IT IS WITH GRATITUDE THAT WE CONGRATULATE PAULA ON HER RECOGNITION AS JANUARY EMPLOYEE OF THE MONTH.

AS A SUPERVISOR OF ADMINISTRATIVE SERVICES, LEGGETT IS RESPONSIBLE FOR ESTABLISHING OFFICE TIMELINES AND PRIORITIES, ORGANIZING FISCAL OPERATIONS AND ACTIVITIES TO MEET DEPARTMENTAL NEEDS, PROVIDING TECHNICAL INFORMATION AND ASSISTANCE TO ADMINISTRATORS, AND PERFORMING OTHER RELATED TASKS.

"PAULA IS ONE OF THE MOST DEDICATED AND HARD WORKING STAFF MEMBERS I HAVE HAD THE PLEASURE OF WORKING WITH THROUGHOUT MY TIME IN EDUCATION," SAID NABIL SHAHIN, DIRECTOR OF DATA GOVERNANCE, INTEGRATED DATA RESEARCH AND EVALUATION.

SHE WORKS ON MULTIPLE PROJECTS ACROSS THE THREE TEAMS IN OUR DEPARTMENT, SEAMLESSLY SWITCHING CONTEXT AND INTEGRATING INFORMATION ACROSS ALL OF THEM.

IN ADDITION TO HER DAILY PROJECTS, PAULA ALSO ENJOYS VOLUNTEERING AS EXTRA SUPPORT FOR SCCOE HOSTED EVENTS.

"I LOVE DOING EVENTS.

WORKING WITH PEOPLE IS ONE OF MY FAVORITE THINGS," SAID LEGGETT.

HER COLLEAGUE SHARED THAT HER IMPACT SPREADS BEYOND HER DEPARTMENT AND THE OFFICE.

"PAULA IS A HUGE SUPPORT TO MANY IN THE ORGANIZATION WHO PROVIDE SERVICES TO OUR STUDENTS, FAMILIES, DISTRICTS, AND PARTNERS," SAID IRINA SCHACTER, ASSISTANT DIRECTOR OF DATA GOVERNANCE, INTEGRATED DATA RESEARCH AND EVALUATION.

PAULA EXPRESSED GRATITUDE FOR THE EXPERIENCE SHE HAS GAINED AT THE SCCOE, ESPECIALLY HER FIRST ROLE AS AN ADMINISTRATIVE ASSISTANT TOO IN THE ISTEAM DEPARTMENT.

"BEING AN ADMINISTRATIVE ASSISTANT HELPED ME UNDERSTAND HOW VALUABLE ADMINISTRATIVE ASSISTANTS ARE," SAID LEGGETT.

THEY SET THE FOUNDATION FOR THE WORK THAT I DO NOW, AND I'M SO GRATEFUL FOR THAT.

LEGGETT'S COLLEAGUES ALSO SHARED HOW HER TOP STRENGTHS, RESPONSIBILITY, AND DISCIPLINE HAVE HAD A POSITIVE IMPACT ON THE TEAM.

PAULA IS A DISCIPLINED, LIFELONG LEARNER WITH A POSITIVE ATTITUDE.

"PEOPLE LOVE WORKING WITH PAULA AND HAVING HER ON THEIR TEAMS AND PROJECTS BECAUSE SHE BRINGS SO MUCH VALUE AS A PERSON IN HER WORK," SAID NANCY NGUYEN, MANAGER OF INTEGRATED DATA IN THE INTEGRATED DATA RESEARCH AND EVALUATION DEPARTMENT.

I'D LIKE TO INVITE THEM TO SAY A FEW WORDS.

CONGRATULATIONS, PAULA. [APPLAUSE]

>> WELL, EVERYTHING THAT TRUSTEE PACHECO SAID IS ABSOLUTELY TRUE.

I'M GOING TO KEEP IT SHORT, BUT A COUPLE OF YEARS AGO, WE HAD THE OPPORTUNITY TO HIRE A NEW POSITION IN OUR DEPARTMENT WHICH WAS GROWING PRETTY RAPIDLY, AND IT WAS MOVING FROM JUST AN ADMINISTRATIVE POSITION TO A SUPERVISORY POSITION.

ONE OF THE CHALLENGES WAS WE WERE REALLY EXPANDING THE ROLE, BUT IT WAS LARGELY UNDEFINED.

WE INTERVIEWED PEOPLE AND WE HAD AMAZING CANDIDATES.

BUT I HAVE TO SAY, PAULA REALLY ROSE TO THE TOP IN THAT POOL OF CANDIDATES IN A WAY THAT EVEN WHEN I LOOKED AT IT, I SAID, THIS IS SHOCKING AND AMAZING, JUST THE ATTITUDE, THE SKILLS THAT SHE BROUGHT TO IT.

IT'S REALLY DIFFICULT FOR ME TO EXPRESS THE VALUE OF PAULA BOTH AS AN EMPLOYEE AND AS A PERSON.

WHEN I REALLY LOOK AT HER AS AN EMPLOYEE, SHE'S ONE OF THOSE PEOPLE THAT'S ALWAYS TRYING TO FIND A WAY TO YES.

HOW DO WE ACTUALLY DO THINGS? HOW DO WE FIND A WAY TO DO THINGS? SHE'S WILLING TO TRY NEW THINGS ALWAYS.

I SHOW UP IN HER OFFICE, AND I'M JUST LIKE, "SO PAULA," AND SHE'S LIKE, "NO." BUT WE'RE ALWAYS STRATEGIZING AROUND THINGS.

HOW DO WE MOVE THINGS FORWARD? I FIND THAT REALLY AMAZING.

I THINK TRUSTEE PACHECO HIT ON THIS FROM WHAT EVERYBODY WAS SAYING AND ALL THAT SHE DOES.

I FIND MYSELF MONITORING PAULA TO MAKE SURE SHE IS NOT TAKING ON TOO MUCH, DOING TOO MUCH, OFFERING TOO MUCH, MUCH MORE THAN I'M EVER THINKING, WHAT WORK CAN I GIVE PAULA? BECAUSE SHE'S ALWAYS OUT THERE, NOT JUST WITH OUR TEAM, BUT WITH EVERY TEAM ACROSS THE ORGANIZATION, TRYING TO HELP OUT, TRYING TO FIGURE OUT HOW TO SUPPORT EVERYBODY BETTER, AND IT'S PRETTY AMAZING.

I COULD USE SO MANY WORDS TO DESCRIBE HER AS RESPONSIBLE, PROFESSIONAL, TIMELY. I COULD GO ON AND ON.

BUT I THINK ONE OF THE THINGS THAT I THINK ABOUT IS FOR ALL HER SKILL AND ALL THE VALUE THAT SHE BRINGS TO OUR TEAM FROM A WORK PERSPECTIVE, ALL OF THOSE ARE REALLY OVERSHADOWED BY WHAT SHE BRINGS AS A PERSON TO OUR TEAM.

PAULA IS KIND, SHE'S GENEROUS, SHE IS AN AMAZING PERSON TO WORK WITH AND TO BE WITH EVERY SINGLE DAY.

SHE'S REALLY ONE OF THE KINDEST AND MOST THOUGHTFUL PEOPLE I THINK I'VE EVER MET IN MY LIFE.

WHAT SHE REALLY DOES IS BRINGS LAUGHTER TO OUR TEAM, SHE BRINGS THOUGHTFULNESS TO THE DEPARTMENT, AND SHE BRINGS THOSE IN EQUAL MEASURE, AND I THINK I SPEAK FOR OUR WHOLE DEPARTMENT WHEN I SAY HOW LUCKY WE ARE TO WORK WITH HER EVERY SINGLE DAY. THANK YOU, PAULA. [APPLAUSE]

WE HAVE A CERTIFICATE OF APPRECIATION THAT WE WILL DELIVER TO YOU TO THANK YOU FOR YOUR SERVICE.

I AM PLEASED TO ANNOUNCE THE APPOINTMENT OF THE 2025/26 STUDENT BOARD MEMBER TO THE SANTA CLARA COUNTY BOARD OF EDUCATION.

THE BOARD HAS APPOINTED AXEL ANDINO FROM THE OSBORNE SCHOOL.

THE STUDENT BOARD MEMBER PLAYS AN IMPORTANT ROLE IN BRINGING STUDENT VOICE AND PERSPECTIVE TO OUR WORK.

WE CONGRATULATED STUDENT BOARD MEMBER ANDINO AND LOOK FORWARD TO THEIR SERVICE IN THE COMING YEAR.

FIRST, I WOULD LIKE TO INTRODUCE MYSELF.

MY NAME IS AXEL ANDINO.

I AM CURRENTLY A SENIOR AT OSBORNE SCHOOL.

I WAS BORN IN HONDURAS AND GREW UP IN FLORIDA WITH MY MOM'S AND SIBLING.

I LIKE TO COOK FOR MY MOM FROM ANYTHING FRIED FISH TO RIBS.

IN MY FREE TIME, I ENJOY LISTENING TO MUSIC, ESPECIALLY JAZZ, HIP HOP, R&B, AND PLAYING SPORTS.

I LIKE SCHOOL BECAUSE IT TEACHES US THINGS WE DON'T KNOW ABOUT AND THINGS WE DO KNOW ABOUT AND OTHERS WE CAN INTERACT WITH EACH OTHER AND LEARN AS A GROUP.

MY FAVORITE CLASS BESIDES MUSIC AND CULINARY WOULD BE HISTORY BECAUSE I THINK IT'S INTERESTING TO LEARN ABOUT THINGS THAT HAPPENED IN OUR PAST AND ABOUT PEOPLE WHO FOUGHT FOR OUR COUNTRY AND ABOUT PEOPLE WHO ARE TREATED UNFAIRLY.

SINCE I'VE BEEN AT OSBORNE, I PARTICIPATED IN THE DRIVER'S PROGRAM AND I LIKED IT BECAUSE IT GIVES US THE OPPORTUNITY TO LEARN HOW TO DRIVE AND GETS US PREPARED TO TAKE THE DRIVING TEST WHEN WE GET RELEASED.

I HAVE A FEW UPDATES ON OUR ALTERNATIVE EDUCATION DEPARTMENT THAT I WOULD LIKE TO SHARE.

AT OSBORNE, AUTHOR KIANO HARRIS VISITED THE SCHOOL LIBRARY THIS WEEK.

SHE WAS ABLE TO SHARE HER LIFE STORY AND ANSWER QUESTIONS.

ONE THING I TOOK AWAY FROM THIS IS TO KEEP FIGHTING THROUGH YOUR DIVERSITY AND NEVER GIVE UP.

OVER THE PAST FEW MONTHS, FOUR SCHOOL STUDENTS HAD BEEN WORKING ON AN ART PROJECT.

WE USE PAPER MACHE TO CREATE DRAGONS, SEA HORSES, AND SNAKES.

WE ARE CURRENTLY WORKING ON PUTTING SCULPTING CLAY AROUND IT AND WILL BE PAINTING OUR DESIGNS ON THEM.

I AM CURRENTLY MAKING A SNAKE AND I CAN'T WAIT TO FINISH IT.

FOR OUR OTHER SCHOOL SITES, STUDENTS AT [INAUDIBLE] COMMUNITY SCHOOL WENT TO HESTER SCHOOL TO COLLABORATE ON A GARDENING PROJECT.

AT SOUTH COUNTY COMMUNITY SCHOOL, SEVEN STUDENTS WERE ABLE TO DULY ENROLL IN COLLEGE CLASSES AT [INAUDIBLE] COLLEGE.

SCHOOL STAFF WERE ABLE TO TAKE THEM TO THE CAMPUS, TO WALK THEM THROUGH, WHERE TO GO FOR THEIR CLASSES, AND THEY WERE VERY EAGERLY FOR THEIR FIRST DAY.

AT BOTH COMMUNITY SCHOOLS, A RIDER DAY STARTED THEIR JOB TRAINING PROGRAM FOR THE HIGH SCHOOL STUDENTS.

THIS PROGRAM IS VERY BENEFICIAL IN HELPING STUDENTS FEEL READY TO WORK.

THEY HELPED BUILD RESUMES, DO MOCK INTERVIEWS, AND REVIEW GOOD CUSTOMER SERVICE JOB SKILLS.

THE [INAUDIBLE] APPRENTICESHIP PROGRAM STARTED A NEW GROUP LAST WEEK.

EIGHT HIGH SCHOOL STUDENTS ARE ENROLLED IN THIS PROGRAM AND WILL BE ABLE TO LEARN HANDS ON SKILLS AND EARN INDUSTRY RECOGNIZED CERTIFICATIONS, INCLUDING OSHA 10 AND FIRST AID, CPR, AND MANY OTHERS.

LASTLY, I AM EXCITED TO SHOW THAT AB 243 HAS OFFICIALLY BEEN SIGNED BY THE GOVERNOR AND IS NOW LAW EFFECTIVE JANUARY 1ST, 2026.

THIS WILL REMOVE BARRIERS IN ASSESSING HIGHER EDUCATION FOR INCARCERATED AND SYSTEM INVOLVED YOU ACROSS THE STATE OF CALIFORNIA.

I WANT TO ACKNOWLEDGE OUR COLLEGE FACILITATOR AT OSBORNE, [INAUDIBLE] FOR HIS DEDICATION TO MAKE THIS POSSIBLE.

HE SPENT TIME WRITING THIS BILL AND PRESENTING IT TO THE STATE OFFICIALS IN SACRAMENTO.

I WANT TO GO TO COLLEGE AND THIS WILL MAKE IT EASIER. THANK YOU.

THEY WORKED WITH US AND COLLABORATIVELY WITH US TO SEE WHERE WE WERE MOST IMPACTED AND HOW THEY COULD ADDRESS IT.

WE SAW THAT STEP 8 WAS WHERE THE INEQUITY MOST HEAVILY EXISTED.

VOICES MORGAN HILL IS SEEKING A FIVE-YEAR TERM AS IT HAS BEEN DESIGNATED BY THE CALIFORNIA DEPARTMENT OF EDUCATION OR CDE AS A MIDDLE PERFORMANCE CATEGORY SCHOOL.

ITS CURRENT ENROLLMENT IS APPROXIMATELY 400 STUDENTS.

VOICES MORGAN HILL WAS INITIALLY APPROVED ON APPEAL FROM MORGAN HILL UNIFIED IN 2014 AND OPENED IN 2015.

IT SERVES STUDENTS TK-8.

VOICES MORGAN HILL SUBMITTED ITS RENEWAL PETITION ON OCTOBER 27TH, AND ON NOVEMBER 5TH, THE SCCBOE HELD A PUBLIC HEARING WITHIN 60 DAYS AS REQUIRED BY LAW.

SCCOE, VOICES MORGAN HILL, AND VOICES COLLEGE-BOUND LANGUAGE ACADEMIES OR VCBLA, ENTERED INTO A MEMORANDUM OF UNDERSTANDING OR MOU IN 2018 AND AN ADDENDUM TO THAT MOU IN 2022, DUE TO VOICES MORGAN HILL'S MATERIAL REVISION.

BOTH OF THOSE DOCUMENTS REMAIN IN EFFECT DURING ANY CHARTER RENEWAL, APPEAL, ETC., OR UNTIL A NEW AGREEMENT HAS BEEN REACHED.

THE CHARTER SCHOOL DEPARTMENT HAS PROVIDED VOICES MORGAN HILL AND UPDATED MOU TO ALIGN WITH THE CURRENT LAWS AND PRACTICES.

WHICH WAS ACCEPTED AND APPROVED BY VOICES ON JANUARY 5TH, 2026.

THE CHARTER SCHOOL DEPARTMENT ANALYZED THE RENEWAL PETITION FOLLOWING CALIFORNIA EDUCATION CODE, AND IS CONSISTENT WITH THE BOARD'S GUIDELINES FOR CHARTER RENEWAL.

OUR TEAM HAS EXPERTISE AND EXPERIENCE IN CHARTER SCHOOLS, CHARTER SCHOOL RENEWALS, AND SPECIALTY PROGRAMMING, INCLUDING CURRICULUM AND INSTRUCTION, ENGLISH LANGUAGE DEVELOPMENT, SPECIAL EDUCATION, SCHOOL GOVERNANCE, AND EDUCATIONAL FINANCE.

BASED ON ITS PERFORMANCE ON THE CALIFORNIA SCHOOLS DASHBOARD INDICATORS FOR THE PAST TWO YEARS, VOICES MORGAN HILL WAS NEITHER DEEMED A HIGH-PERFORMING SCHOOL, NOR WAS IT DEEMED A LOW-PERFORMING SCHOOL.

CHARTER SCHOOLS THAT DO NOT MEET THE CRITERIA TO BE CATEGORIZED AS HIGH OR LOW ARE DEEMED AS MIDDLE PERFORMING AND ARE ELIGIBLE TO BE CONSIDERED FOR A FIVE-YEAR CHARTER RENEWAL.

ON JANUARY 8TH, THE CDE RELEASED THE NEW CHARTER PERFORMANCE CATEGORY LIST BASED ON THE 24 AND 25 CALIFORNIA SCHOOLS DASHBOARD DATA.

VOICES MORGAN HILL WAS, AGAIN, IDENTIFIED AS A MIDDLE-PERFORMING CHARTER SCHOOL.

EFFECTIVE JANUARY 1ST OF 2026, THE STANDARDS FOR RENEWAL FOR MIDDLE PERFORMANCE TIER SCHOOLS WAS MODIFIED BY OPERATION OF LAW.

THEREFORE, IN DETERMINING WHETHER TO RENEW A MIDDLE PERFORMING CHARTER, THE SCCBOE IS TO CONSIDER THE SCHOOL-WIDE AND SUBGROUP PERFORMANCE ON THE STATE AND LOCAL INDICATORS ON THE DASHBOARD, GIVING GREATER WEIGHT TO THE MEASUREMENTS OF ACADEMIC PERFORMANCE.

THE SCCBOE MAY DENY A MIDDLE-PERFORMING CHARTER SCHOOL IF THEY FIND ON THESE PERFORMANCE BASIS IS ONLY BY MAKING WRITTEN FACTUAL FINDINGS, SETTING FORTH FACTS TO SUPPORT THREE FINDINGS.

FIRST, THAT THE SCHOOL FAILED TO MEET OR MAKE SUFFICIENT PROGRESS TOWARDS MEETING STANDARDS THAT PROVIDE A BENEFIT TO THE PUPILS OF THE SCHOOL.

TWO, THAT CLOSURE OF THE SCHOOL IS IN THE BEST INTEREST OF THE PUPILS, AND THREE, IF APPLICABLE, THAT THE DECISION PROVIDED GREATER WEIGHT TO PERFORMANCE ON MEASURES OF ACADEMIC PERFORMANCE.

WHEN REVIEWING WHETHER CLOSURE OF THE SCHOOL IS IN THE BEST INTEREST OF THE PUPILS, IT FALLS TO THE CHARTERING AUTHORITY TO LOOK AT THE TOTALITY OF THE CIRCUMSTANCES, INCLUDING THE PERFORMANCE OF THE SCHOOLS WHICH VOICES MORGAN HILL STUDENTS WOULD OTHERWISE HAVE ATTENDED.

STAFF REVIEWED VOICES MORGAN HILLS STATEWIDE, SUMMATIVE ACADEMIC ACHIEVEMENT DATA AND FOUND ITS ACADEMIC ACHIEVEMENT DATA DEMONSTRATES STUDENT PERFORMANCE IS COMPARABLE TO THE DISTRICT IN WHICH IT IS LOCATED AND TO THE STATE.

STAFF ALSO NOTES THAT VOICES MORGAN HILL ACADEMIC PERFORMANCE HAS IMPROVED.

STAFF ALSO NOTES THAT THE ELA AND MATH GROWTH DATA, WHICH IS NOW ON THE CALIFORNIA SCHOOLS DASHBOARD, INDICATES THAT VOICES MORGAN HILL STUDENTS MADE AVERAGE GROWTH IN ELA AND ACCELERATED GROWTH IN MATH.

THE RENEWAL PETITION REQUESTS THAT THE COUNTY BOARD APPROVE ADMISSION PREFERENCES IN CASES IN WHICH THERE ARE MORE APPLICANTS THAN SPACES AT A PARTICULAR GRADE LEVEL.

IN THE RENEWAL PETITION, VOICES MORGAN HILL WAS CLEANING UP ITS PREVIOUS EXCEPTIONS AND PREFERENCES LIST AND IS SEEKING APPROVAL OF THE FOLLOWING PREFERENCES IN THE FOLLOWING ORDER.

ONE, STUDENTS CURRENTLY ENROLLED AT THE SCHOOL.

TWO, SIBLINGS OF STUDENTS ALREADY ENROLLED OR ADMITTED INTO THE CHARTER SCHOOL.

THREE, CHILDREN OF STAFF OR TEACHERS OF STAFF NOT TO EXCEED 10% OF THE TOTAL CHARTER SCHOOL ENROLLMENT.

FOUR, STUDENTS WHO RESIDE IN THE DISTRICT, AND FIVE, STUDENTS WHO QUALIFY FOR FREE AND REDUCED LUNCH PRICED MEALS.

THERE ARE NO MAJOR CHANGES FROM THE PRIOR LIST.

THEREFORE, STAFF RECOMMENDS APPROVAL OF THESE PREFERENCES.

IN THE STAFF ANALYSIS, STAFF ALSO NOTED SEVERAL ITEMS OR AREAS WHICH WOULD NEED TO BE ADDRESSED AS PART OF AN ADDENDUM TO THE MOU.

VOICES HAS INDICATED THAT IT IS IN AGREEMENT WITH STAFF'S RECOMMENDATIONS.

VMH ACHIEVED A BLUE PERFORMANCE LEVEL, THE HIGHEST POSSIBLE ON THE CALIFORNIA SCHOOL DASHBOARD WITH 57.5% OF STUDENTS MAKING PROGRESS, SIGNIFICANTLY HIGHER THAN THE DISTRICT, 48.5% AND STATE, 46.4%.

IN 18 OUT OF 18 STUDENT GROUP COMPARATIVE CASES, VMH STUDENTS OUTPERFORM THEIR COUNTERPARTS AT NEARBY NEIGHBORHOOD SCHOOLS.

THE SCCOE STAFF FOUND THAT VMH HAS A STABLE FINANCIAL POSITION, DEMONSTRATING THE ABILITY TO MEET ITS FUTURE FINANCIAL OBLIGATIONS.

KEY INDICATORS INCLUDE, AS OF JUNE 30TH, 2024, VMH REPORTED AN AUDITED RESERVE OF 3.2 MILLION REPRESENTING 56% OF ITS TOTAL EXPENSES, FAR EXCEEDING THE REQUIRED 4% MINIMUM.

I KNOW WE'VE HAD SOME QUESTIONS AROUND THIS IN THE PAST WITH OTHER RENEWALS, BUT WHEN WE'RE LOOKING AT DATA, DOES THE CHARTER LEGISLATION ALLOW COMPARISON OF DATA BASED ON SCHOOL SITES WITHIN A DISTRICT.

IS IT BASED ON ZIP CODE? IS IT BASED ON THE DISTRICT AS A WHOLE, IF YOU COULD JUST REFRESH MY MEMORY ON WHAT WE KNOW ABOUT THAT LEGISLATION?

>> ABSOLUTELY. EACH PORTION OF THE CHARTER SCHOOLS ACT ACTS A LITTLE DIFFERENTLY.

A LOT OF THE QUESTIONS THAT WE'VE HAD IN THE PAST, AROUND CAN YOU LOOK AT THE NEIGHBORING DISTRICT? CAN YOU LOOK AT THE NEIGHBORING ZIP CODE? IS AROUND THE RACIAL AND ETHNIC BALANCE? THE QUESTION THAT YOU'RE ASKING, HOWEVER, IS LOOKING AT THE ACADEMIC PERFORMANCE AND SEEING HOW WE'RE LOOKING TO DETERMINE COMPARISON.

IN MY OPENING STATEMENT, I EXPLAINED THAT IF WE'RE LOOKING POSSIBLY CLOSING A SCHOOL.

WE HAVE TO DETERMINE WHETHER OR NOT CLOSURE IS IN THE BEST INTEREST OF THOSE STUDENTS.

IT IS A SEGMENT OF OUR PRESENTATION TO ALL FAMILIES WHO ARE NEW TO THE SCHOOL, LETTING THEM KNOW ABOUT OUR INCLUSION MODEL, WHAT SUPPORT LOOKS LIKE IN THE CLASSROOM, AND WHAT IT MAY LOOK LIKE SPECIFICALLY IN A DUAL IMMERSION SETTING SO THAT THEY HAVE ALL OF THE BACKGROUND INFORMATION NEEDED COMING IN.

IT IS AN INTEREST OF OURS TO ENSURE THAT WE'RE GETTING THAT COMMUNICATION OUT TO THE WIDER COMMUNITY AS WE CONTINUE TO ENROLL STUDENTS IN COMING YEARS.

WE'VE SEEN OUR COMMUNITY DIVERSIFY IN ALL AREAS, AND SO WE WANT TO ENSURE THAT FAMILIES ARE AWARE OF WHAT WE'RE ABLE TO OFFER AT VOICES MORGAN HILL.

FROM THAT, PAUL ACTUALLY CREATED SOME DRAFT VISIONS AND STRATEGIC GOALS FOR US TO WORDSMITH AND APPROVE FOR DECEMBER 15TH MEETING, WHICH WAS OUR LAST MEETING WHERE WE CAME UP WITH THE VISION AND STRATEGIC GOALS, WHICH ARE ON THE NEXT SLIDE, IF YOU COULD SHOW THAT.

THE REPORT THAT I JUST MENTIONED LISTS ABOUT A DOZEN OR SO COMPLETED PROJECTS ALL ACROSS THE STATE, AND THERE ARE AT LEAST THREE IN SANTA CLARA COUNTY THAT HAVE BEEN COMPLETED THAT ARE CURRENTLY,

EITHER OCCUPIED OR RENTING UP, WHICH IS A FAIRLY SIGNIFICANT PROPORTION.

THERE ARE ADDITIONAL PROJECTS THAT ARE IN VARIOUS STAGES OF PLANNING AND DEVELOPMENT.

IN ORDER TO LEARN MORE ABOUT THIS, WE HAD A SERIES OF INFORMATIONAL INTERVIEWS WITH CHIEF BUSINESS OFFICERS FROM THE THREE SANTA CLARA COUNTY SCHOOL DISTRICTS THAT HAVE COMPLETED THESE PROJECTS.

WE ALSO HAD AN INTERVIEW WITH STAFF FROM THE ASSOCIATED PROPERTY MANAGEMENT, PROPERTY OWNERSHIP ENTITY THAT WAS CREATED AS PART OF THE PROJECT IN MARIN COUNTY OFFICE OF EDUCATION TO GET A BETTER HANDLE ON HOW THESE PROJECTS CAME TO BE, HOW THEY'RE OPERATED, HOW THEY'RE DEVELOPED AND FUNDED, AND A BIT OF A SENSE OF HOW THE LEAS THAT ARE OPERATING THEM OR THAT ARE INVOLVED IN THE FEEL ABOUT THE PROCESS NOW THAT THEY HAVE COMPLETED THEM.

WITH THE GOAL OF UNDERSTANDING MORE ABOUT THIS PROCESS AND MAYBE DEPENDING ON SUBSEQUENT DECISIONS, BEING ABLE TO SUPPORT SCHOOL DISTRICTS IN THE COUNTY THAT WOULD BE INTERESTED IN MOVING FORWARD WITH THESE.

NEXT SLIDE, PLEASE. AS YOU CAN IMAGINE, THESE ARE VERY COMPLICATED PUBLIC AGENCY CAPITAL WORKS PROJECTS.

AS WE WENT THROUGH THE PROCESS OF GOING THROUGH THE REPORTS, BUT ALSO THE INTERVIEWS, WHAT WE CAME TO REALIZE IS THAT EACH ONE OF THEM IS ESSENTIALLY UNIQUE.

FOR EXAMPLE, IN SANTA CLARA COUNTY, THE CASA DEL MAESTRO PROJECT IN SANTA CLARA UNIFIED THAT HAS BEEN AROUND NOW FOR WELL OVER 20 YEARS IS BUILT ENTIRELY ON SCHOOL DISTRICT PROPERTY, FUNDED BY GENERAL OBLIGATION BONDS FROM THE SCHOOL DISTRICT ITSELF.

OTHER PROJECTS IN THE COUNTY AND IN DIFFERENT COUNTIES ARE FUNDED IN DIFFERENT WAYS.

A NUMBER OF THEM INCLUDE SOME PORTION OF GENERAL OBLIGATION BONDS, BUT THEY'RE ALSO SECURED THROUGH THINGS LIKE CERTIFICATES OF PARTICIPATION, WHERE ESSENTIALLY THE DEBT THAT IS TAKEN ON TO BUILD THESE PROJECTS IS REPAID OUT OF RENT PAYMENTS MADE BY THE PEOPLE WHO LIVE IN THEM.

SOME OF THE PROJECTS ALSO INCLUDE UNIQUE ASPECTS, FOR EXAMPLE, AT THE OAK HILL PROJECT IN MARIN COUNTY OFFICE OF EDUCATION IS ACTUALLY BUILT ON STATE LAND, AND THE STATE LEASED THE LAND TO THE JOINT POWERS AGENCY FOR $1 A YEAR FOR 99 YEARS.

AS YOU CAN IMAGINE, THAT MAKES QUITE A DIFFERENCE WHEN YOU'RE WORKING ON DEVELOPING ONE OF THESE PROJECTS.

THE GOVERNANCE BEHIND OR OVERSEEING THESE PROJECTS ALSO VARIES VERY MUCH FROM RELATIVELY RELATIVELY SIMPLE GOVERNANCE.

IN SOME CASES, THE LEA GOVERNING BOARD IS, IN FACT, THE GOVERNANCE AGENCY FOR THE HOUSING PROJECT, ALTHOUGH A NUMBER OF DIFFERENT LEAS HAVE LEARNED THAT THAT CREATES COMPLICATIONS THAT ARE MOVING AWAY FROM THAT DESIGN.

ALL THE WAY UP TO VERY COMPLICATED MULTI-PUBLIC AGENCY JOINT POWERS AUTHORITIES, I FORGET EXACTLY THE NAME OF IT, LIKE THE ONE IN NORTH COUNTY THAT INCLUDES THE COUNTY OF SANTA CLARA, MULTIPLE SCHOOL DISTRICTS IN BOTH SANTA CLARA AND SAN MATEO COUNTY, CITY OF PALO ALTO, JUST A WHOLE BUNCH OF ORGANIZATIONS.

A SECOND THING TO REALIZE ABOUT THESE PROJECTS IS THAT THEY TYPICALLY HAVE VERY LONG TIMELINES, THAT THESE PROJECTS TAKE ON AVERAGE BETWEEN 5-7 YEARS FROM THE INITIAL IDEA TO ACTUALLY PROJECT COMPLETION AND EDUCATORS BEING ABLE TO MOVE IN.

IN PART, THAT'S BECAUSE OF THE COMPLEXITY OF THESE PUBLIC AGENCY CONSTRUCTION PROJECTS, BUT IT ALSO REFLECTS THE REALITIES OF CAPITAL FUND RAISING AND THE LEGAL COMPLEXITIES OF PULLING SOMETHING LIKE THIS TOGETHER.

AS I MENTIONED EARLIER, A NUMBER OF THE PUBLIC AGENCIES, THE LEAS THAT HAVE BEEN INVOLVED IN THIS WORK, HAVE DECIDED TO SEPARATE THE GOVERNANCE AND OPERATIONS OF THE HOUSING PROJECT FROM THE LEA ITSELF, ESSENTIALLY CREATING A SEPARATE LEGAL ENTITY, EITHER A NONPROFIT OR A JPA, SO THAT THE WORK OF CREATING AND THEN OPERATING THESE PROJECTS IS KEPT SEPARATE FROM THE DAY-TO-DAY OPERATIONS OF GOVERNANCE OF A SCHOOL DISTRICT.

IT ALSO HELPS TO AVOID POTENTIAL LEGAL COMPLICATIONS THAT YOU CAN RUN INTO WHEN YOUR EMPLOYER IS ALSO YOUR LANDLORD.

IN DISCUSSING THESE PROJECTS WITH THE CHIEF BUSINESS OFFICERS, ONE OF THE THINGS THAT CAME UP THAT IS PARTICULARLY IMPORTANT IS TRULY

UNDERSTANDING THE PEOPLE WHO ARE GOING TO BE LIVING IN THESE DEVELOPMENTS.

I THINK ONE OF THE THINGS THAT WE LEARNED IS THAT A NUMBER OF FOLKS CREATED THESE PROJECTS WITH THE UNDERSTANDING THAT THE EDUCATORS WHO WOULD BE LIVING IN THEM WOULD BE RELATIVELY YOUNG.

THEY WOULD BE RELATIVELY INEXPERIENCED, RELATIVELY FRESH OUT OF COLLEGE, AND SO THESE PROJECTS WERE DESIGNED ONE BEDROOM APARTMENTS, FOR EXAMPLE.

BUT IN A PLACE LIKE SANTA CLARA COUNTY WHERE WE TEND TO HAVE SCHOOL DISTRICTS THAT PAY RELATIVELY HIGH WAGES, ONE OF THE THINGS THAT THAT MEANS IS THAT THE SCHOOL DISTRICTS TEND TO EMPLOY RELATIVELY EXPERIENCED TEACHERS, PEOPLE WHO'VE BEEN TEACHERS FOR 10, 15 YEARS.

OBVIOUSLY, THE KINDS OF ACCOMMODATION THAT SOMEONE IN THEIR MID 30S IS LOOKING FOR IS POTENTIALLY QUITE DIFFERENT FROM THE KINDS OF ACCOMMODATION THAT SOMEONE IN THEIR EARLY 20S IS LOOKING FOR.

GETTING A REAL UNDERSTANDING OF THE NEEDS AND PREFERENCES OF THE PEOPLE WHO WE LIVING IN THESE AFFORDABLE HOUSING DEVELOPMENTS WINDS UP BECOMING VERY IMPORTANT.

ONE THING THAT I DIDN'T MENTION IN THE BULLET POINTS, BUT THAT IS IMPORTANT IS JUST SOME IDEA OF THE SCALE OF THE COST.

WHEN WE'VE BEEN TALKING TO THE VARIOUS CHIEF BUSINESS OFFICERS AROUND THESE PROJECTS, WHAT THEY'VE BEEN TELLING US THAT THEY TYPICALLY WIND UP COSTING ON THE ORDER OF ABOUT $1 MILLION PER APARTMENT TO BUILD.

WHEN YOU'RE IMAGINING, A NUMBER OF THESE PROJECTS HAVE NORTH OF 100 APARTMENTS IN THEM, SO YOU'RE TALKING VERY SIGNIFICANT SUMS OF MONEY, VERY SIGNIFICANT CAPITAL PROJECTS IN BUILDING THESE.

EACH OF THE CHIEF BUSINESS OFFICES WE SPOKE TO, WE'RE PAINS TO EXPLAIN TO US THAT THIS IS A VERY COMPLICATED PROJECTS, THAT THERE'S A LOT OF HEARTBURN INVOLVED IN DEVELOPING THESE THINGS, THAT THERE'S VERY OFTEN LEADERSHIP TURNOVER DURING THE TIMELINE OF THE PROJECT, AND SO IT'S VERY IMPORTANT THAT THE LEA GOVERNANCE BE REALLY COMMITTED TO THESE KINDS OF PROJECTS BEFORE THEY BEGIN.

BUT AS A COUNTERPOINT TO THAT, EVERY SINGLE ONE OF THEM TOLD US THAT IN THE END, THEY BELIEVE THAT THESE PROJECTS HAVE SIGNIFICANT BENEFITS FOR THE DISTRICTS, THAT IN SOME CASES, THEY'VE NOTICED DEFINITE IMPROVEMENTS IN THINGS LIKE RECRUITMENT, EMPLOYEE SATISFACTION, AND IN SOME CASES, EVEN A POSITIVE NET FINANCIAL RETURN TO THE SCHOOL DISTRICT.

THE COLLABORATIVE SHARED UPDATES FROM ITS 2024, '25 REPORT, ANNUAL REPORT, HIGHLIGHTING CONTINUED GROWTH IN PARTNERSHIPS AND SERVICES.

SINCE OCTOBER 2025, THE COLLABORATIVE HAS EXPANDED 49 TO 66 FORMAL AGREEMENTS, REFLECTING INCREASED DEMAND FOR INCLUSIVE PROFESSIONAL LEARNING AND TECHNICAL ASSISTANCE.

THE COMMITTEE HAS ALSO REVIEWED WARM LINE IMPACT DATA SHOWING SUSTAINED AND GROWING COMMUNITY USE.

BETWEEN MAY AND DECEMBER 2025, THE WARM LINE RESPONDED TO 629 CALLS SUPPORTING 1085 INDIVIDUALS IN ENGLISH SPANISH VIETNAMESE AND MANDARIN.

MOST CALLS ARE RELATED TO BEHAVIOR, SCHOOL SUPPORTS, DISABILITY RESOURCES, AND PARENTING CONCERNS WITH AUTISM AND SPEECH LANGUAGE NEEDS AMONG THOSE COMMON AREAS OF SUPPORT.

THERE WERE ADDITIONAL UPDATES ABOUT CURRENT AND UP COMING GRANT INITIATIVES, INCLUDING THE EDUCATION INNOVATION AND RESEARCH GRANT, INCLUSIVE EARLY EDUCATION EXPANSION PROGRAM GRANT, CALIFORNIA COALITION FOR INCLUSIVE EARNING 2.0 GRANT AND THE NEWLY AWARDED STACS GRANT, WHICH POSITIONS SCCOE AND THE INCLUSION COLLABORATIVE TO PROVIDE FREE STATEWIDE SUPPORT TO CHARTER SCHOOLS, FOCUSED ON EQUITY CENTERED AND INCLUSIVE PRACTICES.

I PARTICIPATED IN A BUNCH OF MEETINGS WITH ASSEMBLY MEMBERS AND STATE SENATORS WITH THE SANTA CLARA COUNTY SCHOOL BOARDS ASSOCIATIONS, THEIR LEGISLATIVE ACTION COMMITTEE, ALWAYS REPRESENTING THE ENTIRETY OF ALL 31 DISTRICTS, BUT ALSO GIVING THE COUNTY FLARE OF WHAT WE NEED FROM ALL THIS, FROM THE STATE LEGISLATORS.

THEY GET REALLY THE WHOLE PACKAGE OF THE COUNTY BE IT LOCAL DISTRICT OR WHAT WE NEED AS COUNTY OFFICES OF EDUCATION.

I HELPED GIVE INPUT FOR FUTURE LEADERSHIP OF THE SANTA CLARA COUNTY SCHOOL BOARDS ASSOCIATION.

HAVING BEEN A PAST PRESIDENT, I'M ON A COMMITTEE TO PICK LEADERSHIP FOR THE FUTURE, AND THAT WAS GREAT.

WE HAVE A GREAT FUTURE OF VERY ENGAGED TRUSTEES ACROSS THIS COUNTY.

EARLIER A WEEK AGO, I MET WITH THE STAFF AND STUDENTS FROM THE SANOOL PROGRAM WHO ARE CURRENTLY OPERATING OUT OF THE CHANDLER TRIPP FACILITY, I WAS ABLE TO GIVE THEM AN UPDATE ON THE STATUS OF THE SANOOL PROPERTY AND SHARE INFORMATION THAT'S AVAILABLE IN TERMS OF WE WON'T BE ABLE TO OPERATE STUDENT PROGRAMS ON THAT SITE BECAUSE OF STATE REGULATIONS AND SO DELIVERED THAT INFORMATION TO THEM.

I GAVE THEM AN UPDATE ON THE TIMELINE FOR THEIR STAY AT CHANDLER TRIPP, WHICH AT THIS POINT IS AT A MINIMUM THROUGH THE END OF THE '26-'27 SCHOOL YEAR, WHILE WE'LL BE EVALUATING OPTIONS FOR THAT PROGRAM.

THE STUDENTS ALSO GAVE ME AN UPDATE ON MY TO-DO-LIST FOR THEM IN TERMS OF IMPROVING THE QUALITY OF LUNCH, AND WE'RE STILL WORKING ON THAT.

AS WE SHARED EARLIER, I HAD A GREAT OPPORTUNITY TO PARTICIPATE IN MY FIRST SILICON VALLEY READS KICKOFF EVENT, A PHENOMENAL EVENT, ABOUT 200 INDIVIDUALS PARTICIPATED.

THERE WAS A JUST INSPIRATIONAL PANEL OF AUTHORS WHO WERE SHARING THEIR WORK RELATED TO CREATING, BELONGING, OR UNIQUE EXPERIENCES, AND CREATING SPACE FOR EVERYONE IN OUR COMMUNITY.
