KHANG CHALLENGES HIMSELF WITH A FULL ACADEMIC SCHEDULE AND ELECTIVES LIKE 3D ART AND COOKING.

KING IS HIGHLY MOTIVATED TO LEARN EVERY DAY, SAID CHRISTINE FINNSTROM, KING'S TEACHER IN THE DEAF AND HARD OF HEARING PROGRAM.

HE CONSISTENTLY SEEKS OPPORTUNITIES TO CHALLENGE HIMSELF.

FINNSTROM ALSO SHARED THAT SHE CONTINUES TO BE IMPRESSED WITH KING'S IMPROVEMENT, ESPECIALLY IN MATH AND COMMUNICATION.

HE HAS DEMONSTRATED HIS ABILITY TO ANALYZE TOUGH MATH EQUATIONS AND COMMUNICATE IN COMPLETE SENTENCES IN AMERICAN SIGN LANGUAGE.

KING WILL GRADUATE THIS YEAR AND PLANS TO ATTEND COMMUNITY COLLEGE.

AFTER COMMUNITY COLLEGE, HE IS INTERESTED IN ATTENDING THE NATIONAL TECHNICAL INSTITUTE FOR THE DEAF IN ROCHESTER, NEW YORK. ON BEHALF OF THE COUNTY BOARD OF EDUCATION.

THE CULINARY PROGRAM HAS STARTED. RIGHT NOW, WE ARE WORKING TOWARDS GETTING OUR FOOD HANDLERS CARD CERTIFICATION.

THIS CARD IS VALID FOR THREE YEARS AND GIVES US THE OPPORTUNITY TO WORK IN THE FOOD SERVICE INDUSTRY.

ALSO AT OSBORNE, STUDENTS ARE GIVEN THE CHANCE TO EARN EXTRA CREDITS OR RECOVER ANY CREDITS.

THIS IS AN OPPORTUNITY FOR STUDENTS WHO WANT TO GET CAUGHT UP WITH THEIR WORK OR BUILD THEIR ACADEMIC SKILLS.

THIS IS SOMETHING THAT I'M TAKING ADVANTAGE OF CURRENTLY.

TODAY THERE WAS A DISTRICT REPRESENTATIVE MEETING THAT WAS HELD AT BLUE RIDGE.

STUDENTS IN THE LIUNA PROGRAM WERE ABLE TO SHOWCASE THEIR NEWLY LEARNED TRAFFIC CONTROL SKILLS TO DIRECT THE DISTRICT PARTNERS TO PARK DISTRICT PARTNERS WERE ALSO ABLE TO SEE ALL THE DIFFERENT PROJECTS THE STUDENTS HAVE BEEN WORKING ON IN THE DIFFERENT CTE PROGRAMS OFFERED AT THE RANCH.

LAST WEEK AT SOUTH COUNTY COMMUNITY SCHOOL, STAFF AND STUDENTS CAME TOGETHER TO HOLD AN ART EXHIBIT TO SHOWCASE DIFFERENT ART PIECES CREATED BY THE STUDENTS.

FOOD THAT WAS ALSO PREPARED BY THE STUDENTS WAS SERVED.

PARENTS AND DIFFERENT COMMUNITY BASED ORGANIZATIONS WERE ABLE TO WALK WERE ABLE TO COME WALK THROUGH THE EXHIBIT.

IT WAS A HUGE SUCCESS, AND THE STUDENTS WERE VERY HAPPY THAT EVERYONE APPRECIATED THE ARTWORK AND FOOD.

I AM HERE WITH A PETITION. I EMAILED THIS TO YOU YESTERDAY AND I CAN TELL YOU THAT ALTHOUGH SELPA STAFF IS DOING A LOT, THIS DOES NOT SUIT THE LOCAL NEEDS OF EACH DISTRICT.

I'M HERE TO ASK YOU TO PLEASE REQUEST THAT ALL SCHOOL DISTRICTS IN THE COUNTY FORM BOARD COMMITTEES FOR SPECIAL EDUCATION, SO THAT WE CAN HAVE LOCAL ACTION. I'M ESPECIALLY CONCERNED FOR PARENTS WHO DON'T SPEAK ENGLISH, PARENTS WHO HAVE A HARD TIME WITH TRANSPORTATION THEY NEED.

HINMAN AND BOARD MEMBERS. I'M HERE TODAY AS A PARENT OF A CHILD WITH DISABILITIES, SPECIFICALLY DEAF AND HARD OF HEARING WITH ADDITIONAL DISABILITIES.

AND AS A SELPA CAC REP, I AM GOING OFF OF WHAT CHRISTINE HAD SAID.

WE ARE CONCERNED THAT OVER THE PAST YEAR, WE'VE CONSOLIDATED 20 DISTRICTS INTO ONE NORTHWEST SELPA WITHOUT ENOUGH COLLABORATION WITH PARENTS TO INDIVIDUALLY AFFECT THEIR VOICES AND THEIR CHILD'S EDUCATION WITHIN DISTRICTS.

AND NOT ONLY THAT, NOW WE'RE FACING COUNTYWIDE ISSUES WITH LAYOFFS AND PROGRAMS POSING.

I'M CONCERNED THAT A DECLINING ENROLLMENT ALONE IS NOT THE REASON WHY KIDS ARE LEAVING THE PROGRAM.

I BELIEVE THAT DENIED ENROLLMENT IS REALLY CAUSING 300 OF OUR STUDENTS TO BE COUNTED AS LEAVING COUNTY PROGRAMS AND GOING BACK TO DISTRICTS.

YET WHEN HEARING FROM PARENTS FROM DISTRICTS, THEY ARE NOT BEING SERVED WELL THERE EITHER.

SO PLEASE LOOK. OUR NEXT SPEAKER IS DAN MASON.

TWO WEEKS AGO, AT THIS MEETING, IT WAS SHOWN THAT PRIOR TO ANY PROPOSED GENERAL FUND JOB CUTS, WE WERE MEETING OUR BUDGET OBLIGATIONS FOR THE NEXT TWO FISCAL YEARS AND HAD BEEN GIVEN AN A+ RATING IN A RECENT AUDIT.

IT CAN BE HARD ENOUGH FOR STAFF WHEN JOB CUTS ARE EXPERTLY PLANNED AND APPLIED WITH PRECISION AND INTEGRITY, AND WHEN THE REASONINGS ARE COMMUNICATED TRANSPARENTLY, TRANSPARENTLY.

THESE GENERAL FUND JOB REDUCTIONS ARE ALL THE MORE SO DISHEARTENING DUE TO THE LACK OF THESE COMMON SENSE PRACTICES.

INSTEAD, UPPER LEVEL LEADERS THAT WOULD HAVE BROUGHT INTEGRITY TO THE PROCESS HAVE ALREADY BEEN PURGED AT NON-TRIVIAL COSTS.

AND TRANSPARENCY IS A CONCEPT THAT THIS BOARD MAJORITY AND THE INTERIM SUPERINTENDENT HAVE REPEATEDLY SHOWN THAT THEY HAVE NO INTEREST IN.

WE HAVE SEVERAL UPDATES. DURING MONDAY'S LABOR MANAGEMENT COMMITTEE MEETING, WE DISCUSSED THE FOLLOWING ISSUES.

LACK OF COMMUNICATION. THE NEED OF STAFF CALENDARS FOR THE UPCOMING SCHOOL YEAR, WEAPONIZING OF JOB DESCRIPTIONS TO DENY ACCOMMODATIONS STILL TO BE COMPLETED, RECLASSIFICATION STUDY THAT WAS NEGOTIATED IN 2022.

ELIMINATION OF POSITIONS WITHOUT NOTIFYING THE UNION AND MONITORING WORKERS ONLINE STATUS IN TEAMS. WE ARE IN THE FOURTH WEEK OF THE ALTERNATE WORK LOCATION PILOT, WHICH HAS 45 MEMBERS OUT OF 106 APPLICANTS.

THESE PARTICIPANTS ARE ABLE TO WORK FROM A LOCATION THAT IS NOT THEIR REGULAR WORK SITE ONE DAY PER WEEK.

NO ISSUES HAVE BEEN REPORTED BY THE WORKERS. FOR SAFETY, WE STILL NEED COLLABORATION AND TIME FOR STAFF TO PROBLEM SOLVE WITH THE MANAGEMENT SO THAT ONE ADULT IS NOT ALONE WITH A STUDENT OR STUDENTS FOR SAFETY AND THE SAFETY AND STAFF OF STUDENTS.

MANAGEMENT. MANAGEMENT MUST MAKE THIS A PRIORITY.

THE IMPACT OF THE FEDERAL GOVERNMENT'S DECISIONS AROUND HEAD START AND MEDICAID CONTINUE TO BE A CONCERN.

WE HOPE THAT THE BOARD WILL APPROVE THE HEAD START APPLICATION TONIGHT AND THAT IT CAN BE SUBMITTED ON TIME.

ADDITIONALLY, SCC CURRENTLY RECEIVES ABOUT 1.5 MILLION ANNUALLY IN REIMBURSEMENT FOR MEDICAL SERVICES PROVIDED TO SCC ENROLLED SPECIAL EDUCATION STUDENTS WITH FUNDS USED TO SUPPLEMENT SERVICES, PURCHASE MATERIALS USED IN THERAPY SESSIONS, AND PROFESSIONAL DEVELOPMENT FOR THE SERVICE PROVIDERS.

PSA IS A VERY SMALL GROUP COMPRISED OF THE PSYCHOLOGIST AND THERAPISTS THAT SERVE OUR STUDENTS MENTAL HEALTH NEEDS ACROSS MULTIPLE AREAS OF THE COUNTY, INCLUDING ALT AND OIA, AND ALL THE VARIOUS AREAS WITHIN SPECIAL EDUCATION.

THE RECENT LAYOFFS HAVE IMPACTED OUR GROUP TO THE TUNE OF 36% OF OUR WORKFORCE.

THIS IS A LEVEL THAT SEEMS UNPRECEDENTED TO THE OTHER GROUPS WITHIN SPECIAL EDUCATION.

THESE SIGNIFICANT CUTS ALSO COME AT A TIME IN WHICH OUR MEMBERS HAVE ALREADY BEEN SHARING THAT THEY'RE OVERWHELMED AND SPREAD TOO THIN TO MEET THE DEMANDS OF THEIR JOB.

A SURVEY WAS COMPLETED BY OUR MEMBERS IN JANUARY, IN WHICH 100% OF OUR MEMBERS REVEALED THAT THEY WERE NOT ABLE TO COMPLETE THEIR JOB WITHIN THEIR WORKWEEK AND WERE HAVING TO SPEND SIGNIFICANT AMOUNT OF TIME OUTSIDE OF THEIR WORKWEEK IN ORDER TO KEEP UP WITH THE DEMANDS OF THE WORK.

100% OF THE MEMBERS REPORTED WORKING AN AVERAGE OF 5 TO 6 HOURS DURING THE WORKWEEK TO KEEP UP WITH WHAT THEY NEED TO DO.

ADDITIONALLY, 88% OF THE MEMBERS REPORT NEED TO WORK UP TO 20 HOURS ON THE WEEKENDS IN ADDITION TO THE 5 TO 6 HOURS DURING THE WEEK, JUST TO KEEP UP WITH THE DEMANDS OF THE JOB. 90% OF OUR GROUP REPORT NOT GETTING CONSISTENT DUTY FREE LUNCHES, AND 50% OF OUR GROUP REPORT NEVER GETTING A DUTY FREE LUNCH.

IF THIS DOES NOT PAINT A PICTURE FOR YOU OF HOW SPREAD THIN WE ALREADY ARE, I DON'T KNOW WHAT WILL.

AND THAT IS WITHOUT THE 36% OF OUR JOB BEING CUT, 36% OF OUR WORKFORCE BEING CUT.

IT'S TERRIFYING TO THINK WHAT OUR SERVICES TO STUDENTS WILL LOOK LIKE AFTER THESE CUTS.

FURTHER, IT'S VERY DISHEARTENING THAT BOTH OF THE LEAD PSYCHOLOGISTS WHO WERE SELECTED BY THEIR PEERS TO BE LEADS, GIVEN THEIR SKILL SET, KNOWLEDGE AND RELATIONSHIPS, THEY HAVE RECEIVED LAYOFF NOTICES.

THESE ARE THE PEOPLE WHO ARE RESPONSIBLE FOR PLANNING OUR PROFESSIONAL DEVELOPMENT, RUNNING OUR MONTHLY MEETINGS AND FOR MAKING OUR CASELOADS FOR NEXT YEAR.

FURTHERMORE, THE THERAPEUTIC PROGRAM HAS BEEN ENTIRELY ELIMINATED.

THESE ARE HIGHLY UNIQUE AND HIGHLY INDIVIDUALIZED PROGRAMS THAT SERVE STUDENTS IN THEIR MOST ACUTE TIMES OF NEED.

THESE ARE STUDENTS WHO WERE GENERAL EDUCATION STUDENTS AND FACED A CRISIS OR SOMETHING, AND THEY EXHIBITED EXTERNALIZING OR INTERNALIZING BEHAVIORS THAT ARE SO SIGNIFICANT THAT THEY ARE NO LONGER SAFE IN THE GENERAL EDUCATION ENVIRONMENT.

OUR PROGRAM COMES ALONGSIDE THEM AND TEACHES THEM SKILLS TO BE ABLE TO COPE WITH THE HIGHS AND LOWS THAT LIFE THROWS AT THEM IN A SAFE WAY, AND PROMOTES THEM TO GO BACK INTO THE GENERAL EDUCATION ENVIRONMENT AND GO BACK TO BE PRODUCTIVE MEMBERS OF SOCIETY, WHICH IS ALWAYS OUR GOAL. WITH THE ELIMINATION OF THIS PROGRAM, THERE HAS BEEN A LOT OF COMMENTS THAT IT'S FINE.

THEY CAN GO TO A NONPUBLIC SCHOOL, BUT OF COURSE, WE KNOW THAT THE IDEA REQUIRES THAT FREE AND APPROPRIATE PUBLIC EDUCATION BE PROVIDED IN THE LEAST RESTRICTIVE ENVIRONMENT THAT WILL MEET THEIR NEEDS. A NONPUBLIC SCHOOL SETTING IS A MUCH MORE RESTRICTIVE SETTING.

OUR COUNTY OPERATED PROGRAMS ARE ON REGIONAL CAMPUSES THAT ARE ON COMMUNITY CAMPUSES.

OUR STUDENTS ARE EMBEDDED WITHIN THE COMMUNITY.

OUR STUDENTS HAVE FRIENDS IN THE MAINSTREAM. OUR STUDENTS ARE ATTENDING MAINSTREAM CLASSES IN THE CLASSES THAT THEY'RE ABLE TO BE SUCCESSFUL IN.

THEY ARE ABLE TO GO TO SCHOOL DANCES, SCHOOL ASSEMBLIES, SCHOOL RALLIES.

WE'VE EVEN BEEN INVITED ON ALL SCHOOL FIELD TRIPS TO GO TO OUR COLLEGE CAMPUSES.

GIVING THESE STUDENTS A HOPE AND A FUTURE WITH NOT NEEDING THE INTENSIVE SUPPORT OF OUR PROGRAMS THESE STUDENTS HAVE, MANY OF THEM, HAVE ATTEMPTED THEIR OWN LIFE OR HAVE BEEN HOSPITALIZED FOR THINKING ABOUT IT.

THESE STUDENTS HAVE CRITICAL, CRITICAL CARE NEEDS, AND CHANGES IN THEIR PROGRAMS CAN BE DETRIMENTAL TO THEM.

OUR GROUP UNDERSTANDS THE NEED TO BE FISCALLY RESPONSIBLE, AND WE WANT TO SUPPORT YOU IN THAT.

WE DO HAVE QUESTIONS ABOUT THE DECLINING ENROLLMENT.

WE AS PSYCHOLOGISTS WORK REGULARLY WITH OUR DISTRICT PARTNERS, AND WE REGULARLY HEAR FEEDBACK FROM OUR DISTRICT PARTNERS THAT THEY ARE BEING TOLD TO TAKE THEIR PROGRAMS BACK, TO TAKE THEIR STUDENTS BACK.

THAT THE CO DOES NOT WANT TO RUN THESE CLASSES, OR THAT THEY'RE BEING TOLD THAT THE REFERRALS.

WE ARE NOT ACCEPTING REFERRALS OR THAT OUR CLASSES ARE FULL.

SO SOMEWHERE THERE IS A DISCONNECT BETWEEN US BEING TOLD THAT THE DISTRICTS ARE NOT SENDING THEIR KIDS AND THE DISTRICTS TELLING US THAT THEY ARE NOT ABLE TO SEND THE KIDS.

FINALLY, ON A PERSONAL NOTE, DR. HINMAN, I FIND IT REALLY DISHEARTENING THAT I'VE HEARD YOU SAY AT THE LAST SEVERAL BOARD MEETINGS THAT YOU'VE BEEN MEETING WITH THE BARGAINING UNITS TO DISCUSS THESE LAYOFFS. AS I SAID AT THE BEGINNING, I'M MEGAN PAYNE AND I AM THE CWA REPRESENTATIVE.

YOU'VE NEVER EMAILED ME PERSONALLY. YOU'VE NEVER SPOKEN TO ME ON THE PHONE AND YOU'VE NEVER COME TO MY SITE.

AND YET WITHOUT COLLABORATING WITH ME, 36% OF OUR UNIT HAS BEEN CUT, GREATLY IMPEDING THE ABILITY THAT WE WILL HAVE TO SERVE OUR STUDENTS.

COUNTY PSYCHOLOGISTS HAVE A VERY UNIQUE ROLE COMPARED TO A DISTRICT PSYCHOLOGIST, A ROLE THAT MANY MIGHT NOT UNDERSTAND THE DISTRICT'S DIFFERENCES UNLESS YOU'RE ABLE TO COME ALONGSIDE US AND SEE IT IN THE DISTRICT.

A PSYCHOLOGIST MIGHT SUPPORT ONLY 10 TO 20% OF THE STUDENTS AND THEIR MENTAL HEALTH NEEDS IN THE COUNTY.

EVERY STUDENT ENROLLED IS A STUDENT WHO RECEIVES SERVICES AND SUPPORT FROM US.

IT'S A VERY DIFFERENT SITUATION. WE WANT TO WORK WITH YOU AND FIND WAYS THAT WE CAN BE FISCALLY RESPONSIBLE AND YET MAKE CUTS THAT ARE NOT GOING TO IMPEDE OUR ABILITY TO SERVE OUR STUDENTS. THANK YOU. THANK YOU.

DESPITE OUR MOU STATING THAT IT WOULD BE IMPLEMENTED THIS YEAR, THE SWWAT TEAM IS FINALLY CLOSE TO FINALIZING THE WORKLOAD TOOL, MARKING A SIGNIFICANT STEP TOWARDS IMPROVED WORKLOAD MANAGEMENT FOR SLPS.

DISCUSSIONS WILL CONTINUE AS WE WORK TOWARDS EFFECTIVE SOLUTIONS.

THAT SAID, WE ARE DEEPLY CONCERNED ABOUT SOME OF THE INCONSISTENT AND CONFLICTING INFORMATION PROVIDED TO OUR MEMBERS REGARDING THE RECENT LAYOFFS AND CLASSROOM CLOSURES, RAISING SERIOUS CONCERNS ABOUT THE DECISION MAKING PROCESS AND WHO WAS INVOLVED AND ALSO ULTIMATELY RESPONSIBLE FOR THESE CUTS. NOBODY SHOULD BE MISREPRESENTED, AND ONE OF THE GOALS BEHIND ASKING THESE QUESTIONS IS TO GET TO THE BOTTOM OF WHAT'S HAPPENING.

THIS IS WHAT STAFF WERE TOLD. DR. HINMAN ACTED ALONE, THAT THE LAYOFFS AND CLOSURES WERE SOLELY HIS DECISION, AND SPECIAL EDUCATION LEADERSHIP HAD NO PRIOR KNOWLEDGE AND NO INPUT INTO THE DECISIONS.

SPECIAL EDUCATION JUST PROVIDED THE DATA. THE SPECIAL EDUCATION DEPARTMENT HAS SOUGHT TO PROTECT ALL JOBS, BUT DR. HINMAN MOVED FORWARD UNILATERALLY. WHY DO WE STILL NEED 15 MANAGEMENT POSITIONS FOR 16 CENTERS? SPECIAL EDUCATION 16 CLASSROOMS ARE CLOSING 16 YET THE NUMBER OF MANAGEMENT AND SPECIAL EDUCATION SEEMS MINIMALLY IMPACTED, WITH ONE POSITION CUT. AND THAT POSITION CUT WAS MADE TO A VERY RECENTLY ADDED POSITION AND ANOTHER CUT THAT MAY MOST LIKELY, AND RIGHTLY, WE UNDERSTAND, BE BROUGHT BACK UNDER A DIFFERENT JOB TITLE.

WE'RE JUST NOT ABLE TO UNDERSTAND HOW WITH 16 CLASSROOM CLOSURES, WE ARE ABLE TO MAINTAIN AN ALMOST IDENTICAL WORKFORCE IN SPECIAL EDUCATION

IN FEBRUARY, WE HAD PRESENTED OUR GOALS AND OBJECTIVES, AS WELL AS OUR SELECTION CRITERIA AND FINDINGS TO THE OF THE COMMUNITY ASSESSMENT TO OUR POLICY COUNCIL PLANNING COMMITTEE. THESE ARE DERIVED FROM NOT JUST REGULATIONS FROM OUR HEAD START PROGRAM PERFORMANCE STANDARDS AND THE HEAD START ACT.

IT ACTUALLY IS LARGELY COMPOSED OF DIFFERENT STAKEHOLDERS AS WELL AS OUR COMMUNITY ASSESSMENT.

SO THE FIRST GOAL THAT WE HAVE IS TO IMPROVE SYSTEMS IN ENROLLMENT.

SO THE PROGRAM WILL REGULARLY EXAMINE THE ENROLLMENT PROCESS TO ENSURE THAT FAMILIES AND COMMUNITIES NEEDS CAN BE BEST SERVED.

FROM THE MOMENT THEY'RE INTERESTED, ALL THE WAY TO WHEN THEY GET TO ENTER INTO OUR CLASSROOMS. SO IT STARTS WITH THE INTEREST AND THE INITIATION OF THE APPLICATION.

AND ONCE ALL THE DOCUMENTS ARE COMPLETED, THEY ARE SUBMITTED AND OUR IRC TEAM REVIEWS THE ELIGIBILITY OF THE FAMILY.

ONCE THE CHILD IS ELIGIBLE OR THEIR ELIGIBILITY IS DETERMINED, THEY'RE PLACED ON A WAITING LIST.

ONCE THEY'RE ON A WAITING LIST AND THERE IS ROOM IN A CLASS, SELECTION OCCURS, AND AT THIS TIME, SELECTION IS BASED ON THE CHILD'S HIGHEST NEED AND AVAILABILITY OF SPACE.

OF COURSE, AND AT THIS POINT, THE GREEN IS WHEN THE SELECTION CRITERIA COMES INTO PLAY.

BECAUSE ELIGIBILITY POINTS ARE ALLOCATED BASED ON THE SET NUMBER OF POINTS ALLOCATED FOR EACH SELECTION.

ONCE A CHILD IS SELECTED, THEY ARE ACCEPTED INTO THE PROGRAM AND WE PROVIDE NOTICE TO THE FAMILIES AND ONCE THEY AGREE, AN INTAKE OCCURS IN WHICH WE GET A FAMILY READY FOR THE CHILD TO ENTER.

SO AT THIS POINT, WE MAKE SURE THAT WE'RE COLLECTING ALL OF THEIR REQUIRED DOCUMENTS, SUCH AS THEIR PHYSICALS AND DENTALS, OR ANY NUTRITIONAL OR HEALTH CONCERNS THAT MIGHT ARISE.

AND ONCE THAT HAPPENS, THE CHILD'S START DATE IS DETERMINED AND THEY GET TO COME INTO THE CLASSROOM.

SO WITH THAT, THE SELECTION CRITERIA IS VERY IMPORTANT.

AND THE ELIGIBILITY POINTS ARE VERY IMPORTANT. GIVEN THAT A CHILD IS DETERMINED, THEIR ACCEPTANCE IS DETERMINED ON THIS.

SO WE WANTED TO PROVIDE YOU WITH WHAT WE ARE USING FOR 2526.

THE SELECTION CRITERIA IS BASED ON OUR COMMUNITY ASSESSMENT.

SO ALL THE INFORMATION THAT WE'VE BEEN ABLE TO GATHER.

SECONDLY, IF YOU ALSO LOOK AT THE CALCULATIONS BASED ON THE HEAD START PROGRAM PERFORMANCE STANDARDS AND THE HEAD START ACT, CHILDREN WHO ARE INCOME AND CATEGORICALLY ELIGIBLE ALWAYS HAVE THE HIGHEST NUMBER OF POINTS, BECAUSE THE WHOLE IDEA OF HEAD START AND THE PHILOSOPHY BEHIND HEAD START IS TO ALWAYS PROVIDE STUDENTS THE OPPORTUNITY TO ENROLL IN OUR PROGRAM WHO HAVE THE HIGHEST NEED. SO THE FUN PART IS OUR BUDGET FOR 2526.

SO WE BROKE IT DOWN. WE BROKE IT BASED ON THE GRANT.

SO THIS IS OUR HEAD START EARLY HEAD START BASIC GRANT.

IT TOTALS IN 33.5 MILLION. AS YOU CAN SEE, MAJORITY OF THE FUNDS ARE ACTUALLY HITTING OUR PERSONNEL AND FRINGE AS WE HAVE A LOT OF DIRECTLY OPERATED PROGRAMS AND OR WE PROVIDE MOST OF OUR SERVICES.

AND THEN FOLLOWING IT COMES INTO OUR CONTRACTUAL AND IN OUR CONTRACTUAL IS LARGELY THINGS LIKE OUR MEAL VENDING PROGRAM AS WELL AS OUR PARTNERS WHO WE ARE ABLE TO CONTRACT WITH TO SERVE ADDITIONAL CHILDREN.

THEN FOLLOWING WE HAVE OUR OTHER CATEGORY AND THEN OUR SUPPLIES.

WHEN IT COMES TO OUR EARLY HEAD START, CCP MAJORITY OF THE FUNDS ARE BEING ALLOCATED INTO OUR CONTRACTUAL BECAUSE THESE PROGRAMS ARE TYPICALLY RUN BY FAMILY CHILD CARE HOMES AS WELL AS OUR CENTERS.

SO I WOULD LIKE AN AGENDA ITEM ABOUT WHO, WHO AND WHY THE DECISIONS ARE MADE.

IT'S CURIOUS THAT WE ARE IN THE THROES OF SUCH A FINANCIAL CRISIS RESULTING IN MASSIVE CLASS CLOSURES AND LAYOFFS.

BUT THEN A VERY COSTLY DECISION WAS MADE TO INCREASE AND STANDARDIZE ALL STUDENT EOC MINUTES, HOW OUR DISTRICTS ARE GOING TO MANAGE TRANSPORTATION WITH THE START AND FINISH TIME THE SAME ACROSS ALL COUNTY CLASSES.

IT IS DIFFICULT NOW, EVEN WITH THE STAGGERED START TIMES WITH STUDENTS DRIVING ALL OVER THE COUNTY BEFORE AND AFTER SCHOOL, DROPPING OFF AND PICKING UP AT MULTIPLE SITES.

EXTRA DRIVERS AND ROUTES WILL BE NEEDED TO ACCOMMODATE THE SAME BELL SCHEDULE ACROSS CLASSES.

HOW ARE THE DISTRICTS AND SCCO GOING TO AFFORD THE OVERTIME NECESSARY FOR CUSTODIANS AND OFFICE STAFF THAT ARE USUALLY WAITING FOR US DURING EOC TO LOCK UP AND ALARM THE BUILDINGS? HOW IS THE CCU GOING TO AFFORD? THE EXTRA PAY FOR INCREASED PAIR HOURS? HAS A FINANCIAL IMPACT OF EXTENDING THE SCHOOL DAY ON THE MANAGEMENT AND COORDINATION OF CLASSROOM CLOSURES AND MOVES BEEN ANALYZED.

NOW, WITH NO TIME AT THE END OF THE SCHOOL DAY AFTER STUDENTS LEAVE, THERE WILL BE NO TIME TO START THE PACKING PROCESS.

THE SCO WILL HAVE TO PAY FOR EXTRA. ADDITIONAL HOURS TO ACCOMMODATE MOVES AND CLOSURES HAS THE IMPACT OF THE INCREASED HOURS ON THE ABILITY TO SAFELY AND FULLY STAFF OUR CLASSROOMS HAVE BEEN ANALYZED. THIS IS A PROBLEM NOW, AND WITH MANY STAFF, AND WITH MANY STAFF ONLY ALLOWED TO WORK UP UNTIL JUNE 30TH DUE TO LAYOFFS AND THE EXTENDED DAY, MAKING IT IMPOSSIBLE FOR STAFF TO SIGN UP AT ALL FOR ESY DUE TO OTHER OBLIGATIONS.

WILL BE AT RISK. WILL PUT US AT RISK OF MANY LAWSUITS FOR UNSAFE CONDITIONS AND INABILITY TO PROVIDE SERVICES, ACCORDING TO IEPS. HOW IS THIS DECISION JUSTIFIED? THIS CONCLUDES PUBLIC COMMENT. SO THANK YOU FOR AGENDIZING THAT ONE ITEM THAT VICE PRESIDENT CHON, ACTUALLY, AND I WERE TALKING IN THE INITIAL STAGES WITH OUR PREVIOUS SUPERINTENDENT, WAS DISCUSSING INFUSING WORKERS VOICE INTO THE SEC BUDGET PROCESS. AND I THINK YOU KNOW, OBVIOUSLY WE HEARD FROM A LOT OF OUR WORKFORCE TODAY AND I PERSONALLY AGREE WITH MOST OF WHAT WAS SHARED.

SO I WOULD WANT TO SEE AN ITEM WHERE WE CAN TAKE INPUT FROM, WHETHER IT BE OUR UNION AFFILIATES OR OTHER EMPLOYEES, TO BETTER INFUSE THEIR VOICE INTO OUR BUDGET PROCESS MOVING FORWARD.

SO I WOULD WANT TO SEE THAT. AND I KNOW WE WERE IN THE INITIAL STAGES OF THAT BEFORE, SO PERHAPS THEIR STAFF THAT IS AWARE OF SOME OF THAT BACKGROUND. AND THEN SECOND, YOU KNOW, I KNOW FROM WHAT WAS SHARED EARLIER IS THAT, YOU KNOW, WE OBVIOUSLY CAN'T ENGAGE IN UNIQUE PERSONNEL DECISIONS, BUT I WOULD WANT TO HEAR IF LARGER STRUCTURAL CHANGES COULD COME TO OUR BOARD WHEN IT COMES TO STAFFING AND GET A REPORT ON THAT.

AND, YOU KNOW, OBVIOUSLY WE DO APPROVE OUR BUDGET AT THE END OF THE DAY.

BUT YOU KNOW, I'VE JUST BEEN CONCERNED BECAUSE I DON'T, WITH ALL DUE RESPECT, THINK THAT THIS IS BEING HANDLED THE WAY IT SHOULD BE. I DON'T SEE OTHER CEOS DOING THIS.

AND SO I WOULD WANT AN ITEM LIKE THAT TO COME TO OUR BOARD TO SEE IF THE BOARD CAN VOTE IN PUBLIC ON SOME OF THIS AND WHAT'S LEGAL.

ACTUALLY, THAT SAME TOPIC. I THINK FOLKS PROBABLY RECALL I'VE BEEN HERE TWO YEARS.

IN THE LAST TWO YEARS, I TALKED ABOUT A LARGER ENGAGEMENT ON THE BUDGET PROCESS RATHER THAN JUST THOSE TWO MEETINGS.

AND WHILE WE DIDN'T GET TO THAT TYPE OF ENGAGEMENT WITH THE BOARD, WE DID EXPAND THE HEARINGS A LITTLE BIT.

SO FOR ME, GIVEN THE WORD THAT'S BEEN USED IS UNPRECEDENTED TIMES AND IT'S UNPRECEDENTED FOR I'M SURE YOU AND AS NEW BOARD MEMBERS AND MYSELF AND MAYBE MOST EVERYBODY UP HERE THAT I THINK THAT WARRANTS A MORE ENGAGED BOARD AND PUBLIC AS WE GO THROUGH THIS PROCESS.

WE HAVE JUST APRIL AND MAY LEFT, REALLY IN TERMS OF KIND OF WORKING THROUGH WHATEVER ISSUES THAT ARE GOING TO GO FORWARD.

WE ALSO HAVE UPDATES THAT ARE GOING TO COME DOWN FROM THE STATE AND THE FEDS ON ACTIONS THAT THEY'RE TAKING AND HOW THAT'S GOING TO IMPACT US.

SO I THINK HAVING THOSE PERIODIC CHECK INS AT OUR BOARD MEETINGS THAT ARE SPECIFIC TO WHAT WE'RE LOOKING AT FOR THE NEXT FISCAL YEAR AND WHAT THE PROJECTIONS ARE AND WHAT THE STAFFING DECISIONS ARE GOING TO BE MADE TO THE BEST OF OUR ABILITY, OF COURSE, BECAUSE I DON'T THINK WHAT'S EFFICIENT IS US TAKING PUBLIC COMMENT AND TRYING TO WRITE DOWN THE 17 QUESTIONS OR THE 18 QUESTIONS THAT COME ACROSS.

THERE'S A LOT OF FACTORS TO CONSIDER. AND AGAIN, I THINK THE BOARD SHOULD BE AS ENGAGED AS WE CAN, OBVIOUSLY, WITHIN THE LAW. TRUSTEE SPICER ALONG THE LINES OF WHAT THEY BOTH WERE ASKING FOR AND WHAT IS ALLOWED LEGALLY. CAN WE GET. WE HEARD A LOT OF PUBLIC COMMENT ABOUT SPECIFIC LAYOFFS, LOT LAYOFFS, 30% THIS, 25% THAT I'D LIKE TO JUST ACTUALLY NO, I KNOW WE KNOW THAT THERE WERE A LOT OF LAYOFFS. WE DON'T KNOW THE ACTUAL FULL ON DETAILS OF THEM.
