AS BOARD MEMBERS WHO AUTHORIZE AND PROVIDE OVERSIGHT TO OUR SCHOOLS, WE WANTED TO MAKE SURE YOU WERE AWARE OF THIS IMPORTANT RECOGNITION THAT WILL NOT BE TAKING PLACE WITHOUT YOUR SUPPORT. SCHOOL AGE CHILDREN ARE DISPROPORTIONATELY AFFECTED AS THEY DON'T ALWAYS NOTICE TICK BITES.
ON FEBRUARY 24TH, I ATTENDED A COMMUNITY MEETING WITH EVERGREEN COUNCILPERSON, DOMINGO CANDELAS, AND TALKED ABOUT PROMOTING AN EXISTING FREE MEDICAL CLINIC TO CHILDREN IN UNDOCUMENTED POPULATIONS.
ON FEBRUARY 25TH, I ATTENDED THE EVENT THE ADVOCATE FOR THE CIVIL RIGHTS OF OUR LGBTQ POPULATION, INCLUDING THE RIGHTS OF YOUTH TO GROW UP IN A SUPPORTIVE HOME AND COMMUNITY ENVIRONMENT.
ON THE SAME DAY, I ALSO ATTENDED AN EVENT TO ENCOURAGE MUSLIM LEADERSHIP.

AND I JUST THOUGHT THE INFORMATION WAS REALLY HELPFUL AND GREAT DISCUSSION AND QUESTIONS BY TRUSTEES ON BETTER SUPPORTING STUDENTS IMPACTED BY A VARIETY OF ISSUES, BUT I JUST THOUGHT IT WAS A REALLY GREAT DISCUSSION.
I ALSO PARTICIPATED IN A FIRESIDE CHAT WITH THE ISLAMIC COUNCIL.
ISLAMIC CIRCLE OF NORTH AMERICA THEIR SOCIAL JUSTICE DIVISION ON WHY SCHOOL BOARDS MATTER AND THE TYPES OF ISSUES AND WAYS THAT PARENTS AND COMMUNITY CAN BE ENGAGED ON TOPICS THAT SCHOOL BOARDS AND THE COUNTY BOARD OF EDUCATION DEALS WITH.
I WAS ABLE TO MEET WITH PARENTS FROM SUMMIT DENALI TO JUST HEAR CONCERNS REGARDING THEIR POTENTIAL CLOSURE OF THEIR SITE. AND SO JUST BEING A LISTENING EAR AND SEEING, YOU KNOW, ANY CLARIFICATION THAT I COULD HAVE PROVIDED FROM MY PERSPECTIVE.

SO I ATTENDED A WEBINAR ON THE LEGISLATIVE ACTION WEEK THAT CSBA IS HAVING.

IT'S A PALO ALTO BASED SUICIDE PREVENTION AND YOUTH MENTAL HEALTH ORGANIZATION.
THEY PRESENTED THEIR NEW STRATEGIC PLAN AND THEY HAVE PLANS TO EXPAND BEYOND PALO ALTO.
THIS IS A SERIES OF SEMINARS SPONSORED BY THE CALIFORNIA DEPARTMENT OF EDUCATION.
THIS IS THE FIFTH ONE ON FAMILY PARTNERSHIPS AND CULTURE GUIDE, AND IT WAS VERY INFORMATIVE.

AND THEIR PARTNERSHIP WITH THE SACRAMENTO COUNTY DEPARTMENT OF HEALTH, BECAUSE THEY HAVE PARTNERED TOGETHER TO PLACE A MENTAL HEALTH CLINICIAN IN EVERY SCHOOL IN THE COUNTY TO WORK FOR A CONTINUUM OF CARE AT THE SCHOOL SITES SO THAT THE SCHOOL SITES REALLY HAVE, YOU KNOW COMPREHENSIVE CENTERS OF WELLNESS.SO I'M GOING TO CONNECT UP ALL THE INFORMATION FROM THAT WEBINAR TO DR.
AND THERE WERE MULTIPLE STREAMS OF FUNDING THAT THEY WERE ABLE TO BRAID TO GET THIS DONE.
I ALSO ATTENDED THE EDSOURCE ROUNDTABLE, ZOOM ON WHAT'S GETTING IN THE WAY OF BLACK STUDENT SUCCESS, AND THEY TALKED A LOT ABOUT THE RACIAL INEQUITY AND HOW THERE'S YOU KNOW, WAYS TO ADDRESS IT.
BUT WE'VE GOT TO DO IT AS OPPOSED TO TALK ABOUT IT.
DEWAN TO ACCESS THE LEGAL SERVICES THAT WE CONTRACTED FROM LAST SEPTEMBER SO THAT THE BOARD WILL BE ABLE TO REQUEST SECOND OPINIONS ON LEGAL JURISDICTION QUESTIONS, OTHER LEGAL QUESTIONS THAT THE BOARD IS INTERESTED IN.

TONIGHT'S FIRST INFORMATION DISCUSSION ITEM IS ABOUT ASSEMBLY BILL 906 AND I WANT TO INTRODUCE THIS ITEM TO THE BOARD AND MAKE CONNECTIONS TO ACTIONS THAT THE BOARD TOOK AT OUR LAST MEETING.
I'M GOING TO INVITE CARMEN TO PLEASE POST THE POWERPOINT SO WE CAN GO THROUGH THIS.
BUT AT THE LAST MEETING OF THE COUNTY BOARD OF EDUCATION, YOU ADOPTED A RESOLUTION IN SUPPORT OF OUR ADVOCACY EFFORTS TO ADJUST THE FUNDING FORMULA OF COURT SCHOOLS IN PARTICULAR, BUT POTENTIALLY COURT AND COMMUNITY SCHOOLS.
AND WHAT I'M GOING TO SHARE WITH YOU THIS EVENING IS ABOUT ASSEMBLY BILL 906, WHICH IS THE COMPANION BILL OR THE ALTERNATE PATHWAY TO ACHIEVING THIS FUNDING, POTENTIALLY RECEIVING THIS FUNDING AND CHANGING THE FUNDING FORMULA.
SO IN THE RESOLUTION AND OUR ADVOCACY EFFORTS TO DATE HAVE BEEN WITH THE GOVERNOR'S OFFICE AND THE DEPARTMENT OF FINANCE AND ASSEMBLY MEMBER GIBSON IS DID ENTER THIS BILL BY THE BILL DEADLINE, WHICH WOULD ESSENTIALLY LOOK AT COURT AND COMMUNITY SCHOOLS AS NECESSARY SMALL SCHOOLS.
CHANGE IS NEEDED BECAUSE SINCE THE INSTITUTION OF THE LOCAL CONTROL FUNDING FORMULA COUNTY OFFICES OF EDUCATION HAVE BEEN FLAT FUNDED. AND FOR US, WE'VE BEEN FLAT FUNDED SINCE 2013.
AND IN ADDITION TO THAT, WE ARE BASIC AID COUNTY OFFICE.
SO A NUMBER OF THE FUNDS THAT ARE RAISED FOR LOCAL PROPERTY TAXES, WE ACTUALLY ARE REQUIRED BY LAW TO RETURN TO THE STATE OF CALIFORNIA, WHICH THEY USE FOR THEIR OTHER EFFORTS.
AND THE CURRENT FUNDING FORMULA IS SOLELY BASED ON ADA.
WE HAVE SEEN FOR ALL THE RIGHT REASONS THAT WE SUPPORT DECREASES IN ENROLLMENT, IN COURT AND COMMUNITY SCHOOLS, AND WE'RE CERTAINLY NOT ADVOCATING FOR INCREASES IN ENROLLMENT IN THOSE PROGRAMS.

HOWEVER, WE'VE MADE SIGNIFICANT INVESTMENTS IN THESE PROGRAMS TO ENSURE THAT THEY'RE OF QUALITY AND TO PROVIDE CONSISTENT LEVELS OF STAFFING TO MEET THE ADJUSTED NUMBERS OF STUDENTS AND THEIR NEEDS IN THE PROGRAM.NEXT SLIDE. JUST AS A QUICK SNAPSHOT FROM ONE POINT IN TIME WITHIN OUR BUDGET, LOOKING AT THE LOCAL CONTROL FUNDING FORMULA AND THE IMPACT.
WE HAVE HAD TO AND APPRECIATE THE OPPORTUNITY TO UTILIZE OUR GENERAL FUND, OUR FUND BALANCE TO CONTRIBUTE TO THE OPERATIONS OF THE COURT AND COMMUNITY SCHOOLS.
AND JUST AS ONE EXAMPLE, ON AVERAGE FOR THE ANNUAL COURT SCHOOLS DEFICIT, IT'S A LITTLE OVER $2 MILLION DOLLARS THAT WE SUPPLEMENT THE PROGRAM USING OUR GENERAL FUND.
WE DON'T RECEIVE ANY REPLENISHMENT FUNDS INTO THE GENERAL FUND.
AND SO AS WE CONTINUE TO USE GENERAL FUND TO FILL THIS DEFICIT OR SUBSIDIZE THE PROGRAM, WE WILL EVENTUALLY RUN OUT OF FUNDS IN ORDER TO DO THAT.
NEXT SLIDE. SO THE PROPOSAL AND I WON'T GO INTO DETAIL HERE, BUT JUST THE PROPOSAL AS IT STANDS IS TO ENSURE THAT THERE'S SOME LEVEL OF BASE FUNDING FOR EACH COE COURT SCHOOL AND THEN SOME LEVEL OF BASE FUNDING FOR EACH COE COMMUNITY SCHOOL, AND THEN OPTIONS TO LOOK AT ATTENDANCE AND ENROLLMENT OR UNNECESSARY COURT SCHOOL FUNDING FORMULA AND A SIMILAR METHOD FOR THE COMMUNITY SCHOOLS.
SO WHERE THIS IS IN PROCESS IS THAT THE BILL HAS BEEN INTRODUCED AND HEARINGS WILL BEGIN SOON.
WE DON'T KNOW HOW SUCCESSFUL WE'RE GOING TO BE WITH THIS PROPOSAL, BUT WE DO THINK IT'S APPROPRIATE TO INTRODUCE IT AND TO CONTINUE TO ADVOCATE SO THAT WE CAN HAVE HIGH QUALITY PROGRAM FOR THE STUDENTS WE SERVE.
AND HAPPY TO ANSWER ANY QUESTIONS THE BOARD MAY HAVE.
ANY QUESTIONS TRUSTEES? DO WE KNOW THE TOTAL FISCAL TAG OF THE BILL? I BELIEVE IT'S A COUPLE HUNDRED MILLION ACROSS THE STATE.

AND THE NUMBERS ARE RELATIVELY SMALL, SO I BELIEVE IT'S AROUND A COUPLE HUNDRED MILLION.
AND WOULD THERE BE A SITUATION WHERE THERE ARE LIKE WINNERS AND LOSERS, OR WOULD ALL COURT AND COMMUNITY SCHOOLS BENEFIT? IT SHOULD BE THAT ALL COURT AND COMMUNITY SCHOOLS BENEFIT BASED ON THE PROPOSED FORMULA.

TONIGHT MY REPORT IS FOCUSED ON THE ROLE OF THE SUMMIT PUBLIC SCHOOLS BOARD OF DIRECTORS AND THE ROLE OF THE COUNTY BOARD OF EDUCATION, COUNTY SUPERINTENDENT AND COUNTY COUNTY OFFICE OF EDUCATION REGARDING DENALI'S OPERATIONS AND POSSIBLE CLOSURE.
THESE ROLES ARE NOT THE SAME AND WE HOPE THIS UPDATE WILL BE INFORMATIVE TO THE COUNTY BOARD AND HELPFUL TO THE PUBLIC'S UNDERSTANDING OF THESE DIFFERENT ROLES AND RESPONSIBILITIES. WE WILL BEGIN WITH THE ROLES AND RESPONSIBILITIES.

THE COUNTY BOARD DELEGATES, THE COUNTY SUPERINTENDENT OR HER DESIGNEE.
THE ADMINISTRATIVE FUNCTION OF MONITORING AND OVERSIGHT OF THE CHARTER SCHOOLS IT AUTHORIZES.
THE GOVERNANCE AND OPERATION OF DENALI BY SUMMIT'S BOARD AND SUMMIT'S STAFF IS A SEPARATE AND DISTINCT FROM THE COUNTY OFFICE OF EDUCATION'S OVERSIGHT FUNCTION.
SUMMIT MUST OPERATE DENALI IN ACCORDANCE WITH ALL REQUIREMENTS OF LAW, DENALI'S CHARTER AND THE MOU AND ADDENDUM THAT DENALI AND SUMMIT HAVE WITH THE COUNTY OFFICE OF EDUCATION AND MUST FOLLOW SOUND FINANCIAL PRACTICES.
CHARTER SCHOOL STAFF, PROVIDES TECHNICAL ASSISTANCE, ADVICE AND SUPPORT TO CHARTER SCHOOLS TO HELP THE CHARTER SCHOOL OPERATORS AND SCHOOLS PROVIDE STUDENTS WITH EDUCATIONALLY SOUND PROGRAMS AND COMPLY WITH THE LAW, THEIR CHARTER, THEIR MOU AND APPROPRIATE FINANCIAL MANAGEMENT.

SUMMIT HAS REPORTED THAT VARIOUS ASPECTS OF THE CALIFORNIA LOCAL CONTROL FUNDING FORMULA, OR LCFF AND FEDERAL EDUCATION FUNDING HAVE NEGATIVELY IMPACTED THE AMOUNT OF DENALI'S FUNDING IN RECENT YEARS.
THE COUNTY OFFICE OF EDUCATION IS NOT RESPONSIBLE FOR DENALI'S OPERATION COSTS OR DEBTS.

THE CHARTER SCHOOLS DEPARTMENT STAFF HAS CONTINUED TO STRESS TO SUMMIT THE IMPORTANCE OF OPERATING WITH TRANSPARENCY AND KEEPING THEIR EDUCATIONAL PARTNERS, INCLUDING FAMILIES AND SUMMIT STAFF, INFORMED ABOUT SUMMIT AND DENALI'S OPERATIONS AND THE POTENTIAL CLOSURE OF DENALI.
OVER TIME WE HAVE ALSO EMPHASIZED TO SUMMIT THE IMPORTANCE OF HOLDING ITS BOARD MEETINGS AT TIMES AND IN LOCATIONS ACCESSIBLE TO THEIR COMMUNITY, INCLUDING FAMILIES AND STAFF, PARTICULARLY WHEN CONSIDERING IMPORTANT ISSUES SUCH AS THE POSSIBLE CLOSURE OF DENALI.
DURING THE LAST MEETING ON FEBRUARY 15TH, THE COUNTY BOARD OF EDUCATION HAD SUMMIT REPRESENTATIVES EXPLAIN THE CONCERNS THAT HAVE LED TO DENALI'S POSSIBLE CLOSURE AND ANSWER QUESTIONS ABOUT HOW THIS SITUATION GOT TO THIS POINT.
FURTHER, THE CHARTER SCHOOLS DEPARTMENT IS ACTIVELY ENGAGED IN OVERSIGHT OF DENALI AND TAHOMA.
WE ARE IN REGULAR CONTACT WITH SUMMIT.
WE ENGAGE IN WEEKLY MEETINGS WITH SUMMIT ABOUT DENALI, AND WE HAVE ASKED SUMMIT FOR UPDATES ON HOW IT IS ASSISTING DENALI FAMILIES TO LOCATE OTHER SCHOOL OPTIONS, BOTH WITHIN AND OUTSIDE THE SUMMIT NETWORK.
SHOULD THE SUMMIT BOARD TAKE ACTION TO CLOSE DENALI WE WILL ALSO PROVIDE TECHNICAL ASSISTANCE TO SUMMIT TO HELP ENSURE IT COMPLIES WITH ALL THE REQUIRED CLOSURE PROCEDURES, INCLUDING THE MAINTENANCE AND TRANSFER OF STUDENT AND PERSONNEL RECORDS.
COMPLETION OF A FINAL AUDIT AND DISPOSITION OF DENALI'S ASSETS.
BEFORE CONCLUDING MY UPDATE ON SUMMIT DENALI, I ALSO WANT TO ADD THAT MEMBERS OF THE PUBLIC MAY ATTEND THE SUMMIT BOARD MEETING IN PERSON OR VIA TELECONFERENCE.
ADDITIONALLY, BECAUSE SUMMIT HAS SCHOOL SITES IN MULTIPLE COUNTIES IN CALIFORNIA, IT IS REQUIRED TO HAVE A MEETING SPACE AT EACH SCHOOL SITE WITH TWO WAY COMMUNICATION TO THE ACTUAL MEETING SITE IN REDWOOD CITY.
THIS CONCLUDES MY UPDATE ON SUMMIT PUBLIC SCHOOLS DENALI.
HOWEVER, I WOULD LIKE TO SHARE A SECOND ITEM WITH YOU THIS EVENING, AND THAT ITEM IS ON THE 2021-22 FINANCIAL AUDITS FOR CHARTER SCHOOLS. IN NOVEMBER 2022, TWO CHARTER SCHOOLS, ACE EMPOWER AND DOWNTOWN COLLEGE PREP ALUM ROCK REQUESTED EXTENSIONS AND BOTH WERE GRANTED.
SINCE THAT TIME, ACE HAS HAD ITS AUDIT COMPLETED AND HAS SUBMITTED IT TO SCCOE.
DCP HOWEVER, RECENTLY CONTACTED SCCOE REQUESTING AN ADDITIONAL EXTENSION BECAUSE ITS AUDITOR IS SHORT STAFFED AND WILL NOT BE ABLE TO COMPLETE THE AUDIT BY THE PREVIOUSLY AGREED UPON DATE.
DCP NOTIFIED ITS BOARD, WHICH ADOPTED A RESOLUTION EXTENDING THE TIMELINE FOR COMPLETING THE AUDIT.
THAT RESOLUTION HAS BEEN SUBMITTED TO SCCOE AND WE WILL NOTIFY THE CDE.

THE PRIMARY REASON THAT THIS BOARD BYLAW IS BEING BROUGHT FORWARD IS BACK IN 2019, THE CALIFORNIA VOTING RIGHTS ACT WAS IMPLEMENTED ACROSS THE STATE AND AN AMENDED GOVERNMENT CODE RELATED TO TERMS OF OFFICE FOR COUNTY BOARD OF EDUCATION MEMBERS MOVING THE TERM OF OFFICE TO BEGIN THE SECOND FRIDAY IN DECEMBER.AND THE REASON FOR THIS CHANGE WAS BECAUSE THE CALIFORNIA VOTING RIGHTS ACT ALLOWS FOR A LONGER WINDOW FOR BALLOTS TO BE SUBMITTED AN COUNTED AND PROCESSED, THAT THE ELECTION RESULTS COME OUT LATER THAN THEY USED TO.

EACH YEAR, THE SANTA CLARA COUNTY SCHOOL BOARDS ASSOCIATION ANNOUNCES WINNERS OF THE HOFFMAN AWARDS.
THE HOFFMAN AWARDS ARE NAMED AFTER FORMER COUNTY SUPERINTENDENT HERE IN SANTA CLARA, GLENN HOFFMANN.
THIS YEAR, THERE ARE FIVE WINNERS, AND I'M GOING TO ANNOUNCE ALL FIVE.
SO CONGRATULATIONS TO ALL OF OUR STAFF.
[APPLAUSE]. SECONDLY, THE STEPPING UP FOR SUCCESSFUL POST-SECONDARY TRANSITIONS FROM THE LOS GATOS SARATOGA UNION HIGH SCHOOL DISTRICT. THE MILPITAS DUAL ENROLLMENT PROGRAM AT THE MILPITAS UNIFIED SCHOOL DISTRICT.
THE HOFFMANN AWARDS DINNER CEREMONY IS PLANNED FOR WEDNESDAY, MAY 10TH.

AND UNDER THE CAL OSHA GUIDANCE, WE ARE REQUIRED TO LOOK AT THAT DATA.
BUT AROUND THAT SAME TIME, A REPORT WAS RELEASED FROM THE CDC.
THEY RELEASED A SCIENCE BRIEF THAT SHOWED THE BENEFITS OF MASKING INDOORS AND THE EFFECTIVENESS OF THOSE MASKS, DIFFERENT TYPES OF MASKS.
AND THAT WILL ALSO BE SHARING WITH OUR DISTRICT PARTNERS.
THIS IS A REALLY SPECTACULAR OPPORTUNITY FOR THE COUNTY.
IT WILL HAVE ADOLESCENT BEDS FOR YOUNG PEOPLE WHO NEED MORE SIGNIFICANT TREATMENT WHEN IT OPENS.
AND WE CURRENTLY DO NOT HAVE ANY HOSPITALIZATION OPPORTUNITIES FOR STUDENTS WITHIN OUR COUNTY.
SO THIS IS THE FIRST TIME THAT OUR COUNTY IS MAKING THIS TYPE OF INVESTMENT.
I ATTENDED THE SANTA CLARA COUNTY SCHOOL BOARDS ASSOCIATION ZOOM MEETING THAT EVENING AS WELL.
THE WOMEN'S SUMMIT THIS YEAR IS GOING TO BE HELD ON APRIL 29TH.
ON FEBRUARY 27TH, I ATTENDED A MEETING WITH THE CALIFORNIA DEPARTMENT OF TECHNOLOGY.
SANTA CLARA COUNTY IS BEING ASKED TO HOST A BAY AREA MEETING WITH THE CALIFORNIA DEPARTMENT OF TECHNOLOGY TO TALK ABOUT DIGITAL EQUITY AND ACCESS AND TO GET FEEDBACK FROM PARTNERS.
SO MORE TO COME ABOUT THIS, BUT WE HAVE OFFERED TO HOST THIS REGIONAL MEETING AT OUR FACILITY AND AS SOON AS WE KNOW MORE, I WILL SHARE THAT WITH ALL OF YOU AS WELL. AND ON FEBRUARY 27TH, I ATTENDED THE CHILDREN'S AGENDA LEADERSHIP COUNCIL, WHERE WE'RE PLANNING THE CHILDREN'S SUMMIT.

OUR CLIMATE READY SCHOOLS COALITION HAS BEEN ENGAGED IN THIS WORK AND I'M DELIGHTED TO FINALLY BE ABLE TO ANNOUNCE THAT OUR REPORT IS BEING RELEASED TOMORROW. I WILL BE SURE TO PROVIDE A COPY OF THIS TO THE BOARD IN THE WEEKLY.
