TRUSTEES. FOLLOWING THE RECOGNITION, PLEASE MEET AT THE BACKDROP FOR A PHOTO. THE SANTA CLARA COUNTY BOARD OF EDUCATION RECOGNIZES TEN SANTA CLARA COUNTY OFFICE OF EDUCATION EMPLOYEES EACH YEAR FOR OUTSTANDING SERVICE TO STUDENTS, PARENTS, COWORKERS, AND CUSTOMERS. MARICELA ORNELAS, A TEACHER AT SPECIALIZED ACADEMIC INSTRUCTION IN THE SPECIAL EDUCATION DEPARTMENT WITHIN THE EDUCATIONAL SERVICE DIVISION, IS THE NOVEMBER EMPLOYEE OF THE MONTH. MARICELA ORNELAS HAS WORKED AT THE SCCOE FOR JUST OVER THREE AND A HALF YEARS. BEFORE JOINING THE SCCOE, MARICELA WAS A SWIM INSTRUCTOR FOR CHILDREN WITH SPECIAL NEEDS AT THE TIMPANI CENTER. SHE THEN TRANSITIONED TO BECOMING A BEHAVIORAL INTERVENTIONIST AT THE CUPERTINO UNION SCHOOL DISTRICT. SHE RECEIVED HER SPECIAL EDUCATION CREDENTIAL FROM THE EDUCATION FOR INCLUSIVE CLASSROOMS PROGRAM PROVIDED BY THE SEC THROUGH THE EDUCATION PREPARATION PROGRAMS. AS A TEACHER OF SPECIALIZED ACADEMIC INSTRUCTION AT THE SEVEN TREES EDUCATIONAL CENTER. MARICELA IS RESPONSIBLE FOR DEVELOPING AND WRITING INDIVIDUALIZED EDUCATION PLANS AND MAINTAINING A SAFE LEARNING ENVIRONMENT IN WHICH SELF-HELP ACTIVITIES AND INDEPENDENCE ARE IMPORTANT FOR STUDENTS. I LIKE INTERACTING WITH THE KIDS EVERY DAY. I LIKE THE CONSTANT CONTACT WITH THEM. I THINK THAT'S WHAT MADE ME DO TEACHING, SAID ORNELAS. HER SUPERVISOR, CAROLINA YURIYA, PRINCIPAL OF SEVEN TREES CLUSTER, DESCRIBED MARICELA AS AN EXPERIENCED TEACHER. ON HER FIRST DAY IN THE CLASSROOM, MARICELA IMMEDIATELY TOOK OWNERSHIP OF THE CLASS AND DISPLAYED AN EAGERNESS TO LEARN AS MUCH AS SHE COULD. SHE WAS ALWAYS QUICK TO APPLY WHAT SHE LEARNED. IF ONE OF HER STUDENTS HAD BEHAVIOR ISSUES, SHE IMMEDIATELY TOOK STEPS TO CHANGE THE ENVIRONMENT TO FACILITATE THEIR SUCCESS, SAID YURIA. MARISELA'S PASSION AND DEDICATION FOR HER STUDENTS HAS NOT GONE UNNOTICED. SHE LEANS INTO HER TWO TOP STRENGTHS HARMONY AND ARRANGER, TO GO THE EXTRA MILE FOR HER STUDENTS. SHE GOES ABOVE AND BEYOND TO ASSIST THOSE WHO MAY NEED HELP. SHE IS ALWAYS AVAILABLE TO SPEAK WITH AND TO HELP SOLVE PROBLEMS. SHE STRIVES TO MEET THE DIFFERENT NEEDS OF ALL HER STUDENTS AND CREATE A FUN AND ENGAGING CLASSROOM ENVIRONMENT, SAID SPECIAL EDUCATION PARAEDUCATOR MARIA ELENA GUTIERREZ. IT IS WITH GRATITUDE THAT WE CONGRATULATE MARICELA ON BEING RECOGNIZED AS NOVEMBER'S EMPLOYEE OF THE MONTH. AS WITH ALL EMPLOYEES OF THE MONTH, WE ACKNOWLEDGE MARICELA FOR HER OUTSTANDING SKILLS AND ACCOMPLISHMENT ON THE JOB, DEDICATION TO EXCEPTIONAL SERVICE TO CUSTOMERS, CONTRIBUTIONS OUTSIDE THE USUAL SCOPE OF THE JOB, AND OVERALL COMMITMENT TO EXCELLENCE. TO SHOW OUR APPRECIATION, MARICELA WILL RECEIVE A PLAQUE RECOGNIZING HER CONTRIBUTION TO THE SSCOE. AN ENGRAVED CROSS PIN AND A RESERVED PARKING SPACE. MARICELA AND CAROLINA AREA ARE JOINING US THIS EVENING. I'D LIKE TO INVITE THEM TO SAY A FEW WORDS. CONGRATULATIONS, MARCELLA. OH, YOU CAN STAND NEXT TO ME. THAT WOULD BE GREAT. IT GIVES ME GREAT PLEASURE TO BE TO HONOR MARICELA. AND EVEN THOUGH SHE STARTED AS A BRAND NEW TEACHER AT SEVEN TREES IN FEBRUARY 2022, I CAN'T IMAGINE SEVEN TREES WITHOUT HER FROM HER FIRST DAY. MARICELA HAD A POWERFUL PRESENCE. WHAT STANDS OUT ABOUT MARICELA IS THAT SHE HAS STRENGTHS IN ALL AREAS OF TEACHING. SHE KNOWS HER STUDENTS WELL AND IS ABLE TO ASSIST THEM IN IMPROVING THEIR BEHAVIOR. SHE LOVES AND ACCEPTS THEM AND BECAUSE OF THIS, THEY KNOW THIS. SHE'S ABLE TO RAISE THE BAR ON WHAT HER STUDENTS ARE EXPECTED TO ACCOMPLISH. MARICELA ALSO UNDERSTANDS ACADEMICS AND KNOWS HER STUDENTS STRENGTHS. SHE PLANS TO INSTRUCTION TO TAKE HIM TO THE NEXT LEVEL. THEY ACHIEVE IT BECAUSE SHE EXPECTS IT. MARICELA HAS A SIXTH SENSE WHEN IT COMES TO KNOWING WHAT HER STUDENTS NEED EACH DAY EMOTIONALLY, SOCIALLY, AND ACADEMICALLY. MARICELA IS FULL OF CREATIVE IDEAS AND FOLLOWS THROUGH WITH IMPLEMENTING THEM. [00:10:03] SHE'S WILLING TO TRY NEW ACTIVITIES AND MAKES LEARNING FUN FOR ALL HER STUDENTS. MARICELA HAS A PASSION FOR EXCELLENCE AND HAS INSTILLED THAT SAME PASSION IN EVERYONE WHO WORKS IN HER CLASSROOM. SHE HAS EMPOWERED HER PARENTS TO BE SELF-DIRECTED LEADERS AND FACILITATES THEM IN BRINGING THEIR BEST SELF TO WORK EVERY DAY. IMAGINE WORKING WITH SOMEBODY LIKE THAT. WHAT AN HONOR. AND ONE OTHER THING I REALLY LOVE ABOUT YOU IS YOU'LL SAY TO ME, CATALINA, I NEED A CHALLENGE. GIVE ME A STUDENT. THAT'S GOING TO BE CHALLENGING, AND I LOVE THAT. WHO ELSE SAYS THAT? I'VE NEVER HAD ANYBODY SAY THAT TO ME. SOMETHING ELSE I LOVE ABOUT MARICELA IS THAT SHE REFLECTS ON HER INSTRUCTION. EVEN THOUGH EVERYTHING IS WORKING WELL, SHE'LL THINK OF A WAY TO MAKE HER CLASSROOM BETTER, AND SHE'LL COME IN OVER THE WEEKEND AND JUST REARRANGE EVERYTHING. YEAH, WE ARE VERY BLESSED TO HAVE SUCH A GIFTED TEACHER WHO MAKES SERVING OUR STUDENTS HER FIRST PRIORITY. THANK YOU. THANK YOU FOR THAT, CATALINA. SO HELLO EVERYONE. MY NAME IS MARICELA ORNELAS. I'M AN ELEMENTARY TEACHER AT SEVEN TREES. SO FIRST OF ALL, I WANT TO EXPRESS MY GRATITUDE TO EVERYONE WHO NOMINATED ME FOR THIS RECOGNITION. IT'S TRULY AN HONOR. SPECIAL EDUCATION HAS ALWAYS BEEN CLOSE TO MY HEART, INSPIRED BY BOTH MY REBECCA ALARCON AND MY MOTHER. THEY THEY'VE DEDICATED THEIR CAREERS TO THE FIELD OF SPECIAL EDUCATION. AFTER THE PANDEMIC REVEALED THE GROWING NEED FOR SPECIAL EDUCATION TEACHERS. I DECIDED TO PURSUE THIS PATH MYSELF. I DECIDED MY EXPERIENCE WITH AS A SWIM INSTRUCTOR, BOTH IN A BEHAVIORAL INTERVENTIONIST. YOU KNOW, IT FUELED MY PASSION THAT I HAD WORKING WITH STUDENTS OR CHILDREN WITH SPECIAL NEEDS. WHEN I JOINED SEVEN TREES, I WAS CONFIDENT MY BACKGROUND AND BEHAVIOR WOULD BE A VALUABLE ASSET TO THE CLASSROOM. FROM DAY ONE, I KNEW I WAS IN THE RIGHT PLACE. ONE OF THE GREATEST GIFTS OF WORKING AT SEVEN TREES HAS BEEN MEETING AND COLLABORATING WITH MY TEAM MARIA, ELENA, ANGELA, KIM, ELKE AND JASMINE. TOGETHER, WE'VE CULTIVATED A WARM AND SUPPORTIVE, INVITING CULTURE THAT MAKES COMING TO WORK EVERY DAY ENJOYABLE. I AM PROUD OF THE TEAM WE'VE BUILT TOGETHER. IT'S TRULY A JOY TO WORK WITH THEM EVERY DAY, AND I HAVE TO SAY, THE RECOGNITION FEELS LIKE A TEAM WIN BECAUSE WITH THEM MY JOB WOULD NOT BE POSSIBLE FOR. FOR ME PERSONALLY, I WOULD LIKE TO SAY THAT THESE ARE ONE OF OR ONE OF THE MOST REWARDING ASPECTS OF MY JOB IS WORKING WITH STUDENTS WHO FACE THE MOST CHALLENGING BEHAVIORS. STUDENTS WHO MAY STRUGGLE TO COMMUNICATE OR ACT OUT IN WAYS THAT MAKE IT DIFFICULT FOR THEM TO BE A PART OF A TRADITIONAL CLASSROOM. TO SOME, THEY MIGHT SEEM TOO DIFFICULT TO WORK WITH, BUT TO ME, I LOVE THAT. I LOVE THAT CHALLENGE. AND THROUGH CONSISTENT BEHAVIORAL INTERVENTION, SUPPORT AND CREATING A SAFE ENVIRONMENT, I'VE SEEN THESE CHILDREN WHO'VE ONCE EXPRESSED EXPRESS FRUSTRATION PHYSICALLY OR HAD SOME DIFFICULTY ENGAGING. NOW THEY'RE FOLLOWING LESSON PLANS, PARTICIPATING, AND EVEN BEGINNING TO READ. IT'S INCREDIBLE TO WITNESS THEIR GROWTH, AS IT'S A TESTAMENT TO HOW POWERFUL THE RIGHT APPROACH CAN BE. MY BACKGROUND ALWAYS ALLOWS ME TO ADAPT CURRICULUM HELP THESE CHILDREN INTEGRATE INTO A CLASSROOM, GIVING THEM A CHANCE TO BE A PART OF A COMMUNITY. THEY MAY NOT ALWAYS HAVE HAD A CHANCE TO BE A PART OF. IT'S NOT ALWAYS EASY, BUT EVERY BIT OF PROGRESS, EVERY MOMENT OF ENGAGEMENT IS A REMINDER OF WHY I LOVE WHAT I DO. LOOKING AHEAD, I'M EXCITED TO CONTINUE HELPING MY STUDENTS TO THEIR FULLEST POTENTIAL. THE BEST PART OF MY JOB IS WATCHING THEM GROW, THRIVE, AND SURPRISE THEMSELVES AND THEIR LOVED ONES WITH WHAT THEY'RE CAPABLE OF. EVERY DAY BRINGS NEW CHALLENGES THAT KEEP ME ENGAGED. REMIND ME OF WHY I LOVE WHAT I DO. I'M INCREDIBLY GRATEFUL TO MY TEAM, COLLEAGUES, AND EVERYONE WHO MADE THIS RECOGNITION POSSIBLE. I WOULD LIKE I'M GOING TO LOOK FORWARD TO THE MANY YEARS OF MAKING A DIFFERENCE. DESPITE THESE CHALLENGES, THE JOURNEY IS INCREDIBLY REWARDING. I THINK THEY TAKE OUR PICTURE UP HERE. CONGRATULATIONS, MARICELA, TRUSTEES AND DOCTOR HINMAN, PLEASE JOIN MARIELA FOR AT THE BACKDROP FOR PHOTOS. OKAY. THANK YOU SO MUCH. OH THANK YOU. THANK YOU. OH. THANK YOU. I'M DROPPING THINGS. LET ME PUT THIS IN THE POCKET THEN. THANK YOU. [00:16:30] AT THIS TIME, I WOULD LIKE TO INVITE OUR STUDENT BOARD MEMBER, DE LA ROSA AGUILERA, TO GIVE HIS MEMBER REPORT. [A. The student member of the Board may give reports on activities related to their duties as a member of the Santa Clara County Board of Education] GOOD EVENING, PRESIDENT BERTA, DOCTOR HINMAN AND ESTEEMED BOARD MEMBERS. THE STUDENTS ARE OUR COMMUNITY. SCHOOLS HAVE BEEN BUSY. THE MONTH OF OCTOBER WAS COLLEGE MONTH. ON OCTOBER 22ND, OUR ACADEMIC COUNSELORS HELD A COLLEGE DAY AT SOUTH COUNTY COMMUNITY SCHOOL. STUDENTS FROM SOUTH COUNTY COMMUNITY SCHOOLS AND SONORA COMMUNITY SCHOOL PARTICIPATED IN THE EVENT, AND WERE ABLE TO MEET WITH DIFFERENT REPRESENTATIVES FROM THE COLLEGES AND ASK QUESTIONS ABOUT PROGRAMS OFFERED. BOTH COMMUNITY SCHOOLS ARE PARTICIPATING IN THE PRO CON ATHLETIC LEAGUE AND THEY KICK OFF THEIR FLAG FOOTBALL SEASON. GAMES ARE TUESDAY MORNINGS AND MORGAN HILL AND THURSDAY MORNINGS AND SAN JOSE. AS A COMMUNITY SCHOOL, THEY HELD MOCK ELECTIONS INFORM STUDENTS ON HOW TO REGISTER TO VOTE. THIS IS IMPORTANT BECAUSE THIS SHOWS THE IMPORTANCE OF ADVOCATING FOR YOURSELF AND SEEING THE IMPORTANCE OF YOUR COUNTRY. ALSO. I ALSO KNOW STUDENTS BUILD PUMPKIN LAUNCHING CATAPULTS AS PART OF A SCIENCE, SCIENCE, TECHNOLOGY, ENGINEERING, ART AND MATH THEMED PROJECT. THEY WERE ABLE TO LAUNCH SMALL PUMPKINS INTO TARGETS ON THE FIELD. ON OCTOBER 24TH, I ATTENDED THE STUDENT BOARD MEMBER SYMPOSIUM IN ALAMEDA COUNTY. THIS CONFERENCE FOCUS WAS TO BRING STUDENTS WHO REPRESENT THEIR COUNTY SCHOOL BOARDS OF EDUCATION ACROSS THE STATE OF CALIFORNIA TOGETHER TO BETTER UNDERSTAND THE ROLES AND RESPONSIBILITIES. THROUGHOUT THE DAY, WE HELD DISCUSSIONS ABOUT EDUCATION POLICY, CHALLENGES OF BEING A STUDENT BOARD MEMBER, STUDENT RIGHTS, PUBLIC SPEAKING SKILLS, AND HOW TO COMMUNICATE WITH YOUR AUDIENCE. MY BIGGEST TAKEAWAY WAS GETTING TO MEET AND COMMUNICATE WITH OTHER STUDENT BOARD MEMBERS AROUND CALIFORNIA. I HOPE I CAN BRING NEW IDEAS TO THE TABLE AFTER ATTENDING THIS CONFERENCE. OVERALL, THIS EXPERIENCE WAS REALLY INSPIRING AND INFLUENCED ME TO MAKE CHANGES IN MY COMMUNITY AND COME TOGETHER AS A TEAM WITH OTHER STUDENT BOARD MEMBERS. ON MONDAY, I HAD THE OPPORTUNITY TO MEET DOCTOR HINMAN, AND WE TALKED ABOUT MY ROLES AND RESPONSIBILITIES. MEETING HIM WAS IMPORTANT TO ME BECAUSE IT MADE ME FEEL HEARD AND APPRECIATED IN MY ROLE AS A STUDENT BOARD MEMBER. I LOOK FORWARD TO COMMUNICATING WITH DOCTOR HINMAN MORE. THANK YOU. THANK YOU. STUDENT BOARD MEMBER DE LA ROSA AGUILAR FOR YOUR REPORT. IT'S REALLY GREAT TO HEAR ABOUT THE ACTIVITIES, AND I'M THRILLED THAT YOU WERE ABLE TO PARTICIPATE IN THAT SYMPOSIUM. PLEASE LINE UP BEHIND THE PODIUM. OUR FIRST SPEAKER IS MERCEDES HILL. PLEASE PRESENT YOUR COMMENT. GOOD EVENING. MY NAME IS MERCEDES HILL AND I HAVE WORKED AT THE SCCOE FOR SIX YEARS. I AM CURRENTLY AN OFFICE SPECIALIST WITH THE HEAD START PROGRAM AND HAVE BEEN SO FOR FIVE YEARS. I'M ALSO AN SEIU LOCAL 521 MEMBER. I AM HERE TONIGHT BECAUSE I WOULD LIKE TO THANK INTERIM SUPERINTENDENT DOCTOR HINMAN FOR LAUNCHING AN INTERNAL INVESTIGATION INTO THE FISCAL AND OPERATIONAL IRREGULARITIES OCCURRING HERE AT THE SCCOE. I WOULD ALSO LIKE TO THANK ALL OF THE BOARD TRUSTEES WHO SUPPORT DOCTOR HINMAN'S EFFORT FOR ORGANIZATIONAL TRANSPARENCY. WORKING FOR HEAD START HAS SHOWN ME HOW EASY IT IS FOR A WELL-RUN PROGRAM TO BE FULLY TRANSPARENT TO ALL ITS STAKEHOLDERS, THE PARENTS, STAFF, COMMUNITIES AND THE TAXPAYING PUBLIC AT LARGE. THE ECHO HAS GREAT BONES AND IS WORTHY OF THE BEST WORKFORCE THIS AREA HAS TO OFFER. BUT WHEN THAT WORKFORCE IS HELD HOSTAGE TO WITTINGLY OR UNWITTINGLY DO THE BIDDING OF A SELECT FEW, THAT BENEFITS ONLY THAT SELECT FEW. IT IS NOT A SUSTAINABLE WORK MODEL. BUT WITH THIS NEW INVESTIGATION, I AM ENCOURAGED AND HOPEFUL THAT THE SCCOE IS. THE NEXT SPEAKER IS ISAAC BERRY. PLEASE APPROACH THE PODIUM CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT. HI, MY NAME IS ISAAC. TO YOU GUYS ALL KNOW I'VE BEEN COMING HERE FOR A LONG TIME. I WANT TO THANK DOCTOR, DOCTOR HINMAN FOR MEETING WITH ME TODAY. THANK YOU VERY MUCH. I REALLY APPRECIATE YOU. WE ARE NOT WHERE WE ARE, RIGHT? WE SHOULD BE, BUT WE. I HOPE WE'LL GET THERE. THANK YOU SO MUCH. BECAUSE I'VE BEEN COMING HERE TALKING WITH DOCTOR DEWAN WAS HERE, AND SHE NEVER REACHED OUT TO ME. I SENT THREE MESSAGES, THREE EMAILS, AND SHE NEVER SAID ANYTHING. SO THANK YOU. AND AGAIN, THIS IS JUST A REQUEST. YOU DON'T HAVE TO. I WOULD LIKE I WOULD LIKE FOR YOU TO LOOK INTO AND IMPLEMENT A POLICY MOVING FORWARD FOR THE SCCOE STUDENT REGARDING CERTIFICATES OF COMPLETION AND DIPLOMA. BECAUSE I DON'T WANT TO HAVE A RUDY'S AND IBRAHIM'S ANYMORE, BECAUSE THIS IS WHAT IS AFFECTING US RIGHT NOW. BECAUSE MY SON WAS SUPPOSED TO GET A CERTIFICATE OF COMPLETION. THEY GAVE HIM A DIPLOMA. THAT'S WHY WE'RE HERE FIGHTING. PLEASE LOOK INTO IT. BECAUSE NOT EVERYBODY HAS THE SAME COGNITIVE LIKE MY SON. COGNITIVE IS DIFFERENT FROM SOMEBODY ELSE. SO YOU DON'T GIVE THEM, YOU KNOW, THE SAME. THE NEXT SPEAKER IS IBRAHIM BERRY. PLEASE PRESENT YOUR COMMENT. HELLO. MY NAME IS IBRAHIM BERRY, AND I'M HERE AGAIN TO SPEAK ABOUT MY CASE AND HOPING THAT I CAN. CURRENTLY BEING DENIED THE RIGHT TO MY EDUCATION. I WAS SUPPOSED TO HAVE SUPPORT FOR. FOR THE ADULT TRANSITION PROGRAM AFTER MY SENIOR YEAR OF HIGH SCHOOL. AND THEN I'M STILL HERE BECAUSE DAY BEFORE MY GRADUATION, I WAS TOLD THAT BECAUSE I RECEIVED A DIPLOMA, I WAS DENIED ACCESS TO I NEEDED A CERTIFICATION INSTEAD OF A DIPLOMA. SO THEY SAID THAT THAT WAS ILLEGAL FOR THEM TO DENY ME THAT. AND I WAS NOT ALLOWED TO HAVE ANY OTHER EDUCATION, AND I CAN'T. [00:25:02] I KEEP HAVING TO FIGHT FOR THIS JUST TO BE HEARD. AND I'VE BEEN HAVING A HARD TIME AND I DON'T KNOW WHERE TO GO. AND I CAN'T GET HIRED ANYWHERE BECAUSE I'M HARD OF HEARING AND I'M NOT ABLE TO HEAR. I DON'T WHAT DO YOU EXPECT US TO DO? WE DON'T HAVE THE RIGHTS. WE'RE NOT ALLOWED TO GO TO THE PROGRAM. WE APPRECIATE DOCTOR HINMAN SPEAKING WITH US AND MEETING WITH US. AND I JUST WANT TO SAY, PLEASE. I WANT A CHANCE TO BE HEARD. MY FAMILY AND MYSELF HAVE BEEN COMING TO THESE MEETINGS AND WE'VE BEEN FIGHTING TO GET. SO I WISH I WAS HEARD AND THAT MY CASE WOULD HAVE A CHANCE TO GO TO THE PROGRAM AND TO HAVE A BETTER FUTURE. SO I WOULD LIKE THIS SOLVED. AND I ASKED THE BOARD OF SUPERVISORS TO TAKE THIS INTO CONSIDERATION. I'VE BEEN COMING FOR A LONG TIME. RUDY FLORES. PLEASE APPROACH THE PODIUM AND PRESENT YOUR COMMENT. HELLO, MY NAME IS RODY. I'M HERE AGAIN TO ASK FOR YOUR HELP. IBRAHIM AND I WANT TO GO TO THE ADULT TRANSITION PROGRAM. BUT I CAN'T AND I DON'T KNOW WHY. I AM DEPRESSED. I'M GETTING TIRED OF FIGHTING FOR WHAT IS RIGHT THAT SOMEONE TOOK AWAY FROM US. PLEASE TELL ME WHAT IT IS I COULD DO TO DESERVE THIS AND WHAT WE CAN DO TO CORRECT IT. PLEASE DOCTOR HINMAN, DO NOT LEAVE IBRAHIM AND ME BEHIND. THANK YOU. THE NEXT SPEAKER IS CASSANDRA GONZALEZ. PLEASE APPROACH THE PODIUM AND CLEARLY STATE YOUR NAME. HELLO, MY NAME IS CASSANDRA. I AM HERE AGAIN AND WILL CONTINUE TO SPEAK FOR RODY AND ABRAHAM. THESE ARE TWO DEAF CHILDREN WHO FOR SOME REASON THE EDUCATIONAL SYSTEM FAILED THEM AND MANY MORE DEAF CHILDREN TOO. WHY IS IT THAT THEY ARE NOT CONSIDERED ELIGIBLE AS SPECIAL NEED EDUCATION STUDENTS IN THE ADULT TRANSITION PROGRAM? HOW DO YOU ALL EXPECT FOR THEM TO SEE HOW THE REAL WORLD IS LIKE, IF YOU ARE NOT WILLING TO GUIDE THEM? THAT'S WHAT THE PROGRAM IS FOR A PROPER GUIDANCE AND ADVISEMENT FOR THEM. I WILL REMIND YOU ALL AGAIN. IN HIGH SCHOOL I LEARNED HOW TO MAIL OUT LETTERS, WRITE OUT A CHECK. ALSO A LITTLE BIT ABOUT CREDIT AND STOCKS. THESE ARE THINGS DEAF CHILDREN DIDN'T HAVE THE PRIVILEGE OF LEARNING. IT REALLY SHOULDN'T COME DOWN TO WHO HAS PRIVILEGE. EDUCATION SHOULD BE THE SAME FOR ALL CHILDREN. THESE BOYS SHOULDN'T NEED TO BE. THE NEXT SPEAKER IS MARIA MENDOZA. PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT. HI, MY NAME IS MARIA. I'M HERE AGAIN ASKING TO PLEASE HELP RODY AND ABRAHAM TO GET INTO THE TRANSITION PROGRAM WITH THE IEP. OUR KIDS SHOULD NOT BE PAYING FOR CONSEQUENCE OF SOME UNRESPONSIBLE PEOPLE THAT DECIDED TO GIVE HIGH SCHOOL DIPLOMAS TO ALL THE DEAF AND HARD OF HEARING KIDS, EVEN WHEN THEY WERE NOT READY. THERESA, JENNIFER ANNE AND TARSHA ARE ATTACKING OUR DISABLED KIDS AND THAT IS NOT RIGHT. THEY ARE NOT. THEY ARE AGAINST OUR KIDS AND SHOULD NOT BE ALLOWED TO BE IN THE EDUCATIONAL SYSTEM. THEY HAVE HARMED OUR KIDS AND FAMILY MENTALLY, EMOTIONALLY AND FOR THIS I AM ASKING FOR THEIR RESIGNATION. THANK YOU, DOCTOR HICKMAN, AND THANK YOU ALL OF YOU GUYS. THE NEXT SPEAKER IS DAISY GONZALEZ, PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT. HI, MY NAME IS DAISY GONZALEZ. I AM HERE BECAUSE I AM UPSET THAT MY BROTHER AND HIS FRIEND ABRAHAM ARE NOT BEING ELIGIBLE FOR SPECIAL NEEDS EDUCATION WHEN BEING ENROLLED AT THE ADULT TRANSITION PROGRAM. THIS PROGRAM IS SUPPOSED TO GIVE THEM THE REQUIRED GUIDELINES IN ORDER FOR THEM TO BE ABLE TO ACHIEVE STUFF IN THIS, IN THIS WORLD. MY BROTHER IS STILL STRESSED AND FEELS WORTHLESS AT HOME. HE CANNOT YET WRITE A COMPLETE SENTENCE WITH PROPER GRAMMAR. IT'S UPSETTING TO SEE HIM STRUGGLE, ESPECIALLY WHEN WE GET TAUGHT THIS IN SECOND GRADE. ALLOW US TO GET THESE STUDENTS UP AND RUNNING IN THIS ADULT PROGRAM WITH ALL THE HELP THAT THEY ACTUALLY NEED, BECAUSE IT'S HARD FOR THEM. THANK YOU. THE NEXT SPEAKER IS FABIOLA BATAZ. PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT. [00:30:03] I HAD A COUGH DROP. OKAY. HI, MY NAME IS FABIOLA BATAZ. I AM THE MOTHER OF ALEXANDER BATAZ. HE'S ONE OF THE KIDS AT GATEWAY. THINGS ARE MOVING, BUT NOT THE WAY WE WANT IT TO. WE'RE STILL WAITING TO SEE IF WE CAN GET THAT OTHER PART OF THE BUILDING BACK. SO THAT CAN BE SO THAT CAN BECOME OUR HIGH SCHOOL AND MIDDLE SCHOOL. I UNDERSTAND HEAD STARTS THERE. I LOVE THE KIDS. THEY'RE AWESOME. BUT THAT WAS ORIGINALLY MADE FOR THE HIGH SCHOOL AND MIDDLE SCHOOL. THE OTHER THING THAT I'VE BEEN FIGHTING FROM THE GET GO IS FOR THESE KIDS TO HAVE A SCHOOL ID, TO HAVE A MASCOT. THAT'S WHERE THE INCLUSION STARTS. NOW, I HEAR THAT THEY'RE DEPRESSED AT THIS AGE. IS THAT WHAT MY KID IS WAITING FOR? IS THAT HIS FUTURE? I KNOW YOU GUYS HAVE SEEN ME FOR THE PAST YEAR. AND IF IT TAKES UNTIL HE GRADUATES AND AFTER THAT TO COME HERE AND MAKE THE CHANGE, I WILL BE HERE. AND YOU GUYS KNOW MY EMAIL. YOU GUYS KNOW MY PHONE NUMBER. IF YOU WANT TO GET AHOLD OF ME TO MAKE THIS WORK, I'M HERE. I'M THE COMMUNITY. I'M A PARENT. I'M A VOTER. CONTACT ME. THE NEXT SPEAKER IS ANNA MENDOZA. PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT. MY NAME IS ANNA MENDOZA. I'M A PARENT COMMUNITY ORGANIZER, AND I JUST WANT TO THANK TO EACH ONE OF YOU WHO TOOK THE TIME TO ACTUALLY LISTEN TO THE PARENTS. FOR THOSE OF YOU WHO DID NOT THANK YOU, I'M GLAD YOU LOST. AND I ALSO WANT TO THANK YOU, SUPERINTENDENT, BECAUSE IT TOOK JUST A COUPLE OF WEEKS TO SEE ALL THE BULLSHIT IN HERE THAT EVERYBODY SPOKE ABOUT. IT'S HERE. LOOK INTO THE FOSTER KIDS MONEY THAT'S COMING AS WELL. EVERY TIME WE CAME HERE, WE TALKED ABOUT IT. WE LETTING YOU KNOW AHEAD OF TIME WHAT'S COMING. PARENTS ARE SPEAKING, STAFF ARE TALKING. LISTEN TO THEM. THANK YOU. THE NEXT SPEAKER IS KINJAL BOOK. MY NAME IS KINJAL BUCH. I'M A CO-FOUNDER OF CALIFORNIA CRICKET ACADEMY. I'M HERE SPEAKING FOR THE RESOLUTION TO SUPPORT THE RECOGNITION OF CRICKET BY THE CALIFORNIA INTERSCHOLASTIC FEDERATION. CRICKET IS A WONDERFUL SPORT. IT TEACHES A LOT OF LIFE LESSONS RESPECT, APPRECIATION, HUMILITY, CAMARADERIE, MENTAL HEALTH, MENTAL STRENGTH AND LEADERSHIP SKILLS, ETC. GLOBALLY, CRICKET IS THE SECOND MOST FOLLOWED SPORT IN THE WORLD AFTER SOCCER. IT IS SECOND FASTEST GROWING SPORT IN US AFTER PICKLEBALL. IT COMES AS NO SURPRISE THAT CRICKET IS INCLUDED AS ONE OF THE SPORTS IN 2028 OLYMPICS. SANTA CLARA COUNTY BOARD OF EDUCATION'S RESOLUTION WILL GO A LONG WAY IN BRINGING CRICKET TO MAINSTREAM. WE TRULY APPRECIATE THIS INITIATIVE BY THE BOARD. WE WILL ALSO APPRECIATE ANY SUPPORT WE CAN GET FROM YOU IN WORKING WITH HIGH SCHOOLS TO CLOSE THE LOOP. THE NEXT SPEAKER IS RITU KRISHNA. PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT. MY NAME IS RITU KRISHNA. I AM A TEACHER WITH OPPORTUNITY YOUTH ACADEMY AT SCCOE AND I'M A DEFENDER OF PUBLIC EDUCATION. AS MARK GOLDSTEIN SAID, KNOW WHAT'S IMPORTANT AND WHAT ISN'T. HAVE THE WISDOM TO KNOW THE RIGHT THING TO DO THE INTEGRITY TO DO IT, THE CHARACTER TO STAND UP TO THOSE WHO DON'T, AND THE COURAGE TO STOP THOSE WHO WON'T. I WANT TO THANK THE BOARD AND YOU, DOCTOR HEINEMAN, FOR HAVING THAT COURAGE, FOR HAVING THAT INTEGRITY. THANK YOU SO MUCH FOR MAKING SURE THAT WE'RE NOT DEAD, BECAUSE AS MARTIN LUTHER KING SAID, IF YOU DON'T STAND UP FOR THE RIGHT, YOU'RE DEAD. THAT SAID, ISSUES STILL NEED TO BE RESOLVED SAFETY, EQUITY, ACCOUNTABILITY AND TRANSPARENCY NEED TO BE AT THE FRONT AND CENTER. YES, WE NEED TO DO IT RIGHT UNTO OUR STUDENTS, ALL OUR STUDENTS, NOT JUST A SELECT FEW. WE DO NOT WANT MORE IBRAHIM'S AND MORE RODYS. WE ARE ACCOUNTABLE UNTO OUR STUDENTS AND THE STAFF THAT SERVE THEM. THAT SAID, ONCE AGAIN, THANK YOU DOCTOR. THE NEXT SPEAKER IS CHRISTINA MOORE. PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT. HI, I'M CHRISTINA MOORE. I AM A TEACHER AND PARENT, AND I'M PRETTY IRONICALLY, I JUST ATTENDED A CONFERENCE HERE AT THE COUNTY OFFICE WHERE THE KEYNOTE SPEAKER SAID THERE'S NOTHING MORE POWERFUL THAN PARENT ADVOCACY, AND I THINK THE COUNTY IS FINDING THAT OUT. BUT I WOULD ALSO LIKE TO THANK ALL THOSE WHO HAVE LISTENED TO PARENTS AND TEACHERS AND STOOD UP FOR WHAT IS RIGHT AND TRUE, EVEN IN THE FACE OF IMMENSE SCRUTINY AND CRITICISM. YOUR PERSEVERANCE IS MUCH APPRECIATED. THE NEXT SPEAKER IS DANA BENNETT. PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT. [00:35:04] HELLO. DANA BENNETT, SOME OF YOU HAVE BEEN MY FRIENDS AND COLLEAGUES FOR MANY YEARS. AND IN THAT CONSIDERATION, I WANT TO CALL YOU IN AND ASK YOU TO REEXAMINE YOUR DECISIONS. THIS PAST MONTH, I BELIEVE FORMER TRUSTEE KATHLEEN KING, WHEN SHE SAID, SOME OF YOU HAVE BEEN TRYING TO FIRE DOCTOR DEWAN FOR THE PAST SEVERAL YEARS, AND YOU SUCCEEDED A FEW WEEKS AGO BY FIRING HER WITH MINIMUM MAJORITY WITHOUT CAUSE, AND WITH HUNDREDS OF COMMUNITY LEADERS BEGGING YOU NOT TO. THEN YOU RUSHED TO HIRE AN INTERIM SUPERINTENDENT WITH NO COE EXPERIENCE, AND HAVE NOW STARTED SEEING PEOPLE BEING DISMISSED FROM THE OFFICE. GOOD PEOPLE, COLLABORATIVE PEOPLE. PEOPLE I'VE WORKED WITH, INCLUDING ASSISTANT SUPERINTENDENT JESSICA BONDURANT, WHO YOU PRAISED A MONTH OR SO A COUPLE MEETINGS AGO ABOUT HER HELP AND SUPPORT. AND I JUST HOPE YOU CONSIDER THAT BECAUSE MANY PEOPLE ARE AFRAID OF RETALIATION. LAST, I FEEL THE FINANCIAL INVESTIGATION FEELS MANUFACTURED TO MAKE MARIANNE LOOK BAD, AND I JUST. THIS CONCLUDES PUBLIC COMMENT. THANK YOU. THAT CONCLUDES PUBLIC COMMENT. WE WILL NOW MOVE TO OUR CONSENT ACTION ITEMS, AND I WILL ENTERTAIN A MOTION TO APPROVE CONSENT ACTION ITEMS FIVE A [5. CONSENT ACTION ITEMS] THROUGH, I BELIEVE WITH THE EXCEPTION OF F SO MOVED BY TRUSTEE LARI. IS THERE A SECOND? SECOND. SECOND FROM VICE PRESIDENT ROCHA. WE WILL NOW VOTE. TRUSTEES. PLEASE CAST YOUR VOTE IN BOARD DOCS. AND THAT PASSES UNANIMOUSLY. THANK YOU. ON TO OUR NEXT ITEM OR ON TO OUR NEXT ITEM, WHICH IS, I BELIEVE, TRUSTEE SREEKRISHNAN PULLED ITEM FIVE F. [F. Request Adoption of Resolution to Support the Recognition of Cricket by the California Interscholastic Federation] YES. SO WE HEARD FROM MISS KINJAL BUTTE I DON'T KNOW IF THEY'RE STILL HERE, BUT THEY ARE THE FOUNDER OF THE CALIFORNIA CRICKET ACADEMY. SO THIS WAS AN ITEM THAT CCA WORKED WITH ME AND DOCTOR DEWAN AND STAFF ON TO GET PLACED ON THE AGENDA TO ENCOURAGE LOCAL HIGH SCHOOLS TO ADOPT CRICKET UNDER THE CALIFORNIA INTERSCHOLASTIC FEDERATION. AND IT'S IN SUPPORT OF EFFORTS LIKE ACR 211. AS IT RELATES TO CRICKET BEING RECOGNIZED AS A HIGH SCHOOL SPORT. SPORTS, SO WANTED TO THANK MISS BUKE. AND ALSO HAYMONT BUKE FROM THE CALIFORNIA CRICKET ACADEMY. AND FOR THOSE THAT HELP PUT THIS ON THE AGENDA, THANK YOU. ANY OTHER QUESTIONS OR COMMENTS FROM TRUSTEES? AT THIS TIME, I CALL UPON DOCTOR HINMAN TO INTRODUCE STAFF. THANK YOU, PRESIDENT BERTA. I'D LIKE TO INTRODUCE MEFULA FAIRLEY, EXECUTIVE DIRECTOR OF OUR CHARTER SCHOOL DEPARTMENT, WHO WILL INTRODUCE THE REST OF HER TEAM. THANK YOU. GOOD EVENING, PRESIDENT BERTA TRUSTEES, INTERIM SUPERINTENDENT. HINMAN. STAFF, COMMUNITY STAFF AND COMMUNITY. JOINING ME THIS EVENING ARE LEGAL COUNSEL DAVINA HARDIN, PARTNER AT RLR, FINANCIAL ADMINISTRATOR SHALU SHARMA, AND ASSOCIATE. OH, SORRY. AND PROGRAM OR I'M SORRY RATHER ADMINISTRATOR MATTHEW DOHERTY. WE ARE HERE THIS EVENING FOR THE BOARD'S ACTION ON THE RENEWAL REQUEST FOR ROCKETSHIP CC, OR RSP CHARTER SCHOOL, AN INDEPENDENT, DIRECT FUNDED SCCBOE AUTHORIZED CHARTER SCHOOL, RSP CURRICULUM CURRENT TERM RUNS THROUGH JUNE 30TH, 2025. RSP IS SEEKING A FIVE YEAR TERM AS IT HAS BEEN DESIGNATED BY THE CALIFORNIA DEPARTMENT OF EDUCATION AS A MIDDLE PERFORMANCE CATEGORY [00:50:01] SCHOOL. CURRENT ENROLLMENT IS APPROXIMATELY 300 STUDENTS. ON SEPTEMBER 18TH, 2024, THE SCCBOE HELD A PUBLIC HEARING ON THE RSSP RENEWAL PETITION IN ACCORDANCE WITH THE REQUIREMENT TO DO SO WITHIN 60 DAYS OF RECEIPT OF THE RENEWAL APPLICATION. SCC, RSP AND ROCKETSHIP EDUCATION, DOING BUSINESS AS ROCKETSHIP PUBLIC SCHOOL, OR RSP, ENTERED INTO A MEMORANDUM OF UNDERSTANDING IN 2017, WHICH REMAINS IN EFFECT DURING ANY CHARTER, RENEWAL OR APPEAL UNTIL A NEW AGREEMENT IS REACHED. THE CHARTER SCHOOLS DEPARTMENT HAS PROVIDED RSSP AN UPDATED MOU TO ALIGN WITH THE CURRENT LAWS AND PRACTICES. RSP HAS EXPRESSED ITS INTENT TO ENTER INTO AN UPDATED MOU, AND IF THE SECBOE RENEWS THE CHARTER, SCCOE WILL CONTINUE TO WORK WITH RSSP ON FINALIZING THE NEW MOU. I IN ADDITION TO I, IN COLLABORATION WITH RATHER OTHER MEMBERS OF THE CHARTER SCHOOLS DEPARTMENT STAFF INCLUDING MATTHEW DOHERTY, CYNTHIA TAPIA, MICHELLE JOHNSON AND SHALU SHARMA ANALYZE THE PETITION FOLLOWING CALIFORNIA EDUCATION CODE AND CONSISTENT WITH THE BOARD'S GUIDELINES FOR CHARTER RENEWAL. OUR TEAM HAS EXPERTISE AND EXPERIENCE IN THE CHARTER SCHOOLS, CHARTER SCHOOL RENEWALS AND SPECIALTY PROGRAMING INCLUDING CURRICULUM AND INSTRUCTION, ENGLISH, LEARNER DEVELOPMENT, SPECIAL EDUCATION, SCHOOL GOVERNANCE AND EDUCATIONAL FINANCE. WE ACKNOWLEDGE THE WORK OF THE LEAD PETITIONERS, JANINE RAMIREZ AND DENISHA WEST, AND THE ENTIRE RSSP STAFF. WE ALSO ACKNOWLEDGE THAT ON NOVEMBER 4TH, RSP PROVIDED TO THE BOE VIA EMAIL THE SUPPLEMENTAL INFORMATION AND DATA REQUESTED AT THE PUBLIC HEARING ON SEPTEMBER 18TH. WE ALSO WANT TO STATE THAT OUR REVIEW OF THE RSP RENEWAL REQUEST WAS COMPLETED IN AN OBJECTIVE AND FACTUAL MANNER, IN ACCORDANCE WITH THE REQUIREMENTS OF THE CHARTER SCHOOLS ACT. STAFF RECOMMENDATIONS AND RECOMMENDED FINDINGS, INCLUDING EVIDENCE SUPPORTING THOSE RECOMMENDATIONS WERE PUBLISHED AND SHARED WITH RSP ON OCTOBER 22ND, 2024, WHICH IS 15 DAYS BEFORE THE COUNTY BOARD'S DECISION TONIGHT AND ARE FOUND IN TONIGHT'S AGENDA. I WOULD LIKE TO PROVIDE AN OVERVIEW. AS EXPLAINED IN PREVIOUS PRESENTATIONS TO THE BOARD, AB 1505 ESTABLISHED A NEW THREE TIER SYSTEM FOR CONSIDERING CHARTER RENEWALS BASED ON ITS PERFORMANCE ON THE CALIFORNIA SCHOOL DASHBOARD INDICATORS FOR THE PRECEDING TWO YEARS. RSSP WAS NEITHER DEEMED A HIGH PERFORMING SCHOOL, WITH SCHOOL WIDE ACHIEVEMENT IN THE TWO HIGHEST PERFORMANCE LEVELS ON THE DASHBOARD OR SCHOOL WIDE AND MAJORITY SUBGROUP ACHIEVEMENT HIGHER THAN THE STATE AVERAGE ON ALL ACADEMIC INDICATORS ON THE DASHBOARD. NOR WAS RSSP DEEMED A LOW PERFORMING SCHOOL, WITH SCHOOL WIDE ACHIEVEMENT IN THE TWO LOWEST PERFORMANCE LEVELS ON THE DASHBOARD OR SCHOOL WIDE AND MAJORITY GROUP ACHIEVEMENT LOWER THAN THE STATE AVERAGE ON ALL ACADEMIC INDICATORS ON THE DASHBOARD. CHARTER SCHOOLS THAT THAT DO NOT MEET THE CRITERIA TO BE CATEGORIZED, CATEGORIZED AS HIGH OR LOW PERFORMING ARE DEEMED MIDDLE PERFORMING AND. AND ARE ELIGIBLE TO BE CONSIDERED FOR A FIVE YEAR RENEWAL TERM. RSSP IS A MIDDLE PERFORMANCE TIER CHARTER SCHOOL IN DETERMINING WHETHER TO RENEW A MIDDLE PERFORMING CHARTER. THE SCCBOE IS TO CONSIDER ONE THE SCHOOLWIDE AND SUBGROUP PERFORMANCE ON THE STATE AND LOCAL INDICATORS ON THE DASHBOARD, GIVING GREATER WEIGHT TO THE MEASURES OF THE ACADEMIC OF ACADEMIC PERFORMANCE, AND TWO CLEAR AND CONVINCING EVIDENCE BASED ON VERIFIED DATA SHOWING EITHER THE SCHOOL ACHIEVED MEASURABLE INCREASES IN ACADEMIC ACHIEVEMENT DEFINED BY AT LEAST ONE YEAR OF GROWTH FOR EACH YEAR IN SCHOOL, OR STRONG POST-SECONDARY OUTCOMES AS DEFINED BY COLLEGE ENROLLMENT, COLLEGE PERSISTENCE, AND COLLEGE COMPLETION RATES EQUAL TO SIMILAR PEERS. SINCE RSSP IS A TK THROUGH FIVE SCHOOL, THE POST-SECONDARY OUTCOMES DO NOT APPLY. THE SCCBOE MAY DENY A MIDDLE PERFORMING SCHOOL ON THESE PERFORMANCE BASES ONLY BY MAKING WRITTEN, FACTUAL FINDINGS, SETTING FORTH SPECIFIC FACTS TO SUPPORT THREE FINDINGS THAT THAT THE SCHOOL ONE FAILED TO MEET OR MAKE SUFFICIENT PROGRESS TOWARDS MEETING STANDARDS THAT PROVIDE A BENEFIT TO THE PUPILS OF THE SCHOOL. TWO CLOSURE OF THE SCHOOL IS IN THE BEST INTEREST OF THE PUPILS AND THREE IF APPLICABLE. THE DECISION PROVIDED GREATER WEIGHT TO PERFORMANCE ON MEASURES OF ACADEMIC PERFORMANCE. STAFF REVIEWED RSSP STATEWIDE SUMMATIVE ACADEMIC ACHIEVEMENT DATA AND FOUND ITS ACADEMIC ACHIEVEMENT DATA DEMONSTRATES STUDENT PERFORMANCE IS COMPARABLE TO [00:55:03] THE DISTRICT IN WHICH IT IS LOCATED OR THE STATE. RSSP ALSO SUBMITTED SEVEN YEARS OF VERIFIED DATA FROM THE NORTHWEST EVALUATION ASSOCIATION, OR NWEA, WHICH CLEARLY DEMONSTRATES THE SCHOOL ACHIEVED ONE YEAR'S PROGRESS FOR EACH YEAR IN SCHOOL, AS MEASURED BY NWEA'S CONDITIONAL GROWTH INDEX. THE RENEWAL PETITION REQUEST COUNTY BOARD APPROVAL OF ADDITIONAL ADMISSION CRITERIA OR ADMISSION PREFERENCES IN CASES IN WHICH THERE ARE MORE APPLICANTS THAN SPACES AT A PARTICULAR GRADE LEVEL. RSSP IS SEEKING APPROVAL OF THE FOLLOWING PREFERENCES IN THE FOLLOWING ORDER. SIBLINGS NUMBER ONE SIBLINGS OF STUDENTS CURRENTLY ADMITTED TO OR ATTENDING RSSP. NUMBER TWO. CHILDREN OF EMPLOYEES OF RSSP NOT TO EXCEED 10% TOTAL ENROLLMENT, NUMBER THREE STUDENTS WHO QUALIFY FOR FREE AND REDUCED PRICE MEALS. NUMBER FOUR RESIDENTS OF THE ALUM ROCK UNION ELEMENTARY SCHOOL DISTRICT. NUMBER FIVE OTHER CALIFORNIA RESIDENTS. THE REQUESTED CHANGES ARE TO ADD THE PREFERENCE FOR STUDENTS WHO QUALIFY FOR FREE AND REDUCED MEALS, AND TO ADD A PREFERENCE FOR SIBLINGS OF STUDENTS WHO ARE ADMITTED TO RSP IN ADDITION TO SIBLINGS OF STUDENTS WITH WHO ALREADY ATTEND RSP, THE NEW PREFERENCE FOR STUDENTS WHO QUALIFY FOR THE FREE AND REDUCED MEALS PROGRAM INCREASES ENROLLMENT OPPORTUNITIES FOR HISTORICALLY UNDERSERVED STUDENTS AND STAFF RECOMMENDS APPROVAL OF THIS PREFERENCE. STAFF RECOGNIZES THE BENEFIT OF ALLOWING FAMILIES TO ENROLL ALL THEIR CHILDREN AT THE SAME SCHOOL, SO RECOMMENDS THAT THE SCC BOE APPROVE THE ADDITION OF THE PREFERENCE FOR SIBLINGS OF STUDENTS WHO ARE ADMITTED TO RSP. RSP RENEWAL PETITION INCLUDES A REVISION REMOVING THE TEACHING CREDENTIAL REQUIREMENT FOR THE PRINCIPAL AND ASSISTANT PRINCIPAL POSITIONS. THE PROPOSED ELIMINATION OF THIS SIGNIFICANT PROFESSIONAL QUALIFICATION FOR THE POSITIONS OF PRINCIPAL AND ASSISTANT PRINCIPAL CONSTITUTES A REQUEST FOR A MATERIAL REVISION TO THE CHARTER. AS EMPLOYEE QUALIFICATIONS ARE REQUIRED, CHARTER ARE A REQUIRED CHARTER ELEMENT AND THIS PROPOSED CHANGE HAS POTENTIALLY SUBSTANTIAL, HAS A POTENTIALLY SUBSTANTIAL EFFECT ON THE QUALITY OF THE EDUCATIONAL PROGRAM AND TEACHING AT RSSP, IMPACTING THE OVERALL SOUNDNESS AND IMPLEMENTATION OF THE PROGRAM. THE SCCBOE MAY ACT ON THE MATERIAL REVISION REQUEST SEPARATELY FROM ITS ACTION ON THE REQUEST FOR RENEWAL. WE NOTE THAT ROCKETSHIP PUBLIC SCHOOL EXPLAINED IN CORRESPONDENCE AND CORRESPONDENCE TO THE COUNTY BOARD ON FRIDAY, MAY FRIDAY, NOVEMBER 1ST THAT IT AGREES THAT THE PRINCIPAL AND ASSISTANT PRINCIPAL POSITIONS MUST BE HELD BY AN INDIVIDUAL WITH A TEACHING CREDENTIAL. AFFIRM THAT THAT ALL ROCKETSHIP PRINCIPALS AND ASSISTANT PRINCIPALS HAVE SUCH CREDENTIALS, AND INDICATED THAT IT DOES NOT NEED TO PURSUE A MATERIAL REVISION ON THIS POINT. AS SUCH, RSSP POSITION APPEARS TO BE CONSISTENT WITH STAFF'S RECOMMENDATION. RECOMMENDATION THAT THE SCC BOE DENY THESE MATERIAL REVISIONS TO THE RSP CHARTER AND MAINTAIN THE MINIMUM REQUIREMENT OF A VALID TEACHING CREDENTIAL FOR THE POSITIONS OF PRINCIPAL AND ASSISTANT PRINCIPAL. STAFF RECOMMENDS THAT THE RSSP CHARTER BE RENEWED, WITH THE CONDITION THAT RSSP AND ROCKETSHIP PUBLIC SCHOOLS ENTER INTO AN MOU AND OR AN ADDENDUM TO AN MOU ON OR BEFORE JANUARY 31ST, 2025 THAT ADDRESSES EACH OF STAFF'S CONCERNS AND RECOMMENDED CONDITIONS IDENTIFIED IN THE STAFF ANALYSIS. AS NOTED, STAFF ALSO RECOMMENDS THAT SCCBOE DENY THE MATERIAL REVISIONS TO THE RENEWAL PETITION TO REMOVE THE TEACHING CREDENTIAL REQUIREMENT FOR THE PRINCIPAL AND ASSISTANT PRINCIPAL POSITIONS. STAFF FURTHER RECOMMENDS THAT THE SCC BOE ADOPT THE PROPOSED RESOLUTION, ENTITLED RESOLUTION CONDITIONALLY APPROVING FOR A TERM OF JULY 1ST, 2025 THROUGH JUNE 30TH, 2030. THE CHARTER RENEWAL FOR RSSP CHARTER SCHOOL AND ALTERNATIVELY MAKING WRITTEN FACTUAL FINDINGS SUPPORTING DENIAL AND DENYING THE RSSP CHARTER SCHOOL CHARTER RENEWAL IF THE REQUIREMENTS ARE NOT MET, AND SEPARATELY DENYING THE REQUEST FOR MATERIAL REVISIONS AND ADOPTING WRITTEN FACTUAL FINDINGS. THIS CONCLUDES STAFF'S REPORT. THANK YOU. DOES ROCKET SHIP CHARTER SCHOOL HAVE ANY COMMENTS REGARDING THE STAFF ANALYSIS AND WHO WILL BE SPEAKING FOR ROCKET SHIP ACADEMY CHARTER SCHOOL? [01:00:11] THANK YOU. YES. WE'LL BE RESPONDING THROUGH OUR PRESENTATION. JANINA RAMIREZ IS ACTING INTERIM EXECUTIVE DIRECTOR FOR ROCKETSHIP AND DANISHA WEST, PRINCIPAL OF ROCKETSHIP ACADEMY. GOOD EVENING. AWESOME. WONDERFUL TO BE HERE BEFORE YOU ALL AGAIN. GOOD EVENING. I KNOW IT'S BEEN A LONG NIGHT, SO REALLY APPRECIATE EVERYONE BEING IN SPACE AND REALLY SPECIAL THANKS TO OUR FAMILIES AND THAT HAVE BEEN HERE AND ARE EXCITED TO CONTINUE TO BE HERE. GOOD EVENING, PRESIDENT BERTA TRUSTEES CHARTER STAFF. FIRST AND FOREMOST, I REALLY WANT TO THANK THE CHARTER STAFF FOR ALL OF THE TIME AND EFFORT THAT HAS BEEN DEDICATED. WE KNOW THAT THIS PROCESS IS LONG AND REALLY APPRECIATE ALL OF THE EFFORT AND COMMUNICATION GOING BACK AND FORTH THROUGH THE PROCESS, AND REALLY PROUD TO BE HERE BEFORE YOU ALL WITH THE RECOMMENDATION FOR A FIVE YEAR APPROVAL. I'D ALSO LIKE TO TAKE THIS OPPORTUNITY TO RECOGNIZE OUR TRUSTEES. WE'VE HAD THE PRIVILEGE TO HOST THE MAJORITY OF YOU IN OUR CAMPUSES, TALKING TO OUR FAMILIES, TALKING TO OUR STAFF, GETTING TO KNOW US AS A COMMUNITY. AND SO I WHOLEHEARTEDLY THANK YOU FOR TAKING THE TIME TO GET TO KNOW OUR FAMILIES, OUR STAFF, OUR STUDENTS, AND WHO WE TRULY ARE AS A COMMUNITY. IT MEANS A LOT, NOT JUST TO US STANDING HERE BEFORE YOU, BUT TO ALL OF US THAT ARE IN THE ROOM AS WELL. AND THROUGH THE PARTNERSHIP BETWEEN ROCKETSHIP AND THE SANTA CLARA COUNTY OFFICE OF EDUCATION, WE'RE REALLY PROUD TO BE ABLE TO CONTINUE TO OPERATE SOME OF THE HIGHEST PERFORMING SCHOOLS IN THIS 10TH LARGEST CITY IN THE COUNTRY. AND YET WE KNOW THAT THERE IS SO MUCH MORE WORK TO BE DONE. SO WE REALLY APPRECIATE ALL OF YOUR ENGAGEMENT THROUGHOUT THIS PROCESS AND YOUR THOUGHTFUL QUESTIONS. AS WE WERE HERE A COUPLE WEEKS, MONTHS BEFORE, WE'VE SUBMITTED RESPONSES TO QUESTIONS THAT WERE RAISED IN THE FIRST HEARING. WE ALSO SUBMITTED A RESPONSE IN WRITING TO THE STAFF REPORT. AND IT IS OUR INTENTION THAT THROUGH OUR PRESENTATION, WE'LL WILL CONTINUE TO SHED LIGHT ON LINGERING QUESTIONS DURING THE CONVERSATION WE'LL HAVE TODAY. AND SO WITH THAT, I AM PROUD TO PASS IT OVER TO OUR FIERCE PRINCIPAL, MISS DENISHA WEST. NEXT SLIDE PLEASE. THANK YOU, JANINE, AND GOOD EVENING. TODAY I STAND BEFORE YOU TO CONTINUE TO SHARE WHAT KEEPS ME COMING BACK TO WORK EVERY DAY AND WHAT DRIVES OUR COMMUNITY TO SHOW UP AGAIN IN THIS IN THIS BOARDROOM AND IN OUR CLASSROOMS, TO CONTINUE TO WORK TOWARDS EDUCATIONAL EQUITY. AT THE CORE OF EDUCATIONAL EQUITY IS ACHIEVING TOP RESULTS FOR STUDENTS OF ALL BACKGROUNDS. TODAY, I'D LIKE TO SHARE OUR MOST RECENT ACADEMIC ACHIEVEMENT DATA, OUR NEWLY RELEASED 2020 FORECAST RESULTS. NEXT SLIDE PLEASE. OUR 2024 CAASPP RESULTS DATA FOR ALL STUDENTS FOR GRADES THREE THROUGH FIVE REFLECTS DEDICATION AND HARD WORK HAPPENING AT ROCKETSHIP ACADEMY. WE'RE PROUD TO SHARE THAT OUR STUDENTS ARE OUTPERFORMING THEIR PEERS ACROSS OUR LOCAL DISTRICT IN BOTH ELA AND MATH OUTCOMES. THESE RESULTS SHOWCASE THE IMPACT OF OUR INSTRUCTIONAL APPROACH TO SUPPORTING EVERY LEARNER IN REACHING THEIR FULLEST POTENTIAL AND CONTINUOUS COMMITMENT TO SUCCESS FOR EVERY STUDENT. WE RECOGNIZE THERE'S WORK TO BE DONE TO CATCH UP TO AND ULTIMATELY SURPASS THE STATE AVERAGE. WE'RE WORKING TOWARDS CLOSING THIS GAP AND WE'RE EXCITED TO CONTINUE BUILDING ON OUR PROGRESS. NEXT SLIDE PLEASE. WHILE WE ARE PROUD OF OUR RESULTS ACROSS THE BOARD, OUR MISSION HAS ALWAYS BEEN TO PROVIDE A HIGH QUALITY EDUCATION TO STUDENTS FROM HISTORICALLY UNDERSERVED COMMUNITIES. THE DATA HIGHLIGHTS THAT OUR SOCIOECONOMICALLY DISADVANTAGED STUDENTS, WHO MAKE UP 85% OF OUR STUDENT BODY, ARE MAKING REMARKABLE STRIDES. THESE ROCKETEERS ARE OUTPERFORMING THEIR PEERS IN NON-CHARTER SCHOOLS WITHIN OUR DISTRICT IN BOTH ELA AND MATH. A TESTAMENT TO OUR COMMITMENT TO EQUAL ACCESS TO OPPORTUNITY FOR EVERY STUDENT, REGARDLESS OF BACKGROUND OR CIRCUMSTANCE. NEXT SLIDE PLEASE. WHEN WE THINK OF SERVING ALL STUDENTS, ONE GROUP THAT COMES TO MIND IS OUR MULTILINGUAL LEARNERS. 68% OF OUR STUDENTS FALL INTO THIS BUCKET. AND AT ROCKETSHIP, WE SERVE OUR MULTILINGUAL LEARNERS IN TWO WAYS. AT OUR SCHOOL, YOU'LL SEE HERITAGE CELEBRATIONS, DRESS DAYS, AND CURRICULUM REFLECTING THE LIFE EXPERIENCES OF OUR ROCKETEER'S UNIQUE CULTURES. AND YOU'LL SEE INSTRUCTION AND ENSURES WE ARE MEETING ENGLISH LANGUAGE LEARNERS WHERE THEY ARE AT. WE ARE PROUD TO SAY THAT OF THE 14 STUDENTS THAT WERE ELIGIBLE TO BE RECLASSIFIED THIS SCHOOL YEAR, 86% OF THEM HAVE ALREADY MET ALL RECLASSIFICATION REQUIREMENTS. NEXT SLIDE PLEASE. WE RECOGNIZE THAT STUDENTS ENTER AT DIFFERENT LEVELS. OUR DIFFERENTIATION USING LPAC SCORES AND BREAKING STUDENTS DOWN INTO EMERGING, EXPANDING OR BRIDGING DESIGNATIONS ALLOW US TO DIFFERENTIATE INSTRUCTION AND CELEBRATE GROWTH. IF A STUDENT COMES AT OUR SCHOOL AT AN EMERGING OR THE MOST RUDIMENTARY LEVEL. [01:05:01] WE WILL CELEBRATE THEIR GROWTH, EVEN IF THAT YEAR THEY DON'T HIT THAT FINAL RECLASSIFICATION GOAL. AT THE END OF THE DAY, WHEN A ROCKETEER LEAVES ROCKETSHIP ACADEMY AT 2249 AUBURN AVENUE, WE WANT THEM TO WALK INTO MIDDLE SCHOOL AS A DESIGNATED RECLASSIFIED STUDENT, PROVIDING THEIR COMFORT AND ACCESS TO THE ENGLISH LANGUAGE. THAT IS THE ABSOLUTE GOAL WHEN IT COMES TO OUR CAASPP OUTCOMES FOR THIS GROUP. OUR MULTILINGUAL LEARNERS OUTPERFORM BOTH NON-CHARTER DISTRICT PEERS AND PEERS AT THE STATE LEVEL, WE HAVE SEEN HOW DIFFERENTIATED INSTRUCTION, CELEBRATION, AND CONSISTENCY FOR THIS SUBGROUP HAS LED TO OUTCOMES WE CAN BE PROUD OF. ALSO, WE ARE LOOKING AT HOW THIS CAN BE REFLECTED NOT JUST WITH THIS SPECIFIC GROUP, BUT WITH ALL OF OUR STUDENTS. NEXT SLIDE PLEASE. WE HAD A CHANCE TO SPEAK ABOUT OUR MULTILINGUAL LEARNER STUDENTS, AND I'D LIKE TO INVITE DANNY ETCHEVERRY, OUR WONDERFUL DIRECTOR OF STUDENT SUPPORTS, TO SPEAK MORE ON OUR MODEL AROUND SPECIAL EDUCATION AND HOW ROCKETSHIP ACADEMY IS ONE PART OF A LARGER COMMUNITY COMMITTED TO SERVING EVERY STUDENT WALKING THROUGH OUR DOORS. THANK YOU, PRINCIPAL WEST. AT ROCKETSHIP, WE PRIDE OURSELVES ON SERVING ALL STUDENTS. OUR REGIONAL APPROACH TO SPECIAL EDUCATION IS GROUNDED IN INCLUSIVE PRACTICES. IN FACT, WE PROUDLY REFER TO OUR SPECIAL EDUCATION SERVICES AS ISE OR INTEGRATED SPECIAL EDUCATION. ACCORDING TO THE STAFF REPORT, 93% OF THE STUDENTS WITH SPECIAL NEEDS AT ROCKETSHIP SPEND MORE THAN 80% OF THEIR DAY IN FULLY INCLUSIVE SETTINGS. AND AS YOU'VE HEARD THROUGHOUT PUBLIC COMMENT, THROUGHOUT OUR HEARINGS, THE VAST MAJORITY OF THE PARENTS OF STUDENTS WITH SPECIAL NEEDS CHOOSE BECAUSE OF THIS INCLUSIVE APPROACH, WE EMPLOY THIS INTEGRATED SPECIAL EDUCATION APPROACH AT ALL 13 OF OUR SCHOOLS IN THE BAY AREA. SIMILAR TO SURROUNDING DISTRICTS, HOWEVER, WE OFFER SPECIALIZED PROGRAMING AT SOME OF OUR CAMPUSES. THIS ENABLES US TO CONCENTRATE OUR REGIONAL SUPPORTS FOR STUDENTS WITH MORE SEVERE NEEDS. TO ADJUST STAFFING, PROGRAMING AND TRAINING TO OPTIMALLY SERVE OUR ROCKETEERS. AGAIN WITH THE MOST SIGNIFICANT NEEDS. SO WHEN A STUDENT WITH A DISABILITY ENROLLS AT ANY ONE OF OUR CAMPUSES, WE WORK CLOSELY WITH THE FAMILY. OUR GOAL IS TO EQUIP PARENTS WITH THE INFORMATION AND THE TOOLS THAT THEY NEED TO MAKE INFORMED PLACEMENT DECISIONS FOR THEIR STUDENTS. ULTIMATELY, THROUGH THESE COLLABORATIVE PROCESSES, PARENTS CHOOSE THE CAMPUS AND THE PLACEMENT THAT BEST SUITS THEIR STUDENTS INDIVIDUALIZED NEEDS. NEXT SLIDE PLEASE. AND NOW IT'S MY PLEASURE TO HAND IT BACK TO OUR PROUD PRINCIPAL WEST. THANK YOU SO MUCH, MR. ETCHEVERRY. TEACHERS ARE THE HEART OF OUR WORK AT ROCKETSHIP. THEY POWER OUR ACHIEVEMENT, DRIVE OUR GROWTH, AND ENGAGE OUR ROCKETEERS TO LOVE LEARNING. I'D LIKE TO NOW SHARE A BIT ABOUT HOW ROCKETSHIP ACADEMY WE'RE COMMITTED TO PROVIDING A GREAT ENVIRONMENT FOR OUR TEACHERS AND TEAMS SO THEY CAN THRIVE. WE BELIEVE THAT IN ORDER FOR OUR ROCKETEERS TO FEEL SUCCESSFUL, OUR TEACHERS NEED TO FEEL SUPPORTED, HEARD AND VALUED. NEXT SLIDE PLEASE. ALL TEACHERS HAVE A PARTNER IN THEIR COACH. ONE OF OUR INSTRUCTIONAL SCHOOL LEADERS TEACHERS RECEIVE COACHING ON A CONSISTENT BASIS AND MEET WEEKLY FOR ONE TO ONES WHERE THEIR PRACTICE CAN TRULY BE ANALYZED AND BEST ADAPTED FOR STUDENT NEEDS AND STRONGER OUTCOMES. OUR EVALUATION PROCESS FOCUSES ON GROWTH, ENSURING THAT STUDENTS ARE MEETING INDIVIDUALIZED GROWTH GOALS WHILE ALSO TYING IN METRICS SUCH AS COMMUNITY BUILDING, COACHING, COLLABORATION, AND MORE. AT ROCKETSHIP, WE WORK HARD TO ENSURE OUR TEAM MEMBERS, ESPECIALLY OUR TEACHERS, ARE COMPETITIVELY COMPENSATED. WE ALSO RECOGNIZE THAT OUR TOP PERFORMERS HAVE AN ADDED IMPACT TO OUR COMMUNITY, AND WE STRIVE TO REFLECT THAT VALUE THROUGH ADDITIONAL RECOGNITION. IT ENABLES US TO INVEST IN OUR TEACHERS SO THAT THEY CAN MORE ABLY LIVE IN SUCH AN EXPENSIVE COMMUNITY. PERFORMANCE PAY BANDS ALLOW THESE TEACHERS TO INCREASE THEIR COMPENSATION AT A FASTER RATE OVER TIME AND EARLIER IN THEIR CAREER. THIS SUPPORTS OUR TEACHERS IN SUSTAINING THEIR IMPACT IN OUR SCHOOLS AND DEVELOPING IN THE PROFESSION, WHILE GROWING ROOTS IN OUR COMMUNITIES. ULTIMATELY, OUR PROCESSES ARE MEANT TO CELEBRATE THE HARD WORK THAT EACH TEACHER PUTS IN ON A DAILY BASIS. WE WANT THEM TO FEEL LIKE EXPERTS IN THEIR CRAFT AND ULTIMATELY CONTRIBUTE TO THE LARGER ACADEMY COMMUNITY. NEXT SLIDE PLEASE. WHEN OUR TEAM MEMBERS FEEL SUPPORTED, WHEN THEY FEEL INVESTED, THEY COME BACK. WE KNOW THAT IN ORDER TO TALK ABOUT IMPACT, WE WANT OUR EDUCATORS TO STAY AT OUR SCHOOLS YEAR OVER YEAR. THAT'S WHY, IN ADDITION TO A COMPETITIVE COMPENSATION AND TOTAL REWARDS, PROFESSIONAL DEVELOPMENT IS SO IMPORTANT TO OUR WORK. WHEN WE TALK ABOUT THE FAMILIES AND CHILDREN WE SERVE, I BELIEVE THEY DESERVE TO SEE AND EXPERIENCE COMMUNITY. I'M PROUD TO SHARE THAT OUR ROCKETSHIP COMMUNITY HAS REALIZED 80% RETENTION OF OUR TEACHERS LAST YEAR, AND OVER THE PAST FIVE YEARS, ROCKETSHIP ACADEMY HAS RETAINED NEARLY 80% OF OUR TEACHERS AS WELL. OUR HIGHEST PERFORMING TEACHERS COME BACK AT EVEN HIGHER RATES. [01:10:03] OVERALL, WE RECOGNIZE THAT AT THE END OF THE DAY, EVEN THOUGH. WORK IS FOR THE BENEFIT OF OUR STUDENTS AND FAMILIES, OUR TEACHERS DESERVE A MAINTAINABLE YET CHALLENGING ENVIRONMENT TO LEARN, GROW, AND ACHIEVE. NEXT SLIDE PLEASE. OUR MISSION IS TO SERVE ALL STUDENTS AND ELIMINATE THE ACHIEVEMENT GAP BETWEEN STUDENTS WITH SOCIOECONOMIC DISADVANTAGE AND THEIR MORE AFFLUENT PEERS. SO WHEN WE TALK ABOUT CHOICE, WE TALK ABOUT WHAT OUR FAMILIES SEE WHEN THEY DRIVE AROUND OR SEARCH ONLINE FOR A SCHOOL THAT WILL PROVIDE THEM AND THEIR CHILDREN WITH ACCESS TO OPPORTUNITY. WHEN WE TALK ABOUT CHOICE, WE TALK ABOUT REMEMBERING OUR COMMITMENT TO SERVING ALL STUDENTS AND SERVING THEM WITH EXCELLENCE. SO I'M PROUD TO SHARE THAT ROCKETSHIP ACADEMY IS ITS TOP CHOICE. AS THIS GRAPH SHOWS WHEN OUR COMMUNITY ADVOCATES FOR STRONG READING OUTCOMES. NEXT SLIDE PLEASE. WE EXIST TO PROVIDE A HIGH QUALITY OPTION IN THEIR ZIP CODE. AND WE'RE DOING JUST THAT. WHETHER IT'S FOR READING SHOWN IN A PREVIOUS SLIDE OR MATH SHOWN HERE, WE RECOGNIZE THAT WE EXIST TO PROVIDE FAMILIES WITH THE OPTION TO CHOOSE WHERE THEIR CHILD GOES TO SCHOOL. OUR COMMITMENT TO EXCELLENCE, SERVING ALL STUDENTS, AND BUILDING COMMUNITY ARE SOME REASONS WHY OUR FAMILIES CHOOSE US AS THEIR PUBLIC SCHOOL. NEXT SLIDE PLEASE. IT COULD BE THE INDIVIDUALIZED SUPPORT. IT COULD BE THE COMMUNITY BEHIND ME THIS EVENING. TIME AND TIME AGAIN, I'M PROUD TO HIGHLIGHT THE WORK THAT OUR SCHOOL IS COMMITTED TO DOING AND WILL CONTINUE TO DO OVER THE COURSE OF THE NEXT FIVE YEARS AND BEYOND. TODAY MARKS A SPECIAL DAY FOR ME FOR SO MANY REASONS. I SHARE IT WITH FELLOW SCHOOL LEADERS DURING OUR SUMMER PROFESSIONAL DEVELOPMENT SERIES THAT I DO THIS WORK IN HONOR OF MY GRANDFATHER, TOMMY, WHO I AM NAMED AFTER. DANISHA MARQUIS TOMMY WEST. MY GRANDFATHER WAS A PILLAR IN HIS COMMUNITY, AND HE INSPIRED ME TO BE AN EDUCATOR THROUGH THE WAYS IN WHICH HE IMPACTED THE LIVES OF OTHERS WITH SUCH GREAT MAGNITUDE. LAST YEAR, MY GRANDFATHER PASSED AWAY AFTER HIS BATTLE WITH CANCER, AND I COULDN'T BE MORE PROUD TO STAND BEFORE YOU TODAY ON HIS BIRTHDAY. TODAY, MY GRANDFATHER WOULD HAVE BEEN 77, THE SAME DAY THAT WE AS A [INAUDIBLE] COMMUNITY, ARE SEEKING AN ADDITIONAL FIVE YEARS FOR OUR SCHOOL TO EXIST, TO CONTINUE TO PROLIFERATE THE IMPACT OF THE RSSP COMMUNITY THROUGH COMMUNITY. TO BE THAT PILLAR THAT CONTINUES TO INSPIRE IMPACTFUL CHANGE IN MARGINALIZED SPACES. I DO THIS WORK FOR THE THREE AND FOUR YEAR OLD FUTURE ROCKETEERS THAT COME WITH THEIR PARENTS TO PICK UP THEIR OLDER SIBLINGS. I DO THIS WORK FOR THE DOBRON COMMUNITY BEHIND ME, WHO WE ARE AND WHAT WE ARE TO BECOME. WE ARE PROVIDING EQUAL ACCESS TO OPPORTUNITY FOR ALL AND A HIGH QUALITY EDUCATION IN OUR NEIGHBORHOOD. PLEASE RENEW OUR CHARTER FOR FIVE MORE YEARS. THANK YOU. THANK YOU. THERE ARE NO COMMENTS FROM THE SCHOOL DISTRICT AS THEY NOTIFIED US THAT THEY WILL NOT BE IN ATTENDANCE. SO WE WILL NOW TAKE PUBLIC COMMENT ON THIS ITEM. COMMENTS ARE LIMITED TO ONE MINUTE. IF YOU WISH TO SPEAK, PLEASE HAND IN A SPEAKERS FORM. SPEAKERS SHALL DIRECT THEIR COMMENTS TO THE BOARD AND ARE URGED TO AVOID REPEATING POINTS MADE BY PREVIOUS SPEAKERS. MODERATOR DO WE HAVE ANY PUBLIC COMMENT CARDS? YES, WE HAVE NINE CARDS FOR COMMENT. OKAY. THANK YOU. AS A PUBLIC COMMENT PERIOD IS NOW COMMENCING, WE WILL NOT BE ABLE TO ACCEPT ADDITIONAL COMMENTERS FOR THIS ITEM. WE WILL HEAR PUBLIC COMMENTS FOR 20 MINUTES, BUT I THINK WE SHOULD BE ABLE TO GET THROUGH THAT BEFORE THEN. AND PLEASE PRESENT THE TIMER. THANK YOU. IF LANGUAGE SUPPORT IS NEEDED, TIME WILL DOUBLE. OUR FIRST SPEAKER IS LINDA RODRIGUEZ. PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT. [01:15:06] HELLO. MY NAME IS LINDA RODRIGUEZ. I HAVE TWO STUDENTS AT SI SE PUEDE. I HAVE BEEN HERE FOR THE LAST TWO YEARS. I HAVE SO MANY STORIES AS TO WHY I LOVE ROCKETSHIP. FOR EXAMPLE, NOT TOO LONG AGO I REACHED OUT TO STAFF BECAUSE MY DAUGHTER WAS STRUGGLING IN MATH. THEY IMMEDIATELY OFFERED ONE ON ONE SUPPORT BEFORE AND AFTER SCHOOL, AND ARE WORKING TO ENSURE SHE GETS ADDITIONAL HELP. FOR MY SON. HE USED TO GET SO NERVOUS IN SCHOOL BUT THAT DOES NOT HAPPEN ANYMORE. HE TELLS ME THAT IT'S ALL BECAUSE OF MR. VALENCIA. MY SON NOW FEELS CONFIDENT IN HIS LEARNING. FINALLY, WHENEVER WE HAVE SCHOOL EVENTS, MY KIDS ALWAYS WANT TO BE PRESENT. THIS IS BECAUSE OF THE SCHOOL, COMMUNITY AND FAMILY LIKE FEEL THAT IS FOSTERED. I HAVE NIECES AND NEPHEWS, BUT THEIR EXPERIENCE DOES NOT COMPARE TO THE UNIQUE ROCKETSHIP EXPERIENCE THAT MY KIDS RECEIVE. THANK YOU. THE NEXT SPEAKER IS HANNAH MARSH. PLEASE APPROACH THE PODIUM CLEARLY, STATE YOUR NAME AND PROVIDE YOUR COMMENT. HELLO TRUSTEES, MY NAME IS HANNAH MARSH AND I'M A THIRD GRADE GENERAL EDUCATION TEACHER AT CSI. IT'S MY 10TH YEAR AT THE SCHOOL. WHAT I LOVE MOST ABOUT TEACHING AT RSSP IS THE STRONG SENSE OF COMMUNITY WE HAVE. OUR STUDENTS REALLY EMBODY THE VALUES OF EMPATHY AND RESPONSIBILITY. IT'S INSPIRING TO SEE THEM HELPING EACH OTHER, WHETHER IT'S TYING SHOES OR HOW SOLVING MATH PROBLEMS OR JUST SPELLING. SOME OF MY FAVORITE MOMENTS ARE WHEN A STUDENT WHO STRUGGLES IS ABLE TO STEP INTO THE TEACHER ROLE AND HELP APPEAR. IT'S THESE MOMENTS OF GROWTH AND SUPPORT THAT MAKE IT SO SPECIAL TO ME. I'M PROUD TO BE PART OF THIS COMMUNITY, WORKING ALONGSIDE THE DEDICATED STAFF, AMAZING STUDENTS AND THEIR FAMILIES. THANK YOU FOR YOUR TIME AND I HOPE WE CAN COUNT ON YOUR SUPPORT. THE NEXT SPEAKER IS ANGELO SANTANA. GOOD EVENING TRUSTEES. MY NAME IS ANGELO SANTANA AND I AM A FOURTH GRADER AT ROCKETSHIP ACADEMY. I AM HONORED TO SAY I'VE BEEN A ROCKETEER RSP SINCE PRE-K. I AM GRATEFUL FOR RSSP, OUR CORE VALUES IS HEALTHY CHOICES, SO I ENJOY OUR [INAUDIBLE] I LIKE TO SHARE WITH YOU ABOUT ONE OF MY FAVORITE TEACHERS, MISS MAH. SHE WAS MY THIRD GRADE HUMANITIES TEACHER. I FELT REALLY SUCCESSFUL IN HER CLASS. SOMETHING ELSE THAT'S SPECIAL ABOUT RSSP IS OUR FESTIVE FRIDAYS ON FESTIVE FRIDAYS AS A SCHOOL COMMUNITY, WE CELEBRATE OUR PEERS FOR THEIR ACHIEVEMENTS WITH OUR FAMILIES PRESENT. ONE OF MY PROUDEST MOMENTS AS A SCHOOL YEAR IS OFFICIALLY RECLASSIFYING AND BECOMING BILINGUAL. I LEARNED TO SPEAK ENGLISH FLUENTLY JUST TWO YEARS AFTER ENTERING T-K. IT FEELS GOOD TO KNOW MY HOME LANGUAGE IS VALUED AND SEEN AT MY SCHOOL. PLEASE SUPPORT US IN RENEWING OUR SCHOOL FOR FIVE MORE YEARS. THANK YOU. THE NEXT SPEAKER IS JENNY BARRETT. HELLO, MY NAME IS JENNY. MY DAUGHTER HAS BEEN AT CC PUEBLO FOR FOUR YEARS AND REALLY SHE LOVES THE FESTIVE FRIDAYS AND ALL OF THE DAYS, ALL THE CULTURAL DAYS IN SCHOOL, ALL THE EVENTS. SHE ALWAYS ASKED ME IF WE'RE GOING, AND SHE ALWAYS HAS SUCH A GOOD TIME IN THE COMMUNITY WITH THE TEACHERS AND HER FRIENDS, AND SHE LOVES TO SHARE EVERYTHING WITH EVERYONE. SINCE SHE STARTED, I'VE SEEN A BIG CHANGE IN HER. WHEN SHE WAS THREE YEARS OLD, I REALIZED THAT SHE NEEDED A SPECIAL EDUCATION. SHE DIDN'T SPEAK AND SHE WAS VERY SHY, BUT WHEN SHE STARTED KINDERGARTEN, SHE STARTED TO SOCIALIZE AND MAKE FRIENDS. IT WAS VERY EXCITING AND A HAPPY THING TO SEE HER SPEAK AND ENJOY HER TIME AT SI SE PUEDE. I LOVE HOW THEY SUPPORT HER AND GIVE HER A PERSONALIZED ATTENTION EVERY STEP OF THE WAY. THANK YOU AND I HOPE FOR YOUR SUPPORT AND IF YOU HAVE THE OPPORTUNITY TO GET TO KNOW OUR SCHOOL, I INVITE YOU. THANK YOU. THE NEXT SPEAKER IS MICHELLE GUTIERREZ. PLEASE CLEARLY STATE YOUR NAME AND PROVIDE YOUR COMMENT. MICHELLE GUTIERREZ. GOOD EVENING, ESTEEMED TRUSTEES. MY NAME IS MICHELLE GUTIERREZ. I AM A PARAPROFESSIONAL IN MY 12TH YEAR AT ROCKETSHIP. OVER THE YEARS, I'VE SEEN COUNTLESS STUDENTS GRADUATE AND BECOME PROUD ROCKETEERS, ONE STUDENT IN PARTICULAR AMPLIFIES WHY I'M PASSIONATE ABOUT THIS WORK. HE BEGAN IN KINDERGARTEN AS A NON-VERBAL STUDENT, BUT THROUGH OUR COLLECTIVE EFFORTS AND SUPPORT, HE LEARNED TO CLEARLY EXPRESS HIS NEEDS AND FEELINGS. THANKS TO SOCIAL EMOTIONAL LEARNING AND CONSISTENT COMMUNICATION WITH STAFF AND FAMILY. HE MADE INCREDIBLE PROGRESS. IT WAS INSPIRING TO WITNESS HIS GROWTH. HE WENT FROM BECOMING NON-VERBAL TO CONFIDENTLY SPEAKING AND SOCIALIZING. OUR WORK TOGETHER INVOLVED A LOT OF HARD WORK, DEDICATION AND PATIENCE, BUT THE RESULTS WERE REMARKABLE. [01:20:01] EVEN AFTER LEAVING ROCKETSHIP SE PUEDE, HE STILL APPRECIATES THE SUPPORT HE RECEIVED AND I CONTINUE TO STAY IN TOUCH HEARING ALL ABOUT HIS SUCCESSES IN MIDDLE SCHOOL. THIS ONGOING COMMUNICATION BRINGS ME IMMENSE SATISFACTION AND REINFORCES MY COMMITMENT TO SPECIAL EDUCATION AND ALL THE ROCKETEERS AT OUR SCHOOL. THANK YOU. THE NEXT SPEAKER IS ANA VERONICA VELASQUEZ. GOOD EVENING. MY NAME IS ANA VERONICA, AND I AM A FOURTH GRADE AT ROCKETSHIP ACADEMY. I CAME TO RSSP IN 2019 AS STICKERS STUDENTS AND I DIDN'T KNOW ANY ENGLISH. NOW LOOK AT ME STANDING BEFORE YOU AS A PROVOCATEUR SEEKING YOUR SUPPORT. I AM DOING WELL IN SCHOOL AND BEYOND. LAST YEAR I GREW ONE YEAR AND MATH AND READING AND WEA SCORES ALSO HAVE BEEN A PART OF OTHER SCHOOLS AND SERVES FOR THREE YEARS THROUGH GIRLS AND ROMANCE, ROMANCE AND MS WAS WHERE THE COACHES ENCOURAGED ME TO FIND MY VOICE, BE HEAVY IN NEVER GIVING UP. RSSP IS JUST NOT IN SCHOOL. IT'S MY COMMUNITY. KEEP US, KEEP US OPEN FOR FIVE MORE YEARS. THANK YOU. THE NEXT SPEAKER IS SARAH PALENCIA. PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT. MY NAME IS SARAH PALENCIA. HELLO. TRUSTEES AND PRESIDENT OF BERTA. MY NAME IS SARAH PALENCIA, AND I'VE HAD THE HONOR OF BEING A PARENT VOLUNTEER LEADER AT ROCKETSHIP FOR OVER TEN YEARS. MY OLDEST, NOW A SOPHOMORE IN HIGH SCHOOL, I HAVE MY MIDDLE SCHOOL CHILD, AND I HAVE TWO CURRENT YOUNG CHILDREN. THERE ARE IN ROCKETSHIP TWO. I AM CURRENTLY IN MY FOURTH YEAR AS A TECH ASSISTANT AT ROCKETSHIP, AND BEING IN EDUCATION TAKES HEART. SO I GENUINELY LOVE AND I TRULY LOVE WHAT I DO. I WANTED TO GIVE BACK TO MY COMMUNITY AND MY CHILDREN, JUST AS MY TEACHERS AND MY OWN SCHOOL WERE GIVEN TO ME. I STILL REMEMBER WHEN THE PANDEMIC HIT. AS SOON AS MY TEACHERS KNEW I HAD COVID OR ANYONE IN MY FAMILY HAD COVID, THEY RESPONDED IMMEDIATELY. THEY CAME TO US WITH RESOURCES FOR THE ENTIRE FAMILY. THAT MOMENT INSPIRED ME TO GIVE BACK IN THE SAME WAY. TODAY I COME TO WORK EXCITED TO INSPIRE BOTH KIDS AND PARENTS. I'M ALSO PROUD TO SHARE THAT I THAT THROUGH ROCKETSHIP REACH PROGRAM, I'M PURSUING MY BACHELOR AND I HOPE TO GRADUATE IN FOUR YEARS. THE NEXT SPEAKER IS RHEA NGUYEN. THERE YOU GO. MY NAME IS RHEA NGUYEN AND I'M IN SECOND GRADE AT ROCKETSHIP SECRET ACADEMY. I ABSOLUTELY LOVE MY SCHOOL. WHAT I LIKE THE MOST IS THAT WE LEARN SOMETHING NEW EVERY DAY. ALSO, I LIKE THE ARRANGEMENTS THAT WE GET, LIKE ART AND PE. MY TEACHERS ARE SO KIND AND ENCOURAGING. THIS YEAR MY TEACHER HAS HELPED ME MORE BECAUSE THEY KNOW I LIKE HARD WORK WITH MY FAMILY PARTNERSHIP. MY TEACHER HAS HELPED ME LEARN THIRD GRADE MATH EVEN THOUGH I'M IN SECOND GRADE. THIS SPEAKS TO THE POWER OF PERSONALIZED LEARNING. I'M GETTING WHAT I NEED TO FEEL SUCCESSFUL AT SCHOOL. I THINK RSP IS ALSO GREAT BECAUSE WE SOMETIMES GET FREE DRESS DAYS. RSSP IS A SPECIAL PLACE TO ME AND MY FAMILY, AND I WOULDN'T WANT TO BE A STUDENT AT ANY OTHER SCHOOL. I ASK THAT YOU HELP US KEEP OUR GREAT SCHOOL FOR OPEN FOR FIVE MORE YEARS. THANK YOU. THE LAST SPEAKER IS ANA MARIA VELASQUEZ. HI, MY NAME IS ANA MARIA VELAZQUEZ. I'M CURRENTLY IN EIGHTH GRADE, BUT I FINISHED STUDYING FOUR YEARS AGO WHEN I FIRST ARRIVED AS A ROCKET SHIP ONLY. I ONLY SPOKE SPANISH. I FELT WELCOMED RIGHT AWAY AND THE TEACHERS, ESPECIALLY MISS PERALTA, WERE SO SUPPORTIVE. I LEARNED ENGLISH WITH OTHER STUDENTS AND HELPED ME LEARN HOW TO READ ENGLISH. TODAY I'M SO HAPPY THAT I CAN SPEAK BOTH ENGLISH AND SPANISH. I'M REALLY EXCITED FOR HIGH SCHOOL. NEXT YEAR I HOPE TO STUDY CRIMINOLOGY AT UCI. I AM GRATEFUL FOR EVERYTHING THEY TAUGHT ME AND I CAN'T WAIT FOR THE FUTURE. THANK YOU. THIS CONCLUDES COMMENTS. THANK YOU. SEEING NO FURTHER SPEAKERS ON THIS MATTER, PUBLIC COMMENT IS CLOSED. WE WILL NOW MOVE TO CLARIFYING QUESTIONS FROM THE BOARD. EACH BOARD MEMBER WILL HAVE THE OPPORTUNITY TO ASK QUESTIONS. WE WILL BEGIN WITH ONE TRUSTEE, ALLOWING EACH TO TAKE A TURN ASKING QUESTIONS. EACH BOARD MEMBER WILL HAVE THE OPPORTUNITY TO ASK CLARIFYING QUESTIONS. I WILL ROTATE THROUGH ALL THE BOARD MEMBERS UNTIL EACH MEMBER HAS HAD ALL HAS ASKED ALL OF THEIR QUESTIONS. ARE THERE ANY CLARIFYING QUESTIONS FROM THE BOARD? THIS MIGHT BE TRUSTEE LARI. I'M SORRY. I BELIEVE THERE ARE LICENSED MENTAL HEALTH COUNSELORS AVAILABLE FOR STUDENTS. [01:25:05] SO I JUST WANTED TO FIND OUT THE PROCESS BY WHICH STUDENTS CAN ACCESS THEM. DO YOU HAVE AN OPEN DOOR POLICY? DO PARENTS HAVE ACCESS? THANK YOU VERY MUCH FOR THE QUESTION. I'LL BEGIN BY SAYING, YOU KNOW, WE HAVE STUDENTS WITH SPECIAL NEEDS WHO HAVE COUNSELING OR EDUCATIONALLY RELATED MENTAL HEALTH SERVICES WRITTEN INTO THEIR INDIVIDUALIZED EDUCATION PROGRAM. SO FOR THOSE STUDENTS, THAT IS THE AMOUNT OF COUNSELING AND THE AVAILABILITY OF COUNSELING IS REALLY AN AGREEMENT WITH FAMILY AND STAFF AROUND THE BEST PRACTICE. SO WE ALWAYS ENSURE THAT THAT'S AVAILABLE. BUT WE ALSO OFFER COUNSELING FOR OTHER STUDENTS. SO EVERY SINGLE YEAR, THREE TIMES A YEAR, WE GIVE A SURVEY TO ALL STAFF MEMBERS. WE CALL IT OUR SOCIAL, EMOTIONAL AND BEHAVIORAL HEALTH SURVEY. AND TEACHERS FILL OUT A VARIETY OF QUESTIONS ABOUT EVERY SINGLE STUDENT. DO THEY SEEM WITHDRAWN OR SAD, OR ARE THEY AGGRESSIVE, OR DO THEY HAVE CHALLENGING RELATIONSHIPS WITH PEERS? RIGHT. AND SO WE GO THROUGH THOSE SURVEYS. WE ANALYZE THAT DATA FOR EACH AND EVERY STUDENT. AND THEN WE FLAG STUDENTS WHO WE BELIEVE WOULD BE BENEFITED BY HAVING ADDITIONAL COUNSELING SERVICES. SO USING THAT DATA, WE THEN MEET WITH FAMILIES. WE RECOMMEND COUNSELING SERVICES. AND IF FAMILIES AGREE FAMILIES AND STAFF ENTER INTO A PARTNERSHIP WHERE WE DECIDE ON EXACTLY WHAT THE FREQUENCY AND THE DURATION OF THAT COUNSELING SHOULD BE. AND THEN WE OFFER THOSE COUNSELING SERVICES TO STUDENTS. THROUGH THE TRUSTEE TRUSTEE DI SALVO. THANK YOU, MADAM PRESIDENT. I WISH I COULD HAVE SAID THAT ON JANUARY 20TH. MADAM PRESIDENT TO MADAM HARRIS, BUT I WANTED TO ASK ABOUT LONGITUDINAL DATA. ONE OF THE CONCERNS I HAD EARLY ON IN THIS PROCESS, AND I'VE BEEN PRIVILEGED TO SIT IN THIS CHAIR FOR 16 YEARS AND APPROVED MANY ROCKET SHIPS AND HIM INITIALLY AS WELL AS RENEWALS, BUT I'VE BEEN CONCERNED ALWAYS ABOUT THE TRANSITION FROM ELEMENTARY TO MIDDLE SCHOOL. SO DO YOU HAVE DATA ON HOW THAT GOES? LONGITUDINAL DATA AFTER YOUR STUDENTS LEAVE, YOUR CARING, NURTURING, HIGH EXPECTATION COLLEGE GOING CULTURE ENVIRONMENT AND HEAD TO A MIDDLE SCHOOL? PREVIOUSLY, YOUR FORMER CO-FOUNDER USED TO SAY THE MARKETPLACE WILL TAKE CARE OF ITSELF BECAUSE I ALWAYS THOUGHT ROCKETSHIP SHOULD BE PRE-K THROUGH GRADE EIGHT. BUT HE DIDN'T FEEL THAT WAY. HE FELT IT SHOULD BE K-4. IT SOMETIMES YOU WERE JUST OK, A LOT OF YOUR FIFTH GRADERS LEFT. SO COULD YOU GO OVER WHAT THAT LOOKS LIKE IN THE ENVIRONMENT? THAT IS SAN JOSE. EAST SAN JOSE, SAY PLEASE. YEAH, ABSOLUTELY. HAPPY TO SHARE. JUAN MATEOS, VP OF SCHOOLS I HAVE THE PRIVILEGE OF SERVING OUR ROCKETSHIP COMMUNITY. FOR US, IT STARTS WITH THE BELIEF THAT WE, WE DON'T BELIEVE IN CREATING A PARALLEL SYSTEM OF EDUCATION. WE DEEPLY BELIEVE IN PARTNERSHIP. WE BELIEVE IN COLLABORATION. WE BELIEVE IN COMMUNITY. SO WHAT THAT MEANS IS THAT OUR CONCENTRATION IS IN TK THROUGH FIFTH GRADE, AND WE'RE REALLY FOCUSED ON MAKING SURE THAT WE THOSE ARE THE GRADES THAT WE'RE SERVING AND THAT WE'RE DOING OUR BEST TO SERVE THEM AS WELL AS WE CAN. AND AT THE SAME TIME, THE WAY THAT WE SEE CHANGE HAPPEN IS THROUGH THE FAMILIES THAT YOU SEE IN THIS ROOM WHO HAVE COME HERE TODAY. AND THE WAY THAT ACROSS THEIR TIME WITH US AND OUR ENGAGEMENT TOGETHER AND OUR PARTNERSHIP AND THEIR LEADERSHIP, THEY CONTINUE TO GROW THEIR IMPACT BEYOND THEIR TIME AT ROCKETSHIP. SO I'M PROUD TO SAY, AND JANINE CAN PROBABLY SPEAK A LITTLE BIT MORE ABOUT WHAT THE NUMBERS LOOK LIKE THAT OVER THE COURSE OF OUR EXISTENCE AS A ROCKET SHIP NETWORK IN SAN JOSE. WE'VE SEEN THE NUMBER OF HIGH QUALITY MIDDLE SCHOOL SEATS OPEN ACROSS SPACES, AND REALLY PROUD TODAY THAT WE'RE JOINED BY A NUMBER OF ALUMNI WHO'VE JOINED OUR ELEMENTARY SCHOOLS AND HAVE GONE ON TO A VARIETY OF DIFFERENT MIDDLE SCHOOLS TO CONTINUE ON WITH THEIR EDUCATIONAL CAREER. AND JUST BECAUSE YOU MENTIONED LONGITUDINAL STUDIES IT MIGHT SAY A LITTLE BIT ABOUT THE, THE CREDO STUDY, AND WE SHARED A LITTLE BIT OF INFORMATION ABOUT IT BEFORE, BUT PRETTY INTO IT BECAUSE IT ESSENTIALLY IT STUDIED SCHOOLS ACROSS THE COUNTRY FOR A NUMBER OF, OF YEARS. AND I THINK THE TOTAL NUMBER OF STUDENTS THAT HAD ACTUALLY CONSIDERED IN THE STUDY WAS AROUND THREE, AROUND A TOTAL OF 3 MILLION STUDENTS FROM ACROSS 29 STATES. [01:30:10] AND AS A PART OF THAT, THEY LOOKED AT THE TIME FRAME FROM MULTIPLE YEARS FROM 2014 TO 2019. AND WHAT THEY FOUND WAS THEY IDENTIFIED AS PART OF THAT STUDY, GAP BUSTING SCHOOLS. AND THOSE WERE SCHOOLS THAT WERE DELIVERING SUPERIOR ACADEMIC RESULTS FOR STUDENTS. SO ONE OF THE THINGS THAT WE WERE MOST PROUD OF, AND RESULTS THAT WE SAW FROM THAT CREDO STUDY, IS THAT IT IDENTIFIED ROCKETSHIP AS ONE OF THOSE GAP BUSTING SCHOOLS, BECAUSE THE EDUCATORS AND THE FAMILIES THAT YOU SEE HERE TODAY AND THE RESULTS THAT WE WERE DELIVERING FOR FAMILIES. IT WAS A QUICK FOLLOW UP. THERE WAS ONE TIME WHERE NOT TOO LONG AGO, IT SEEMED LIKE THAT YOU WERE LOSING YOUR FIFTH GRADERS OR FIFTH GRADERS WEREN'T GOING ON TO ROCKETSHIP SCHOOLS. THEY WERE MOVING INTO THE MIDDLE SCHOOL. CHARTER SCHOOLS THAT STARTED WITH FIFTH GRADE. HAS THAT CHANGED NOW? I'M HAPPY TO SPEAK TO THAT. MORE SO THAN LOSING OUR FIFTH GRADERS. WE REALLY BELIEVE IN MAKING ITS EMBEDDED IN CHOICE AND IT'S EMBEDDED IN WHAT IS THE BEST FOR OUR FAMILIES. AND SO WE LEARNED THAT IF OUR FAMILIES LEFT OUR SCHOOLS IN FOURTH GRADE, EVEN WHEN THAT MEANS LOWER ENROLLMENT FOR US, THEY HAD A BETTER CHANCE OF GETTING INTO THE SCHOOLS THAT THEY WANTED TO. AND SO WITH THAT IN MIND, WE ACTUALLY START THE MIDDLE SCHOOL, MIDDLE SCHOOL EXPO, AND WE DO THAT IN PARTNERSHIP WITH ALL SCHOOLS. SO BOTH DISTRICT TRADITIONAL AND CHARTER SCHOOLS INVITING ALL THE SCHOOLS IN THE SURROUNDING DISTRICTS. AND WE HAVE A FAIR SO SCHOOLS CAN COME. THEY PROMOTE THEIR SCHOOLS, PARENTS WILL ASK QUESTIONS. THERE'S USUALLY A PANEL WITH PARENTS WHO'VE GONE THROUGH THE PROGRAM, WHO MAY ALREADY BE IN MIDDLE SCHOOL OR ALREADY IN HIGH SCHOOL, TALKING ABOUT THEIR EXPERIENCE, BOTH LIKE TIPS AND TRICKS OF HOW TO BE SUCCESSFUL IN THE MIDDLE SCHOOL AND BEYOND. AND WE INVITE ALL OF OUR FOURTH GRADERS RISING FOURTH GRADERS INTO THAT SO THAT IF FAMILIES DECIDE, HEY, ACTUALLY, I WANT TO GO TO A DIFFERENT SCHOOL THAN FAMILIES LEAVE. SO YES, WE DO HAVE A HABIT OF HAVING A SMALLER COHORT IN OUR FIFTH GRADE CLASS BECAUSE WE ARE PROMOTING THE OTHER SCHOOLS IN THE NEIGHBORHOOD AND IN THE COMMUNITY FOR OUR FAMILIES TO LEAVE. BUT IT'S EMBEDDED IN THE BELIEF THAT WE HAVE THAT FAMILIES SHOULD CHOOSE WHERE THEY GO AND WHATEVER WORKS BEST FOR THEM. AND WE WHOLEHEARTEDLY AND HAPPY ARE HAPPY TO SHARE WITH THEM THE DIFFERENT OPTIONS AND CHOICES THAT EXIST IN THE COMMUNITY. I APPRECIATE YOUR ALL YOUR GOOD WORK AND YOUR RESPONSES TO MY QUESTIONS. I APPRECIATE THE STAFF'S OVERSIGHT OF OUR ROCKET SHIP SCHOOLS. IT'S A GREAT START UP STORY THAT'S BEEN GOING ON IN SAN JOSE FOR QUITE A WHILE, SO I COMMEND YOU ALL. NOW, I SAW TRUSTEE CHAN'S HAND, BUT IF WE CAN JUST CONTINUE AND I'LL COME TO YOU NEXT. VICE PRESIDENT ROCHA I'LL BE BRIEF. I'LL JUST START WITH THANKING ALL THE FAMILIES THAT SHOWED UP TO SUPPORT YOUR SCHOOL AND INVEST YOUR TIME IN THIS. SO THANK YOU FOR MAKING TIME THIS EVENING, EVEN THOUGH YOU DIDN'T GET THE OPPORTUNITY TO SPEAK. I DON'T HAVE ANY GENERAL QUESTIONS. I HAD THE OPPORTUNITY AT THE LAST MEETING TO ASK HIM. I'VE HAD THE OPPORTUNITY TO ASK THEM ON SITE IN MY VISITS. I'VE HAD THE OPPORTUNITY TO REACH OUT IF I HAD TO IN TERMS OF CONTACT. AND I DO ALSO WANT TO THANK STAFF FOR A VERY THOROUGH PRESENTATION AND STAFF REPORT. THAT ALSO MAKES OUR JOB EASIER. SO I'VE ALSO HAD THE OPPORTUNITY TO ASK MY QUESTIONS IN CLOSED SESSION. SO FOR ME, THIS IS A VERY MUCH DIFFERENT EXPERIENCE. AS I MENTIONED IN ANOTHER MEETING, IN TERMS OF A COLLABORATIVE AND AN ENGAGED PARTICIPANT IN THE INTEREST OF THE CHILDREN THAT WE'RE ALL HERE TO SUPPORT AND EDUCATE. SO I WANT TO THANK YOU FOR BEING COLLABORATIVE AND SUPPORTIVE OF OUR EFFORTS AND OUR QUESTIONS AND OUR REQUESTS. SO THANK YOU ALL. TRUSTEE CHON. THANK YOU. PRESIDENT BERTA, I WANT TO ECHO MY COLLEAGUE. YES, THANK YOU TO ALL THE FAMILIES THAT ARE HERE TONIGHT AT THE LATE HOUR, ESPECIALLY ALL THE STUDENTS. AND I THINK ONE OF OUR PUBLIC COMMENTERS MENTIONED FREE DRESS DAYS. SO AS A AS A PERSON WHO ALSO GREW UP WEARING UNIFORMS, FREE DRESS ON FRIDAY WOULD BE GREAT FOR EVERYBODY THAT'S HERE. I WENT TO JUNIOR HIGH AND HIGH SCHOOL WEARING UNIFORMS AND FREE DRESS. DAYS WERE VERY IMPORTANT. SO I DIGRESS, I SO THANK YOU TO EVERYBODY THAT'S HERE. I KNOW THAT IT'S REALLY IMPORTANT TO SEE THIS. YOU KNOW, I REALLY APPRECIATE THE FOLLOW UP RESPONSES TO A LOT OF THE QUESTIONS THAT WE HAD ASKED AT OUR LAST MEETING, AND JUST A THOROUGH RESPONSES WITH THAT. BUT ALTHOUGH I AM LEANING TOWARD APPROVING THE CHARTER, I DO WANT TO THERE ARE THERE ARE TWO AREAS OF CONCERNS THAT I DO WANT TO SHARE, AND ONE OF THEM IS THE MERIT BASED PAY FOR TEACHERS. I UNDERSTAND YOU KNOW, THAT MAYBE THAT IS WORKING AT ROCKETSHIP, BUT I WOULD BE HAPPY TO HAVE MORE CONVERSATIONS WITH THAT AS WELL AS EDUCATORS THERE, BECAUSE THAT'S NOT A SYSTEM THAT I REALLY SEE THAT MUCH ANYMORE. AND I'M AN EDUCATOR MYSELF. SO I WAS QUITE SURPRISED TO SEE THAT SYSTEM STILL IN PLACE AT ROCKETSHIP. [01:35:02] HOWEVER, I ENTRUST THAT IT'S A SYSTEM THAT WORKS THERE, BUT I WOULD LOVE TO HEAR MORE ABOUT IT BECAUSE COMPETITIVE PAY, ESPECIALLY IN THE BAY AREA, IS SOMETHING THAT REALLY RETAINS TEACHERS, AND ESPECIALLY ONE THAT SERVES A LOT OF TITLE ONE STUDENTS. AND SO I THINK THAT ANY WAY THAT WE CAN CONTINUALLY RETAIN TEACHERS AT AN EDUCATION INSTITUTION, ESPECIALLY AT SCHOOLS, IT ONLY IMPROVES THE WORKING CONDITIONS AND THE STUDENT LEARNING CONDITIONS. SO I THINK THE MORE THAT WE CAN DO THAT WOULD BE JUST EVEN BETTER. AND THERE I KNOW THERE'S TEACHERS IN THE AUDIENCE TODAY TOO, WHICH IS FANTASTIC. AND SO I SEE THE COMMITMENT TO THE JOB. BUT THAT WAS JUST ONE AREA THAT I, YOU KNOW, WAS SOMETHING THAT REALLY CAUGHT MY ATTENTION. HOWEVER, IT DOESN'T FACTOR INTO THE RENEWAL. SO BUT IT WAS SOMETHING THAT I DID WANT TO SHARE BECAUSE I KNOW THAT THERE IS A COLLABORATIVE WORKING RELATIONSHIP. AND I DO ALSO WANT TO ACKNOWLEDGE THAT I APPRECIATED THE UPDATE IN IN WHAT WE HAD HEARD ABOUT THE TEACHING CREDENTIAL FOR THE ADMINISTRATORS. I THINK IT IS IMPORTANT THAT OUR ADMINISTRATORS AT OUR SCHOOLS HAVE TEACHING CREDENTIALS BECAUSE THEY'RE THE ONES EVALUATING THE TEACHERS, AND THERE'S SO MUCH THAT YOU LEARN AND AS AN EDUCATOR YOURSELF. AND SO I DO APPRECIATE READING YOUR BACKGROUND. AND JUST KNOWING THAT YOU'VE, YOU'VE TAUGHT AND JUST HAVING THAT KNOWLEDGE, BECAUSE THAT'S WHERE OUR EXPERIENCE COMES FROM AS EDUCATORS. SO I APPRECIATE THAT. AND HOPEFULLY ALL YOUR ADMINISTRATORS ARE REALLY HELD TO THAT STANDARD. SO I AM REALLY HAPPY TO HEAR THAT WE WERE ABLE TO COME TO AN AGREEMENT ON THAT AND JUST REALLY HOLDING THAT HIGH LEVEL OF STANDARD FOR EDUCATORS AT ROCKETSHIP. AND THAT WAS PRETTY MUCH IT. BUT JUST THANK YOU FOR SHARING ALL THE INFORMATION AND THE JUST ALL THE UPDATES WITH THE QUESTIONS THAT WE HAD FROM LAST TIME. THANK YOU. TRUSTEE SREEKRISHNAN. THANK YOU SO MUCH. AND I WAS ALSO ABLE TO DO A SITE VISIT TOO AND WANT TO THANK YOUR TEACHERS AND PARENT LEADERS FOR ALWAYS REACHING OUT, YOU KNOW, AT LEAST ONCE A YEAR I GET TO VISIT. SO YOU HAVE A REALLY ENGAGED PARENT COMMUNITY? I CAN SAY THAT FOR SURE. AND SO I WANT TO ESPECIALLY THANK YOU FOR BEING SO COLLABORATIVE WITH OUR STAFF. YOU KNOW, FROM WHAT I'VE SEEN AND WITH THIS RENEWAL, THERE WAS SOME BACK AND FORTH AND BEING OPEN TO A LOT OF STAFF'S INPUT. AND SO WE DON'T ALWAYS SEE THAT. SO THANK YOU. BUT NO OTHER QUESTIONS. I WOULD SECOND WHAT MY COLLEAGUE TRUSTEE CHON SAID ABOUT THE MERIT BASED PAY, TOO. THAT'S YOU KNOW, NOT A POLICY I PERSONALLY SUPPORT EITHER. SO THANK YOU SO MUCH FOR BRINGING THAT UP. BUT THANK YOU TO THE ROCKETSHIP FAMILY. TRUSTEE MAH. THANK YOU, PRESIDENT BERTA. AND SO AS FAR AS THE PRESENTATIONS AGAIN, THANK YOU, PARENTS. THANK YOU KIDS. THANK YOU TEACHERS, STAFF. IT WAS JUST ALL GREAT, ESPECIALLY THE LITTLE KIDS. I LOVE THEM. AS FAR AS THE ACHIEVEMENTS, WHICH ARE SO WELL SHOWN ON THAT ONE CHART THAT SHOWS THE ROCKET SHIP, THE SCHOOL DISTRICT AND THEN THE STATE THAT JUST SAYS IT ALL TO ME. JUST THE SMALL THING ABOUT TEACHER PAY IS I THINK PERFORMANCE IS, IS JUST ANOTHER PART OF THE PAY POSITION AND THAT AS LONG AS IT'S, YOU KNOW, BALANCED WITH OTHER STUFF, I THINK IT'S JUST AS IMPORTANT AS SOME OF THE OTHER THINGS. I THINK THAT IN THAT OUR DATA BOOK TAKES INTO ACCOUNT JUST THE AVERAGE TEACHER SALARIES AND HOW WELL THEY COMPARE TO ALL THE OTHER CHARTER SCHOOLS AND CHARTER SCHOOL SYSTEMS. I THINK THAT IT SPEAKS WELL TO RETENTION, CERTAINLY OF SOME OF THE TEACHERS WHO HAVE BEEN THERE FOR A LONG, LONG TIME AND JUST KIND OF THE NATURE OF SILICON VALLEY'S CREATIVE WAYS TO COMPENSATE. SO JUST MY SIDE NOTE ON THAT. THANK YOU VERY MUCH. WELL, I WILL JUST SHARE SOME COMMENTS. I DON'T KNOW NECESSARILY THAT IT'S A QUESTION, BUT I ALSO WANT TO JUST ECHO THE GRATITUDE TO THE TO THE FAMILIES AND THE STUDENTS AND THE COMMUNITY THAT'S STAYED THIS LATE IN THE EVENING. I KNOW I SAW A MOM WITH A LITTLE ONE WHO WAS FUSSING, AND IT WAS MAKING ME THINK OF MY KIDS AT HOME. SO I KNOW IT TAKES A LOT TO MAKE THE EFFORT TO BE OUT HERE AT THIS LATE IN THE EVENING. AND THERE WERE TWO AREAS THAT I WAS LOOKING AT, AND I GREATLY JUST WANT TO SAY I APPRECIATE FROM BOTH OUR COUNTY OFFICE STAFF AS WELL AS ROCKETSHIP SUPPORTIVE STAFF FOR PROVIDING INFORMATION AND CLARIFICATION AND THE INFORMATION AHEAD OF TIME, BECAUSE IT JUST HELPS US BE BETTER PREPARED, I THINK, TO MAKE INFORMED [01:40:06] DECISIONS AND JUST, YOU KNOW, KIND OF CUT TO THE CHASE OF WHAT ACTUALLY NEEDS TO BE DISCUSSED. AND ONE OF THOSE AREAS THAT I THINK I WAS KIND OF TRACKING BOTH THE COUNTY OFFICE STAFF ANALYSIS AS WELL AS THE RESPONSE I THINK THAT JANINE HAD SENT WAS IN THE AREA ON THE STUDENT POPULATION BALANCE. AND SO I KNOW THERE WERE SOME COMMENTS FROM OUR COUNTY OFFICE STAFF AROUND YOU KNOW, IT BEING KIND OF A GENERIC RESPONSE. SO I WAS JUST CURIOUS IF THERE'S MORE CONTEXT ON, YOU KNOW, WHAT THE STAFF WAS HOPING TO GET A BETTER UNDERSTANDING OF IN THOSE COMMENTS. I THINK THAT OUR CONCERN IS THAT EACH OF THE SCHOOLS USES THE SAME TEMPLATE SORT OF THE SAME PLAN FOR RECRUITMENT WITHOUT, IT APPEARS TO US, TAKING INTO ACCOUNT THE SPECIFIC CHALLENGES THAT MIGHT EXIST AT EACH SCHOOL IN TERMS OF RECRUITING THE FOLKS IN THEIR LOCAL COMMUNITY, THAT THE PLAN LOOKS THE SAME AT EVERY SCHOOL. AND WE DIDN'T SEE ANY DIFFERENTIATION FOR INDEPENDENT INDIVIDUAL SCHOOLS. OKAY. THANK YOU FOR CLARIFYING. I'M NOT SURE IF YOU WANTED TO PROVIDE ANY TYPE OF SPECIFIC CONTEXT OR REFLECTIONS ON THAT. YEAH. SO THE PLAN DOES LOOK SIMILAR FOR ACROSS CAMPUSES, BUT WE DO HAVE A LOT OF SCHOOLS IN THE SAME COMMUNITY. I THINK WHEN WE RESPONDED, SAYING THAT IT WAS MORE INTENTIONAL IS THAT WE'RE GOING TO THE PLACES THAT WE KNOW ARE FAMILIES, ESPECIALLY THE FAMILIES THAT WE SEEK TO SERVE, ARE SPENDING TIME IN. SO WHETHER THAT'S THE GROCERY STORES ARE GOING TO WHETHER THAT'S PLACES LIKE SUPERHERO SUMMER FESTIVAL, LIKE JUST DIFFERENT PLACES THAT WE KNOW THAT THE FAMILIES THAT WE IN OUR MISSION AIM TO SERVE. AND SO IT WAS MORE OF JUST WANTING TO SHED SOME LIGHT THAT WE ARE. IT LOOKS SIMILAR ACROSS SCHOOLS AND THERE ARE MULTIPLE SCHOOLS IN THE SAME COMMUNITY, BUT STILL DEFINITELY TRYING TO BE RESPONSIVE TO DIFFERENT COMMUNITIES. SO THANK YOU FOR THAT. THE OTHER AREA AND AGAIN, I APPRECIATE, YOU KNOW, I HAD MADE THE ASK A QUESTIONS AROUND STUDENTS WITH DISABILITIES AND THAT DATA AND INFORMATION WAS SHARED. SO I REALLY APPRECIATE, YOU KNOW, THE TRANSPARENCY THERE AND PROVIDING THAT. I GUESS ONE OF THE PIECES THAT, YOU KNOW, IS A REFLECTION, IT'S IT'S A LITTLE BIT OF A CONCERN AS I'M TRYING TO UNDERSTAND. AND MAYBE IT'S AN OPPORTUNITY, AN AREA OF GROWTH, OF REFLECTION IS, YOU KNOW, WHEN WE LOOK AT THE DATA THAT YOU PROVIDED AND THE BREAKDOWN OF STUDENTS WITH DISABILITIES FROM YEAR TO YEAR, IT'S, YOU KNOW, THERE'S A RELATIVELY SMALL NUMBERS, ESPECIALLY FOR STUDENTS WITH MORE MODERATE TO SEVERE NEEDS. AND SO WHEN I'M LOOKING AT THAT AS A PARENT, I'M ALSO REFLECTING ON, YOU KNOW, WHAT MESSAGE DOES IT SEND TO THE FAMILIES, RIGHT. THAT CAN ROCKETSHIP ADEQUATELY SUPPORT STUDENTS WITH MORE MODERATE TO SEVERE NEEDS. AND SO THAT'S, YOU KNOW, KIND OF THE LINGERING QUESTION FOR ME IS, YOU KNOW, GIVEN THOSE SMALL NUMBERS, DOES IT REALLY DEMONSTRATE ONE THAT THERE'S, YOU KNOW, THE TYPE OF ACCOMMODATING PROGRAM WHICH I GREATLY, AGAIN, APPRECIATE THE MESSAGING, THE INCLUSIVITY, THE CENTERING AROUND INTEGRATED SPECIAL EDUCATION. RIGHT. BECAUSE THAT'S REALLY THE DIRECTION I THINK SPECIAL EDUCATION AS A WHOLE NEEDS TO BE SHIFTING TO. BUT HOW DO WE KIND OF MARRY THAT WITH MAKING SURE THAT OUR STUDENTS WITH MORE, WITH THE MOST NEEDS STILL GET THAT LEVEL OF SUPPORT AND THE REASSURANCE? SO I DON'T KNOW IF THAT'S NECESSARILY A QUESTION, MAYBE MORE OF A COMMENT OF JUST, YOU KNOW, IT'S AN AREA THAT I THINK, YOU KNOW, WOULD BE GREAT TO SEE. MORE EMPHASIZED IN HOW THAT PROGRAM IS BEING DEVELOPED SO THAT IT IS ATTRACTIVE TO PARENTS WHO MIGHT HAVE CHILDREN WITH MORE SEVERE NEEDS. THANK YOU. DEFINITELY AGREE. RIGHT. WE SEEK TO SERVE ALL STUDENTS. AND THAT MEANS REGARDLESS OF DISABILITY, WHETHER IT'S MILD TO MODERATE, MODERATE TO SEVERE ROCKETSHIP, IS THERE IN THE DOBRAN COMMUNITY TO SERVE THOSE STUDENTS? AS I WAS INDICATING IN OUR PRESENTATION EARLIER, THOUGH, WE ARE PROUD TO OFFER MORE COMPREHENSIVE PROGRAMS AT SOME OF OUR OTHER CAMPUSES. RIGHT. SO SIMILAR TO MANY SURROUNDING DISTRICTS, WE HAVE CAMPUSES IN CLOSE PROXIMITY TO ONE ANOTHER THAT WILL SPECIALIZE IN SERVING STUDENTS WITH MODERATE TO SEVERE NEEDS. SO IF A FAMILY WITH A STUDENT WITH SEVERE NEEDS ENROLLS AT SI SE PUEDE, WE WOULD MEET WITH THE FAMILY. WE WOULD OFFER THEM, OBVIOUSLY, TO SERVE THEIR CHILD AT SI SE PUEDE. FIRST AND FOREMOST. BUT WE WOULD ALSO GIVE THEM THE TOOLS AND THE INFORMATION THEY WOULD NEED TO MAKE AN INFORMED DECISION AT ROCKETSHIP, BRILLIANT MINDS, FOR EXAMPLE, WE SERVE A POPULATION OF I THINK AT LAST COUNT IS SOMEWHERE BETWEEN 14 TO 16 STUDENTS WITH MODERATE TO SEVERE NEEDS. AND THAT IS BECAUSE OF THIS COLLABORATIVE PROCESS WITH PARENTS THAT ALSO ALLOWS US AS A DISTRICT IN A STATE WHERE, BY MY OPINION, SPECIAL EDUCATION IS [01:45:09] UNDERFUNDED, RIGHT? WE WORK VERY HARD TO CONCENTRATE OUR RESOURCES, OUR EXPERTISE, OUR REGIONAL SUPPORTS, PROFESSIONAL DEVELOPMENT, ALL OF THAT AT CERTAIN CAMPUSES. RIGHT. SO THAT CONCENTRATION OF RESOURCES AT ROCKETSHIP BRILLIANT MINDS ALLOWS US TO BETTER SERVE ANY FAMILY WHO CHOOSES TO ENROLL AT ROCKETSHIP. AND WE ALSO RECOGNIZE THAT TRANSPORTATION CAN BE AN ISSUE IN A SITUATION LIKE THAT. SO THROUGH THE IEP PROCESS, WE ALWAYS OFFER TRANSPORTATION TO FAMILIES IN NEED. THANK YOU FOR SHARING THAT CONTEXT. AND I THINK THAT'S YOU KNOW, THAT'S REALLY IMPORTANT CONTEXT ALSO FOR FAMILIES TO CONTINUE TO HAVE. SO I WOULD LOVE TO FOR THAT TO CONTINUE TO BE PART OF THE EMPHASIS OF THE MESSAGING TO THE COMMUNITY AS WELL, SO THEY UNDERSTAND, YOU KNOW, ROCKET SHIP CAN BE A PLACE FOR ANY CHILD TO TO SUCCEED. ABSOLUTELY. THANK YOU. THANK YOU. TRUSTEES, ARE THERE ANY OTHER QUESTIONS OR COMMENTS ON THE PETITION? ALL RIGHT. SO HEARING NONE. I WILL ENTERTAIN A MOTION TO APPROVE OR DENY THE RENEWAL PETITION FROM ROCKETSHIP SI SE PUEDE ACCOUNTING SECOND THAT. OKAY. THANK YOU. VICE PRESIDENT ROCHA I HAVE A MOTION TO APPROVE BASED ON THE STATED CONDITIONS AS DOCUMENTED IN THE. THANK YOU. THANK YOU, AMY, FOR CAPTURING ALL OF THAT. SO I DON'T HAVE TO RESTATE IT. AND A SECOND FROM TRUSTEE DI SALVO. ANY OTHER COMMENTS OR QUESTIONS? OKAY. SO WE WILL GO AHEAD AND VOTE IN BOARD DOCS. THE FIRST TIME I'VE SEEN 2030 ON ANY DOCUMENT. AND THAT MOTION PASSES UNANIMOUSLY. THANK YOU. THANK YOU VERY MUCH. THANK YOU. I THINK WE'RE DONE. ALL RIGHT. THANK YOU VERY MUCH. WE ARE GOING TO CONTINUE WITH OUR AGENDA AND HAVE A GREAT EVENING, AND WE WILL CONTINUE ON HERE. I GUESS I'LL GIVE A THANK YOU. THANK YOU. THANK YOU SO MUCH. GOOD EVENING. I STAND BY FREE DRESS FRIDAY. FREE DRESS FRIDAY. [01:50:48] MIC] ALL RIGHT, WE WOULD LIKE TO WRAP UP OUR MEETING, SO IF THANK YOU. EVERYONE. WE DO HAVE A BIT OF AN AGENDA STILL. ALL RIGHT. THANK YOU. WE ARE GOING TO GO AHEAD AND GO ON TO OUR BOARD COMMITTEE REPORTS. [A. Committee members may provide or report on recent committee activities.] AT THIS TIME. WE WILL HEAR COMMITTEE REPORTS FROM COMMITTEES THAT HAVE MET SINCE OUR LAST MEETING, TWO COMMITTEES HAVE REPORT THE SANTA CLARA COUNTY SCHOOL BOARDS ASSOCIATION MEETING, AND TRUSTEE LARI WILL PRESENT THAT REPORT, AS WELL AS A STRONG START COALITION MEETING. AND TRUSTEE LARI WILL ALSO BE PRESENTING THAT REPORT. TRUSTEE LARI. THANK YOU. SO AT THE SCC SBA MEETING ON SEPTEMBER 25TH, ENDORSEMENTS WERE MADE FOR THE BOND AND PARCEL MEASURES FOR THE TWO THIRDS OF SCHOOL DISTRICTS ACROSS THE COUNTY WHO HAVE THEM ON THE BALLOT THIS TIME. A NEW COMMITTEE CALLED THE SUCCESS COMMITTEE, STANDING FOR SUPPORTING UNHOUSED STUDENTS THROUGH COMMUNICATION, COLLABORATION, EDUCATION AND SOLUTIONS FOR SCHOOL DISTRICTS, HAS BEEN FORMED. THE COMMITTEE IS OPEN FOR MEMBERS TO JOIN AND HAS BEEN FORMED TO ADDRESS THE GROWING NEEDS OF UNHOUSED STUDENTS, WHO NUMBERED 6813. AS OF 2022, 23 DISTRICTS REMAIN RESPONSIBLE FOR UNHOUSED SCHOOL ATTENDANCE, TRANSPORTATION TO AND FROM SCHOOL, AND OUTCOMES WITH FEDERAL PROTECTION UNDER THE MCKINNEY-VENTO HOMELESS ASSISTANCE ACT. MEMBERS OF THIS NEW COMMITTEE WILL ADVOCATE FOR A STANDARD OF CARE AND RESOURCES FOR UNHOUSED STUDENTS OR AT RISK, AT RISK OF HOMELESSNESS STUDENTS, AND HELP CONNECT THEM TO SERVICE PROVIDERS AND AGENCIES WHO CAN SUPPORT AND HELP THEM. COMMITTEE MEETINGS ARE CURRENTLY THE FIRST WEDNESDAY OF EACH MONTH AT 2:30 P.M. ON GOOGLE MEET, AND ON OCTOBER 23RD, I ATTENDED THE SCCSB'S ANNUAL FALL DINNER WITH INTERIM SUPERINTENDENT DOCTOR HINMAN AND ASSISTANT SUPERINTENDENT DEBORAH GARGIULO. SCCOE ORGANIZED AND FACILITATED AN EXTREMELY INSPIRING AND HEART WARMING STUDENT PANEL ON SUCCESSFUL STUDENTS WITH DISABILITIES IN OUR SCHOOLS, WHERE STUDENTS SHARED THEIR INDIVIDUAL LIVED EXPERIENCES WITH INCLUSION, AND I LEFT WITH THE RECOGNITION THAT WE CAN ALL PLAY AN IMPORTANT ROLE IN SUPPORTING AND PROMOTING INCLUSION. I REALLY APPRECIATE THE WORK DONE BY SCCOE'S INCLUSION COLLABORATIVE EDUCATIONAL PROGRESS DIVISION IN ELEVATING STUDENT VOICES AND BRINGING THEM TO US. THANK YOU. AND THAT'S THE END OF MY REPORT FOR SBA. SHOULD I GO TO STRONG START NOW? YES. OKAY. SO THE STRONG START COALITION MET VIA ZOOM ON TUESDAY, OCTOBER 8TH. COALITION MEMBERS HEARD PRESENTATIONS FROM MATTHEW TINSLEY, MANAGER, EARLY LEARNING INITIATIVES FROM MELISSA WATTS FROM BRIGHT LIFE KIDS, CHRISTINE THORSTENSEN FROM THE SILICON VALLEY COMMUNITY FOUNDATION, AND DANA BARNETT KIDS FROM KIDS IN COMMON. [01:55:03] DOCTOR TINSLEY PRESENTED ON THE RESOURCES AVAILABLE ON THE NEW EARLY CHILDHOOD CAREER PATHWAYS WEBSITE, DEVELOPED BY THE EARLY CARE AND EDUCATION INITIATIVES DEPARTMENT. PLEASE VISIT THE WEBSITE AND HELP PUBLICIZE THIS GREAT RESOURCE. MISS WATTS DESCRIBED THE BRIGHT LIFE KIDS PROGRAM, A FREE FAMILY COACHING AND BEHAVIORAL HEALTH SUPPORT PROGRAM PROVIDED BY THE STATE OF CALIFORNIA TO PARENTS OF CHILDREN AGES 0 TO 12. THE PROGRAM FOCUSES ON PREVENTION OF BEHAVIORAL HEALTH ISSUES THROUGH FAMILY COACHING. IT'S AVAILABLE FREE WITHOUT REFERRAL FROM A DOCTOR OR INSURANCE, AND IS PROVIDED IN ENGLISH OR SPANISH, OR VIA TRANSLATION INTO 17 OTHER LANGUAGES. MISS THORSTENSEN AND MISS BARNETT DESCRIBED THE SANTA CLARA COUNTY'S VOTERS GUIDE ON CHILDREN'S ISSUES, A NONPARTISAN, NON ENDORSING COLLECTION OF CANDIDATES RESPONSES TO FIVE QUESTIONS ON CHILD AND FAMILY ISSUES. COALITION MEMBERS WERE ASKED TO DISSEMINATE THE GUIDE THROUGH THEIR NETWORK SO THAT AS MANY VOTERS AS POSSIBLE HAVE THE INFORMATION IN A TIMELY MANNER. THE NEXT STRONG START COALITION MEETING WILL BE NEXT WEEK ON TUESDAY, NOVEMBER 12TH, 2024. THANK YOU. THANK YOU TRUSTEE LARI. AND I DID JUST WANT TO PROVIDE A QUICK UPDATE FROM ON THE WARMENHOVEN INCLUSION COLLABORATIVE. ALTHOUGH THE COMMITTEE HASN'T MET, THERE WAS THE 11TH ANNUAL INCLUSION COLLABORATIVE STATE CONFERENCE, AND I WANT TO CONGRATULATE AND THANK DIRECTOR SANDY LOPEZ. THAT WAS HELD OCTOBER 21ST THROUGH THE 23RD. AND SANTA CLARA COUNTY OFFICE OF EDUCATION WELCOMED 391 REGISTERED PARTICIPANTS, WITH 350 PEOPLE ATTENDING IN PERSON AND 41 JOINING VIRTUALLY. A TOTAL OF 323 ATTENDEES CHECKED IN. 172 PARTICIPATED IN PRE-CONFERENCE SESSIONS ACROSS 36 SESSIONS. KEYNOTES INCLUDED REBECCA COAKLEY, FORD FOUNDATION'S DISABILITY RIGHTS PROGRAM OFFICER, DOCTOR BETTINA LOVE, A LEADING ADVOCATE FOR TRANSFORMATIVE TEACHING, AND DOCTOR WENDY MARUSZEWSKI, A RENOWNED EXPERT ON CO-TEACHING. THE CONFERENCE THEME WAS INCLUSION. INSPIRE IS EMPHASIZING INNOVATIVE APPROACHES AND COLLABORATION, MOTIVATING ATTENDEES TO ADVANCE EQUITY AND INCLUSION IN EDUCATION. SO I JUST WANT TO THANK THE TEAM FOR THE WORK ON THAT AS WELL. WE WILL MOVE TO ITEM 11, COUNTY BOARD OF EDUCATION MEMBER REPORTS IN COMPLIANCE WITH THE BROWN ACT. [A. The members of the Board may give reports on any activities related to their duties as members of the Santa Clara County Board of Education] INFORMATION SHARED DURING COUNTY BOARD OF EDUCATION MEMBER REPORTS MUST ONLY BE MUST ONLY INCLUDE THOSE ACTIVITIES SPECIFICALLY RELATED TO OUR DUTIES AS TRUSTEES OF THE SANTA CLARA COUNTY BOARD OF EDUCATION. WOULD ANY TRUSTEE WISH TO PROVIDE A REPORT ON ACTIVITIES SPECIFICALLY RELATED TO YOUR DUTIES AND WITHIN OUR JURISDICTION? TRUSTEE MAH. THANK YOU. I GUESS THE ONLY THING WITHIN THE DUTIES AND JURISDICTION, I'D JUST LIKE TO MENTION AND LET THE OTHER BOARD MEMBERS KNOW, IS THAT I DID MAKE AN APPOINTMENT TO REVIEW THE DOCUMENTS WHICH WERE PROVIDED TO THE HEAD START SPECIAL REVIEW, AND I HAD TO MAKE AN APPOINTMENT HERE ON SITE, AND I HAD TO MAKE IT IN ADVANCE. AND I WAS DISAPPOINTED BECAUSE WHEN I FINALLY CAME IN, I WAS TOLD THAT I WASN'T ABLE TO TAKE NOTES, THAT EVERYTHING WAS CONSIDERED CONFIDENTIAL, THAT THE VERY LIMITED TIME THAT I HAD, WHICH I WAS LATE ALSO, WHICH DIDN'T HELP. BUT THERE WAS JUST A TON OF STUFF. SO IT WOULD BE IT WOULD BE NICE TO HAVE MORE ACCESS AT A BETTER TIME TO BE ABLE TO SEE WHAT THE HEAD START REVIEW GROUP SAW. AND BECAUSE I DID NOTE THAT IN THE LIMITED TIME OF THE FILES THAT I SAW THAT, THAT THERE WERE SOME ERRORS, SOME OF THE DOCUMENTS HADN'T BEEN COPIED PROPERLY. SO I JUST WANT TO SAY THAT THAT WAS SOMETHING THAT I DID IN THE LAST COUPLE OF WEEKS. THANKS, TRUSTEE. LARI. LET'S TALK ABOUT THE FACT THE TODAY, I JUST WANT TO COMMEND THE STAFF, ACTUALLY, FOR WRITING THIS RESOLUTION ABOUT PARENTAL WELL-BEING AND HOW IT'S INTERRELATED TO CHILDREN'S WELL-BEING. AND I HAD RECOMMENDED THE RESOLUTION, AND THEY DID A REALLY AMAZING JOB OF THE RESOLUTION. SO I REALLY WANT TO COMMEND THEM FOR THAT. THANK YOU. THANK YOU. AND I, I JUST WANT TO GIVE A QUICK REPORT THAT I DID ATTEND THE TEACHER RECOGNITION EVENT, AND IT WAS A REALLY BEAUTIFULLY DONE EVENT. ALWAYS WONDERFUL TO SEE TEACHERS BE HIGHLIGHTED FOR THE WORK THAT THEY DO. DOCTOR HINMAN DID A GREAT JOB AND ALL THE STAFF BEHIND THE SCENES TO MAKE IT A REALLY SPECIAL CELEBRATION. [02:00:03] SO JUST REALLY GRATEFUL FOR THAT. AND THERE'S NO OTHER REPORTS. WE'LL GO TO THE SUPERINTENDENT'S REPORT. [A. The superintendent may give a report on any activities related to his duties.] DOCTOR HINMAN. THANK YOU. THANK YOU, PRESIDENT BERTA. YOU KNOW, THERE'S AN OLD SAYING WHEN YOU TAKE THESE JOBS THAT YOU HIT THE GROUND RUNNING HERE. YOU HIT THE GROUND SPRINTING. I HAVE A HARD TIME KEEPING UP WITH THE STAFF HERE. THERE'S SO MANY WONDERFUL THINGS GOING ON. I WILL SHARE WITH YOU. ONE OF MY ONE OF MY HIGHLIGHTS IS GETTING TO KNOW THE BOARD BETTER. I'VE HAD SOME OPPORTUNITIES TO SPEAK SOME OF YOU INDIVIDUALLY AND YOUR PASSIONS AND YOUR GOALS FOR THE COUNTY. AND TRULY YOUR HEARTS AND MINDS ARE IN THE BEST INTEREST OF KIDS. I. ON MY THIRD DAY, I WAS ABLE TO HOST A CO-HOST THE ANNUAL TEACHER RECOGNITION CELEBRATION FOR THE SANTA CLARA COUNTY TEACHERS OF THE YEAR. THAT WAS WITH DOCTOR LATIMER, THE DEAN OF THE COLLEGE OF EDUCATION AT SAN JOSE STATE UNIVERSITY, A STATE COLLABORATIVE COLLABORATION STATE CONFERENCE, INCLUSIONAIRES ON INCLUSION LEARNING AND AS TRUSTEE LARI STATED, WE HAD THE SCHOOL BOARD ASSOCIATION DINNER WHERE WE ACTUALLY GOT TO HEAR A PANEL OF STUDENTS WHO WERE WHO PRESENTED AT THE STATE CONFERENCE. AND IT REALLY YOU KNOW, I THINK THAT AT SOME POINTS THERE WAS WASN'T A DRY EYE IN THE HOUSE HEARING ABOUT SOME OF THE TRIALS AND TRIBULATIONS THAT THE STUDENTS HAD. SOMETIMES NOT FEELING INCLUDED IN THEIR CLASSES. AND LASTLY, I'LL POINT OUT, JUST LIKE I'VE BEEN GETTING TO KNOW YOU, I'VE BEEN GETTING TO KNOW STAFF. AND I CAN ASSURE YOU, YOUR STAFF HERE AT THE COUNTY OFFICE IS ALSO DEDICATED AND ARE AN INSPIRATION TO OUR FAMILIES AND COMMUNITIES, AND COMMITTED TO HARD WORK TO MAKE SURE EVERY CHILD SUCCEEDS. THANK YOU. THANK YOU, DOCTOR HINMAN. THAT BRINGS US TO OUR FUTURE AGENDA. [A. Future Agenda Items] THAT'S A QUESTION. YES, YES. CSBA CONFERENCE COMING UP. YES. HAS THERE BEEN AN EMAIL NOTIFICATION TO US THAT I CAN'T FIND? THEN IF YOU WOULDN'T MIND RESETTING THAT, AND IF IT'S PAST DUE IN TERMS OF MY ABILITY TO PARTICIPATE, THAT'S FINE. THAT'S ON ME. WE I HAVE HAD THAT DISCUSSION WITH MY. ADMIN ASSISTANT AND I WILL FOLLOW UP AGAIN TOMORROW TO ENSURE ANOTHER COMMUNIQUE GOES OUT. I'M SURE WE COULD MAKE THAT WORK IF THERE WAS A MISCOMMUNICATION. NO, I'M SURE IT WAS ON ME ENTIRELY. SO IF I HAVE TO BUNK WITH YOU, THAT'S FINE. SO BE IT. THANK YOU. WE WILL GO TO OUR FUTURE AGENDA ITEMS. DOCTOR HINMAN, WILL YOU INTRODUCE THIS ITEM? YES. THANK YOU. PRESIDENT BERTA, IN ACCORDANCE WITH THE BROWN ACT, ITEMS MENTIONED UNDER THIS ITEM ARE BEING SUGGESTED. SO THEY MAY BE CONSIDERED AND EXPLORED FOR FOLLOW UP. ACCORDING TO OUR BOARD BYLAWS, TOPICS RAISED UNDER THIS ITEM ARE NOT AGENDIZED FOR BOARD DISCUSSION, BUT RATHER TO CREATE A SPACE FOR TRUSTEES TO MENTION TOPICS FOR REVIEW AND CONSIDERATION AS FUTURE AGENDA ITEMS. THANK YOU, DOCTOR HINMAN. TRUSTEES, ARE THERE ANY ITEMS WITHIN THE JURISDICTION OF THE COUNTY BOARD THAT YOU'D LIKE TO MENTION? TRUSTEE. CHON. AND THEN TRUSTEE MAH. YEAH. PRESIDENT BERTA MINE IS NOT NECESSARILY AN AGENDA ITEM, BUT PERHAPS JUST A WAY THAT OUR AGENDA IS SET GIVEN, YOU KNOW, THERE ARE TIMES WHERE WE HAVE A SIGNIFICANT NUMBER OF CLOSED SESSION ITEMS. I WAS WONDERING, ESPECIALLY WHEN THEY AFFECT YOU KNOW, LIKE OUR INTERDISTRICT TRANSFER APPEALS OR IF WE HAVE CHARTER SCHOOLS RENEWAL, IF THERE WOULD BE A POSSIBILITY TO DO TO START THE MEETING EARLIER, BUT ONLY FOR CLOSED SESSION ITEMS. I DON'T KNOW HOW THAT WOULD WORK FOR SCHEDULING OF OUR BOARD MEMBERS, BUT I JUST WANTED TO SEE IF THAT WAS A POSSIBILITY. SO, FOR EXAMPLE, OUR MEETING STARTS AT FIVE, BUT WE WOULD DO CLOSED SESSION FOR AN HOUR BEFORE THE START OF THE MEETING AND THEN CONTINUE ON. IT'S JUST TO KIND OF HELP WITH THE FLOW OF THE MEETING AS WELL AS THE GIVEN THE LATE HOURS FOR SOME OF THEM AS WELL AS OUR STAFF AND WHATNOT. JUST IF WE CAN. YEAH. IF POSSIBLE. WE'RE JUST TALKING ABOUT IT. THANK YOU. TRUSTEE CHON. TRUSTEE MAH. THANK YOU, PRESIDENT BERTA. THERE'S A COUPLE OF ITEMS THAT HAVE BEEN SITTING FOR A WHILE, SO I JUST WANT TO KIND OF BRING IT UP AS FAR AS ATTENTION. ONE IS THE DIVISION DEPARTMENT REPORTS OR UPDATES THAT I ASKED ABOUT AND THOSE. I WANT TO MAKE SURE OUR KIND OF CLEAR FOR THE INTERIM SUPERINTENDENT THAT WHAT WE USED TO HAVE YEARS AGO WAS EACH DEPARTMENT KIND OF GIVING A BRANCH. THERE ARE ALL DIFFERENT WORDS AT THE TIME, A BRANCH UPDATE OF WHAT WAS GOING ON IN ED SERVICES, EDUCATION SERVICES. SORRY. PROFESSIONAL SERVICES OR CURRICULUM. AND JUST, JUST THAT EACH DEPARTMENT AS OPPOSED TO AND, YOU KNOW, IN ADDITION TO THE LISTED ITEMS THAT TRUSTEE CHON HAS IN THIS FUTURE AGENDA ITEMS, WHICH [02:05:04] ARE, YOU KNOW, GLIMPSES OF DIFFERENT SECTIONS OF THINGS. BUT I WAS LOOKING FOR KIND OF A BRANCH, YOU KNOW, DEPARTMENT OVERVIEW. AND AGAIN, IT STILL WOULDN'T BE MORE THAN, YOU KNOW, TEN, 20 MINUTES. SO THAT WE JUST GET KIND OF HIGHLIGHTS CHALLENGES AND THEN SOME TIME FOR QUESTIONS. AND SO IF WE COULD GET THOSE GOING SOMETIME THAT WOULD BE GREAT. THAT WAS REQUESTED A LONG TIME AGO. AND THEN THE SECOND ITEM WAS THE ITEM THAT BOTH PRESIDENT BERTA AND I HAD ASKED ABOUT THE POSSIBILITY OF A STUDY OR REVIEW OF OUR SPECIAL ED DEPARTMENT AND PROGRAM. AND THAT WAS, AGAIN, JUST TO GIVE YOU A LITTLE BIT OF BACKGROUND, DOCTOR HINMAN IS KIND OF IN COMPARISON AND CONTRAST TO A FEASIBILITY STUDY, WHICH WAS NOT FEASIBILITY, A RESEARCH STUDY WHICH WAS DONE UNDER TRUSTEE DI SALVO PRESIDENCY MANY YEARS AGO OF ALT ED. AND SO WE PUT OUT AN RFP, GOT A NUMBER OF RESEARCH ORGANIZATIONS, HAD WEST ED FINALLY TAKE THE RFP AND DID A, A THREE 60, IF YOU WILL, OF OUR ALT ED DEPARTMENT. AND NOT SO MUCH A GOTCHA STANDPOINT, BUT JUST KIND OF WHAT DO WE HAVE? HOW ARE WE DOING? HOW DOES IT COMPARE TO OTHER ORGANIZATIONS WHICH WEST ED WAS FAMILIAR WITH, OTHER ALT ED ORGANIZATIONS? AND THE HIGHLIGHT FOR ME, THERE WERE A LOT OF GOOD THINGS THAT CAME OUT OF IT, WAS THAT THERE WERE SPECIFIC FOCUS GROUP MEETINGS AT EACH OF THE ALT ED SCHOOLS, WHICH I HAPPEN TO ATTEND JUST TO OBSERVE, AND THEY WERE INCLUSIVE OF PARENTS, STUDENTS AND STAFF AND WERE JUST REALLY FACILITATED. WELL, AND SO WE'D LIKE TO SEE SOMETHING LIKE THAT FOR OUR SPECIAL ED DEPARTMENT. THANK YOU. ALL RIGHT. THANK YOU. SO TYPICALLY I THINK THAT WOULD BRING US TO ADJOURNMENT, BUT WE DO NEED TO GO BACK TO CLOSED SESSION. SO THE BOARD IS GOING TO GO TO CLOSED SESSION THIS TIME FOR FIVE MINUTES. 1120. OKAY, SO WE'LL RETURN BACK IN ABOUT 45 MINUTES AROUND 11:20 P.M.. THANK YOU. GREAT. WE ARE READY TO RESUME OPEN SESSION. UPON COMPLETION OF ITEM SEVEN, G. CONFERENCE WITH LEGAL COUNSEL.
