[APPLAUSE] THE SANTA CLARA COUNTY BOARD OF EDUCATION RECOGNIZES 10 SANTA CLARA COUNTY OFFICE OF EDUCATION EMPLOYEES EACH YEAR FOR OUTSTANDING SERVICE TO STUDENTS, PARENTS, COWORKERS AND CUSTOMERS. LYDIA NUNEZ, A CHILD CARE RESOURCE AND REFERRAL SPECIALIST IN THE CHILD CARE PLANNING AND SUPPORT DEPARTMENT, IS THE MAIN EMPLOYEE OF THE MONTH.

SHE HAS WORKED FOR THE SCCOE FOR SEVEN YEARS.

IT IS WITH GRATITUDE THAT WE CONGRATULATE LYDIA ON HER RECOGNITION AS MAY EMPLOYEE OF THE MONTH.

PRIOR TO JOINING THE SCCOE, LYDIA WORKED AS AN APPLIED BEHAVIOR ANALYST FOR THE EVERGREEN SCHOOL DISTRICT AND A TODDLER TEACHER FOR KINDERCARE.

I ALWAYS WANTED TO WORK FOR THE COUNTY. I WANTED TO TRANSITION TO HELPING FAMILIES AND PROVIDING RESOURCES, SAID LYDIA. SHE STARTED AT THE SCCOE AS A SUBSTITUTE FAMILY ADVOCATE FOR THE EARLY LEARNING DEPARTMENT, HELPING CAREGIVERS NAVIGATE THROUGH CHILD CARE ENROLLMENT AND ELIGIBILITY.

NOW, AS A CHILD CARE RESOURCES AND REFERRAL SPECIALIST, LYDIA IS RESPONSIBLE FOR FOSTERING AND MAINTAINING RELATIONSHIPS WITH FAMILIES, PROVIDERS AND PARTNERS TO ENSURE POSITIVE OUTCOMES FOR THE RESOURCE AND REFERRAL DEPARTMENT.

LYDIA PLAYS AN IMPORTANT ROLE IN SUPPORTING FAMILIES WHO ARE SEEKING CHILD CARE AND COMMUNITY RESOURCES, A PROCESS THAT CAN OFTEN FEEL OVERWHELMING AND CONFUSING TO FAMILIES, SAID DIETRICH.

CHILD CARE RESOURCE AND REFERRAL SUPERVISOR. HER DEEP KNOWLEDGE OF CHILD CARE SYSTEMS AND LOCAL SERVICES ALLOWS HER TO GUIDE FAMILIES IN A WAY THAT IS RESPONSIVE, CLEAR AND GENUINELY SUPPORTIVE. TAPPING INTO HER CORE STRENGTHS AS A LEARNER AND ACHIEVER, LYDIA HAS DEMONSTRATED HER COMMITMENT TO SERVING THE COMMUNITY BY EARNING HER CERTIFICATION AS A PREVENTATIVE HEALTH AND SAFETY TRAINER.

THIS TYPE OF INNOVATIVE. IN ADDITION, INITIATIVE IS.

IN ADDITION TO HER CONSISTENT TEAM, COLLABORATION HAS NOT GONE UNNOTICED.

HER COMMITMENT TO TEAMWORK IS EVIDENCED IN THE WAY SHE COLLABORATES ACROSS PROGRAMS, INCLUDING HER ACTIVE INVOLVEMENT WITH THE ADMIN TEAM ON THE EVENT PLANNING AND PROCUREMENT, SAID MICHAEL GARCIA, DIRECTOR OF CHILD CARE PLANNING AND SUPPORT.

THEY WERE RECOGNIZED AT THE CEREMONY ON APRIL 26TH.

THEY RECEIVED AWARDS FOR LEADERSHIP, CIVIC ENGAGEMENT, AND IMPROVEMENT IN ACADEMICS AND GPA.

TODAY I SAT DOWN WITH THE OG DOCTOR TOSTON. I WAS ELABORATING ON BRINGING PARENTING PROGRAMS FOR THE YOUTH WHO ARE INCARCERATED AND IN THE COMMUNITY.

I BELIEVE THESE PROGRAMS WOULD BE BENEFICIAL FOR THEM, BECAUSE SOME YOUTH DON'T HAVE THE PARENT FIGURE TO TEACH THEM HOW TO BE A PARENT.

I APPRECIATE DOCTOR TOSTON FOR COMING AND CHECKING UP ON ME.

WE RAISED CONCERNS, SUBMITTED AN APPEAL. MEDICALLY FRAGILE STUDENTS REQUIRE INTENSIVE SUPPORT, SPECIALIZED EQUIPMENT, AND SUFFICIENT SPACE TO ENSURE SAFETY, ESPECIALLY DURING EMERGENCIES.

ALL OUR STUDENTS ARE NON-VERBAL, HAVE NO NET CONTROL, OR REQUIRE FREQUENT POSITIONING THROUGHOUT THE DAY.

I WILL ADD VERY VULNERABLE. THEY CAN'T MOVE DEFEND THEMSELVES WHEN THESE NEEDS ARE NOT MET.

IT'S NOT ONLY INAPPROPRIATE, IT PUTS THEIR SAFETY AND BASIC RIGHTS AT RISK.

I HAVE SEEN FIRSTHAND THE CARE, PROFESSIONALISM AND STRONG TEAMWORK.

THEY KNOW EACH STUDENT WELL AND WORK TOGETHER TO MEET THEIR NEEDS, ESPECIALLY IN EMERGENCIES.

THE CLASSROOM IS WELL EQUIPPED WITH A WASHER AND DRYER, AMPLE STORAGE FOR EQUIPMENT, AND SAFE SPACE FOR STUDENTS TO MOVE WITH THEIR WALKERS.

THE TEACHERS AND STAFF HELP THE STUDENTS MAKE HUGE PROGRESS IN COMMUNICATION, SOCIALIZATION, MOBILITY, ETC. THEY ARE NOT ONLY HIGHLY SKILLED BUT TRULY COMPASSIONATE.

THEY TREAT THE STUDENTS LIKE FAMILY. I FEAR THAT DISINTEGRATING, MEDICALLY FRAGILE CLASSES AND PUTTING STUDENTS IN A CLASSROOM THAT IS NOT SUITED FOR NON-MOBILE STUDENTS WILL NOT SERVE THEM WELL.

PLEASE CONSIDER THE BASIC RIGHTS TO HUMAN DIGNITY AND NOT PUT STUDENTS IN A CLASS WHERE THEY WILL BE LEFT OUT IN THEIR WHEELCHAIR ALL DAY.

WHEN I BRIEFLY LEFT COE 9 YEARS AGO TO WORK IN A LOCAL DISTRICT WHICH TOOK BACK THEIR STUDENTS,

SHE WAS SERVED IN THE COE UNTIL JANUARY WHEN HER DISTRICT TOOK HER BACK.

THEY WERE SO UNPREPARED FOR THE NEEDS OF THIS CHILD THAT SHE WENT UNSERVED FOR OVER 10 WEEKS BEFORE THE DISTRICT HIRED ME TO TEACH HER AGAIN.

WHEN I BRIEFLY LEFT COE 9 YEARS AGO TO WORK IN A LOCAL DISTRICT WHICH TOOK BACK THEIR STUDENTS, I SAW THE LACK OF PREPAREDNESS AND SERVICES OFFERED.

I CAN'T BE HERE TONIGHT IN PERSON, AS I AM SERVING AS A HOME SCHOOL TEACHER FOR A VERY MEDICALLY FRAGILE LITTLE GIRL.

SHE WAS SERVED IN THE COE UNTIL JANUARY WHEN HER DISTRICT TOOK HER BACK.

THEY WERE SO UNPREPARED FOR THE NEEDS OF THIS CHILD THAT SHE WENT ON SERVED FOR 10 WEEKS BEFORE THE DISTRICT HIRED ME TO TEACH HER AGAIN.

I'VE SEEN HOW IMPORTANT A STABLE, FAMILIAR AND WELL-SUPPORTED ENVIRONMENT IS FOR THEIR GROWTH, SAFETY, AND OVERALL WELL-BEING. CLOSING THESE CLASSROOMS WOULD MEAN DISPERSING STUDENTS TO DIFFERENT SCHOOLS.

THIS CHANGE COULD BE VERY DIFFICULT FOR MEDICALLY FRAGILE STUDENTS WHO DEPEND ON ROUTINE, CONSISTENT CARE AND TRUSTED RELATIONSHIPS WITH STAFF.

IN APRIL, WE ALSO PRESENTED THE FINDINGS TO THE POLICY COUNCIL AS WELL AS PARTICIPATED IN OUR FIRST TRAINING AND TECHNICAL ASSISTANCE WITH THE OFFICE OF HEAD START. JUST TO LET YOU KNOW AND PROVIDE AN ADDITIONAL UPDATE ON MAY 5TH.

WE ALSO PROVIDED THIS UPDATE TO OUR POLICY COUNCIL, JUST TO PROVIDE SOME CONTEXT FOR THE HEAD START GRANT, THERE ARE TYPICALLY FOUR DIFFERENT TYPES OF FEDERAL MONITORING REVIEWS THAT CAN HAPPEN WITHIN A FIVE YEAR GRANT CYCLE.

THIS ONE FOCUSES ON OUR FOCUS AREA 1 IN WHICH THEY CONDUCT AN OVERVIEW EVALUATION OF OUR SYSTEMS ACROSS FOUR DIFFERENT CONTENT AREAS AND 11 PERFORMANCE AREAS. THE TYPES OF PERFORMANCE RESULTS THAT YOU CAN RECEIVE RANGE FROM STRONG PRACTICE, ALL THE WAY TO DEFICIENCY. DEFICIENCY BEING THE MOST SERIOUS AND EGREGIOUS.

SO THIS JUST GIVES YOU AN ILLUSTRATION OF OUR FOUR CONTENT AREAS AND THE DIFFERENT PERFORMANCE AREAS THAT THEY DO EVALUATE FOCUSING ON PDMI, WHICH IS PROGRAM DESIGN, MANAGEMENT AND IMPROVEMENT.

THEN FOLLOWED BY SUPPORTING SAFE AND HEALTHY LEARNING ENVIRONMENTS, FISCAL INFRASTRUCTURE, AND THEN ERSEA. OR ELIGIBILITY, RECRUITMENT, SELECTION, ENROLLMENT AND ATTENDANCE.

AS YOU CAN SEE THAT WE HAVE HIGHLIGHTED TWO DIFFERENT PERFORMANCE AREAS PROGRAM GOVERNANCE AND SAFE AND SAFETY AND.

SAFE AND SANITARY ENVIRONMENTS, WHICH WE WILL DISCUSS FURTHER.

SO IN SUMMARY, OUR RESULTS INDICATED THAT 9 OF OUR AREAS THAT WERE REVIEWED WERE FOUND COMPLIANT.

2 OF THE AREAS WE DID GET AN AREA OF CONCERN AND ONE, WE DID GET AN AREA OF NONCOMPLIANCE.

IN THIS FEDERAL MONITORING REVIEW, WE DID NOT GET ANY DEFICIENCY.

SO THE RESULTS SHOWED THAT WE DID GET 2 DIFFERENT AREAS OF CONCERN ONE UNDER PROGRAM GOVERNANCE AND ANOTHER UNDER SAFE AND SANITARY ENVIRONMENTS.

THIS JUST REQUIRES US TO CONTINUALLY FOLLOW UP WITH OUR REGIONAL OFFICE AND TO RECTIFY, PRIOR TO BECOMING ANYTHING LARGER OF A CONCERN.

AND THEN WE DID GET AN AREA OF NONCOMPLIANCE, WHICH WE DO NEED TO PROVIDE A CORRECTIVE ACTION PLAN, AND THEY WILL COME AFTER 120 DAYS TO REVIEW OUR RESULTS.

THAT FINDING WAS FOUND UNDER SAFE AND SANITARY ENVIRONMENTS.

NEXT, WE'LL GO OVER JUST WHAT KIND OF ACTION STEPS WE'VE TAKEN UNDER THESE THREE DIFFERENT ITEMS. UNDER PROGRAM GOVERNANCE, THE AREA OF CONCERN WAS THE FEDS HAVE CREATED A NEW, DIFFERENT TYPE OF INTERPRETATION OF WHAT INFORMATION WE NEED TO PROVIDE TO POLICY COUNCIL AND THE GOVERNING BODY, AND THEY WOULD LIKE FOR US TO, MOVING FORWARD, PROVIDE BALANCE SHEETS, CASH FLOW STATEMENTS AND INCOME STATEMENTS AS A PART OF THE MONTHLY FISCAL DOCUMENTATION THAT WE PROVIDE.

CURRENTLY, WE'VE ALREADY STARTED WORKING WITH THE OFFICE OF HEAD START TRAINING AND TECHNICAL ASSISTANCE TEAM TO GET CLARITY ON HOW OTHER AGENCIES ARE BEING ABLE TO DO THIS FOR SAFE AND SAFETY ENVIRONMENTS. WE DID RECEIVE AN AREA OF CONCERN IN WHICH THEY WOULD LIKE FOR US TO UPDATE OUR STANDARDS OF CONDUCT.

THEY WOULD LIKE FOR US TO HAVE EXPLICIT STATEMENTS REVOLVING AROUND THE PROHIBITION OF SEXUALLY ABUSIVE BEHAVIOR.

WE CURRENTLY HAVE A BLANKET STATEMENT, AN UMBRELLA STATEMENT THAT DOES SAY THAT THERE IS A PROHIBITION OF ANY TYPE OF ABUSIVE BEHAVIOR OR NEGLIGENT BEHAVIOR.

WE ALREADY ACTUALLY CORRECTED THIS BACK IN JANUARY.

WE UPDATED OUR STANDARDS OF CONDUCT TO HAVE AN EXPLICIT STATEMENT.

AND WE HAVE HAD ALL STAFF SIGN OFF ON THE STANDARDS OF CONDUCT.

THEY'VE BEEN REVIEWED. LASTLY, WE DID HAVE AN AREA OF NONCOMPLIANCE.

AND THIS ONE THERE IS 120 DAY CORRECTIVE ACTION PERIOD.

THIS HAS TO DO WITH HAVING A INITIAL BACKGROUND CHECK THAT DID NOT MEET ALL THE REQUIRED COMPONENTS.

WE DID FIND THAT IT WAS A CLERICAL ERROR. HOWEVER, WE DO REALIZE THAT IT'S STILL IMPORTANT DESPITE IT BEING A CLERICAL ERROR THAT WE NEED TO REEVALUATE OUR SYSTEMS. AND SO THAT THIS TYPE OF ERROR DOESN'T HAPPEN AGAIN.

SO IN APRIL 2026, WE'VE ALREADY UPDATED AND SUBMITTED IT TO THE OFFICE OF HEAD START.

AND RIGHT NOW WE'RE JUST REVIEWING OUR SYSTEMS AND PROCESSES WITHIN HR, AS WELL AS UPDATING OUR POLICIES AND PROCEDURES TO ADDRESS THIS AREA.

SHE PROVIDED US AN OVERVIEW OF THE ROLE OF THE ASSESSOR'S OFFICE, WHICH IS RESPONSIBLE FOR DETERMINING THE ANNUAL ASSESSED VALUATION OF ALL REAL PROPERTY AND BUSINESS PERSONAL PROPERTY WITHIN SANTA CLARA COUNTY.

SHE HIGHLIGHTED THE DIRECT CONNECTION BETWEEN PROPERTY ASSESSMENTS AND SCHOOL FUNDING, NOTING THAT 44% OF PROPERTY TAX REVENUE SUPPORTS K THROUGH 12 SCHOOLS.

AS A RESULT, LOWER PROPERTY ASSESSMENTS CAN REDUCE THE FUNDING AVAILABLE FOR SCHOOLS.

SHE EMPHASIZED HER STRONG INTEREST IN PARTNERING, PARTNERING WITH AND ENGAGING THE SCHOOL COMMUNITY.

THE ASSESSOR'S OFFICE HOSTS PUBLIC MEETINGS THREE TIMES A YEAR IN FEBRUARY, MAY AND OCTOBER TO SHARE UPDATES ON SERVICES, PROGRAMS AND ASSESSMENTS. THE NEXT MEETING IS SCHEDULED FOR MAY 12TH.

THE STUDENTS GOT UP AND ANNOUNCED WHERE THEY WOULD BE GOING TO SCHOOL, AND IT KIND OF REMINDED ME OF THE DRAFT.

THE EQUIPMENT, SPACE AND INTENSIVE SUPPORT FROM STAFF TO ENSURE THEIR SON'S SAFETY.

WE ARE LIKE A FAMILY HERE AT ORCHARD. COMPASSIONATE WITH GREAT TEAMWORK THAT TRULY CARES FOR OUR STUDENTS NEEDS.

AN EMPHASIS OF THAT, AND HIGHLIGHTED THAT THERE ARE A NUMBER OF SERVICES AND SUPPORTS, BUT A NUMBER OF HIS CLASSMATES ARE STUDENT PARENTS, AND SO THE VALUE OF HAVING PARENTING CLASSES OR PARENTING SUPPORT STRATEGIES BEING INTEGRATED IN THE PROGRAM WOULD BE AN ADDED VALUE, BECAUSE THOSE STUDENTS HAVE ALREADY COMMITTED TO BETTERING THEMSELVES THROUGH EDUCATION, BUT MAKING SURE THAT THEY HAVE RESOURCES AND SUPPORT TO, TO SUPPORT THEIR CHILDREN AND THEIR FAMILY. AND HE TALKED ABOUT THE IMPORTANCE OF BREAKING CYCLES BECAUSE MANY STUDENTS MAY NOT HAVE THE IDEAL PARENT FIGURES TO HELP GUIDE THEM IN THE RIGHT DIRECTION PREVIOUSLY.

AND SO THEY WANTED TO MAKE SURE THAT THEY WERE EQUIPPED TO DO THAT.

IT'S A GREAT CONVERSATION. I WANTED TO HIGHLIGHT SOME OF THE WORK OF MY TEAMMATES, OUR TECHNOLOGY DIVISION, HOSTED A GROUP OF 40 STATEWIDE MEMBERS FROM THE COUNTY SUPERINTENDENTS ASSOCIATION TECHNOLOGY SERVICES COMMITTEE.

THEY MET WITH APPLE EXECUTIVES TO UNDERSTAND THE K-12 OFFERINGS, SEE HOW APPLE RUNS APPLE-CENTRIC IT INTERNALLY, AND DISCUSS DEVICE MANAGEMENT, SECURITY PLUS OPPORTUNITIES, AND TO VOICE THEIR CONCERNS RELATED TO TECHNOLOGY ADOPTIONS.

THIS IS IN ALIGNMENT WITH OUR GOAL 3 RELATED TO COMMUNITY PARTNERSHIPS.

THE TEAM APPRECIATED THINKING AND LEARNING WITH THEIR PEERS THROUGHOUT THE STATE.

ON MONDAY, APRIL 30TH AND MAY 1ST, THE COUNTY OFFICE HOSTED THE STATEWIDE RESIDENCY TECHNICAL ASSISTANCE CENTER, OR SRTAC ANNUAL SYMPOSIUM AND RESIDENTIAL LAB.

OVER 250 DISTRICTS HIGHER EDUCATION COMMUNITY PARTNERS WERE REPRESENTED WITH THE FOCUS OF STRENGTHENING CALIFORNIA'S EDUCATOR WORKFORCE THROUGH HIGH QUALITY TEACHER AND COUNSELING RESIDENCY PROGRAMS. AGAIN, THIS ALIGNS WITH OUR.

OUR BOARD GOALS RELATED TO CREATIVE TO CAREER AS WELL AS WHOLE CHILD AND IN PARTNERSHIPS THROUGHOUT THE STATE.

ON SATURDAY, I HAD AN OPPORTUNITY TO ATTEND AND OPEN THE EARLY LEARNING PROFESSIONAL SYMPOSIUM.

I WAS HELD HERE AT RIDDER PARK. THIS IS WHERE OUR EARLY LEARNER.

EARLY LEARNING PROFESSIONALS COME TOGETHER FOR A DAY PROFESSIONAL DEVELOPMENT.

THE TEAM DID A GREAT JOB OF ORGANIZING THE EVENT, AND THERE WAS A PALPABLE ENERGY IN THE AIR, AND THE FEEDBACK HAS BEEN POSITIVE. ON APRIL 29TH, WE STARTED THE NEXT ITERATION OF THE SUPERINTENDENTS ADVISORY COUNCIL. THIS GROUP IS COMPRISED OF CLASSIFIED STAFF AND LEADERSHIP OR MANAGEMENT MEMBERS.

THE. THE EXCLUSIONS WERE CABINET MEMBERS OR DEPARTMENT HEADS, SO THAT IT PRIORITIZED VOICES OF FOLKS WHO DON'T HAVE REGULAR INTERACTION WITH ME OR OTHER CABINET MEMBERS.

THEIR TASK AT THIS POINT IS TO ADVISE ME ON THE STATUS AND STRATEGIES TO MAINTAIN A POSITIVE CULTURE AND CLIMATE THROUGHOUT THE ORGANIZATION.

WE WORKED IN SMALL GROUPS TO DEVELOP SHARED AGREEMENTS AROUND COLLABORATION, ACCOUNTABILITY, AND HOW TO MAKE OUR SPACE PRODUCTIVE. WE'LL BE MEETING EVERY 6 WEEKS FOR 90 MINUTES IN PERSON.

AND AT OUR NEXT MEETING, WE'LL BE LOOKING AT OUR DRAFT SET OF SHARED AGREEMENTS.

I ALSO WANTED TO HIGHLIGHT THE COUNTY SCHOOLS COLLABORATIVE MEETING THAT WAS HOSTED HERE LAST THURSDAY OR FRIDAY.

WORKING WITH COUNTY GOVERNMENT STAFF AND SUPERINTENDENTS, FOCUSING ON HIGH PRIORITIES AT THIS MEETING.

WE DOVE INTO CHRONIC ABSENTEEISM IN OUR PRIORITY ZIP CODES.

AND LOOK FORWARD TO FUTURE CONVERSATIONS. AND LASTLY, I HAD AN OPPORTUNITY TO VISIT THE LAKESIDE DISTRICT ON MAY DAY AND GOT TO SEE THE LITTLE PEOPLE AND STAFF ENJOYING MAY DAY AS WELL AS SPEND TIME WITH SUPERINTENDENT BURRELL, UNDERSTANDING THE UNIQUE PRESSURES OF THAT SCHOOL DISTRICT WITH 73 STUDENTS AND THEIR COMMITMENTS TO VARIOUS PROGRAMS. BUT THE LIMITED RESOURCES THEY HAVE TO BE RESPONSIVE TO STUDENTS WHO MOVE IN, WHO MAY HAVE COMPLEX NEEDS FOR SUPPORT AND THE COSTS ASSOCIATED WITH THAT.
