YOU KNOW, A LOT OF EXPERIENCE.
I WANT TO ALSO REITERATE, YOU KNOW I BELIEVE THIS WAS WE ONLY HAVE ONE APPLICATION.
SO, YOU KNOW, I WAS NOT INVOLVED IN THE OUTREACH OF OF THE JOB POSTING AND SO I THINK THERE IS THERE IS MORE OUTREACH THAT CAN BE DONE TOO.
BUT I ALSO, YOU KNOW, WOULD URGE AN INTERNAL APPOINTMENT DUE TO THE TURMOIL THAT THAT WE'RE SEEING.
DO WE HAVE A MOTION AND A SECOND FROM TRUSTEE DI SALVO.
CAN WE AND JUST AGAIN I'M VERY MINDFUL THAT WE HAVE A ROOM FULL OF PARENTS.
I'M NOT GOING TO TAKE LONG, BUT I DO WANT TO SAY THANK YOU FOR STEPPING UP.
I THINK THESE ARE EXTRAORDINARY TIMES TEN.
I THINK THIS TIME CALLS FOR PEOPLE GETTING BEHIND YOU 100% IN ORDER TO DO THE WORK THAT IS INTENDED FOR CHILDREN AND THE COMMUNITY, SO THAT WE CAN MOVE THIS ORGANIZATION FORWARD, AT LEAST INCREMENTALLY, DURING YOUR TIME WHILE WE'RE WAITING TO HIRE THE SUPERINTENDENT, THAT WILL TAKE US FORWARD FOR THE NEXT 5 TO 10 YEARS, PERHAPS.
I WANTED TO SAY THAT, AND I HOPE THAT THE EMPLOYEES OF THIS OFFICE THE UNIONS OF THIS OFFICE, WILL WORK COLLABORATIVELY WITH, IF WE DO AGREE TO HIRE.
DOCTOR HINMAN THAT WE, NEXT WEEK IT LOOKS DIFFERENT THAN TODAY.
BUT AS FAR AS CHAOS THAT MAY EXIST TODAY, NEXT WEEK BEGINS THE CHANGE AND EVERY SUBSEQUENT WEEK THAT YOU'RE HERE, THERE'S MORE MOVEMENT TOWARDS AN ORGANIZATION THAT IS BEGINNING TO THRIVE AGAIN WITH NEW LEADERSHIP.
THANK YOU. WE ARE READY TO VOTE IN BOARD DOCS.
THANK YOU, DOCTOR HINMAN AND THAT PASSES WITH SIX AYES, ONE NO AND ZERO ABSTENTIONS.
[B. Approval of Consulting Services Agreement with Leadership Associates for Superintendent Recruitment]

OUR FIRST SPEAKER IS KATHLEEN KING.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
KATHLEEN KING, PREVIOUS BOARD MEMBER I JUST HIGHLY RECOMMEND YOU WAIT ON THIS DECISION SINCE THERE'S A BOARD AGENDA ITEM FOR THE BOARD OF SUPERVISORS NEXT TUESDAY.
THAT IS A REFERRAL FROM SUPERVISOR OTTO LEE AND SUPERVISOR CINDY CHAVEZ, A REFERRAL TO ADMINISTRATION AND COUNTY COUNSEL TO REPORT TO THE BOARD, WITH OPTIONS FOR CONSIDERING RELATING TO THE APPOINTMENT OF THE SANTA CLARA COUNTY BOARD OF EDUCATION AND OR THE ELECTION OF THE COUNTY SUPERINTENDENT OF SCHOOLS.
I HIGHLY RECOMMEND YOU WAIT AND HEAR THE RESULTS OF THE SUPERVISOR MEETING NEXT TUESDAY, AND REALLY THINK ABOUT THE LEGACY YOU ARE LEAVING THE ALMOST QUARTER OF A MILLION STUDENTS IN THIS COUNTY.
THANK YOU. THE NEXT SPEAKER IS DAN MASON.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
YEAH. HI, DAN MASON AND I AGAIN ECHO THOSE WORDS.
I'M JUST HERE TO ASK YOU TO EXERCISE SOME PATIENCE.
IT HASN'T BEEN EXERCISED WITH SO MUCH OF THIS PROCESS.
WE'RE JUST TALKING ABOUT MORE MONEY HERE AND IF YOU COULD DO SOMETHING AND JUST GIVE SOMETHING A LITTLE BIT OF TIME AND THEN FOR THE SEARCH FIRM.
I MEAN, HONESTLY, UNTIL THERE IS SOME SORT OF AI EMBEDDED HUMAN SINGULARITY.
SO I YEAH, PLEASE TAKE YOUR TIME EXERCISE PATIENCE.
THANK YOU. THIS CONCLUDES COMMENT FOR 6B.
WE WILL NOW MOVE TO BOARD MEMBER COMMENTS OR QUESTIONS.
HEARING NO COMMENTS OR QUESTIONS I WILL ACCEPT A MOTION.
WE HAVE A MOTION TO APPROVE FROM VICE PRESIDENT ROCHA AND I WILL SECOND THE MOTION.
I ALREADY SECONDED THE MOTION OKAY.
THANK YOU. TRUSTEE DI SALVO YOU WERE ASKING FOR A SECOND.
THANK YOU. WE WILL GO TO A VOTE IN BOARD DOCS.
THAT MOTION PASSES WITH SIX YESES, ONE NO, ZERO ABSTENTIONS.
[C. Approve Contract of Separate Legal Counsel for the Board of Education (Redwood Public Law, LLP)]
PUBLIC PUBLIC LAW LLP, CALIFORNIA EDUCATION CODE SECTION 35041.5 STATES THAT THE COUNTY BOARD OF EDUCATION AND THE SUPERINTENDENT OF SCHOOLS OF THE SAME COUNTY SHALL APPOINT THE SAME LEGAL COUNSEL.HOWEVER, PURSUANT TO CALIFORNIA EDUCATION CODE SECTION 1042, THE BOARD OF EDUCATION MAY CONTRACT AND EMPLOY PERSONS FOR THE PURPOSES OF FURNISHING SPECIAL SERVICES AND ADVICE TO THE BOARD IN FINANCIAL, ECONOMIC, ACCOUNTING, ENGINEERING, LEGAL OR ADMINISTRATIVE MATTERS.
THE BOARD HAS NEED FOR SEPARATE LEGAL COUNSEL PROVIDED BY REDWOOD PUBLIC LAW.
SPECIFICALLY, THE BOARD IS CONSIDERING THE SPECIAL SERVICES OF REDWOOD PUBLIC LAW TO PROVIDE GUIDANCE ON ITS AUTHORITY AS IT RELATES TO THE SUPERINTENDENT OF SCHOOLS AND TO PROVIDE LITIGATION SERVICES TO AND ON BEHALF OF THE COUNTY BOARD OF EDUCATION.
TONIGHT WE HAVE PRESIDENT COUNCIL STEVE NOE AND RICHARD PIO PIO RODA FROM REDWOOD LAW.
WE'LL GO AHEAD AND TAKE PUBLIC COMMENTS.
MODERATOR ARE THERE ANY PUBLIC COMMENTS ON THIS ITEM? YES, THERE ARE TWO CARDS.
[01:25:01]
COMMENTS WILL BE LIMITED TO ONE MINUTE.IF YOU WISH TO SPEAK, PLEASE HAND IN A SPEAKER'S CARD.
ONCE WE BEGIN TAKING PUBLIC COMMENTS, WE WILL NOT BE ABLE TO TAKE ADDITIONAL COMMENTERS.
OUR TWO SPEAKERS ARE HUI PO'I TRAN AND DAN MASON.
PLEASE PROCEED TO THE PODIUM LOCATED AT THE CENTER OF THE ROOM.
OUR FIRST SPEAKER IS HUI TRAN.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.
GOOD EVENING EVERYONE. MY NAME IS HUI TRAN.
I'M HERE TONIGHT BECAUSE I ACTUALLY HAVE A FRIEND WHO WORKS HERE IN THE DEPARTMENT, AND I CAME JUST TO SHARE A LITTLE BIT OF A STORY BECAUSE I RECENTLY CAME INTO A NEW POSITION AS WELL AS THE EXECUTIVE DIRECTOR AT SIREN WHEN I TOOK ON THE POSITION.
I THINK THE MESSAGE I'M HAVING KNOWN A LOT OF YOU HERE.
IT'S HARD FOR ME TO BELIEVE THAT THERE'S ANYTHING BUT RIGHTEOUS MOTIVES BEHIND YOUR DECISIONS.
BUT WHAT I CAN SAY IS THAT THERE ARE THERE IS FEAR, AND THERE IS CONCERN ABOUT THE DECISIONS THAT'S BEEN MADE BECAUSE A LOT OF INFORMATION IS NOT BEING SHARED AND I THINK THAT'S WHAT'S LEADING FOR FOLKS TO WONDER WHAT'S GOING ON.
SO I THINK THE QUESTION OF THE HOPE THAT I WOULD HAVE AT SOME POINT IS THAT THIS BOARD FINDS THEIR REASON TO SHARE THE CAUSE FOR WHAT THE DECISION WAS MADE AND WHAT'S GOING TO HAPPEN.
FORWARD WITH THE STAFF TO MAKE SURE THAT EVERYONE FEELS SECURE IN THEIR SPEAKER IS DAN MASON.
PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT.
LAST ONE. HI DAN MASON AND I JUST, YOU KNOW, I HAVE TO WONDER WITH BURNING THROUGH MORE LAW FUNDS, LAWYER FUNDS YOU KNOW, THAT ARE REALLY THAT MONEY IS MEANT FOR OBVIOUSLY OUR STUDENTS, OUR EDUCATORS.
AND I WONDER IF THE BOARD MEMBERS HAD TO PAY JUST ONE TENTH OF THESE FEES OUT OF THEIR OWN POCKETS, IF THE HOW THIS STRATEGY WOULD CHANGE AND I SAY TO REDWOOD ASSOCIATES TOO, THAT JUST LIKE LAW FIRMS GET CREDIT FOR DOING PRO BONO WORK.
IT WOULD BE SO COOL IF YOU GOT CREDIT FOR SAYING NO, THANK YOU.
THANKS. THIS CONCLUDES COMMENT.
THANK YOU. BOARD MEMBERS, ARE THERE ANY QUESTIONS OR COMMENTS? TRUSTEE SREEKRISHNAN.
YEAH. I YOU KNOW, IT'S REALLY TROUBLING TO SEE THE BOARD NOW CONSIDERING THEIR THIRD SEPARATE LEGAL COUNSEL IN UNDER A YEAR.
YOU KNOW, THIS IS REALLY DRIVING UP COSTS.
DO WE HAVE THE CUMULATIVE COST OF ALL THE SEPARATE LEGAL COUNSELS? DO WE KNOW? THANK YOU FOR THAT QUESTION.
I DON'T HAVE THAT INFORMATION ON HAND WITH ME, BUT I DO HAVE ASSISTANT SUPERINTENDENT OF BUSINESS SERVICES STEPHANIE GOMEZ, WHO I BELIEVE WOULD HAVE THAT ANSWER.
SHE'S RIGHT THERE. IF PRESIDENT BERTA WOULD ALLOW HER TO COME UP.
SO OVERALL, THE LEGAL COST TO DATE FOR FISCAL YEAR 23, 24 AND AS OF OCTOBER, I WANT TO SAY 15TH, I THINK WE'VE INCURRED ABOUT 243,000 IN LEGAL COSTS TO DATE.
WE HAVE ALLOCATED IN OUR ADOPTED BUDGET 176,000, WHICH IS THE ANNUAL LEGAL BOARD DESIGNATION.
DIRECTOR GOMEZ AND SO, AND I WAS CONCERNED TO SEE IN THE CONTRACT YOU KNOW, YOU JUST SEE THE HOURLY RATES FROM $235 TO $525. YOU KNOW, WITH TRAVEL, ADMINISTRATIVE, OTHER EXPENSES.
BUT THERE IS NO CAP ON FEES, OR AT LEAST IN MY OPINION, THERE'S A LACK OF SPECIFIC FINANCIAL PARAMETERS AND SO THAT RAISES A LOT OF CONCERNS FOR ME.
SO, YOU KNOW, I WON'T BE SUPPORTING THIS AND I AGREE WITH SOME OF THE PUBLIC COMMENTERS THAT WANT TO BRING THIS FUNDING BACK TO OUR CLASSROOMS. SO I THINK, YOU KNOW, I VOTED AGAINST THE PREVIOUS SEPARATE LEGAL COUNSEL, AND I'M GOING TO BE STRONGLY AGAINST THIS.
YEAH, MY QUESTION WAS FOR STEPHANIE, ARE THOSE LEGAL FEES JUST BY THIS BOARD, OR IS THAT IN TOTAL FOR THE COUNTY OFFICE? THAT'S JUST FOR THE SEPARATE LEGAL COUNSEL.
[01:30:02]
SO WE TRACK THEM SEPARATELY TO THE 176,000 6000 OF LEGAL DESIGNATION SO THAT SOLELY OUT OF THAT DESIGNATION.OKAY. THANK YOU. YOU'RE WELCOME AND THEN I DID HAVE ONE CLARIFICATION.
PRESIDENT BURDICK, CAN WE STATE WHY WE NEED TO HAVE SEPARATE COUNSEL? WHAT, LIKE, WHY ARE WE EVEN LOOKING AT ANOTHER LAW FIRM? YES. AS NOTED ON OUR AGENDA, THERE IS EXISTING LITIGATION BECAUSE THE BOARD IS FACING A LAWSUIT BY DOCTOR DEWAN.
SO THIS IS FOR THE BOARD TO BE ABLE TO DEFEND OURSELVES AGAINST THE LITIGATION.
THANK YOU. I DID HAVE A FOLLOW UP QUESTION.
YES. ASSISTANT SUPERINTENDENT GOMEZ, CAN YOU STATE HOW MUCH LEGAL FEES HAVE BEEN PAID FOR BY THE OFFICE OF THE SUPERINTENDENT? I DON'T HAVE THAT INFORMATION AVAILABLE AT THIS TIME.
BECAUSE THAT'S A SMALLER POT AND WE HAVE A CERTAIN PROCESS TO ALLOCATE MORE FUNDS THAT I'M AWARE OF.
SO THAT ONE IS SMALLER AMOUNTS.
SO THERE'S A CERTAIN PROCESS THAT WE FOLLOW.
CAN YOU SAY ABOUT HOW MUCH SMALLER IS THE AMOUNT OF THE BOARD.
I KNOW WE HAVE 176,000 THAT WE ALLOCATE IN OUR ADOPTED BUDGET, THAT WE BRING UP EVERY INTERIM REPORT, AND THEN IN THE EVENT WE HAVE TO INCREASE IT MORE THAN WE ADD TO THAT AMOUNT AND I JUST KNOW THAT THE BUDGET REVISION CAME THROUGH, WHICH WILL BE COMING NEXT MONTH FOR THE ADDITIONAL 100 K.
THAT'S THE ONLY REASON WHY I'M AWARE OF THAT SPECIFIC AMOUNT.
OKAY. YEAH, THANK YOU FOR THAT.
YOU'RE WELCOME. TRUSTEE SREEKRISHNAN AND THEN JUST BEFORE YOU SPEAK AGAIN, IT'S APPROACHING 10PM.
SO PERHAPS THAT'S WHY SHE HAD THAT HANDY.
BUT DOES THE COUNTY OFFICE OF ED LEGAL FEES.
THAT INCLUDES OUR JOINT COUNCIL, RIGHT? YES. THAT'S CORRECT. SO THAT'S FOR US, TOO.
YES. THAT'S CORRECT. OKAY AND CAN THE COUNTY OFFICE OF ED PAY TRAVEL FEES FOR COUNSEL TYPICALLY.
TYPICALLY IN OUR CONTRACTS, THE WAY WE HAVE OUR CONTRACTS WRITTEN, IT'S INCLUDED IN THE AMOUNTS.
SO WE DON'T TYPICALLY PAY TRAVEL DIRECTLY.
OKAY. BECAUSE I NOTICED THAT IT SAYS TRAVEL FEES IN THE.
SO HOW WOULD THAT WORK? TYPICALLY IT WOULD BE IN THE HOURLY RATE.
THAT'S HOW WE HAVE MOST OF OUR VENDORS COMING THROUGH.
SO I'M NOT SURE ABOUT THE SPECIFICS OF THIS CONTRACT.
I'M JUST SAYING FROM THE STANDARD PRACTICE THAT'S HOW IT'S DONE.
OKAY, SO I BELIEVE WE'RE GOING TO GO TO A VOTE IN BOARD DOCS ON THIS ITEM.
I'M SORRY, DID I HAVE A MOTION? OH. I'M SORRY. IS THERE A MOTION TO APPROVE THIS ITEM? A MOTION FROM VICE PRESIDENT ROCHA.
IS THERE A AND A SECOND FROM TRUSTEE DI SALVO AND THAT MOTION CARRIES WITH 6 YESES AND ONE NO.

THANK YOU. GOOD EVENING, PRESIDENT BERTA, TRUSTEES, STAFF AND COMMUNITY.
AJH IS AN INDEPENDENT, DIRECT FUNDED SCCBOE AUTHORIZED CHARTER SCHOOL.
AJH IS CURRENT TERM RUNS THROUGH JUNE 30TH, 2025.
AJH IS SEEKING A TWO YEAR TERM AS IT HAS BEEN DESIGNATED BY THE CALIFORNIA DEPARTMENT OF EDUCATION, OR CDE, AS A LOW PERFORMING, LOW PERFORMANCE CATEGORY SCHOOL.
THE CURRENT ENROLLMENT OF THE SCHOOL IS APPROXIMATELY 450 STUDENTS.
ON SEPTEMBER 4TH, 2024, THE SCCBOE HELD A PUBLIC HEARING ON THE AJH RENEWAL PETITION IN ACCORDANCE WITH THE REQUIREMENT TO DO SO WITHIN 60 DAYS OF RECEIPT OF THE RENEWAL PETITION.
SCCOE, AJH AND THE ALPHA PUBLIC SCHOOLS ENTERED INTO A MEMORANDUM OF UNDERSTANDING IN 2017, WHICH REMAINS IN EFFECT DURING ANY CHARTER, RENEWAL OR APPEAL UNTIL A NEW AGREEMENT IS REACHED IS REACHED.
THE CHARTER SCHOOLS DEPARTMENT HAS PROVIDED AJ AN UPDATED MOU TO ALIGN WITH ITS CURRENT LAWS AND PRACTICES AND IF THE SCCBOE RENEWS THE CHARTER, SEC WILL CONTINUE TO WORK WITH AJH ON FINALIZING A NEW MOU.
I, IN COLLABORATION WITH OTHER MEMBERS OF THE CHARTER SCHOOLS DEPARTMENT STAFF INCLUDING MATT DOHERTY, CYNTHIA TAPIA, MICHELLE JOHNSON, SHALU SHARMA ANALYZE THE PETITION.
OUR TEAM HAS EXPERTISE AND EXPERIENCE IN THE IN CHARTER SCHOOLS, CHARTER SCHOOL RENEWALS AND SPECIALTY PROGRAMING INCLUDING CURRICULUM AND INSTRUCTION, ENGLISH, LEARNER DEVELOPMENT, SPECIAL EDUCATION, SCHOOL GOVERNANCE AND EDUCATIONAL FINANCE.
WE WANT TO STATE THAT OUR VIEW THAT OUR REVIEW OF THE RGA RENEWAL REQUEST WAS COMPLETED IN AN OBJECTIVE AND FACTUAL MANNER, IN ACCORDANCE WITH THE REQUIREMENTS OF THE CHARTER SCHOOLS ACT STAFF'S RECOMMENDATIONS AND RECOMMENDED FINDINGS, INCLUDING EVIDENCE SUPPORTING THOSE RECOMMENDATIONS, WERE PUBLISHED AND SHARED WITH RJH AND ON OCTOBER 1ST, 2024, WHICH IS 15 DAYS BEFORE THE COUNTY BOARD'S DECISION TONIGHT AND ARE FOUND IN TONIGHT'S AGENDA.
[01:40:07]
I WOULD LIKE TO PROVIDE AN OVERVIEW, AS EXPLAINED IN PREVIOUS PRESENTATIONS TO THE BOARD.AB 1505 ESTABLISHED A NEW THREE TIER SYSTEM FOR CONSIDERING CHARTER SCHOOL RENEWALS, BASED ON ITS PERFORMANCE ON THE CALIFORNIA SCHOOL DASHBOARD INDICATORS FOR THE PRECEDING TWO YEARS.
AJH HAS BEEN IDENTIFIED ON THE CDE.
CHARTER SCHOOL PERFORMANCE LIST AS A LOW PERFORMING CHARTER SCHOOL.
THIS MEANS STUDENTS SCHOOL WIDE AT AGE WERE IN THE TWO LOWEST PERFORMANCE LEVELS ON THE DASHBOARD, AND A MAJORITY OF THE STUDENT GROUPS AT AJH PERFORMED BELOW THE STATE AVERAGE ON ALL OF THE ACADEMIC PERFORMANCE INDICATORS.
THE SCHOOL IS TAKING MEANINGFUL STEPS TO ADDRESS THE UNDERLYING CAUSES OF THE LOW PERFORMANCE THROUGH A PLAN THAT WAS OR WILL BE APPROVED BY THE CHARTER BOARD, AND THERE IS CLEAR AND CONVINCING EVIDENCE DEMONSTRATED BY VERIFIED DATA, THAT THE SCHOOL HAS EITHER ACHIEVED MEASURABLE INCREASES IN ACADEMIC ACHIEVEMENT, DEFINED BY AT LEAST ONE YEAR'S PROGRESS FOR EVERY YEAR IN SCHOOL OR THE SCHOOL HAS ACHIEVED STRONG POST-SECONDARY OUTCOMES.
STAFF REVIEWED AJH'S STATEWIDE SUMMATIVE ACADEMIC ACHIEVEMENT DATA AND FOUND AJ HS ACADEMIC ACHIEVEMENT DATA DEMONSTRATES STUDENT PERFORMANCE IS NOT COMPARABLE TO THE DISTRICT OR STATE EIGHT.
AJH ALSO SUBMITTED SEVEN YEARS OF VERIFIED DATA FROM THE NORTHWEST EDUCATION ASSOCIATION, OR NWEA.
WHILE THIS DATA DOES NOT SHOW THE SCHOOL ACHIEVED ONE YEAR'S PROGRESS FOR EACH YEAR IN SCHOOL, IT DOES DEMONSTRATE ONE YEAR'S GROWTH IN ELA AND MATH FOR 2023-24, AS MEASURED BY NWA'S CONDITIONAL GROWTH INDEX.
THE GROWTH DEMONSTRATED IN 23-24 IS THE LATEST IN A THREE YEAR POSITIVE TRAJECTORY POST COVID, AS SPECIFIED IN THE STAFF ANALYSIS.
THE CHARTER SCHOOLS DEPARTMENT STAFF'S RECOMMENDATION IS THAT SCCBOE CONDITIONALLY APPROVED.
THE REQUEST FOR RENEWAL OF THE CHARTER SCHOOL FOR A TERM OF TWO YEARS, AND THAT WOULD BE JULY 1ST, 2025 THROUGH JUNE 30TH, 2027, ON THE CONDITION THAT THE ALPHA, THAT ALPHA AND THE SCCOE ENTER INTO AN MOU AND OR AN ADDENDUM TO THE MOU ON OR BEFORE DECEMBER 6TH, 2024 OR SUCH LATER DEADLINE AS MAY BE AGREED TO BY THE COUNTY SUPERINTENDENT OR DESIGNEE THAT ADDRESSES EACH OF THE FOLLOWING STAFF'S CONCERNS AND ITEMS RELATIVE TO THE NEED FOR AJH TO REVISE AND SUPPLEMENT THE SCHOOL IMPROVEMENT PLAN TO ADDRESS THE CONCERNS IDENTIFIED IN THE STAFF ANALYSIS, INCLUDING THE NEED TO DIFFERENTIATE GOALS AND ACTIONS FOR NUMERICALLY SIGNIFICANT STUDENT GROUPS TO ADDRESS THE UNDERLYING CAUSES OF ACADEMIC LOW PERFORMANCE, AND TO HAVE THE UPDATED PLAN ADOPTED BY THE ALPHA PUBLIC SCHOOLS BOARD.
INCREASED OVERSIGHT THROUGH QUARTERLY PROGRESS MEETINGS WITH CHARTER SCHOOLS DEPARTMENT STAFF.
CONTINUED FALL AND SPRING SUBMISSION OF THE LOCAL NWEA PERFORMANCE ASSESSMENT DATA.
THIS RECOMMENDATION CAN BE IMPLEMENTED THROUGH SCCBOE.
ADOPTION OF THE BOARD RESOLUTION.
CONDITIONALLY APPROVING FOR THE PERIOD OF JULY 1ST, 2025 THROUGH JUNE 30TH, 2027.
THE CHARTER RENEWAL FOR ALPHA JOSE HERNANDEZ CHARTER SCHOOL AND ALTERNATIVELY ALTERNATIVELY MAKING WRITTEN FACTUAL FINDINGS, SUPPLEMENTAL, SUPPORTING, DENIAL AND DENYING THE ALPHA.
JOSE HERNANDEZ CHARTER SCHOOL IF THE RENEWAL CONDITIONS ARE NOT MET.
FINALLY, AS NOTED IN THE STAFF ANALYSIS, WHEN AJH SUBMITTED ITS RENEWAL PETITION REQUEST, THE 2023-24 ACADEMIC ACHIEVEMENT DATA WAS UNAVAILABLE AND LATER EMBARGOED.
DATA FROM THE 23, 2023-24 CAASPP SUMMATIVE ASSESSMENT BECAME PUBLICLY AVAILABLE.
AS A REMINDER, THE CHARTER SCHOOLS ACT REQUIRES THAT STAFF'S RECOMMENDATIONS AND RECOMMENDED FINDINGS BE PUBLISHED AT LEAST 15 DAYS BEFORE THE BOARD'S DECISION, AND WE COMPLIED WITH THAT REQUIREMENT.
[01:45:03]
WE ARE PROVIDING THIS NEWLY PUBLISHED FACTUAL DATA, BUT IT DOES NOT FORM PART OF STAFF'S RECOMMENDATIONS AS IT WAS NOT AVAILABLE AT THE TIME OF OUR RECOMMENDATIONS AT THE TIME OUR RECOMMENDATIONS WERE PUBLISHED.OUR REVIEW OF THE 20 2324 FORECAST DATA REVEALED THAT AJH CASP PERFORMANCE DECLINED FROM 2023-24, FROM 2022 23 TO 2023-24, IN BOTH ELA AND MATH AND FOR ALL STUDENTS, NUMERICALLY SIGNIFICANT STUDENT GROUPS. THIS SLIDE DEMONSTRATES THAT THE PERCENTAGE OF STUDENTS WHO MET OR EXCEEDED STANDARD.
SO THE BLUE AND GREEN AREAS THERE IN ELA ON THE 2023-24 CAASPP IS 12.59%, REPRESENTING APPROXIMATELY A 5.5 PERCENTAGE POINT DECREASE FROM 20 2223.
NEXT SLIDE. SIMILARLY, THIS SLIDE DEMONSTRATES THAT THE PERCENTAGE OF AJH STUDENTS WHO MET OR EXCEEDED STANDARD AGAIN, THE BLUE AND GREEN AREAS IN MATH ON THE 2023-24 CAASPP IS 7.88%, REPRESENTING APPROXIMATELY A THREE PERCENTAGE POINT DECREASE FROM 2022-23.
NEXT SLIDE. THIS SLIDE SHOWS A COMPARISON OF THE PERCENTAGE OF AJH IS NUMERICALLY SIGNIFICANT.
STUDENT GROUPS MEETING OR EXCEEDING STANDARD ON THE CAASPP IN 2022-23 AND IN 2023-24.
YOU CAN SEE HERE THAT EACH STUDENT GROUP LISTED DECLINED.
IN 2023-24, 6.1% OF ENGLISH LEARNERS SCORED PROFICIENT ON THE LPAC, WHEREAS IN 2022-23, 9.4% WERE PROFICIENT, AND THAT'S A DIFFERENCE OF APPROXIMATELY 3.3 PERCENTAGE POINTS.
THE DASHBOARD IS NOT EXPECTED TO BE RELEASED UNTIL DECEMBER, SO THIS INFORMATION IS SOLELY ABOUT AJH PAST PERFORMANCE AND DOES NOT INCLUDE ALL THE INFORMATION THAT WILL BE SET FORTH IN THE DASHBOARD.
NEXT SLIDE. THIS CONCLUDES STAFF'S OPENING STATEMENT.
WE'RE GOING TO GO AHEAD AND START.
I HOPE I'M PRONOUNCING YOUR NAME CORRECTLY.
ALPHA JOSE'S STUDENTS AND FAMILIES CONTINUE TO RISE TO THE CHALLENGES IN FRONT OF THEM AND SHOW RESILIENCE, PRIDE AND DETERMINATION AT EVERY TURN AND THE COMMUNITY YOU SEE IN FRONT OF YOU TONIGHT IS ABSOLUTELY AMAZING.
BEFORE WE JUMP INTO OUR PRESENTATION, I'D LIKE TO BRING US BACK TO SOME WORDS YOU HEARD IN OUR PUBLIC HEARING LAST MONTH FROM YAHIR SEVILLA AN EIGHTH GRADE STUDENT WHO SPOKE DURING PUBLIC COMMENT.
I'D LIKE TO START BY GROUNDING MY PRESENTATION IN WHO WE SERVE AT ALPHA HOUSE.
WE HAVE A DEEP COMMITMENT TO EQUITY, AND THIS IS REFLECTED IN OUR STUDENT BODY.
THE SAME IS TRUE FOR OUR POPULATION OF ENGLISH LANGUAGE LEARNERS.
[01:50:01]
THE LOCAL, DISTRICT, COUNTY, AND STATE.WE ALSO SERVE A VIBRANT HISPANIC COMMUNITY WITH STUDENTS AND FAMILIES FROM A VARIETY OF DIFFERENT COUNTRIES, INCLUDING MEXICO, COLOMBIA, NICARAGUA, HONDURAS, EL SALVADOR, AND MANY OTHERS.
NEXT SLIDE PLEASE AND FINALLY, WE ALSO MAINTAIN A COMMITMENT TO SERVING DIVERSE LEARNERS.
OUR SPECIAL EDUCATION PERCENTAGE IS IN LINE WITH THE LOCAL, DISTRICT, COUNTY AND STATE AVERAGE.
MY NAME IS SHARA HIGDAY AND I'M THE CEO OF ALPHA PUBLIC SCHOOLS.
I WANT TO THANK YOU ALL FOR YOUR TIME THIS EVENING AND YOUR CONSIDERATION OF OUR RENEWAL PETITION.
I ALSO WANT TO THANK THE CHARTER SCHOOLS DEPARTMENT FOR THEIR THOUGHTFUL AND THOROUGH REVIEW OF OUR PETITION, OUR DATA, OUR SITE VISIT, AND THE STAFF REPORT THEY PUT TOGETHER, WHICH WE FELT WAS FAIR, BALANCED AND CAPTURED WELL OUR STRENGTHS AND OUR AREAS FOR GROWTH.
AS WE SHARED LAST MONTH, OUR ENGLISH LEARNER PROGRESS INDICATOR WAS 0.7 PERCENTAGE POINTS BELOW THE STATE AVERAGE, DESPITE SERVING FOUR TIMES THE STATE PERCENTAGE OF ENGLISH LEARNERS.
HAD WE SCORED 0.8 PERCENTAGE POINTS HIGHER, WE WOULD BE A MID-TRACK SCHOOL.
THIS WAS HEARTBREAKING TO US AND AGAIN, THIS IS THE SYSTEM WE ARE ACCOUNTABLE TO.
SO WHILE IT IS FRUSTRATING, IT'S THE RULES THAT GOVERN OUR WORK.
I'LL SPEAK MORE TO THAT SHORTLY AND THIRD, WE BOTH ALPHA AND THE CHARTER SCHOOLS DEPARTMENT ARE ALIGNED THAT ALPHA HAS MET THE BAR REQUIRED BY THE STATUTE FOR THE USE OF VERIFIED DATA, ONE YEAR OF GROWTH IN ELA AND MATH IN 2324.
I'D LIKE TO GO A LITTLE DEEPER ON OUR IMPROVEMENT PLAN, WHICH WE SHARED WITH YOU LAST TIME.
IN CONJUNCTION WITH THIS PLAN, WE'VE ALSO CREATED AN ACCOMPANYING TRACKER FOR OUR IMPROVEMENT PLAN, WHICH WE ARE ALSO PROVIDING TO YOU IN THE SPIRIT OF HAVING SOME INCREASED VISIBILITY INTO OUR WORK.
SO WHAT YOU SEE HERE IS EACH OF OUR ACTIONS AN ASSIGNED OWNER, A STATUS UPDATE, A PLACE TO LINK ARTIFACTS, AND TO KEEP NOTES OF OUR PROGRESS. NOW WE KNOW THAT SCHOOLS ARE DYNAMIC PLACES AND THAT THINGS HAPPEN, BUT THIS TOOL ALLOWS US TO CAPTURE ALL OF THAT.
IT ALSO ALLOWS US TO LINK ARTIFACTS WHICH PROVIDE MORE COLOR AND INSIGHT INTO THE ACTIONS LISTED IN THE PLAN AND WE HAVE SHARED AND WILL CONTINUE TO SHARE QUARTERLY UPDATES WITH THE CHARTER SCHOOLS DEPARTMENT.
SO THIS TRACKER IS A WAY FOR THEM TO BE ABLE TO DIG IN AND SEE MORE NUANCE THAN WHAT MIGHT BE AVAILABLE IN THE PAPER COPY YOU SAW AT OUR LAST MEETING, WHICH WAS STILL FAIRLY HIGH LEVEL.
HOW WOULD YOU OR THE COUNTY STAFF KNOW THAT WE HAVE DONE THAT? FIRST, IT WOULD BE IMPORTANT TO KNOW THERE IS AN OWNER WHICH IS CLEARLY DELINEATED.
NEXT, WE HAVE THE CURRENT STATUS.
THIS IS IMPORTANT BECAUSE LIKE I SAID, SCHOOLS ARE DYNAMIC PLACES.
THINGS HAPPEN AND WE NEED TO BE FLEXIBLE AND RESPOND TO STUDENT AND FAMILY NEEDS AND DATA.
SO THIS COLUMN HELPS US TRACK AS WELL AS COMMUNICATE WHERE THINGS STAND AND FINALLY, WE HAVE TWO COLUMNS THAT PROVIDE A PLACE FOR WRITTEN STATUS UPDATES AND LINKS TO EVIDENCE OF OUR WORK.
THIS PROVIDES THE NUANCE OF THE PLAN.
[01:55:03]
I'M ALSO HAPPY TO SHARE, AND WAS HAPPY TO SEE NOTED IN OUR STAFF REPORT THAT THE STAFF WAS ABLE TO SEE SEVERAL ACTIONS ALREADY IN MOTION AT THEIR VISIT ON SEPTEMBER 9TH, INCLUDING HIGH DOSAGE TUTORING WITH LATERA AND IGNITE COACHING AND PD AND IN VARIOUS ENGLISH LEARNER SUPPORTS.WE ALSO HAVE TAKEN NOTE OF THE FEEDBACK FROM STAFF, WHERE WE CAN BE EVEN MORE CLEAR ON OUR ACTIONS, AND HAVE ALREADY BEGUN THE PROCESS OF ENGAGING WITH OUR PARTNERS TO CONSIDER EXPANDING SOME OF WHAT WAS ALREADY SEEN, SUCH AS OUR HIGH DOSAGE TUTORING PARTNERSHIPS.
THESE INTERVENTIONS PROVIDE 1 TO 1, 1 TO 2, AND 1 TO 3 SUPPORTS TO OUR STUDENTS UP TO FOUR TIMES PER WEEK AND WE BELIEVE THAT EXPANDING THE SCOPE COULD HAVE ADDITIONAL BENEFITS ALMOST IMMEDIATELY.
THE SECOND REASON FOR RENEWAL THE STAFF REPORT GAVE IS OUR VERIFIED DATA.
THE STATUTE STATES THE SCHOOL MUST DEMONSTRATE CLEAR AND CONVINCING EVIDENCE THAT ACHIEVED MEASURABLE INCREASES IN ACADEMIC ACHIEVEMENT, AS THE CHARTER SCHOOLS DEPARTMENT FOUND IN THEIR REPORT.
PRIOR TO THE PANDEMIC, OUR STUDENTS WERE ACHIEVING A YEAR OF GROWTH OR MORE IN MATH.
THE LEGISLATIVE MANDATE IS THAT LOW TRACK CHARTER SCHOOLS MAY BE RENEWED IF EVIDENCE SHOWS THEY HAVE A BOARD ADOPTED PLAN TO MEANINGFULLY ADDRESS CAUSES OF LOW PERFORMANCE AND CLEAR AND COMPELLING INCREASES IN ACADEMIC ACHIEVEMENT.
SO WE HUMBLY REQUEST YOUR APPROVAL FOR A TWO YEAR RENEWAL.
WE WILL NOW TAKE PUBLIC COMMENTS ON THIS ITEM.
COMMENTS ARE LIMITED TO ONE MINUTE.
IF YOU WISH TO SPEAK, PLEASE HAND IN A SPEAKERS FORM.
MODERATOR DO WE HAVE ANY PUBLIC COMMENTS? YES, WE HAVE 24 PUBLIC COMMENTS.
AS THE PUBLIC COMMENT PERIOD IS NOW COMMENCING, WE WILL NOT BE ABLE TO TAKE ADDITIONAL COMMENTERS FOR THIS ITEM AND I KNOW THAT WE NOTED THAT WE HAVE HAD 20 MINUTES ALLOTTED FOR TIME, BUT I WILL DEFER TO THE BOARD IF WE CAN ALLOW FOUR MORE MINUTES FOR THE FOUR MINUTES.
FOUR MORE MINUTES. ONE MINUTE PER PERSON TO ACCOMMODATE THE 24 SPEAKERS.
OKAY, SO WE WILL HEAR THOSE COMMENTS.
THEN WE HAVE THE ONE MINUTE TIMER.
IF LANGUAGE SUPPORT IS NEEDED, TIME WILL DUMBER DOUBLE.
ONCE YOUR GROUP IS CALLED, PLEASE LISTEN FOR YOUR NAME TO APPROACH THE PODIUM.
PLEASE LINE UP FOR PUBLIC COMMENT BEHIND THE PODIUM LOCATED AT THE CENTER OF THE ROOM.

I HAD THE PRIVILEGE OF PULLING SMALL GROUPS OF STUDENTS FROM A VARIETY OF BACKGROUNDS WHERE I WAS ABLE TO PROMOTE HEALTHY MINDSETS, DEVELOP COPING STRATEGIES, AND BUILD A SENSE OF BELONGING IN THE SCHOOL.
THROUGH THIS WORK, I WAS ABLE TO SEE TREMENDOUS GROWTH FROM THE STUDENTS THAT I PULLED.
PLEASE VOTE YES TO RENEW JOSE HERNANDEZ SO WE CAN CONTINUE THE HARD WORK.

I GAINED A MAJOR LEVEL OF SUPPORT.
SPECIFICALLY, I INITIALLY STRUGGLED WITH SUPPORTING MY ENGLISH LEARNERS BECAUSE I DID NOT SPEAK THEIR LANGUAGE AND WAS LOOKING FOR CONCRETE STRATEGIES TO SUPPORT THEIR LANGUAGE DEVELOPMENT. ALPHA SUPPORTED MY COMMITMENT AND CURIOSITY BY GIVING ME THE OPPORTUNITY TO TAKE COURSES THAT EXPANDED MY KNOWLEDGE IN TEACHING ENGLISH LEARNERS.

WE INVEST IN A FUTURE WHERE EVERY STUDENT FEELS VALUED AND EMPOWERED TO PURSUE THEIR DREAMS. I HOPE WE HAVE THE OPPORTUNITY TO CONTINUE TO DO THEIR WORK TO THIS WORK IN SUPPORTING OUR STUDENTS AND MY ASK IS THAT YOU RENEW OUR SCHOOL SO WE CAN CONTINUE CONTINUED SUPPORTING THEM. THANK YOU.
OUR NEXT SPEAKER IS ASHLEY SANCHEZ.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR PUBLIC COMMENT.
THOSE STUDENTS REMINDED ME THAT I COULD BE THAT PERSON FOR THEM.
NOW, AS A FIFTH GRADE TEACHER TO MANY OF THOSE SAME STUDENTS, I AM IN LOVE WITH TEACHING.

ALPHA JOSE HERNANDEZ IS TRULY A SPECIAL PLACE.
THANK YOU. OUR NEXT SPEAKER IS JESSICA STACKHOUSE.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR PUBLIC COMMENT.
SORRY, IT'S A LITTLE LATE FOR ME.
THOSE KINDERGARTNERS FROM OUR EARLY YEARS ARE NOW THRIVING FIFTH GRADERS.
COMING TO. OUR SCHOOL HAS BECOME MORE THAN JUST A PLACE FOR ACADEMICS.
OUR STUDENTS, FAMILIES AND STAFF DESERVE TO CONTINUE BEING A HUB OF LEARNING, TRUST AND COMMUNITY.
THANK YOU. LAST CALL FOR NILSA GUTIERREZ.
THIS CONCLUDES PUBLIC COMMENT.
SEEING NO FURTHER SPEAKERS ON THIS MATTER, PUBLIC COMMENT IS CLOSED.
WE WILL NOW GO TO THE BOARD CLARIFYING QUESTIONS FROM THE BOARD.
EACH BOARD MEMBER WILL HAVE THE OPPORTUNITY TO ASK QUESTIONS.
I WILL ROTATE THROUGH ALL THE BOARD MEMBERS UNTIL EACH MEMBER HAS ASKED ALL OF THEIR QUESTIONS.
ARE THERE ANY CLARIFYING QUESTIONS FROM THE BOARD? TRUSTEE CHON AND THEN WE'LL JUST ROTATE THROUGH.
I WANTED TO SAY THANK YOU TO THE FAMILIES THAT ARE HERE TODAY.
I KNOW IT'S REALLY LATE, SO I THINK YOU ALL DESERVE EXTRA RECESS TOMORROW.
BUT I'M NOT YOUR TEACHER, SO I CAN'T SAY THAT.
I KNOW IT'S A LATE HOUR, SO I APPRECIATE IT.
MY QUESTION IS FOR ALPHA, I DID.
I APPRECIATE THIS TRACKER TO REALLY DIVE DEEP INTO THE STRATEGIES, AS WELL AS THE ACCOUNTABILITY THAT YOU'RE USING IN ORDER TO MAKE SURE THAT THESE ACTIONS AND TASK PLANS, OR THE ACTIONS IN YOUR TASK AND YOUR PLAN ARE FOLLOWED THROUGH.
YOU KNOW, I WILL BE VERY HONEST.
[02:30:06]
SO WHAT ARE SOME WAYS, ONE THAT YOU FEEL LIKE YOU'RE GOING TO ADDRESS THOSE.BUT TO DO YOU HAVE SOME MAYBE POSSIBLE REASONS OR EXPLANATIONS AS TO WHY YOU MAY THINK THAT HAPPENED? YES. SO THANK YOU FOR THE QUESTION.
A BIG FOCUS OF OUR IMPROVEMENT PLAN IS OUR ACADEMIC ACTIONS.
NOT JUST FOR OUR WHOLE STUDENT POPULATION, BUT THEN SPECIFICALLY FOR OUR SUBGROUPS.
SO OUR STUDENTS WITH DISABILITIES, OUR ENGLISH LANGUAGE LEARNERS OUR HISPANIC STUDENTS AND SO A LOT OF THE PARTNERSHIPS THAT WE DECIDED TO EITHER EXPAND FROM LAST YEAR OR RESEARCHED BASED ON KIND OF THE PREDICTORS THAT WE WERE SEEING VIA OUR MAP DATA, ARE IN RESPONSE TO THAT.
WE RECOGNIZE THAT WE HAVE A LOT OF POSITIVE DATA WHEN IT COMES TO GROWTH, FOR EXAMPLE, OUR THROUGH OUR CGI AND THAT WE'RE IT'S GOING TO TAKE TIME TO SEE THAT IMPACT THE PROFICIENCY ON, FOR EXAMPLE, SBAC AS THE STATE ASSESSMENT.
WE ALSO RECOGNIZED THAT OUR STUDENTS NEED TO BE PREPARED FOR THE NEXT GRADE, NEED TO BE PREPARED FOR SUCCESS IN HIGH SCHOOL, AND SO THOSE PARTNERSHIPS AND ADDITIONAL ACTIONS ARE MEANT TO ACCELERATE THE WORK THAT WE HAD ALREADY STARTED.
IN PARTICULAR, WHEN I THINK ABOUT STATE ASSESSMENT FOR SBAC, WE'RE LOOKING AT THIRD THROUGH EIGHTH GRADE AND SO A BIG FOCUS HAS BEEN HOW WE'RE EXPANDING THAT ACCELERATION FOR OUR 6TH, 7TH AND 8TH GRADERS KNOWING WHAT'S AT STAKE AND SO THAT KIND OF GETS INTO SOME OF THE ACTIONS THAT ARE FLESHED OUT FURTHER IN OUR IMPROVEMENT PLAN.
I THINK ADDITIONALLY TO THAT, WHAT I WOULD ADD ON IS SOME OF THE PIECES AROUND HOW WE HAVE REALLY THOUGHT THROUGH AND STRENGTHENED WHAT IT LOOKS LIKE TO HAVE COLLABORATION WITHIN THE TEAMS THAT ARE SUPPORTING OUR STUDENTS WITH DISABILITIES, OUR ENGLISH LEARNERS.
IN TERMS OF REASONS BEHIND THAT.
I THINK IT CONNECTS TO WHAT I MENTIONED EARLIER THAT WE'RE SEEING GROWTH.
WE'RE SEEING AN IMPACT IN TERMS OF OUR MAP DATA.
AND WE STILL KNOW THAT BECAUSE IT MEASURES PROFICIENCY.
THERE'S THE LAGGING INDICATOR WHEN IT COMES TO CAASPP AND SO THAT'S PART OF IT AND THAT'S THE REASON FOR US REALLY HAVING THOSE ADDITIONAL STEPS IN THE IMPROVEMENT PLAN BECAUSE WE NEED TO ACCELERATE THINGS.
VICE PRESIDENT ROCHA. I JUST HAVE A COUPLE OF QUESTIONS.
THANK YOU AND ONE IS THIS DOCUMENT THAT YOU HANDED OUT WAS THIS NEW INFORMATION? I DIDN'T SEE IT IN THE MULTIPLE ATTACHMENTS.
SO YOU WERE PROVIDED WITH A PLAN LAST TIME, AND WE'VE TAKEN THAT PLAN AND ACTUALLY REFORMATTED THAT AND MADE IT A LITTLE BIT MORE EASY TO READ AND EASY TO ACCESS AND PUT IT IN THE FORM OF AN EXCEL TRACKER.
SO IT'S VERY SIMILAR TO WHAT YOU SAW.
IT'S JUST REFORMATTED, AND NOW IT HAS WHAT WE SHARED WITH THE CHARTER SCHOOL STAFF HAS LIVE LINKS.
OKAY AND SO NOT ENTIRELY DIFFERENT.
THERE'S PROBABLY A FEW NEW ADDITIONS, BUT THE ABILITY TO CLICK INTO THE LINKS NOW GIVES MUCH MORE INCREASED VISIBILITY, SO YOU WON'T HAVE THE LEVEL OF DETAIL IN THE HIGH LEVEL PLAN THAT YOU SAW.
NOW THE COUNTY STAFF HAS ACCESS TO MUCH MORE DETAIL.
WE WANT TO DEMONSTRATE WE'RE BEING COMPREHENSIVE.
OKAY. THANK YOU AND SO IT'S A REFORMATTING NOT REALLY NEW INFORMATION.
BUT THE LINKS I THINK ALLOW THE STAFF TO REALLY SEE THE LEVEL OF DETAIL AND TO SEE THE, DIFFERENCES BETWEEN IF WE'RE DOING SOMETHING, FOR EXAMPLE, FOR ONE SUBGROUP VERSUS ANOTHER, LIKE WE WANT TO SHOW THAT THERE'S ACTUALLY A DIFFERENCE IN WHAT WE'RE DOING AND I THINK THE LINKS ALLOW FOR THAT DIFFERENCE TO BE A LITTLE BIT MORE EVIDENT THAN JUST WHAT MIGHT BE WRITTEN ON PAPER.
THANK YOU. HIGH LEVEL. YEAH AND I'LL JOIN THE THE CHORUS OF THANK YOU TO THE PARENTS AND THE STUDENTS AND THE STAFF FOR ONE, MAKING TIME TO BE HERE TONIGHT AND ADVOCATE FOR YOUR EDUCATION AND YOUR SCHOOL, AND TWO, YOUR PATIENCE WITH US TONIGHT KNOWING THE LATE HOURS.
YOU KNOW, I'VE HAD EXPERIENCE WITH ONE PREVIOUS APPLICATION AND, YOU KNOW, THE TONE O THE PRESENTATION IS A BIT DIFFERENT AND, YOU KNOW, WE HEARD COMMENTS SUCH AS WE'RE NOT GOING TO CONTINUE UNDER THE RECOMMENDATIONS THE STAFF HAS PRESENTED.
ARE YOU COMFORTABLE AND ABLE TO OPERATE UNDER THOSE? SORRY TO HAVE YOU DIRECT.
SO YEAH, I THINK LARGELY WE ARE.
SO FOR EXAMPLE, THE CHARTER SCHOOLS DEPARTMENT HAS REQUESTED QUARTERLY MEETINGS.
[02:35:07]
WE ARE ON BOARD WITH THAT.WE ARE ALSO AGREEING TO SUBMIT DATA REPORTS TWICE A YEAR.
WE WE ARE GOING TO WE'RE PLANNING WE'VE ALREADY COMMUNICATED OUR INTENT TO SIGN AN MOU.
WE HAVE TO WORK OUT SOME TERMS TO MAKE SURE THAT EVERYTHING KIND OF LINES UP THE WAY WE NEED IT TO.
IT IS OUR INTENT TO SIGN AN MOU.
SO A LOT OF WHAT IS COMMUNICATED THERE.
BUT YES, THAT WE ARE GENERALLY AMENABLE TO EVERYTHING THAT THE STAFF HAS REQUESTED.
THANK YOU FOR THAT CLEAR AND COLLABORATIVE ANSWER.
VERY MUCH APPRECIATED AND LET ME ASK A QUESTION THEN IN TERMS OF SOME OF THOSE DETAILS ARE THE WOULD THOSE DETAILS END UP IN THE MOU, OR ARE THOSE OUTSIDE OF THE MOU IN YOUR OPINION? THAT'S A GOOD QUESTION.
I THINK IF I COULD GIVE YOU MY IDEAL ANSWER, I WOULD LOVE FOR THE MOU TO BE A VERY STANDARD DOCUMENT, AND THEN FOR US TO HAVE AN ADDENDUM TO REALLY FLESH OUT ALL OF THOSE DETAILS TO MAKE SURE WE'RE CRYSTAL CLEAR.
I THINK ALSO, YOU KNOW, CHARTER SCHOOLS ARE IN DIFFERENT PLACES.
WE'RE IN THAT PLACE AND THAT'S WHAT OUR, YOU KNOW, THE RULES WE PLAY BY.
SO I THINK THAT WOULD MAKE SENSE TO BE PUT INTO AN ADDENDUM AND WE ARE HAPPY TO SIGN THAT ADDENDUM.
SO OKAY, I'LL STOP THERE AND LET MY COLLEAGUES ASK SOME QUESTIONS.
SO THANK YOU, TRUSTEE DI SALVO.
THANK YOU, MADAM CHAIR, AND THANK YOU TO THE 24 PEOPLE THAT SPOKE, PARTICULARLY THE STUDENTS WHO WERE SO ARTICULATE AND, YOU KNOW, IT TAKES COURAGE TO COME UP TO A MICROPHONE LIKE THIS AND SHARE IN A PUBLIC MEETING AND SO ALL THE STUDENTS WHO SPOKE FROM THE DEEP APPRECIATION FROM ME TO YOU I WOULD LIKE TO ASK THE CHARTER SCHOOL DEPARTMENT YOU ASSERTED THAT. LET ME SEE IF I COULD FIND IT IN MY NOTES.
THE CHARTER SCHOOL DEPARTMENT STAFF DOES NOT BELIEVE THAT CLOSURE OF ALPHA JOSE HERNANDEZ IS IN THE BEST INTEREST OF STUDENTS. COULD YOU ELABORATE WHY YOU MADE THAT ASSERTION IN YOUR REPORT TO US? SURE. SO.
FIRST AND FOREMOST, THE STUDENTS AT THE SCHOOL ARE HAPPY.
THEY ARE SUPPORTED BY THE ADULTS OF THE SCHOOL.
AND SECONDLY, IN TERMS OF PERFORMANCE, ACADEMIC PERFORMANCE, THE SCHOOL WAS SHOWING AN UPWARD TRAJECTORY IN TERMS OF PERFORMANCE NOTWITHSTANDING THE MOST RECENT CAST DATA THAT CAME OUT AND SO, BECAUSE THEY WERE MAKING A POSITIVE THEY HAD A POSITIVE TREND IN TERMS OF ACADEMIC PERFORMANCE AND THE KIDS ARE HAPPY AND THE ADULTS ARE SUPPORTIVE.
WE FELT THAT IT WAS NOT IN THE BEST INTEREST OF THE STUDENTS TO CLOSE THE SCHOOL.
THANK YOU SO MUCH, BECAUSE I THINK THAT'S THE CALCULUS THAT LEADS TO ACADEMIC SUCCESS.
STUDENTS ARE HAPPY AND STAFF SUPPORTIVE OF STUDENTS WILL LEAD IN THE NEXT TWO YEARS TO IF WE AGREE TO APPROVE YOU FOR ANOTHER TWO YEARS TO ACADEMIC SUCCESS WHERE YOU MIGHT BE IN THE MIDDLE PERFORMING CATEGORY WITHIN THAT TWO YEAR PERIOD, SO THANK YOU FOR THAT.
I APPRECIATE YOU ALL HERE TONIGHT.
SO THANK YOU. I HAVE MORE, BUT I'LL WAIT.
THANK YOU. I'D LIKE TO THANK EVERYBODY FOR THE PUBLIC COMMENTS ALSO.
SO I HAD A QUESTION ABOUT CHRONIC ABSENTEEISM.
SO I JUST WANTED TO ASK WHAT ARE THE SUPPORTS THAT ARE PROVIDED TO REDUCE ABSENTEEISM? THANK YOU FOR YOUR QUESTION.
SO THIS IS A BIG PRIORITY FOR OUR SCHOOL AND OUR NETWORK AND SO THE WORK AROUND HOW WE'RE BEING MORE INTENTIONAL TO SUPPORT CHRONIC ABSENTEEISM REALLY ACCELERATED FOR US IN THE LAST SCHOOL YEAR WITH PARTNERSHIP WITH OUR NETWORK OPERATIONS TEAM OF ACTUALLY MAKING SURE THAT THERE WAS FLESHED OUT PROCESSES THAT WERE NOTED IN A PLAYBOOK, WITH RESOURCES AND CLEAR ROLES AND RESPONSIBILITIES TO BE RESPONSIVE.
[02:40:07]
STARTING WITH, WHAT DOES IT LOOK LIKE TO ENSURE THAT OUR OFFICE TEAM, YOU GOT TO HEAR FROM ONE OF THOSE TEAM MEMBERS IS PROACTIVELY COMMUNICATING WITH FAMILY, PROACTIVELY REACHING OUT TO SEE WHAT IS THE REASON FOR THOSE ABSENCES.IS IT COMING FROM RESOURCES FAMILIES NEEDING.
IS IT COMING FROM A STUDENT NEED WHAT'S GOING ON BUT ALSO PARTNERING TO ENSURE THAT OUR TEACHERS ARE ALSO AT THAT POINT IN CONTACT? WE KNOW THAT OUR FAMILIES AND OUR STUDENTS REALLY VALUE THOSE CHECK INS THAT CALL THAT MESSAGE AROUND LIKE, HEY, YOUR CHILD WASN'T HERE.
WE MISS THEM. WHAT'S GOING ON? WE'RE READY TO SUPPORT THEM AND THEN FROM THERE, BUILDING ON IF WE'RE STILL SEEING A TREND GOING IN THE DIRECTION OF BEING CHRONICALLY ABSENT, WHAT DOES IT LOOK LIKE TO THEN BRING ADDITIONAL PARTNERSHIP? WHETHER THAT MIGHT BE IS THERE PARENT MEETINGS THAT NEED TO HAPPEN? IS THERE ADDITIONAL SUPPORT THROUGH OUR PARENT CENTER THAT NEED TO HAPPEN SO THAT WE CAN REALLY TURN THAT AROUND, BECAUSE OUR STUDENTS NEED TO BE AT SCHOOL FOR US TO DO EVERYTHING ELSE? DO YOU DO HOME VISITS AT ALL? SO I APPRECIATE THAT QUESTION.
SO THAT IS ACTUALLY SOMETHING THAT WE ARE PILOTING FOR THIS YEAR.
SO THAT'S SOMETHING THAT ONE WE'VE SEEN.
WE'VE, DONE KIND OF INCONSISTENT, MORE SO AROUND WHEN FAMILIES ARE, WERE SEEING KIND OF LIKE A LACK OF COMMUNICATION AS WELL WHEN WE'RE TRYING TO TAKE THAT INITIAL SUPPORT AND SO SEEING THE IMPACT THAT SOME OF THOSE MORE LIMITED KIND OF HOME VISIT PRACTICE HAS HAD, WE ARE ACTUALLY PILOTING THAT ON A LARGER SCALE THIS YEAR. THANK YOU, TRUSTEE MAH.
I THINK I'M GOING TO PASS THIS TIME AROUND.
TRUSTEE SREEKRISHNAN. I HAD THE SAME QUESTION AS TRUSTEE CHON AND TRUSTEE ROCHA.
YEAH, I HAD SOME QUESTIONS, LIKE MAYBE ABOUT YOUR TEACHING STAFF, HOW LARGE ARE YOUR CLASS SIZES? JUST AN AVERAGE.
YEAH. SO IT VARIES A LITTLE BIT DEPENDING ON THE GRADE LEVEL.
SO FOR TK OF COURSE WE HAVE 20 STUDENTS.
SO MIDDLE SCHOOL WE'RE LOOKING AT A CAP OF 32.
OKAY AND THEN WHAT ABOUT LIKE, INTERMEDIATE 4 TO 6? WE'D BE LOOKING AT ANYWHERE BETWEEN 30 AND 32.
OH, OKAY AND THEN IS THERE MULTIPLE CLASSES PER GRADE LEVEL? FOR MOST OF OUR GRADE LEVELS, THERE ARE AND SO FOR TK KINDERGARTEN AND FIRST GRADE, WE ACTUALLY HAVE ONE COHORT AND WE ALSO HAVE ONE COHORT FOR SEVENTH GRADE.
FOR THE REST OF OUR GRADE LEVELS, WE DO HAVE TWO COHORTS.
OKAY AND THEN ON AVERAGE, HOW HOW LONG DO YOUR EDUCATORS STAY AT TEACHING AT ALPHA? WE LOOK AT AN AVERAGE OF 3.5 YEARS AND THEN DO MOST OF YOUR EDUCATORS HAVE AT LEAST FIVE YEARS OF TEACHING EXPERIENCE, OR WHAT'S THE AVERAGE AMOUNT OF TEACHING EXPERIENCE YOUR EDUCATORS HAVE A YEAR OF TEACHING? WE LOOK AT 6 YEARS.
AVERAGE. OKAY AND THEN I THINK THERE WAS ANOTHER QUESTION I HAD HERE.
I DID APPRECIATE SEEING THAT YOU TAKE STAFF FEEDBACK WITH INTERVIEWS AND SURVEYS TO TALK ABOUT THEIR SALARY AND BENEFITS INFORMATION, SO THAT'S GOOD TO HEAR AND THEN I HAD A QUESTION JUST TO FOLLOW UP OF WHAT TRUSTEE LARI WAS ASKING IN REGARDS TO HOME VISITS.
WHO'S WHO'S THAT RESPONSIBILITY FALLING ON? IS IT ONTO THE TEACHERS ADMINISTRATION? LIKE I, I RECOGNIZE THAT YOU'RE IN YOUR FIRST YEAR OF IT, BUT WHAT'S KIND OF THE PLAN FOR DOING THOSE TYPES OF VISITS? YEAH. SO THE PLAN IS THAT IT WOULD BE A PARTNERSHIP AND SO BECAUSE THE FOCUS IS ATTENDANCE AND WE REC FOR THIS PILOT, AND WE RECOGNIZE THE ROLE THAT ALL OF US HAVE IN MAKING SURE OUR STUDENTS ARE ABLE TO COME TO SCHOOL CONSISTENTLY.
WE WOULD HAVE A PARTNERSHIP BETWEEN MEMBERS OF THE LEADERSHIP TEAM, BUT THEN OUR GOAL WOULD BE THAT THERE WOULD BE A TEACHER ALSO AS PART OF THAT PROCESS AND THEN WHAT LIKE EFFORTS ARE BEING DONE IN ORDER TO RETAIN YOUR EDUCATORS MORE LONG TERM, BECAUSE THOSE RELATIONSHIPS WHICH WERE SPOKEN SO HIGHLY OF IN PUBLIC COMMENT, I THINK ARE VERY IMPORTANT.
BUT I'M CURIOUS WHAT IS BEING DONE IN ORDER TO RETAIN TEACHERS MORE LONG TERM?
[02:45:02]
YEAH. I MEAN, I THINK I'LL COME BACK TO KIND OF A PIECE YOU MENTIONED EARLIER, AND I JUST THINK THAT ONE OF THE WAYS I BELIEVE THAT THERE'S TWO REALLY IMPORTANT WAYS THAT WE SHOW OUR FOLKS THAT WE VALUE THEM AND ONE, IT'S THAT WE'RE NOT JUST SAYING WE HEAR FEEDBACK, BUT HOW DOES THAT SHOW UP IN ACTION AND SO AN EXAMPLE THAT WAS REALLY IMPORTANT FOR US GOING INTO THIS CURRENT ACADEMIC SCHOOL YEAR WAS JUST SHOWING OUR LISTENING AND RESPONSE TO FEEDBACK WITH LIKE, SUMMER PROFESSIONAL DEVELOPMENT AND THAT BALANCE BETWEEN WHAT ARE WE PRIORITIZING TO USE AS A TRAINING, AS A MEETING, VERSUS WHEN ARE WE MAKING SURE THAT OUR TEAM HAS THE TIME TO PREPARE FOR KIDS TO BE ON CAMPUS.THERE'S A LOT THAT OUR TEACHERS HAVE TO DO TO BE READY.
SO BEING VERY CONSCIOUS OF THAT, AND I THINK THE OTHER THING THAT COMES UP FOR ME THAT I'VE ALWAYS BELIEVED IS HOW WE SHOW OUR PEOPLE, WE VALUE THEM, IS TO PROVIDE OPPORTUNITIES WITH SUPPORT AND SO REALLY MAKING SURE THAT WE ARE LISTENING AND MAKING SPACE FOR, YES, THE SUPPORT THAT FOLKS NEED IN THEIR CURRENT ROLE AND IN THE MOMENT, BUT ALSO MAKING SPACE AND HEARING FOLKS ON WHAT ARE THEIR LONG TERM GOALS AND HOW ARE WE AS A SCHOOL, AS THEIR COACHES, AS THEIR SUPPORT, GOING TO TAKE THE STEPS TO HELP THEM GET THERE, I THINK HAS A REALLY BIG IMPACT ON RETENTION.
I ADD MYSELF TO THE QUEUE BEFORE WE GO BACK AROUND.
JUST A COUPLE OF FOLLOW UP QUESTIONS AND I ALSO WANTED TO TO THANK BOTH OUR CO STAFF AS WELL AS ALPHA STAFF, AND PARTICULARLY IN PROVIDING THE DATA AND SHARING THE DATA.
ONE OF THE QUESTIONS I HAD JUST IN FOLLOW UP, ALSO WITH THE BOTH THE DATA, BUT THE I GUESS ONE OF THE BIG CONCERNS THAT I'M SEEING IS, IS THE IS THE DECLINES THAT WE'RE SEEING IN THE CAASPP DATA AND JUST TRYING TO UNDERSTAND A LITTLE BIT MORE, YOU KNOW, IN UNDERSTANDING, IS IT A DISCONNECT BETWEEN THE LOCAL DATA THAT THE WAY THAT THAT'S MEASURED AND CAASPP JUST TRYING TO BETTER UNDERSTAND WHAT HAPPENS ESPECIALLY AS IT RELATES TO STUDENTS WITH DISABILITIES, WE SAW THAT THE DECREASE THERE TO 0% FOR MATH.
AND THAT'S OBVIOUSLY A REAL BIG CONCERN.
SO JUST TRYING TO TRYING TO BETTER UNDERSTAND.
APPRECIATE THE THE LINKS AND THE EVIDENCE OF SUPPORT.
SO I'LL STOP THERE JUST IN TERMS OF IF YOU CAN SHARE MORE ON, YOU KNOW, INSIGHT IN WHAT YOU'RE SEEING HAPPEN WITH, WITH STUDENTS SPECIFICALLY WITH DISABILITIES. YEAH.
SO THAT IS A HUGE AMOUNT, LIKE A HUGE DELTA ACTUALLY FROM THE PREVIOUS YEAR.
SO WE'RE ACTUALLY LOOKING FORWARD, HOPEFULLY TO A DASHBOARD COLOR CHANGE AS A RESULT OF THAT LIKE I DON'T LIKE UP AND DOWN I'M AND AGAIN, THAT IS JUST A PROJECTION AT THIS POINT BECAUSE WE HAVE TO ACTUALLY SEE HOW THE DASHBOARD SHOWS THIS.
BUT WE'RE REALLY HOPEFUL ACTUALLY AND I DON'T AND WE SAW THIS SIMILAR INCREASE IN ELA AND MATH FOR ENGLISH LEARNERS AS WELL, WHICH IS GREAT, BUT I NONE OF IT COMPARED TO OUR STUDENTS WITH DISABILITIES.
IN MATH THAT WAS OUR BIGGEST JUMP.
SO UNDERNEATH THE LIKE THE ABSOLUTE DATA POINT, THERE IS A GROWTH STORY THERE THAT WE ARE LOOKING AT AND NEED TO DIG A LITTLE DEEPER INTO AND REALLY EXCAVATE THE ACTIONS OF THOSE EDUCATORS AND SEE WHAT THEY DID THERE.
BUT YES, ABSOLUTE PERFORMANCE IS THE BAR AND WE NEED TO WE NEED TO MOVE THAT MEASUREMENT.
SO JUST SOMETHING I WANTED TO TO SHARE AS WE WERE KIND OF YEAH.
THANK YOU FOR SHARING THE CONTEXT OF, YOU KNOW, WHAT THE NUMBERS LOOK LIKE BEYOND JUST THE SURFACE.
I THINK IT'S ALWAYS IMPORTANT TO HAVE THE CONTEXT OF THE DATA AS WELL.
SO THANK YOU FOR SHARING THAT AND THEN JUST IN TERMS OF THE LINKS OF EVIDENCE IT WOULD BE, YOU KNOW, NOT THAT WE DON'T BELIEVE THAT YOU'RE DOING IT, BUT IT WOULD BE HELPFUL TO KNOW.
RIGHT. WHAT IS THE WHAT'S THE OR EVEN JUST SEE.
WE DON'T NEED TO GET INTO THE WEEDS OF EVERY SINGLE THING THAT YOU'RE DOING TO SUPPORT ALL STUDENTS.
WE UNDERSTAND THAT YOU'RE TAKING THOSE STEPS.
[02:50:02]
BUT TO PROVIDE THAT ADDITIONAL, I THINK, LEVEL OF REASSURANCE AND OVERSIGHT, EVEN FOR OUR CHARTER SCHOOL DEPARTMENT STAFF WHO ALSO HAVE, YOU KNOW, EXPERTS IN THE AREA OF SPECIAL EDUCATION TO KNOW, YOU KNOW, WHAT ARE THE TYPES OF MATERIALS YOU'RE USING, WHAT ARE THE SPECIFIC WAYS THAT YOU'RE ENSURING ACCESS TO GENERAL EDUCATION, CURRICULUM AND STANDARDS AND THOSE TYPES OF THINGS WITHIN SPECIALIZED ACADEMIC INSTRUCTION, EVEN SO, WOULD BE JUST GREAT TO SEE THAT BUILT OUT A LITTLE BIT FURTHER.VICE PRESIDENT, DO YOU HAVE ADDITIONAL QUESTIONS OR COMMENTS? I DO HAVE MORE QUESTIONS.
I THINK MORE ALONG THE LINES OF FOR OUR STAFF IN TERMS OF THE MOU.
I KNOW IN THE LAST ACTION WE TOOK ON BULLETS AND REQUESTED THE MOU TO COME BACK TO THE BOARD.
I'D LIKE TO POSE THAT SCENARIO AGAIN AND GET YOUR FEEDBACK IF THAT'S SOMETHING THAT STAFF CAN PROVIDE IF THE BOARD SO CHOOSES AND AGAIN, THERE'S NO MOTION ON THE FLOOR FOR THAT. BUT I'M INTERESTED IN KNOWING HOW THAT WOULD WORK OUT IN TERMS OF TIMING AS WELL.
I WAS ASKED TO SPEAK TO THIS AND OF COURSE STAFF CAN ALSO PROVIDE INPUT.
IF THAT'S WHAT THE BOARD DID, IT COULD COME BACK TO THE BOARD.
IT WOULD NECESSITATE CHANGING THE TIMELINE BECAUSE WE JUST THE TIMELINE IN HERE IS, I THINK, A RANDOM FRIDAY JUST WHICH WOULD NOT BE A TIME IT WOULD COME TO THE BOARD.
I THINK THAT IT'S PARTIALLY DRIVEN.
I KNOW THAT ALPHA PROPOSED HAVING THE STANDARD MOU AND HAVING THIS BE THE ADDENDUM THAT MEETING THE CONDITIONS AND SOME OF THESE THINGS MIGHT ALREADY BE IN THERE.
SO WE WOULD WANT CLARITY ON EXACTLY WHAT THE BOARD WANTS BROUGHT BACK.
WHEREAS THE LAST TIME IT WAS THE CONDITIONS AS OPPOSED TO THE STANDARD MOU AND AS MENTIONED THIS, THE MOST OF THE RECOMMENDATIONS ARE A LITTLE LESS DEFINED THAN SOME OF THE CONDITIONS.
THEY'RE MORE TERMS OF THE CHARTER THAT ARE PERHAPS LESS DEFINED.
SO IT MIGHT LOOK A LITTLE BIT DIFFERENT THAN THE BOLUS.
THANK YOU. JUST CHEWING ON THAT.
SO IF WE DID INCORPORATE THAT INTO THE RECOMMENDATION IN THE MOTION, IT WAS APPROVED.
I KIND OF GOT THE SENSE YOU WERE LOOKING FOR A LITTLE MORE CLARITY AS TO WHAT THAT WOULD INCLUDE, BUT IF WE JUST WENT WITH THE LANGUAGE HERE, AS THE MOU IS WRITTEN IN NUMBER ONE, WOULD WE NEED TO REALLY BE THAT SPECIFIC OR COULD JUST THAT DOCUMENT BE BROUGHT BACK TO US? THE DOCUMENT COULD BE BROUGHT BACK, AND I GUESS IT WOULD.
WE'RE WORKING ON THE MOU ON THE STANDARD MOU WITH THEM RIGHT NOW AND SO IT COULD BE THAT THE STANDARD MOU REMAINS THE STANDARD MOU AND THE CONDITIONS ARE ADDRESSED THROUGH THE ADDENDUM.
SO I GUESS WE WOULD WANT TO KNOW IF IT'S KIND OF THE SAME INTEREST AS LAST TIME AND SEEING THE CONDITIONS AND SO IF THAT'S HOW WE WORKED IT OUT, WE COULD POTENTIALLY ENTER INTO THE MOU USING OUR NORMAL FORMAT AND BRING THE ADDENDUM BACK IF THAT'S WHERE IT INCLUDED.
I JUST WOULD WANT TO KNOW WHAT IT IS THAT THE BOARD EXPECTS TO COME BACK.
THANK YOU. THAT'S A LITTLE BIT MORE CLEAR.
THANK YOU FOR GOING THROUGH THAT AGAIN FOR ME, AS I ALSO LEARNED GOING THROUGH THESE AND IF I MAY ASK, IS THAT PROCESS THAT YOU FOLKS WOULD BE COMFORTABLE WITH? AGAIN, HAVING GONE THROUGH ONE EXPERIENCE THAT WAS VERY DIFFERENT IN TERMS OF ACCOMMODATING STAFF'S DIRECTION AND, AND OR THE BOARD DIRECTION.
I JUST WANT TO MAKE SURE WE'RE IN A MORE COLLABORATIVE MOOD.
I'M GOING THROUGH THIS PROCESS THE SAME AS YOU ARE.
OKAY. THANK YOU AND I DO HAVE JUST ONE MORE QUESTION FOR YOU AND AGAIN, GOING DOWN THE LINE OF MORE COLLABORATION, AND I'M NOT AS FAMILIAR WITH OTHER TRUSTEE AREAS AS I AM IN TERMS OF WHAT'S GOING ON WITH THE RELATIONSHIP BETWEEN THE CHARTER SCHOOL AND THE SCHOOL DISTRICT.
CAN YOU TALK A LITTLE BIT ABOUT THAT RELATIONSHIP IF THERE IS ONE? YES. SO JOSE IS LOCATED IN THE ALUM ROCK SCHOOL DISTRICT.
I THINK WE WORK VERY HARD TO BE VERY COLLABORATIVE WITH THE TRUSTEES AND THE SUPERINTENDENT THERE.
[02:55:01]
OUT THERE AND GET TO KNOW THE TRUSTEES THAT ARE RUNNING FOR ELECTION OUT THERE AND SO WE WORK VERY HARD TO BE AS COLLABORATIVE AS POSSIBLE WITH THE SCHOOL DISTRICT.I THINK WE THERE ARE SOME DIFFERENCES, OF COURSE.
WE MAY SEE THINGS DIFFERENTLY THAN, THAN THEY MIGHT.
BUT, YOU KNOW, I THINK WE TRY TO KEEP THE INTEREST OF THE STUDENTS FIRST AND FOREMOST.
SO WHENEVER THERE ARE DIFFERENCES, WE TRY TO WORK THEM OUT CORDIALLY.
BUT I'M I THINK TWO YEARS TO SHOW IMPROVEMENT IS A GOOD INVESTMENT OF OUR TIME, OF OUR VOTE.
THESE FOLKS HAVE SHOWN THAT THEY'RE COMMITTED TO A GOOD EDUCATION FOR THESE STUDENTS AND THE STUDENTS TO ME, TO THE POINT THAT WAS MADE BY STAFF SEEM TO ENJOY THE ENVIRONMENT THAT WE'RE AT AND THE TEACHERS THAT THEY HAVE.
SO I'D BE COMFORTABLE WITH THAT AND I'D ALSO LIKE TO SEE THE MOU COME BACK, AS I JUST DISCUSSED.
IS THAT A MOTION? MR. VICE PRESIDENT. I WAS LEAVING IT OPEN TO WHOEVER TRUSTEE AREA IT WAS IF THEY WANTED TO.
I DIDN'T WANT TO JUMP THE GUN.
IF YOU WANT TO MAKE THAT, GO AHEAD.
SO THE MOTION WOULD BE TO APPROVE THE TWO YEAR CONDITIONAL APPROVAL OF THE PETITION, WITH THE MOU AND ADDENDUM COMING BACK FOR BOARD APPROVAL.
IS THAT WHAT WE'RE TALKING ABOUT? LET'S TRY THAT. IF IT GETS SPLIT INTO TWO PIECES AS AN MOU AND AN ADDENDUM, THEN BOTH PIECES I WOULD LIKE TO SEE COME BACK.
EXCUSE ME. I SECOND THAT AND HERE'S A SECOND FROM TRUSTEE DI SALVO.
THANK YOU, MR. VICE PRESIDENT.
OKAY, I WILL CONTINUE IF THERE'S MORE QUESTIONS OR COMMENTS OR DISCUSSION ITEMS. TRUSTEE. BUT I'LL GO TO THE TRUSTEE MAH HAVE QUESTIONS OR COMMENTS.
ONE OF THE THINGS THAT ONE OF OUR FORMER COLLEAGUES USED TO ASK ABOUT, AND I WAS JUST CHECKING THE WEBSITE WITH RESPECT TO PARENT MEMBERSHIP ON THE BOARD, THAT I SAW THAT THERE'S LIKE FIVE MEMBERS OUT OF THE 14 BOARD MEMBERS, FIVE PARENTS OUT OF THE 14 BOARD MEMBERS.
YES AND THAT THERE'S ONE FROM EVERY SCHOOL EXCEPT TWO FROM, I GUESS ONE OF THE SCHOOLS IS THE TERMS OF THOSE BOARD MEMBERS, PARENT BOARD MEMBERS, KIND OF THE SAME AS THE OTHERS AND HOW LONG IS A TERM? TYPICALLY OUR PARENT BOARD MEMBERS ARE TREATED JUST LIKE EVERY OTHER BOARD MEMBER, SAME VOTING PRIVILEGES.
TRUSTEE CHON. THANK YOU AND THANK YOU TO MY COLLEAGUES FOR MAKING THE MOTION.
I JUST WANT TO SAY THAT CLOSING A SCHOOL IS NEVER.
I DON'T THINK ANY BOARD OR ANY ENTITY EVER WANTS TO CLOSE THE SCHOOL THAT AFFECTS STUDENTS.
IT'S HARD ON FAMILIES AND STAFF AND EVERYBODY.
BUT AS A COUNTY BOARD THAT OVERSEES CHARTER SCHOOLS, WE DO HAVE A RESPONSIBILITY IN MAKING SURE THAT OUR CHARTER SCHOOLS ARE HELD ACCOUNTABLE FOR SERVING STUDENTS AS WELL AS IN THIS SITUATION, SPECIFICALLY THE ACADEMIC PROGRESS.
SO YOU KNOW, I AM I WILL BE HONEST, I'M VERY HESITANT BECAUSE OF THE CAST DATA.
HOWEVER, I DO RECOGNIZE THAT YOU WILL BE HERE IN TWO YEARS AND SO I DO REALLY I WILL STILL BE HERE IN TWO YEARS AND SO I REALLY DO HOPE, AT LEAST I HOPE I'M STILL HERE IN TWO YEARS, BUT I MY POINT IS THAT YOU KNOW, WHEREVER THIS ENDS UP GOING THIS EVENING, I REALLY DO ASK THAT IT'S ALWAYS EASIER FOR US TO DO OUR JOB WHEN WE CAN SEE THESE POINTS.
SO THANK YOU FOR POINTING THAT OUT.
I THINK THAT'S REALLY CRUCIAL FOR US TO HEAR.
BUT I REALLY DO ASK THAT WHEN YOU COME BACK, LIKE PLEASE SHOW THAT WE'VE SEEN IMPROVEMENT AND THEN I AND I KNOW IT FALLS ON THE STUDENTS, RIGHT? IT FALLS ON THE STUDENTS AND HOW THEY PERFORM ON THEIR TESTS AND, YOU KNOW, I HAVE FEELINGS ABOUT STANDARDIZED TESTING, BUT YOU ARE SERVING OUR HIGHEST NEED STUDENTS
[03:00:08]
IN THIS AREA AND SO I ACKNOWLEDGE THAT AND I APPRECIATE THAT WORK, BUT I DO HOPE THAT WHEN YOU RETURN THAT WE SEE THAT IMPROVEMENT IN THE DATA SO THAT WE CAN DO OUR JOB. WE HAVE TO DO OUR JOBS IN HOLDING ALL OUR CHARTER SCHOOLS ACCOUNTABLE.I REALLY DO. TRUSTEE DI SALVO JUST A COMMENT AND IT'S ALIGNED WITH, I THINK TRUSTEE CHON ACCOUNTABILITY IS A REALLY GOOD THING, RIGHT? AND YOU'RE GOING TO BE MORE ACCOUNTABLE AFTER THIS DISCUSSION FOR INCREASING STUDENT ACHIEVEMENT.
SO THIS CHARTER SCHOOL LAW THAT HAS THIS TRIBUNAL SAY WHETHER YOU COULD STAY OPEN OR NOT IS A GOOD THING FOR CHILDREN.
BUT I HAVE TO ASK THE QUESTION WHY DOESN'T THE SAME THING EXIST FOR TRADITIONAL PUBLIC SCHOOLS? THE SAME METRICS THAT WE'RE USING FOR CHARTER SCHOOLS BECAUSE THERE'S TOO MANY.
I KNOW, EVEN IN MY AREA OF SAN JOSE UNIFIED, THAT THERE ARE SCHOOLS, TRADITIONAL PUBLIC, THAT ARE LOW PERFORMING BASED ON THE METRICS THAT YOU'RE USING FOR CHARTER SCHOOLS.
WHY CAN THEY STILL EXIST IN THE TRADITIONAL PUBLIC SCHOOL SYSTEM? THAT'S WHAT I THINK CTA, THE LEGISLATURE LED LEGISLATURE OF CALIFORNIA HAVE TO WORK ON.
I JUST HAD A QUESTION ABOUT THE MOTION.
SO, YES, THAT CAN BE AMENDED TO REFLECT OUR DECEMBER BOARD MEETING SCHEDULE.
IS THAT DOABLE OR IS IT? I WOULD SUGGEST JANUARY JUST.
I'M FINE WITH THAT, BUT I WOULD PREFER FOR IT TO COME BACK SOONER.
I THINK THAT GIVES ALSO MORE REASSURANCE TO THE COMMUNITY.
JUST ONE BOARD MEETING IN DECEMBER IS THAT IT'S THE EIGHTH.
WE HAVE ONE, JUST ONE MEETING.
YES, I WOULD AMEND MY MOTION, BUT THAT IS I KNOW IT'S A LOT TO ASK OF STAFF, BUT IF AT ALL POSSIBLE, WE COULD WORK IN COLLABORATION TO TO BRING THAT BACK IN A TIMELY MANNER.
I JUST WANT TO MAKE SURE THAT WE'RE GOING TO MAKE THE ADJUSTMENTS TO THE RESOLUTION PROPERLY.
SO YOU'RE AMENDING THE MOTION TO SAY, JANUARY OR TO THE I DON'T REMEMBER THE DATE TO JANUARY, BUT WITH THE THE ASK THAT IF IT CAN BE DONE AND, YOU KNOW, BE DONE SOONER EVEN BEFORE THAT TIME THAT IT WOULD BE DONE.
I'M SORRY. SO CAN I GET THE DATE IN JANUARY? YOU WANT FOR THE MOTION.
IT WOULD BE THE FIRST BOARD MEETING IN JANUARY.
WE'LL AND YOU'LL SET THE DATE IN DECEMBER.
SO JANUARY 8TH I BELIEVE IS THE WEDNESDAY.
CAN IT BE LEFT GENERAL, I THINK WE CAN SAY A BOARD MEETING IN JANUARY.
OKAY. A BOARD MEETING IN JANUARY.
OKAY. ANY OTHER QUESTIONS OR COMMENTS FROM THE BOARD? I WILL JUST I, I WANT TO ECHO TRUSTEE CHON'S COMMENTS THAT REALLY RESONATED WITH ME AND I THINK AS PART OF THIS. RIGHT. KNOWING THAT THE SCHOOL WAS SO CLOSE TO BEING A MIDDLE PERFORMING SCHOOL THAT, YOU KNOW, IT FACTORS IN AND I
[03:05:03]
DO BELIEVE, YOU KNOW, THERE'S THESE METRICS FOR ACCOUNTABILITY.AND, YOU KNOW, MAYBE RESPECTFULLY DISAGREE WITH MY COLLEAGUE A LITTLE BIT.
THERE'S DIFFERENT LEVELS OF METRICS THAT LOCAL SCHOOL DISTRICTS AS THE REPRESENTATIVE OR FOR TRUSTEE AREA SIX, WHICH INCLUDES THE ALUM ROCK SCHOOL DISTRICT, YOU KNOW, THEY'RE GOING THROUGH A A CHALLENGING PROCESS RIGHT NOW WITH SCHOOL CONSOLIDATION.
SO THESE TYPES OF ISSUES THAT IMPACT OUR COMMUNITY ARE THERE'S, YOU KNOW, SIGNIFICANT FACTORS THAT IMPACT OUR EAST SIDE COMMUNITIES AND I THINK IT IMPACTS ALL THOSE ISSUES, IMPACT ALL STUDENTS, WHETHER YOU'RE IN A TRADITIONAL SCHOOL OR IN A CHARTER SCHOOL AND SO I THINK IT'S A MATTER OF ALL OF US LOOKING AT, YOU KNOW, OUR OWN RESPONSIBILITIES AND SEEING WHAT CAN WE DO TO CONTINUOUSLY HOLD OURSELVES TO HIGH STANDARDS AND IT SEEMS, YOU KNOW, THAT THERE'S THAT EVIDENCE. THAT'S WHAT I WAS LOOKING FOR.
SO HOPE TO SEE THAT CONTINUED COMMITMENT TO THAT IS MY COMMENT.
ALL RIGHT. SO IF THERE ARE NO OTHER QUESTIONS OR COMMENTS, WE CAN GO TO A VOTE ON THIS ITEM.
A VERBAL AYE FOR TRUSTEE MAH AND A VERBAL AYE FOR TRUSTEE DI SALVO AND THAT MOTION PASSES UNANIMOUSLY.
WE WILL NOW BE TRANSITIONING TO OUR PUBLIC HEARING.
[A. Conduct a Public Hearing for the appointment of the SCCOE to the Santa Clara County Office of Education Personnel Commission]
THE CALIFORNIA EDUCATION CODE SECTION 45246 REQUIRES THAT FOLLOWING THE BOARD'S SEPTEMBER 4TH, 2024 ANNOUNCEMENT.TO APPOINT MISS DENISE COLEMAN TO THE PERSONNEL COMMISSION.
ARE THERE ANY PUBLIC COMMENTS ON THIS ITEM? I'M SORRY. CAN YOU REPEAT THAT ONE MORE TIME? IT'S HARD TO HEAR YOU.
YES. ARE THERE ANY MEMBERS OF THE PUBLIC WHO REQUESTED TO SPEAK ON THE APPOINTMENT? NO, THERE ARE NO CARDS FOR COMMENT.
SO THAT CONCLUDES OUR THAT PUBLIC COMMENT PERIOD.
SO THIS IS JUST TO HOLD THE HEARING SO THAT THERE'S NO ACTION FROM THE BOARD TO APPROVE THIS.
DOCTOR BONDHUS, CAN YOU TALK? IT'S A LITTLE DIFFICULT TO HEAR. SURE.
THERE'S NO ACTION FROM THE BOARD EXPECTED.
IS THAT CORRECT, DOCTOR? YES. THAT'S CORRECT.
GOT IT. SO THEN AT THAT POINT, ONCE THIS HEARING IS CLOSED, SHE'S APPOINTED.
OR DOES THIS COME BACK TO US FOR APPROVAL AGAIN? MY FIRST TIME GOING, SHE WOULD BE APPROVED.
IT WAS ANNOUNCED AT THE LAST BOARD MEETING.
AT THIS ONE. BY THE CLOSE OF THE HEARING.
THANK YOU AND MIGHT I ASK, WAS THERE OTHER APPLICANTS OR HOW THIS PERSON WAS SELECTED? AND JUST FOR THE RECORD, I DO KNOW THIS PERSON HAVING WORKED WITH HER IN MY PREVIOUS ROLE WHEN SHE WAS, I BELIEVE I CAN'T RECALL WHICH PARTICULAR SCHOOL DISTRICT IT WAS.
SO FOR THE PERSONNEL COMMISSION, THERE'S THREE APPOINTEES.
THERE'S AN APPOINTEE BY THE UNION, AN APPOINTEE BY THE SUPERINTENDENT, AND A JOINT APPOINTEE.
SO THERE'S NO PUBLIC NOTICING.
[03:10:01]
THIS IS JUST A SELECTION FROM THE SUPERINTENDENT KNOWING HER OTHER FOLKS OF INTEREST AND EXPERIENCE.OKAY. I CAN READ A LITTLE BIT ABOUT.
NO. I'M GOOD. JUST WAS CURIOUS HOW THIS COMES TO THE BOARD AND THE PUBLIC BODY.
YEAH. JUST BEFORE WE ADJOURN, I WANTED TO THANK YOU, DOCTOR BANDERAS, FOR YOU KNOW, STEERING THE SHIP AND HELPING US THE PAST COUPLE OF WEEKS.
SO. THANK YOU, DOCTOR. THANK YOU.
SO I AM PLEASED TO ANNOUNCE THE APPOINTMENT OF DOCTOR DENISE COLEMAN TO THE PERSONNEL COMMISSION FOR A TERM COMMENCING ON DECEMBER 1ST, 2024 THROUGH NOVEMBER 30TH, 2027.
WE APPRECIATE MISS COLEMAN'S WILLINGNESS TO SERVE.
[A. Head Start/Early Head Start Monthly Board Reports]
SO WE'VE GOT OUR CONSENT INFORMATION ITEMS AND THAT BRINGS US TO ADJOURNMENT.THE NEXT SANTA CLARA COUNTY BOARD OF EDUCATION REGULAR MEETING IS SCHEDULED FOR NOVEMBER 6TH AT 5PM.
MAY I HAVE A MOTION TO ADJOURN? SO MOVED.
MOTION BY TRUSTEE LARI AND A SECOND FROM TRUSTEE CHON.
VERBAL AYE FROM TRUSTEE DI SALVO.
VERBAL AYE. VERBAL AYE FROM TRUSTEE MAH AND WE ARE ADJOURNED AT 11:35PM.
THANK YOU.
