I HAVE ALWAYS HAD AN INTEREST IN PLACING STUDENTS IN THE APPROPRIATE PLACEMENT WHEN IT COMES TO SPECIAL EDUCATION, SAID DR. KHAM. AS A SCHOOL PSYCHOLOGIST, HE PSYCHOLOGIST, HE DEVELOPS AND PROVIDES PSYCHOLOGICAL AND EDUCATIONAL GUIDANCE TO SUPPORT TEACHERS, ADMINISTRATORS, AND FAMILIES IN ADDRESSING EACH CHILD'S UNIQUE DEVELOPMENTAL NEEDS. DR.

KHAM IS SUCH AN ASSET TO THE SCCOE SPECIAL EDUCATION DEPARTMENT.

NOT ONLY IS HE KNOWLEDGEABLE, DEPENDABLE, AND EFFICIENT, BUT HE IS THE DEFINITION OF A TEAM PLAYER, SAID HEATHER FERGUSON, SPECIAL EDUCATION PRINCIPAL AT THE STEINBECK CLUSTER.

AND SO I WANTED TO SORT OF HEAR FROM OUR TEAM IF WE KNOW HOW THAT CAN POSITIVELY IMPACT US.

ASSISTANT SUPERINTENDENT OF BUSINESS SERVICES STEPHANIE GOMEZ WILL PROVIDE AN OVERVIEW OF THE 25-26 BUDGET, DEVELOPMENT PROCESS, TIMELINE, AND BUDGETARY CONSIDERATIONS.

HINMAN AND TRUSTEES. I'M GOING TO GIVE A QUICK OVERVIEW OF WHERE WE ARE WITH THE BUDGET PROCESS.

SO NEXT SLIDE. SO THIS IS OUR BUDGET DEVELOPMENT TIMELINE.

SO AS YOU CAN SEE IN THE MONTH OF JANUARY THE GOVERNOR'S BUDGET PROPOSAL WAS RELEASED.

WE STARTED OUR INTERNAL BUDGET DEVELOPMENT WORKSHOPS THIS WEEK.

SO THAT'S WHERE BASED ON THE ASSUMPTIONS THAT WE GOT FROM THE GOVERNOR'S BUDGET, OUR INTERNAL PROGRAMS AND DEPARTMENTS ARE WORKING TO DEVELOP THEIR BUDGETS FOR THE 25-26 YEAR, WHICH WE WILL BE BRINGING IN JUNE FOR OUR BUDGET HEARING WITH THE LCAP.

AS PART OF THAT PROCESS, WE ALSO HAD BUDGET STUDY MEETING TODAY TO GO OVER WHERE WE ARE IN THE PROCESS.

THINGS THAT WE LOOK AT IN OUR BUDGET DEVELOPMENT TIMELINE IS OUR INTERNAL COST ANALYSIS.

HOW MUCH IS IT COSTING US TO PROVIDE SUPPORT SERVICES.

AND SO WE HAVE THOSE RATES. WE LOOK AT WORKER'S COMP OTHER POST-EMPLOYMENT BENEFITS.

LARGE PORTION OF OUR PROCESS OF BUDGET DEVELOPMENT TIMELINE IS OUR SPECIAL EDUCATION PREVENTION PROCESS.

THIS IS ONE OF THE LARGEST FEE FOR SERVICE AREAS IN OUR BUDGET.

AND SO THIS IS WHERE WE WORK WITH OUR DISTRICTS TO DETERMINE IF THEY WILL BE ENROLLING STUDENTS INTO OUR PROGRAMS FOR THE 25- 26 YEAR. SO WE'RE ACTIVELY WORKING TO DEVELOP OUR RATES.

OUR RATES WILL BE BASED UPON SOME OF THE ASSUMPTIONS THAT I SHARE THIS EVENING, BUT ALSO ON THE NUMBER OF DISTRICTS THAT WANT TO ENROLL THEIR STUDENTS IN THE PROGRAM.

WE ALSO HAVE THE HEAD START GRANT APPLICATION THAT WILL BE COMING TO THE BOARD AND THE MARCH TIME FRAME, AND THAT'S FOR THE NEXT FIVE YEAR CYCLE. SO IT'S THE 25- 26 YEAR PLUS THE FOUR YEARS.

AND THEN WE ALSO HAVE THE LOCAL CONTROL ACCOUNTABILITY PLAN DEVELOPMENT HAPPENING IN THE BACKGROUND.

NEXT SLIDE. SO THE SANTA CLARA COUNTY OFFICE OF EDUCATION, WHEN WE TRANSITIONED TO THE LOCAL CONTROL FUNDING FORMULA IN THE 2013-14 FISCAL YEAR, WE WERE PROVIDED WITH TWO OPTIONS FOR FUNDING AND ONE OF THEM WAS CDE PROVIDED US THE COUNTY LCFF TARGET ENTITLEMENT, WHICH INCLUDED A COST OF LIVING ADJUSTMENT.

THE OTHER FUNDING OPTION WAS OUR COUNTY LCFF TRANSITION CALCULATION.

AT THE TIME OF IMPLEMENTATION FOR OUR COUNTY OFFICE IN 2013-14, WE WERE FUNDED ON THE HIGHER FORMULA.

SO THAT WAS OUR COUNTY LCFF TRANSITION CALCULATION.

AT THAT POINT, IT ESSENTIALLY MADE US FLAT FUNDED, BUT IT DID LOCK IN OUR COUNTYWIDE ADA, WHICH WAS NOT A FACTOR IN DETERMINING OUR BASE FUNDING THAT OUR OFFICE RECEIVES.

AND THIS FISCAL YEAR 2425, WE HAVE SINCE TRANSITIONED TO THE COUNTY LCFF TARGET ENTITLEMENT, WHICH DOES PROVIDE FOR A COST OF LIVING ADJUSTMENT.

HOWEVER, NOW THAT WE'VE TRANSITIONED, OUR COST OF LIVING THAT WE'RE PROJECTING IS ABOUT 4 TO $500,000, BECAUSE NOW WE HAVE TO FACTOR IN OUR COUNTYWIDE ADA.

SO WITH WITH OUR DECLINE IN ENROLLMENT AND ADA IN OUR COUNTY, THAT NOW IS GOING TO IMPACT OUR BASE FUNDING THAT WE RECEIVE FOR OUR OFFICE.

NEXT SLIDE. A COUPLE OTHER ITEMS TO POINT OUT ABOUT HOW WE'RE FUNDED.

SO WE ALWAYS LOOK AT OUR MINIMAL AVERAGE DAILY ATTENDANCE CHANGES FOR OUR ALT ED PROGRAM.

OUR ALTERNATIVE ED PROGRAM FOR SCHOOLS IS THE ONLY MANDATED PROGRAM THAT WE'RE REQUIRED TO TO PROVIDE.

IT'S A SMALL PORTION OF OUR BUDGET, BUT WE MONITOR THAT AS PART OF OUR PROCESS FOR BUDGET DEVELOPMENT.

WE'RE ALSO A BASIC AID COUNTY OFFICE, SO THAT REQUIRES US TO RETURN ANY FUNDING IN EXCESS OF OUR LOCAL CONTROL FUNDING FORMULA TO THE STATES TO SUPPORT OUR LOCAL TRIAL COURTS.

SO ON THE NEXT SLIDE THIS IS A SIMPLIFIED WAY TO SHOW HOW THAT PROCESS WORKS, BUT IT SHOWS HOW THE FUNDING COMES IN FROM THE COUNTY TREASURY THROUGH PROPERTY TAX REVENUE. SO FOR 24-25, WE'RE PROJECTING $237.3 MILLION COMING IN TO OUR OFFICE.

WE THEN BASED ON ASSEMBLY BILL 602 FOR SPECIAL EDUCATION FUNDING, WE HAVE TO CARVE OUT ABOUT $147.5 MILLION OF THAT TO PROVIDE TO OUR SANTA CLARA SPECIAL EDUCATION LOCAL PLAN AREA. AND THAT FUNDING GOES TO OUR LOCAL SCHOOL DISTRICTS TO SUPPORT THEIR SPECIAL EDUCATION STUDENTS.

THE OTHER 37.8558% IS SPLIT FURTHER. $37 MILLION GOES TO OUR BASE TARGET FUNDING THAT OUR OFFICE RECEIVES.

THE OTHER $52 MILLION IS THE PORTION THAT WE HAVE TO RETURN TO THE STATE.

NEXT SLIDE. AND THIS CHART I KNOW I LIKE TO SHARE IT TO KEEP IT AT THE FOREFRONT OF, OF OF MINDS OF WHERE THE MONEY THAT FLOWS THROUGH OUR OFFICE ULTIMATELY GOES.

BUT SINCE IMPLEMENTATION OF THE LCFF IN 2013-14, THAT IS WHEN WE HAD TO START REMITTING TAXES BACK TO THE STATE.

SO AT THAT POINT IN TIME IT WAS IT WAS $12.2 MILLION.

FROM THAT POINT ON TO FISCAL YEAR 22-23, WE'VE ALREADY REMITTED ABOUT $285.4 MILLION.

AND AS YOU CAN SEE ON THE PROJECTIONS FOR FISCAL YEAR 23-24, 24- 25, THEY'RE INCREASING SIGNIFICANTLY YEAR AFTER YEAR AS PROPERTY TAXES HERE CONTINUE TO INCREASE. SO I ALWAYS LIKE TO HIGHLIGHT THIS SLIDE AS WELL.

NEXT SLIDE. BECAUSE I MENTIONED THAT DECLINING ENROLLMENT DOES IMPACT OUR OUR BUDGET AND HOW WE'RE FUNDED FROM THE STATE.

WE ARE ACTIVELY MONITORING IT NOW BECAUSE IT HAS A BIGGER IMPACT BECAUSE IT NEVER USED TO IMPACT OUR FUNDING, BUT NOW IT DOES. IT ALSO HELPS US TO BUDGET FOR SOME OF OUR PROGRAMS AS WELL.

IF WE'RE SEEING MASSIVE DECLINES IN ENROLLMENT THROUGHOUT THE COUNTY, THAT MAY HAVE AN IMPACT ON OUR FEE FOR SERVICE PROGRAMS AS WELL.

NEXT SLIDE. AND THEN THIS IS OUR COUNTY AVERAGE DAILY ATTENDANCE.

SO WE ALSO MONITOR THIS CLOSELY BECAUSE THAT WILL HAVE AN IMPACT ON OUR BASE FUNDING.

SO AS YOU CAN SEE FOR 24-25, WE ARE PROJECTING A DECREASE TO $218,000.

AND SO THOSE NUMBERS WILL BE CERTIFIED AT THE END OF THIS NEXT YEAR.

AND THEN OUR FUNDING SOURCES BY PROGRAM. SO THIS IS THIS IS A SNAPSHOT IN TIME OF THE TOTAL SCCOE REVENUE OF $422.66 MILLION.

THIS IS A SNAPSHOT IN TIME AS A FIRST INTERIM.

SO WE ADOPT OUR BUDGET FOR THE 24-25 FISCAL YEAR IN JUNE.

WE HAVE TWO REQUIRED REPORTING PERIODS THROUGHOUT THE YEAR.

WE HAVE TO COME BACK TO THE BOARD AND UPDATE OUR BUDGET FOR THE TIME PERIOD OF JULY 1ST TO OCTOBER 31ST.

SO THIS IS AS OF THAT TIME PERIOD. SO ANY CHANGES IN OUR BUDGET WE WE BROUGHT FORWARD HERE.

AND THIS IS JUST HIGHLIGHTING THOSE CHANGES. SO FOR FIRST INTERIM, 26% OF OUR BUDGET WAS OUR COUNTY OPERATIONS FOR MANDATED SERVICES, WHICH IS THE MONEY WE GET FROM THE STATE FROM OUR LCFF FUNDING.

THAT IS THE $37 MILLION THAT I THAT I PREVIOUSLY TALKED ABOUT, BUT IT ALSO INCLUDES THE PROJECTED $52 MILLION THAT WE DO HAVE TO SEND BACK TO THE STATE.

SO I WANT TO HIGHLIGHT THAT, 24% OF OUR BUDGET, THAT AMOUNT DOES FLUCTUATE, BECAUSE THAT'S A COMBINATION OF STATE FEDERAL GRANTS THAT WE DO RECEIVE. BUT AS WE GET NEW GRANTS OR GRANTS EXPIRE THAT NUMBER DOES FLUCTUATE.

3% IS OUR AVERAGE DAILY ATTENDANCE FOR OPPORTUNITY YOUTH ACADEMY.

OUR DEPENDENT CHARTER AND ALSO FOR OUR SCHOOL PROGRAM.

BUT THE LARGEST PORTION OF THAT IS 47%, WHICH ARE FEES PAID BY DISTRICTS.

THE LARGEST PORTION OF THAT FUNDING COMES FROM OUR SPECIAL EDUCATION PROGRAM.

AND SO I WANTED TO HIGHLIGHT THAT. NEXT SLIDE.

AND THEN AS FAR AS OUR OPERATIONAL COSTS BY PROGRAM OR BY THE TYPES OF FUNDING THAT WE DO RECEIVE, A SALARY COSTS ARE THE LARGEST. SO I WOULD SAY SALARY COSTS AND BENEFITS EQUATE TO ABOUT 76% OF OUR OVERALL BUDGET.

24.7%, OR $43.9 MILLION OF THAT COMES FROM OUR LCFF MONEY FROM THE STATE.

18.6% OR $32.99 MILLION COMES FROM GRANTS. 4.8%, OR $8.44 MILLION, COMES FROM AVERAGE DAILY ATTENDANCE, BUT THE BIGGEST PORTION, 51.9% OR $92 MILLION, COMES FROM FEES THAT OUR DISTRICTS PAY FOR OUR SERVICES.

SO THIS IS A CHART THAT I LIKE TO SHARE AS THE.

IT'S A SNAPSHOT OF THE VARIOUS GRANTS THAT OUR OFFICE DOES RECEIVE. AND AS YOU CAN SEE HEAD START, THAT'S ONE OF OUR OUR LARGER GRANT FUNDED PROGRAMS. THERE'S ABOUT 167.62 FULL TIME EQUIVALENTS THAT ARE FUNDED FROM THAT PROGRAM.

MIGRANT ED HAS ABOUT 20 OPPORTUNITY YOUTH ACADEMY TWO.

AND THEN WE HAVE OUR OTHER STATE FEDERAL GRANTS, WHICH INCLUDES OUR YOUTH HEALTH AND WELLNESS AND OTHER GRANTS THAT WE'VE RECEIVED AS ONE TIME FUNDING. NEXT SLIDE. THIS IS JUST A DIFFERENT VIEW OF IT.

SO IT'S THE SAME INFORMATION, BUT IT HAS IT BY THE DIFFERENT PROGRAMS AND BY OUR DIFFERENT BARGAINING UNITS. SO HOW MANY ARE CERTIFICATED.

HOW MANY ARE CLASSIFIED. HOW MANY ARE PSYCHOLOGISTS AND HOW MANY OF THE STAFF ARE FUNDED FROM GRANTS THAT ARE PART OF OUR LEADERSHIP TEAM.

AND THEN THIS JUST GIVES A BIGGER NUMBER. SO AS A FIRST INTERIM, WE HAD 1,531.52 FTES.

THE LARGEST AGAIN IS FUNDED BY FEES FOR DISTRICTS AT 868.44 FTES.

NEXT SLIDE. AND THEN THIS JUST GOES A LITTLE BIT FURTHER, BECAUSE THE FACT THAT THE AMOUNT OF FEES THAT SCHOOL DISTRICTS PAY FOR OUR PROGRAMING, I LIKE TO HIGHLIGHT THE DIFFERENT AREAS WHERE WE DO GET FEES FOR SERVICE.

SO SPECIAL ED IS THE LARGEST. BUT THEN WE HAVE OUR WALDEN WEST ENVIRONMENTAL PROGRAM THAT OUR DISTRICTS ENROLL THEIR STUDENTS IN.

WE HAVE SOME TECHNOLOGY SUPPORT SERVICES AS WELL.

SO ANOTHER PART OF OUR BUDGET DEVELOPMENT PROCESS IS WE HAVE AN INFLUX OF GRANTS PERIODICALLY THROUGHOUT THE YEAR.

SO WE HAVE GRANTS THAT WE APPLY FOR THAT ARE ON A COMPETITIVE BASIS, MEANING THAT THEY'RE GRANTS THAT COME UP THAT WE APPLY FOR THAT MAY BE MULTI-YEAR.

AND THEN WE HAVE GRANTS LIKE OUR HEAD START GRANT THAT WE HAVE THE APPLICATION PROCESS EVERY FIVE YEARS.

THE ONES THAT ARE SPONSORED, PROJECTS THAT ARE ONE TIME FUNDS OR FUNDS THAT THAT DO HAVE AN END DATE, WE MONITOR THOSE CLOSELY, ESPECIALLY IF THEY'RE TIED TO STAFFING.

SO THIS IS JUST A SNAPSHOT OF SOME OF THE GRANTS THAT WILL BE COMING TO AN END AT THE END OF THIS FISCAL YEAR IN JUNE OR HAVE COME COME TO AN END IN DECEMBER.

AND THEN SOME OF OUR BUDGET ASSUMPTIONS. THIS IS BASED ON THE GOVERNOR'S PROPOSED BUDGET. SO WE HAVE THE STATUTORY COLA.

WE HAVE THE CALIFORNIA CONSUMER PRICE INDEX. THE PRICE INDEX HAS NO BEARING ON THE STATE COLA.

HOW THE STATE DECIDES TO FUND US DOES NOT ALWAYS ALIGN.

AND IT'S ALSO BASED ON THE AMOUNT OF FUNDING THAT THE STATE HAS TO FUND THAT COLA.

WE HAVE OUR SALARY INCREASES THAT WE DID NEGOTIATE THIS YEAR AS WELL.

WE HAVE OUR EMPLOYER PAID HEALTH BENEFITS, WHICH IS ABOUT $25,167 PER EMPLOYEE.

THEN OUR RETIREMENT THAT WE'RE REQUIRED TO PAY AS WELL AS PERS.

AS YOU CAN SEE IN OUR PERS AREA, THAT IS AN AREA WHERE WE'RE CONTINUING TO SEE GROWTH YEAR AFTER YEAR.

SO IN OUR MULTIYEAR PROJECTION WE BUILD OUR BUDGETS.

ANY SALARIES WE HAVE TIED TO PERS WE'RE GOING TO SEE INCREASES IN THE RETIREMENT AREA.

AND THEN ALSO WHAT WE LOOK AT IS WE LOOK AT COMPETITIVENESS WITH THE THE AMOUNT OF SALARIES THAT OUR OFFICES HAVE HAS PROVIDED TO THE COST OF LIVING ADJUSTMENT.

AND SO, AS YOU CAN SEE, WE HAVE BEEN ABLE TO OUTPACE WHAT THE STATE HAS GIVEN US IN COLA AND GRANTED THAT JUST STARTED RECENTLY, BUT WE'VE MANAGED THAT VERY WELL AS FAR AS REMAINING COMPETITIVE.

SO WE ARE OUTPACING WHAT WHAT THE STATUTORY COLA HAS BEEN.

WE START THE PROCESS EARLY IN TALKING TO OUR DISTRICTS TO BETTER UNDERSTAND HOW MANY STUDENTS THEY'RE PLANNING TO ENROLL IN OUR PROGRAM FOR THE 25- 26 YEAR. SO THE MONTH OF JANUARY, WE STARTED EVALUATING HOW MANY STUDENTS WE'LL HAVE IN ALL THE VARIOUS CLASSROOMS. THIS MONTH, WE'RE ACTUALLY WORKING WITH DISTRICTS TO CONFIRM THEIR ENROLLMENT FOR THE 25-26 YEAR.

WE'RE ALSO REVIEWING OUR DISTRICT SITE LOCATIONS SO WE DON'T HAVE SPACE FOR SPECIAL ED PROGRAMING.

WE ACTUALLY HAVE TO RELY ON DISTRICTS FOR SPACE.

WITH SOME OF THE SCHOOL CONSOLIDATIONS IN THE AREA WHERE WE'RE LOOKING AT SPACES AS WE SPEAK, BECAUSE WE MIGHT HAVE TO BE MODIFYING SOME OF THE SPACE THAT WE'VE BEEN PROVIDED IN THE PAST, BUT MORE INFORMATION WILL COME ON COME ON THAT.

IN THE MONTH OF MARCH, WE OUR GOAL IS TO PROVIDE THE PROJECTED COST TO PROVIDE THE SERVICE PER STUDENT TO OUR SCHOOL DISTRICTS.

AND THEN IN APRIL/ MAY TIME FRAME, WE FINALIZED THE COST FOR THE SCHOOL YEAR.

NEXT SLIDE. SO OUR SPECIAL ED ENROLLMENTS WE HAVE FROM 2019-20 TO WHAT WE'RE PROJECTING FOR 24-25.

SO YOU CAN SEE THAT OUR ENROLLMENT KIND OF TOOK A DIVE DURING COVID TO ABOUT 840 STUDENTS.

IN 22- 23 IT CAME BACK UP TO 971. 23-24 IT SPIKED BACK UP TO 1,026.

BUT NOW FOR 24-25, WE'VE SEEN A REDUCTION IN OUR ENROLLMENT.

AND SO OUR CLASSES HAVE REMAINED STEADY AT ABOUT 119 CLASSES.

OTHER THINGS THAT WE'RE LOOKING AT WHEN WE LOOK AT SPECIAL ED ENROLLMENT IS IF WE SEE DISTRICTS THAT ARE IN A STATE OF DECLINING ENROLLMENT, THAT MAY ALSO IMPACT THE AMOUNT OF STUDENTS THEY HAVE TO ENROLL IN OUR PROGRAMS. NEXT SLIDE. AND THEN THIS IS JUST ANOTHER GRAPHIC ABOUT THE INCREASES IN THE COST.

SO THE PROGRAM COSTS BETWEEN 23-24 WAS $110 MILLION, AND THEY INCREASED TO $127.2 MILLION IN 24-25.

SO THAT'S THE AMOUNT OF MONEY THAT WE ARE PROJECTING TO RECEIVE FROM DISTRICTS.

AND THEN THESE ARE SOME OF OUR SPECIAL ED PROGRAMS ASSUMPTIONS.

SO STAFFING IS A LARGE PORTION OF THIS PROGRAM.

SO WHAT WE DO IS WE HAVE TO LOOK AT THE DIFFERENT CLASSIFICATIONS. AND THEN THE AVERAGE SALARY AND BENEFIT COST TO STAFF THESE CLASSROOMS. SO WE HAVE TO SHARE THIS INFORMATION WITH OUR DISTRICTS. SO THEY HAVE AN IDEA OF HOW MUCH THE CLASSROOM WILL COST PER STUDENT.

AND WE REALLY STRIVE TO KEEP THE COSTS AS COST EFFECTIVE AS POSSIBLE, BECAUSE AS THE DISTRICTS ARE EXPERIENCING DECLINING ENROLLMENTS, THEY'RE ALSO GOING TO BE RECEIVING A DECLINE IN THE SPECIAL ED FUNDING THAT THEY RECEIVE. AND SO WE'RE ALSO TRYING TO BE MINDFUL OF THAT.

OTHER BUDGETARY ASSUMPTIONS THAT DO HAVE A BIG IMPACT ON OUR BUDGETS IS OUR STRS AND PERS RATES.

SO THESE ARE STATUTORY REQUIREMENTS THAT AS EMPLOYERS, WE ARE REQUIRED TO PAY.

SO THAT JUST SHOWS THE INCREASE IN THE RATE ON THE PERS SIDE.

NEXT SLIDE. AND THEN THIS IS THE AMOUNT THAT WE'RE LOOKING AT FOR STRS AND PERS.

SO AS YOU CAN SEE, STRS IT'S PRETTY STATIC AT ABOUT $20 MILLION, BUT BECAUSE OF THE INCREASES IN PERS, WE'RE GOING TO BE IN THE UPWARDS OF ABOUT 30 TO $32 MILLION IN THE NEXT TWO YEARS BECAUSE THOSE COSTS CONTINUE TO RISE.

NEXT SLIDE. SO THIS IS OUR TIMELINE. SO I'LL WE'LL BE BACK HERE MARCH 5TH FOR OUR SECOND INTERIM FINANCIAL REPORT.

THAT WILL PROVIDE AN UPDATE OF THE 24-25 BUDGET FROM THE PERIOD OF JULY 1ST THROUGH JANUARY 31ST.

MARCH 19TH IS OUR BUDGET STUDY MEETING. MARCH.

MAY 14TH IS WHEN WE HOPE TO HAVE THE GOVERNOR'S MAY BUDGET REVISE.

WE HAVE OUR MAY 21ST BUDGET STUDY MEETING, AND THAT IS WHERE WE'LL TALK ABOUT WHAT'S IN THE MAY REVISE OUR PUBLIC HEARING FOR THE LCAP AND COUNTY SCHOOL SERVICE FUND BUDGET WILL COME BACK HERE. AND THAT HAS TO BE A PUBLIC HEARING THAT'S HELD TOGETHER WITH THE ADOPTION HAPPENING ON JUNE 18TH FOR THE LCAP AND OUR COUNTY SCHOOL SERVICE FUND BUDGET.

THAT CONCLUDES MY PRESENTATION AND I'M HAPPY TO ANSWER ANY QUESTIONS.

IN COMPARISON TO OTHER COUNTY OFFICES, HOW DO WE MEASURE WITH THAT? SO WE'RE ACTUALLY ONE OF THE HIGHEST. SO THERE'S ABOUT 11 OR 12 OTHER COUNTY OFFICES THAT GRADUALLY HAVE TRANSITIONED TO BEING BASIC AID.

WE'VE BEEN BASIC AIDE SINCE THE DAY WE WENT INTO THE LOCAL CONTROL FUNDING FORMULA.

SO WE'RE BY FAR THE HIGHEST. THERE'S NO OTHER COUNTY OFFICE THAT HAS SENT BACK AS MUCH PROPERTY TAXES AS WE HAVE.

YEAH, AND JUST LOOKING AT A LITTLE HISTORY OF THIS, AND IT'S JUST INCREASING THE NUMBER OF COUNTY OFFICES THAT IS PUTTING MONEY INTO THIS.

SO I THINK IT WOULD BE GREAT IF WE COULD TALK ABOUT THIS AND JUST SEEING HOW MUCH IT HAS RISEN OVER THE LAST 10 YEARS FROM $12-13 MILLION TO $52, IS IS IS CRAZY. AND SO MAKING IF WE'RE ABLE TO TALK ABOUT THIS ON OUR ON OUR ADVOCACY DAY, I THINK IT WOULD BE GOOD TO JUST BECAUSE NOT ON TOP OF OUR INCREASED NUMBER, OTHER COUNTY OFFICES ALSO INCREASING LIKE THAT. AND THOSE THAT MONEY THAT'S TAKEN, IT'S NOT EVER GIVEN BACK TO US.

AND THAT'S MONEY THAT'S JUST TAKEN FROM PUBLIC EDUCATION.

SO I THINK THE MORE THAT WE CAN AND REALLY ADDRESSING THIS PROBLEM I THINK WOULD BE JUST REALLY HELPFUL BECAUSE THAT MONEY COULD GO VERY FAR FOR SCHOOLS.

SO WHEN WE'RE DOING THE BUDGET DEVELOPMENT, WE'RE HAVING REGULAR MEETINGS WITH OUR HEAD START PARTNERS TO GET TIMELINES AND UPDATES ON SOME OF THOSE FUNDING.

AND THEN RELATED TO SPECIAL EDUCATION, HOW MANY COUNTY OR DO ALL COUNTY OFFICES OFFER SPECIAL EDUCATION SERVICES? NO. WE ARE ONE OF THE FEW COUNTY OFFICES THAT STILL PROVIDES SPECIAL ED SERVICES.

OKAY. AND I GUESS IN RELATION TO THE SCHOOL DISTRICTS, WHAT ARE SOME OF THE WAYS THAT WE'RE TRYING TO ENSURE THAT WE CAN CONTINUE TO OFFER THIS, ESPECIALLY MAKING IT ACCESSIBLE TO THE SCHOOL DISTRICTS COST WISE? YEAH. SO THAT'S A GREAT QUESTION. SO WHAT WE'RE DOING IS WE'RE CLOSELY MONITORING WITH OUR DISTRICTS THE DECLINE IN THEIR ENROLLMENTS AND THE OVERALL COUNTYWIDE DECLINE, BECAUSE THAT IMPACTS THE AMOUNT OF SPECIAL ED FUNDING THAT IS BROUGHT INTO THIS COUNTY FOR SCHOOL DISTRICT STUDENTS.

AS PART OF THAT, IT DOES ALSO LIMIT THE AMOUNT OF SPECIAL ED MONEY THEY GET.

SO WHATEVER OUR COSTS ARE, A LOT OF DISTRICTS ARE HAVING TO USE THEIR GENERAL FUND DOLLARS TO PAY FOR SERVICES.

SO WE'RE REALLY TRYING TO LOOK AT WAYS TO KEEP OUR COSTS AS COST EFFECTIVE AS POSSIBLE, WHILE STILL PROVIDING PREMIER SERVICES TO STUDENTS.

SO THAT'S ONE OF THE THINGS THAT WE REALLY LOOK AT DURING BUDGET DEVELOPMENT IS HOW MANY DISTRICTS ARE GOING TO ENROLL THEIR ENROLL THEIR STUDENTS. WHAT WILL THE COST BE BASED ON THE NUMBERS OF ENROLLMENT? AND THEN ALSO LOOKING AT OUR OPERATING COSTS AS WELL.

IT'S BECAUSE A LOT OF THE OF THE COVID DOLLARS HAD EXPIRED. AND SO WE WERE EXPECTING AND HAVE BEEN WATCHING THESE FUNDS AND THERE'S NO OPPORTUNITY FOR AN EXTENSION.

IT'S JUST THE INITIATIVE HAS ENDED. I JUST WANTED TO MAKE SURE WE WEREN'T, LIKE, COMPETING FOR SOMETHING THAT WE DIDN'T RECEIVE.

WE WERE RECENTLY NOTIFIED THAT DOWNTOWN COLLEGE PREP WOULD BE CLOSING THEIR DOORS WITHOUT A WHOLE LOT MORE INFORMATION THAN THAT, AND I KNOW THAT MANY MEMBERS OF THE BOARD HAD QUESTIONS AS TO HOW, WHAT AND WHY, AND THE PROCESS.

MY NAME IS MATT DOHERTY. I'M A PROGRAM ADMINISTRATOR WITH THE CHARTER SCHOOLS DEPARTMENT. I'M JOINED TONIGHT BY CYNTHIA TAPIA, FISCAL ADMINISTRATOR IN THE CHARTER SCHOOLS DEPARTMENT. I KNOW YOU JUST SAID ALL THAT. IT'S ALL RIGHT.

IT'S ALL GOOD. TONIGHT WE HAVE ONE ITEM ON WHICH TO UPDATE YOU THE CLOSURE OF DOWNTOWN COLLEGE PREP OR THE DCP NETWORK OF CHARTER SCHOOLS.

AT THEIR JANUARY 21ST BOARD MEETING, THE ACROSS THE BRIDGE FOUNDATION, THE GOVERNING BOARD FOR DCP VOTED TO SHUT DOWN OPERATIONS OF ALL THREE SCHOOLS IN THEIR NETWORK AS OF JUNE 30TH, 2025, DUE TO INSURMOUNTABLE FINANCIAL ISSUES.

BEFORE WE BEGIN, I WOULD LIKE TO CLARIFY THAT THIS BOARD ONLY AUTHORIZES DCP ALUM ROCK MIDDLE SCHOOL, ONE OF THE THREE IN THE NETWORK. SO THAT'S THE ONLY IMPACT TO THIS PARTICULAR BODY, IS THAT WE WILL NO LONGER BE AUTHORIZING DCP ALUM ROCK MIDDLE SCHOOL.

TO GIVE SOME BACKGROUND TO THE FINANCIAL CRISIS, AS IT IS REFERRED TO IN ALL OF DCPS OUTWARD COMMUNICATIONS.

THIS BEGAN IN ROUGHLY 2014 2016, WHEN THEY RECEIVED WHEN THEY WERE ISSUED 30 YEAR BONDS FOR ROUGHLY $34 MILLION.

THIS WAS TO ACQUIRE THE OLD SOUTHERN LUMBER BUILDING AND RENOVATE THAT, TO BECOME DCP EL PRIMERO AND DCP EL CAMINO HIGH SCHOOL AND MIDDLE SCHOOL, RESPECTIVELY. IN ADDITION, THEY ALSO USED THAT BOND MONEY TO BUILD A BUILDING ON THE OCALA MIDDLE SCHOOL CAMPUS THAT BECAME DCP ALUM ROCK MIDDLE SCHOOL.

IN 20 1920, BETWEEN 2019 AND 2023, THE COVID 19 ONE TIME FUNDS HAD BEEN KEEPING THEM AFLOAT.

THOSE RELIEF FUNDS BUT THEY CONTINUE TO EXPERIENCE DECLINING ENROLLMENT AFTER THE PANDEMIC ENDED AND SCHOOLS AS STUDENTS RETURN TO SCHOOL. IN BEGINNING IN THE YEAR, SCHOOL YEAR 2022-23 THE ORGANIZATION BEGAN OPERATING UNDER A DEFICIT.

AND THEN LAST YEAR, IF YOU'LL RECALL, THIS BOARD ENTERTAINED A MATERIAL REVISION TO REDUCE DCP ALUM ROCK FROM BEING A MIDDLE THROUGH HIGH SCHOOL, A 6 TO 12 TO BEING JUST A AN 8 THROUGH 12 BECAUSE THEY COULD NO LONGER AFFORD TO RUN THE 9 TO 12 PORTION OF THAT SCHOOL.

AND THEN AS OF THIS SCHOOL YEAR, THEY HAVE RECOGNIZED THE FINANCIAL CRISIS THEY ARE IN AND HAVE COME TO THIS PARTICULAR ACTION.

PRIOR TO THIS ACTION THIS YEAR, THEY HAVE TAKEN A NUMBER OF ISSUES, INCLUDING REDUCING THEIR CENTRAL OFFICE STAFF TO BARE BONES.

MOVING FROM THEIR CENTRAL OFFICE FROM THEIR LEASED FACILITY ONTO THE THE DCP EL CAMINO EL PRIMERO SITE.

THEY COLLABORATED WITH SBU SOUTH BAY EDUCATORS UNITED, THEIR ON SITE UNION TO FREEZE AT A 1% INCREASE.

THEY HAVE SOUGHT A LOAN FORBEARANCE ON THE BONDS AND THEY MODELED EVERY FINANCIAL SCENARIO THEY COULD THINK OF TO FIND SOME WAY TO STAY AFLOAT.

NEXT SLIDE PLEASE. THE CHARTER SCHOOLS DEPARTMENT HAS BEEN MONITORING DCPS FINANCIAL STATUS SINCE THE MATERIAL REVISION LAST YEAR, WHEN DCP ALUM ROCK HIGH SCHOOL WAS REDUCED TO JUST DCP ALUM ROCK MIDDLE SCHOOL AND DCP HAS ALSO BEEN AGAIN TAKING ALL OF THOSE STEPS I JUST NAMED TO MITIGATE THEIR FINANCIAL ISSUES SINCE THE CLOSURE OF DCP ALUM ROCK HIGH SCHOOL.

AT AN AUGUST 30TH MEETING WITH DCP AND THEIR INTERIM SUPERINTENDENT OR INTERIM CEO.

THAT WAS THE FIRST TIME THEY ACTUALLY MENTIONED TO US THAT IF THEY COULD NOT GET A LOAN, FORBEARANCE, CLOSURE WAS ON THE TABLE. AND SO WE HAVE BEEN MONITORING AND BEEN IN COMMUNICATION WITH THEM SINCE THAT POINT.

YEAH. TO ADD CONTEXT AT THAT POINT, THE AUGUST 30TH, 2024 MEETING, DCP TRULY BELIEVED THAT

THE BONDHOLDERS WERE IN A POSITIVE TRAJECTORY OF GRANTING THEM THAT FORBEARANCE.

THEY AT THAT MOMENT, DIDN'T HAVE ANY INDICATIONS THAT A DECISION AGAINST THEIR REQUESTS WOULD BE HAPPENING.

SO THEY VERY MUCH MOVED FORWARD WITH CONTINUING TO MODEL EVERYTHING AND PROVIDE EVERY SINGLE TYPE OF PROJECTION THAT THEY WERE ASKING THEM TO PROVIDE.

NEXT SLIDE, PLEASE. SO AS OF AUGUST 30TH OR, SORRY, OCTOBER 31ST THE DCP HAD TO REQUEST AN AUDIT EXTENSION DUE TO SWITCHING BACK OFFICE SERVICE PROVIDERS.

IF YOU'RE NOT FAMILIAR, CHARTER SCHOOLS FREQUENTLY OUTSOURCE A LOT OF THE FUNCTIONS LIKE PAYROLL AND HR FILES AND THINGS LIKE THAT TO A BACK OFFICE PROVIDER, COMPANIES LIKE EDTECH AND CHARTER IMPACT. THEY SPECIFICALLY HAD DMS AS A BACK OFFICE PROVIDER, AND THEY WERE SUPPORTING THEM THROUGH THE FISCAL YEAR OF 23-24, WHICH MEANT THEY WILL BE SUPPORTING THEM THROUGH THE AUDIT.

BUT THEY HAD ALSO CONTRACTED WITH CHARTER IMPACT TO BEGIN THE SUPPORT OF THOSE SERVICES BEGINNING WITH THIS FISCAL YEAR.

SO THEY HAD TWO OVERLAP PROVIDERS, IN ESSENCE, SUPPORTING THEIR FINANCIAL OPERATIONS.

SO AS PART OF OUR DUE OVERSIGHT, THEY SUBMITTED THEIR FIRST INTERIM TO US ON DECEMBER 15TH, AND THAT WAS THE FIRST TIME IT REFLECTED A DEFICIT SPENDING IN CASH BELOW OUR 60 DAY THRESHOLD FOR CHARTER SCHOOL VIABILITY.

THEN ON DECEMBER OR JANUARY 17TH, WE RECEIVED AN EMAIL FROM THE INTERIM CEO, VALERIE ROYALTEY-QUANDT, ABOUT THE FORBEARANCE NOT BEING ISSUED, ABOUT THEM NOT BEING ABLE TO COME TO ANY SORT OF AGREEMENT WITH THEIR BONDHOLDERS.

AND SHE FORWARDED US A COPY OF THEIR JANUARY 21ST BOARD AGENDA THAT INCLUDED AN AGENDA ITEM THAT LEFT ROOM FOR INTERPRETATION, BUT CLEARLY INDICATED THAT CLOSURE WAS THAT WAS THE POINT, THAT CLOSURE WAS GOING TO BE ON THE TABLE. AND THEN AFTER A LENGTHY DISCUSSION AND PRESENTATION OF ALL THE FINANCIALS TO A ROOM OF PARENTS AND STUDENTS WHO ATTENDED THAT BOARD MEETING ON JANUARY 21ST, THE DCP BOARD VOTED TO END OPERATIONS BY JUNE 30TH, 2025.

NEXT SLIDE AND I'M GOING TO THROW IT OVER TO CYNTHIA HERE.

YOU SURE YOU DON'T WANT TO DO THIS PART. NO I DON'T KNOW THIS. OKAY. AND JUST TO GIVE CONTEXT TO THE ACTUAL FINANCIAL SITUATION THAT LED TO THE DCP BOARD'S DECISION OF CLOSURE OF OLDER SCHOOLS, INCLUDING ALUM ROCK. WE WANT TO START WITH AN OVERVIEW OF THE FISCAL AND ENROLLMENT TRENDS OF DCP ALUM ROCK.

AND I WANT TO FIRST HIGHLIGHT THAT THE FIRST THREE FISCAL YEARS LISTED HERE ARE PREVIOUSLY REPORTED TO US AS PART OF THE DCP ALUM ROCK MATERIAL REVISION, AS A REDUCTION FOR THE GRADES THAT WE'RE SERVING.

MEANING THAT THIS REALLY IS A CONTINUATION OF THE SAME FISCAL CRISIS THAT HAD HIGHLIGHTED FOR US WHEN THEY CAME TO PETITION FOR THAT MATERIAL REVISION.

AND ONE THING TO NOTE FROM THOSE FIRST THREE YEARS IS THAT REVENUE AND EXPENDITURES WERE RELATIVELY STABLE, PREDOMINANTLY DUE TO ONE TIME COVID RELIEF FUNDS AND ADA BEING HELD HARMLESS.

BUT THE REALITY IS THAT ENROLLMENT HAD BEGUN A DOWNWARD TREND SINCE THEN.

SINCE LAST SPRING'S MATERIAL REVISION DCP ALUM ROCK REPORTED IN THEIR 23-24 SECOND INTERIM, A DEFICIT OF APPROXIMATELY $1 MILLION AND A 5% DECREASE IN ENROLLMENT, WHICH OBVIOUSLY RAISED A BIG CONCERN.

AND AS THEIR MOST RECENTLY SUBMITTED 24-25 FIRST INTERIM BUDGET, THEY CONTINUE TO PROJECT A GROWING DEFICIT.

MORE SPECIFICALLY, A $1.5 MILLION IN THIS FISCAL YEAR AND A FURTHER DECLINE IN THEIR RESERVES BECAUSE OF THAT DEFICIT.

AND THAT DEFICIT IS DRIVEN BY THAT 21% DECLINE IN ENROLLMENT IN ADA THAT IS IMPACTING THEIR REVENUES.

ALSO, THEIR FINANCIAL OUTLOOK FOR THE NEXT TWO FISCAL YEARS CONTINUE TO PROJECT AT THIS POINT, A STRUCTURAL DEFICIT THAT RAPIDLY WILL DEPLETE THEIR RESERVES AND IMPACT THEIR FINANCIAL STABILITY.

IT IS WORTH NOTING THAT THE BOND HOLDERS DID ASK DCP TO MODEL A BREAK EVEN BUDGET SCENARIO, AND TO GIVE YOU A SENSE OF WHAT THAT WILL LOOK LIKE FOR DCP THAT WOULD ACTUALLY BE 399 IN ENROLLMENT, WHICH IS BASICALLY DOUBLING THEIR CURRENT ENROLLMENT.

AND GIVEN WHAT WE'VE HEARD IN THE PRIOR PRESENTATION, LOCAL SCHOOL DISTRICTS AND CHARTER SCHOOLS ARE STRUGGLING WITH ENROLLMENT AS IT IS, INCLUDING CLOSURES AND CONSOLIDATION. SO IT JUST IT SEEMED LIKE A VERY UNREALISTIC PROJECTION TO PRETTY MUCH ESTABLISH FOR THEMSELVES THEY'LL BE SETTING THEMSELVES UP FOR FAILURE. IN ESSENCE, THAT'S WHAT THEY EXPLAINED. NEXT SLIDE.

ANOTHER VIEWPOINT OF THE DCP ALUM ROCK STRUCTURAL DEFICIT CAN BE REPRESENTED HERE.

AND YOU CAN SEE THAT EVEN THOUGH ADA AND REVENUES ARE DECLINING, EXPENDITURES, WHICH IS REPRESENTED BY THE PINK BAR REMAIN RELATIVELY UNCHANGED.

AND ONE OF THOSE DRIVERS IS RENT, WHICH IS APPROXIMATELY $1 MILLION A YEAR.

AND UNLIKE SCALABLE EXPENSES LIKE SALARIES, WHICH USUALLY GET ADJUSTED BASED ON STUDENTS ENROLLMENT IN ADA AND STUDENTS NEEDS, RENT WILL REMAIN PRETTY, PRETTY RELATIVELY STAGNANT EXPENSE, REGARDLESS OF HOW MUCH ADA THEY'LL BE RECEIVING AND HOW MUCH SMALLER THEY'RE GETTING.

SO THAT WILL THAT WILL BE A FUTURE IMPACT IF YOU WERE TO CONTINUE THAT CHART BEYOND 26-27, THAT WILL BE A LARGER PROPORTION OF THEIR EXPENDITURES RELATIVE TO HOW MUCH THEY'RE RECEIVING IN REVENUE.

NEXT SLIDE. LASTLY, ONE OF THE MOST EVIDENT AND IMMEDIATE DIRE SITUATIONS THAT DCP HAS IS THEIR CASH HEALTH. AS MENTIONED, WHEN THEY PRESENTED THEIR ADOPTED BUDGET, THEY WERE ALREADY PROJECTING DEFICIT SPENDING.

AND WITH THAT DECREASE IN REVENUES DUE TO DUE TO LOWER ADA THAT MEANT THAT CASH, LESS CASH WAS COMING IN.

AND SO THEY WERE PROJECTING TO END THIS YEAR WITH A NEGATIVE CASH BALANCE.

AND THEIR UPDATED REVISED BUDGET, WHICH IS SUBMITTED TO US IN MID-AUGUST.

BASED ON THE CONVERSATIONS THAT WE'RE HAVING WITH BONDHOLDERS AT THAT TIME, DCP MOVED FORWARD WITH UPDATING THEIR PROJECTIONS TO REFLECT THE COST ON THE RENTAL EXPENSES DUE TO THAT FORBEARANCE. AND THEREFORE A POSITIVE ENDING CASH BALANCE AT THE END OF THIS YEAR.

HOWEVER, WITHOUT THE BOND FORBEARANCE NOT MATERIALIZING BY THEIR FIRST INTERIM REPORT, DCP REFORECAST A VERY LOW CASH BALANCE. AND AND LIKE MATT SAID, IT'S VERY WELL BELOW THE 60 DAY THRESHOLD THAT IS RECOMMENDED IN THE IN THEIR ADDENDUM TO THE MOU THAT WE ALL ESTABLISH HERE IN THEIR MATERIAL REVISION.

IS THAT IS THAT 5 MEAN LIKE $5? THAT IS FIVE DAYS WORTH.

SO JUST TO GIVE YOU A SENSE, THE BOTTOM BLUE PORTION REPRESENTS HOW MANY AVERAGE DAILY EXPENDITURES THEY CAN AFFORD BASED ON THE CASH BALANCE AT THE END OF THE YEAR. SO THAT WOULD BE FIVE DAYS.

WITH OUR VERY EVIDENTLY REVIEW OF OUR DCP ALUM ROCKS, FIRST INTERIM REPORTING AND THE TRAJECTORY TOWARDS NOW A NEGATIVE FINANCIAL OUTLOOK ONCE AGAIN. WE, THE CHARTER SCHOOLS DEPARTMENT, BEGAN TO PREPARE TO PROVIDE YOU ALL AN UPDATE ON THIS SITUATION AND THE FINANCIAL HEALTH OF WHICH THEY WERE HEADING.

WE WERE PREPARING TO PRESENT THIS AT THE JANUARY 29TH MEETING THAT LATER ON GOT CANCELED.

AND AS MATT MENTIONED, ON FRIDAY, JANUARY 17TH, THE DCP BOARD MEETING AGENDA WAS POSTED FOR THE TUESDAY, JANUARY 24TH MEETING, AND WE WERE STUNNED TO LEARN THAT ONE OF THE AGENDA ITEMS POSTED SEEMED TO BE FOR THE BOARD TO MAKE THE DETERMINATION WHETHER THEY WILL CONTINUE OR DISCONTINUE OPERATING THE DCP SCHOOLS.

AS OF JUNE 30TH, 2025. NATURALLY, WE GOT ON THE PHONE WITH THE INTERIM EXECUTIVE DIRECTOR TO TRY TO ONE CONFIRM OUR UNDERSTANDING OF THEIR AGENDA ITEM AND TWO REALLY GET A FINAL UNDERSTANDING OF WHAT HAPPENED WITH THE FORBEARANCE.

ONE, SHE DID PRETTY MUCH CONFIRM THAT OUR UNDERSTANDING WAS CORRECT.

AND TWO, SHE DID VERY HEARTBROKENLY PRETTY MUCH EXPLAINED THAT UNFORTUNATELY, WHATEVER CONVERSATIONS THAT HAPPENED WITH THE BONDHOLDERS NEVER CAME TO LIGHT WITH A POSITIVE RESULT IN THEIR FORBEARANCE REQUEST, AND NO ANSWER WAS EVER GIVEN TO THEM, AND THEY NEEDED TO MOVE FORWARD FOR THE SAKE OF THEIR FAMILIES.

AND THEREFORE, THAT AGENDA ITEM GOT ADDED. AT THEIR TUESDAY, JANUARY 21ST MEETING OF WHICH WE ATTENDED, THE BOARD MADE THE DETERMINATION THAT THERE WAS NO FINANCIALLY VIABLE PATH FORWARD AND BY A VOTE OF SIX IN FAVOR, ONE ABSTENTION, FOUR ABSENT. THE DCP BOARD APPROVED FOR CLOSURE OF OLDER SCHOOLS.

AND I THINK MATT WILL BE GIVING YOU A SOME SUMMARY OF THE NEXT STEPS THAT THEY HAVE BEGUN AS THEY ARE TRANSITIONING THEIR FAMILIES FOR THIS CHANGE. SO SINCE EXECUTIVE DIRECTOR FAIRLEY AND I ATTENDED THE BOARD MEETING, WE'VE BEEN IN COMMUNICATION WITH THE DCP ORGANIZATION JUST TO GET A SENSE OF HOW THEY ARE WORKING WITH THEIR FAMILIES. AS YOU RECALL LAST YEAR WHEN THEY REDUCED DCP ALUM ROCK HIGH IT WAS THERE WAS A SENSE THAT IT WAS A LITTLE LATE IN THE GAME AND FAMILIES WERE KIND OF LEFT LOOKING FOR SCHOOLS THAT WOULD TAKE THEIR KIDS AFTERWARDS.

AND SO THEY REALLY HAD INTENDED TO MAKE THIS MOVE AS EARLY IN THIS PROCESS AS POSSIBLE, TO GIVE THEIR FAMILIES ADEQUATE TIME TO LOCATE THEIR NEXT,

YOU KNOW, SCHOOL. AND SO SINCE THEN DCP HAS BEEN SENDING OUT MEMOS IN ENGLISH, SPANISH AND VIETNAMESE TO THEIR COMMUNITY, OUTLINING HERE'S WHAT'S HAPPENING, EVEN PRIOR TO THE TO THE BOARD MEETING THEY SENT OUT A THREE PAGE PACKET THAT OUTLINES HOW DID WE GET HERE? WHAT DOES THIS MEAN? WHAT WILL WE BE DISCUSSING? AND THE BOARD MEETING ITSELF WAS VERY CROWDED.

THEY HAD HAD LOTS OF PARENTS, FAMILIES AND STUDENTS THERE AND PROVIDED ON SITE INTERPRETATION FOR THOSE FAMILIES THAT NEEDED IT.

AND THE MEETING ACTUALLY OPENED NOT WITH THE VOTE, BUT WITH A VERY LENGTHY PRESENTATION ON THE FINANCIALS.

SO MAKING EVERY ATTEMPT TO BE TRANSPARENT TO THEIR PUBLIC AS POSSIBLE.

AND THEN SINCE THEN THEY'VE, THEY'VE PUT OUT MULTIPLE COMMUNICATIONS TO THEIR FAMILIES AND COPIED US ON ALL OF THOSE.

THEY ON FEBRUARY 12TH, THEY'RE PLANNING TO HAVE A VERY SPECIFIC PD JUST FOR THEIR SPECIAL EDUCATION STAFF TO HELP PREPARE FOR THE LARGE, YOU KNOW, QUANTITY OF TRANSITION IEPS THAT THEY'LL BE HAVING.

ON FEBRUARY 13TH THEY HAVE PLANNED A SCHOOL ENROLLMENT FAIR, WHICH A MEMBER OF OUR DEPARTMENT WILL BE ATTENDING.

THEY'VE SENT INVITATIONS OUT ACROSS THE VALLEY TO THOSE LOCAL DISTRICTS, AND THEY HAVE GOTTEN RESPONSES FROM THE DISTRICTS AND THE CHARTER SCHOOLS THAT YOU CAN SEE THERE, AS WELL AS, I BELIEVE, CRISTO REY. THEY ARE GOING TO BE CONDUCTING PARENT MEETINGS, SPECIFIC PARENT MEETINGS THE DAY OF THE ENROLLMENT FAIR IMMEDIATELY PRIOR TO THE ENROLLMENT FAIR WITH THEIR NEWCOMER STUDENTS, SO THEY CAN HAVE AN INTERPRETER TALK THEM THROUGH WHAT'S GOING TO HAPPEN, WHY IS IT HAPPENING, AND THEN TAKE THEM OVER TO THE ENROLLMENT FAIR.

IN ADDITION, THEY'VE BEEN DESIGNING AND DELIVERING ADVISORY LESSONS TO THEIR MIDDLE SCHOOL STUDENTS TO ASSIST AND THEIR HIGH SCHOOL STUDENTS TO ASSIST THEM IN UNDERSTANDING WHAT THEIR OPTIONS ARE. AND THEY'VE JUST BEEN WORKING WITH THEIR IEP STUDENTS AS STUDENTS AS WELL TO BE PREPARED FOR WHAT'S COMING NEXT.

THESE ARE ALL VIA COMMUNICATIONS AND CONVERSATIONS WE'VE HAD WITH DCP.

ALUM ROCK PERSONNEL FILES WILL ALSO COME TO SCCOE FOR STORAGE, BUT THE FILES FOR EL CAMINO AND EL PRIMERO WILL GO TO SAN JOSE UNIFIED FOR STORAGE, AS THEY AS THEY WERE THEIR AUTHORIZER. AND WE ARE WORKING WITH DCP TO ENSURE THAT THAT COMMUNICATION IS CLEAR AND UNDERSTANDABLE TO PARENTS.

ON JANUARY 18TH, I WAS AT A COMMUNITY LISTENING SESSION ORGANIZED BY CARAS IN GILROY, AND MANY COMMUNITY MEMBERS SPOKE ABOUT THE IMPACT OF THE FEAR OF IMMIGRATION RAIDS.

IN FACT, PEOPLE SAID THAT THEY WERE BEING SOLD THE RED CARDS FOR $5 EACH.

SO IT WOULD BE GREAT IF SCCOE HELPS IN THAT REGARD.
