STUDENTS HAD THE CHANCE TO RECOVER CREDITS FOR HIGH SCHOOL AND ENGAGE IN SPECIAL PROGRAMS, INCLUDING ART AND CULINARY CLASSES. THE CULINARY CLASSES COME TO US THROUGH A UNIQUE PARTNERSHIP WITH REBECCA'S CHILDREN'S CENTER AN MORGAN HILL. OSBORNE, WE HAD A SPECIAL SUMMER PROGRAM THROUGH A PARTNERSHIP WITH A BRIGHTER DAY, WHICH TEACHES STUDENTS ABOUT JOB SKILLS, INCLUDING RĆSUMĆ BUILDING, JOB APPLICATIONS, INTERVIEWING SKILLS, AND CUSTOMER SERVICE.THEY ALSO HELP WITH A JOB PLACEMENT WHEN STUDENTS ENTER BACK INTO THE COMMUNITY.
OSBORNE STUDENTS HAVE ALSO CONTINUED TO BUILD AND MAINTAIN THEIR SCHOOL GARDEN.
THIS YEAR WE HAVE PLANTED TONS OF TOMATOES, STRAWBERRIES AND OF COURSE HOT PEPPERS.
LAST WEEK WE ALSO HOSTED OUR ANNUAL JUVENILE HALL OLYMPICS AN EVENT, INCLUDING EVERYONE IN THE FACILITY TO BUILD HEALTHY SPORTSMANSHIP AMONGST DIFFERENT LIVING UNITS AND OVERALL COMMUNITY. IT WAS GREAT SEEING MY CLASSMATES PARTICIPATE ALONG WITH MY TEACHERS.

AND NOT ONLY DID SHE FLOURISH IN THAT PROGRAM, SHE DEVELOPED LONG STANDING RELATIONSHIPS WITH OTHER STUDENTS, WITH STAFF MEMBERS, LIKE EVEN TODAY, SHE'S ALREADY SHE WAS IN THE PROGRAM FOR TWO YEARS.
SHE'S ALREADY BEEN DISCHARGED AND IS ALREADY AWAITING TK, BUT YET WE ARE STILL HERE TOGETHER TODAY TO SPEAK ON THE FUNDAMENTAL BENEFITS OF THIS PROGRAM, AND IT'S IN JEOPARDY OF NOT BEING AROUND.
AND THAT'S JUST I THINK THAT SHOULD NOT BE A THING.

HE STARTED TO BELIEVE IN A FUTURE THAT HE HADN'T CONSIDERED POSSIBLE FOR HIMSELF BEFORE.
AS A MOM, THERE ARE NO WORDS FOR THIS JOY THAT THAT THIS BRINGS TO ME.
THIS TRIP WAS VERY INFORMATIVE. BUT TRIPS LIKE THIS DO MORE THAN JUST INFORM.
BUT NOW HIS EYES ARE OPEN, AS ARE MINE. I'M GRATEFUL.

I DO WANT TO MAKE A QUICK COMMENT ABOUT THE GALLAUDET PROGRAM, WHICH WAS FUNDED BY MEDI-CAL FUNDS, NOT A GRANT THAT WE RECEIVED BECAUSE OUR SERVICE PROVIDERS, LIKE OUR OTS AND SPEECH THERAPISTS AND NURSING TEAM RECEIVE REIMBURSEMENT DIRECTLY FROM MEDI-CAL FOR THE SERVICES THAT WE PROVIDE TO OUR STUDENTS. REGARDING HEAD START, WE'RE INCREDIBLY GRATEFUL THAT THE HEAD START AWARD LETTER WAS RECEIVED ON JUNE 30TH, AND THE MAJORITY OF HEAD START STAFF WERE NOT LAID OFF, ALTHOUGH ABOUT 30 CLASS [INAUDIBLE] POSITIONS WERE STILL ELIMINATED WITHIN THIS GRANT.
LET'S BE CLEAR THAT RECEIVING THE HEAD START GRANT AWARD LETTERS BEFORE THE LAYOFFS TOOK EFFECT WAS A RESULT OF INTENSIVE EFFORTS BY MANY, INCLUDING OUR SEIU MEMBERS, WHO WENT ABOVE AND BEYOND THEIR DUTIES, LEAVING NO HEAD START CONTACT UNREACHED, NO MEETING UNATTENDED, AND NO ADVOCACY OPPORTUNITY MISSED AT THE STATE AND FEDERAL LEVEL.
THEY CONTINUE TO FOLLOW UP WITH ADVOCATES, WHICH ULTIMATELY RESULTED IN TIMELINES BEING EXPEDITED.
WE APPRECIATE THE QUICK WORK OF PERSONNEL SERVICES WHO ENSURED THAT THOSE WHO WERE NOT BEING LAID OFF KNEW TO REPORT TO WORK THE FOLLOWING DAY, AND THAT THOSE WHOSE ASSIGNMENTS WOULD CHANGE KNEW WHERE THEY SHOULD REPORT INSTEAD. THROUGHOUT THE PROCESS, PERSONNEL SERVICES REPEATEDLY ANSWERED QUESTIONS THAT HAD BEEN ASKED AND ANSWERED IN PRIOR COMMUNICATIONS, BUT MEMBERS MISSED AND THEY DIDN'T HESITATE TO RESEND OUT INFORMATION AT OUR REQUEST. BEFORE KAISER HAD UPDATED THEIR RECORDS AND WAS REASSURED THAT EVEN THOUGH SHE WAS INITIALLY ASKED FOR A RATHER STEEP EMERGENCY ROOM PAYMENT, THAT THEY WOULD SUBSEQUENTLY BILL HER AT THE END OF THE MONTH IF THEY COULDN'T FIGURE IT OUT.
FORTUNATELY, IT WAS RESTORED IN TIME, AND SHE DIDN'T ACTUALLY HAVE TO MAKE THAT PAYMENT.
REGARDING OPPORTUNITY YOUTH ACADEMY, OUR CHARTER PROGRAM.
WE UNDERSTAND THAT THE NEED FOR THE PROGRAM TO USE LESS GENERAL FUND DOLLARS IS IMPORTANT.
HOWEVER, OUR PROPOSAL TO COMBINE THE DIRECTORS WITH THE VACATED ALT ED DIRECTOR, WHICH WOULD HAVE SAVED OVER $100,000, WAS DECLINED. AT THE SAME TIME, OUR PARENT EDUCATOR SUPPORTERS WERE JUST NOTIFIED THIS WEEK THAT THEY WILL NO LONGER BE ABLE TO COVER THE FULL AMOUNT OF TIME THAT STUDENTS ARE

AS YOU HEARD FROM MANY OF OUR MEMBERS AND FROM OUR FAMILIES AT THE LAST BOARD MEETING, THESE ARE CRITICAL SERVICES THAT ARE A LIFELINE TO THE FAMILIES THAT DEPEND ON THEM AS AND AT THE BOTTOM LINE IS THEY'RE STILL REQUIRED BY THE FEDERAL GOVERNMENT, EVEN IF THEY'RE NOT GIVING US ANY MONEY FOR THAT. LIKE MANY OF THEIR OTHER MANDATES.
RIGHT. WE ALL KNOW SPECIAL EDUCATION ISN'T FUNDED AT THE SAME LEVEL EITHER.
BUT AT THIS POINT, IT'S CRITICAL THAT WE ALL INDIVIDUALLY DO EVERYTHING THAT WE POSSIBLY CAN TO ENSURE THAT THERE IS FUNDING FOR THESE SERVICES, WHETHER THAT MEANS THAT WE NEED TO ADVOCATE AT A STATE LEVEL FOR THERE TO BE A SHIFT IN FUNDING.

THAT'S A FEDERAL MANDATE. AND WE DO COMPLY WITH IT.
WE ALSO WERE ABLE TO IDENTIFY SOME EFFECTIVE FAMILY ENGAGEMENT STRATEGIES ACROSS THE PROGRAM.
AND LASTLY, THE POLICY COUNCIL AND BOARD OF TRUSTEES THAT WERE INTERVIEWED DEMONSTRATED HAVING A STRONG KNOWLEDGE OF THE HEAD START EARLY HEAD START PROGRAM. DURING THE INTERVIEW THAT WE HELD WITH THEM.
AREAS OF CONCERN CONSISTED OF MAINLY THREE AREAS, ONE HAVING TO DO IN HEALTH.
SOME INCONSISTENCIES IN DATA ENTRY WERE IDENTIFIED.
AND THAT HAS TO DO WITH PROVISION OF HEALTH SCREENINGS THAT ARE REQUIRED.
AND WE HAVE A VERY TIGHT TIMELINE IN WHICH WE HAVE TO COMPLETE THOSE AND THEN ENTER THE INFORMATION.
WE ALSO IDENTIFIED AN OPPORTUNITY TO GROW IN THE ADMINISTRATION OF MEDICATION.
WHEN IT COMES TO OUR PARTNER AGENCY AND MAKING SURE THAT WE CAN EFFECTIVELY MONITOR THIS SERVICE.
THE OTHER AREA WAS THAT WE HAD DIFFERENT FORMS BEING USED WHEN WE'RE ASSESSING FAMILY NEEDS, AND WE'LL BE WE'RE GOING TO BE FOCUSING ON THAT AND MAKING SURE WE HAVE ONE ACROSS THE PROGRAM.
LASTLY, WE DID IDENTIFY THE CITATIONS THAT THE OFFICE OF HEAD START HAS IDENTIFIED FOR US IN THE DEFICIENCY AND THE FIVE AREAS OF NONCOMPLIANCE. IF ALL HEAD START DOES NEXT YEAR IS COMPLY WITH THE 10%.
THAT MEANS THEY'LL BE FOUR SLOTS. THAT'S A HUGE STEP BACKWARDS.
IT'S NOT JUST ABOUT PLACING A KIDDO WITH AN IEP IN A HEAD START CLASS.
IT'S ABOUT COLLABORATING AND STRATEGIZING AND LEARNING AND WORKING THROUGH THOSE CHALLENGES.
WE HAD SUPPORT AND OBSERVATIONS AND COACHING FROM THE INCLUSION COLLABORATIVE.
ALL OF THE TEAMS THAT BENEFITED FROM THAT THIS YEAR HAVE BEEN DISMANTLED.

WE ARE MONITORING THE COMPONENTS OF THE HEALTH SERVICES RELATED TO SAFETY TO ENHANCE OUR PROGRAM DESIGN AS IT RELATES TO THE SECOND AREA PROGRAM GOVERNANCE AND SELECTION.

SHE TALKED ABOUT HOW THE DEMAND FOR SKILLS HAS BEEN CHANGING FASTER THAN THE EDUCATION SYSTEM, HAS BEEN ABLE TO RESPOND AND ADAPT, AND PRESENTED A MODEL OF SCHOOLS THAT FOCUS ON SMALL LEARNING COMMUNITIES TEACHING TEAMS, COMMUNITY CONNECTED CURRICULUM FOCUSED ON DEEPER LEARNING AND PROJECT BASED ASSESSMENTS.
AND ALSO THERE'S ANOTHER EVENT, A MEETING, A ZOOM EVENT ON MONDAY, JUNE 16TH ON UNDERSTANDING READING DIFFICULTIES AND THE NEW RESEARCH ON THIS NEXT YEAR AND THE IMPACT OF NEW CALIFORNIA LEGISLATION AROUND UNIVERSAL LITERACY SCREENING.
