THIS IS HIGHLY DISTRESSING, ESPECIALLY AFTER WHAT OUR DEPARTMENT WENT THROUGH EARLIER THIS YEAR TO GET OUR AWARD LETTER BEFORE JULY 1ST.

WHILE MANAGEMENT'S PROPOSAL WAS A HUGE TAKEAWAY OF WORKERS RIGHTS IN VOLUNTARY TRANSFERS, WE ARE STILL WAITING FOR THE SALARY STEP AND LONGEVITY SPREADSHEET REQUESTED IN MARCH SO THAT WE CAN CALCULATE THE COST OF OUR PROPOSALS.
HEAD START ENROLLMENT THE LAST TWO WEEKS HAVE BEEN VERY PRODUCTIVE FOR OUR ENROLLMENT, OUR ENROLLMENT TEAM, INCLUDING ERSI AND FAMILY ADVOCATES. WHILE WE HAVE MADE STRIDES IN MOVING TOWARDS FULL ENROLLMENT, AS OF SEPTEMBER 30TH, WE ARE STILL SHORT 216 STUDENTS OUT OF 689 OR 31%, WHICH WOULD REDUCE OUR GRANT BY 4.73 MILLION. STAFF EXPRESSED FRUSTRATION THAT THE EMPHASIS ON ENROLLMENT WAS ONLY PRIORITIZED AT THE LAST HOUR, THE 11TH HOUR. WE HOPE THAT FOR THE NEXT SCHOOL YEAR, LEADERSHIP WILL PROMOTE ACTIVE RECRUITMENT EARLIER SO THAT WE CAN BE FULLY ENROLLED THROUGHOUT THE YEAR. LAYOFF REPORT. THE FINAL LAYOFF NUMBERS DO NOT TELL US HOW MANY STAFF WERE ACTUALLY REDUCED IN EACH DIVISION, FROM EACH BARGAINING UNIT AND FROM MANAGEMENT.
GIVEN THAT WE WERE TOLD THAT THESE LAYOFFS WERE NECESSARY TO REDUCE HIGH MANAGEMENT TO STAFF RATIO.

WE HOPE THAT THE NEW TEAM WILL BE UP TO SPEED QUICKLY AND WILL WORK WITH US TO RESOLVE ISSUES.
ALTERNATIVE EDUCATION SITE MOVE. WE'RE OPTIMISTIC THAT THE OUTREACH TO THE LABOR PARTNERS WOULD RESULT IN INCORPORATING FEEDBACK INTO PLAN INTO THE PLAN TO RELOCATE THE SITE. HOWEVER, IT SEEMS THAT THIS WAS A MERE FORMALITY AND THE PLAN MOVED TO A SITE THAT WE JUST MOVED SPECIAL EDUCATION OUT OF DUE TO FACILITY CONCERNS AND COSTS IS MOVING FORWARD. DESPITE CONCERNS RAISED BY MEMBERS OF BOTH SEIU AND ASE.

THE SCCBOE HAS TWO CHARTER SCHOOLS THAT ARE COMING UP FOR RENEWAL THIS YEAR, DISCOVERY TWO AND VOICES MORGAN HILL PURSUANT TO EDUCATION CODE 47607E, THE COUNTY BOARD MAY NOT RENEW A CHARTER IF IT FINDS THAT THE CHARTER SCHOOL IS DEMONSTRABLY UNLIKELY TO SUCCESSFULLY IMPLEMENT THE PROGRAM DUE TO SUBSTANTIAL FISCAL, DUE TO SUBSTANTIAL GOVERNANCE, OR IS NOT SERVING ALL STUDENTS WHO WISH TO ATTEND.
EDUCATION CODE 47607E ALSO PROVIDES PROCEDURAL STEPS FOR ALL FOR THE COUNTY TO FOLLOW IN SUCH CASES, INCLUDING PROVIDING AT LEAST 30 DAYS NOTICE TO THE CHARTER SCHOOL OF THE ALLEGED VIOLATIONS AND PROVIDING THE CHARTER SCHOOL WITH A REASONABLE OPPORTUNITY TO CURE THE VIOLATIONS, INCLUDING SUBMISSION OF A CORRECTIVE ACTION PLAN WHICH IS PROPOSED BY THE CHARTER SCHOOL.
THE PUPIL BALANCE AT DISCOVERY CHARTER SCHOOL TWO, OR DISCOVERY FALCON, HAS LONG BEEN A CONCERN OF THE COUNTY BOARD AND THE SANTA CLARA COUNTY OFFICE OF EDUCATION. WE'VE BEEN WORKING CLOSELY WITH DISCOVERY FALCON TO SUPPORT ITS DEVELOPMENT AND IMPLEMENTATION OF A PLAN TO INCREASE ITS EFFORTS TO SUCCESSFULLY ENROLL MORE DIVERSE STUDENT POPULATIONS, CONSISTENT WITH THE LETTER AND SPIRIT OF THE CHARTER SCHOOLS ACT.
DISCOVERY FALCONS ENROLLMENT DATA FOR THE 2024-25 SCHOOL YEAR IN COMPARISON TO ITS 2017-18 RENEWAL, ENROLLMENT DATA CONTINUES TO INDICATE THAT DISCOVERY TWO IS NOT SERVING ALL STUDENTS WHO WISH TO ATTEND.
THE DEMOGRAPHIC DATA INDICATES THAT THERE IS A DISPROPORTIONATE PERCENTAGE OF ENROLLMENT FOR SOME OF THE STUDENT GROUPS THAT HAS DECREASED, BUT IT HASN'T DONE IT ENOUGH. THE UNDERREPRESENTED STUDENT GROUPS AT DISCOVERY FALCON INCLUDE THE ENGLISH LEARNERS, WHICH HAS A DIFFERENCE FROM SAN JOSE UNIFIED SCHOOL DISTRICT, OR THE LOCAL DISTRICT IN WHICH DISCOVERY TWO IS LOCATED OF 10.9%, A DIFFERENCE IN THE HISPANIC STUDENT GROUP FROM SAN JOSE UNIFIED AT 30.7%, AND A DIFFERENCE IN THE SOCIOECONOMICALLY DISADVANTAGED GROUP.
THAT'S A 30.1% DIFFERENCE. THEREFORE, STAFF RECOMMENDS THAT THE BOARD TAKE ACTION TO AUTHORIZE AND DELEGATE AUTHORITY TO THE SUPERINTENDENT OR DESIGNEE THE ABILITY TO ISSUE A NOTICE TO DISCOVERY CHARTER SCHOOL TWO PURSUANT TO 47607E.

NORTHWEST HAS APPROXIMATELY 3941 FULL TIME EMPLOYEES TO SERVE THE STUDENTS, AND SOUTHEAST HAS 3376 FULL TIME EMPLOYEES, AND NORTHWEST HAS 445 SCHOOL SITES WITHIN THEIR SELPA, AND SOUTHEAST HAS 258 SCHOOL SITES. JUST TO ADD ADDITIONAL CONTEXT WE USED CALPADS DATA, CALPADS 2024 DATA REPORTING FOR FALL. TO ESTIMATE THE NUMBER OF STUDENTS THAT ARE SERVED BY EACH SELPA, WE ALSO SUBMIT PERSONAL DATA REPORT TO CDE. THE NUMBER OF STAFF THAT SERVE STUDENTS WITH DISABILITIES.
SPECIAL EDUCATION TEACHERS, PRESCHOOL SPECIAL EDUCATION TEACHERS, SPEECH THERAPISTS, AUDIOLOGISTS, SERVICE PROVIDERS WHO MAKE SURE THAT SERVICES ARE RENDERED TO STUDENTS WITH DISABILITIES.
THE NUMBER OF SCHOOL SITES. JUST TO ADD CONTEXT, WE SUBMIT TO CDE AN ANNUAL SERVICES PLAN.
THIS INFORMATION CAME FROM EACH OF OUR ANNUAL BUDGET PLAN FOR NORTHWEST.
WE RECEIVE ABOUT $125 MILLION COMING FROM THE STATE, $35 MILLION, OR 5% COMING FROM THE FEDERAL SOURCES. AND IN ORDER TO KEEP SPECIAL EDUCATION WHOLE, OUR SCHOOL DISTRICTS CONTRIBUTE ABOUT $528 MILLION IN LOCAL CONTRIBUTION TO HAVE AN ESTIMATED REVENUE OF ABOUT 687 MILLION FOR NORTHWEST.
I WILL JUST ADD TO THAT THAT OUR STATE SPECIAL ED REVENUE IS COMMONLY REFERRED TO AS AB 602 DOLLARS, AND OUR FEDERAL SPECIAL ED REVENUE COMES TO US THROUGH THE INDIVIDUALS WITH DISABILITIES IN EDUCATION OR IDEA GRANT.
GRANT. OUR FUNDING FOR SPECIAL EDUCATION HAS ALWAYS BEEN SEEN AS THREE PRONG, MEANING IT COMES FROM FEDERAL, STATE, AND LOCAL SOURCES. FUNDS THAT WE RECEIVE FROM THE STATE AND FEDERAL GOVERNMENT ARE INSUFFICIENT TO MAINTAIN SPECIAL EDUCATION. HENCE, DISTRICTS NEED TO PROVIDE LOCAL CONTRIBUTION.
IN IN THIS SLIDE, WE WANTED TO SHARE, I WANTED TO SHARE NORTHWEST SELPA'S GOVERNANCE.
MY GOVERNING BOARD IS MADE UP OF THE 21 SUPERINTENDENTS OF MY MEMBER DISTRICTS, MEMBER LEAS CALLED THE GOVERNANCE COUNCIL OF SUPERINTENDENTS. I HAVE COLLABORATIVE MEETINGS WITH DIRECTORS, SPECIAL ED DIRECTORS, PROGRAM SPECIALISTS, AND COORDINATORS. I ALSO HAVE A BUDGET ALLOCATION PLAN COMMITTEE MEETING COMPRISED OF ADMINISTRATORS AND FISCAL ADMINISTRATORS, AND ALSO COORDINATING COMMITTEE AND ANOTHER FINANCE COMMITTEE.
AND THEY ARE AN ADVISORY COMMITTEE THAT PROVIDES INPUT TO THE SELPA AND TO THE GOVERNANCE COUNCIL.

SO FOR SPECIAL EDUCATION, THERE'S A TWO LEVEL OF SUBMISSION OR TWO LEVEL OF APPROVAL.
TWO LEVELS OF APPROVAL, THE DISTRICT APPROVAL.
THIS IS A DISTRIBUTION OF THE 16,000 PLUS STUDENTS SERVED WITHIN NORTHWEST SELPA.

SANTA CLARA COUNTY OFFICE OF EDUCATION, THE DATA THAT WE HAVE HERE WITH 869 STUDENTS WITH DISABILITIES COME FROM STUDENTS SERVED BY SCCOES SPECIAL EDUCATION DEPARTMENT AND ALSO STUDENTS IN CHARTER SCHOOLS LOCATED IN NORTHWEST SELPA. WE HAVE TO REPORT THAT AS WELL. AND ALSO STUDENT INFANTS WHO ARE RECEIVING SPECIAL EDUCATION SERVICES.
SIMILARLY FOR SOUTHEAST, JUST FEWER DISTRICTS, WE ALSO REPORT OUR STUDENTS ARE REPORTED THROUGH NORTHWEST SELPA SO WE DON'T HAVE A SLIDE FOR THAT.
AND OUR SMALLEST DISTRICT WITHIN OUR SELPA IS ORCHARD, AND THEY SERVE 87 STUDENTS.

SO MOUNT PLEASANT ELEMENTARY SCHOOL DISTRICT IS RESPONSIBLE FOR SOME OF THE FISCAL SERVICES RELATED TO THE SERVICES THAT ARE PROVIDED TO THE SCHOOL DISTRICTS, AND MPESD MOUNT PLEASANT IS ALSO RESPONSIBLE FOR ADMINISTRATIVE SERVICES FOR ALL OF THE STAFF THAT'S EMPLOYED BY THE SELPA TO SERVE STUDENTS, WE RUN A DEAF, HARD OF HEARING AND VI PROGRAM AND THEN ALSO OUR EMPLOYMENT SERVICES.

AS AS SUPERINTENDENT TOSTON SHARED SPECIAL ED IS AN UNDERFUNDED MANDATE, AND WE CURRENTLY RECEIVE ABOUT 9% OF THE FEDERAL DOLLARS THAT WE WERE PROMISED WHEN THE IDA WAS SIGNED INTO CONGRESS, SIGNED BY CONGRESS BACK IN 50 YEARS AGO. SO FUNDING IS ABSOLUTELY OUR BIGGEST CHALLENGE, I THINK, FOLLOWED BY STAFFING SHORTAGES.
AND WE KNOW THAT THERE IS A STAFFING SHORTAGE ACROSS THE STATE AND ACROSS THE COUNTRY.
AND SO I WOULD SAY THOSE ARE KIND OF THE TWO BIGGEST CHALLENGES RIGHT NOW.

I THINK THE ABILITY OF OUR DISTRICTS TO BUILD CAPACITY IN OUR PROGRAMS, IN SPECIAL EDUCATION HAS BEEN A STRUGGLE. WE HAVE DISTRICTS THAT ARE SMALL, AND WE HAVE DISTRICTS THAT ARE MIDSIZE, AND WE ALSO HAVE DISTRICTS THAT ARE GOOD SIZED.
WE HAVE SAN JOSE UNIFIED EAST SIDE THAT ARE BIG DISTRICTS, SANTA CLARA.
WE HAVE A HUGE COUNTY. SANTA CLARA IS A HUGE COUNTY.
AND IF WHEN WE HAVE ONE LEAA, WHICH IS SCCOE AS A REGIONAL PROVIDER TRYING TO COVER THE SCOPE, THE SIZE OF SCCOE, IT BECOMES VERY DIFFICULT TO MANAGE.

AND SO THOSE STAFF WERE LAID OFF AS A RESULT OF THOSE CLASSROOMS NOT BEING IN PLACE.
MIGRANT ED WOULD BE GRANT FUNDING. SOME OF THE OTHER GRANTS, WHETHER THEY WERE REDUCED OR ELIMINATED, WOULD ALSO BE THE THE PRECIPITATING FACTOR FOR THAT.
SOME OF THE ELECTIVE DECISIONS THAT THE ORGANIZATION MADE, FOR EXAMPLE, SCALING DOWN IN PERSONNEL SERVICES SINCE THAT WAS FUNDED BY THE GENERAL FUND, THAT WAS A STRATEGIC DECISION TO BECOME MORE EFFICIENT OR TO REDUCE COST FOR THAT DIVISION.

ONE, WE ARE IN THE MIDST OF A FEDERAL GOVERNMENT SHUTDOWN, AND HEAD START IS A FEDERAL PROGRAM.
AND SO WE KNOW OF AT LEAST ONE PARENT WHO RECEIVED A COMMUNICATION FROM THE OFFICE OF HEAD START ABOUT THE CENTRAL OFFICE SERVICES POSSIBLY BEING ON PAUSE. BUT FOR US KNOW THAT WE HAVE THE FUNDING.
WE'RE CONTINUING WITH OUR PROGRAMS. WE'RE WHILE IT'S FEDERALLY FUNDED, WE'RE NOT FEDERAL EMPLOYEES, WE'RE EMPLOYEES OF THE COUNTY OFFICE OF EDUCATION. AND WE'LL BE COMMUNICATING WITH OUR FAMILIES TO MAKE SURE THEY UNDERSTAND OUR COMMITMENT TO CONTINUING THE PROGRAM AND SERVING SERVING OUR STUDENTS. AND THEN SECONDLY YOU, WE DID END OUR PERIOD WHERE WE HAD OUR BIG ENROLLMENT PUSH TO GET TO FULL ENROLLMENT.

TALK ABOUT THE GRANT AWARD NOTIFICATION WE RECEIVED, SHARE SOME OF THE IMPLICATIONS OF THIS OF OUR FUNDING AND TALK ABOUT THE EVALUATION AND PLANNING FOR THE NEXT SCHOOL YEAR. AND JUST WANTED TO GIVE A LITTLE BACKGROUND ABOUT HOW OUR EARLY LEARNING SERVICES ARE FUNDED.
AND WE USE A BRAIDED FUNDING MODEL TO OFFER PRESCHOOL PROGRAMS. SO WHAT WE'RE DOING IS WE'RE TAKING BOTH HEAD START FUNDS WHICH ARE FEDERAL FUNDS, WHICH ACCOUNT FOR TWO APPROXIMATELY TWO THIRDS OF OUR TOTAL FUNDS USED FOR LEARNING EARLY PROGRAMS AND CALIFORNIA STATE PRESCHOOL PROGRAM FUNDS, WHICH ARE ABOUT ONE THIRD OF WHAT WE USE TO FULLY FUND THE PROGRAM AND USING MULTIPLE FUNDS, IT HAS DIFFERENT TERMS. WE'RE TONIGHT CALLING IT BRAIDED FUNDING MODELS.

IS IS COMMON FOR PROGRAMS LIKE THIS IN CALIFORNIA.AND WE DO THIS BECAUSE WE CANNOT AFFORD TO OFFER A PROGRAM IF ONLY CALIFORNIA STATE PRESCHOOL FUNDS, OUR HEAD START FUNDS WERE USED, THE COST TO PROVIDE THE PROGRAM EXCEEDS JUST ONE OF THOSE FUNDING SOURCES.
WHAT WE GET IN THOSE PROGRAMS. AND SO WHAT THAT MEANS IS HOW WE'RE FUNDED IS FOR HEAD START WE GET A GRANT AWARD NOTIFICATION WITH AN APPROVED BUDGET ORGANIZED INTO CATEGORIES.
SO LIKE PERSONNEL MATERIALS THINGS LIKE THAT.
THAT'S THE CEILING FOR HOW MUCH WE CAN WE CAN GET.
SO IT'S A LITTLE DIFFERENT THAN THE WAY HEAD START DOES IT.
AND WHAT WE THEN DO FOR CSPP IS WE HAVE TO SHOW THAT WE'VE EXPENDED FUNDS THAT ON ELIGIBLE COSTS.
RIGHT? SO THEY CAN'T JUST BE ON ANYTHING. THEY HAVE TO BE ON THE THE STUDENTS THAT WE'RE SERVING.
AND THEN WE GET REIMBURSED, REIMBURSED FOR THOSE UNDER THE PROGRAM RULES.
AND SO THEY BOTH PROGRAMS HAVE VERY CLEAR, I WOULDN'T SAY CLEAR, VERY THEY ACTUALLY ARE COMPLEX, VERY DETAILED RULES WHICH DEFINE THE PROGRAMS AND PARTICULARLY WHICH STUDENTS ARE ELIGIBLE TO BE ENROLLED IN THE PROGRAMS, AND THAT ELIGIBILITY TAKES INTO ACCOUNT FAMILY INCOME AND OTHER FACTORS TO DETERMINE WHO'S ELIGIBLE.
SO IT'S A CHALLENGE WE FACE IN AN AREA WHERE, LIKE THE FEDERAL ELIGIBILITY REQUIREMENTS ARE LOW COMPARED TO WHAT THE AVERAGE INCOME IS HERE AND WHAT YOU KNOW HERE, CALIFORNIA MIGHT COUNT AS LOW INCOME COMPARED TO WHAT THE FEDERAL GOVERNMENT MIGHT COUNT.

NOW, THE OTHER IS OPERATIONALLY, WE'VE HAD A LOT OF INCREASES IN THE LAST SINCE COVID WE'VE HAD INCREASES IN STAFFING SALARIES AND FACILITY COSTS TRANSPORTATION. EVERYTHING KEEPS GOING UP.
SO OUR COST PER CHILD, AS IT CURRENTLY STANDS BETWEEN THE TWO PROGRAMS BEING BRAIDED IS QUITE HIGH AND WE WERE VERY FORTUNATE WHEN THE FEDERAL GOVERNMENT DID DO THE NO COST EXTENSION OR THE NO COST REDUCTION, BECAUSE WE WERE GOING TO NOT BE ABLE TO EVEN PAY FOR ANYTHING.
SO ELIGIBILITY, THE STUDENT POPULATION IN OUR AREAS, AND ALSO THE OPERATIONAL INCREASES THAT WE ARE SEEING JUST REALLY ARE MAKING A BIG IMPACT IN HOW WE'RE DOING BUSINESS HERE WITH THE HEAD START STATE PRESCHOOL PROGRAMS. SO AS I SHARED, IT CAN BE COMPLEX. BUT WE THOUGHT IT WAS IMPORTANT TO HELP YOU AND THE PUBLIC UNDERSTAND HOW OUR FUNDING COMES IN FOR OUR EARLY LEARNING SERVICES PROGRAM. AND THEN THERE HAS BEEN A CHANGE AS WE GOT THIS NEW GRANT AWARD NOTIFICATION.
SO GOING BACK, YOU HEARD LAUREN TALK ABOUT THE FACT THAT THAT THERE WAS GOING TO BE A SHIFT ON HOW WE WERE FUNDED, PARTICULARLY BASED ON ENROLLMENT. THAT WAS, WE WERE ANTICIPATING RECEIVING FEWER FUNDS AND NOT HAVING SUCH A LARGE GRANT AWARD NOTIFICATION.
BUT WHAT CHANGED FOR THIS SCHOOL YEAR IS CDE RECENTLY EXTENDED THE HOLD HARMLESS FOR 25-26.
SO WE COULD PLAN, SO IT'S A GOOD THING, RIGHT? SO EVEN IF WE DON'T MEET ALL OF OUR TARGETS, AS LONG AS THE PROGRAM OPERATES THAT CALENDAR YEAR, WE CAN STILL GET REIMBURSED FOR THOSE EXPENSES.
SO WHAT DOES THAT MEAN? SO IN THE SHORT TERM IT PROVIDES SOME RELIEF AND IS SOME GOOD NEWS.
BUT THOSE ONE TIME FUNDS, AS THE NAME IMPLIES, CAN ONLY BE USED ONCE.
SO NOW THESE ONE TIME FUNDS AREN'T BEING USED FOR THIS YEAR AND CAN BE SAVED FOR 26-27, BUT WE STILL NEED TO REALLY UNDERSTAND THE IMPACT OF WHAT THIS HOLD HARMLESS WILL MEAN FOR US, FOR THE LONG TERM, BECAUSE FOR FUTURE PLANNING, WHILE THIS IS GOOD NEWS RIGHT NOW AND TEMPORARY RELIEF, RIGHT, WE'RE STILL PLANNING FOR THE HOLD HARMLESS TO END.
SO IT'S GOING TO GO BACK TO BEING FUNDED ONLY BASED ON WHO WE SERVE.
AS WE'VE SHARED, ENROLLMENT IS DOWN IN OUR PROGRAMS. WE EXPLAINED SOME OF THE REASONS AT OUR LAST MEETING ABOUT THAT, AND WE'LL TALK ABOUT ENROLLMENT AGAIN NEXT MONTH.

I WAS ABLE TO VISIT THE OIA AND HEAD START SITE AT SNELL AND SEE JUST THE GREAT THINGS THAT ARE GOING ON.AND I MET SOME NEW FRIENDS AND TOOK A PICTURE, PLAYED WITH SOME PLAY DOH, AND HAVE A COMMITMENT TO GO BACK FOR STORY TIME LATER NEXT MONTH. ALSO, I WAS ABLE TO ATTEND WITH THE OIA TEAM THEIR FIRST SESSION IN THE COMMUNITY ENGAGEMENT INITIATIVE. IT'S A STATEWIDE PROGRAM THAT THEY'VE COMMITTED TO FOR TWO YEARS.
THE TEAM IS COMPRISED OF OUR STAFF, EDUCATORS, BUT STUDENTS AND FAMILIES AS WELL.
AND OUR TEAM, I BELIEVE, HAD TEN OF THE 12 SLOTS FILLED.
AND SO LOOKING FORWARD TO CONTINUING THAT JOURNEY WITH THEM.
I ATTENDED BOTH OF OUR MEETINGS AND IN THE CONVERSATION WITH THE SUPERINTENDENTS AND THE LEADERS THE WE ALL DISCUSSED AND COMMITTED TO OUR ONGOING PARTNERSHIP RELATED TO REGIONAL PROGRAMS AND BEING THOUGHTFUL AND PROACTIVE AND OUR CONVERSATIONS AROUND WHAT THOSE PROBLEMS. I'M SORRY, WHAT THOSE PROGRAMS CONTINUE TO LOOK LIKE AND HOW WE WORK TOGETHER WITH THE RECOGNITION THAT THERE ARE ALL OF OUR STUDENTS AND THAT WILL CONCLUDE MY REPORT FOR NOW.
